An attempt is made to summarise the mining law of England, Wales and Scotland. Attention is also drawn to the recent privatisation of the electric power and gas industries and the intention of the present Government to follow suit as regards coal mining. The subject of mining law is discussed under the headings: minerals or rights that have been nationalised or are vested in the Crown; ownership (of land and mineral rights); special customs; tracing of owners; right of support (arising from mining); ancillary rights and easements; obtaining prospecting and mining rights; planning permission; statutory aids to obtaining rights; notes on the history, law and practices of petroleum (onshore and offshore), gas, coal, prescribed substances, gold and silver; electricity; safety, health and welfare; and technical information and boreholes. A correction in the subsequent issue amends errors on p.A75 and A82 and regrets the publication of misinformation on the availability of grants

In most smelting operations, there is a strong incentive to improve safety, reduce downtime and extend the campaigns of furnaces and related equipment. An asset management strategy that is based on information, rather than simple throughput metrics and intuition, can be developed to improve uptime and unlock value currently unrealized at existing smelters. Advances in digital technology, including data analysis, modelling and monitoring for hot pyro-metallurgical vessels, make it possible to assess the current condition of an asset, as well as to make more informed projections about its future condition, using on-line and historical data. This would allow practices around asset management to be more proactive and less reactive, with the end-result of optimized uptime. ‘Digital Asset Management’ describes a concept in which digital technology is used to support an asset management strategy and accelerate decision-making by providing information on what, why and how an asset should be designed, operated or maintained. With the overall goals of effective resource utilization, optimized operations, capital efficiency and social acceptance, Smelter 4.0 is a program of holistic improvement and is underpinned by the effective use of data to drive decisions. This paper focuses on Asset Reliability, which is one of the improvement pillars of Smelter 4.0, and introduces a methodology that is aimed at closing the gap between recorded data and evidence-based decision-making through Digital Asset Management.

Fires in underground coal mines are persistent problems anywhere in the world that coal is mined. Coal fires pose safety and health hazards in the form of mine subsidence, loss of energy reserves, destruction of property and surface improvements, and air pollution. In 1995, the US Bureau of Mines (US-BM), in cooperation with the Colorado Division of Minerals and Geology (CDMG),entered into a contract with Goodson & Associates Inc. (GAI) to design and field test the effectiveness of a new foamed grout technology called ThermoCell. GAI is a Lakewood, CO geotechnical and mining reclamation engineering firm. The company developed ThermoCell to control and extinguish underground coal fires. The viability of the special grout and the technology of application were established during a full-scale field demonstration at the abandoned IHI Coal Mine fire, near Rifle, CO. Following acquisition of additional funding by CDMG in 1999, Goodson returned to the site in April to continue the grouting to fully extinguish the IHI fire.

MgO is routinely used as the basis for refractory materials, however, its susceptibility to hydration may result in dimensional instability and subsequent failure. The addition of boron has been shown to reduce th,e hydration susceptibility of MgO yet its dissolution into certain grades of steel may degrade their performance. In order to predict the efficacy of reducing hydration susceptibility by the incorporation of mono-, di-and tri-and quadravalent cations, the lattices of various cation-substituted systems were modeled. To more accurately simulate the substituted lattices, either cation or anion vacancies were incorporated to maintain electrical neutrality and all possible arrangements of defects in a 2x2x2 MgO supercell were investigated. Correlations were then made between the lattice energies of these systems and their susceptibility to hydration as reported in the literature. The results indicate the presence of higher charged cations tended to increase lattice stability while the cations with lower valency tended to have lower lattice energies. The relatively small body of experimental results available in the literature are consistent' with this study's results.

A series of performance studies have been conducted using counter-current column flotation to recover a marketable clean coal product from existing preparation plant fine waste streams. The test work was conducted at several preparation plant sites in Kentucky and Virginia and utilized a 0.15m (6 in.) I.D. column that was 5.79m (19 ft.) high. The refuse streams tested included both thickener feed and classifying cyclone overflow with a typical size distribution of 100 mesh X O. The percent solids of the column flotation feed varied from 1.5 to 15% while the ash content ranged from 30-60%. The concentrates produced contained 2-10% ash with BTU recoveries of nearly 90% using 0.12-1.25 kg/ton (0.25-2.5 lbs/ton) fuel oil and 0.12 kg/ton (0.25 lb/ton) MIBC. These results were consistent with or better than results obtained in preliminary laboratory scale column flotation evaluation. Test results from 7 different seams are discussed as well as scale-up relationships utilized to design a full scale installation presently in operation.

