The risk of allocation in construction contracts is a primary concern for all parties. For contracts involving subsurface construction the allocation of site condition risk is critical. In the past one hundred years technological advances fundamentally changed how that risk is allocated; yet another shift in this risk allocation may lie just over the horizon due to advances in geotechnical data management. Around the world initiatives are underway to make geotechnical datasets more open and accessible. In the United States some states like Kentucky have already made geotechnical data readily accessible. This proliferation of geotechnical data in the U.S. may impact the allocation of subsurface risk in construction contracts. Many construction contracts contain a differing site condition clause. That clause allows for a modification of the contract price or schedule if the ground conditions encountered by the contractor differ materially from either what was indicated in the contract documents or would be reasonably expected. A contractor, however, is typically not entitled to that modification if the contractor knew or should have known of the adverse conditions encountered. Courts have interpreted the “should have known” language as requiring contractors to make a reasonable site investigation prior to bidding the project. If geotechnical data is available and accessible and reveals the adverse condition the contractor encounters, courts could find that the contractor should have known of the condition and thus will not be entitled to a modification based on the differing site condition clause. Accordingly, the U.S. could be on the threshold of significant shifts in how the risk of differing site conditions is allocated in construction contracts.

The design of tailings containment structures relies on well-understood engineering methods being applied consistently. Unfortunately, not all facilities are designed or managed to the same level of competency. To standardize procedures, the Mining Association of Canada (MAC, 1998) prepared a “Guide to Tailings Management.” It recommended review of designs and an assessment of the risks associated with tailings impoundments be implemented during all phases of amine life. This paper describes how the quantitative risk assessment (QRA) process can be used to define risks associated with the design, construction and operation of a tailings management facility. And it discusses how, once the risk tolerability curves (RTC) are defined for a project, they can assist the risk management (RM) process.

"INTRODUCTION During the early 1920's world-wide attention was attracted to a group of oil fields (Mexia, Wortham, Currie, Richard, and Powell) later known as Mexia-Powell fault-line fields in Limestone, Freestonne, and Navarro Counties, Tex. Enormous yields of high-gravity oil from the wells in these fields resulted in drilling campaigns that quickly surpassed all previous records for rapid, intensive development of productive areas. The discovery of oil in the Mexia filed in September 1921 was followed quickly by the finding of oil in the Currie field in October. In January 1923 oil was discovered in the Powell field; in February 1924 the Richland field, midway between Currie and Powell fields, was brought in; and in November 1924 oil was discovered in the Wortham field, situated between Mexia and Currie fields. Each of the fileds was developed rapidly: wells were spaced closely and had high initial production; production peaks were reached early in the producing lives of the fields; subsequent decline was rapid, and there was early and rapid encroachment of edge water.In 1927 Bureau of Mines engineers, in their investigations a engineering conditions in oil,completed a preliminary study and published a mimeographed report 4/ on underground conditions in the Wortham field, and in 1928 they reported on production and development problems in the Powell Field. 5/ field."

Hillgrove, situated on the New England plateau of New South Wales, is an area rich in history and resources. Key resources are predominantly antimony, gold and scheelite and the area surrounding the historical field is environmentally sensitive and topographically challenging. Since acquiring the Hillgrove leases, Straits Hillgrove Gold has undertaken a significant exploration program on these historical mining areas with the goal to return the field to production. This exploration program has enabled Straits to significantly increase the resource base and has subsequently enabled the planned redevelopment of Hillgrove to be realised. In October 2006, installation of mining infrastructure and the initial stripping of existing development had commenced. To successfully redevelop Hillgrove, Straits has had to adopt a highly mechanised, trackless, diesel mining operation which will see the production rate commence at an initial rate of 250 kt/a of ore from a narrow vein environment. This ore will be processed on site to produce antimony metal, gold bullion and a scheelite concentrate.

