THE first session was held in the small hall of the Academy of Music, on Tuesday evening, February 18th, 1879. The proceedings were opened by the reading, by President Eckley B. Coxe, of the following Address : SECONDARY TECHNICAL EDUCATION. Technical education is a subject to which both the American Institute of Mining Engineers and the American Society of Civil Engineers have of late years given much attention, and deservedly so. We all remember the admirable address of our former President, Mr. Holley, at the Washington meeting, upon this subject, and the very interesting reunion of the two societies in Philadelphia for its discussion. The problem to the solution of which the meeting devoted its attention was, "Shall the practical education of the engineer in the mine, in the rolling-mill, in the workshop, or in the field, precede, be contemporaneous with, or follow his theoretical studies in the technical school ?" I do not propose to add anything to what was so admirably said by so many of our leading engineers on that occasion ; but I shall ask your attention to another question in technical education, which seems to me equally worthy of our consideration, and which, I am sorry to say, has as yet attracted but little attention in this country. It is, "Shall the apprentices (I call them so for the want of a better general name), who are growing up and learning their trades in and around our mines and works, and from whose ranks the master mechanics and foremen of the future must be taken-shall they be provided with some means of obtaining as much theoretical training as may be necessary to enable them properly to understand the various processes and operations that they may be called upon to superintend, and not be obliged to pick up, as best they may, here a little and there a little truth mingled with much error?" In the former case, those who have the ability and industry to avail themselves of the advantages that should be offered to them would fit themselves to become real foremen, men who would understand and appreciate the true engineer and his methods. Of late years the young men of this country who have wished to enter our profession have had great facilities offered to them for so doing ; there have been undoubtedly great improvements in the methods of instruction; and although I am very far from imagining that no further progress can be made, or is demanded, yet I feel sure that

The Construction of the Northeast Extension of the Baltimore Metro involved soft ground, compressed air tunneling. During the tunneling, gasoline and dry cleaning fluid contamination were encountered. Innovative approaches and solutions were developed to address these problems. Special emphasis was on the problem of compressed air pushing gasoline vapors into surrounding communities, resulting in an extremely dangerous situation and a public relations nightmare. Guidelines and standards were established for working in this contaminated environment. Also, through a proactive approach by all parties, all claims and disputes have been resolved.

The first catalogue of Geological Reports of the United States was prepared by Prof. 0. C. Marsh, and published in the American Journal of Science and Ark for 1567, vol. xliii, second series. Since then the list has more than doubled, and it was thought that the publication of a new catalogue, brought clown to date, would be useful to many of the members of the Institute of Mining Engineers. The compiler will be most thankful to have any omissions or inaccuracies in the list sent to him, to be published as a supplement in the next volume of the Transactions. Especially to have the correct title, number of pages, plates, and maps of any volume on the list to which an * is prefixed, as he has been unable to personally consult such works. A preliminary list was issued last February, which has been almost doubled by the kindness of many friends. Many direct processes have been proposed for the treatment of oxidized ores of copper by reducing the copper oxide to the metallic state, and by separating it from its impurities by a subsequent fusion. The radical objection common to all the methods which have come to my notice, except those in which sulphur plays the prominent part, is that the very deoxidizing agent which effects the reduction of the copper oxide, inevitably reduces at the same time a very considerable part, if not the whole, of the iron which almost invariably accompanies copper in its ores. The result is that, when the ore is subsequently fused, a very great quantity of the already reduced iron separates from the slag along with the copper, alloying with it, and necessitating costly subsequent operations for its separation. Thus, at Perm, in the Urals," the product of the fusion of ferrnginous copper oxides is a mixture of one hundred and fifty-tive parts of highly cupriferous pig iron with two hundred and fire parts of very impure and ferruginous black copper, containing Pome 10 per cent. of' carbon and iron, though free from sulphur, and of course very difficult to refine. If, in order to avoid this reduction of iron to the metallic state, the reducing action be made feebler, it inevitably results that a considerable part of the copper as well escapes deoxidation; and, consequently, the slags are so rich that it becomes necessary to treat them subsequently in order to recover the copper which they contain. Thus,. in treating native copper, at Lake Superior, where the reducing action is purposely made feeble in order to prevent the deoxidation of the iron, the slags from the first fusion of the ore carry so much copper as to render it imperative to treat them again, which is done in a cupola. And yet, in spite of so far weakening the reducing action as to cause a notable slagging of the copper, a very considerable reduction of iron actually takes place. The occurrence and distribution of phosphorus is one of the most important questions with which the steel-maker has to do. Large sums are invested in processes for the removal of this element from ores before they come to the blast-furnace, and much greater sums in freeing the pig-iron from it. Mechanical engineers are becoming more and more critical of the amount of total phosphorus left in structural steel, the tendency being to require that it be reduced to the lowest possible figure. The old maximum of 0.1 per cent. is now considered much too high for first-class structural steel, and demands for 0.03 to 0.01 per cent. are by no means unheard of. The first to speak, in a scientific way, of the harmful effect of phosphorus on iron and steel appears to have been Meyer, who, in 1781, made mention of what we now term "cold-shortness," ascribing it to the presence of this metalloid, but not suggesting any remedy. It is, however, doubtful if a clear idea of this subject was possessed by the scientific world until after the invention of the pneumatic or Bessemer process, in 1855-56. One of the chief obstacles in the way of this renowned metallurgist,—one, indeed, the removal of which was the sine qua non of success,—was the phosphorus in the iron blown. The effect of the phosphorus does not seem to have been apprehended until many and costly experiments had been made, and then the required minimum percentage of it in the iron was secured only by the use of low-phosphorus ores. It was not until '1879-80 that practical success was reached, by the Thomas process, in the actual removal of the phosphorus from the iron. We now know something of the effect of the total amount of phosphorus on iron and steel, but very little as to the effect of the condition of the phosphorus. The state of combination in which

