Most legacy drift mines entered the coal reserve from outcrop and developed up-dip. The Surface Mining Control and Reclamation Act of 1977 changed this way of mining, requiring all new mines with acid- or iron-producing coal seams to be designed so as to prevent gravity water discharges from the mine. This Act requires engineered barriers to contain the mine pool. In many cases, mine layout designs focus primarily on the size and hydraulic performance of the un-mined coal barrier between the up-dip mine pool and areas where down-dip surface discharge is possible. In other cases, designs focus on preventing discharges from barriers contained within the strata surrounding the mined coalbed. This paper focuses on a detailed analysis of the factors responsible for preventing mine pool discharges to surface waters. Important factors include: mine layouts, mining methods, hydraulic head and conductivity, and geology. While the exact causes for the successes and failures could not always be determined, reasonable mechanisms are presented.

Before going directly to the analysis, it would be good to summar¬ize explosion-proof container approval methods. Both Magison (52) and Short (84) state that in general practice, the systems are certified for: 1. a rugged enclosure able to withstand an internal explosion but not allow explosively hot gases to escape, and 2. maximum surface temperature, with equipment operating inside, that will not ignite the surrounding atmosphere. Also, testing insures that any material in contact with the container surface will not be ignited by a hot spot. Associated with the first practice, the enclosures are inspected for: 1. a safe flange gap width, 2. a pressure increase during ignition, and 3. an hydrostatic pressure withstand level. The hydrostatic pressure level is almost always determined by a meas¬ured ignition-pressure test and is usually applied to prove the mechan¬ical design to some safety factor. Consequently, explosion-proof enclosure testing includes temper¬ature, permissible flame gap, and pressure. Specifications and prev¬ious research also can be similarly separated even though some interre¬lation exists between the flame gap size and internal enclosure pressure during an explosion. The caisson foundation for Vent Building No. 6, at the southern landfall of Boston's Third Harbor Tunnel, was installed inside an unbraced concrete cofferdam 250 feet in diameter and about 70 feet deep. As a spectacular engineering feat, the cofferdam itself certainly ranks first. However, the foundation work within was no routine caisson job and made its own contribution to the state of the art. Comprised of 5 ft. diameter caissons socketed 10 to 16 feet in sound rock, it posed serious challenges in logistics, space limitations and time, requiring development of unique, purpose-made equipment. The unexpected discovery of significant depths of shattered rock overlying acceptable sound rock, along with other surprises of lesser import, compounded the problems. How these challenges were planned for, met and overcome is the subject of this paper.

