The Australian Government?s Energy Efficiency Opportunities (EEO) program launched in 2006 obliges companies that use more than 0.5 PJ (petajoule) or roughly 139 GWh (gigawatt hour) per year to conduct an energy assessment in order to identify measures to improve energy efficiency. The opportunities identified by the mining sector were assembled in the Mining Significant Opportunities Register that permitted companies not yet embracing and adopting an energy management program to see what those who are, were doing and how much energy was saved, and helps disseminate best practice. The measures can be filtered by company, year, category or equipment type. The creation of a central repository of energy efficiency initiatives is valuable but this existing database could be improved; fields identifying the energy and carbon emission savings associated with a given initiative are a surprising omission. Consequently it does not permit the relative effectiveness of different measures for energy and carbon reductions to be readily assessed. A review of energy management efforts implemented in the mining industry, published in peer reviewed journals, corporate sustainability reports or industry publications during the last 40 years has revealed many examples of best practice. However, the lack of a standardized reporting framework in any of these sources has made it difficult to assess the effectiveness and compare the adopted energy management measures ? just as is the case with the Australian register. In an attempt to address these issues, an improved database structure has been created for energy management measures from the mining industry which identifies energy and financial savings arising from energy management initiatives, classifies applications to specific processes or equipment, and recognizes leaders in the mining industry with respect to energy management. The structure of the register includes the key data relevant to energy management in mining that is absent in the Australian version. The mining industry energy management database has been made available in the public domain where stakeholders can examine the best practice examples. Mining energy champions may also contribute to the register by providing case studies; a standardized entry template affords a quality assurance dimension that is absent in other reporting initiatives. Adoption of this database with its standardized reporting mechanism will enhance transparency of the mining industry in energy matters and help it maintain its social license to operate.

The quantity, quality and detail of project information increases as project development moves from initial scoping level studies, to pre-feasibility and option studies, then definitive feasibility study and basic engineering stages. Data accumulates from metallurgical and vendor testing from various ore types and composites carried out to assess physical characteristics and processing responses of the ore. Over-simplification or assumptions about the orebody for flow sheet development can result in using æaverageÆ information for design. Use of averages of data can have adverse implications on sizing of plant and equipment and consequently on definitive study cost estimates and detailed engineering. In practice, the treatment plant workforce is faced with managing a non-homogeneous or non-average orebody in a variable operating environment that is not always predictable. This paper presents views on how to use the data generated from testwork in project development and for process and plant design. Examples of process design risk or operating risk are presented. Although this topic is applicable to the broad range of process design decision making in the minerals industry, this discussion references comminution, flotation and extraction processes for gold and base metal ores.

A process for the conversion of stibnite (Sb2Sj) concentrates, crude antimony oxide, or metal to a pure cubic antimonous oxide (senarmontite) has been developed on a laboratory scale. The conversion of stibnite to senarmontite has been piloted. The high purity of the final product is the result of forming antimony trichloride as a low temperature distillable intermediate. To obtain the antimony trichloride the stibnite, or crude oxide is slurried in molten antimony trichloride and reacted with gaseous hydrogen chloride. Antimony metal is oxidized to the trichloride with chlorine. The hydrogen sulfide produced from the hydro- chlorination of stibnite can be upgraded to a strength of 95% or greater for further treatment. The crude antimony trichloride is separated from the gangue by a preliminary evaporation and then is fractionally distilled and the trichloride distillate has less than 50ppm of arsenic and lead combined (the most troublesome impurities in antimony processing). The purified antimony trichloride is then hydrolyzed with sodium or ammonium hydroxide to produce the cubic form of antimonous oxide (senarmontite) to the exclusion of the rhombic form (valentinite) which is photosensitive. The advantage of this process is the ability to treat a wide range of antimony ores, concentrates, and metal to yield a high purity oxide in a controllable range of particle sizes.

