Coal mining in the United States established a good safety record in 1939. The death and injury rates per man-hour of exposure to risk were favorable compared with most previous years, and the number of persons killed or injured in proportion to the quantity of coal mined was also lower than in any other year for which figures are available. Moreover, productivity per man-hour was higher than ever before. The number of man-hours of work performed increased 9 percent over 1938, but there was a slight decrease in the number of men employed. Reports from operating companies showed 539,375 men employed during the year, and the period of operation averaged 179 workdays per man. Man-hours of work numbered more than 678 million. Accidents to the workers resulted in 1,078 fatalities and 54,015 nonfatal disabling injuries, causing disability of the employee for more than the remainder of the clay on which the accident occurred. For each million man-hours of exposure of the employees to mining hazards the fatality rate was 1.59 compared with 1.78 for 1938, and the injury rate was 79.65 compared with 82.61 for 1938. Production of coal averaged 0.661 ton per man-hour compared with 0.637 ton in 1938. The weighted average length of the workday was 7.03 hours or virtually the same as the previous year's average of 7.04 hours. Measured in man-hours, the average period of employment per man was 1,257 hours in 1939 and 1,147 hours in 1938.

Introduction What drives the price of gold? Supply and demand, of course. But in ways far different from the forces that drive the prices of other major metals, such as steel, aluminum, and copper. Gold, in fact, is one of the few commodities where both buyers and sellers are happy when the price goes up. Current production, production costs, and variations in production have little influence on its price. Gold inventories are so tremendous that current production has small impact on the amounts available to the market at any time. Worldwide gold inventory and production The world's inventories seem to be between 78 and 98 kt (2.5 and 3 billion oz). Since biblical times, the gold miners of the world have produced about 98 kt (3 billion oz), mostly in this century. Only small amounts have been thrown away and most of it - more than 78 kt (2.5 billion oz) - remain in bullion, coins, or jewelry. About 40% is held by central banks and other governmental authorities, 30% by private individuals as bullion or coins, and about 30% as jewelry. Except for some of the jewelry and the few industrial applications, this inventory is constantly available in marketable form at a price. By comparison, gold production is indeed small. The US Bureau of Mines estimates that the world produced 1.5 kt (50 million oz) of gold in 1986. Consequently, production increased world inventories by only 2%. Variations in production have a negligible or very short-term effect on the supply and, consequently, on the markets for gold. Although South Africa mines about 40% to 50% of the world's annual production, continuing labor strife there does not seem to have ruffled gold prices. Determining gold's price Gold prices, however, do determine cutoff grades in the mines and, thus, do influence production. Nonetheless, changes in production have little impact on the inventory supply. Consequently, it has small influence on the price of gold on the market. With a fairly stable supply, price changes are driven by changes in its demand. Unlike other metals, very little of the demand for gold comes from industry. Dental, electronic, and other industrial uses for gold consume less than 46.6 t/a (1.5 million oz per year). It would be safe to assume that such uses are less than 124 t/a (4 million oz per year) for the entire world. Variations in the 124 t (4 million oz), compared to a supply of 78 kt (2.5 billion oz) of supply can have only a negligible effect. Production net of industrial uses adds perhaps 1% annually to world inventories. This could, in time, affect markets. The increase, however, is mostly absorbed by population growth - more people wanting to own gold - and by gold being put in more attractive forms, such as coins. BCR National Laboratory (formerly Bituminous Coal Research, Inc.), under a USBM con­tract (originally with the Department of Energy), monitored the installation and operation of a computer-based belt-monitoring and control system at the Barnes & Tucker Coal Co. Mine No. 20, Ebensburg, PA. The system installed was the National Coal Board's Mine Operating System (MINOS) coal transport monitoring and control system. The program objec­tive was to document (1) the installation requirements for a conveyor control system, (2) the operating experience with the system, and (3) the impact of monitoring and control on mine operation. Analysis of the system operation indicates that monitoring and control did improve belt availability significantly, and reduced downtime associated with belt delays. Economic analysis showed the increased belt availability would potentially result in significant production increase, and, therefore, excellent payback on the initial investment. The system performed satisfactorily, was well accepted by the work force, and did not increase the maintenance workload.

