Near misses recorded and reported by workers can provide awarenessto the potential causes of injury and prompt safety management initiatives. Although most companies require near-miss reporting, it is unclear what the value of these reports are, if any, and how they influence subsequent actions or controls to reduce on-the-job risks. Researchers at the National Institute for Occupational Safety and Health (NIOSH) conducted a case study with an aggregates company in which near-miss reports were analyzed at each of their locations over an entire quarter during the summer of 2018. Within that quarter, workers recorded 249 near misses. Of those, 167 were valid near misses that occurred at work. Researchers coded the reports using a qualitative 5 × 5 risk matrix. Of the 167 near misses, 19% were deemed low risk, 25% moderate risk, 30% high risk, and 26% critical risk. Several patterns in the near-miss incidents were documented, including classification of incidents and common corrective actions referenced (i.e., elimination/substitution, engineering control or redesign, work process/procedures, and personal protective equipment). The analysis provides insight into ways that risk communication and management programs can be improved to reengage workers and their situational awareness on the job.

The great variability of mineral and energy prices has motivated some governments to incorporate a windfall profits tax into their mineral taxation regimes. Windfall profits taxes are a means for governments to capture additional mineral revenue when mineral prices are considered higher than some historic level. Governments need to be aware of the effects of such contingent taxes on the exploration, development and operating decisions of mining companies. Mining companies need to be able to calculate the full impact of windfall profits taxes on the economics of their projects. This paper examines the valuation of a multi-phase copper-gold project in the presence of a windfall profits tax. Real options Monte Carlo simulation is used to characterise the different exposures of the mine owner and of the government to the risky cash flow streams that they receive from the project. The results highlight that Monte Carlo simulation paired with the real option valuation method is able to account appropriately for the differing risk exposures, while the traditional discounted cash flow valuation model is not. Our key conclusion for governments and mining companies is that the impact of contingent tax and royalty terms can and should be assessed using advanced valuation techniques, and the results used to improve contract designs under the constraint of actual and perceived fiscal system stability.

Engineers at a West Virginia coal preparation plant owned by one of the nation's largest coal producers sought a fire suppression system for the plant's MCC and cable spreading rooms. Officials considered the traditional options of water-based sprinklers, dry chemical, and clean agent systems; however, each of those options presented challenges. Sprinklers can damage electrical equipment, proper delivery of the agent and adequate coverage/protection can be an issue with dry chemical systems, and clean agent systems require room integrity. An alternative to traditional systems was discovered in the Victaulic Vortex Fire Suppression System. The first hybrid inert gas/water mist system (FM 5580), Vortex adequately addressed these concerns. The system, which deploys a high-velocity, low-pressure mixture of water and nitrogen, is not damaging to electrical equipment and extinguishes fires in open, ventilated areas. This is one of the first installations of the Vortex system in a prep plant, and is a compelling example of how new technology can overcome the challenges of traditional technologies. The paper will detail plant specs, situation, and system evaluation, selection, and configuration.

In open-pit mines, the long-term production scheduling optimization problem (LTPSOP) is a complicated problem that contains constraints, large datasets and uncertainties. Due to its dimensions and NP-hard nature, it is usually difficult to find an ideal solution to the LTPSOP. The optimal schedule generally restricts the ore, metal and waste tonnages, average grades, and cash flows of each period. In this paper, to synthesize grade uncertainty into the strategic schedule, a stochastic integer programming (SIP) framework is presented to LTPSOP. The objective function of the SIP model is to maximize the net present value and minimize the risk of deviation from the production targets considering grade uncertainty simultaneously while satisfying all technical constraints and operational requirements. Instead of applying one estimated orebody model as input to optimize the production schedule, a set of equally probable orebody realizations is applied to synthesize grade uncertainty in the strategic schedule and produce a more profitable and riskbased production schedule. To solve the LTPSOP, the hybrid approach with the augmented Lagrangian relaxation method, the Harris Hawks optimization, the Random Forest method and Monte Carlo method was proposed. To indicate the applicability of the model, a case study on a gold mine was implemented. The framework displays the capability to minimize risk and improvement in the expected net present value and financial profitability .