Wrought-iron eye-bars for bridges and roofs, designed upon what is known as the pin connection system, have been successfully manufactured in this country for some years. The most approved methods employed have been the hydraulic upsetting process, and by die-forging under a hammer. In upset eyes the fibre of the iron is necessarily much distorted ; and in bars of considerable size, this disturbance seriously impairs the strength of the connection. Mr. Collingwood, in discussing my paper on "Proportions of the Heads of Eye-bars," read before the American Society of Civil Engineers, Jan. 21st, 1874, submitted sketches of certain bars intended for the anchorage of the East River bridge, which had been exposed to the action of sulphuric acid a sufficient length of time to thoroughly cleanse the surfaces, and expose the condition of the fibre. These sketches are here reproduced for the purpose of illustrating the effect of this method of manufacture. In Figs. 1, 2, and 3, it will be observed that the fibres at A, and E, have been folded back upon: themselves and otherwise twisted and disturbed, in a manner not calculated to inspire confidence in the integrity of the connection. To compensate for this defect, a large excess of metal is thrown into the eye; but a method of manufacture which involves such a necessity, even although it be the one giving the best results thus far, all things being considered, is far from being perfect.

The direct-metal cars or ladles of the Maryland Steel Company have a capacity of 18 tons when filled within 12 inches of the top. On account of this large capacity, the formation of skulls in these ladles is by no means as rapid as in smaller ladles; but a skull once formed is a very unwieldy piece of metal to handle, and especially to remove from the ladle. We have found it cheaper to clean ladles often rather than make very heavy skulls. We aim to keep the ring of chilled metal that forms on the surface of the iron chipped off, so that the skull shall form principally at the bottom until it becomes so thick as to render the ladle unfit for service. Sometimes it happens that a ladle may be held for several hours filled with molten metal. This invariably leaves a large amount of chilled metal in the ladle. Frequently the skull will weigh several tons, and will be of the full size of the ladle inside, with a top crust, having perhaps a hole 12 inches square, through which the molten metal was poured. In order to remove skulls that cannot be easily chipped out with a bar, we use what may be called a skull-extractor, consisting of a hydraulic cylinder mounted in the center of a heavy cast-iron plate, standing vertically on a suitable foundation. Figs. 1 and 2 show the construction and operation of this apparatus, Fig. 1 being a view of the extractor with pistons extended to full stroke, and Fig. 2 a view with ladle in position and pistons about to commence the stroke. in both figures, A is the hydraulic cylinder, B the vertical cast-iron plate, and C the foundation. The existence of phosphate of lime within the State of Florida has been known for over a decade; but until the spring of 1887, the extent and value of its deposit.;, possibly with one exception, were unsuspected. In that year Col. T. S. Moorehead, induced by a statement made by Mr. J. F. Le Baron, examined the gravels of the Peace river, recognized the importance of the deposits, acquired such tracts as were regarded as desirable, and established the pebble-phosphate industry, making his first shipment in May, 1888, to the Scott Manufacturing Company, of Atlanta, Ga. The establishment of the pebble-phosphate industry upon Peace river was followed, a year later, by the discovery in Marion county of an entirely different class of phosphate, now commonly known as hard-rock phosphate. This discovery was made early in June, 1889, by Mr. Albertus Voght, in a well which he was sinking upon his place near the site of the present town of Donnellon, about 20 miles southwest of Ocala. To it, more than to any other cause, is due the rapid and remarkable development of the present great industry of the State. It was, however, Mr. John F. Dunn, of Ocala, who turned to advantage the accidental discovery of Mr. Voght. After acquiring a knowledge as to the chemical composition and value of the material, Mr. Dunn and hid associates purchased several thousand acres of land and organized the Dunnellon Phosphate Company for active operations. From Dunnellon as a center, prospecting rapidly extended in all directions, until at the present day important mines have been opened over a well-defined tract more than 200 miles long and about 6 miles wide. Some time ago the writer needed a cheap, light, and portable hydraulic lift or crane, that would be universal in its application, and that might .be suspended from crane-arms, overhead tramways, beams, etc., and serve all the uses of ordinary hydraulic cranes. This was accomplished by the use of a closed cylinder of