Soviet precursors to Cunningham’s Kuz-Ram model from 1983 are described. They are rooted in the mean fragment size and Rosin-Rammler (RR) fits to sieving data and rely on approximations. Three versions of the Kuz-Ram model are presented and all three are de facto based on the median fragment size x50, even if the term mean is used in the papers. This discrepancy caused Spathis in 2004 to suggest a correction procedure for the Kuz-Ram rock factor A, which was said to explain some of the missing fines in the model. This correction, while applicable to Cunningham’s 1983 paper, does not apply to his 1987 paper, in which he presents his own A factor.Common fixes of the Kuz-Ram model’s fines issue are fragmentation models where the fines are mainly generated in a crushed zone around a blasthole. This is contradicted by careful model blasting tests. The lack of a largest block size in the RR function may lead to spurious values of the uniformity coefficient n, eg in conjunction with image-based fragmentation measurements or crusher modelling. These issues may be solved by using the transformed RR function, which has a largest block size xmax or its replacement by the Swebrec function, such as in the KCO model.The mean to median issue is investigated in some detail and it is found that using x50 instead of the mean:has a sounder theoretical backgroundis less prone to errorsis not contradicted by the original Soviet data.It is finally suggested that future work on fragmentation prediction equations focus on the use of distribution independent quantities like percentiles, eg x50, x20 and x80. Some previous work in this direction is briefly analysed and one consequence is that the n-value of the Kuz-Ram model should depend on specific charge.CITATION:Ouchterlony, F, 2015. Many mining engineers considering in-place leaching for the first time are uncertain as to how to evaluate ore bodies for potential leachability. Evidence presented in this report emphasizes the critical role of permeability in such evaluations. Whether an engineer is considering leaching "tight" formations typified by the porphyry copper deposits of the southwest or the permeable uraniferous sandstones of Texas and Wyoming, permeability measurements are the keystone of any testing program. Permeability tests range from cheap and easy to highly expensive and sophisticated operations. Constant head, variable head, and pumping tests all have application in evaluating ore bodies for in-place leaching. Costs of these tests will not unduly deflate the pocket- books of most mining companies. The basic procedures for selecting and running these field tests-including preparing suitable wells--are reviewed for the benefit of newcomers to in-place leaching.

But while the bull is leading the way on the production side of the nuclear fuel cycle, there is reason for caution from the end-users' viewpoint. How fast will electrical demand grow in the years to come, and what portion of that will nuclear generators supply? How do utilities play their cards when the government holds two of the largest jokers in the deck-a policy on spent fuel reprocessing and a timetable for the fast breeder reactor? Is there a shortfall in domestic uranium supplies on the horizon?

