All commercially available zircon sands contain radioactivity sourcing from the decay of trace amounts of contained uranium (U) and thorium (Th). The fine particle size zircons of the Horsham area in the Murray Basin region of Victoria, Australia, contain significantly more (about twice) Th+U than those commercial zircon sands. The marketability of these fine-grained zircon sands is likely to rely on the removal of these radioactive impurities. CSIRO Minerals have been working for some time to develop processes for the removal of the radioactive impurities from zircon. It is generally agreed that it is quite impossible to leach U and Th from zircon, however, the Heat and Leach (HL) process, described in detail in Aral and McDonald (1999), reduces the radionuclide levels significantly. The identified (HL) process aims to leach uranium and thorium selectively from a decomposed zircon. The novelty of the process is that a large part of the leached product can be reconstituted to a low radiation zircon by a subsequent heat treatment. The HL process uses a flux mixture of sodium carbonate and calcium borate to decompose the zircon at relatively low temperatures (900 to 1150¦C) and a weak acid (0.5M HNO3; 80¦C/0.5 h; pulp density ten per cent) to leach the radionuclides selectively. The process leaves the major components (ZrO2 and SiO2) behind with little loss. The HL process for example lowers the U+Th content of a Murray Basin zircon from 1000 ppm to 400 ppm U+Th. Among the radionuclides more U progeny is removed than the Th series radionuclides. This is very significant as the radioactivity of U series is 2.5 times more that from the Th series. Therefore the reduction in the radioactivity level of zircon is more than the reduction in Th+U indicated by XRF analysis. A schematic flow sheet of the HL process is shown in Figure 1. Although the HL process successfully lowers the radionuclide levels in zircon sands, the final product contains significant amounts of sodium (up to 14 per cent Na2O) and small amounts of CaO. By comparison, the sodium content of the commercial zircon sands is in general 2O. Zircon is used mainly as an opacifier in tile glazing where the addition of ten to 15 per cent zircon to a translucent base glaze gives the sanitary white colour to the tile surface. Opacification is the result of the refractoriness of zircon particles at the glaze firing temperatures that is generally around 1050¦C.

Existing operations are also looking to maximize economic return from existing deposits, requiring new thinking and technologies.The traditional approach for gold containing refractory material has been to liberate the locked gold by chemically destroying the pyrite through oxidation. Roasting, pressure oxidation, and bacterial oxidation all employ various degrees of temperature, pressure and catalysis to react the pyrite with oxygen to produce iron oxide and sulfur by-products. However all of these methods are economically impacted due to specific operational added requirements and emissions controls. Pressure and bacterial oxidation have very high capital and operating costs."

The production of sulphuric acid at Port Pirie by the contact process began in March 1924 with the commissioning of the Electrolytic Zinc Co.'s roasting and acid plant. This plant, operated by B.H.A.S. Pty. Ltd. on behalf of the E.Z. Co., continued to produce sulphuric acid from the gases evolved when roasting Broken Hill zinc concentrate in mechanically rabbled furnaces until September 1954, when the plant was closed down.In this peri9d of approximately 30 years some 600,000 mono tons of 98·5 per cent sulphuric acid was produced, most of which was used for fertilizer production at Wallaroo and Port Adelaide. During World War II 14,400 mono tons of the above was produced in the form of 20 per cent Oleum and railed to the Salisbury Munitions Factory for use in the production of nitro-glycerine, gun-cotton and T.N.T.In the early post-war period various ways of converting at least some of the sulphur in the gases' discharged to atmosphere from the lead sintering plant were considered until, in 1949, it was decided to erect a modern contact acid plant. Much work remained to be done on the roasting plant to produce a gas of suitable grade for the contact process and also on the design of a purification section suitable for the treatment of D.L. gases.The acid section itself, however, was largely of conventional design and it was therefore decided that this would be erected first. To it was then attached a sulphur-burning section to allow it to operate as a "hot gas" brimstone acid plant until the roasting and gas purification plants had been designed and erected. In this way the urgent need for sulphuric acid in the fertilizer industry would be relieved, to some extent at least, as soon as, possible.

A two-dimensional multi-scale solidification model was developed to study the heat transfer, fluid flow, and grain growth occurring in the molten pool during the laser engineered net shaping (LENS) process. This model coupled the finite element method to calculate mass, energy and momentum transport in the macroscale with the cellular automaton technique to calculate liquid/solid phase change at the microscale. The validation of the model was performed by comparing the simulation results with experimental data from previously published works, showing good agreement in temperature distribution and the dendrite morphology (size and shape). The simulation results showed that Marangoni convection, caused by the temperature gradient along the pool surface, played a critical role in determining the flow pattern in the molten pool and exerted influence on the pool size and shape. It was also found that columnar dendrites can be formed, with dendrite arm spacings as fine as a few microns due to the high cooling rate during the LENS process. In addition, the influence of fluid flow on the dendrite growth in the pool was discussed.