wroughtiron hydraulic pipe, provided at its top with the ordinary gland and stuffing-box, through the centre of which passed another similar pipe of slightly smaller diameter, forming in effect the ordinary plunger of the regular hydraulic crane. Over the top of this centre pipe or plunger or piston a disk of iron is placed with two arms projecting several inches from the rim, as may be required. Through these arms long iron rods pass, one on each side, and are fastened in place by nuts screwed to a bearing immediately above and below the disk. These rods also pass through the enlarged head of the lift down through a casting which closes the bottom of the cylinder, which, at the same time, gives them a bearing, and they terminate at a point below the casting equal to the height of the lift of the crane. The rods at this point pass through a disk similar to the top disk and are similarly secured in place. A common hook arranged with a swivel passes through the centre of the disk, and on this hook the load is suspended. For a stationary hanging crane the apparatus is suspended by two rods passing through the head of the lift in similar manner to the two already described, at right' angles to the first, and of sufficient length to let the first set play between them and rise to the full height which the plunger will allow. The second set of rods terminates in an iron disk similar to the one at the bottom of the first set, and a hook through this in turn suspends the entire apparatus. In order to adapt the lift to an overhead tramway, single or double, in place of the suspending rods, a projection or offset is arranged on each side of the head of the lift and a journal cast in, allowing the lift to be suspended on pivots arranged as follows:

Although the subject has no practical bearing on the metallurgy of the present day, it may not be entirely uninteresting to note how the art of silver-lead smelting has been, and in a few remote districts of Peru is still practiced by an old method, and under conditions widely different from our own. The subject will be considered under the following subdivisions,. viz.: The general conditions; construction and plan of furnaces;, fuels and ores; method of working; furnace products and slags. The mineral region of Peru varies in altitude from 10,000 to 16,000 feet above sea-level, comparatively few mines being locatedh above or below these limits. The timber-line in the valleys is at about 12,000 feet altitude on the western slope of the mountains, and even there the supply of wood is not sufficient to be utilized as fuel for furnaces. The sides of the mountains are either bare or covered with a hard bushy grass, which is most luxuriant during the latter part of the rainy season, from February to April. Agriculture on the western slope rarely reaches above 12,000 feet, while on the eastern slope its limit is at 14,000 feet; and in either case the height named is reached only in sheltered places. I have been requested to present a paper on the slag from the basic Bessemer process, as prepared for fertilizing. Since Professor W. B. Phillips presented at the Birmingham meeting, in May, 1888, an able paper* on this subject, as it had been developed up to that time, there is little for me to add. Perhaps later practice may be best expressed by the homely proverb, " The proof of the pudding is in the eating." As the Pottstown Iron Company is the only concern manufacturing basic Bessemer slag in this country, the writer's personal experience in the use of it may be interesting. Our slag averages: P2O5, 21.37; SiO2,, 5.10; MgO, 5.90; Al2O3, 4.01; MnO, 5.56 ; FeO, 12.00; Na2O and K2O, 0.80; CaO, 45.26; total, 100.00. This gives over 76 per cent. of phosphoric acid and lime. In using this material for several years past on my lawn and garden, I have found it better than anything else I have ever tried ; and I am sure that any of you who had seen my green grass last month (January), wherever the ground was bare from snow, as bright as in early fall, would be forced to acknowledge the advantages of this soil-enricher. The grass on my private lawn, and around the company's office, is green the whole winter; and we have raised very good sod, by the use of this phosphate, where, without it, we were unable to get the grass to grow either from seed or by repeatedly sodding. The same statement applies to garden-truck; when the soil was first broken up, a good crop of vegetables was easily raised. My own gardener has had several premiums from Philadelphia seedsmen (notably, last year, the first premium for sugarcorn raised in the first part of July, being the first sample sent them). Our method of applying this material is to grind the slag very finely, so that at least 60 per cent. of it will go through a 150-mesh screen (i.e., say, 22,500 meshes to the square inch), and 90 per cent. through a 100-mesh screen (i.e., 10,000 meshes to the square inch). This fine grinding seems to be the main condition of success.