Flotation froth machine vision systems provide consistent real-time measurements pertaining to the state of the flotation cell being monitored. Typical measurements include froth velocity, froth colour, froth texture and froth stability. This paper presents the results from test work conducted on the molybdenite rougher circuit at the Kennecott Utah Copper Concentrator during February 2006. Machine vision results show that it is not possible to accurately determine bubble size distribution information for the molybdenite froth, despite using state-of-the-art methods. Instead, it is necessary to make use of texture measurements to classify the various different froth states. Numerous combinations of texture measurements and classifiers are used to determine the best combination. Results show that the Fourier ring based texture measurements perform the best when both K nearest neighbour and Gaussian mixture model classifiers are used. The concentrate grade of the flotation cell is modelled using combinations of froth velocity and froth texture descriptors. The results show that by using a linear combination of these descriptors rather than either one by itself it is possible to account for a much larger percentage of the variation observed in the concentrate grade data. Adjusted R2 values of 92% and 84% are achieved when modelling the copper and the molybdenite concentrate grade respectively.

This paper is based on data obtained in the course of the oil - shale investigations of the U. S. Bureau of Mines , conducted in cooperation with the State of Utah . The amount and quality of oil that can be produced from any shale may be made to vary to an important degree by changing the temperature relations existing in the shale charge during destructive distillation . The rate at which the oil is formed from the shale is affected by the rate of heat supply , and therefore by the temperature of the shale during its thermal de composition . The quality of the oil formed may be controlled by altering the temperature of the shale , and therefore , the rate of formation of the oil . Variations in the yield and quality of shale oils may be caused by inherent properties of the retort used , but in any event the properties of the crude oil and yield are very largely the result of the extent to which the thermal de composition has progressed . Recognition of these principles will aid in explaining to a large degree the reasons for the wide variations in oils produced from the same shales by different " processes " . These principles also may be applied in the operation of different types of retorts in order that crude oils of a type most profitable to the operator may be produced . The Bureau of Mines has conducted an extended series of tests in the dee structive distillation of oil shales , in order to determine the wide variations that may be effected in the quality and yield of shale oil by changing the rate and temperature at which the oil is formed . These tests furnished interesting information on the four related points : yield of oil , quality of oil , temperatures required to distill shales , and time required for distillation .

Your challenge is to transform those concepts into action and give life to the ideas discussed here. The notion of achieving limitless productivity produces peak levels of enthusiasm in today's mining leaders. Highly-productive mines do not happen by chance --they are created by progressive leaders. The quest for productivity improvement, exclusively through capital investment and technological advances, is an incomplete process. Improvement, through capital and technology, is often not achieved because we fail to energize the true potential and commitment in our employees.

The Shiloh Church deposit is a very significant molybdenum occurrence in an ususual, perhaps unique, geologic environment. Work done to date indicate that several million tons of "ore" may be present, occurring as a matrix in limestone and dolomite breccias. Mineralized rocks cored to date are at or near the surface and the deeper resource potential has not been tested. The prospect is located in Polk County, north- western Georgia (Fig. 1). The "ore zone" was outlined by North American Exploration, Inc. (NAE) using geochemical prospecting techniques. Extensive geological work, including core drilling, has been conducted on the properties, together with geochemical and geophysical surveys. The geology, geochemistry and geophysics of the prospect are discussed. It is hoped that these data can be used to formulate exploration programs in similar terranes located elsewhere in the eastern U.S.A.

In connection with the purchase of coal under specifications for Government use, the Bureau of Mines in this report has compiled data on 81 mines located in 15 States. This annual report lists analytical data on the composition and quality of tipple and delivered samples of coal collected during fiscal year 1973. Tipple samples were collected by Bureau of Mines engineers at tipples as coal was being loaded into railroad cars or trucks. Ultimate analyses are given for most of the coalbeds listed. The deliveries were sampled at destination in accordance with instructions issued by the Bureau of Mines. All samples were analyzed in the Bureau laboratory at Pittsburgh.

Conference of Metallurgists banquet.Secondly, I should like' to convey the greetings of the Iron and Steel Institute of Great Britain in accordance with a request made by its Council at its last meeting. The I.S.I. hopes for the continued growth in strength of this annual Conference and in the collaboration between our respective societies.When I read the program of this Conference, it was brought home to me what a non-ferrons country Canada is. Also, I realized what enormous advances have been, and are being made, and what an ex-citing field non-ferrous metallurgy is for the scientist. This made me wonder, as I have done before, whether the future for steel was proof against these advances.At present, iron and steel stand astride the metallurgical world like a Colossus; I hope that the bronze industry will pardon my stealing their thunder and mixing my metaphors! Will this still be so in the future?The best way to answer this question is to take a look at the fundamentals to see why the iron atom dominates to such an extent that al! other metals are called ""non-ferrons."" Is its present position due to historical and therefore ephemeral reasons, or is there a fundamental difference between the atom of iron and those of other metals?"