This paper is a follow-up to the paper presented at the SME meeting in April of 1996. Since then, the El Abra facility has been started up, 9 months ahead of schedule, and has processed about 45 million tons of ore and produced over 700 million pounds of copper. For those unfamiliar with the El Abra materials handling and leaching facilities, a brief overview of the facility is provided. The paper will then deal in detail with such aspects of Conveyor 103, the long regenerative overland conveyor, including: actual running resistance starting and stopping procedures emergency brake test at 10,000 t/h Additionally, we shall take the opportunity to report on a catastrophic culvert collapse in October 1996, which stopped the conveyor abruptly at full speed and under high load condition, causing a belt breakage. We would like to use this opportunity to thank the management of El Abra and Cyprus Amax for providing assistance and allowing us to present this paper. The El Abra team deserves a great compliment for building this one billion dollar facility in record time in a remote area of a high-altitude desert with no existing infrastructure, and for bringing it so quickly up to full operating capacity. The El Abra management had to assemble a completely new operator team. Considering the above circumstances, it took a great effort by all involved to achieve success. The official performance test which was required by the lending banks was successfully concluded in November 1997.

To help insure the continued viability of the minerals and materials sector of the U.S. economy, the Bureau of Mines is conducting research and disseminating technology that will result in more efficient minerals extraction. As part of this effort, a process is being investigated that involves an aqueous chlorine-oxygen leaching procedure to treat complex sulfide concentrates to produce ZnCl2. Subsequent fused-salt electrolysis of the ZnCI2 produces high-purity zinc metal. Previous reports described preliminary, small-scale research on the chlorine-oxygen leaching system and fused-salt electrolysis of ZnCl2. This report discusses the details of design, construction, and longterm, continuous operation of both monopolar and bipolar fused-salt cells. The effects of temperature, electrode gap, current density, electrolyte composition, and electrode configuration on current efficiency and energy consumption were determined for a ZnCl2-KC1-NaCl electrolyte system. Zinc metal was produced at the rate of about 50 lb/day in a monopolar cell which was operated continuously for 60 days with current efficiencies from 85.8 to 98.6 pct and an average power consumption of 2.1 kwhr/lb. Bipolar cells with several different electrode configurations were operated for 90 days. A current efficiency of about 70 pct and power consumption of about 1.7 kwhr/lb of zinc were achieved using a three-electrode-pair, bipolar assembly with a chlorine gas lift pump to circulate electrolyte.

The war emergency has affected every phase of industry. The gas and coke-oven companies have sought faithfully to discharge their responsibility in this critical period and have willingly modified their operations where possible to meet the ever increasing demands made upon them. Our company made commitments for blast-%urnace coke for war purposes which necessitated a reduction in coking time in order to produce the amount required to meet the new demands. At the same time there were certain customers of long standing, who had been supplied with foundry and egg-sized coke produced on fairly long coking periods, who also were engaged in war work and whose patronage we desired to retain. Coke produced on short coking rates from the coal mixture we were then using would not have been satisfactory for these customers. The average width of our ovens is 19¾ in., which is a little wider than the more modern ovens of the present day. They were originally designed to give somewhat cool tops in order to produce a rich gas. This necessitates carrying the heats a little on the warm side so that the tops will be fully carbonized. A reduction in coking time, as is generally known, is accompanied by a reduction in the average size of the coke produced. This is due to the greater shrinkage that takes place at the higher temperatures required to carbonize the charges in a shorter time. The net result is that the coke is more cross fractured and longitudinally fractured and breaks up into small sizes on handling. The cokes produced from the better coking coals seem to be more susceptible to fracture at high temperatures than those from poorer coking coals. A coal mixture that produces a beautiful foundry-sized coke at 30 to 36 hr. may yield a product at 18 hr. that would be so badly fractured as to be unsatisfactory for foundry practice. Coking Characteristics OF Coals Our problem was to find some economical innovation and develop a method that would enable us to reduce the coking time and still produce a coke satisfactory to our foundry trade. However, before discussing the results of our present operations, it might be well to present a few observations on the coking characteristics of coals in general. Most coke-oven operators carbonize a blended mixture of coals. It may consist of a single high-volatile coal with a single low-volatile coal, or of a combination of several high-volatile and low-volatile coals. Medium-volatile coals of the Eagle seam are used for the production of high-grade foundry coke. Medium and high-volatile coals are often blended with one or more low-volatile coals. The possibilities are almost infinite, but the combinations are limited by such factors as cost and facilities for handling multicoal mixtures, and by other practical considerations. For years many oil producers have believed that often low-pressure oil- and gas-bearing strata have been over coked in fields where the rotary system of drilling has been used. Collom3/ gave as a reason for this con¬dition that because the mud fluid was thick, the oil or gas stratum was plastered and sealed as the tools passed through it and no oil showed at the surface. Although this observation was made 15 years ago, it may often still be true notwithstanding modern developments in coring and electrical logging. Operators have believed, also, that mud fluid does not solidify behind the casing. Lewis and McMurray4/ stated: "All the evidence obtainable from practical experience points to the fact that the mud fluid properly mixed and employed does not solidify behind the casing, even in deer wells and after long periods."