The current state of knowledge concerning mesothelioma risk estimates is reviewed. Estimates of the risk of mesothelioma exist for the commercial asbestos fiber types chrysotile, amosite and crocidolite. Data also exist on which to assess risks for winchite (sodic tremolite) and anthophyllite asbestos. Uncertainty in estimates is primarily related to limitations in measurements of exposure. Differences in the dimensions of the various fiber types and of the same fiber types at different stages of processing add a further complication. Nevertheless, in practical terms, crocidolite presents the highest asbestos related mesothelioma risk. The risk associated with sodic tremolite (winchite) appears to be similar. In chrysotile miners and millers, the mesothelioma risk has been linked with exposure to asbestiform tremolite. Exposure to chrysotile in a pure form seems likely to present a very low if any risk of mesothelioma. While the majority of mesothelial tumors result from exposure to the asbestos minerals, there are other well established and suspected etiological agents. While a practical threshold seems to exist for exposure to chrysotile, it is unlikely to exist for the amphibole asbestos minerals, especially for crocidolite. To date there is no indication of an increased risk of mesothelioma resulting from non-commercial fiber exposure in the taconite industry. © 2007 Elsevier Inc. All rights reserved. Theoretical and experimental investigations of a constant pressure gravity drainage system are reported. Experimental data are presented to show that recovery to gas breakthrough by gravity drainage is inversely proportional to rate. The gravity drainage reference rate, which is numerically equal to the so-called "maximum theoretical rate of gravity drainage" is shown to have no particular significance from a recovery standpoint. Before this rate can be used as a basis of comparison for recoveries, it is necessary that the relative permeability and capillary pressure characteristics and displacing fluid viscosities be identical for the systems compared. A method is presented by which accurate prediction of the performance of a gravity drainage system can be made. Close agreement between experimental and calculated drainage performance shows that steady state relative permeability and static capillary pressure data can be used to describe fluid displacement behavior. The very wide range of liquid recoveries before gas breakthrough which result from production rate variation alone demonstrates the importance of this factor in planning depletion of a gravity drainage reservoir. Calculated results are presented which show that little additional recovery can be expected from a high pressure gravity drainage system between the times of gas breakthrough and attainment of such high gas/liquid ratios as to make further pressure maintenance impractical. INTRODUCTION It bas been recognized for some time that gravity forces play an important part in the recovery of oil from some types of reservoirs. Field experience has shown that under certain conditions, gravity drainage can result in very high oil recov- eries. Qualitative reasoning has led most engineers to the general conclusions that: (1) Where gravity drainage is important, the reservoir pressure should be maintained by gas injection at the crest of the structure to prevent shrinkage of the oil in place and to keep a low viscosity so the oil can drain at the fastest possible rate. (2) Recovery by gravity drainage is rate sensitive. A survey of the literature indicates that while considerable work has been done on the effects of gravity in oil production problems, no satisfactory method of calculating the performance of gravity drainage reservoirs has been reported.1,2,3,4,5 In the absence of any proven method of calculating reservoir performance, the level at which pressure should be maintained and the rate of production for most efficient operation has been open to debate. The limits and general character of the recovery us rate relationships are apparent from the following: As rates of production approach zero, oil will drain by virtue of its own weight fast enough that the saturation distribution is always approximately the same as the original static capillary distribution. That is, at the gas-oil contact the liquid saturation goes from 100 per cent to a value of perhaps 10 to 30 per cent in a very short distance, so that as production continues. a relatively sharp gas-oil contact moves down-structure, leaving a very low residual oil saturation in the originally oil saturated zone. At very high rates of production, the oil that drains by virtue of its own weight is negligible and recovery will approach that of a horizontal gas drive, leaving a much higher residual oil saturation. At intermediate rates of production. recovery should be between these extreme*. Despite the lack of quantitative methods, tentative agreement had been reached on the question of optimum producing rate. It has been generally concluded that rather sharp decrease in recovery would occur at rates of production above the "maximum rate of gravity drainage" and hence this rate should not be exceeded. The Surface Water Supply Project Segment B3 is a 4 miles section of tunnel that will run East- West in Houston TX, from Hopper St to I-45. The tunnel will be mined by using a 128" Dia refurbished 1987 Lovat Tunnel Boring Machine capable of operating in Open or EPB mode. The tunnel will be temporarily supported with ribs and lagging and a 96" Dia pipe will be grouted into place. All four miles of this project are within Petroleum Pipeline Easements. The project includes seven shafts, 2000' of tunnel in potentially petroleum contaminated ground, crossing the Hardy Toll d, I-45, the nion Pacic ailroad ight of Way and multiple oil and gas pipeline crossings. This paper summarizes the planning and drive performed to date.