"This paper investigates the effect of driving a group of 52 open-ended Prestressed High Strength Concrete (PHC) piles on an existing highway embankment based on field measurements of excess pore pressure and lateral soil displacement. Excess pore pressure due to pile driving increased with depth and decreased with increasing distance from the pile, influencing a distance of 43 pile diameters. For pile groups, the rate of dissipation of excess pore pressure decreased with increasing depth and averaged 79% in 20 days, during which maximum ultimate bearing capacity was not yet attained. Lateral soil displacement continued to increase for a period of time after the end of pile driving and this could have resulted in significant inclination of piles if pile installation was too quick and pile spacing was too small. Lateral soil displacement due to pile group decreased with decreasing distance to the existing embankment as a result of high soil density produced by the embankment loading. The results also indicate that the effect of pile group installation on the existing embankment is negligible.INTRODUCTIONPile driving can cause excessive lateral displacement of soil and heaving of the ground surface, which may adversely affect nearby structures. In addition, lateral deformation and excess pore water pressure resulting from pile driving can exert lateral pressures and vertical forces on the piles, and impact negatively on the project and its surroundings. Therefore, it is important to evaluate the influence of pile driving on the nearby structures as well as the project itself when expansion works are carried out.Recent years have seen some development in the application of field tests for studying soil disturbance due to piles, and these tests usually involves pore water pressure and lateral soil displacement monitoring during pile driving. Results of field experiments performed by Reese and Seed (1957) in San Francisco Bay Mud with instrumented piles showed that pile installation generated large pore water pressures at the pile surface, with only slight increase at a distance of 15 pile diameters away. The measurements indicated that the increase in pore water pressures can exceed the initial total overburden pressure. Holtz and Lowitz (1965) reported a decrease in undrained shear strength immediately after pile installation, which was largely recovered after full pore pressure dissipation for field measurements within 1.5–2 pile diameters from the pile surface. Hwang et al. (2001) presented results of large scale pile driving tests where maximum excess pore water pressure generated decreased rapidly with increasing distance from pile. The excess pore water pressure became negligible at 15 pile diameters from the pile. Their results also showed that lateral displacement of the ground decreased with increasing distance from the pile. Pestana et al. (2002) carried out full-scale closed ended pile tests in the Young Bay Mud deposit. Higher excess pore pressures were observed for points closer to the pile, which decreased with increasing distance from the pile wall. Exponential decay of excess pore pressure with time was also noted. An 80% dissipation of excess pore pressure was achieved for soils more than one pile diameter away from the pile wall between 50 to 80 days. Lateral deformation generally decreased with increasing distance from pile wall, whilst varying erratically with depth. Bozozuk et al. (1978) reported on soil disturbance due to driving of 116 concrete piles in sensitive marine clays in a construction project. Maximum pore water pressures after pile driving within the group, and 6m (20 pile diameters) from the group were over 35-40% of the total overburden pressures, and the influence of pile driving on pore water pressure at 20m away from the group was very small. Specialist Machine Developments (SMD) is a design and manufacturing company involved in the design of Remotely Operated Vehicles (ROV?s), ploughs, trenchers and mining machines for use in submerged environments. Established in 1971, the company has made over 500 vehicles for subsea use. These range in size from small remotely operated swimming vehicles with a weight of less than a tonne to heavy duty seabed crawling machines with a weight of up to 310 tonnes (in air). Primarily, these machines have been designed for offshore vessel-based applications, but the machines are equally suited to other submerged mining applications onshore. Many onshore deposits can technically and theoretically be mined using currently available submerged mining ROV technology. Similar equipment to that in use subsea could easily be fast-tracked into use to extend the life of opencast mines facing severe hydrological problems. It could also easily be used to mine vertical ore-bodies where the stripping ratio has become uneconomical due to increasing depth. In some cases mining ROVs could even be suitable for use as the primary extraction method for a new mine. Exploration and extraction techniques used in oil and gas gradually developed and moved from land to offshore in the middle of the last century. Are we about to witness a similar shift with other minerals? This paper describes the design concepts of submerged mining equipment, targetted subsea mineral deposits, the suitability of submerged mining ROVs for onshore deposits, limits to their application and parallel research and development activities which will help to accelerate the use of such equipment in the emerging submerged mining sector.

Voyageurs National Park in northern Minnesota, and a 30-mile radius area of influence on the United States side of the International Border, was examined for hardrock (nonferrous metallic minerals and diamonds) mineral potential and environmental sensitivity by the U.S. Bureau of Mines. The investigation also included an analysis of current Metallic Minerals Leasing Rules of the State of Minnesota, and the probable effects of changes proposed to the current rules by the State of Minnesota in order to "encourage mineral exploration and development." The study has determined that the proposed changes to the Minnesota State Leasing rules will have minimal, if any, impact on the likely, foreseeable levels of mineral-related activities in the State as a whole, and particularly, in the area of influence to the Park. Voyageurs National Park management was advised on the extent and character of the proposed rules changes, and on those items of concern meriting a specific and timely response by the National Park Service.

In over ninety per cent of mineral sand plants, the most commonly used equipment is the spiral concentrator. The tonnage treated over typical spiral plants can range from as low as 200 ton per hour up to 6 000 tons per hour. Due to the limited capacity of each spiral, plants consist of multiple spirals assembled into banks. The mixture of minerals present in the sand feed requires several spiral stages to achieve the desired mineral recovery. Due to the complexity of the spiral circuits, there are always some design and operating problems that present themselves in plants. These range from slurry distribution, spirals operating at incorrect design parameters and feed variations. The material being treated is difficult to maintain in suspension due to its high density, resulting in segregation and preferential flow in pipelines, distributors and sumps. The objective of this paper is to highlight common problems associated with spiral installations to designers and operators of plants. Practical solutions are recommended in order to prevent and minimize these mistakes in the design. These solutions may be used to improve performance on operating plants.

