The conditions of a stability of metallurgical films on a surface of solid on the basis of classical regularities of a thermodynamics are considered. For specific conditions of metallurgical processes the basic equations relevant to non-metallic inclusions (product of steel killing) migration and transfer through the interface boundary of metal-slag are obtained. The basic criteria equations of conditions of stability of metallurgical dispersed systems are developed in view of films formation. The probable thermodynamics reason of wetting due to formation of stable films are discussed. The experimental measurement of thin and thick films elastic resistance for metallurgical systems are carried out and the results are discussed. The presence of a wetting thick film increases stability of dispersed systems (facilitates an inverse implication of non-metallic inclusion in a melt) due to a barrier effect of wetting films. The quantitative evaluations of non-metal inclusion stability for steel in contact with any metallurgical slag are carried out. The results are in accordance with technological experience. This discussion is concerned with those com-J- paratively infrequent bumps that eject material from the failed mass with enough energy to wreck heavy machinery and seriously injure or kill people. In such cases there is a loud report, and the pressure waves set up in the mine atmosphere wreck ventilation controls several hundred feet from the site of the failure. Vibrations are induced in the earth's crust which may be detected several miles from the point of origin, and explosive gases may be released in large quantities." Usually a dense suspension of dust is produced from the failed mass, together with dust placed in suspension by the resulting air blast. These rock bursts or bumps have also been called mountain shots, bounces, pillar bursts, and crumps. Such occurrences, when extensive, are serious catastrophes, and may force abandonment of the mine.' CAUSES OF ROCK BURSTS Rock bursts in coal mines have occurred in sev-eral places under diverse geological conditions, mining methods, and/or practices. A study of many such occurrences indicates that they depend on the following conditions: 1) cover thickness of 500 ft or more, 2) cover composed of strong members and having a strong member lying close to or on the coal bed, and 3) a floor that does not readily heave. The minimum thickness of cover under which coal mine rock bursts occur is based on observation. Under unusual circumstances involving very strong roof members and/or mining systems, and/or practices especially likely to induce bursts, a burst conceivably could occur under less roof. Under special circumstances rock bursts have occurred in marble quarries almost at the surface.' Furthermore, under very heavy cover it is likely that controlling roof members need not be as strong and as close to the coal bed to cause bumps. Just what constitutes a strong roof or roof member is open to question. Obviously the strength of a roof member is determined by its thickness, the distance between bedding planes across which little or no bond exists, the spacing and development of joints, and the inherent strength of the rock material. Strata sections showing roofs under which rock bursts in coal mines have developed are illustrated in Fig. 2. In several instances the strength of rocks composing the roof of mines developing bumps has been tested. The tests (Table I) show that these rocks develop considerable strength in compression, bending, and shear and that in some cases the strengths are very high. No quantitative data are available concerning joints in roof members over coal beds where rock bursts have occurred, but the author has examined many mines subject to bursts and has received the impression that joints in the shales immediately over the coal beds are always present and well developed. In the main sandstone or conglomerate members themselves, however, where observed, he has yet to see a fracture system indicating well developed joints. Undoubtedly joints are present, but the evidence indicates that they are few, poorly developed, and widely spaced. In a mine subject to bumps, moreover, actual measurements of roof spans up to 225 ft between supports under a cover of about 800 ft have been made before roof failure occurred. Such spans signify strong roof. In coal beds subject to rock bursts, the bottom rock is usually a sandy shale. A few tests (Table I) have been made on the floor rock of coal beds. Observations in mines indicate that they are usually weaker than roof rocks and that under load they show more plastic effects. Observation in ground subject to bursts invariably indicates a relatively strong floor highly resistant to heaving, although some heaving may occur. Other factors listed as favorable to rock bursts are: 1) mountainous surface; 2) steeply dipping beds; 3) proximity of faults, folds, and other similar geologic structures. Many bursts have occurred in mines under mountainous country, although many bursts in mines under a surface with little relief indicate that thickness of cover, not relief, is the essential factor. In steeply dipping beds, many bursts occur in mines that are essentially flat, and rock bursts have been recorded in beds dipping as much as 35o Most rock bursts in the U. S. occur in beds that dip less than 10 pct. It is also true that most U. S. coal is produced from beds dipping less than 10 pct. Geologically, faults are regarded as providing stress relief, but in the vicinity of faults, as well as sharp folds, it would seem that residual stresses could be present. The fact that rock bursts occur in areas remote from faults and sharp folds suggests that their presence is not necessary for this phenomenon to take place. There have been many bursts close to faults and folds, and it may be assumed that occasionally such structures accentuate their occurrence3 The conditions and circumstances under which they occur, coupled with the effects produced, leave In the Crowsnest Pass coalfield, British Columbia, a rock burst is estimated to have released 1.8 million cu ft of methane.