"IN 1975, Nova Scotia produced 1.8 million tons of coal with a FOB mine value of $47.6 million. Of this total, about 30 per cent or 600,000 tons was coking coal and the remainder was steam and industrial-grade coal. The Nova Scotia Power Corporation consumed 630,000 tons in three generating stations and 570,000 tons were sold to Sydney Steel for making coke for its steel operations. Exports, principally to Great Britain, comprised 370,000 tons in 1975 in addition to the 300,- 000 tons shipped to other provinces for use by cement and pulp and paper companies. In 1975, just over 100,000 tons of coking coal were imported into the province from Alberta. Before 1975, low-volatile coking coal was traditionally obtained from the United States. In 1975, production came from seven individual mines and one project involving reclamation from mine dumps in Pictou County. Of the seven producers, four are owned by the Cape Breton Development Corporation, a federal Crown corporation; the remaining three are small independent mines, but, even though small, they are sizeable contributors to the economies of their local areas. After 101 years of continuous operation, Devco's Princess mine was closed in 1975. The Nova Scotia coal industry, in terms of value, accounted for about half of total mineral production in 1975. The industry provides jobs for 3,000 men and women. It is also significant that in 1975 Nova Scotia produced about 6.5 per cent of Canada's total coal production of 28.3 million tons. A complete strategy has been developed for identification of the reasons for losses in recovery and/or grade, due to changes or complications in mineralogy and in mineral surface conditioning, and their subsequent correction. The sequence of methods starts with comparison of mineral phases between QEMSCAN/MLA (compositional) and Rietveld XRD (crystalline diffraction) with bulk assay reconciliation. This methodology has recently led to identification of unrecognised amorphous content (12-40 wt.%), previously attributed to crystalline phases, in the fine fraction (<35 µm) of some problematic flotation feeds. Attached amorphous silica, talc- and chlorite-like fines have direct influence on the hydrophobic/ hydrophilic ratio on value mineral surfaces adversely affecting flotation. SEM/EDS is used in the backscattered imaging mode to determine possible problems with liberation (e.g. remnant local locking), not detected in standard liberation analysis, resulting in gangue flotation. EDTA extraction is used to assess bulk feed pre-oxidation and sequential oxidation product loading through the circuit. Changes in circuit solutions are assayed with speciation modelling of precipitates and potentially adsorbing species. ToF-SIMS with principal component analysis is then used to correlate surface species with specific minerals and can be used to assess the effectiveness of specific reagents particularly collectors. This approach identifies unwanted activating species and interference with value surfaces by adsorbed hydrophilic ions, precipitates and fine particles. When the interference or ineffective reagents are specifically identified, remedial action can be targeted. This method has identified residual talc-like layers (<10 nm thick) inducing gangue flotation of pyroxene and chromite in PGM flotation. Recent case studies of application of the full methodology to losses of molybdenite at KUCC and to sphalerite activation in the Cu/Pb circuit at Brunswick Mines with remedial action are discussed.

"Why do some room and pillar retreat panels encounter abnormal conditions? What factors deserve the most consideration during the planning and execution phases of mining and what can be done to mitigate those abnormal conditions when they are encountered? To help answer these questions, and to determine some of the relevant factors influencing the conditions of room and pillar (R&P) retreat mining entries, four consecutive R&P retreat panels were evaluated. This evaluation was intended to reinforce the influence of topographic changes, depth of cover, multiple-seam interactions, geological conditions, and mining geometry.This paper details observations made in four consecutive R&P retreat panels and the data collected from an instrumentation site during retreat mining. The primary focus was on the differences observed among the four panels and within the panels themselves. The instrumentation study was initially planned to evaluate the interactions between primary and secondary support, but produced rather interesting results relating to the loading encountered under the current mining conditions. In addition to the observation and instrumentation, numerical modeling was performed to evaluate the stress conditions. Both the LaModel 3.0 and Rocscience Phase2 programs were used to evaluate these four panels. The results of both models indicated a drastic reduction in the vertical stresses experienced in these panels due to the full extraction mining in overlying seams when compared to the full overburden load. Both models showed a higher level of stress associated with the outside entries of the panels. These results agree quite well with the observations and instrumentation studies performed at the mine.These efforts provided two overarching conclusions concerning R&P retreat mine planning and execution. The first was that there are four areas that should not be overlooked during R&P retreat mining: topographic relief, multiple-seam stress relief, stress concentrations near the gob edge, and geologic changes in the immediate roof. The second is that in order to successfully retreat an R&P panel, a three-phased approach to the design and analysis of the panel should be conducted: the planning phase, evaluation phase, and monitoring phase."

