THE object of the work was to increase the capacity of the plant and, if possible, to reduce costs of the actual unit grinding while doing so. The accompanying assays of an infra-sizer analysis of the cyanide tail (Table l) illustrate the problem in hand. The cyanide tail is a combination of two products, gangue and FeS2. The assay alters by virtue of a change in gold value due to grinding and the relative quantity of FeS2 in the sizes, which itself varies with the grind. The disposal tail is the residue after the cyanide tail is scavenged by flotation, most of the pyrite being removed for roasting. It presents a somewhat different problem, since grinding gangue is all gain, but -10 micron FeS2 does not float nearly as well as + 10 product. This results in compromise in the final size to be aimed at. Extra grinding has hardly any appreciable effect on the gold extraction from the FeS2. The analysis described herein evaluates the Bureau of Mines Program for Advancing Mining Technology - Oil Shale in terms of the economic benefits which may be derived for the Nation as a result of its successful research and development efforts. On the basis of postulated oil shale production scenarios, benefit-cost ratio indicators are computed for the program elements as they apply to surface, underground, and modified in situ oil shale mining systems. Eight value indicators are used to measure the Program's beneficial impact on the future oil shale industry in relation to planned research and development costs. These are: capital cost savings, operating cost savings, labor savings environmental quality maintenance cost reduction, reduction in production costs, byproduct production benefits, total production benefits, and additions to recoverable reserves. Program costs are aggregated from 1974 through 1987 and major benefits are accrued from 1982 through 2040. Both cost and benefit streams are discounted to mid-1975 present value.

"The Keystone porphyry molybdenum deposit, located in southcentral British Columbia, is hosted by intrusive rocks of the Cretaceous Mount Lytton batholith and the early Tertiary Keystone quartz diorite stock. The molybdenite mineralization is associated with rhyolite porphyry dikes flanking a large 1300 m by 2100 m breccia complex. Recognition of the potential for the buried molybdenum porphyry system was based on quartz-molybdenite vein fragments within the hydrothermal breccias.The full extent of the molybdenum mineralization is not known. The few deep drill holes along one comer of the breccia complex defines strong metal zoning of molybdenum and associated elements of F, Mn, Zn, Pb, Au, Ag, Fe and W about the molybdenum stockwork mineralization that may be useful for guiding additional exploration. The best mineralization occurred near the base of the deepest drill hole with 0.114% Mo in rhyolite porphyry near the edge of the breccia pipe at a depth of 1350 m.The exploration history of the deposit has been complex, focussing on both porphyry-style mineralization and precious metal veins and stockworks on the periphery of the porphyry system. Exploration to date has defined an attractive porphyry molybdenum system with uneconomic grades at great depth; however, there remains significant potential to define economic mineralization elsewhere in the Keystone porphyry system and adjoining occu""ences."

The Australian Corporations Law generally requires Independent Expert Reports to be presented in support of capital raising or in defence of mergers and takeovers. The introduction of the VALMIN Code in 1995 (and its recent revision issued as the VALMIN Code, 1998) made Assessment and Valuation Reports in these circumstances much more comprehensible than before because of its key requirements for transparency and materiality. By forcing the Independent Valuer to provide an explanation of the reasoning behind the estimation of a particular resource asset, VALMIN allows the reader to clearly see any error or illogicality in the valuation methodology used and to seriously question or even reject the resulting value. Even though many elements of resource asset valuation practice are undeniably subjective, there must be some basis of objective rationality to it. Independent resource asset Valuers are the essential link between mineral explorers/miners on the one hand and brokers/analysts/fund managers/investors on the other. The minerals and financial industries both expect them to not use inappropriate or invalid valuation methods and illogical steps within these methods. This paper examines some of the less sensible ways in which some of the main techniques that Valuers commonly use to assess the fair market value of mineral properties have been applied in recent instances. The authors hope to discourage the adoption or perpetration of the æWhat-number-did-you-have-in-mind?' approach. It is MINVALÆs view that as many methods as possible should be used in any resource asset valuation. If any of the resulting estimates are in approximate agreement (particularly if they were derived using the less subjective of the available methods), ie if they cluster, they are probably more persuasive as being the Preferred Value of the asset than outlier values within the Valuation Range.

