The purpose of this investigation was to assess the environmental impact of the surface mining methods currently used in the steep-sloped areas of Central Appalachia: southern West Virginia, eastern Kentucky, southwestern Virginia and northeastern Tennessee. Comparisons are made between mountaintop/cross ridge mining, contour strip, augering and an innovative method surface shortwall mining which was attempted at Julian, West Virginia. Included in this final report are a discussion and analysis of current Appalachian production, reserves, and the extent of land affected on a county- by-county basis. Additionally, the seams within the steep sloped region have been assessed according to minimal standards of thickness, surrounding lithology, and areal extent to determine their amenability to surface shortwall mining. These seams have been tabulated with their ash, sulfur, and BTU content on a county-by county basis. Only minimal statements are made concerning quantity because of the narrow set of conditions required by the shortwall method. Other sections deal with the possible technical failings of an operational surface shortwall system based on field studies at shortwall operations, discussions with people experienced with shortwalls and research into ground control problems at sites where short- and longwall operations have been monitored. A final section details proposed additional research directions which the Bureau might take in the future.

As the title indicates the central themes discussed in this contribution are sustainable development, information systems, and extractive industry. More specifically, the objective is to present a prototype for the systematic generation of extractive industry (henceforth: EI) û specific sustainability information. The paper begins with the authorÆs viewpoints on the core notions of sustainability, and development, as well as their relationship to information. These set the stage for the introduction of the information system (IS), as well as the follow-up sustainability information system (SIS) extractive industry sustainability information system (EISIS) concepts and related discussions. The paper continues with a second part, in which, efforts to research and develop an EISIS prototype are described. First, the team is presented. Second, the systemÆs aim and target groups are briefly discussed. After, an articulated overarching EISIS conceptual model emphasising capital accumulation, and service flow concepts û is presented. This is followed by a detailed description of the assembled prototype with a focus on data and information generation. The formulation of data generation, storage and transmission processes, as well as its use in sustainability interpretation rules and their embedment in the conceptual model is made with respect to monetised stock and flow parameters, measured in the appropriate dimensions. In the third part, the author presents and discusses the results of a first round of prototype experimental development in three major EI firms. First, the system observation, and data analysis protocols are described. Second, a review of protocol implementation, and respective results, is made. Finally, the overall performance of the proposed prototype, and development process issues are discussed, before suggesting areas for improvement and future research. The paper ends with a conclusion in which the author provides a retrospective balance of the æknowledge creation projectÆ, as well as a prospective outlook for research in this field; before acknowledgements are made and references provided.

Comprehensive utilization of the copper associated with the complex lead and zinc sulphide ore is a recognized and difficult technical issue in ore dressing field. Qi Baoshan lead-zinc mine is a typical complex copper-lead-zinc polymetallic ore deposit and difficult to process. The application of the. traditional process is not able to make the substantive progress. According to its mineralogical characteristics, the association of copper minerals with lead minerals is very close, and their particle sizes are very fine, and the copper and lead minerals are partially oxidized. Based on the laboratory tests and comparison between different process flowsheets, preferential flotation of copper minerals, being suitable for this ore, was chosen to recover copper. The separation of copper from lead applies the following technology: regrinding middlings with cyclones to classify, which improves copper lead mineral liberation, and increases copper and lead recovery; using new high-efficient collector with good selectivity, which is able to float copper minerals; and non-toxic combined depressant which depresses lead minerals. The above technical innovation, optimizing the process flowsheet, overcoming the complex traditional process flow with high production cost, obtained good technical and economic indicator. The difficult technical problem of copper lead separation was solved smoothly. After successful performance of the bench-scale experiment, commercial-scale test was carried out. In industrial trial, a copper concentrate containing Cu18.60 %, Pb7.40 % and Zn2.50 % was obtained with copper recovery of 58.49%, lead concentrate quality improved largely. The process opened up an unique path for the comprehensive recovery of Cu from similar lead and zinc non-ferrous metals mineral to comprehensively recover copper.