The iron ore industry has reached the end of an unprecedented period of expansion triggered by China’s demand for iron ore. Lower ore prices have led producers to focus on optimising mining operations while extracting the maximum tonnage from the infrastructure presently in place or from projects already underway. A rising global surplus is expected to further force ore prices down and lead to output curtailments, which in turn will help to restore market balance. However, investment in the development of new resources and the development of new infrastructure will inevitably become necessary. Making the right decisions in relation to future processing infrastructure in a climate of uncertain demand and price volatility will not be as straightforward as in the past, where expanding the scale of a proposed operation has been the answer to ensuring economic viability. Overall cost and environmental pressures particularly in relation to wet processing will dominate the decision-making process. IMP Technologies (IMPTEC) has anticipated the need for a dry low cost processing alternative, which can open the way for the development of lower grade magnetite deposits and ensure the sustainability of processing in Australia. The lower grade magnetite deposits are generally fine grained and require grinding to p80 of 30 to 40 microns. Historically, the cost of grinding to these sizes has been and remains a key factor determining the economic viability of a magnetite processing operation. The IMPTEC Super-fine Crusher and Cyclomag Separator are the key components of a proposed radically simplified dry processing alternative, which addresses both cost and environmental issues. "Sulfation roasting of nickel concentrate to generate water-soluble metal sulfates was investigated as an alternative process to smelting for the recovery of valuable metals. The kinetics of dissolution of various species of the calcine in three leachants was studied; hot water, dilute HCl, and concentrated HCl. The results indicated that dissolution of sulfates by hot water at 90 ºC is achieved within 30 minutes. In order to increase the recovery of the valuable metals, acid leaching is necessary due to the existence of ferrite in the calcine.INTRODUCTIONInvestigations on the sulfation roasting of nickeliferous sulfide ores or concentrates were mainly carried out in 1950’s to 1990’s to generate water soluble non-ferrous metal sulfates followed by metal recovery by leaching (Stephens, 1953; Thornhill, 1954, 1961; Fletcher and Shelef, 1964a, 1964b; Fletcher and Hester, 1964; Frankiewicz, 1977; Norrgran, 1983). Commercialization of the sulfation roasting process was only performed by Falconbridge Ltd. (Thornhill, 1961; Boldt, 1967), which employed a sulfation roast process on nickeliferous pyrrhotite at 680 oC where Ni, Cu, and Co were leached and Fe2O3 was produced for the iron industry. In 1965, 118,342 tons of pyrrhotite was processed, however because of the huge SO2 emissions (no acid plant) relative to the nickel production and the poor economics, this plant was shut down.Nickel production from sulfide ores via pyrometallurgical means, especially the electric furnace smelting process, is a major emitter of SO2 to the environment and a big energy consumer (Warner, Diaz, Dalvi, Mackey, Tarasov and Jones, 2007). Nowadays, due to the more stringent environmental regulations as well as the need to reduce energy consumption, metal production by sulfation roasting is gaining more attention as an alternative process to smelting. The main focus of this paper is to investigate the extent and rate of leaching of valuable metals from the sulfation roasted nickel calcine, aiming to maximize the metal recovery and minimize the dissolution of iron species."

This abstract explores the historical progression and key advancements in electronic detonator technology highlighting its impact on the industry as well as the challenges in deploying these types of technologies. Electronic detonators represent a significant departure from traditional initiation systems offering precise timing capabilities and improved reliability and safety. The early development of electronic detonators can be traced back to the late 20th century with the introduction of basic electronic initiation systems. These early iterations provided a glimpse into the potential for greater control and accuracy in blasting operations. As technology progressed, electronic detonators underwent significant refinement incorporating advanced features such as programmable delay times, multiple firing sequences, expanded blast size and enhanced communication capabilities. These advancements revolutionized the way explosives are deployed in mining and demolition applications enabling engineers to tailor blasts to specific geological or environmental conditions and structural requirements. One of the most notable developments in electronic detonator technology is the integration of microprocessor-based control systems. These systems allow for precise calibration of detonation parameters, including timing, sequence, and energy distribution. By leveraging microprocessor technology electronic detonators have become increasingly sophisticated offering unprecedented levels of precision and safety in blasting operations. The advent of wireless communication technologies has further augmented the capabilities of electronic detonators. Wireless detonation systems enable remote initiation and real-time monitoring of blasting operations enhancing safety by reducing the need for personnel in hazardous environments. SUPPLYING as it does a necessity for healthy animal and vegetable phosphate production is a most important industry. We human beings also are animal as this war so surely proves. Unlike many other elements no substitnite is available for phosphorus or its compounds. Marvelous as are modern plastics none can lake the place of phosphorus in making hone structures. As meassured in these times the phosphate industry is not a large industry. Output of phosphate rock, the original source of our agricultural and ,chemical phophates amounts to only some twelve million long tons per annum in the entire world. Phosphates are compounds of phosphorus, which is always found in nature combined with other elements. It never occurs in nature as such. The first choice of the element phosphorus is tie itself strongly to oxygen and then to water moisture - thus becomeing phosphlic acid. This phosphoric acid in turn hunts around for a base such as lime for instance and together they make phosphate of lime.

