INTRODUCTION Documentary complications arise from the risk apportionment in project financing which generally means that once the project is up and running and has satisfied the lender's completion test, the loan agreement specifically limits the lender's recourse to the project and its assets. It is the purpose of this paper to describe the special considerations which apply to industrial minerals projects and explore the reasons why so few project financings are negotiated in this industry. SIZE Small projects do not warrant the relatively high costs of negotiating and documenting project financing. The extent of the documentation is directly proportionate to either (a) the degree of risk apportionment, or (b) the amount of control given to lawyers to negotiate the documents. Although one would like to believe that project-finance documentation could be off-the-shelf, it is almost always necessary to tailor the documents to the mine development itself and the individual desires of the borrower. Accordingly, the documentation costs and initial expenses are seldom less than $40,000, and for complex projects can reach $400,000. In addition, banks often charge an up-front fee to partly compensate them for their staff time and partly to increase their yield on what is deemed to be a "riskier" loan asset. Another factor is the generally lower debt:equity ratio when bankers are uncertain of the accuracy of the cash flow projections. The ratio of the amount of cash flow left over after debt service to debt service itself is a key tool for project finance (debt service coverage). Bankers will require a higher coverage ratio for industrial minerals projects because of the relatively higher uncertainties in the following categories: Prices Markets Geology/Quality Transportation Environmental This, in turn, means that lower debt:equity ratios are the norm for new industrial minerals projects. INDUSTRY STRUCTURE It is hardly worthwhile to generalise about a field as diverse as industrial minerals, but there are four other structural reasons why project financing has not been widely applied. 1. The most obvious example is the predominance of small-sized operations, largely a function of transportation economics. Geological conditions also contribute to their dispersion. 2. Often, the product is only a small part of a company's business in contrast to many petroleum, metals, or coal companies whose sole business is the production of the raw material. The construction industry is a good example here for cement, gypsum, crushed stone, sand and gravel, and the drilling-mud services business for barite and bentonite. A company is unlikely to jeopardise its main business through the failure of a project financing on one of its key inputs. The corrollary is that the mined input is often regarded as a cost centre and not run on the sort of economic basis suitable for project financing. 3. There may be a reluctance to reveal key aspects of an industrial minerals venture to an outsider for purely competitive reasons. "The Murray Brook gold mine operated from September 1989 to March 1991. Approximately 1.2 million tonnes of gossan were mined from an open pit and treated at a rate of 900 tonnes per day. The facility applied an agglomeration vat-leaching cyanidation plant for gold and silver recovery. The leached ore or tailings were rinsed of residual gold and cyanide and placed on an adjacent clay lined pad for storage and containment. A 50,000 tonne heap-leach demonstration project was constructed at Murray Brook in 1992 to recover copper and zinc from ore located in a sulfide-rich zone occurring beneath the gossan. The operation proved unsuccessful because of poor recoveries and low metal prices. The project terminated in the same year.A corporate decision was made in September 1999 to undertake complete and final reclamation of the Murray Brook site. Jacques Whitford and Associates Limited were contracted to develop the final reclamation plan and to assist the company in presenting the plan to the New Brunswick government for approval. The government approved the plan in January 2000. Two important reclamation issues were the mobility of mercury from the gossan tailings and the potential of acid mine drainage from exposed sulfides. The mine site is situated upstream of a productive river system, and the issue or impact of chemistry changes to the environment over the long term became an overriding factor in the development of the reclamation plan.A resource assessment of the gossan tailings in 1999 indicated an average concentration of mercury of 40 ppm. The mercury occurred naturally as the mineral cinnabar, but the exposure to residual cyanide (less than 10 ppm) over several years in the pile has likely caused much of the cinnabar to decompose into more soluble mercury forms. The reclamation plan specified the replacement of all sulfides to the pit followed by approximately 600,000 tonnes of gossan. To ensure “fixing” of the mercury, the gossan was replaced in compacted lifts and both the remaining pile and that replaced to the pit covered with available till and compacted. The reclamation work was successfully completed in September 2000 and the chemistry of the receiving environment will be monitored over a three-year period, after which the company expects to achieve walk away conditions."

