The following notes are descriptive of a country as yet in its infancy as regards the advancement made in mining operations. Its inaccessibility and other militating circumstances have retarded progress in that direction. With the completion of the railroad, now under construction, having the city of Cali as its objective point, with the concomitant civilizing and developing consequences, it is certain that the slopes of the Cordilleras will prove to be a South American Eldorado. Deposits of coal, copper, and minerals other than those of the precious metals are known to exist in quantities which, under more favorable conditions of accessibility, etc., could be profitably mined. The Government of the United States of Colombia, I think, is disposed to encourage and foster mining enterprises. Articles designed for mining are admitted free of duty; the permanency of the government is, at least, as well assured as that of Mexico (which is not noted for its immutability), and a more sincerely friendly sentitment towards Americans prevails in the United States of Colombia than in Mexico. This paper is confined to a description of the property of the Cauca company's mines, and is intended rather as a preliminary notice than as an exhaustive report. The Cauca mining district is reached by the following route: New York to Aspinwall; to Panama; to Buenaventura, a port on the west coast of the United States of Colombia, distant thirty-six hours from Panama by steamer; to Cali in the State of Cauca. The State of Cauca is bounded on the north by the Atlantic Ocean, on the northwest by the State of Panama, on the northeast by the States of Bolivar and Antioquia, on the east by Brazil and Venzuela, on the south by the Republic of Ecuador, and on the west by the Pacific. Ocean. It has a territory of 41,443 square miles, which is about one-tenth of the entire territory of the United States of Colombia. Its population, including the 50,000 savage Indians of the Caqueta (some of whom are cannibals), is nearly 450,000 souls, or about one-sixth of the population of the Colombian republic. Among the notable deposits of iron-ore, the Iron Mountain at Durango, Mexico, is prominent. But, although it has been noticed in records of travel and official reports for three centuries, the statements made concerning it have been so largely alloyed with improbabilities that general credence has not been given to data relating to the Cerro & Mercado, that being the name by which this remarkable mountain of ore is known. Location. Geographically, the mountain is centrally located, being situated immediately at the City of Durango, which is distant in direct lines (as the crow flies) as follows: From the Rio Grande River at El Paso, Texas, in the north, 510 miles; from the same stream at Laredo, Texas, in the northeast, 410 miles; from Tampico, in the east, 475 miles; from the City of Mexico in the southeast, 520 miles; from Mazatlan in the west, 110 miles. At El Paso, the standard-gauge Mexican Central Railroad, and at Laredo, the narrow-gauge Mexican National Railroad, enter Mexico. Tampico is a prominent Mexican port on the Gulf of Mexico, and Mazatlan occupies a similar position on the Gulf of California. In the manufacture of charcoal-blooms, washing or cleansing of the ore from adhering gangue has been practiced for many years. A sluice-box is even to-day used for that purpose in the Southern Appalachian Mountains. For the Lake Champlain bloomaries hard magnetic ores are crushed with stamps and then sluiced or jigged in hand-jigs. The stamps used in the Lake Champlain region are of the most primitive kind. They consist of a trip-hammer, dropping on a perforated cast-iron plate, through which the crushed ore escapes. Only friable rock can thus be successfully treated. To render the raw ore friable, a calcining or burning in piles on a bed of cordwood is resorted to. An expense of 35 cents per ton of crude rock treated is thus incurred. The crushed ore is shovelled or otherwise fed into jigs without previous sizing, except such as is incidental to crushing through the perforated bottom of the stamping-machine. In jigging this ore, it is allowed to pass through the bedding into the "hutch." The tailings are scraped off and wasted. They contain a large percentage of fine ore. In many instances, this is regained by subsequent sluicing. Such was the condition of the industry, when the writer's attention was first called to it in 1882. No attempt had been made to introduce into thiS branch of ore-dressing the notable improvements adopted in concentrating the ores of other metals. The result of the writer's investigations was the building in 1882 of the "Crown Point Separator." At the Crown Point Mines, N. Y., lean ore unfit for the blastfurnace (containing less than 331/3 per cent. of iron), was concentrated and used in the bloomary connected with the mines. The ore was burned here as elsewhere, and treated as described. The plant designed by the writer for Crown Point, is nearly a counterpart of that since erected by Messrs. While engaged in experimenting with the usual methods for estimating phosphorus in iron and steel, it occurred to me that potassium chlorate might be used to oxidize the carbon, and thus avoid the tedious and vexatious evaporations necessary for successfully carrying out the usual methods. After many trials, the following plan was adopted : Take, for analysis, of Bessemer or other low-carbon steels, from 3 to 5 grammes; of crucible steel, 10 grammes; of pig-iron, 1 to 5 grammes, according