COAL MINING, with its some 15,000 employees, is directly responsible for the livelihood of one-fifth of the population of the Province of Nova Scotia and indirectly so for that of possibly another fifth. Deposits of coal are known and worked in four counties of the Province, from which is being produced yearly tonnages as noted below: Cumberland County 750,000 tons Piccou County 400,000 tons Inverness County 100,000 tons Cape Breton County 5,250,000 tons TOTAL FOR NOVA SCOTIA 6,500,000 tons Production in Cape Breton county is entirely from the one source, the Sydney coalfield, and not only is this field the most important in respect to output, as is disclosed above, but it is also the largest presently known deposit in the Province and holds the greatest tonnage yet in reserve for future mining. In the light of the above more or less generally known facts, it is trite to remark on the importance of the Sydney coalfield in the internal economy of the Province. On the other hand, not nearly as well-known nor as frankly recognized is its significance in the national life of Canada, for from this field is produced not only 80 per cent of the Nova Scotia coal but over 40 per cent of all coal mined in the Dominion. Another noteworthy comparison can be made from the fact that the Sydney field contributes 22 per cent of all the bituminous coal consumed in Canada, the remainder being made up of 7 per cent mined elsewhere in Nova Scotia, 27 per cent from other parts of Canada (British Columbia and Alberta, principally), while the remaining 44 per cent is imported, practically wholly, from the United States of America.

Overloaded blastholes and insufficient stemming are major factors in flyrock accidents at surface metal and non-metal mines, Accurate measurement of blasthole depth, stemming height, and water depth would reduce the overload and the probability of blow-out, flyrock, excessive ground vibration, and airblast. Problems result because current measuring systems are inaccurate and often difficult to used A literature survey determined measurement techniques and blasting parameters prior to 1970. Similar data were gathered for current practices in 11 iron mines, 30 copper mines, and 92 quarries. Most operations used a cloth tape to measure borehole depth and stemming height; approximately 10% of the operations had dry blastholes. Alternate measurement techniques were evaluated and discussed. Candidate measuring techniques with best potential for improvement over the present weighted tape method are disposable tapes or string chains, automated readout tapes, modified sludge level indicators and acoustic resonance methods.

The peacetime activities of the Bureau's petroleum and natural-gas program have been reoriented to serve the needs of a national-defense program. When the United Nations sent troops to Korea after the North Korean Army crossed the 38th parallel in the latter part of June 1950, the Bureau's coordinated national program on petroleum and natural gas, with each major project forming an essential member of its framework, was carefully reviewed by those in charge of the work. As a matter of fact, the era of normalcy in which the petroleum and natural-gas research of the Bureau of Mines prospered during the fiscal year 19502/ was no sedative to the need for alertness on a national-defense front. The program, although conducted along peacetime lines in general, was scanned critically and repeatedly during that period to see where - if the need should arise -the emphasis could be shifted from peace to defense or war. Judging from the experience of two wars, it would not be long before the Bureau would be asked to use its trained technical personnel in applying techniques already learned in peacetime research to the requirements of munition and fuel needs of national defense. Near the end of January 1951, petroleum and natural-gas engineers of the Bureau of Mines began a comprehensive study of reservoir conditions in the Canyon Reef fields of Scurry, Borden, and Kent Counties, Tex. This work was preceded by published analyses of crude oils from Scurry County as early as April 1950. Well-informed persons in industry have estimated that these fields hold reserves that will yield 3 to 6 billion barrels of stock-tank oil. Although generally accepted good operating practices have been followed, engineering tests have shown that the natural energy, except in some favorable parts of the reservoir, will not be adequate for obtaining a high percentage of recovery. Correct information regarding the extent and availability of this vast reservoir of hydrocarbons is therefore of great concern to the Petroleum Administration for Defense in carrying out its responsibilities under the Defense Production Act.

"This paper is a market-oriented review of the industry's present and forecasted performance, considering some of the principal factors influencing natural resource development. The author illustrates the steady consumption growth of nickel, and stresses the need for a quantitative long-range approach to production, consumption and the supply/ demand balance on a worldwide basis. Objective consideration of this data exposes some popular misconceptions. The possibility of near-term undersupply of nickel is discussed in relation to historically rapid changes in inventories and demand patterns. What is the significance of the increasing reliance on lateritic sources? New• facilities, new processing methods and new product forms are illustrated as further evidence of the industry's determination to satisfy the needs and preferences of nickel consumers. Examples indicate how product forms must accommodate to fast-evolving end-use technology. A review of nickel's price performance is used as a base from which to explore tomorrow's price trends."