Commercial coke is made to-day in the United States chiefly from the Appalachian, the Illinois and the Colorado coal-fields. The measures of the great Appalachian coal-fields furnish by far the largest proportion, only about 1 per cent. coming from those of Illinois and Colorado. This is not due, however, to a corresponding difference in area. The Illinois field covers about 47,000 square miles in Illinois, Southern Indiana and Western Kentucky. The coal is high in both ash and sulphur, and on this account nearly all the attempts which have been made from time to time to coke it have resulted in failure, so far at least as the requirements of ironmasters are concerned. Remarks of Mr. Robert W. Hunt, General, Superintendent, Albany and Rensselaer Iron and Steel Company., Troy N. Y.—In discussing Dr. Dudley's two most interesting papers, I feel a natural hesitancy in disagreeing with conclusions formed after such careful and conscientious work. But I think he has made his deductions from too meagre premises. The analyses of but twenty-five samples are entirely too few to justify the establishment of so important a formula. When we consider that he indirectly proposes to regulate an interest amounting, even at the present low prices, to over $20,000,000 per annum, we may well hesitate before accepting a formula based upon the chemical and physical analyses of but twenty-five steel rails. Dr. Dudley touches the keynote in referring to the proposed labors of the Government Test Commission. They based their hopes of attaining success upon the chemical and physical analyses of a very large number of samples, and in the only branch of investigation which the short-sighted policy of Congress has allowed them to complete, i.e., chain cables, we find that a dozen, twenty-five or one hundred tests gave no satisfactory results. It was only after many hundreds that they were enabled to' draw conclusions. There are so many circumstances hearing upon the life of a rail, that the task of extracting a correct result seems herculean. I presume I am right in stating that in our Northern latitudes early winter and spring months witness the breaking of the greatest number of rails, thus seeming to prove that an unstable road-bed has much to answer for. Then, again, broken and flattened wheels must be taken into account, but I am convinced that more rails have been broken by the treatment which they received before leaving the rolling-mill

The object of this paper is to describe an application of the crosscut system of mining, as carried on in the Cabezas del Pasto mine, one of the copper-mines in the sooth of Spain. The system is not new; but it is not very generally adopted. It offers, however, decided advantages over other systems more in use; especially where the ore is found in large masses or wide lodes, as it allows the extraction of all the ore without leaving any pillars or roofs. A somewhat detailed description of the various operations and costs of working may not only be interesting, but may possibly lead to a more general adoption of this method in cases where at present the pillar-andstall system is preferred. The principal features of the copper-lodes in the south of Spain and Portugal are the following: They are nearly all lenticular masses of great lateral dimensions and unascertained depth; their direction is approximately east-west, and their dip towards north. Some are contact-lodes, having slate on the hanging-wall and porphyry on the foot-wall; others are imbedded in porphyry, and others again are imbedded in clay-slate. The upper portion of these lodes consists of " gossan," a siliceous peroxide of iron, mixed with more or less clay. The depth to which the gossan goes down varies in different localities, from 40 feet to 120 feet, and more. Below the gossan is found the iron pyrites, with about 2 to 3 per cent of copper. The gossan is generally admitted to be the result of the decomposition of the pyrites, the copper rendered soluble, filtering into the underlying layers of undecomposed ore, and enriching the ore below the gossan above the general average. Very rich pockets and streaks of ore, containing sometimes 10 per cent of copper and more, are often found in the upper portions of the lodes. The copper contained in the ore is generally in the shape of gray and black sulphides and copper pyrites; rich pockets often show chalcopyrite and fahlerz. In nearly