A general survey of the mineral industries of the Black Hills is being made by the Bureau or Mines, but this report is confined to the tin deposits of that region. Because of the strategic importance of tin in a national emergency, special attention was given in the field to deposits of this metal. The present paper outlines the procedure that would be required for determining the potentialities of the most promising deposits as emergency sources of tin and gives estimates of the cost of sampling and rehabilitating some of the old tin mines. Tin mining in the Black Hill was quiescent in 1938. Tin occurs in two areas inn the region. The deposits have received considerable attention, and since 1884 numerous articles have been written about them. It is estimated that between 7 and 15 million dollars has been spent in promotion expenses, acquiring claims, development work, and equipment; production, has totaled about 160 long tons of metallic tin worth about $95,000.3/

This interpretation of the mining laws of British Honduras has been prepared from the best available information in Washington and is released subject to amplification or correction, if necessary, by United States foreign-service officers. INTRODUCTION The mining law governing all mineral substances other than oil is ordinance No. 7 of 1927 (Minerals Ordinance, 1927), passed by the Legislative Council on March 25, 1927. The accompanying regulations, No. 3 of 1932 (General Minerals Regulations, 1932), made under the authority of section 66 of the minerals ordinance, were made by the Governor in Council on December 23, 1931.

The report of work accomplished on the United States Bureau of Mines' bauxite project in Pulaski and Saline Counties, Ark., is presented in this volume and in a series of Reports of Investigations immediately following this volume. This first volume covers the project as a whole, whereas the subsequent volumes contain maps of local areas and deposits developed, together with logs of the drill holes and descriptions of the separate deposits. The Arkansas bauxite project was initiated in December 1941 and continued for 4 years. The first 5 months were spent in studying the problems presented and in geophysical exploration, Core drilling began in May 1942 and ended in May 1945. The project was one of the larger and more important of those undertaken by the Bureau of Mines for the purpose of developing domestic sources of supply of critical and strategic minerals necessary for National defense and for the successful waging of modern mechanized warfare. Some of the results of the Bureau's bauxite exploratory work have been made available to the public through the medium of press releases, transactions of technical societies, and government publications. More information has been supplied to government agencies upon request and to land owners and mine operators of the deposits concerned in the form of maps showing locations of all holes drilled on the property and logs with chemical analyses of' all cores recovered. In October 1946, the factual data were made avail-able to .the public in manuscript form in an-"open file" at the office of the State geologist, R. B. Foxhall, Little Rock, Ark., and at the office of the. Bureau of Mines in Washington. For the purpose of providing a background for the presentation of the factual data obtained, the history of bauxite is reviewed briefly. Information relative to past production and reserves of bauxite in Arkansas also is given. A resume of the development of the industry in Arkansas, the exploration and mining methods employed, the various uses to which the bauxite is put, and a brief outline of the geology of bauxite in Arkansas complete the -background.

A general discussion of the structure of the junk automobile recycling system shows that the generation of stripped automobile hulks and scrapped automobiles is price inelastic. As a result, it is extremely difficult for the price mechanism to automatically achieve an equilibrium that will prevent the accumulation of excessive automobile wrecker inventories and vehicle abandonment by the last owners of scrapped cars. The new shredder processing technology and the new portable flattener technology have altered the structure of the junk automobile recycling system. The shredder technology has increased the demand for processed automobile scrap. This increased demand is reflected in higher prices paid for hulks by scrap processors. The portable flattener has reduced the transportation cost of shipping hulks to processors. The two new technologies have eliminated, at least potentially, the net cost of shipping stripped hulks so frequently incurred by wreckers in the past. The elimination of this cost eliminates the economic incentive for excessive wrecker inventories. Unfortunately, the incentive for last owners to abandon their cars does not appear to have been eliminated by the new technologies. The last owner of an automobile with no spare parts value is still likely to incur a cost by delivering his automobile to the recycling system. Although a subsidy payment is probably unnecessary to reduce excessive wrecker inventories, such a payment might be one solution to the problem of automobile abandonment. However, there are a wide variety of subsidy programs that could be introduced. Before any Federal subsidy program is introduced to reduce automobile abandonment, it is recommended that the program be tested on a limited basis in many different parts of the country.