Grade control is a process that requires the interaction between many components of the mining operation and successful grade control is only realised through good data, robust systems, and a well-trained, motivated and disciplined workforce.The Mt Magnet Gold Project Pty Ltd (MMGP), a wholly owned subsidiary of Ramelius Resources Limited, started mining at Mt Magnet in February 2012 with high expectations for success. Positive cash flow would fund an aggressive exploration and mine development program in the area to increase mine life. Disappointment followed when after start-up the operation had issues achieving budget grade and realising the predicted grade of the mined ore. In January 2013, things started to improve. During the next six months, gold production steadily increased with successive months achieving record production. What had changed?Improvements started following the realisation that controlling grade was not the sole responsibility of the mining geologist and that everyone on-site has a role to play. "1.1. WHAT ARE AGREEMENTS AND HOW ARE THEY FORMED?In order to have an agreement, at common law, there must be an offer, acceptance of that offer, and consideration passing between the parties. In addition, the material terms (i.e. the basics or substance) of the agreement must be discernible, preferably by means of documentation. Although these concepts may appear simple and straightforward, the law relating to them is voluminous and complex. Some brief comments are worthwhile.• Offer/acceptance: Both offer and acceptance should be in writing, but they need not be. The actions, conversations, and/or correspondence of the parties may constitute either or both of them. Notwithstanding, the local law or practice of a jurisdiction will impose some specific requirements for certain types of agreements. If these requirements are not met, the agreement may be unenforceable. For example, Ontario’s Mining Act requires transfers of unpatented mining claims to be evidenced in writing and recorded.1• Consideration: Consideration is usually thought of as being money, but it can be virtually anything, even “the premises” (i.e. the mutual covenants or promises contained in the agreement itself). In addition, if one party, relying upon the offer of another, does something to his detriment, then the doing of the act can be considered to be an acceptance of the offer and, under the legal concept of “detrimental reliance”, can also be consideration. Whether or not detrimental reliance exists will depend upon the circumstances of each case.2• Material terms: The requirement that the material terms of an agreement must be discernible does not mean that all of the terms of an agreement must be documented or even have been considered, just the basic or material ones. In addition, it will be up to a judge to decide what is material – not necessarily the parties. In order to establish the material terms, a Court may look at all relevant documentation and may hear oral evidence. It will resist “writing the agreement”"

High productivity of the equipment employed is one of the key factors in reducing production cost in mining. One of the best ways to achieve it is an increase in availability. In order to identify the most adverse factors affecting it, reliability and maintainability analysis ought to be done. If its results are to be conclusive, a sufficient amount of credible and consistent data is indispensable. Following the experience from field studies done in underground mines, this paper discusses the current status of failure and maintenance reporting, as well as problems encountered. It exposes the importance of adequate data collection on failures and downtime as well as it reviews the benefits of analysis based on such material. The question of benchmarking with regards to mining equipment performance is also addressed. The paper concludes with some recommendations on data collection and processing, as well as stresses the need to standardize the most important reliability/ maintenance notions throughout the mining industry and to conceive appropriate performance measures.

In the study of clays and related minerals, the analytical techniques commonly employed in mineral analysis are not always applicable. The X-ray examination of a clay sample usually will show the major constituents, but often minor· clay impurities will not be detected because of line broadening and the similarity of the main lines of clay· mineral diffraction patterns, The petrographic analysis of clay minerals with clay particles as small as a few microns is usually difficult. With still smaller particles, a gross effect often is noted in which a mixture of several constituents gives the appearance of a single constituent with the mean optical-characteristics of the mixture. 3/ The electron microscope has recently been used to study clay particle shapes of various aluminosilicates. 4/ However, this method has not yet been sufficiently explored. The Chemical method in which a mineralogical analysis is calculated from the oxide chemical analysis has been discussed by Wilson 5/ and others, and many of the shortcomings have been pointed out. It should also be recognized that the variable alkali and alkaline earth content of bentonites makes it inaccurate to assign these basic elements arbitrarily to feldspar or mica in any clay that contains appreciable bentonite.

