Most coal mining states have passed or amended laws restricting strip ruining in the past two years. In light of this and in anticipation of further restrictions by the states and the federal government on strip mining this paper attempts to show the Impact of these new laws on the structure of the coal mining industry in Ohio and specifically on one small stripping firm in Ohio. The implications of the study are applicable to other states under similar circumstances and to other industries which are being caught up in the ecological-economic struggle.

The authors often see problems on mine sites that are due to insufficient feedback between technical discipline silos as the realities on the ground fail to inform the models and plans used to drive resource exploitation. Resource modelling, reserve definition, life-of-mine planning, short-term mine planning and scheduling, mine operations and beneficiation operations are all processes that inform each other, but in many instances feedback between these processes occurs in an ad hoc way and only after problems have come to light.Universal reconciliation uses a multidisciplinary approach across the entire mining value chain to identify both opportunity and loss of value and to maximise operational performance. This paper will look at the operational effectiveness of universal reconciliation and will outline the important elements that make it successful, including how to map out the detail underpinning modelling, planning and execution processes. We do this by documenting the physical processes, logical work practices, organisational roles and responsibilities, data origin and quality, working assumptions and information management practices at an operation. The results quickly show how misinformation and assumption causes suboptimal decisions to be taken, where inefficiencies exist and what the opportunity is to remedy these issues.A universal reconciliation study opens up an opportunity for stakeholders to reassess how the operation should be run and how operational effectiveness should be measured. Clear envelopes for reconciliation become obvious and questions about the practicality and data quality can be addressed.A reconciliation code of practice is a key element of a successful universal reconciliation project and the authors outline the important aspects that will provide an operating model, showing the effectiveness of the resource and reserve modelling, the practicality of the mine planning and scheduling practices, how well the mine operations team are executing these schedules and how effective the processing area is given what it is fed. Most importantly, a system that allows operations time to react before the losses become systemic and that is based on identifying early warnings from hard data when these processes start to wobble is outlined. INJURY experience and related employment information are presented in the chapter for the coal-mining, coking, oil and gas, peat, and native asphalt industries in the United States for 1964. No attempt has been made to combine these data and present injury-frequency rates reflecting the mineral-fuel industries because the hazards of the separate industries are not comparable. All rates in the text are calculated separately on data before rounding, hence component rates may not add to the total rates shown in the tables. Tabulations showing the trend of injuries and employment for all mineral industries are presented in Volume III. COAL Injury experience of the coal mining industry was improved in 1964, as measured by the declines of 1 and 14 percent, respectively, in the frequency and severity rates. Although the total number of injuries increased in 1964, a slightly greater proportional increase in man-hours worked caused the frequency rate to drop to 44.65 per million man-hours. The injury-severity rate in 1964 was 7,832 days lost per million man-hours of exposure. Employment and injury data for 1964 are based on final data for anthracite mines and preliminary data for bituminous coal and lignite mines. Fatality experience improved significantly with a record low number of 240 deaths in 1964. This total was 44 less than in 1963. The Nation's coal mines during 1964 were free of major disasters (a single accident resulting in the death of five men or more) for the first time since 1956. The

The California Department of Transportation (CALTRANS) evaluated several pile foundation schemes for supporting the structures along the realignment of Interstate 880. The project replaces the double-decked (Cypress) viaduct collapsed in Oakland, California during the 1989 Loma Prieta Earthquake. Structural support demands led to the selection of steel pipe piles (16-, 24-, and 42-inch-(406-, 610- and 1067-mm-)diameter), filled with concrete and steel reinforcement. Deep penetrations required through layers of very dense/cemented sands in some locations, caused serious drivability and pile integrity concerns. The need for large pile driving hammers and large diameter steel pipe piles pushed the engineers well beyond local experience. Such questions as the feasibility of driving the pipes closed-ended through dense upper strata and quantifying the effects of installation on the long-term capacities of the piles led Caltrans to develop a comprehensive pile test program to address the design and construction issues effectively. The results were furnished to prospective bidders on the production stages of the ensuing contracts.