Mine waste and mine reclamation are topics of major interest to the mining industry, the government and the general public. This publication and its companion volume are the proceedings of a conference held in Pittsburgh, April 19-21, 1988. There were nine sessions (50 papers) that dealt with the geochemistry, hydrology and problems of mine waste and mine water, especially acid mine drainage. These comprise Volume 1. The nine sessions (43 papers) that dealt with reclamation and restoration of disturbed lands, as well as related policy issues, are included in volume 2. Volume 2 also contains the ten papers that pertained to control of subsidence and mine fires at abandoned mines. Poster session presentations are, in general, represented by abstracts; these have been placed in the back of both volumes.

Valuation of mining companies and their underlying assets prepared by brokers' analysts are, by necessity, approximations. The reliability of the valuations is entirely proportional to the quality of available data, the reliability of forecasts and the nature of underlying commodity price assumptions. The latter is perhaps the greatest single cause of gross variations in company and asset earnings estimates and- valuations. Assumptions are often necessary regarding commodity price achievement based on commodity hedge positions. Public disclosure from listed companies provides a sound base from which to project earnings, cashflows and balance sheets. The uncommon disclosure of projected production and cost schedules often reduces the reliability of future estimates. The application of reserve and resource estimates is contentious with practitioners applying differing weightings to importance of resources in estimating mine lives (and therefore cashflow streams). Valuation methods applied in equity markets usually focus on relative value and the identification of pricing anomalies. The commonest ""rules of thumb"" applied in the valuation of mining companies (and therefore their underlying assets) is with the use of year specific price/earnings (P/E) and price/cashflow (P/CF) ratios, with low multiples suggesting undervalued assets, high multiples overvalued situations (but these rules can often be clouded by market expectations of underlying commodity price movements). Another simply applied valuation tool is to examine the examine the value placed on reserves and resources by the market. Inexpensive gold in the ground (expressed as $ of market capitalisation per ounce of reserves or resources) might indicate a buying opportunity, but the market does discount the value of gold in the ground prior to mine development and where development risk is perceived.

The Bureau of Mines investigated the availability of fluorspar (CaF2) from 36 U.S. and 50 foreign mires and deposits in 13 countries. Only 6 U.S. properties are considered to be economic, as 29 domestic deposits were found to have an average total cost of production that was uneconomical at a breakeven (0-pct) discounted-cash-flow rate of return (DCFROR). The 50 foreign properties evaluated represent at least 55 pot of demonstrated fluorspar resources located in market economy countries and China. Al I evaluated foreign operations were found to be economic to marginally economic in January 1984 dollars when compared against published prices for each country. Reserves for 56 properties totaled 97 million metric tons (mt) (recoverable Ca F,) from demonstrated ore resources of 344 million mt that contained 123 million mt CaF2. The average total cost needed to cover all costs over the life of each operation was determined for all recoverable fluorspar products. Comparisons of ruining, beneficiation, and transportation costs per metric ton of fluorspar concentrate illustrate advantages between countries. Of the three countries with the greatest fluorspar production, China, with its high-grade, low-cost operations had the lowest weighted-average total cost of production ($38/mt concentrate), Mexico was next, at $54/mt concentrate, and benefited in U. S. dollar terms from the devaluation of the peso. The Republic of South Africa needed an average of $90/mt of concentrate to cover all costs of production at its large low-grade deposits.