It is common practice for underground mine plans to be created sequentially, where results from one planning process form the input data for another. While this is practical for manual methods, computerized optimization techniques should consider an integrated approach to creating the global mine plan. This is because optimizing an individual mine planning process, such as stope layouts, introduces a likelihood of increasing costs or decreasing revenues associated with other areas, such as production scheduling, as harmful decisions must be balanced. Considering the interaction and influence that individual underground mine planning processes have on each other during optimization will provide more profitable results than if these are ignored. Optimization techniques for stope layouts and production scheduling are reviewed. An integer programming model is proposed that allows for either integrated or isolated optimization. Both approaches are separately applied to a block model. The results demonstrate the model?s ability to produce optimal long-term sublevel stoping mine plans and the benefits of using an integrated approach. Most mines in the Bundamba, North Ipswich, and Rosewood districts of the West Moreton coalfield of south eastern Queensland have installed washing plants during the last five years. Many problems were encountered in their installation, including the small size of washing plant required in many cases, the economical minimum ash content under present and future market requirements, production from a one-product washbox of large and small coal of quality to satisfy both markets, measures to avoid adding unnecessary moisture to the washed slack coals, and excessive middlings in some coals or soft clay in others.INTRODUCTIONIt was fortunate for Brisbane, which was to become the capital of a new State, Queensland, in 1859, and grow into a city of over half a million people by the time of its centenary, that coal was found in abundance almost on its doorstep near Ipswich, the first mine being opened at Redbank in 1843. This was followed by the opening of many more mines in that district and, some 40 years later, in the nearby Rosewood district where high-volatile gas coal was produced (Fig. 1). These discoveries ensured a supply of reasonably priced coal (currently about 85/- per ton delivered) in Brisbane, but the quality is inferior to that of other coals mined in Queensland beyond economic range of Brisbane.Various factors led to an increase in the average ash content of the West Moreton coals during and after the war. Between 1940 and 1952 the gasworks coals rose in average ash from 13 8 per cent to 23·9 per cent and the powerhouse coals from 17·1 per cent to 27·1 per cent. This drift was arrested by the installation of 28 screening and picking plants from 1952 onward, but it became obvious that mechanical cleaning of the coals was essential due to the competitive market for coal and the worsening quality of reserves.