The database accumulated by such systems broaden process knowledge, thereby reducing costly errors and plant downtime.IntroductionThe ASARCO Hayden Plant is located approximately 80 miles southeast of Phoenix, Arizona. The plant was commissioned in 1912 for the purpose of smelting copper concentrates from the surrounding mining district. Copper was produced for many years using calcining, reverberatory smelting and copper converting techniques. With the stricter environmental controls of the 1970's, the smelter experienced substantial declines in efficiency and productivity. It became necessary to identify and install a new smelting technology to maintain the viability of the Hayden plant.In 1980, after evaluating several smelting techniques, ASARCO management selected flash smelting as developed by International Nickel Company (INCO). One hundred and thirty-two million dollars was allocated for the project and construction began in 1982. Construction was completed and the new plant came on line in November of 1983."

INTRODUCTION For various reasons I have not specified the locality where the research indicated in the following pages was undertaken. It will suffice to say that it was on the grounds of a villa once remote from, but now completely surrounded by, its neighboring city, and in close proximity to an industrial establishment of great extent and importance manufacturing many kinds of steel articles and employing upwards of thirty chimney-stacks for power and process work. The problem was to discover the cause or causes of the mortality to trees and plants on the place, and to trace these causes to their origin. Before undertaking this experimental work, the bibliography accompanying this paper was compiled and studied. It appears from an examination of the careful scientific work performed by the ablest French, German, and English chemists during the last 25 years that they are unanimous in assigning the principal-in fact, the overwhelmingly predominant-cause of the destruction of vegetation to sulphur oxides, resulting either from direct- oxidation of sulphur in oil of vitriol works, etc., or from the oxidation of the sulphur from the minerals associated with commercial coal. Schröder and Schertel showed in 1884 that the sulphates deposited upon the leaves are not injurious to the plants; and Freytag proved that free sulphuric acid could not be found

When a fire or explosion occurs in an underground coal mine, the atmosphere guickly becomes irrespirable. Highly irritant smoke and toxic levels of carbon monoxide and dioxide are produced, and consumption of oxygen by the fire or blast can reduce its concentration below that needed to support life. Work parties entering such a hazardous atmosphere for rescue or recovery operations are required to use, as their primary respiratory protection, a fully self-contained breathing apparatus of at least two hours duration. Apparatus used in this role has primarily been of the closed circuit rebreather type, using pressurized oxygen storage and chemical removal of expired carbon dioxide. Typically, commercial self-contained breathing devices for mine rescue have been heavy, bulky, and uncomfortable to use. The McCaa apparatus, long the industry standard, represented the best art available when it was First designed in 1926. It weighs 41 Ibs., protrudes about six inches above shoulder height, and provides breathing gas at temperatures up to 120° F. More recent designs, such as the Drager BG174A and Scott Rescue-Pak, using modern light weight materials and fabrication techniques have improved on all parameters of the McCaa to some extent. It was the intent of the Bureau of Mines, acting under the authority of the Coal Mine Health and Safety Act of 1969, to fund the development of a new self-contained breathing apparatus which would incorporate the best available technology and serve as a benchmark for future commercial designs, as the Bureau-sponsored McCaa had 45 years previously.

It is widely agreed throughout the mining community that federal mine safety and health legislation administered by the Mine Safety and Health Administration (MSHA) deserves significant credit for the past quarter-century's remarkable improvements in miner safety and health. Recently, however, it has been suggested that the mining industry in the United States has now evolved to a point that current mine safety and health law may be obsolete. This proposition deserves attention. Today, I propose to give it the close logical scrutiny that is its due. I conclude that the obsolescence of current mine safety and health law is not supported by the evidence. The existing mine safety and health law continues to serve as a critically important supplement to mine operators' safety programs at a modest cost to the taxpayer. At the same time, trends in a changing industry do call for responsive adaptations in the Federal mine safety and health program. I will argue that timely and appropriate responses to changing needs can be accomplished within the framework of existing legislation, provided federal officials avail themselves of the flexibility provided by existing law.