Design and optimization of open pit limits are of paramount importance because they provide information for evaluating the economic potential of a mineral deposit and for developing short and long range mine plans. Many algorithms and their modifications have been used to design and optimize open pit limits. These algorithms have provided mine planning engineers with pertinent information in designing, optimizing and extracting ore reserves by open pit technology. However, they do not address the random field properties associated with the ore grades and reserves and commodity prices, and thus, fail to yield the truly optimized pit limits in any time horizon. In this paper, a new algorithm, MCSIMFNN, which overcomes these limitations is proposed and used to optimize open pit limits. The random field properties of the ore grade and reserves have been modelled using the modified conditional simulation based on the best linear unbiased estimation and local average subdivision techniques. Artificial neural networks are used to classify the blocks into classes based on their conditioned values. The error back propagation algorithm, in the neural networks, is used to optimize the pit limits by minimizing the desired and actual outputs error in a multi- layer perceptron under the pit wall slope constraints. The optimized pit value obtained by this algorithm has been compared to that from the Lerchs-Grossman's algorithm in a case study. The results are the same, but in random multivariable states, the MCSI MFNN algorithm is the most suitable for pit optimization. The method is also fast since it mimics the operation of the brain in the solution of the pit optimization problem.

The Clyde Power Project, and its Clutha Valley Development forerunner, has taken widespread investigations for various hydroelectric purposes both along the valley floors upstream from Alexandra and on the higher schist terrain. As part of this work the nature and extent of many of the alluvial deposits have been resolved and the ages established with varying precision. Gold values have been approximately appraised in some areas as an element of environmental assessment.

Northwest Alloys, a wholly owned subsidiary of Alcoa, produces magnesium from dolomite by reduction with ferro silicon and aluminum. This process produces alkaline by-products in quantities that allow their consideration for use as commercial by-products. Two such products are dicalcium silicate slag, Di-Cal, and magnesium oxide condensate, MgO. The alkaline properties of these materials offer acid neutralizing capability comparable to the traditionally used lime, therefore, warranting a study for their use in applications where the neutralization of acidic waters or process solutions is required, such as treatment of mine waters. In this ongoing study, three mine waters (Bunker Hill Mine, Berkeley Pit, and Blackbird Mine) were selected for treatment with Di-Cal and MgO. Lime was used as the background control. The solid precipitates were subsequently contacted with pure water at four different pH conditions for stability testing of prepared metal precipitates (expanded TCLP). It was found that neutralization with Di-Cal results in precipitates which are of equivalent to superior stability than those from lime treatment.

"This document compares the systems of coal classification described under ASTM standards used in Canada to GB standards used in China. A preliminary connection of metallurgical coal classes was set up between the two classifications. In GB classification system, there are nine metallurgical coal groups, namely PS, SM, JM, FM, ½ ZN, RN, 1/3 JM, and QM used in coal blending for coke production. PS coal is almost equivalent to the Low Volatile Bituminous coal; SM, JM, and FM coal groups fall into Low to Medium Volatile Bituminous range; ½ ZN, RN, 1/3 JM, and QM are equivalent to bituminous coal with medium to high volatile matters; QF contains higher volatile bituminous coal compared with High Volatile Bituminous coal. The caking properties commonly used in respective country are also compared in this document. These properties include free swelling index (FSI) and maximum fluidity used in Canada, as well as caking index (GR.I.), and the maximum plastic layer thickness (Y) mainly employed in China. It has been observed that the log of the maximum fluidity has a stronger correlation with the caking index than the Y values. Metallurgical coal processing strategy and typical coking coal product qualities are briefly discussed in the last section of this paper. Currently there is a trend to use heavy medium cyclone in both countries. In Canada the conventional two-product cyclone technology is the preferred practice; whereas in China the three-product heavy medium cyclone arrangement is widely used.INTRODUCTION Coal can be simply classified by applications into two categories: i) thermal coal used to provide heat energy in combustion, and ii) metallurgical coal which is converted to coke, in a carbonization process, and used mainly in the iron and steel industry. Metallurgical coal contains even higher heating values than thermal coal. In addition, it presents unique plastic properties during carbonization which in turn produces a porous solid, high in carbon referred to as coke. Coke is one of the most important raw materials in the iron and steel industry."

