Mining has played a significant role in human development and without the mining sector, society would not enjoy a large number of the benefits that it does today. However, mining has also carried with it some important lessons, which remain the source of ongoing learning. One of these lessons is the poor closure or abandonment of mines, worldwide. This has in many cases resulted in large tracts of unproductive land, representing a source of environmental pollution and a safety hazard to the community. Frequently associated with this is a legacy of mining communities having fallen into economic and social decline, beyond mine closure.Due to this legacy, governments, society and the mining sector pay far greater attention to mine closure planning today, than was done in the past. Typically closure planning has focused on the engineering aspects of a mine, namely decommissioning of the workings and plant; dismantling of unusable infrastructure; and rehabilitation of disturbed land. These are important aspects of closure but a more holistic, long-term approach is required which encompasses environmental and social aspects and aims to leave a positive legacy behind.In planning for a mine closure scenario with a lasting positive legacy, it is critical that the broader receiving environments (social, economic, physical and biological) within which a mine is located, define and drive the closure plan and the mine planning as a whole. This ensures that the broader environment influences mine closure, as opposed to looking at how a closed mine will impact on the environment. The ultimate aim is to first understand the broader environment and then to fit the closure of a mine into it. The earlier this approach is followed in the life of a mine, the greater the operational time frame available, and hence a better chance is presented for planning and managing a mine towards the desired, tested and agreed post closure scenario. Within this broad context, there is tremendous scope to achieve successful mine closure. However, it is critical to note that mine closure is not the sole responsibility of the mining companies, and neither is it possible for said mining companies to achieve mining closure alone. This concerted effort requires a multi-stakeholder approach in which partnerships are created and risks, responsibilities and opportunities are shared and managed. To achieve sustainable closure, a multi-stakeholder approach based on an initial forward-looking closure vision is required. This approach provides an early basis for consideration of alternative land uses and economic options from which specific actions to achieve the preferred option can be defined. The Anglo American plc Mine Closure Toolbox has been formulated and developed around this concept. The Toolbox aims to expand mine closure planning - from financial provisioning for rehabilitation and physical closure, to planning for sustainability beyond mine closure and leaving behind a positive legacy.This paper focuses on the business case for mine closure planning and provides an overview of the Anglo American plc (AAplc) Mine Closure Toolbox.CITATION:Botha, P R, 2012. "NVI Mining’s Myra Falls Operation is a 4,000 mtpd copper/zinc flotation circuit with by product gold of ~28,000 ounces per year. Gold recovery has historically averaged 40-55%, however, a portion of this was recovered in the zinc concentrate and received poor payment. Two Knelson CD-30 Concentrators have been operating in the grinding circuit since 1992, with gravity recovery averaging about 2-5% over that time period.The Myra Falls gravity circuit was one of the very first hard rock mining installations operating in the world with automated Knelsons. The mine has employed a unique and unusual upgrading method for the Knelson concentrate that had never been evaluated as to its efficiency. Recent Gravity Recoverable Gold Testing by McGill University, and mathematical modelling of the Gravity Circuit by Knelson Gravity Solutions indicated the gravity circuit was not living up to its potential. Myra Falls Personnel changed the upgrade system-operating regime, and a complete gravity audit of the grinding circuit was carried out, with the results confirming the initial suspicions. Gravity recovery increased from 5% to 15%, with overall gold recovery improving by 5%.INTRODUCTIONNVI Mining operates a 4000 tpd mine and mill complex on Vancouver Island. Industrial Minerals commodity profiles are continued from May's Annual Review issue. Diatomite G. Coombs, Manville Sales Corp. Growth in US diatomite production continued to lag in 1986. The US Bureau of Mines estimated that 580 kt (640,000 st) were produced last year. This is a 1%0 growth over 1985. The cumulative growth from the 1982 low point is 4.4%. Present production, though, is still only 90% of the high tonnage of 1979. The industry will see increased competitive activity with the start-ups of two new mines and production facilities in California and Oregon. US production has come primarily from Lompoc, CA, Bassalt, Clark Station, and Lovelock, NV, and Quincy, WA. New production, probably with capacities of 45 kt/a (50,000 stpy) each, have started near Burney, CA, and Vale, OR. Eagle Picher's new, full-line filter aid and filler plant at Celatom, Vale, OR, was dedicated in August. The plant uses diatomite from the Celatom mining district in Juntura, OR. Grefco's new filter aid and filler plant near Burney, CA, was ready in July. It produced flux calcined products through a single kiln and can handle both bag and bulk shipments. The operations are in Shata County with the plant and mine at the same site. Manville Specialties Group is moving its Filtration and Minerals Division headquarters and research staffs to Lompoc, CA. The move is intended to strengthen response and performance by locating research, marketing, and production close together. Diatomite is processed in three methods: natural, calcined, and flux calcined. The natural is dried to remove water and is particle size classified. Calcined or straight calcined products have been sintered to modify particle size or permeability. Flux calcination, or flux sintering, has a stronger influence on permeability and also benefits color. The unique structure of diatomite is used in a range of particle sizes from fine paint fillers, to coarser filter aids, to granular aggregates. Dimension stone L. Meade, Geomapping Associates Ltd. 1986 was another good year for dimension stone production. The trend toward using marble, granite, limestone, sandstone, and slate has created an increasing demand. According to US Bureau of Mines 1986 estimates, 1.1 Mt (1.2 million st) of dimension stone, with a value of $173 million, was produced by 200 companies. This is an increase from 1985, where 220 companies produced 1 Mt (1.12 million st) valued at $172 million. The increased production volume and decreased unit value is due to the competition from imports. The net import reliance in 1986 was 68% compared to 62% in 1985. The value of imports was $374 million in 1986 versus $295 million the year before. In an effort to maintain their market share, domestic finishers, particularly in the granite industry, continued to upgrade plants and machinery during 1986. In addition, offshore dollars have financed a number of fabricating facilities in North America that will finish imported rough stock. It is hoped that this increased domestic production capability will capitalize on a devalued US dollar. The trend has been for growth in stone usage and market. This trend is continuing with increased public awareness and desire for natural stone in buildings. The area of greatest market growth is expected to be in residential and interior decorative stone usage. Use of sophisticated, automated equipment has made the cost more affordable. Now lobbies, foyers, and specialty rooms are being clad in stone. Dolomite J. Welshimer, National Lime & Stone Co. About three-quarters of dolomite production is used as construction aggregates and 10% to 20% is sold or used as an industrial mineral. Total limestone and dolomite consumed for chemical and metallurgical purposes is about 136 Mt/a (150 million stpy). Sales of industrial dolomitic products were somewhat stronger in 1986 than levels recorded in the early 1980s. Some of the sales' strength, however, can be attributed to reductions in the number of active mining and processing operations. The industry will probably undergo further consolidation by the end of this decade. This will be due primarily to the continued softening in demand by the steel industry. Dolomitic limestone deposits being mined for raw materials for the steel, glass, and refractory in¬dustries are generally 54% calcium carbonate and 45% magnesium carbonate by weight. Impurities composed of silicon, aluminum, iron, sulfur, and phosphorous, represent less than 1%. The heaviest concentration of high purity, surface mineable dolomite in the US is in northwestern Ohio. Crushed and sized dolomitic limestone is a basic raw material for the iron and steel industry. GILSONITE is a brilliant black, tarry-like bitumen, classed technically with glance pitch and graharnite as an asphaltite. As found it is brittle, breaking much like ice, and has a conchoidal fracture. Purest forms are used in the manufacture of paints, varnishes, electrical irisulatiorl, and inks for rotogravure; molded articles such as switch handles, telephone mouthpieces, and but- tons are made from the intermediate grades, and the poorer grades are used for the saturation of felt. According to the U. S. Bureau of Mines figures, production grew from about 4000 tons mined in 1904 to 55,000 tons in 1929. This asphaltic substance is found only in the Uintah basin in northeastern Utah, in veins over a wide area. Veins in the vicinity of Fort nuchesne were first discovered about 18G2, on what was then the Uintah Indian reservation, and the vein matter was originally called Uintaite because of that fact, In the early days, S. H. Gilson. of Salt Lake City, was so persistent and zealous in his efforts to develop the deposits and find a market that the name gilsonite was given to the material. Later, the wider and more renowned wins near Wayson and Dragon, in extreme eastern Utah, became the main supply.