It pro-vides employment, directly and in-directly, for three quarters of a million people. Since the Second War, the value of mineral production in Canada has tripled. Economists forecast that over the next 15 years its value will triple again. Canada is a basic and leading supplier of nickel, iron, copper, zinc, lead and uranium. It is also a major oil producer, leads the world in the production of asbestos and in five years will be the leading producer of potash, a basic constituent of fertilizer.It can be seen that Canada's wealth and economic progress lies in being a primary producer of economic minerals and in building secondary industries to manufacture finished products from these raw materials. Canada's future in the field of mineral production looks bright, with our resources just starting to be tapped. Outside of the large expanse of Soviet Russia, we are by far the world's most fertile mineral exploration area."

IF one is to place any credence at all in the reports published in the daily press, the subject of conservation has been a very lively topic of conversation during the past 60 days, and it does not appear that the temperature of the summer months has been in any way moderated by the discussion. It is a subject in which we are all vitally interested and to which, so far as our mineral resources are concerned, both the Institute and the Geological Survey have liberally contributed. The report of the National Conservation Commission, appointed by President Roosevelt, contains a series of papers on the conservation of mineral resources, all of which were prepared by members of the Geological Survey and were compiled largely from information previously collected by that Federal bureau in the performance of its regular duties. It is not the purpose of this paper to reiterate in extenso any of the material already published. The contributions of the Survey officials to the Commission&apos;s report have been published in a separate document as Bulletin No. 394. This docunient is for free distribution and may be obtained upon application to the Director of the Survey. In the preparation of this paper I desire merely to make a few suggestions regarding the possible necessity of some restraint upon or control of one branch of the mining industry with which I have been somewhat closely associated for the past 20 years-that of coal. American and European practices in cleaning fine coal are strikingly different. The tables, launders, classifiers, and pneumatic devices used in America are seldom employed in Continental Europe, where much of the fine coal is cleaned in feldspar jigs, often supplemented by froth flotation of the extreme fines. This difference in choice of cleaning equipment may be fortuitous, but in large measure can be attributed to a difference in economic factors. Coal being more costly in Europe, there is greater emphasis on efficient cleaning of all sizes, including the extreme fines, and it is common to produce a high-ash middling for "on-site" consumption to avoid any waste of fuel value. The feldspar jig has been found advantageous under these conditions. In the United States fuel coal must be prepared as cheaply as possible, and metallurgical coal must be prepared as efficiently as possible; thus in both branches of preparation practice, any cleaning device that promises greater economy or higher efficiency warrants consideration. The feldspar jig, as employed in Europe, has a much higher unit capacity than the wet table used so extensively here and therefore offers economy in the capital costs of a washery through saving in space. As pointed out by Vissac,4/ the jig operates under automatic control, and therefore can cope with fluctuations in quality of feed. Maintenance costs for a single, large-capacity unit, such as the feldspar jig, would be expected to be lower than those for a battery of low-capacity cleaners. These considerations led the Bureau of Mines to undertake an investigation of the feldspar jig to determine its possible usefulness in this country.