This paper reviews the likelihood of instability occurring within coking coal cargoes from BHP CoalÆs northern Bowen Basin mines. In coal cargoes, initial moisture redistributes vertically towards the base, saturating the bottom layers unless the bilge wells are pumped regularly. There has been concern in some quarters that saturated coal in the basal layer may be prone to liquefaction, and if the vessel then rolls significantly in rough seas, overall sliding movement of the cargo might occur. However, a review of shipping accident statistics reveals that casualties relating to shifting of coal cargoes are quite rare, and have not occurred in modern large bulk carriers (>15 000 dwt). The moisture redistribution process has been analysed to quantify the extent of cargo saturation that may occur. Results indicate that the amount of redistribution increases with initial moisture content above a threshold of eight to nine per cent. However, the removal of water by pumping from the bilges is remarkably effective in reducing the extent of saturated coal (and therefore the possibility of cargo liquefaction and movement), and in controlling the average moisture content of the bottom layers of cargo. Stability analyses were then performed for deep sliding of a cargo with a saturated and liquefied base. These have confirmed that sliding of a cargo with a liquefied base during rough seas (20¦ roll angles) would require initial total moisture content exceeding 13 per cent, the hold half full or less (width/depth >3), and no bilge pumping so that height of the saturated zone is as deep as possible. Overall, the results indicate that coking coal cargoes from BHP CoalÆs northern Bowen Basin mines will be unlikely to suffer sliding or liquefaction failures when transported in modern large bulk carriers.

In Canada and other countries, legislation dealing with accurate factual disclosure for mining projects is being expanded to include more metallurgical design information. Grinding characteristics, metallurgical recovery of contained metal and environmental hazards associated with tailings disposal will be part of the Canadian package. This paper will examine only that portion of the plant design standard practice that relates to grinding ? in SAG mills and ball mills that grind ore from as received crushed material to final ground product that is fed to downstream plant recovery processes. Since grinding plants represent a significant portion of the overall concentrator cost, accountability in grinding design should no longer be left to chance, opinion, or hidden proprietary information. This is the 21st century. It is reasonable to expect that a factual basis will be needed so that a Qualified Person (QP) reviewing the grinding mill design can understand it. That will also involve how many and what quality of samples are taken to define the characteristics of the deposit, the accuracy of the tests used to measure ore hardness and the method by which the dimensions and power of the mills are determined. If these criteria are not met, the QP may have no choice but to call attention to the lack of convincing information regarding the grinding mill design for the project. At the same time clients are expected to demand getting the correct design information at a cheaper price, results in a more timely way, and accurate design to the point where the risk of tonnage shortfalls are reduced or eliminated. Tables will be presented to show how this can be done to current standards using existing technologies. At the same time it is acknowledged that current standards are ill-defined and that to achieve consensus among those involved in SAG mill design work, it may require that a consortium funded project be set up to establish what tests and methods for grinding design are suitable to meet the new standards for metallurgical disclosure. By running parallel design methods on several major projects over a period of 5 years, the process of how to design grinding circuits will be better understood because the projects will start at the design stage, include procurement of the mills and will end with a benchmark test on the plant. Selecting the samples and the best schedule for doing test work on core samples submitted and mill design, will be discussed in this paper. The issue of completing the grinding design in time for early procurement decisions is on the critical path for most major projects. Discussions between mining engineers, geologists and process engineers are needed early in the development cycle, at the scoping study level (SS), preliminary engineering assessment (PEA), prefeasibility study (PFS), and at the feasibility study stage (FS), to ensure that proper planning for design sample selection is done. Using adequate sampling and testing methods in a timely way allows early procurement of the grinding mills and minimizes project risk.