Organic materials utilized as cable Jacketing, cable insulation, standoffs, insulating boards and potting compositions were identified and d literature survey performed to obtain the required thermal oxidative and moist tracking data. Thirty representative compositions were procured and subjected to thermal and moist tracking evaluations. Tracking was found to invariably result in ignition or glow of the test specimen. Influence of parameters such as electrolyte strength and composition, temperature, conductor spacing, and electrode material were investigated. Volatile s produced by selected insulators on thermal oxidative and electrical stress were identified, quantitated, and their potential impairment action upon a current interrupter assessed.

In our comparison of California and Turkish colemanites, we should first place the discussion in context. In order to exclude technical considerations, which are not germane to this paper, we must make the manifest and basic observation that if colemanite were not acceptable for the production of glass products it would not be used, and we would not be interested in this comparison at all. Suffice it to say that the colemanites, being calcium borates, provide a necessary flux in glass manu¬facture, together with the requisite degree of physical strength and chemical durability which can be achieved only by the use in glass of a. flux substanti¬ally free from alkali; so the sodium borates are automatically excluded from the production of textile fibers. Thus we have today under consideration only California colemanite, Turkish cole mite, and, because it provides a degree of competition to both, ABA, or anhy¬drous boric acid, which, although it is a refined intermediate and of much higher cost, it is also of a much higher degree of purity, and its characteristics can easily be modified to produce a desired end product, so we must include it in any consideration of high quality borates. [Calcim Borate Pentahydrate] Colemanite is a [calcium pentahydrate,] with the formula Ca2B6011.5H20. It has a theoretical B203 content of 50.8%.