Studies by Tennent, Isokangas Pty Ltd (TIP) have indicated that underground quarrying of backfill may be a cost competitive option for providing backfill for specialised situations in underground mining. Situations where suitable bulk fill material may not be available on the surface, and where the total cost of setting up a fill distribution system are prohibitive, could favour the mining of fill material underground adjacent to the stopes being mined. Considerations include environmental impact, scheduling, surface constraints and total costs. The examples quoted in this paper, and the case studies are based on the authors' personal observations and experience.

"Rare earth resources usually contain minor amounts of radioactive elements. The most widely recognised sources of radioactivity are associated with thorium and uranium. However, also present in the resources are isotopes of rare earth elements (REE) that are themselves radioactive, including lanthanum (La-138), lutetium (Lu-176) and samarium (Sm-147). These radioisotopes, as well as remnants of the natural thorium (Th-232) and uranium (U-238, U-235) decay series, can contribute to significant levels of radioactivity in mixed REE concentrates and in separated products. Levels such as these can present challenges for transport, transboundary movement, product storage, workers’ health and safety, as well as waste management issues at the facilities that separate out the individual REE’s. These are discussed in this paper. A particularly challenging radioactive isotope is Ac-227 (a decay product in the U-235 decay series). Actinium behaves chemically similar to lanthanides and hence normally concentrates with REE multi-element composites. Reliable analysis of Ac-227 is not widely available and the methodology required to deal with this challenge is briefly described. A principle reason for minimization of radioactive content throughout REE processing is restrictive specifications by concentrate purchasers in order to reduce waste management challenges. Approaches to the minimization of radioisotope content in REE concentrates and separated products are outlined in this paper."

STEADY advance has been made in the art of lead smelting and refining during the year. The bringing of natural gas to the Salt Lake valley has led to its adaptation to lead smelting operations. The Tooele plant of the Anaconda Copper Mining Co. has put into practice the high blast pressure and constant volume for lead blast furnaces, which we understand was first advanced by John F. Austin. It would appear that within limits, capacity is nearly proportional to the volume of air. If the charge is dense, a constant pressure, as in the old practice. did not get much air through the charge and the furnace slowed up. The constant volume idea makes the charge smelt at the same rate as if the charge were porous. The cost of a little additional power insures capacity operation at all times.

Now that the price of sulfur has reached unexpected high levels, it is little wonder that sulfur from surface ores is again receiving attention. In most instances, it is advantageous for an ore to be at or near the surface. However, it is a distinct disadvantage for sulfur ore to be close to the surface because it precludes the use of the Frasch process. The Frasch process depends on the presence of at least 180 m of uniform overburden to allow pressure injection of superheated water into the sulfur-bearing formation to melt the sulfur. In the Frasch process, sulfur separates cleanly from the gangue underground and comes to the surface in a very pure form. Surface sulfur deposits, particularly those in the Western Hemisphere, exist largely due to volcanic activity, and sulfur separation from the gangue is a formidable technical problem. None of the surface deposits are large compared to some of the Frasch deposits, but at the present sulfur price, they are certainly of economic importance. From the turn of the century until 1975, the price of sulfur was for the most part $18-$28/t. However, with the price of sulfur now over $154/t, there are a variety of technical alternatives to consider for sulfur surface ore separation that may not have been economically attractive a few years ago.

The characterization of rare-earth resources in 3D is now possible using high-resolution X-ray microtomography (HRXMT) to describe ore texture and mineral phase composition. In addition, detailed texture analysis, including grain exposure and mineral association, can be described. Preliminary examination of a sample of Mountain Pass ore is reported to describe the spatial distribution of the mineral phases (calcite, barite and bastnaesite), particularly the grain size distribution of bastnaesite. The examination includes analysis of selected particle size classes to determine the appropriate size for liberation of the rare-earth mineral bastnaesite. Good liberation is expected to be achieved if the material is ground to a top size of -150 µm.

