"Multi-stage crushing plants, including high pressure grinding roll (HPGR) circuits, require more materials handling equipment than SAG and ball mill circuits. A temptation exists to neglect the energy consumption of materials handling when doing desktop comparisons of HPGR versus SAG milling circuits because estimation of materials handling power requirements can demand significant general arrangement drafting that is not available when performing preliminary scoping or ""desktop"" studies.The largest component of materials handling power is consumed by conveyors when lifting material between stages of crushing, meaning that a simple potential energy model can be used to evaluate conveying specific power consumption. This potential energy consumption for conveying can then be factored to provide overall materials handling specific energy consumption suitable for desktop studies of HPGR and other multi-stage crushing circuits. The technique also permits different crushing circuit flowsheets to be evaluated, at a preliminary level, by simply counting the number of times a conveyor must ""lift"" ore from ground level up to a bin or other equipment mounted up high.INTRODUCTIONTrade-off studies of multi-stage crushing plants involving high pressure grinding rolls (HPGRs) versus semi-autogenous grinding (SAG) mill circuits typically focus on the operating cost savings of crushing plants versus the capital cost savings of SAG mill plants. Very high-level (or desktop) studies of this type do not include a great deal of engineering work, meaning that the details (and costs) of ancillary systems are often not captured when doing the comparisons. The more complicated nature of the multistage crushing plants means there are more ancillary systems than a SAG mill plant, risking a skewed analysis of the operating costs, benefiting the HPGR option.One of the ancillary systems that may be overlooked is the more complicated conveying systems inherent in multi-stage crushing plants. Due to the mass of material being handled in large mining operations, these conveyors become a significant portion of the operating costs. A simple way to estimate the specific energy consumption of conveying systems without requiring engineering drawings and a site layout would allow high-level studies to capture this operating cost."

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. A laboratory investigation was carried out on the characterization and beneficiation of sillimanite ore. Petrographic analysis indicated that the ore consisted of massive elongated sillimanite grains in a matrix of hematite, garnet, feldspar and silica. A procedure for estimating the percentage of sillimanite was developed using float-sink and magnetic-separation techniques. A liberation study was carried out to determine the level of size reduction required to achieve sufficient liberation while ensuring that gravity concentration techniques would be applicable. Laboratory testing was performed on the liberated ore to investigate the applicability of using wide-angle dense-medium cycloning to upgrade this ore. Initially, medium-only tests were carried out using various size distributions of magnetite and ferrosilicon as the dense-medium solids to evaluate the effects of operating conditions on medium segregation. Depending on the medium solids and operating conditions, either positive of negative differentials (difference between the relative densities of the underflow and overflow streams) were obtained. Based on these results, separation tests were performed to process nominal -1.2-mm sillimanite ore. The results indicated that sillimanite concentration could be obtained using a medium relative density that was much lower than would typically be used in a dense-medium cyclone separation.

Although metallurgical benefits of processing metals in a vacuum or reduced atmosphere have been realized for a hundred years, the problem of creating a vacuum in the range from 10-0 to 10-4 mm. of mercury in a moderately sized furnace chamber has been difficult to solve. The demand for these and lower pressures, with the advent of World War II, for separating the fission-able uranium isotope from its stable twin by the electromagnetic process, gave impetus to developing pumps capable of delivering extremely low pressures. With the release of data by the Atomic Energy Commission on methods of securing high vacuum in large equipment, steel companies took the initiative, and the growth of the vacuum-melting industry was assured. Vacuum-induction melting of steel in the United States began on a small scale in early 1945 and in 10 years grew to 60,000 pounds per month or 720,000 pounds per year. The years following 1954 showed tremendous expansion, culminating in 1958 in a capacity of more than 36 million pounds.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. Its importance to each operator is dependent on the amount and type of waste he dumps into the rivers and streams; on whether this waste pollutes the waters sufficiently to make them unfit for potable water, irrigation, and conservation of wild life; and on whether this waste makes a safety or health hazard. This study is organized under the auspices of the Metal/Nonmetal Diesel Partnership formed by the National Institute of Occupational Safety and Health (NIOSH), the National Mining Association (NMA), the National Stone Sand and Gravel Association (NSSGA), the United Steel Workers of America (USWA) and the MARG Diesel Coalition. The ultimate objective of the study is to reduce the exposure of underground miners to diesel particulate matter (DPM) and gases, and to help in fulfilling the partnership’s goal of identifying technically and economically feasible controls to curtail particulate matter emissions from existing and new diesel powered vehicles in underground metal and nonmetal mines. The majority of current knowledge on the performance of the diesel particulate filter (DPF) systems and other control technologies is based on studies done under laboratory conditions, the results then being applied the results to on-highway vehicles. According to the best knowledge of the authors, only two comprehensive studies that were conducted recently at Noranda’s Bathurst Mining and Smelting Mine and International Nickel Company’s Stobie Mine under the sponsorship of the Diesel Emissions Evaluation Program [McGinn 2001, Bugarski and Schnakenberg 2001, Bugarski and Schnakenberg 2002] offered some insight into the problems associated with the deployment of modern DPFs to underground mining vehicles. The U.S. mining industry has expressed concern that this rather limited knowledge base is not sufficient to help them comply with the rule limiting DPM exposure of underground metal and nonmetal miners [30 CFR 57.5060 2001]. The partnership agreed that a series of comprehensive field evaluations of DPFs in several underground mines was needed to determine their viability of DPF systems and establish confidence in their performance. The first in this series of studies was the one conducted in Stillwater Mining Company’s Nye Mine, Nye, Montana. This study was conducted in two phases. The objective of the first phase was to establish the effectiveness of the selected technologies in reducing diesel emissions by using an isolated zone methodology. The objective of the second phase was to assess the effectiveness of diesel particulate filters in controlling the exposure of underground miners in actual production scenarios. As part of the first phase of the study a series of tests were conducted at Nye Mine from May 19, 2003 until May 30, 2003. The results of Phase I of the study are presented in this report.