"In June or July 2005, the European Commission will present its Thematic Strategy on the Sustainable Use of Natural Resources proposal to the Council and European Parliament, one of the seven Thematic Strategies to be developed and implemented under the 6th European Environment Action Programme in support of the European Union’s Sustainable Development Strategy defined by the European Union’s Head of State at the Göteborg European Council, in June 2001. The time scale for this Thematic Strategy is 25 years (2005-2030). This paper discusses some of the key issues related to the EU minerals and metals industry that needs to be addressed by the Strategy. These are: - the need for access to mineral reserves in the EU and abroad; - the need to strenghten the capacity of developing countries to sustainably promote and regulate the use of their mineral potential; - the need for an EU mineral resources intelligence capacity. There are additional important needs, which are not discussed in this paper, such as: - the need to foster further innovation in mining, ore beneficiation and metallurgical technologies; - the need to integrate and simplify the exisitng complex regulatory framework applicable to the EU mining industry and to effectively implement existing legislation."

With the advent of acid rain legislation included within the Clean Air Act Amendments of 1990, a great deal of uncertainty with regard to price, source and production quantities has been cast into the coal market. Powder River Basin and other western coals continue a rapidly accelerating migration eastward, South American coals move into the northern markets, states propose legislation to assist utilities in complying with the new regulations in hopes of maintaining their own coal industries, while some utilities question the long term availability of eastern compliance coal. Any major coal producer must make decisions now to assure their continuing presence in the market place; several companies have adopted a strategy to acquire eastern compliance reserves while others have invested in technology to compete as a low cost producer. This paper discusses some of these options in light of the uncertainties of the market place, from an eastern coal producer?s viewpoint.

"INTRODUCTION High sulfate (SO4-2) levels often occur in MIW (mining influenced water) either as the result of oxidation of sulfide minerals exposed by mining activity or by deliberate addition – commonly by sulfuric acid (H2SO4) use in hydrometallurgical leaching activities. Increasing regulation of sulfate discharge is creating new pressure to treat or mitigate sulfate release to prevent its entry into the environment. Current treatments include precipitating as gypsum during lime treatment, filtration separation using membranes such as reverse osmosis and nanofiltration technology, and biological elimination via methods like constructed bioreactors. Blue Planet Strategies (BPS) focuses on improved resource utilization targeting electrolytic treatment and waste conversion into resources and has now demonstrated that its proprietary DEMET™ (Dynamic Electrolytic Metal Effluent Treatment) platform can also remove sulfate from target streams as a byproduct of its usual primary treatment focus points of metal species elimination and/or pH adjustment.[1-6] This powerful new capability can mitigate sulfate contamination and recover the sulfate in a useful and potentially saleable form as a byproduct of improved primary treatments focused on enhancing production or treating waste. This provides a new treatment opportunity and value proposition for lowering overall sulfate consumption/addition or creating new revenue to defray conventional treatment costs. The DEMET Alternative DEMET utilizes a patented electrolytic technology platform employing proprietary dynamic high surface area electrodes in innovative configurations to achieve a variety of novel selective chemistries. DEMET‘s unique elements can yield higher processing rates at practical efficiencies, lower energy consumption, plus improved processing stability and lower maintenance requirements due to enhanced resistance to cell fouling and shorting; while also thwarting cross stream (catholyte vs. anolyte) contamination. Consequently, DEMET can provide a superior, extremely versatile, and cost-effective electrolytic treatment option where a multitude of FEED and PRODUCT stream combinations might be employed in comparison to traditional tankhouse electrolytic cells. Secondary reactions (Figure 1A) which could also occur at the cathode (plating/electrowinning, precipitation/scale formation, etc.) are controlled through process tailoring and operation parameter selection. Additionally, DEMET‘s innovative dynamic system mitigates potential fouling and electrode occlusion or shorting challenges which could occur when process particulars demand some of these secondary side reactions occur."

"Molybdenite flotation at the Sarcheshmeh Copper Complex has been studied as a function of pulp potential controlled using two types of sodium sulfide (mineral and chemical origin). Air and either plant or laboratory nitrogen was used as a flotation carrier. Potential measurements were taken in the rougher cells as it was proved to be vital for molybdenite flotation. Flotation test with reducing potentials between -525 and -575 mv gave the highest molybdenum recovery (93%) and the lowest copper recovery of between 4 to 15% can be achieved. These potentials did not change considerably by adding increasing amounts of sodium sulfide. At more oxidizing potentials, i.e. more than -450 mv, the recovery of copper increases while the recovery of Molybdenite drops.INTRODUCTIONThe average copper ore feed grade to the Sarcheshmeh flotation circuit is typically set at about 1.2% Cu. to be delivered to processing unit is set at 1.2%. There is no control of molybdenum (Mo) which usually varies between 0.01 and 0.04%. During concentration, a Cu-Mo concentrate is produced by one stage of roughing, one stage of scavenging and two stages of cleaning. Final concentrate contains 0.5% of Mo and 32% of Cu while the particle size is 90% under 42 microns (325 mesh). Because of the high grade of Mo in this concentrate and economic interests, a molybdenite flotation circuit plant was built in 1984. This plant was designed to treat 1432 tons of Cu-Mo concentrate (on dry basis) and consists of one stage of roughing followed by seven stages of cleaning. After dewatering the concentrate contains 53.7% Mo which is dried and shipped overseas.The majority of molybdenite production worldwide comes as byproduct of copper porphyry ores. The Mo grade typically varies between 0.01 and 0.06% and accompanies chalcopyrite and chalcocite. Due to the hydrophobic nature of molybdenite, it can be floated along with copper sulfides. Thus the overall concentrate of Cu and Mo contains 0.2-1% of molybdenum as well as 20-42% of copper. To separate the Mo, Cu and Fe minerals, depressants are used. The most important of which are sodium sulfide, sodium hydrosulfide, Anomal D, sodium cyanide, ferropottasium and ferro-cyanide. The first three regeants have been extensively used for successfully treating porphyry ores [1]. In the molybdenum plant of the Sarcheshmeh Copper Complex only sodium sulfide has been used to date."