to the percentage of phosphorus supposed to be present. Of iron, high in phosphorus (1 per cent.), take 1 gramme. Place in a No. 4 evaporating dish the amount of iron or steel decided upon, cover with a funnel which will just fit inside the dish, and then add gradually HNO3, (1.20 specific gravity), using 12 C.C. of acid for each gramme of steel or iron taken. (A larger quantity of acid will be required for small samples.) When the full amount of acid has been added, and the violent action has ceased, place the evaporating dish on a sand-bath, add 10 C.C. HNO3, (1.40 specific gravity), and boil till the bulk of the solution is reduced about onehalf. Then add 10 C.C. HNO3, (1.40 specific gravity), continue the boiling, and add from time to time, during the next 15 minutes, small portions of pulverized KCIO3, till about 2 grammes have been added. (If the solution shows signs of going dry, more strong acid must be added.) This will precipitate the manganese, with some iron. Sometimes it happens that the manganese does not come down readily, and more KCIO3, or further concentration, or both, will be required. The process is not complete till the manganese is precipitated, which may be known by the appearance of a dark, mirror-like deposit on the dish, at the edge of the solution. Boil the solution 5 minutes after the last addition of KCIO3, and then add cautiously (to prevent sudden explosions) 5 C.C. strong HCl. This will dissolve the precipitated manganese and iron. During the early period of the construction of the Illinois and Michigan Canal, about 1838, in excavating for the canal, where the present town of Utica stands, hydraulic limestone was discovered, and its value was recognized. A kiln for calcining and a mill for grinding were erected, and the cement was used in the construction of the locks of the canal. This property was subsequently bought by the present owner, Mr. James Clark, and the work has been continued to the present time in much the same primitive manner as it was begun. The bed is exposed in the Illinois River valley by stripping off a few feet of the covering rock. It is from 4 feet to 6 feet 9 inches thick, and nearly level, dipping gently to the northeast. The Utica Cement Company's establishment, which is two miles west of Utica and two miles east of La Salle, was an outgrowth of the Illinois geological survey. The writer was in charge of the district which included La Salle county, and, in working out the details of the geology of that county, discovered, below the Utica bed, another workable hydraulic limestone, which makes its appearance in the northern bluff of the Illinois River valley, rising above the water level at the point where the company's works are established. This cement group, of which there are several thin beds, lies just below the St. Peter's sandstone, with a few feet intermediate of transition-rock, which appears to represent the Calciferous, and is exhibited in place, in concretionary form, at the top of the bluff. The hydraulic beds are very regular, and the one worked by the company is 10 feet thick; or, speaking more definitely, there are two beds, separated by 18 inches of sandstone, lying about two feet above the bottom, and the two beds are worked as one, the sandstone being first cut out and removed, to prevent mixture. THE present note is intended as an addition to my previous communication on the volumetric determination of manganese, read at the Roanoke meeting," it having been suggested that the circumstances under which my experiments had been conducted, were essentially different from those met with in the analysis of irons. The method used in these experiments is the same in all its details as that described in the paper referred to. I have made seven experiments in all: two of these were in duplicate on half a gramme of a sample of spiegel dissolved in hydrochloric acid; one was on the same amount of spiegel with the addition of 25 C.C. of a standard solution of potassium permanganate; one was on the same amount of spiegel with the addition of 35 C.C. permanganate and much organic matter, viz., one drop of castor-oil, two or three drops of coal-tar benzol arid of gasolene (petroleum), about ten of alcohol, portions of starch and of sugar about the size of a small pea, and about half an inch of a common match cut into shavings. This organic matter was added to the manganese solution after the hydrochloric acid had been replaced by nitric, and the solution was heated until the wood-shavings had disappeared. The fifth experiment was made by dissolving half a gramme of spiegel alone in nitric acid; the sixth by dissolving half a gramme of spiegel in nitric acid with the addition of 25 C.C. potassium permanganate, some oxalic acid, half an inch of a match, one filter-paper 7 cm. in diameter, and two drops each of castor-oil and turpentine; and the seventh experiment by dissolving half a gramme of spiegel in hydrochloric acid and adding 35 C.C. permanganate, without however taking the precaution to evaporate off all the excess of hydrochloric acid. At the last meeting of the Institute, several contributions were made to the subject of miners' aid funds. Such matters will always form important factors in the administration of large industrial enterprises. From the frequently remote and isolated position of mining properties, it is a subject that often forces itself upon the attention of the mining engineer. Local conditions are usually so variable that no single method can be found equally well adapted