"This paper presents the development of a new grinding circuit steady-state modeling system. It is fundamentally based on the “functional performance equation”, which has now been used to improve the performance of numerous grinding circuits. This equation characterizes the two distinct efficiencies that are at work in a ball milling circuit, and how these relate to overall circuit productivity. It does so based on the particle size chosen to distinguish between coarse and fine (product size) material. Now, by applying it to all the material size classes, a simple yet reliable ball mill model was created. Combined with cyclone recoveries, the complete, detailed grinding circuit performance can be exactly reproduced mathematically by the computer program. It can then be used with separate process equipment application engineering methods to systematically engineer grinding circuit improvements. The development, features, uses and limitations of the system are described.INITIAL DEVELOPMENT OF THE CIRCUIT MODELThe Functional Performance Equation for Closed Circuit Ball (or Pebble) MillingIt has been shown that closed grinding circuit performance can be effectively characterized by the “functional performance equation” for closed ball or pebble milling circuits (McIvor, 2006a). One method of its derivation is summarized here for convenient reference.First select a cut-off size to define “coarse” versus “fine” or product size material for the grinding circuit. Any particle mesh size can be used to differentiate between coarse material and fines, but the circuit target P80 is often an effective choice for these purposes.Any energy expended on “fines” is wasted. It also generates “extreme fines” often detrimental to downstream processing (McIvor and Finch, 1991). Only the portion of the mill power draw that is expended on coarse material is effectively used. This portion can be estimated from the mill feed and discharge size distributions (McIvor, 1988a) by taking the average of the percentage of “coarse” material in the mill feed and discharge. We can define the thusly calculated percentage of the mill power that is expended on coarse material in the mill as the ball mill circuit “classification system efficiency” (CSEff). The “effective mill power” (EMP) can be calculated from the total mill power (TMP) as follows."

In the early 80's, the cover of a major weekly magazine proclaimed the "Death of Mining." A few years ago, mining conventions, similar to this, around the country sported the theme, "The Survival of Mining." Today, the SME announces that "Mining is Alive." Being part of an industry that is simply alive is not very exciting. We can do better! Our challenge must be to flourish, blossom, maximize our potential and expand our horizons. The pace of rejuvenating this industry is still woefully inadequate. The new generation of mining industry leaders recognizes the urgent need for bold operational changes?changes in the way we deal with our employees? changes in the way we achieve productivity? and changes in the way we reward our employees for productivity.

Diatomaceous or infusorial earth when found in such quantity and quality as to render lands containing deposits valuable therefor are mineral lands within the meaning of the mining laws and must be excepted from grants to the Central Pacific Railway Company. RAILROAD GRANT-CLASSIFICATION, If any evidence of minerals is found upon lands within a railroad grant and the showing is sufficient in the opinion of prudent and qualified persons to warrant further exploration and expenditure, with reasonable prospects of success, then the land can not be classified as nonmineral and is not subject to the grant to a railroad company. But where there is no present indication of minerals nor any geological evidence upon which to base a mineral finding, land should not be classified as mineral, or held for further classification and reserved from the railroad's grant, upon the surmise that future prospects might disclose evidences of minerals. INDEMNITY SELECTION BY RAILWAY COMPANY, Under section 3 of the act of July 2, 1864 (13 Stat., 365), and the joint resolution of May 31, 1870 (16 Stat., 378), the Northern Pacific Railway Company could take coal and iron land within its primary or grant limits. It could not base an indemnity selection upon the claim that certain land was coal or iron in ;;haracter, as such land was not lost to it as part of the grant. But the company was authorized to select other lands in lieu of those lost because of their mineral character, but the word "mineral" did not include iron or coal, and, accordingly, the railroad company was entitled to take coal lands under its indemnity selection.