Product stewardship in its most basic form is simply risk management applied to the products we produce. Conceptually it may be considered as a more expansive approach to many existing safety, heath and environmental programs. Key differences include the extension of responsibility beyond the direct control of management, and consideration of the implications your products and processes have on the broader community, as opposed to the confines of an individual mine site or operation. This paper reviews the processes used by Orica Ltd to manage its product stewardship program. OricaÆs product stewardship program is expansive and supports activities and business that range from manufacture and delivery of commercial explosives and sodium cyanide to mines throughout the world, supply and operation of municipal water facilities, and manufacture and distribution of consumer products such as household paints and adhesives. We highlight the development of the program through experience both good and bad, and by use of case studies to illustrate how an active product stewardship program is an effective business risk mitigation strategy.

Controlled drilling and blasting continue to be an important method of block production and for block splitting. Drill and blast technique has disadvantage that sometimes, it produces cracks in uncontrolled manner and also produces micro cracks in the block as well as in remaining rock, if not carefully carried out. Recovery by this method is low compared to other methods. Therefore, attempts have continued to develop controlled growth of crack in desired direction. In this paper a series of tests are described using detonating fuse in marble. Economics of different methods is also compared. In comparison to conventional use when holes are lined with inexpensive cardboard or plastic liners with a slit, the cost and damage is the least and development of crack is in desired direction.

This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

The increased attention towards reducing emissions of fossil CO2 due to its potential global warming effect has resulted in a focus on renewable resources, as charcoal. Since charcoal is produced from growing wood it does not contribute to global warming. This paper gives a brief review of consequences of and reasons for using charcoal in the silicomanganese (SiMn) production. Results are presented from practical SiMn smelting experiments, on a pilot scale, using charcoal as reduction material and comparing with coke. As slag- and CO2-reactivity are important for furnace performance these features have also been measured.

Whenever misfired holes or portions of misfired holes remain after a blast is fired, a hazardous situation exists until the unfired explosive materials have been disposed of properly. Yet, there are so many factors that can contribute to misfires that it is impossible to give blanket instructions on how to handle them. To complicate matters, misfires today are rare due to reliable blasting products. As such, it isn’t very surprising that many blasters have never had to deal with a misf i re condition. While the likelihood of a misfire occurrence is minimal, you should always be pre p a red to handle a misfire should you be involved in such an event. To begin, every blaster and blasting org a n i z a t i o n should develop a misfire policy which contains the company’s safe operating pro c e d u res, emergency contact list, as well as any regulatory compliance re q u i re m e n t s . Tailgate and/or company-wide safety meetings should communicate the company’s contingent misfire pro c ed u res and any special site-specific precautions BEFORE the start of any project.

It has often been said that the best contracts written are by people who are suspicious of each other. The Spanish philosopher, Ortega y Gasset, said: "Every contract is an Act of Distrust." The arena for dispute settlement outside of the courts is increasing day by day - contracts, especially construction and civil engineering contracts, are written containing arbitration clauses for settling disputes - the very drafting of standard forms of contract, do in some instances by their very construction, create an ambiguity as to intent and provide a breeding ground for dispute. I come from a land far across the sea - the most southern land before the South Pole. Being a young country, 150 years old, we are still progressing - being far removed from the trouble free zones of the world and nuclear free we enjoy a lifestyle second to none.