Researchers at the U.S. Bureau of Mimes monitored rock mass response to mining of an experimental underhand longwall stope in Hecla Mining Co.'s Lucky Friday Mine, Mullan, ID. This stope design, the Lucky Friday underhand longwall (LFUL), was proposed as a means of controlling rock bursting while also allowing increased mechanization of mining operations. Instruments were specifically manufactured to monitor three geomechanical factors (backfill performance, ramp stability, and rock mass response) that directly affect the success of stope design. Despite considerable difficulties with instrument installation and survival in the harsh mine environment, especially within the stope fill, sufficient information was collected to suggest that the LFUL method was successful in achieving project goals. This conclusion, in addition to favorable economic and operational evidence, led the mine to adopt the method throughout the mine. Indeed, this study and mining experience suggest that underhand longwall mining could be considered a feasible mining method for rock-burst-prone ground throughout the Coeur d'Alene District. President Howe : It is not so clear to me that the facts which Dr. Waldo brings forward really argue that the nature of the combination between copper and aluminum differs from that of the combination between copper and zinc or copper and tin. As regards electric conductivity, I suppose that the fact, which he thinks points to a special intimate kind of union between aluminum and copper, is that the line in his Fig. 1 is neither straight nor uniformly curved, but that its curvature varies rapidly, not to say abruptly. But we find just such variation in like curves for the copper-zinc and copper-tin alloys. Thus, a slight addition of zinc or tin to copper causes a change in color wholly out of proportion to the quantity added; and, as we add zinc or tin to copper, the tenacity rises very greatly, only to fall off abruptly with further additions of either of these metals. We investigate the relationship between corporate financial performance (CFP) and environmental and social performance (CSP) in a sample (n=165) of large, publicly traded U.S. mining and oil and gas firms. Using optimally scaled principal components analysis to generate aggregate measures of CSP strengths and concerns, we find higher concerns are related to higher volatility of unexpected earnings and discount rates. Furthermore, these earnings shocks are more likely to be negative as concerns increase. Decomposing this relationship shows that negative environmental performance dominates proactive environmental management as a driver of unexpected earnings, but proactive community efforts increase the magnitude of earnings shocks. We document some evidence of the strategic use of CSR, with those firms that have greater risk investing more proactively in CSR.

Coal blending inherently means homogenizing a mixture of coals so that, overall, the properties of the blend meet some specifications for maintaining power plant performance and emission requirements. In common practice, however, coal blending is at best coal mixing. If necessary, more sophisticated blending systems can produce a more homogeneous feed by using accurate weighing devices and on-line coal analyzers coupled with sampling systems. Blending can be accomplished at the mine, on stockpiles, and from bins, bunkers, and silos.

The loss of fluid to the formation adjacent a fracture governs the areal extent of the fracture and the success of hydraulic fracturing as a production stimulation technique. The three flow mechanisms which control this loss are the result of the viscosity of the fracturing fluid and the permeability of the formation to the fracturing fluid, its wall building properties, and the combined effects of viscosity and compressibility of the reservoir fluid. The effects of these flow mechanisms can be evaluated in terms of a fracturing fluid coefficient, the fundamental concepts of which are developed in the paper. The fracturing fluid coefficient, which may be used in calculating the areal extent of fracturing, affords a direct measure of the effectiveness of fracturing fluids. The area of hydraulically created fractures is in-creased as the coefficient is de-creased. The fifteen-fold variation noted in this coefficient for the commercially available fracturing fluids tested resulted in a six-fold difference m the calculated areal extent of the fracture system.

The flowability of the caved rock masses in the sublevel caving (SLC) mining method is of great importance. During the blasting process of a SLC-ring, the caved rock mass in front of the ring is compacted. As a result of this compaction, the mechanical properties of the fractured rock masses change, for example void ratio, angle of internal friction and structure of the compacted material. The changed mechanical properties of caved rock mass and recent blasted material can influence the mobility of the material, which could result in blockage of the flow path of the material. The identification of the involved mechanisms in this process can be done after a series of tests in different scales. However, there is no available equipment for dynamic measurements during blasting, ie velocity and displacement of the burden and in the caved masses. This study focuses on the development and laboratory evaluation of a measuring system that can be installed in a borehole. The first trial was carried out in a pillar, where two blastholes had been drilled (9.5 m) parallel with the drift and two measuring holes (16.5 m) were perpendicular to the drift. Two measuring systems were installed in the measuring holes. Some preliminary tests were carried out to find suitable initiation procedures for the emulsion explosive. Applicability and robustness of the developed measuring system were also evaluated. In addition to these tests, an expandable cement mixture was developed to firmly anchor the measuring systems in the boreholes. The measuring system consists of an anchor, armoured cable in a pulling tube and a protective case. The anchor is equipped with uniaxial and triaxial accelerometers. A potentiometric measuring system for displacement up to 2 m is installed at the end of the pulling tube and connected to an extendable spiral cable. All sensors are connected to a data acquisition system (DAS). Both measuring systems have their own DAS to acquire data in case of failure of one of the systems. The measuring system was tested in laboratory conditions with impact velocity up to 10 m/s. Nearly thirty two million tons of municipal solid wastes (MSW) are combusted annually in over one hundred U.S. Waste-to-Energy (WTE) power plants, thus reducing the use of fuel oil by about 1.6 billion gallons of fuel oil. One of the advanced WTE processes is the 0.9-million ton/y SEMASS facility at Rochester. Mass. Most of the combustion in the three giant combustion chambers occurs while the injected shredded wastes are in suspension, i.e .? in flash combustion mode. The velocity. temperature, and concentration profiles in the SEMASS combustion chamber were simulated by representing the combustible fraction of MSW by the simplified formula C6HIO04 and using the CFD program Fluent to solve the turbulent energy and mass transport equations. After validation against plant data. this model will be used to examine options for increasing the productivity of WTE combustion chambers, such as optimum distribution of primary and secondary air and oxygen enrichment.