"To properly evaluate bioleaching as a commercial alternative for sulphide concentrate oxidation, to enhance cyanidation response, it was necessary to define and optimize critical operating variables outside of the laboratory under less than ideal conditions. A complete bioleach testing laboratory was installed at Equity Silver Mines to aid in pilot plant flowsheet development.A continuous pilot scale bioleach circuit was constructed to provide data for meaningful valuation of biotechnology on a plant scale. The important operating and design parameters for pilot plant testing are described. Plant scale feasibility and design considerations, to treat a refractory pyrite/arsenopyrite concentrate produced from flotation tailing, are discussed. 1.0 BACKGROUNDEquity Silver Mines Limited is located 37 km southeast of Houston in central British Columbia. A 70% owned subsidiary of Placer Development Limited, Equity is Canada's largest open pit silver producer. Ore reserves were estimated at 28 million tonnes grading 106 g Ag/t, 0.96 g Au/t, and 0.38% Cu from two pits, the Southern Tail and the Main Zone. Detailed geology and mineralogy has been described previously(1,2).The concentrator flowsheet consists of conventional crushing, grinding, flotation, and dewatering circuits processing 5 300 tonnes per day of new mill feed. The resultant Cu/Ag/Au concentrate is trucked to Prince Rupert for shipment to market. Mill tailing reports to a closed circuit pond from which mill process water is recycled. Details of the concentrator process have been reported( 2,3).Production in the Southern Tail pit, from July 1980 to March 1984, resulted in mill tailing averaging 0.9 g Au/t and slightly more than 20 g Ag/t. Historic data indicate that unrecovered gold is associated with arsenopyrite and silver losses with unliberated tetrahedrite or minor silve,, bearing sulphosalts. Main Zone mill tailing, which commenced production in March 1984, contains approximately 0.5 g Au/t which is probably associated by majority with silver bearing minerals and pyrite while silver losses, 30-40 g Ag/t, are associated with unliberated silver and antimony bearing minerals."

Initial analysis of Long Offset Time Domain Electromagnetic (LOTEM) data has traditionally been made in terms of early and late time apparent resistivities. By using more than one grounded bipole as a source, a tensor analysis technique analogous to the method used to analyse DC resistivity multiple-source bipole-dipole surveying may be formulated. We define the æinstantaneous apparent resistivity tensorÆ as the tensor that relates the total electric field vectors at each instant to the steady state (DC) uniform half space current density vectors due to each source. Instantaneous apparent resistivity tensors calculated for a 3D resistivity model suggest that profiles of LOTEM measurements across simple 3D structures can be used to create an image that reproduces the main features of the subsurface resistivity. Where measurements are distributed over an area, maps of the tensor invariants or the tensor ellipses at different times can be made into a sequence of images which provide a way of ætime slicingÆ down through the target structure.

LIKE nearly everything else, mining geology has been reconverting. Many geologists had been in military and other government service. Many more, with mining companies, had been working primarily toward increasing production from known reserves. All of these are turning now toward their normal peacetime endeavor-the search for new ore; for most mining companies, finding themselves with accumulated deficits in development work, are more than ready to go ahead with their postwar plans made a year or more ago but still stalled at the close of 1945 for lack of man power. These plans include not merely development in the old home camp but also wide exploration for new prospects both domestic and foreign. Most of the large concerns have geologists and engineers in the field in the United States, despite the outlook for higher mining costs here, and at least half a dozen strong American companies are already investigating opportunities abroad, notwithstanding past unhappy experiences in certain Latin-American nations which have welcomed capital but later found means of preventing investors from reaping the reward of their enterprise. A few of these new foreign expeditions are following well-planned programs, but too many, in their haste to get any sort of footing, are proceeding without well-considered policy. with the result that their geologists can do little more than desultory scouting.

Infrared and displacement studies were made of an unsupported roof in Kaiser Steel Corp.'s York Canyon coal mine, Raton, N. Mex. Monitoring of the roof continued until the roof over the area was caved. Loose slabs in the roof, about 6 inches thick, were detected by means of associated thermal anomalies, using remote-sensing infrared instruments. Displacement measurements taken during the study indicate that roof movement was cyclic in nature; the cycles appear to have been related to the mine work cycle (work days to idle days).