A series of economic evaluations of processes for producing metallurgicalgrade alumina from low- grade aluminous materials is being conducted by the Bureau of Mines to determine the relative processing costs . The two processes considered in this evaluation are concerned with the recovery of alumina from clay through the formation of ammonium alum . In the first process , dehydrated clay is leached with ammonium bisulfate solution ; in the second process , clay is baked with ammonium sulfate and then leached with water containing a small quantity of sulfuric acid . After the alumina is dissolved by either of these methods , the iron is reduced to the ferrous state to avoid crystallization of ferric sulfate with the alum . The recovery of pure alum requires two crystallization steps . The alum crystals are then redissolved and precipitated with ammonia to produce alumina hydrate , which is calcined to a - alumina . These evaluations are based on published work , and the proposed plants are designed for a capacity of 1,000 tons of alumina per day . The estimated operating cost per ton of alumina for the bisulfate leaching process is $ 117.06 , and for the sulfate baking process , $ 109.26 . Using a Marshall and Stevens chemical equipment index basis of 240.0 , the estimated fixed capital costs , in the same order , are $ 158 million and $ 146 million . Under current economic conditions , these two processes are not competitive with the Bayer process for the production of alumina from bauxite . Since small improvements will not reduce costs sufficiently to approach competitive costs , future research work with these processes should be confined to areas likely to result in major cost reductions .

Mineralogical analysis of a nickeliferous laterite from the Rockhampton region shows that the nickel is largely associated with the manganese wad and opaline silica. The laterite also contains an appreciable chromite content (about 12 per cent Cr2O,) although this tends to be poorly liberated.Leaching with hydrochloric or sulphuric acid, at atmospheric pressure at the boiling point is non-selective with respect to iron dissolution.The degree of dissolution increases as the acid concentration and retention time are increased; cobalt dissolution requires less aggressive conditions than does the dissolution of an equivalent amount of nickel.Leaching with sulphuric acid at elevated temperatures and pressures leads to a minimum amount of iron dissolution, is rapid, and requires a reduced acid addition rate. Nickel and cobalt recovery from the clarified leachate would be simplified because of the leach selectivity.Pressure leaching appears to be the most practical route for treating the Rockhampton laterite. The economics of processing would be made more attractive by the recovery of a chromium concentrate from the leach residue. This would typically contain about 45 per cent Cr2O, and could be used as a source of chromium chemicals.

THE real and permanent advances which take place in any industry are for the most part slow evolutions which frequently develop and grow almost imperceptibly from clay to clay. A meritorious idea may and generally does require long and patient development and commercial application under a variety of conditions and in a number of localities before it emerges as standard and generally accepted practice. There must be not only technical perfection but also economic advantage. Thus a cross-section taken at any particular time of an industry may reveal little that is distinctly new and yet there may have been considerable progress. During the past year there has been little that is new in milling and yet there has been real progress; some problems have been solved and some of what we may term the newer developments have become more firmly, established.

Nautilus Minerals and Neptune Minerals are betting that the next great metals rush will take place more than 1,500 m (5,000 ft) below the sea. Nautilus is the first company to commercially explore the ocean floor for gold and copper seafloor massive sulfide (SMS) deposits. Its main focus is the Solwara 1 Project, a polymetallic copper, gold, zinc, silver deposit that is under 1,600 m (5,200 ft) of water off the coast of Papua New Guinea in the western Pacific Oceans? Rim of Fire. Nautilus Minerals, in a joint venture with Placer Dome (now Barrick Gold), began its exploration of what would become the Solwara 1 area in 2005 with side scan sonar and dredge sampling. The dredge and grab sampling confirmed the grade tenor of earlier sampling by scientific research programs. The 45 dredge samples aver-aged 10.8 percent copper, 3.7 percent zinc, 224 g/t (6.5 oz/st) silver and 13.7 g/t (0.4 oz/st) gold. Nautilus has since staked out more than 300,000 km2 (115,800 sq miles) of tenement licenses and exploration applications in the waters off Papua New Guinea, Fiji, New Zealand, Tonga and the Solomon Islands. That is an area about the same size of the United Kingdom. Interest in Nautilus and its projects has grown tremendously since its inception. The company is now listed on the Toronto Stock Exchange. It has raised more than $300 million and spent more than $23 million on exploration. The company has gained the backing of mining majors such as Teck Cominco, Epion, Anglo American and Barrick Gold. It is positioned to become an emerging producer in 2010. Teck Cominco recently agreed to exercise share purchase warrants to acquire three million additional common shares of Nautilus at a price of US$15 million. This will take Teck Cominco?s shareholding to approximately 7.2 percent of the issued shares. Teck Cominco will conduct and manage a ship-based exploration program that will run in addition to the exploration that was already planned for 2008.