WHEN Spain established colonies on the North American continent, some of her land grants, in what is now the United States, reserved to the Crown deposits of gold, silver, and mercury. Later mineral rights were reserved under some of the English Crown charters involving land in the eastern part of North America, with provisions for the payment of royalties thereon to the Crown. Reservation of mineral deposits to the United States Government was instituted by an ordinance of Congress on May 20, 1785, which applied to such deposits in the Northwest Territory, then north of the Ohio River and east of the Mississippi River, and provided that there should be reserved "one third of all gold, silver, lead, and copper mines, to be sold or otherwise disposed of as Congress shall hereafter direct." Little was known then of the mineral resources of the country; the Great Lakes copper region had just come into the possession of the United States by treaty and much of the western mineral land still belonged to France and Spain. The policy of leasing mineral deposits was enacted by Congress under the act of March 3, 1807, which provided that "the President of the United States shall be, and is hereby, authorized to lease any lead mine which has been or may hereafter be discovered in the Indiana Territory, for a term not exceeding five years," and in the same year the Government reserved 345,600 acres of land in northern Illinois, valuable for lead. In 1816 Congress provided that in all cases where a tract of public land containing a lead mine or salt spring was applied for by settlers on the public domain, no permission to work the mine or spring would be granted without the approbation of the President of the United States. By the act of March 1, 1847 (9 Stat. 146), the control of mineral lands was transferred, with all records, from the War Department to the Treasury Department, and by the act of March 3, 1849 (9 Stat. 395), supervisory powers over lead and other mines of the United States were transferred to the Secretary of the Interior. Following the discovery of gold in California in 1848, President Polk advocated the leasing of mineral lands acquired from Mexico under the treaty of 1848. However, owing to the lack of communication and transportation facilities and the consequent difficulty of checking on production and operations, leasing was found impracticable. Mining was permitted to be carried on in each district under rules made by the miners themselves and patterned after the Mexican mining system. To meet the situation, Congress enacted mining laws in 1866, 1870, and 1872, which provided for possession by location and for private ownership, after discovery, by patent of essentially all mineral deposits belonging to the United States, except coal. Many other acts were passed by Congress applying to specific regions and states, reserving salt, lead, or other minerals, some of which provided for the leasing of such deposits. However, very few if any leases were issued thereunder. Not until 1901 (31 Stat. 745) were the mining laws extended to include salt, and in 1910 they were revised to specify salines and associated products. At the turn of the century, it became more and more evident that the mining laws developed for metallic minerals were not practical for the development and conservation of oil and gas, coal, potash, phosphate, or oil shale. Following withdrawals by the Secretary of the Interior as authorized by the act of June 25, 1910, the Department of the Interior recommended leasing legislation; however, it was not until February 25, 1920, that the Mineral Leasing Act was passed by Congress. This act authorized leasing all public lands potentially valuable for oil, gas, coal, phosphate, sodium, or oil shale. The Organic Act, creating the Geological Survey in 1879, imposed upon its director the duty of classifying the public lands.' The early years of the Survey were devoted largely to the accumulation of fundamental data and, with only minor exceptions, land classification was not seriously undertaken until 1906. Since that year, it has been actively pursued with respect particularly to leasable minerals and water power values. On March 3, 1873 (17 Stat. 607) Congress authorized the sale of coal lands of limited acreage to individuals at $10 to $20 an acre, depending on the distance from a railroad, and in 1907 a new scale of prices was adopted by the Secretary of the Interior, based, more logically, on the quality and thickness of the coal deposits, their depth below the earth's surface, and their accessibility. At that time it was much cheaper and easier to obtain incidental title to coal rights under the homestead laws at $1.25 an acre. On March 3, 1909, the first separation act (35 Stat. 844) became a law. It authorized patents, with a reservation of the coal and mining rights involved to the United States, to persons who in good faith had entered public lands under the non-mineral land laws prior to withdrawal, classification, claim, or report that such lands were valuable for coal. It solved the problem only partially, and the practice thereupon adopted by the department of making coal withdrawals "from all forms of entry" instead of "from coal entry" expedited the more complete solution effected by later acts. By the act of June 22, 1910 (36.Stat. 583) withdrawn and classified coal lands were declared subject to entry under the homestead, desert land, and Carey acts, provided a waiver of the coal rights accompanied the application, and by the act of April 30, 1912 (37 Stat. 105) the same privilege was extended to State selections and isolated tracts. The act of August 24, 1912 (37 Stat. 496) extended the separation policy to lands withdrawn for oil and gas in Utah, and finally the act of July 17, 1914 (38 Stat. 509) extended it to all nonmineral filings on public lands theretofore or thereafter

Ideally, mill circuits should be controlled so that excessive random disturbances are reduced in frequency and amplitude. It is difficult to derive an objective measure of the effectiveness of any chosen control strategy. Often, the response of the circuit to pulse or sinusoidal disturbances is used as a measure of the effectiveness of control, but this is not adequate in many circumstances because such disturbances bear little resemblance to those that occur in practice, and such an approach cannot be easily related to the profitability of the reduction process. A superior approach appears to be the application of the theory of stochastic processes. This theory permits both real process disturbances to be modelled accurately, and useful objective functions for control to be derived. A test of the usefulness of stochastic theory in mill control was made on the gold ore milling circuit shown in Figure 1. This circuit was fed with an ore which had a liberation characteristic such as that shown in Figure 2. It is simple to show that, for such a liberation characteristic, the recovery of valuable mineral will vary as the standard deviation of the particle mass-size distribution varies even though the mean particle mass-size is kept constant. Similarly it may be shown that excessive perturbations in the circulating load in a milling circuit such as that shown in Figure 1 can affect liberation. Figure 3 shows how, as the cyclone feed density increases and the sump water addition decreases at constant sump level, the cyclone operation becomes unstable and the discharge "ropes? with a consequent catastrophic coarsening in product size. By minimising the variance of the circulating load it is possible to reduce the probability of initiating instabilities of this nature.