Gravity recoverable gold (GRG) is largely distinguished from other gold by its non-mineralised, metallic form, its high degree of liberation from the ore and its appreciable particle size. The gold mining industry has so widely accepted the use of batch centrifugal concentrators (BCC) and intensive cyanidation (IC) systems for the recovery of GRG that these may well be considered requirements of any plant processing ore containing appreciable GRG. The recovery of gold by gravity is quick, easy and cheap by comparison to alternatives. However, there are cases where attributes of the ore make recovery of gold by gravity and IC unusually challenging. This paper describes three examples where such challenges have been encountered and met, including those where the ore contains cyanide soluble base metals and where fine GRG is to be recovered from flotation concentrate.CITATION:King, A and Carrillo, J, 2018. HAPPY BIRTHDAY Not only is 1971 the Centennial Year of the AIME, but it also marks the One Hundredth Anniversary of the United States Portland Cement Industry. On September 26th in 1871 David O. Saylor of Allentown, Pennsylvania, received his patent Numbered 119,413 for the manufacture of portland cement. "Cement" had been used in the United States before that. This was, however, natural cement - a direct product of rocks as found in nature, usually burned at low temperatures in open kilns. During the early 1800s this natural cement played an important role in such projects as the building of the Erie Canal. It was only after the Civil War that small amounts of high priced portland cement was imported from Europe. The successful use of this material in construction led to Saylor's experiments and subsequent patent for the manufacture of a scientifically controlled product in this country. These one hundred years have witnessed four major "ages" of cement . . . three of them occurring in the last quarter century since World War Two. The first age was the "Age of Development", a seventy-year period which saw the growth of cement and its concrete end uses as major construction materials. Next followed a period called the "Age of Demand" when, after the war, cement became in short supply relative to large building requirements. In effect a cement shortage existed. The decade of the Sixties proved to be the "Age of Reaction", with its courses of action coming in response to the problems that arose when the industry's expansion programs provided too much capacity. Today cement, and the concrete industries, find themselves entering the "Age of Reason". Steel fiber reinforced concrete segmental rings are the final tunnel lining for approximately 85% of the alignment for a 6.706-meter (22-foot) internal diameter tunnel being built as part of the East Side Combined Sewer Overflow Tunnel Project. This paper describes the approach adopted for the design of the steel fiber reinforced concrete segments, the development of the performance criteria for the segments, and the testing program used to confirm the performance of the materials and segments in the laboratory and in the field.

In formulating its strategic plan in 1998 the New Zealand Minerals Industry identified two related critical issues facing it. These are, broadly speaking, the issues of access to minerals; and the perception the public has towards the industry and its behaviour towards the environment. This presentation will report on the Industry's response to the public perception issue. The Industry has, through the NZMIA Council, and its Communication and Website Committees, developed and implemented strategies covering: communication through the print media, and through its website www.minerals.co.nz, a long-term educational outreach programme with schools, focussing on the significance of minerals, their contribution to community wellbeing and the negligible long-term environmental effects of the Industry's activities.

Since the days of the infancy of metallurgical industries, slags of various kinds have been accumulating. Until a comparatively recent date hardly any employment had been found for these waste products, which have had, consequently, little or no value. An exception to this rule is the basic Bessemer slag, the value of which has become universally recognized. It is to-day one of the standard fertilizers of the world, and a price of from $15 to $20 a ton is considered reasoiable for the ground slag, which, especially in Germany, finds a ready market as fast as it is prepared. IN five years mineral wool has grown to a thirty-million-dollar industry from one whose output was valued, in 1933, at $1,700,000. Ten years ago, in 1928, there were only seven producing companies, with an annual output of but 50,000 tons. By 1936 fifty or more companies were producing half a million tons. The industry is still growing vigorously and will profit from the expected activity in building in 1339, for two-thirds of this material is used for building insulation and to assist in fire-retarding, in both new and old homes. It is as useful in the South, to protect against heat, as in the North, to keep out the cold, if one may speak nontechnically. It is a concomitant of air conditioning, that new addition to the American standard of living that began in theatres, department stores, and railroad dining cars, and is rapidly progressing down to small homes. Here, then, is an industry that is only beginning to have a present, and one with an almost certain important future; one that depends upon mining and the by-products of mining for all of its raw materials; one that every progressive mining man should know something about.

"Improved measurement tools for monitoring and control of AG/SAG mill performance have a high level of interest in industry. Historically, acoustic emission monitoring has been widely used on SAG/AG/ball mills and hydrocyclones to provide new information on the conditions inside these devices affecting their performance. The current work was focused on a new technique using surface vibration monitoring of a number of pilot-scale and production-scale AG/SAG mills to yield insights into the events occurring in the mills. The development of relationships between signal analysis outputs and mill operating conditions can be used for soft-sensor measurement of mill process variables. The technique used an array of accelerometers mounted on the mill lifter bolts linked to a fast data acquisition system which monitored the surface waves generated during operation. Details of the system are presented. Mill operating variables were adjusted systematically to provide a wide range of operating conditions for surface vibration signal collection. The experimental approach is discussed.The signals acquired during the experiments were analysed using a range of techniques. The results show that strong relationships exist between measured vibration power (both total power and within certain frequency bands) and mill load level/power and mill speed. A new method for extraction of power spectral density and band power information on features of interest in a mill rotation cycle is also presented."