to all localities. At the same time, a study of different types is often suggestive and valuable, and it is with this in view that these notes are presented. The Miners' Fund of New Almaden is a remarkably successful example of what may be done for miners by a wise and at the same time firm management, by simply directing their own efforts and without incurring any great expense to the stockholders,—a practical consideration not without importance in most cases. The Southwest Virginia Improvement Company began operations in the Bluestone Flat-Top coal-field, situated in Tazewell County, Virginia, in the fall of 1881. In May, 1883, the company had built 200 coke-ovens, and by March, 188-1, had 9000 feet of entries, exclusive of air-ways, in the Nelson or Rig coal-bed of this district (which here averages eleven feet in thickness), and had extracted 200,000 tons of coal, representing an area of about twenty acres. About this opening has grown the recently incorporated city of Pocahontas, and the completion of the New River branch of the Norfolk and Western Railroad to this point enabled the company to make large contracts for supplying coal and coke, so that it was deemed necessary, on account of the limited area developed, to work the mine day and night to fill orders. At 1.30 Thursday morning, March 13th, the inhabitants of Pocahontas were awakened by a violent shock, and within a few minutes all knew that the East mine had been the scene of an explosion of so general a nature that, of the 114 men at work, not one had escaped. The daily papers gave more or less distorted accounts of the number of victims, the scenes in and about, the mine, and the probable cause of the disaster. At the request of the company, the President of the American Institute of Mining Engineers appointed the undersigned a committee of three to investigate the matter, and the committee thus constituted presents the following report, accompanied by a copy of the testimony taken daring the investigation, for preservation in the archives of the Institute. Pocahontas was reached on Thursday, April 24th, and left on Friday, May 2d. During this interval the committee made repeated visits to the mine, especially to the points, of most importance, examining it carefully in every part; and summoned a number of witnesses, twenty-six of whom appeared and testified. In the Journal of the Iron and Steel Institute for 1881 (vol. ii., page 379), will be found an article upon this subject. The analyses there reported mere of samples taken from an ingot made especially rich in impurities and then cast in a sand-mould in order to give the elements a better chance to redistribute themselves, on account of the steel solidifying more slowly than when cast in an iron mould. Wishing to ascertain how much, if any, segregation takes place when the steel is cast in the ordinary way, I placed the subject in the hands of Mr. W. J. Olcott, a graduate of the Michigan University, who has carefully collected and analyzed samples taken from different parts of ingots and billets. In this undertaking he found himself somewhat embarrassed on account of being distant from steel-works, and therefore unable to supervise the selection of samples. He found, however, a competent and willing aid in the person of E. F. Wood, M.E., chemist of the Pittsburgh Bessemer Steel Company, Limited, who has spared no pains in collecting the desired samples and furnishing drawings and descriptions of the ingots from which the samples were taken. The Childe Harold deposit was mined by the Granny Smith Joint Venture (GSJV) from late-March through to early-December 1993. This was a fast-tracked mining project whose history began with an offer to purchase agreement being signed at the end of October 1992. A feasibility study was completed by the end of December 1992 after completion of a reverse circulation (RC) and diamond drilling program. Subsequent additional definition drilling culminated in a remodelling of the reserve by March 1993, by which time all necessary governmental and company approvals had been granted. In 1981, a gas outburst accident occurred in the Yubari Shintanko coal mine, the only expectant mine in Japan, it caused 93 deaths. As a result, Yubari Shintanko closed in 1982. This major disaster was a turning point for sustainability of Yubari City, the largest coalfield in Japan. Finally, Yubari City was bankrupted in 2007. This paper aims to explore how miner’s children experienced this disaster and felt about region, family, and themselves, and to explain the relation between region declining and children’s lives. The data of this paper are the archived 600 essays, written by the junior high school students at the time of the disaster. There are three findings. First, the children who lost their father were the most shocked. They faced profound sadness. But they expressed that they had decided to overcome their sadness with surviving family. Second, the children who didn’t lose their father were also influenced. They were anxious about the future of Yubari, their family, and themselves. Furthermore, they decided to strive for their future. Third, they understood the disaster as a turning point of Yubari declining and looked ahead their future outside of Yubari. In conclusion, this disaster created their hopelessness to Yubari region and, as a result, promoted the decline of the city through their migration to other city. Furthermore, it is important to clarify that Yubari City has to continue the struggle to the regeneration.