The Unit of Toxicological Risk Assessment of the Finnish Institute of Occupational Health (FIOH) is conducting a 'Health Risk Assessment for Metallic Chromium and Trivalent Chromium' under the sponsorship of the International Chromium Development Association (ICDA) and the International Stainless Steel Forum (ISSF). This risk assessment will be conducted in accordance with the current European Union legislation in force (Council Regulation 793/93/EEC, Commission Regulation 1488/94/EEC, Dir. 67/548/EEC), but also to meet the regulatory obligations as set out in the European Commission REACH legislation proposal (Consultation Document, the Registration, Evaluation, Authorisation and Restrictions of CHemicals). Further aims include outlining the criteria for the setting of occupational exposure limits for metallic chromium and trivalent chromium compounds. Human Health Risk Assessment according to the current legislation shall entail hazard identification of the toxic end points (acute toxicity, irritation/corrosivity, sensitisation, repeated dose toxicity, mutagenicity, carcinogenicity, reproductive toxicity) including, as appropriate, dose (concentration) - response assessment, and derivation of the N(L)OAELs (No (Lowest) Observed Adverse Effect Level) and/or DNELs (Derived No Effect Level). Exposure assessments for workers, consumers and humans exposed via the environment take into account all the known intended uses. Risk characterisation will compare the typical and/or reasonable worst case exposure estimates to the N(L)OAELs or DNELs to determine Margins of Safety (MOS) for all human populations by each exposure scenario and type of effect, followed by conclusions about the presence or absence of risk. Although all of the key elements of existing legislation remain in REACH, the principal change is that, the burden of proof will be transferred from the member state authorities to industry. The new proposed format of Chemical Safety Report (CSR) will include Risk Management Measures (RMM) as an essential part of the report in addition to the risk assessment. The RMM plays a role in the evaluation of further testing needs and advocating reasons for possible waiwer of requirements. The research programme started in March 2002 and will be completed within the time frame of two years.

"SynopsisThe relationship between niobium content and austenite grain growth has been investigated through hot rolling simulation on a Bähr dilatometer. The effect of delay time between passes during rough rolling in Nbmicroalloyed steels with nitrogen contents typical for electric arc furnace (EAF) melting was studied. The results indicate that the grain growth constants n, Q, and A increase with an increase in Nb content. The activation energy for austenite grain growth Q was found to be in the range of 239 to 572 kJ/mol, the exponential constant n ranged from 2.8 to 6.2, and the material and processing condition constant A from 4.24 × 1012 to 4.96 × 1028, for steels with niobium contents ranging from 0.002% Nb to 0.1% Nb. A general constitutive equation for the prediction of austenite grain growth in these Nb-microalloyed steels under rough rolling conditions has been developed. Good agreement between the experimental and the predicted values was achieved with this constitutive equation.IntroductionGrain refinement has been found to increase both the strength and toughness of steels (Gao and Baker, 1998; Sharma, Lakshmanan, and Kirkaldy, 1984; Seok et al., 2014; Maalekian et al., 2012). It is also known that the austenite grain size directly influences the microstructure, and thus the mechanical properties, of the steel (Maalekian et al., 2012; Yue et al., 2010). Effective grain growth control is reported to be achieved through addition of precipitate-forming elements, such as Nb that, slow down the grain boundary migration through pinning and solute drag mechanisms (Yu et al., 2010; Olasolo et al., 2011; Alogab et al., 2007). Much work has been carried out on austenite grain lsize control by the addition of precipitate-forming elements that have a strong affinity for interstitial elements, such as carbon and nitrogen, which form the dispersed pinning particles to inhibit the austenite grain growth (Alogab et al. 2007; Hodgson and Gibbs, 1992; Nanba et al., 2003; Flores and Martinez, 1997; Rollett, Srolovitz and Anderson, 1989). Austenite grain growth can be described using a conventional or a modelling approach. With conventional approaches (e.g. metallography), in-situ monitoring of austenite grain growth at high temperatures is impossible. Modelling the grain growth behaviour based on available data is the ideal option. To quantitatively describe austenite grain growth therefore requires development of a sound mathematical austenite grain growth equation that accounts for the effects of the varying microalloying elements in inhibiting austenite grain growth. Numerous attempts have been made to develop an empirical model based on the general equation developed by Sellars and Whiteman (1979). Many of these models do not account for the direct effects of the microalloying elements such as Nb in austenite grain growth control [Fu et al., 2011; Wang and Wang, 2008; Wang et al., 2006; Shanmugama et al., 2005; Banerjee et al., 2010; Pous-Romeroa et al., 2013). The current work has considered this limitation, taking into account the direct effect of niobium in grain growth control during thermal processing. This is done by incorporating the initial austenite grain size Do and the microalloying element niobium in the development of a constitutive equation for grain growth prediction in Nb-containing microalloyed steels."