The Florida phosphate industry, which supplies about three-quarters of the domestic phosphate fertilizer, produces tremendous volumes of phosphatic clay wastes (slimes). These clays retain a high percentage of water for extended periods of time. The clays also pose an environmental hazard because the disposal technique involves aboveground storage behind earthen dams. Although much research has been undertaken by numerous organizations to dewater slime, no completely satisfactory solution has been developed. In June 1972, a cooperative effort by the Federal Bureau of Mines and the Florida phosphate mining industry was initiated to develop a solution for dewatering the Florida phosphatic slimes. This report discusses various aspects of the slimes problem, reviews past research, makes recommendations for future research, and includes a bibliography of references and patents dealing with the subject.

This circular is concerned with eight nonferrous scrap metals as they generated, collected, prepared, and consumed in California. Brief reference also is included with respect to Nevada and Hawaii. Four of these scrap metals - copper, lead, aluminum, and zinc - are of major importance and make up about 95 percent of the total value, whereas the remaining four - antimony, magnesium, nickel, and tin - make up the remaining 5 percent. For convenience, the subject matter is divided into three parts, (1) Data with respect to the collection, preparation, and marketing practices that are common activities to all the nonferrous scrap metals; (2) separate discussions and statistical data with respect to each of the eight nonferrous scrap metals in California; and (3) data with respect to Nevada and Hawaii.

"Three primary drivers are setting the trend for base and precious metal processing . they are: continued low real base metal prices, environmental concerns, and continued high prices for PGM.s. Low base metal prices are increasing the search for economies of scale and company consolidation as well as the development of some hydrometallurgical technologies. Environmental concerns are pushing for continued reductions in SO2 emissions and hydrometallurgical technologies. The high prices for PGM.s are driving major expansions and a focus on minerals processing recoveries and, to a lesser extent, reductions in the refining metal lockup.In nickel, HPAL operations on laterites have failed economically but Inco is still pursuing some alternatives. BHP-Billiton and others are developing bioleaching alternatives for nickel laterites and sulphides.Copper continues to be dominated by the hydrometallurgical and pyrometallurgical debate; new hydrometallurgical developments are being tested at several sites whilst the pyrometallurgists continue to make competitive cost and environmental improvements.Gold processing developments are dominated by the use of improved gravity recovery equipment and by the development of thiosulphate as a more environmentally acceptable lixiviant.PGM processing trends are the use of fine grinding technologies, higher power input flotation cells, and new pyrometallurgical technologies. Hydrometallurgical options for some applications are being sought.OVERVIEW The metals industry has remained under price pressure for some time; low and decreasing real prices for most metals have become an expected scenario. Occasional price spikes give some relief but invariably bring expansions and new entrants into an already oversupplied commodity market, thus leading to the continued price pressure. Technical innovation, economies of scale, and improved work systems are continually sought, so as to improve the competitive position of each individual company in such a climate; however, these developments add to the downward price pressure. In such a situation the application of scarce funds to research and development is a difficult task. Excess funding is not available in tight economic times and yet the main route to higher profits is clearly the application of technical developments to lower the cost of producing a metal commodity. Many technical centers have closed as a cost saving exercise and some have coalesced to obtain economies of scale. The Australian based AMIRA research organisation has grown to serve the R&D part of the market well in Australia and in South Africa by acting as the catalyst to form research partnerships between a number of industry players and as an administrator to direct the funding of research projects towards the various applicable research institutions. AMIRA has developed closer ties to Camiro (Canadian Mining Research Organisation) through the appointment of Camiro.s metallurgical processing research director as AMIRA.s North American based director. AMIRA is continuing discussions with MIRO (Minerals Industry Research Organisation) in regard to a merger, with a report outlining the merger proposal expected in March of 2003. Company focused research centers continue to be effective at Anglo American Research Labs, Teck-Cominco Research, Falconbridge Research center, Inco Research and some others."