"Abstract - The mainland Aysén region of Chilean Patagonia (44°15' - 47°30'S) is a representative segment of the South American active continental margin, distinct with respect to northern and central Chile. Mineralization consists mainly of polymetallic deposits, with important Zn-Pb mines and more recently discovered Au-Ag deposits, unlike the central Andes, which are dominated by Cu mineralization. On a regional scale, rocks may be grouped in four main map units: 1) the Paleozoic metamorphic basement; 2) upper Jurassic-Cretaceous calc-alkaline volcanic and marine sedimentary rocks; 3) the Patagonian batholith, and 4) upper Cretaceous to Miocene basalts and marine and continental sedimentary rocks. The upper Jurassic-Cretaceous rocks and the Patagonian batholith formed in a volcanic arc and back-arc setting superimposed on the Paleozoic metamorphic basement.Based on geographic location and geologic and tectonic setting, ore deposits in this region are assigned to three groups, from south to north: El Faldeo, Fachinal, and El Toqui. The El Faldeo group (south of 47°05'S) includes upper Jurassic Zn-Pb skarn and associated polymetallic massive sulfide vein deposits locally overprinted by Au-rich epithermal mineralization, hosted by volcanic and sedimentary rocks and/or by rocks of the metamorphic basement. The Fachinal group (46°05' - 47°05'S) consists of volcanic-hosted lower Cretaceous Au-Ag epithermal deposits, except for the Mina Silva and Manto Rosillo deposits, which are metamorphic basement-hosted Zn-Pb skarns. The El Toqui group (44°30' - 46°05'S) comprises lower Cretaceous Au-rich Zn-Pb skarns and associated polymetallic veins, as well as Au-Ag-rich epithermal deposits, hosted by volcanic, intrusive, and marine sedimentary rocks. Galena lead isotopic signatures for each deposit group indicate a decreasingly radiogenic trend from south to north, suggesting different lead sources or differences among underlying crust. Three metallogenic provinces and two metallogenic epochs are proposed for the Aysén region: the El Faldeo metallogenic province of Late Jurassic age; and the Fachinal and El Toqui provinces of Early Cretaceous age. "Abstract - The Domeyko Cordillera, the westernmost uplifted crustal block of the composite High Andes of northern Chile (20°S to 28°S) hosts a narrow N-S trending belt of Late Eocene-Oligocene giant porphyry copper deposits, which include Collahuasi, Chuquicamata, El Abra, La Escondida, and El Salvador. These deposits are spatially and genetically associated with the closing igneous activity along this range, prior to a 30 km eastward jump of the magmatic front in response to tectonic plate interaction. The porphyry copper deposits are also spatially associated with a major intraarc strike-slip shear system, the Domeyko Fault System. Although the tectonic uplift of the 3000 m to 5000 m high range has generally been assumed to be mostly Miocene in age, field relationships suggest that the Domeyko Fault System and tectonic uplift were active as early as the Eocene, coinciding with porphyry copper emplacement between 41 Ma and 30 Ma. Apatite fission track (FT) thermochronology provides both age data and a time-temperature history for rocks since they cooled below a temperature of ca. 125°C (equivalent to a depth of 4 km to 5 km under normal geothermal gradients) on their way to the surface during exhumation, or after a heating event. Apatite FT data from the Paleozoic crystalline basement of the Domeyko Cordillera indicate that at least 4 km to 5 km of rocks were eroded during exhumation of this tectonic block between ca. 50 Ma to 30 Ma (Middle Eocene to Early Oligocene), a time that immediately precedes and overlaps with the emplacement of giant porphyry copper deposits. The FT data constrain the age and duration of a period of crustal thickening and extensive erosion known as the Incaic compression, an event recognized in the Andes of Chile and Peru. Assuming that cooling was due to denudation alone, modelling of the FT data allow estimation of denudation rates between 200 and 100 m/My during this period. In contrast, exposures of pre-porphyry Paleocene intrusives on the western edge of the Domeyko Cordillera reveal apatite FT ages that are concordant with biotite 40Ar-39Ar dates, indicating shallow emplacement, fast cooling and negligible exhumation. The apatite FT ages of the Chuquicamata and El Abra porphyry copper deposits are only marginally younger than their 40Ar-39Ar dates, implying fast cooling/exhumation of shallow mineralizing systems (ca. 2 km to 3 km). Their FT time-temperature history is compatible with extremely low rates of exhumation (ca. 50 m/My) since about 30 Ma (Early Oligocene). This limited extent of erosion, due to exceptional aridity, has greatly contributed to the preservation of rich supergene enriched blankets above some of the porphyry copper deposits.A model is proposed, which is consistent with field relationships, geochemical, and geochronological data. High relative velocities and intermediate-angle oblique convergence between the Nazca and South American plates in the Eocene-Early Oligocene led to intra-arc transpression partitioned into reverse faults of opposing vergence and a right-lateral shear system (the Domeyko Shear System) localized along the magmatic front. Crustal shortening and thickening led to uplift within the Domeyko Fault System and to erosion of at least 4 km to 5 km. Crustal thickening deepened the zone of magma generation, and magmas accumulated in the lower crust, allowing small volumes to rise rapidly to shallow levels along transtensional domains of the regional shear system. A similar model of crustal thickening and shortening before and during porphyry copper emplacement in zones of transtension may also apply to the Miocene-Pliocene giant porphyry copper province of central Chile."