An innovative process using titanium tetrachloride (TiCl4) gas as reactant has shown successfully to obtain titanium through electro-winning of TiCl2 formed in-situ on titanium cathode. The process involves a continuous feed of TiCl4 gas reacting onto a titanium cathode immersed in a molten salt (NaCl-KCl), whereby in-situ formation of titanium dichloride (TiCl2) through a disproportion reaction. Simultaneously, the TiCl2, thus in-situ formed in the molten salt media, has been reacted into chlorine gas and titanium, the latest electrodeposited on the titanium cathode by electrowinning. The reaction kinetic of this innovative process was investigated in terms of TiCl2 in-situ formation rate and galvanostatic electrodeposition rate, where, in particular, the effect of operating variables such as TiCl4 partial pressure and flow rate, as well as temperature and galvanic potential applied was investigated.

This paper investigates the recovery of platinum group metals (PGMs) from a dilute cyanide leach solution containing base metals, in a manner similar to that used for gold extraction in a typical CIP process, and focuses on both the adsorption and elution stages. The carrier-phase extraction of precious metals using activated carbon offers significant advantages over other processes in terms of simplicity, the high pre-concentration factor, rapid phase separation, and relatively low capital and operating costs. As a sorbent, activated carbon is still by far the most important material because of its large surface area, high adsorption capacity, porous structure, negligible environmental toxicity, low cost, and high purity standards. Adsorption tests were performed on a pregnant alkaline leach solution (0.15 ppm Pt, 0.38 ppm Pd, 0.1 ppm Au) resulting from cyanide extraction performed in column leach tests. The initial adsorption rates of platinum, palladium, and gold were very fast and recoveries of these three metals were approximately 90 per cent after 2 hours and 100 per cent, 97.4 per cent, and 99.9 per cent respectively after 72 hours. The parameters that influence the extraction of PGMs and Au were examined to assess their relative importance during the adsorption process in order to provide the basis for process optimization. The concentration of thiocyanate was not identified as significant factor for PGMs adsorption, while nickel concentration was the most significant extraction process parameter. Base metal cyanide complexes adsorb and compete with the PGM complexes for sites on activated carbon, and while copper adsorption can be minimized by adjusting the residence time, nickel adsorbs at approximately the same rate as that of the PGMs, influencing the loading capacity and adsorption kinetics of the PGMs. The feasibility of eluting platinum and palladium cyanide complexes from activated carbon using an analogue of the AARL process was investigated. Platinum and palladium elute from activated carbon almost to completion in 4 to 5 bed volumes at 80°C, while the elution of gold at this temperature is slow, with a significant amount of gold still to be eluted after 16 bed volumes. Cyanide pre-treatment was found to have a significant influence on PGM elution. Higher cyanide concentration in the pre-treatment step results in more efficient elution up to a point, and experiments suggest the possibility of an optimum cyanide concentration, beyond which elution efficiency starts decreasing.

PT Freeport Indonesia recently completed preproduction development and construction of the Big Gossan underground copper and gold mine, located in the Ertsberg mining district of Papua, Indonesia. Production has commenced with an expected ramp-up to full production of 7000 tonnes per day in 2012. The Big Gossan utilises an open stoping mine method with paste backfill.In order to deliver ore to the mill, which sits in a valley above the ore deposit, an underground production shaft and hoisting facility was designed and constructed as the key component of ore haulage. The design and construction of the Big Gossan shaft posed many challenges to the project team. Available shaft design and construction expertise were limited as this was the first shaft of its kind in Indonesia and the project was undertaken during a time of high industry demand for new shaft systems. Construction resources were also limited due to the remote location and competition with existing, producing mines for these resources and skills. The project also taxed the ability of Freeport to provide services and resources to this as well as their other projects.Completion of the Big Gossan shaft was a milestone in PT Freeport Indonesia’s plan to fully transition ore production to the underground environment in this decade.This paper deals with the various challenges faced by PT Freeport Indonesia and shaft contractor, PT Redpath Indonesia, during the construction of the Big Gossan shaft and offers suggestions to improve future shaft projects of a similar nature.