Between 45,000 and 50,000 claims for subsidence are submitted each year to the German hard coal industry. In order to improve the service to claimants a quality management was established in 2005. This paper describes the process now used for handling these claims. A quality check has also been carried out by way of a customer survey, which was performed by an independent research agency. The results of the survey are presented in this paper. In Germany, research into mining subsidence mainly involves the prediction of ground movements caused by deep mining operations. Special areas of research are subsidence reducing aspects of the extraction panel planning, especially from the point of view of mining dynamics, as well as securing and restoration measures. This work seeks to prevent or minimize mining-induced damages close to the surface, for instance, buildings or infrastructure installations (such as pipelines), or underground mine openings (e.g. shafts). Roof collapses and surface fractures caused by shallow mine workings of an earlier era currently constitute a special area of investigation.

The Zwolle oil field of Sabine Parish, La., is different from most oil producing areas of the State in that the oil is obtained from marl and chalkrock formations. The thickness of the reservoir rocks averages 500 feet; but production is not continuous throughout this thickness, as the oil apparently is localized in vertical and nearly vertical solution cavities and channelways or in porous zones of limited horizontal extent. The nature of the oil accumulation has caused two outstanding peculiarities of the field: (1) About 60 percent of the tests drilled were dry holes and (2) there were many instances of well interference. Commercial production was discovered in November 1928, after 17 years of prospecting in and around the present limits of the area now developed which has a length of about 22 miles and a maximum width of 4 miles. The field had produced 10,266,896 barrels of oil to January 1, 1934. The oil ranges in gravity from 400 to 420 A.P.I.

In response to concerns over greenhouse gas (GHG) emissions and an imposed cost in some jurisdictions, many mining houses have committed to reductions in their GHG emissions. However, mining faces particular challenges in this regard, notably from increasing strip ratios. Furthermore, mining activity around the globe is not expected to decrease in the foreseeable future as mineral demand is driven up by the aspirations of rapidly-developing nations. Novel approaches will thus be needed if any reductions in energy consumption and GHG emissions of mining are to be achieved.This paper presents some directions for the mining industry to pursue in reducing their GHG impact, focusing on the difference that blasting methods can make. Importantly, large productivity and revenue gains can also be realised from these methods.Key directions considered here include optimising resource recovery and quality through:reducing coal damage and loss from throw blastingrecovering thin coal seamsproducing cleaner coal with less dilution.Blast design can also significantly improve the productivity of surface mining by:improving muck pile shapingimproving mine equipment productivityimproving scheduling.We show how a particular blasting method can eliminate coal loss in overburden throw blasting and can lead to large increases in coalmine profitability. Thin seams that were previously wasted can also be recovered with this method. Furthermore, the method has been implemented to combine several separate drill and blast cycles into a single cycle, leading to productivity gains.An illustrative example is given to show how increased coal recovery can increase revenues and more than offset any potential GHG emissions liabilities. The Holmes Safety Association is an offspring of the Joseph A. Holmes Safety Association which was organized in Washington, D. C., in 1916 at a meeting of representatives of twenty-four leading mining associations connected with every branch of the United States mineral industries. The purpose of the meeting was to do honor to the memory of Joseph A. Holmes, one of the founders of the United States Bureau of Mines and its first director, whose death had occurred the year before on July 12, 1915. In deference to what was believed would have been the expressed wish of this great humanitarian and benefactor of the mineral industries, it was decided to establish a national safety organization to cover the mineral indus¬tries exclusively; out of respect for his memory and service, the organization was named the Joseph A. Holmes Safety Association. On receiving requests from several mining districts, in 1922 a number of chapters ware established in several mining States.