Ground support is a significant component of underground mining costs. The rehabilitation of failed support, however, is often much more expensive than the initial installation. This paper investigates whether the right type and length of support can be designed correctly the first time, through forward modelling of the support and the mining process. Back analyses demonstrate how high-quality instrumentation and monitoring can help with the estimation of the post-peak (post-failure) rock mass parameters required for a comprehensive analysis. A hybrid modelling approach combines a three-dimensional mine-wide boundary element model with a non-linear finite element model to allow for the failure process in the rock mass. The back analyses demonstrate that, for the case study site, the post-peak Generalized Hoek-Brown value of mr must be reduced significantly in order to properly simulate displacements observed in instrumentation data. High-quality instrumentation data is the key to post-peak rock mass parameter calibration. The procedures outlined in the paper highlight the need for a new hybrid numerical modelling package that can use the influence of three-dimensional mining-induced stresses to predict displacements in, and potential failure of, rock masses surrounding mining infrastructure in order to radically alter strategic and tactical mine design.

THIS CHAPTER of the Minerals Yearbook (Volume III) contains overall injury experience for coal mines, both anthracite and bituminous, coke plants, petroleum and natural gas, peat, and asphalt and related bitumens (native); metal mines, their metallurgical plants, including ore-dressing plants and primary nonferrous reduction plants and refineries; nonmetal mines; nonmetal mills; sand and gravel operations; slag (iron blast-furnace) plaints; and stone quarries and their related pants. Volume I of the yearbook contains a chapter showing injury experience and employment data treated separately by metal mines, nonmetal mines, quarries and their related plants, metallurgical plants (ore-dressing plants and primary nonferrous reduction plants and refineries are shown separately), nonmetal mills, sand and gravel plants, and iron blast-furnace slag plants. Volume II contains injury and employment experience in the fuel industries (coal, coke, petroleum and natural gas, asphalt and related bitumens (native), and peat. Injury and employment data are submitted voluntarily for the mineral operations through an industry canvass made by the Bureau of Mines, except for the coal industry, whose reports are mandatory. Information published in this chapter is the result of this canvass. Figures presented in this chapter for 1961 are preliminary except for anthracite, peat, coke, petroleum and natural gas, asphalt and related bitumens, and slag. These preliminary data, with the exception of bituminous coal, are a summation of reports received by May 31, 1962, from the operators showing their injury and employment experience. Estimations of injury and employment experience are not included in these preliminary data.

Iron Mountain Mine Rehabilitation Project Brief History The Iron Mountain Mine is located in Northern California approximately 12 miles northwest of Redding. The ore body is a large, very dense pyritic intrusion, discovered in 1860, and initially minded for silver. The silver played out quickly and 34 years later the ore body was mined for copper. Copper mining was scheduled to cease in 1939, but WWII prolonged the closure. After WWII, the pyrite ore was mined to produce sulfuric acid. In 1949 when large amounts of cheaper sulfuric acid were being generated by the oil industry the underground mine shut down. Little was done with the site conditions until 1970 when the U.S. Bureau of Mines began monitoring the pH of the effluent. The initial pH readings were around 2.0. This was lower than anyone expected. Laboratory tests showed that when the ore from the mine was submerged in water, the pH of the water would stabilize above 4.0. However, the pH got steadily lower. In 1989 with the ph around 0.7, the U.S. Environmental Protection Agency (EPA) required the owner to build a capture and treatment facility. During this initial period, the majority of the effort was spent on the treatment plant. The relationship between the mine owner and the EPA was basically an adversarial relationship from the very beginning. In 2001, North Pacific Research was hired to upgrade the capture and control facility. The general layout of the Iron Mountain Mine is shown in Figure 1.