This Bureau of Mines report presents a computer code that has been developed for describing and testing the statistical distribution of general continuous data sets. The statistical distributions used include the normal, lognormal, exponential, chi square, gamma, and uniform. Histograms for observed and expected values are plotted for each distribution. An example using geologic data obtained from a study of the geometric properties of natural fractures in oil shale rock illustrates the use of the computer program, GDIST.

ALL live producers and manufacturers of metals and alloys are investigating new uses for their products. The tin and tin-plate industry is no exception. One-third of all the new tin mined and refined is consumed in making tin plate. Several billions of cans are each year made from tin plate for the preservation of nearly 200 kinds of food. There are more than 500 tin-plate mills or individual stacks in the United States, which country makes more tin plate than all other countries combined and exports large quantities. As much as 1,800,000 tons of till plate has been made in a year in this country, and 28.000 tons of tin has been used in this period for this purpose. In sonic years a third of the till is so consumed; in 1933 it was half of the supply.

Having passed through the worst of times for industrial minerals demand, there are signs that the best of times lie ahead. If the downturn was the result of unsustainable economic policy, the path forward has everything to do with sustain-ably meeting the demands of more people enjoying higher standards of living than ever before. Minerals producers must be poised to understand and meet their requirements well into the next decade. Successfully marketing industrial minerals - the building blocks of a growing and increasingly urban world population - will depend on producers? ability to respond nimbly to a rapidly changing and regionally evolving macroeconomic environment. A renewed focus on energy conservation, sustainable agriculture and building practices and consumer demand for products with a smaller environmental footprint will drive product and market segmentation strategies. These trends will not only shape the way industrial minerals producers do business, but also the type of skills and people they will require to run those businesses.

Discussion held at the sessions of the Canal Zone meeting, November, 1910. [SECRETARY'S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. In editing these contributions, I have condensed the material considerably by cutting out much repetition of opinions and phrases ; and in such excision, I, frankly confess, the authors whose communications were delayed, have been the sufferers. Nevertheless, there is a good deal of repetition left, as there must be, when so many persons had talked so much, and come to agreement upon so many points. 3. Coal research and related activities in 1964 by the Bureau of Mines resulted in many advances in the production, preparation, and utilization of this valuable natural resource. Mining research during the year was marked by work on hydraulic mining, coalbed degasification, mine drainage control, mine sealing, strip-mine rehabilitation, and quenching of mine-refuse fires. Bureau research continued to produce information leading to increased safety in underground mining. Such research included roof and rib control via bolting and bonding, pressure monitoring of coal and mine rock during mining operations, and development of safety devices for detecting conditions leading to roof falls. Other safety work was continued on methane detectors, coal-dust suppression, and mine venti lation equipment and techniques. Mine explosion and explosives research, mine equipment and materials, safety rule modernization, and safety education and training of mine workmen were continued. Coal storage and preparation work in 1964 ranged from freezeproofing of lignite for rail shipment, through washability studies of coals and washing equipment, to research on new ways to remove ash and sulfur from coal. Electric power production, which ,accounts for a major portion of the market for coal, received further study. Unique power generation systems, inc luding coal-burning gas turbine and megnetohydrodynamic generators, were intensively investigated. Conventional power systems were improved through continuation of work on furnace performance, powerplant stack gas purification, and engineering and boiler water service.

Welina mai to the 40th Underwater Mining Institute, UMI 2011 - Marine Minerals: Recent Innovations in Technology. Since the first conference in Milwaukee, Wisconsin in 1970, the UMI Founder Professor Robby Moore always insisted on actively seeking the participation of industry, academia, and government. History has proven the wisdom of this approach, which is probably the key to its survival for so many years. The UMI is very much influenced by the cyclical pressures of the minerals commodity markets. When minerals demand and prices are rising rapidly, industrial participation in the Institute dominates the agenda, and participants share optimistic and aggressive views of the commercial prospects of the day. When metals prices are falling and world economies lethargic, academic experts continue to provide guidance and breakthroughs in the concepts and practices of exploration, technology, and environmental protection. Throughout the ups and downs, government participants provide a stabilizing force with conservative and environmentally sensitive policy statements, patient development efforts with long-term objectives, authoritative resource assessments and, sometimes, much needed regulatory clarity.