IN the last decade one of our oldest and largest non-metallic metallic mineral industries has been the subject of persistent technical research, the results of which are another example of the benefits following the systematic application of scientific principles. The consequent improvement in the technique of phosphate recovery represents the greatest material advance in the industry since the discovery of phosphate in Florida in 1881. Moreover, these successes have stimulated interest and development in numerous other nonmetallic industries. Strange as it may seem, and despite the fact that the phosphate deposits of Giles County, Tennessee, together with those of Polk and Hillsborough Counties, Florida, have yielded more than 50,000,000 long tons in the last twenty years, the mineralogy of phosphates has been given scarcely any space in our technical literature. For many years it was the general consensus that these so-called phosphate rocks represented a physical mixture composed principally of tri-calcium phosphate, together with smaller quantities of calcium carbonate, calcium fluoride, iron phosphate, aluminum phosphate and other less important constituents. More recent investigations, however, led to the conclusion that these phosphates really represent a complex mineral in which calcium, iron, aluminum, phosphorus pentoxide, carbon dioxide, and fluorine all form a definite part of the molecule. Colony, after a careful study, utilizing chemical, microscopic, and X-ray diffraction methods, reported that American phosphates consist principally of calcium-carbono-phosphate of the staffalite type.

Since the late Dr. Keith Brimacombe, et al, performed tests at the now-closed Asarco Tacoma smelter and the Inco Copper Cliff Smelter on Peirce-Smith copper converters almost thirty years ago, many Pyro-metallurgists have investigated using the technology. To the best of the authors knowledge, except for shrouded tuyere technologies using substantial oxygen enrichments, the core idea of using high pressure air injection has not been implemented anywhere in the world. This paper reviews the fundamentals of this technology and summarizes the basic economic considerations. It also presents the circumstances of where and when high-pressure injection might be justified.

THIS announcement of the topics relating to production control, which the Committee hopes to have discussed at the February meeting, supplements the preliminary announcement published in the November number of MINING AND METALLURGY. In the previous article, the writer indicated the kaleide-scopic nature of the questions involved in obtaining better coordination in industry, and that, as a matter of practical expediency, the discussion in February would be limited to the more obvious difficulties in industry which need attention and to those questions which the Committee thinks would be of greatest interest to members of the Institute. But while practical considerations necessitate limiting the program, free discussion of all phases of the subject is urged by 'the Committee. In a preliminary consideration of the production control problem, there loom up two questions which have to be faced: (1) First, there is the question of the extra industrial capacity necessary to meet demand during the ordinary fluctuations of business, commonly characterized as `the "business cycle." Anyone who tries to formulate a program pertaining to productive capacity must decide whether he wishes to discuss the control of business cycles. While this question may eventually lend itself to treatment, the Committee does not feel that it can be considered at present with much profit. (2) The second question arises from the existence of over-stimulated capacity above and beyond peak demands in boom times. Discussion of this topic, it is felt, would be most fruitful. Following two years of laboratory research with bench scale reactors, a 9 m3 experimental process demonstration reactor was installed at Budelco's zinc refinery to treat their underlying groundwater. A 600-fold scale-up was successfully achieved. It has demonstrated that this anaerobic microbial process can remove a wide range of heavy metals and sulphate to the required levels. Extended operation of the demonstration unit has shown that the process is robust, can withstand wide variations in feed composition, rapidly recovers from operational upsets and is easy to start up and shut down. The metal sludge produced can be processed in a metal refinery to recover both metals and sulphur.

The use of nickel-steel has directed increasing interest of late towards the deposits of nickel, and at the same time the parallel advance in our knowledge of the basic igneous rocks has rendered these deposits a subject of important geological inquiry. Investigations have led to some views, more or less new, on the igneous origin of certain ores, which, though not universally accepted, have a growing number of adherents. In Europe, the mines in Norway have been especially suggestive subjects of study, and others somewhat less generally known have also added their testimony; while in this country the great economic importance and scientific interest of the developments in the Sudbury district of Canada, have furnished the principal texts for the discourses that have appeared among us. The purpose of the present paper is to set forth these views through the medium of one interesting ore-body, of which but little has been written ; and, by the description of another, to place in contrast two different geological associations in which nickeliferous pyrrhotite occurs, and to indicate a generalization, based upon these different geological characters, and justified by the experience so far gained. To Prof. J. H. L. Vogt, of Christiania, Norway, is due the chief credit for the revival of interest in the geology of nickel.