The Misima open pit gold mine is a 20Mt per annum operation. Blasthole drilling is used to sample all material at a uniform 5m square pattern, and representative sub- sampling of the blast holes enables assay samples to be collected over the full 10m bench height. Samples are assayed for gold, silver and copper at the Company's laboratory at the mine site and the assays are provided to geologists as a written assay report and on floppy disc. Surveyed blasthole locations and assay results are transferred via personal computers (PCs) to a SUN mini-computer where results are stored by bench, blasthole assays are kriged, and plot files are created. A geologist selects grade boundaries from the kriged data, adjusting the boundaries towards the raw blasthole data where hard boundaries are recognised. Surveyors peg the resultant boundaries in the pit using a system of colour-coded pegs to display the different material types. A daily plan also shows boundaries and face positions.

Washability analysis determines the maximum separation efficiency that can be achieved in the operation of coal preparation plants. Unfortunately, there are no on-line techniques for determining this most fundamental information. It now appears possible to determine coal washability on-line through the use of x-ray computed tomography (CT) analysis. This paper presents the results for the development of a CT-based, on-line coal washability analyzer. The development of appropriate hardware and software necessary to adapt a CT analyzer for use in determining coal washability is discussed. Testing of the analyzer using well-characterized coal samples is presented.

THERE are three active mines in the Chewelah-Colville district, the United Silver Copper near Chewelah, and the Old Dominion and the Chloride Queen near Colville. The Admiral near Valley is also doing development work. The Chewelah district is in the south central part of Stevens County in the Colville Valley. Chewelah, a thriving town of 1600 people, and the scene of operations of the Northwest Magnesite Co., is about the center of the district. It is situated in a farming community on the Spokane-Nelson branch of the Great Northern railway, about 65 miles north of Spokane. Only two or three of the mines in the district have been extensively developed, although many have been prospected. The general elevation of the valley, is about 1600 or 1700 ft., that of the mountain ranges on each side about 3000 to 4000 ft., with gentle slopes and rounded glaciated tops. Prospecting is often difficult because of much glacial debris.

MULTIFLUX, a new thermal, hydrologic, and airflow model and software is being developed to solve the flow of heat, moisture, and air in and around an underground opening. MULTIFLUX couples two distinct domains that are solved separately first and re-coupled as an iterative task: (1) the rockmass, and (2) the airway. The airway is solved with a lumped-parameter Computational Fluid Dynamic (CFD) module which is an embedded part of the MULTIFLUX code. The CFD model includes convection, conduction, and radiation for heat, as well as convection and diffusion for moisture transport in an air-filled opening. The CFD model also solves for the airflow field. The surrounding rockmass model may be from any analytical solution, or from a complex thermal-hydrologic numerical model such as NUFT or TOUGH2. The rockmass model is interfaced to MULTIFLUX using a novel technique called Numerical Transport Code Functionalization (NTCF). The method provides fast convergence on a personal computer platform. The paper reports the results of MULTIFLUX simulations for a mine drift, comparing calculations with a known mine climate software, CLIMSIM, and with measured data. Through this validation example, the performance of MULTIFLUX is demonstrated. The results show excellent agreement due to the use of realistic modeling assumptions and boundary conditions.

One year ago this month, we in Central Florida witnessed the beginning of a most exciting and glamorous attraction. After three years of construction and anticipation, Walt Disney World opened its gates near Orlando and during its first year of operation received a flood of over 10 million visitors---half of all who came to Florida last year! The side effects of this newest addition to Florida have been phenomenal. Traffic on heavy days has been backed up for 30 miles from the amusement park along a major interstate highway. Hotels and motels have been jammed packed for months, and reservations are still difficult to make. Gasoline stations, restaurants and souvenir shops are doing a booming business. Everywhere you look as you ride the highways of Central Florida you see the signs of growth. New hotels spring up almost overnight. Golf courses galore. New housing projects and apartments sprawl where orange groves used to be. New roads criss-cross areas which were once deserted. There seems to be no end to the steady influx of tourists and new residents to the Sunshine State. And it's mainly because that we are the Sunshine State that they come. Air and water pollution is and has been at a minimum in Florida. Pollution and emissions are fighting words among some groups dedicated to preserving the bountiful environment we share in Florida. Little wonder then that some of these people display concern when they learn that just 50 miles from the entrance to the Magic Kingdom of Disney, phosphate draglines strip away thousands of acres of land each year to extract one of our nation's most precious