The disposal of end-of-life electronics is an issue receiving increasing scrutiny. This paper evaluates several alternatives for recycling cathode ray tubes (CRTs) within monitors and televisions. The primary recycling options for the glass, reuse in new CRTs or as a smelter flux, are examined from economic and environmental standpoints. The economics are modeled using a cost model that includes dependencies on processing costs, transportation logistics, and incoming material composition. The environmental consequences are modeled using life cycle assessment methodologies to determine the energy embodied in each processing alternative. Results map out preferred processing alternatives across a range of technological and operational conditions. The results indicate that economic costs and environmental consequences are heavily impacted by transportation. The preferred destination of CRT glass for a recycler is highly dependent on the proximity of the consumer to the recycler, although it is generally economically advantageous for the recycler to extensively dismantle the CRTs.

The Geotechnical Engineering research group at James Cook University has been working closely with all the leading mines in Australia in the area of minefills. They have carried out substantial research and consulting work on the drainage and stress developments within hydraulic fills. The objective of this paper is to summarize their work during the past five years on hydraulic fills. The paper will serve as a one-stop reference, pointing to relevant literature including the authors? own publications, on various issues covering drainage and stress developments within hydraulic fills. More than 15 different hydraulic fills, representing five major mines in Australia, were studied. Their grain size distributions and placement characteristics including permeability, porosity and dry density were studied and comparisons were made with the limited in situ data available in the literature. Stress development within hydraulic fills has been studied to minimize the risk associated with barricades failure. FLAC and FLAC3D were used to model stress developments within the hydraulic fills and were compared against the approximate closed form solutions available in the literature. A laboratory model was developed to study arching effects within the hydraulic fills.

A presentation of this project was given previously at the SHE Annual Meeting, Denver Colorado February 23-27, 1987. The project concerns the development of in situ recovery of borate products from a deep-seated colemanite deposit in California. The deposit contains some 147 million tons of borate ore containing 6.4% boron oxide (B2O3). This paper involves the numerous changes in the process that has taken place since that first presentation. This paper further explains the reasons for these changes which are primarily environmentally based and secondarily capital requirements related.

Many conventional structural analysis and design methods in current use are not appropriate for the mining industry. Two major reasons for this are that: • The economic life of a particular mine is limited, and • Much of the equipment and machinery used by the mining industry operates at relatively low speeds. Both of these factors can have significant cost implications if they are not properly accounted for during plant design. In particular, the often used practice of mitigating excessive vibration by adding mass to machinery supports is not only expensive but may worsen the vibration effects. Some of these problems, such as increased wear and tear, are not always easy to trace back to inappropriate design. This article focuses on vibration related issues and demonstrates that the mining sector has unique problems requiring unique solutions. Vibration: the basics Historic developments leading to current vibration design practices provide the key to why such practices are often inappropriate for the mining industry. To understand this, it is necessary to introduce some basic vibration theory. Consider a simply supported beam or foundation on which a vibrating machine is mounted. For analysis of the system's dynamic response, it may be viewed as a mass attached to a spring and a damper, such as the shock absorber of a car.

The fuel requirements for industrial and domestic consumers in New England, in normal times, are supplied almost entirely by fuel oil, anthracite, and bituminous coal. A shortage of these fuels occurred during the war. This shortage was caused by: (1) The diversion of oil to military uses; (2) the use of railroad and boat facilities that ordinarily would transport coal for the transportation of war material; (3) the inability of coal mines to apply the increased demand for coal which resulted from the conversion from oil to coal by domestic and industrial consumers; and (4) the increased demand of war industries for coal. Because of this Critical fuel situation, an investigation was made of possible sources of fuel nearer to points of consumption in New England.