Coal deposits in the Boulder-Weld County coalfield in Colorado are analyzed in relation to economic factors governing the growth, stability, and competitive potential of the coal industry. Recoverable reserves, estimated to be 571 million tons, are discussed in detail, particularly those in the Erie and Frederick Quadrangles. Geology of the coal measures, quantity and quality of water resources, and chemical and physical properties of the coal are described. Coal production factors, including mining techniques and equipment, labor requirements, transportation facilities and rates, and markets, are considered for coal's position in competition with alternate fuels. Growth of the fuels market, through increasing thermal-electric power generation in the Denver Metropolitan Area, will stimulate coal production in Colorado. Reserves of the contiguous Boulder-Weld coalfield, if mined in a sustained, year-round, high-tonnage operation, could be used to supply much of that fuel demand.

Hydraulic tailings fill in the Butte deep level mines was based upon studies made in 1958 by the Anaconda Company Mining Research Department, which published Bulletin No. 35, entitled "Hydraulic Stope Filling". Since then, many things have changed. At the time of the Research Departments study, dry mine tailings were hauled by rail cars from the Anaconda tailings ponds, twenty-five miles distant, to the underground mines' tailings fill plants at the Leonard Anselmo, and Mt. Con Mines. Now, with the installation of the new Weed Concentrator in Butte, tailings is delivered by pipeline to a cyclone at the Kelley Shaft, and stope filling has become more highly automated and streamlined. Presently, mill tailings at approximately thirty percent solids by weight, is pumped from the concentrator, eight thousand feet horizontally and upward, to the Kelley Fill Plant, where they are dewatered and deslimed by three Krebs Model D20B Cyclones, which discharge the material into the cased and grouted mine delivery bore holes at desired densities up to seventy percent solids. The vertical boreholes and four-inch rubber lined Victaulic pipe carry the material downward to horizontal distribution lines, which in turn tap into the stops-filling, three inch, unlined steel Victaulic pipelines. The slurry may travel several thousand feet before it finally discharges into the stope, where it lends support to the mined-out area.

"The Bernie Lake pegmatite near Lac Du Bonnet in southern Manitoba is a complexly zoned pegmatite containing several lithium-bearing units in addition to the western world's largest known reserve of cesium. The pegmatite forms a flat-lying ellipsoidal body within an east-west-trending Precambrian amphibolite. The pegmatite enclosed by this vertically schistose amphibolite lies near the eastern tip of a granitic intrusive. The relationship of this intrusive to the pegmatite is obscured by Bernie lake. To date, the pegmatite body has been delineated aver an area of approximately 80 acres; it attains a maximum thickness of 280 feet. Several distinct zones, including three assemblages of economic importance, comprise the pegmatite itself. The combined spodumene and lepidolite assemblages provide a recoverable defined lithium ore reserve of almost 5 million tons averaging more than 2 per cent lithium oxide. The recoverable cesium ore of the pollucite assemblage provides 300,000 tons averaging more than 20 per cent cesium oxide; this represents more than half of the western world's pollucite reserve. The Bernie Lake pegmatite deposit, owned by Chemalloy Minerals Limited, is well located with respect to the growing United States markets, and its reserves of cesium are large enough to enable it, under favourable economic circumstances, to become the major producer of this metal in North America."