Selection of a suitable site for a metallurgical plant is crucial for the success of the business case. For a brownfield project, with the decision to locate the project on a site with existing production facilities and activities, the selection of the site has been made. For a greenfield project, important economic and logistical considerations include proximity to primary and secondary resources and/or to the market, infrastructure, and access to energy and water. National and regional aspects, including the social license to operate, can be decisive in final site selection. Key to recruiting and retaining a labour force are proximity to urban areas, along with weather and health conditions at the site. Risk factors include site geotechnical parameters and topography, contamination, as well as probability and types of potential natural disasters.

From July 1, 1949, to July 1, 1950, the Bureau of Mines conducted the research and technologic work on coal and coal products that is summarized in this report. The research, described in this fifteenth of a series of resumes, is presented in more detail in publications (see footnote references) that appeared during the fiscal year, though in some cases research data are given that have not been published elsewhere. Results of research in the experimental coal mine, on explosives, and on gas and dust explosions will be found in Bureau of Mines Report of Investigations 4228, Annual Report of Research and Technologic Work on Explosives, Explosions, and Flames, Fiscal Year 1950. An over-all view of our coal, oil, end natural-gas reserves was presented, and the future possibilities for the, production of synthetic liquid fuels from coal were delineated.3/

The conventional method of mining underground, using narrow rooms and wide pillars, has proven to be poorly adapted to the powerful earth forces that act on underground openings. The high costs of roof bolting, timbering, steel arching, and other means of artificial roof support for both room-and--pillar operations and longwall gate roadways attest to the limitations of traditional mine design. Too often, productivity halts when corners buckle under "cutter roof' stresses, floors heave, and roof strata fall. In the 1960s, an entirely different approach to strata control was developed. The Stress Control Method (SCM) stabilizes failing roofs and heaving floors by removing the cause of failure - highly concentrated stresses around the openings. This is achieved by regrouping three to 10 rooms into a single entry where the rooms are separated by very narrow yielding but stable pillars. SCM employs a specified excavation sequence to redirect earth pressures away from the mine openings. The yield pillars act as scaffolding until a permanently protective secondary stress envelope forms around the entry (lower part of Fig. 1). The result is a dramatic improvement in roof stability and a significant reduction in artificial support costs. Some roof bolting must still be done, mainly to meet Mine Safety and Health Administration (MSHA) requirements. Potash, salt, coal mining The stress control method was first applied to the deep potash mines of Saskatchewan. The new SCM design actually increased room widths to enlarge the stress envelope, redistributing the stress concentration away from the entries (Serata and Schultz, 1972). This resulted in a turnaround from pervasive roof fall/floor heave conditions that threatened operations in the eight new mines opened in the Saskatchewan potash field during the 1960s. In addition to eliminating all roof bolting, SCM successfully stabilized ground conditions and substantially increased productivity over the original design (Serata, 1976, 1982). Similarly, the deep Boulby potash mine of Yorkshire, England, was about to close after various conventional means of combating roof failure had failed. An SCM test area was excavated that resulted in the ground quickly stabilizing without need o artificial support (Serata, 1982; Chilton and Laird, 1982). Another example is the Diamond Crystal salt mine in Louisiana. Here, multiple level mining was being extended from the third to the fourth level downward in the Jefferson Island salt dome. Extensive roof failure was occurring at 396 m (1300 ft) ii the third level. SCM design principles in creased the room size from 24 to 49 m (80 t( 160 ft) on the fourth level at a depth of 457 m (1500 ft). This unprecedented expansion of room width was first questioned and later ap¬proved by MS HA, which expressed satisfaction in seeing the improvement documented by field validation data in 1973. The most recent SUM application to salt mining has been in the Michigan Basin a: Goderich, Ontario. The anticipated abandonment of Domtar Chemicals Group/Sifto Salt Division's deep operation in bedded sale was prevented by a multi-year SCM implementation. The success of SCM in dry mining[lecc] to its application to solution mining of salt This adaptation of the method is now being implemented in bedded salt at Fort Saskatchewan, Alberta by Dow Chemical Co., and in St. Clair, MI by International Salt Co. Application of SCM to solution mining in a salt dome is proceeding at Napoleonville. LA by Dow Chemical. The same technology has also been applied to cavern design for the Louisiana Offshore Oil Port (LOOP), and the compressed air energy storage (CAES)

A large wedge failure had occurred in the study area which was under construction. Therefore, in order to analyze the potential instability for this rock slope, the authors conducted numerical analysis with DEM and then the behaviour of rock mass was analysed after appropriate reinforce-ments were applied.