Zircon sand may be reacted with sodium hydroxide at 600° C. to form sodium zirconate and sodium silicate. Sodium zirconate is water insoluble and so may be washed free of sodium silicate. The sodium zirconate may then be converted to zirconyl chloride by the action of hydrochloric acid and the zirconyl chloride crystals separated by cooling the solution. This approach produces zirconyl chloride of satisfactory purity with less cost than is involved in buying anhydrous zirconium chloride and converting it. INTRODUCTION In 1974, Industrial Miners Mexico, S.A. (IMMSA), agent for the borrowers, was the largest privately-held mining, smelting, and refining company in Mexico (accounting for 32% of Mexico's nonferrous metal and coal production in 1974), the fourth largest company in terms of sales, and the second most profitable company in Mexico, excluding government wholly-owned and operated industries. The company was engaged in the mining, smelting and refining of coal, copper, fluorite, gold, lead, silver, zinc and related by-products for domestic consumption and export. A combination of favorable factors led IMMSA to propose an investment plan amounting to US$286 million for 1974 through 1978, of which US$150 million was to be financed. These factors included: Substantial profits in 1973 and 1974 Positive near-term outlook for metal prices Success of the reinvestment program in increasing productivity Substantial additions to proved reserves during 1973-1974 and Fiscal incentives provided by the Mexican government to stimulate investment in the mining industry. The primary purpose of the investment program was to construct a new electrolytic zinc refinery and to expand and modernize many of the company's existing mining and refining facilities. THE BORROWER Company History Compania Miners Mexico, S.A. was incorporated in the city of Monterrey in 1918 as a wholly-owned subsidery of ASARCO Inc. (formerly American Smelting and Refining Company, New York) for the purpose of mining and processing non-ferrous metals and related products. In compliance with the Government's Mexicanization program, ASARCO Inc. divested itself of 51% of its equity in Compania Miners Asarco, S.A. on June 30, 1965. Subsequently, ownership in the divested share was apportioned as follows: 15% ownership in Compania Miners Asarco, S.A. to a group of private investors, and 36% in trust for subsequent public sale. The company's name was changed to Asarco Mexicana, S.A. in 1965. Mexican ownership in Asarco Mexicans, S.A. was increased to 51% in 1967, following the purchase of the 36% share ownership held in trust, and then to 66% in 1974 when ASARCO Inc. divested itself of an additional 15% of its holdings in Asarco Mexicans, S.A. Following its 1974 divestiture of 15% of Asarco Mexicans, S.A., ASARCO Inc's ownership in Asarco Mexicana, S.A. was reduced to 34%. In 1974, the company changed its name for the second time to Industrial Miners Mexico, S.A. (IMMSA). Fiscal Agreement IMMSA entered into a fiscal agreement with the Mexican government in 1969. The agreement, which was renewed in 1974, provided for 100% of the production and export tax corresponding to the federal government with a minimum of 50% of the amount refunded to be reinvested in fixed assets. Strategic mine scheduling is an industry best practice for increasing the long-term value of mining operations and supply chains. The application of optimisation technology such as mixed integer linear programming (MILP) is able to achieve a mathematically optimal result for a given scheduling model. Such a model will typically define the available source material, processing options and desired constraints for accessing and processing the material. Most strategic scheduling models, however, do not include a sufficiently detailed model of capital expenditure options related to capacity expansion.Typical strategic schedule models do not include important capital expenditure features such as capacity decay or expiration (limited lifespan of trucks), precedence relationships over time (rail construction before a new plant or non-linear expansions due to economies of scale) or mutually exclusive option sets (choices of plant size). By not including these features, a strategic mine scheduling model for a capital-sensitive operation is unable to be optimised to deliver maximum value or profitability.This paper presents several results of MILP optimisation using advanced capital expenditure modelling for mining operations and supply chains. Results of the study demonstrate that optimising capital expenditure at the same time as optimising the mining schedule allows for minimisation of capital purchasing, optimal timing for those purchases and optimal scheduling around them.