"Abstract - The Las Cañas stratabound Pb-Zn deposit, in northern Chile, is hosted by the Lower Cretaceous back-arc marine carbonate and subordinate andesitic volcanic and volcaniclastic rocks of the Chañarcillo Group, one hundred meters above a thick pile of magmatic arc-related basaltic to andesitic lavas of the Bandurrias Formation. The deposit is not obviously related to local intrusive rocks, which include an Upper Cretaceous granodiorite batholith and dacite dikes emplaced along normal faults. Stratabound Pb-Zn-Ba mineralization is constrained within several porous stratigraphic units, including a 50 cm thick lapilli-tuff and less well mineralized algal-laminated limestone. Veins that locally carry some Pb-Zn occur along normal faults that displace the stratabound orebodies, and this study shows that they represent a different type of mineralization.Fluid inclusion microthermometric data for ore-stage quartz and barite indicate saline fluids (6 to 30 wt% NaCleq) and a formation temperature in the range of 80°C to 160°C for the stratabound mineralization. Two types of fluid inclusions occur in the veins. The type I vein fluid inclusions indicate less saline (average 7 wt% NaCleq) and slightly higher temperature fluids, in the range of 110°C to 220°C. The type II vein fluid inclusions indicate highly saline fluids (25 to 40 wt% NaCleq) which might be related to minor copper mineralization.206Pb/204Pb, 207Pb/204Pb and 208Pb/204Pb ratios for galenas from the stratabound mineralization, with mean values of 18.42, 15.59, and 38.25, respectively, fall within the range of stratabound polymetallic deposits of northern and central Chile, and indicate a Lower Cretaceous magmatic rock source. Galenas from veins have slightly more radiogenic 206Pb/204Pb, 207Pb/204Pb and 208Pb/204Pb ratios, with mean values of 18.47, 15.61, and 38.34, suggesting two distinct episodes of mineralization.?34S values for galena and barite range from negative values (-31.2‰ to -12.5‰ and -7.7‰ to +12‰, respectively) in the mineralized tuff to higher values in the algal-laminated limestone (-2.5‰ to +1.2‰ and +13.2‰ to +17.4‰, respectively), close to Lower Cretaceous marine sulfate values for barite, and homogeneous values for the galena from veins (-12.0‰ ±1‰). Changing redox conditions can partly account for ?34S variations in the tuff. Sulfur sources include magmatic rock sulfur (-1.5‰ to +9.7‰) as well as sedimentary sulfides and marine sulfate."

A new, world class dump leach, solvent extraction, electrowinning plant for the recovery of copper comes on line in Chile. CODELCO-Div. Chuquicamata has added a new facility to their operations located in northern Chile. The plant demonstrates many unusual features including: underground collection of leachate, high copper tenors, extensive use of plastics and special corrosion resistant alloys.

This paper analyses the scope and instruments employed by the Basel Convention for regulating the transboundary movement of hazardous wastes, the present and projected hazardous waste regulations of Chile, reviews the Chilean import/export trade of wastes of the period 1985-1995, and discusses, the influence that the Basel Convention has had on mining trade, its perceived benefits and costs, and possible effects on Chile's trade of the application of the Convention's Decision III/l. There is no quantitative estimation as to the effect of the Convention on the general volume of imported or exported materials destined for recovery, recycling, reclamation, or reuse. All recycling imports, with the possible exception of residues of petroleum oil, which occurred during the decade 1985-1995, can be classified tentatively as non hazardous. The entry into force of the Convention has had several effects on Chile's trade. It has brought home the need to have a comprehensive hazardous waste legislation, it has been a base for applying import restrictions, which in all likelihood, would .have otherwise not been applied, The benefits and costs of this import restriction, as well as those of the multilateral export ban are analyzed.