"""Rock-dust barriers""5 as they are termed in this country, are for the purpose of confining a coal-dust mine explosion to the limited area in which it originates. These barriers were first tested in 1910-1911, with favorable results under the conditions of test, at the French official gallery which was then at Lieven, Department of Pas-de-Calais. Shortly afterwards the Bureau of Mines in the course of its investigation of all practical explosion-prevention methods tried barriers in the Experimental Mine near Bruceton, using the primary form of simple fixed cross shelves 20 inches wide extending over the passageway and laden with rock-dust. The Bureau termed them “Taffanel barriers"" in honor of the director of the Lieven testing station. The trials were made in conjunction with tests of explosibility of different coal-dusts.Experience showed that although the principle of barriers had merit when they were used for secondary defence, the primary form was uncertain in effectiveness. This led the senior author to design mechanically discharging barriers to be operated by the compression air waves which precede the flame of an explosion. For the better understanding of the principal involved, it is pointed out that the advance air waves are what make a coal-dust explosion possible by stirring up the coal-dust from the walls and floor of the passageway. If a barrier can throw inert dust into the air to form a cloud as dense or denser than that formed by the coal-dust, it will neutralize the explosiveness of the coal-dust, and the flame of the explosion will be extinguished. When the flame ceases, the pressure dies away in a short distance if the 'area that had been traversed by the explosion is not large."

Introduction The development of the method for recovering zinc from lead blast-furnace slags at Trail is interesting and important in the history of both lead and zinc metallurgy. Many efforts have been made in the past, particularly in Germany, to make economic recovery of zinc from slag. The Pape process on Oker slags was successful and is being worked at the present time. More recently the Waelz process has come to the fore. One effort at Cockle Creek, Australia is of special interest in view of subsequent developments. This was re-ported in detail by Guy Courtney in 1920(1). It deserves mention as it shows how, as in many other instances in the metallurgy of lead and zinc, important pioneering work has been done in Australia. These experiments, started over 25 years ago, comprised reduction with coke, powdered coal, and eletrothermically in carbon-lined furnaces. The so-called slag eye furnace, which volatilised the metals from a blast furnace running with a hot top, was also investigated.

The supply of clean copper ores, which have high copper concentration and low impurities like arsenic, has declined year by year. Therefore, both mine and smelter sides have to consider how to remove impurities like arsenic. We focus herein on arsenic as an impurity because it is an extremely important issue from the environmental point of view. Approximately 150,000 t of arsenic is input into the copper industry every year. A small part of it is mainly treated in the smelting side. For instance, Ministro Hales Limited, which is a mining corporation in Chile, has performed the calcination process to remove arsenic from ore with high-arsenic content. In the process, flue gas is washed by water, and the final residue is treated by a hydrometallurgical process. Many processes for arsenic removal in various stages have been proposed, and several bottlenecks exist to achieve it. One of the difficulties encountered is getting an assessment of the process, which depends on the countries and/or areas of operation. The standardization of the assessment procedure will be desired in the near future to keep the same environment standards all over the world, and now is the time to start making discussions on this matter. This will be the first step in making an international assessment procedure for arsenic treatment in the copper industry. INTRODUCTION Using the term “sustainable development” without any scientific basis can give people a false sense of security. Engineers and scientists must analyze the total mass flow of energy and materials and estimate local drain on the environment as well as the global impact of a particular industrial activity to ensure sustainability on this planet. The operations of the mining and smelting industries have a strong effect on the environment even if they provide useful materials for human beings. The copper mining and smelting industries have brought about serious environmental problems in the past. For example, the Ashio mine pollution caused big damage to the agricultural sector near the Ashio area in Japan in the late 19th century. One of the most serious problems at that time was SO2 emission because copper ore is sulfide, and the smelting process basically results to sulfur oxidation. The resource balance from a copper smelter in a year, assuming a total production of 16 million tons, can be summarized as follows: discarded minerals, 30 billion tons; sulfur, 16 million tons; iron oxide, 8 million tons; additional smaller amounts of other metals, electricity, and fuel.

The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. What troubles me so often about debates over the environment, which I have heard since I entered government in the late 1960's, is that the issues are so often presented as a false dilemma--the either-or fallacy in logic. The either-or fallacy allows only two possible choices: Either protect the environment or exploit it. In reality, however, there may be a few more options. The diverse, often competing, values that the Earth offers require us to weigh and balance those options through a range of policy options. A quality environment and economic growth and opportunity are not mutually exclusive. First, let me acknowledge that I support a set of resource values recognized in U.S. laws and deemed important down through history for the success of free, progressive, and secure societies: the importance of access to raw materials. Increasingly, however, mineral raw materials have been viewed at best as not particularly relevant to a sophisticated, technologic society, and at worst monstrously destructive of our natural environment. Both perceptions, in my judgment, are wrong.