Measures taken to prevent and detect fires due to spontaneous combustion, and fires involving conveyor belts, are described in detail.IntroductionConsidering the over-all picture of present-day mining operations, the expenditure required to provide a proper system of mine ventilation and fife control should be regarded as a sound investment that will pay back in increased mining efficiency, improved safety, health, and morale of the miners.Mine ventilation control and mine fife detection and fighting are inseparable, because a ventilation system can spread deadly products of combustion just as efficiently as it does life-sustaining oxygen. Therefore, the possibility of a mine fife occurring is of particular concern.The first objective is to prevent a fife.The second objective is to design the ventilation system so that a positive fresh air supply can be ensured on each main level regardless of the location of the fife.The third objective is to be able to detect the fife at an early stage and to extinguish it before it can develop into a major fife. Accordingly, at Inco, very extensive measures are taken to prevent fires and to locate, isolate and extinguish them rapidly. To obtain an early warning, it is not sufficient to know that a fife has started, but it is also necessary to know where the fife is burning."

In a typical mining operation, run-of-mine (ROM) ore is crushed and screened to achieve a desired particle size distribution and then fed to processing equipment for further refining. For an operation to be profit-able, the ore handling system from the mine face to final product loadout must be reliable. However, the handling system components do not always perform as expected and production problems related to material flow occur. These problems include flow stoppages, limited live storage capacities, uncontrollable flow, segregation, spillage and dust emissions. These result in lost production, excessive maintenance, safety and environmental issues, and even structural failures, in some cases. Flow patterns Flow problems and their solutions can be best understood by first learning how bulk solids flow. As bulk solids discharge by gravity from a storage system, primarily two types of flow patterns can develop: funnel flow and mass flow. Figure 1 shows a schematic of these two flow patterns. In funnel flow, only a portion of the material is in motion during discharge, which flows toward the outlet through a channel that forms within the stagnant material. Funnel flow occurs when a hopper is not sufficiently steep and smooth to ensure flow along the walls or when the outlet is not fully effective. In mass flow, all of the material is in motion whenever any is discharged ? there is no stagnant material. Mass flow occurs when the hopper is sufficiently steep and smooth to ensure flow along the hopper walls. Shallow valleys are not permitted and the outlet must be fully effective. A third type of flow pattern, called expanded flow, can develop when a mass flow hopper (or hoppers) is placed beneath a funnel flow hopper or bin. The mass flow hopper is designed to activate a sufficiently large flow channel in the funnel flow hopper to avoid flow problems due to a rathole. The flow pattern in which a bulk solid discharges from a storage system strongly influences the flow problems that may occur in that facility.

Vibrations as a result of blasting practices in mining engineering are a complex phenomenon controlled by many variables. Mine blast vibration modeling and prediction is becoming more important as a consequence of interactions by mining activity with an ever closer public. Many communities (all over the world) close to mining activity often complain about airblast and vibrations produced from blasting activity. It is important for the mining industry to have tools and understandable methodologies to model and predict blast vibration. These tools can then be used to predict and control vibration at neighboring structures.

A shortage of technical skills in all areas of the mining industry is being experienced worldwide. This has significant consequences for design, operations, productivity and safety and, therefore, needs to be seriously addressed, both in the short and longer term. It is therefore both a strategic and a tactical issue. Importantly, however, since mining is a long-term business, the shortage of skills must be dealt with from a strategic point of view to ensure the supply of the necessary skills for future mining. This paper will deal specifically with the provision of high level technical skills, that is, university graduates in mining engineering, and the outlook for the institutions that are currently producing such graduates.