Although the Mt Charlotte gold resource was discovered in 1893, it was only in 1954 that geologists correctly interpreted drill data and defined a large low-grade orebody. The mine has been a large, low-cost and profitable producer since 1962 when bulk mining commenced using cut and fill. From 1968 a combination of long hole open stoping with delayed mass blasting was used. This proved to be an excellent mining method for the large, separate subvertical orebodies. The structured but otherwise good quality rock allowed very large stopes to stand unsupported. Exceptionally large equipment, for its time, was used to efficiently mine, muck and move the ore at low-cost. The mine only just survived severe cost pressures in 1974-76, due to very low gold prices. Better gold prices in 1979 and a need to access deeper ore meant a bold commitment to sink the Cassidy Shaft and refurbish the mine to sustain future profitability. In 1997 the Sam Pearce Decline connected to the underground workings, making it profitable to mine upper level remnant ore. Mining-induced seismicity has been a feature of mining at Mt Charlotte. The main cause has been shearing on structures. A mine-wide seismic system was installed in 1994. Large seismic events have occasionally made management question whether a safe working environment can be maintained. Thorough investigations led to an understanding of the problem and development of procedures to minimise seismicity.

Tunnel boring machines (TBMs) have been used for the construction of various tunnels for mining projects for the purpose of access, conveyance of ore and waste, drainage, exploration, water supply and water diversion. Several mining projects have seen the successful and economic beneficial use of TBMs, and there is an increasing awareness of the benefits of TBMs for mining projects. Key technical considerations for the use of TBMs for the construction of tunnels for mining projects include geological issues (rock type, rock alteration, rock strength, rock abrasivity, durability, ground water inflows), depth of cover and the potential for overstressing/rockbursts, site access and terrain, portal locations, TBM constraints, minimum tunnel size, tunnel support requirements, contractor and labor experience, and project schedule demands. TBMs offer key project schedule benefits with high rates of progress, which is a unique economic advantage recognized for mining projects where timing is of the essence in order to advance mining development and achieve early startup for operations. A thorough evaluation of the anticipated ground conditions should be performed as part of the decision to adopt a TBM for a mining project. Minimum specifications for TBMs are necessary in order to prevent the incorrect type of TBM from being used. Appropriate geotechnical investigations are necessary in order to provide key information on the anticipated subsurface conditions for careful planning and design of the proposed tunnel alignment. The overall site and geological conditions associated with some projects may suggest that it is not appropriate to use TBMs for some mining projects due to a perceived higher risk.

[Selenium and tellurium are rare elements in the earth's crust. Their scarcity and primary dependence of supply on copper and lead output are in consonance with the relatively small quantities consumed at 1964 level. Production depending on output of copper and lead creates a supply situation- which would appear to militate against development of large-scale usage of these elements. However, supplies have adequately met. demand in the past decade and can be increased substantially if warranted by new uses for either selenium or tellurium Ores of copper and lead re the principal sources of selenium and tellurium. Byproducts from the smelting and refining of copper and lead concentrates are incorporated in refinery anode slimes from which selenium and tellurium metal are recovered.]

The objective of the study is to examine the apparent influence of soil and near surface rock strata on the severity of damage experienced by surface structures subjected to mine subsidence. The report discusses: 1) modes of ground movement that might complicate or be confused with mine subsidence; 2) prevailing concepts concerning mine subsidence in the Northern Appalachian Coal Field and Illinois Basin; 3) apparent influences of soil and near surface rock strata on the character of subsidence-related ground movements; 4) classifications and criteria for characterizing damage due to ground movements; and 5) types of subsidence damage experienced by homes above active mines in western Pennsylvania. Presented is a damage classification system incorporating a severity index for characterizing subsidence damage to homes with basements above active mines. A series of case histories illustrate subsidence damage to structures above active and abandoned mines.