The recession that began in late 1980 has proved to be not only prolonged and severe, but in certain ways unique in its effect on the mineral industries among the periods of economic slowdown experienced in the Western world since the end of World War II. This time almost all minerals have been affected. In previous business turndowns, by contrast, some mineral sectors have with-stood economic adversity well. They experienced little or no adverse effect-thanks either to a strong secular expansion in the markets for their particular product or to specific factors that caused demand to be well maintained. For example, aluminum, molybdenum, and nickel are three metals that enjoyed extraordinary growth in applications during the years 1946-1973. These metals were little affected during the recessions that occurred in that era. Similarly, coal did not suffer a pronounced drop in sales in the 1974-75 turndown because, with the price of oil rising sharply, a switch away from oil and back to coal was clearly indicated for some energy-intensive applications. Oil itself was largely impervious to the ups and downs of the business cycle until very recently. And the precious metals, gold and silver, have often been regarded as benefiting from reduced economic activity because labor becomes more available, productivity rises, and operating costs diminish. In the current recession, however, no major mineral has escaped the broad trend. The secular growth factors that were previously so evident for aluminum, molybdenum, and nickel have disappeared, at least temporarily. The stable pricing behavior that previously characterized all three of these commodities has been replaced by extreme price weakness and apparent inability of the major producers to continue their roles as market leaders. Coal and oil both have suffered from a sharp drop in energy requirements. There are those who now anticipate a collapse of the market control over oil prices so clearly exercised by OPEC since 1973. If oil prices are no longer effectively controlled by the governments of the exporting countries, then coal prices are also certain to be affected. And the combination of high interest rates, tight money, and a change in public perceptions of precious metals put the skid under gold and silver quotations in 1981 and early 1982. Although inflation has been viewed as the scourge of most Western countries ever since the oil crises of 1973-74, prices-in constant dollars-of most minerals have not risen. On the contrary, with the exception of the precious metals and oil, for most minerals the prices that prevailed at the end of 1982 were close to the levels of the Great Depression of the 1930s in constant dollar terms. Table 1 compares prices for copper, lead, zinc, and aluminum at the end of 1982 with the average prices in 1934, stated in constant 1967 dollars. This emphasis on prices for mineral commodities reflects the fact that profits of mining enterprises vary directly with the level of prices. Manufacturing and retailing enterprises march to a different tune. They establish sales prices based on costs. Their profits tend to vary with volume. Commodities are for all practical purposes fungible, that is the advantages of known brands in marketing manufactured goods have little application in a commodity market. Thus the individual seller of minerals is unable to establish his sales prices. Except where a monopoly is present, he must sell at the going market. His option is to abstain from selling if he finds the price unremunerative. In past recessions, some mineral producers chose to do precisely that-either accumulating a substantial share of their output in inventory or, in prolonged downturns, abstaining from production. During the current recession, however, private-sector mining companies did not have the option of accumulating inventories to any great extent. Capital costs for new mineral projects or for expansion of existing facilities have escalated at an alarming rate since the early 1970s. Added to this has been the heavy cost of installing pollution control or safety equipment to comply with the regulations adopted in most industrialized countries (and particularly the United States) since 1968. The consequence has been that the financial position of most major mineral enterprises in mid-1980 was already strained. To finance increased inventories meant incurring additional funded debt at high interest costs, thus impairing the concern's credit rating. Management Choices Private-sector managements have had to face up to the alternative of either continuing to produce at an unchanged rate and marketing output at unremunerative prices or reducing output. For practical purposes, the terms "natural frequency," "resonance" and "critical speed" are synonymous. A part passing though its "critical" or "critical speed" may also be said to be "resonant" or "resonating." The vibrations of a precisely balanced part can be magnified by the structure in which it is assembled. Anyone who has driven an automobile knows that it will vibrate more at a certain speed than at others. According to the formula for centrifugal force, vibration should increase steadily with a rise in rpm. What happens instead is that the vibration not only in- creases with r m. but suddenly rises at a much higher rate through the critical speed, and then apparently smooths out as the rpm passes beyond it. To visualize what happens, consider a simple flat spring with a weight mounted at one end. When the spring is deflected by pulling down on the weight and then letting it go, the spring will oscillate, and the spring-and-weight system will vibrate at its natural frequency. If the timing or direction bf the impulses imparted to the spring did not coincide with its natural frequency, the result would be an irregular vibration that would not build up. If, on the other hand, the timing and direction of the impulses did coincide with the spring's natural frequency, the result would be a larger and larger amplitude. If the impulses were continued indefinitely, the amplitude of the spring's vibrations would go on rising [while its frequency stayed the same] until the spring broke or the amplitude of the vibrations reached an equilibrium [because frictional or other forces would tend to damp it]. Resonance magnifies the amplitude of vibrations in a relatively undamped system between 100 to 200 times over that of nonresonant vibrations. Frictional or viscous damping often reduces the magnification [from 10 to 20 times], but even with this reduction the amplitude would still be large enough to cause excessive wear, and sometimes even fractures. For example, a blower might show only 0.001 in. of vibration on the manufacturer's test stand. Installed, the blower could pass into its critical speed [the speed at which the frequency of the vibrations caused by the rotor coincides with the supporting structure's natural frequency], and the 0.001 in. of vibration could be resonated to 0.010 in., or as much as 0.020 in. The cure for such a condition would not be to lower the vibration of the blower by further balancing or better alignment but to separate the two frequencies by at least 20 to 30%.

"ANY DISCUSSION of energy today is incomplete without consideration of nuclear energy. In the Maritimes, with plentiful supplies of coal, with relatively easy availabilty of imported oil brought in to the deepwater terminals, with future sources of large supplies of oil and gas anticipated from under our neighbouring continental shelf, and with the Fundy tides, you may question why nuclear energy should be considered. What follows may not give you a specific answer to that question, but it may provide a basis for better understanding. Energy from the sun, from hydraulic sources and from combustion has been available to man from prehistoric times, for thousands of years, but the most sophisticated source of energy, the actual conversion of matter into energy by man, has been developed entirely within the last one-third century, since the discovery of fission in 1939, and the application to generation of electric power has all been done within a generation or less. The pressure of military needs during and after the second world war was largely responsible for the speed of initial development, by funding and focussing the effort needed to develop the basic technology, and in particular materials. The U.S. defence program yielded, for example, the large-scale isotope separation processes for fissile U'35 and for heavy water. The nuclear submarine program yielded zircaloy, a key structural material for the core of the Canadian Candu type reactor."