Ensuring that diesel particulate matter (DPM) levels in underground metal and non-metal mines are maintained below statutory limits is an essential requirement of mine ventilation systems. However, despite the cost of providing ventilation, air ventilation rates are usually based upon models, assumptions, or measurements integrated over long durations rather than actual need. Real-time measurement of DPM, interpreted in terms of mine activity schedules, can offer better ventilation management to keep DPM within regulated levels while controlling costs. This work presents data from three demonstration sites with in-mine applications of an environmental particulate sensor that measured black carbon (BC) as a surrogate for DPM.Aethalometers are a class of environmental monitors that measure the light absorbance of aerosol particles at several optical wavelengths. A model AE33 Aethalometer was operated in three separate mines for periods of two weeks, three months, and seven-plus months, and the data was reported in real time as a concentration of BC. Concentration of aromatic organic compounds, which can indicate other forms of combustion, was also reported. The data was used to:- measure the relative efficiency of a new scale-model DPM air scrubber- determine if ventilation could be reduced in a shotcrete loading facility without compromising air quality- evaluate diurnal and weekly DPM levels in a large-entry stone mine. Instrument data were displayed locally and stored for later downloading in all cases. In one mine, the instrument was connected to a local controller, and in another it was connected to the mine’s underground network so that DPM data was presented in real time to a display in the mine ventilation engineering office on the surface.The results showed that the air scrubber removes from 82 per cent to 95 per cent of the DPM; that DPM produced during shotcrete loading is only a minor part of overall DPM levels; and that wide variations in DPM levels exist in the limestone operation. The DPM monitor operated continuously for extended periods in these underground environments. The only maintenance required was the routine replacement of filter tape, typically on a two-week schedule. A sample diluter, which is currently being tested, could extend the intervals between filter changes. THIS-report gives results of in investigation of the carbonizing properties of 18 coals, including 2 from Alaska, 12 from British Columbia, 3 from Washington, and 1 from Utah. Each coal was carbonized in the standard 13-inch Bureau of Mines-American Gas Association (BM-AGA) retort at 900° C. Plastic properties were determined by the Gieseler and Davis methods, and agglutinating and free-swelling properties were determined by standard methods. Expanding properties were measured in the Bureau of Mines sole-heated oven. From the results of the tests on these single coals, three coals from the Crowsnest area in British Columbia, representing Elk River Nos. 4, 9, and 10, were selected for blending with the Utah coal, which was from the Lower Sunnyside bed, Horse Canyon mine, Emery County. Lower Sunnyside also was blended with Wilkeson -Nos. 2 and 3 (Washington) coals, Pocahontas No. 3 from McDowell County, W. Va., and the Oklahoma low-volatile coal used in the blend carbonized at, the Provo, (Utah) coke plant at the time this investigation was started. Most of the blends contained 3 percent hard pitch, which is the proportion used at the Provo plant. The blends were also carbonized in 13-inch BM AGA retorts at 900° C. High-volatile B coal from the No. 3 bed, Evan-Jones mine, Lower Matanuska, Valley, Alaska, yielded poorly fused coke or char. M-bed coal from the Chickaloon mine, Upper Matanuska. Valley, Alaska, ranked as medium-volatile bituminous and coked strongly. It expanded 39.6 percent in the sole-heated oven at a. charge density of 55.5 pounds per cubic foot..