[On December 2, 1932, the Governor of California called upon the representatives of the mining industry of the State to attend a meeting at Sacramento to discuss ways and means of assisting is relieving some of its perplexing and extremely distressing problems, particularly the mounting cost of accidents which faces the industry with an industrial insurance rate for classification of $11.85 per $100 of pay roll, effective January 1, 1033. The significance of this fact is at once apparent when it is realized that the classification rates per $100 of pay roll for mining have steadily increased for some time, as follows: $3.91 in 1924, $5.54 in 1925 and 1926, $8.04 in 1927, $8.53 in 1928, $9.05 in 1929, $9.42 in 1930, $10.54 in 1931, $10.99 in 1952, and $11.85 in 1133. In other words, the cost rates have acre than doubled, wile statistics indicate that the accident rates nave shown an entirely different trend. At the meeting mentioned, one of the management officials sounded an effective keynote when he declared that a spade should be called: a spade. The perplexing problems of any industry can be approached best and remedies applied if that policy is kept to the front. It is appropriate to mention that high accident rates and a decrease in wages in recent years have unquestionably accounted in part for a unit cost rate, on a pay-roll basis; it also is well to explain that the policy years3 1926 to 1930, inclusive, are the years on which the accident-cost experience for 193: is based. Tungsten metal in fused form and of high purity was prepared by reducing tungstic oxide with redistilled calcium metal in a heavy-walled sealed reactor. Alloys of tungsten with vanadium, molybdenum) chromium, columbium, and tantalum were prepared by coreduction of mixed metal oxides in the same manner. This work was undertaken by the Bureau of Mines to investigate new approaches for preparing tungsten and its alloys in high-purity form. The standard method of producing tungsten metal has been the reduction of tungstic oxides by hydrogen. The resulting metal powder is compacted, sintered, and fabricated by powder metallurgy methods. Long experience in this field has resulted in the development of a technology that (by careful control of the variables such as metal composition, particle size, and sinterng technique) is well adapted to producing wire and the small shapes usually prepared from tungsten metal.

To meet a growing need for thorium metal of high purity and amenability to fabrication, the Bureau of Mines devised a method for preparing thorium metal by the reduction of thorium tetrachloride. Thorium tetrachloride was prepared by chlorinating calcined thorium oxalate with carbon tetrachloride. The crude thorium tetrachloride, containing oxygen-bearing compounds, was purified by a double vacuum distillation at 800 to 900° C., and thorium metal was made in the form of a dense sponge by the reaction of metallic sodium or magnesium with thorium tetrachloride at 800° C. Vacuum arc melting was used to consolidate the sponge metal to ingot form for evaluation of its physical and chemical properties.

Electrochemical behavior of an X-80 pipeline steel, including frequency-sweep electrochemical-impedance spectroscopy (EIS), time-sweep EIS at a constant frequency and open-circuit potential (OCP) monitor, was investigated using four-point bending specimens subjected to a stress-corrosion cracking (SCC) test in a near-neutral pH environment. The capacitive loop became smaller with test duration, revealing an increase in the corrosion rate. The resistance obtained in the constant-frequency EIS test showed two regions, of which the region with a remarkable decrease in resistance transformed into a region of slow decrease, whereas the capacitance increased with test time indicating that iron dissolution was fast at first, and then a corrosion product or film formed and covered the surface, leading to the pitting formation.

Like most of you, I would rather work on a job than talk about it. But it is fruitful to spend some time taking stock of important developments in the heavy construction field. One of the strongest recent movements affecting the industry has been the push for safety. I regret that it is a recent development. Not that builders were against safety. Too often though, it was easier to continue with dangerous old work methods than to try something new. Too often, it was easier for equipment manufacturers to build production tools with little consideration for worker safety. And too often, accidents and gruesome disasters occurred. The ultimate result of on-the-job injuries in construction and other industries was the Federal Government&apos;s Occupational Safety and Health Act of 1970. Individual states were required either to accept OSHA or pass updated regulations at least as stringent as the Federal requirements. These new rules must be strictly obeyed -- not just because they carry civil and criminal sanctions -- but because they correct unsafe conditions and reduce hazardous acts. Though some OSHA measures have been criticized as superfluous, most of them do in fact save lives and limbs. Equally important, the tunneler who follows the new safety regulations can be fairly certain of an efficient, uninterrupted operation. Regulations do sometimes bring rewards.