Coal preparation plant simulators are used to study flowsheet alternatives and determine product quality and quantity that can be produced under various operating conditions for individual circuits. Some simulators also provide an estimate of the cost per ton of clean coal by determining the number and size of different processing units required for a specific raw coal tonnage and by computing both capital and operating costs for individual units. However, to the authors? knowledge, none of these simulators have the ability to optimize plant performance while satisfying multiple product quality constraints and selecting the most profitable flowsheet from many alternatives. A novel coal preparation plant simulator (SIU-Sim) that maximizes the overall plant yield using a robust optimization tool and selects the best plant cleaning circuit configuration based on maximum plant profitability is presented. The simulator also identifies the best operating conditions for individual circuits of a plant to satisfy multiple quality constraints for the overall clean coal product. It uses a genetic algorithms- (GA) based technique to maximize the overall plant yield for each cleaning flowsheet alternative and uses a net present value (NPV) analysis technique to maximize plant profitability for the entire life of a new plant or the remaining life of an existing plant. The step-by-step development of the simulator along with a case study demonstrating its specific features is presented.

Computer models of metallurgical circuits are extensively utilised in design, and prediction of overall plant separation performance. As always, in the final optimised flowsheet design there is a compromise between the recovery of values and grade of the circuit output. This paper mathematically examines various circuit options for the generation of a heavy mineral concentrate from a generic mineral sands wet concentrator plant. Based on data derived from testwork, any particular mineral sand has a unique release curve describing the separation performance of the heavy mineral suite. Models are constructed that combine particular stage output streams as feed to other stages in various configurations. The ramifications of each option are discussed and reasons why one particular option is selected over the others examined.

"Converting carbon dioxide and water to hydrocarbons is an attractive option for storing solar energy and, coupled with appropriate CO2 capture technology, for recycling carbon and impacting atmospheric CO2 concentrations. For any process, high solar-to-fuel efficiency is necessary for large scale viability and favorable economics. Thermochemical approaches for solar-to-fuel conversion are potentially highly efficient as they avoid the inherent limitations of photosynthesis and also sidestep the solar-to-electric conversion necessary to drive electrolytic reactions. Solar-driven two-step metal-oxide-based thermochemical cycles for producing the components of syngas, CO and H2, from CO2 and H2O are the basis of the “Sunshine to Petrol” project. Multi-cycle production of both H2 and CO has been demonstrated over several iron- and cerium-based compositions fabricated into monolithic pieces both in the laboratory and at the National Solar Thermal Test Facility. These compositions are being developed for deployment in a unique and continuous solar-driven reactor prototype, the counter-rotating-ring receiver reactor recuperator or CR5.IntroductionThe interconnected challenges posed by increasing global competition for petroleum and the increasing concentration of atmospheric carbon dioxide are now widely recognized. Meeting these challenges requires recognition that although hydrocarbon fuels are ideal energy carriers, they can no longer be thought of as primary energy sources. It is necessary to take the realistic view that our conventional fossil fuels are in fact “stored sunlight” in the form of “sequestered carbon.” This view leads to a search for options to use and store sunlight more directly.Sunshine to PetrolIn combusting hydrocarbons we unlock the energy for utilization, but we also release the carbon to the atmosphere. However, nature teaches us that with an appropriate persistent energy source, e.g. solar irradiation, it is possible to effectively reverse the combustion process and “reenergize” CO2 and H2O back into hydrocarbon form."

It was found that the mixed surfactants caused lower contact angles, lower rates of the thin aqueous film rupture and longer film lifetime, compared to the pure amine system.This behavior was explained by the initial strong adsorption of positively charged interfacial complexes from the mixed surfactant system at the air/solution interface followed by adsorption at the silica interface. It was also shown that the chain length compatibility between the anionic and cationic surfactants controls the strength of the interfacial complex, determining an inhibition in the thin film rupture and dewetting of the film. The rupture mechanism was explained by an earlier established heterocoagulation mechanism between the positively charged air/solution interface and the solution/silica interface which remained negatively charged. The formation of the interfacial complex at the air/solution interface was confirmed by using surface tension data."

Increasingly new interceptors or new Combined Sewer Overflow (CSO) projects require connections to existing tunnels. More often than not, the existing facilities are old, in poor or questionable conditions, without proper construction records or as-built drawings. Many cannot be easily inspected unless major construction effort provides flow by-pass for safe access. This paper provides general guidelines on how to approach the problem of assessing the condition of old tunnels, how to plan and design the connection with limited physical assessment, how to develop the scope of work for the bid documents and how to provide geotechnical guidelines and designs for the bid documents.