Statistics showing that mine rehabilitation is falling behind rates of disturbance continue to be reported in the media. Unfortunately, most reported statistics do not account for the large growth-cycle that mining in Australia experiences, where there are typically significant new disturbances with large portions of these areas not being available for rehabilitation for a number of years. Many commentators assert that better planning is required to ensure that rehabilitation will be able to achieve a safe, stable, non-polluting landform that meets the agreed post-mining landuse.This paper focusses on the revegetation aspects of mine rehabilitation and in particular the matters that need to be addressed in the planning stage so that revegetation success is ultimately able to be demonstrated to regulators and other stakeholders.CITATION:Fox, S D and Swart, P B, 2018. The steeply dipping silver/lead/zinc orebodies at Mount Isa mine have been extracted most recently by a combination of cut-and-fill and open stoping methods. Bench stoping was first used at Mount Isa Mine seven years ago to allow safe extraction of a highly stressed cut-and-fill stope. Subsequent benches have shown that the method offers significant cost and safety benefits through increased productivity and reduction in man exposure. The success of benching has lead to cut-and-fill mining being replaced at Mount Isa.Significant resources have been focussed to optimise benching. This paper describes the operational, planning, and research and development aspects which have contributed to the method to date. A brief look is also taken at the future direction of benching at Mount Isa.

"The Washoe Smelter is situated about two miles east of the City of Anaconda. The smelter site includes about 240 acres and peculiarly adapts itself in topography to the efficient handling of material. By reason of its being on a hill side it is possible to make the level of delivery of the product of one building the level of the charge floor of the next succeeding one.THE ORES: The ore treated comes principally from the Butte district and is hauled by the Butte, Anaconda & Pacific railway, a distance of twenty-eight miles, in trains of fifty 50-ton bottom-dump cars to the railroad yards at East Anaconda. At this point these trains are• split up according to their destination,—that is, as to whether they go to the concentrator and sampling mill ore bins, or to the storage bins. How to quantitatively identify the loads on a square/arch set is a complicated issue in designing the square/arch set in an intersection/entry. From an engineering perspective, understanding the nature and support mechanism of standing support such as a square/arch set can not only help design the support structure to maintain the roof stability, but save the steel materials and costs of manufacturing, labor, and delivery. Based on the design practices in recent years and successful applications in slope bottom intersections, the authors are confident that the concept of interaction and confinement effect between the steel square/arch set and surrounding rocks is critical in designing a proper steel structure to support an intersection/entry. This paper will detail the design concept and its applications in several underground slope bottom intersection designs, reaching the goals of improving roof stability and reducing costs.

A limpidez de aços e a diminuição de problemas de lingotabilidade em aciarias tem sido alvo constante de esforços de engenheiros na siderúrgica. O bom entendimento dos efeitos do processo e as suas respectivas particularidades garantem a redução de ocorrências de inclusões e má lingotabilidade. Dentre os principais aços de construção mecânica com maior ocorrência de problemas de inclusões e lingotabildade estão os aços “Baixo Si” e aços com faixa de S e acalmados ao Al e Si/Mn. Entre os parâmetros de análise, a ordem de adição de ligas, definição de temperatura de lingotamento e a estabilidade térmica e química, são os de maior influência na quantidade de inclusões e problemas de lingotabilidade. Para aços baixo Si, a pré-desoxidação com Al, auxiliada por maiores temperaturas de lingotamento, confere inclusões líquidas no inicio do processo promovendo a maior remoção destas. Da mesma forma, aços com S e Al são beneficiados pelo aumento da temperatura de lingotamento, mas fortemente afetados pela estratificação térmica do aço na panela, quando é elevado o teor de S e Al nestes. Sendo assim, o tempo de espera e o estado térmico da panela e distribuidor passam a ser um fator importante para redução da estratificação térmica bem como a redução de problemas com macroinclusão e má lingotabilidade.

The slagging behavior, the phase of primary blast furnace slag and its transformation law of structure for the single furnace burden were studied in this paper. The results showed that the formation of primary slag was controlled by CaO/SiO2, Al2O3 content, MgO content, reducibility, iron content and porosity of the furnace burden. Fayalite (2FeO•SiO2) was easily formed from acid ferrous furnace burden while kirschsteinite (2(Fe,Ca)O•SiO2) was produced from alkaline ferrous furnace burden