The number of railroad coal cars (open top hoppers), dominated rail car orders and deliveries in 1975 according to announcements made February 11, by the Association of American Railroads and the American Railway Car Institute. Acting to keep ahead of increased coal production, the railroads installed 21,748 new coal cars in 1975, the most since 1957. The 1975 installation resulted in a net increase of 6,560 coal cars and an overall gain of 4.5 percent in the total capacity of the hopper car fleet. With most of the new coal cars going into unit train service --where car utilization is greatest --the railroads actual coal-carrying capacity was increased far more than 4.5 percent. The AAR estimated that unit train operations now move 50 percent of all rail-hauled coal compared to only 42 percent 2 years ago. COBALT - The Societe Miniere de Tenke Fungurume (SMTF) copper-cobalt project in Zaire reportedly was suspended in January for an indefenite length of time. According to officials, the deferment resulted from a number of adverse factors, one of which was exceptional increases in capital costs. The project was scheduled for completion in early 1978, with an eventual production of 14.3 million pounds of cobalt per year. Reserves of cobalt were reported to be 505 million pounds. SMTF is a consortium and includes American, British, French, Japanese, and Zairian interests.

History In approaching the subject of diamond-drilling practice, a brief history of the origin and development of the diamond drill may be of interest. The use of black diamonds for boring holes in rock was discovered in 1863 by Rudolph Leschot, a French engineer. In 1864, he employed a diamond bit to bore holes for blasting purposes in the construction of the Mont Cenis tunnel between France and Italy. The method was introduced and developed in the United States in the late sixties. The first deep hole was drilled for coal in 1870, near Pottsville, Penn., by M. C. Bullock. This hole was seven hundred and fifty feet deep. It can be inferred that the diamond drill was introduced into Canada in 1871, when a bore-hole, known as Harper's bore-hole, was drilled for coal at Springhill, Cumberland county, Nova Scotia; and at the old Silver Islet mine, near Port Arthur, the diamond drill was in use as early as 1872. Diamond Drills While M. C. Bullock was developing the diamond drill for exploratory work, the Sullivan Machine Company, of Claremont, N.H., was developing the diamond channelers and gadders for quarry work. These quarry machines were very successful until the high price of black diamonds became prohibitive. In 1878, Albert Ball, chief engineer of the Sullivan Machine Company, designed the Sullivan diamond drill so well known today. The first of these drills went to the Lake Superior iron ranges. After 1880, use of the diamond drill expanded rapidly and spread to all parts of the world where exploratory work was being done. In recent years, the type of diamond drill has not changed much, but better material is going into its construction. Steel castings have replaced cast-iron. Ball and roller bearings are now used instead of brasses and babbits. Gun lubrication has eliminated the oil-can. These improvements make a drill that can be operated for long periods without expense for repairs.

WHAT is wrong with oil shale? The answer is of interest to the public, to the oil refiner, and to the engineer. Many people have invested in shale land or shale securities, and others would invest if early development of the industry were certain. In the face of increasing demands for oil products, oil refiners are threatened with inability to maintain present output unless the supply of domestic petroleum is supplemented. Development of the oil shale industry would open a new field for engineering services. The object of this paper is to suggest reasons why there is but one shale plant in operation in the United States, and to discuss the probable time when the business will be firmly established in Colorado. As the Colorado deposits are the richest and largest in the world, ample supply of material is assured, consequently, this discussion will be confined principally to technical problems and economic problems affecting shale development.

Indigenous peoples are a unique stakeholder because their growing legal rights to lands and resources can often determine a project’s outcome. A project will only be successful if it is able to obtain the legal permits, withstand any judicial reviews, and gain and maintain the social license to operate. The reduced need for traditionally trained and educated personnel in the mining industry is systemic to the changing mining industry. Universities and other training institutions are meeting the traditional skill needs required by the industry, but are the skill needs going to be the same in the near future? The answer may be no. Mining is changing because of increased liabilities and costs of environmental and safety is-sues; lower grades of minerals in traditional mining activities and the advent of new bio-chemical processes and robotic equipment. More productive and economic alternatives, and larger, more sophisticated and automatic equipment, are also changing the industry. Engineering is more specific, accurate, precise and expensive. Measurement is more thorough and timely of progress, production, costs and productivity. And, the industry will likely be engaging in more undersea mining, possibly space-based processing, less human interaction and more remote control of events than was previously thought possible.