"INTRODUCTION Review of Previous Work Many investigators and certain commercial interests have recognized that the briquetting process is a practical method to convert much of what is now considered undesirable fuel into a usable form of domestic fuel.The art of improving the form of solid fuels is ancient, as early records indicate that the Chinese employed crude hand briquetting of combustible materials long before coal was known in Europe and America.According to Franke, 4/ the earliest description of a briquetting proce¬dure employed in the Occident is contained in an English patent dated in 1773. Following this in rapid sequence, many methods and procedures wore developed in this country and in Europe. Stillman/ states that the first attempt to briquet coal in the United States was made by Loiseau 6/ at Fort Richmond Piers, Philadelphia, in 1872. The American briquetting processes outlined by Stillman comprise an imposing compilation of successes and partial and outright failures."

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. This paper, describing the various mining methods and practices at Britannia mines, Britannia Beach, British Columbia, is one of a series covering mining practices, methods, and costs in the mining districts of the United States and Canada. The Britannia property has been operated continuously for 30 years, and in that time many diverse methods have been used in exploiting the various types of orebodies worked. Under normal conditions mining methods include surface gloryholes, shrinkage stoping, shrinkage with powder drifts for primary breaking, horizontal cut-and-fill, horizontal and inclined square-setting, and timbered and open rills, the three latter systems being combined with close filling. The Britannia method of mining, a large-scale retreating shrinkage system usually combined with powder drifts for primary breaking, has been developed and applied here very successfully. Each block of ground as developed is studied as a separate problem, and the mining method, or combination of methods best adapted to the work in hand is applied thereto. Operating at, capacity, the series of mines produces 7,000 tons of ore per day.

Three distinct processes take place during the conversion of iron ore to steel. First: the raw ore is reduced to metallic iron in the blast furnace and during this reduction certain constituents are dissolved in the iron, either through the solution of a solid into a liquid phase, as in the case of carbon, or by reduction of an oxide existing in the slag to the metallic element of that oxide, with subsequent solution of the metallic element in the iron. Thus by the process of solution and reduction, a pig iron results which contains about 4 per cent carbon, 1 per cent silicon, 1 to 2 per cent manganese, 0.1 to 0.4 per cent phosphorus, and 0.03 to 0.10 per cent sulfur. To obtain a sufficient yield of iron from the ore it is necessary that the reducing process be carried as far as possible, with the result that the impurities mentioned accompany the reduced iron. Second: to convert this iron into steel it is necessary to oxidize a part of the iron in eliminating the impurities to the extent desired for the particular product being made. In eliminating these impurities by oxidation a certain amount of iron oxide (FeO) dissolves in the steel. This dissolved FeO reacts with the metalloids, except sulfur, and to eliminate them to the desired extent it is necessary to leave a considerable amount of FeO in the metal. The reaction of iron oxide with silicon, manganese, and phosphorus results in the formation of the oxides of these elements. The oxides enter the slag and the extent of elimination of the elements depends on certain equilibria between the slag and the metal. The reaction of FeO with carbon results in the formation of the gases CO and CO, which, after saturating the metal, pass into the furnace gases. Third: after the iron has been purified to the desired extent as far as the elements listed are concerned, it is necessary to deoxidize the bath to remove the FeO, which is the vital factor in gas formation as the steel solidifies.

This paper is the third of a series of three on placer mining in the western United States. The first paper4 discusses the history of placer mining in the Western States and the production of placer gold, geology of placer deposits, location of placer claims on public lands, sampling and estimation of gold placers, and classification of placer-mining methods, together with hand-shoveling and ground-sluicing. The second papers deals with hydraulicking, sluice boxes and riffles, recovery of gold and platinum from placer concentrates, treatment of amalgam, and marketing of placer gold. The discussion of sluice boxes and subsequent subjects in the second paper applies to all forms of placer mining. The present paper treats of dredging and other forms of mechanical handling of placer gravels, and drift mining.

The XVIth International Conference on Coal Mine Safety Research was divided into eight half-day technical sessions. In accord with the established practice of these conferences, at each session, presentation of the papers was followed by a discussion period. Questions and comments submitted in writing to the session chairman were answered or discussed by the authors of the relevant papers or by their representatives. These discussions were tape-recorded in the original language of the speaker and subsequently translated into English when necessary. Questions to which no answer was available at the time and a few comments that exceeded the scope of the session have been omitted.