A new solvent extraction process for the separation of cobalt, copper and zinc from nickel sulphate process streams has been developed. It involves selective extraction of these elements with a quaternary ammonium thiocyanate dissolved in an aromatic diluent. The chemical principles of this process have been investigated and are described, together with background physico-chemical data relating to the use of this solvent. Long-term testing in a continuous "mini-plant" circuit gave high-purity nickel and cobalt products (Ni/Co —200011 and Co/Ni ~1000/1 respectively).

The U.S. Bureau of Mines conducted an inventory of the prospects and mineral resources in the Scodies RARE II area (No. 5212) in 1982. No mineral production is recorded from the area, and no mines are being developed. The Scodies RARE II area is comprised primarily of light colored granodiorite with minor inclusions of mafic granitic rocks. Late stage differentiates of magmas resulted in quartz veins and pods. Metasedimentary rocks which have been mineralized in some parts of the Sierra Nevada were not observed within the study area during this investigation but small inclusions have been reported.

Recent advancements in understanding the detonation process are noteworthy, but they are still based on somewhat hypothetical situations. The actual variables that are essential parts of normal blasting practice have not yet been taken into account in such treatments. These include the various initiation practices employed to detonate a column of explosive, from single point initiation to multi-point initiation in blast holes, and the effect on detonation characteristics of both detonators and explosives under multi-deck and multi-hole blasting conditions. The in-the-hole velocity of detonation (VOD) of an industrial explosive is dependent on explosive’s charge diameter and blasthole diameter. The relationship between blasthole diameter and VOD provides a fundamental guideline to the rate of energy conversion and energy release within the detonation front on the interaction of explosives with the confining medium.The in-the-hole VOD of explosives was measured at four experimental sites in India for different blasthole diameters, ie 150 mm to 311 mm, but for identical explosive composition being same particle size, density, viscosity and loaded into blastholes with the same degree of confinement. The results of the studies demonstrated that there is definite relationship in in-the-hole VOD of the explosive and the diameter of the blast hole. The study also confirmed that the explosives initiated with concentrated boosters yielded higher VOD in comparison to those explosives that were initiated with multi-point priming. The measured increase in VOD of explosives for increasing diameter of holes was up to 24 per cent. The rate of change in in-the-hole VOD of explosives increases with increasing blasthole diameter. It can be further stated that the in-the-hole VOD of the explosive reaches a fairly constant value after reaching a limiting/threshold diameter of 311 mm.

The public is asking for more aesthetic designs if they can be proven cost-effective at providing an appealing element to new dams. Lake Lenexa was designed and built around the idea of providing for basic dam functions such as flood control, enhanced water quality, recreation but also to provide an inviting community focal point for the residents to visit and enjoy; truly interact with the dam. The architecturally unique dam and ?one of a kind? spillway were designed to symbolize the water cycle as water moves from nature into the urban environment and the back to nature. A pedestrian bridge that spans the spillway offers visitors a good view of cascading pools and a fountain. The original Lake Lenexa dam layout incorporated relatively high, cast-in-place concrete retaining walls to form the spillway structure. The Black & Veatch project team performed a Value Engineering (VE) study to determine cost-effective means for implementing architectural features within the spillway, which resulted in innovative uses of construction materials not typically used in dam and reservoir construction. The VE study concluded that mechanically stabilized earth (MSE) retaining walls that are normally used for transportation projects would be a cost-effective alternative to the originally planned cast-in-place wall systems for the main spillway and stilling basins. The Black & Veatch study added value by mixing cement-kiln dust (CKD) with on-site clay soils to produce a stabilized material for use under the spillway. The CKD stabilized material properties include low compressibility, high strength and low permeability, which reduced seepage and uplift pressures under the spillway slabs. The cost savings provided by the VE alternatives reduced total costs and enabled architectural elements. The award winning dam design also used drilled caissons, expanded polystyrene (EPS) block forms, customized steel forms and external concrete vibrators to build the pedestrian bridge and upper spillway structures.