AFTER more than fifty years of investigation and continuing failure in service, a satisfactory mechanism to explain stress corrosion cracking in homogeneous alloys is still lacking. The relative chemical activity of grain boundaries and adjacent grains, inferred from the boundary structure, has been used to explain intergranular cracking in a brass.' This concept is probably correct as a general hypothesis, but it requires much more extensive development in order to explain satisfactorily the observed phenomena. For example, the specific function of the solute in an alloy must be considered, because intergranular failure does not occur in pure metals,' which are structurally similar to homogeneous alloys. Also, in this connection, an inter crystalline fracture path in binary copper alloys can be changed to a transcrystalline path by relatively small ternary additions.' The fracture path in ß brass is predominantly transcrystalline,' in contrast with an inter crystalline path in a brass. Whether the two different fracture paths are the result of a difference in composition, crystal structure, or the state of long range order is unknown and cannot be determined with ß brass, because only the ordered state can be obtained at room temperature. The study of chemical activity at structural sites in the Cu-Zn system is restricted by the formation of opaque films in an ammonia environment in which stress corrosion cracking is generally observed. Furthermore, both components of the alloy are chemically active and the interpretation of observations is therefore relatively complicated. The Cu-Au system is a better choice for the purpose of studying structural factors. In particular, CuAu is very susceptible to cracking in ferric chloride and opaque films are not formed in this solution; it may be obtained in different states of long and short range order; and, finally, only copper is oxidized in dilute ferric chloride, which considerably simplifies the chemical problem. To provide information necessary for a more general explanation of stress corrosion cracking in homogeneous solid solutions, the following structural factors have been investigated in a Cu-Au alloy having a composition corresponding to Cu,Au: 1) the effect of long and short range order; 2) the structural sites from which copper is removed from the annealed and cold worked polycrystalline alloy; and 3) the effect of annealing time and temperature on structural reactions in the cold worked alloy. Experimental Procedure A Cu-Au alloy of nominal Cu3Au composition was cast from cathode copper and high purity gold and fabricated into sheet and wire. Chemical analysis for copper and gold indicated 48.92 wt pct Cu and 51.01 pct Au. Quantitative spectrographic analysis indicated 0.01 pct Ag, 0.002 pct Pd, 0.001 pct Pb, and 0.002 pct Fe, with traces of magnesium, silicon, and zinc. Presumably most of the remaining 0.055 pct corresponds to the limits of analytical precision. Heat treatments of wire and sheet were conducted in argon or vacuum. In the late 1970's and early 1980's a considerable number of large scale open pit mines were developed in N.S.W. and Queensland. At the time these mines were planned, the industry was characterised by rising coal prices, rising fuel prices, and a host of other labour and government constraints different to the situation today. Yet some mines have clearly been able to cope with this change much better than others. While one mine may now be expanding and profitable, its neighbour may still be labouring under painful adjustment processes. This paper examines the major reasons for this difference. It suggests more robust criteria for assessment of future projects to reduce their sensitivity to changes outside management control.

It is well known that the elimination of impurities such as iron pyrite, shale, clay, silica, etc., from coal, by floatation [Sun, 1954; Aplan, 1983] and selective oil agglomeration [Keller and Burry; 1990] depends on the fact that coal is hydrophobic, and the impurities are hydrophilic. The water contact angle has long been used to evaluate the hydrophobic nature of coal, first by Brady and Gauger (1940), who demonstrated that the contact angle of water on coals increases with rank, and passes through a maximum at about 88% carbon. Brown (1962) found that the contact angle of coal decreased with increasing ash content. Sun, and also Aplan, have reported a direct relationship between values of the contact angle and rank, and have related the contact angle to coal floatability. Horsley and Smith (1951) first demonstrated that the captive bubble contact angle may be used to characterize the hydrophobicity of a coal containing more than 80% carbon DAF, while Parekh and Aplan (1978) have shown that the sessile-drop technique may be used to evaluate the hydrophobicity of coal of any rank.

"Phytostabilisation with tolerant plant species has been advocated as a cost-effective solution for sustainable cover of tailings from metal mines and bauxite refinery. The development of sustainable plant ecosystems on such wastes requires not only tolerant plant species compatible with local climatic conditions, but also the formation of stable and functional root zones through systematic processes to develop functional soil matrix and horizons (eg A-B-C). However, the process requirements for reconstructing functional root zones in tailings are poorly understood. Based on a review of current literature and industry experience in tailings revegetation, the present paper conceptualises three key phases in the process of root zone development in amended tailings: hydro-geochemical stabilisation resulting from the interactions among tailings characteristics, amendment measures and local climatic conditions the rehabilitation of soil biological capacity the establishment of ecological (carbon and nutrient) linkages between the rehabilitated root zones and the above ground plant communities.Key research is required on: the relationship between hydro-geochemical stability and mineralogy and geochemistry of tailings, in response to rehabilitation treatments under local climatic conditions the relationship between soil biological capacity and hydro-geochemical stability in the root zone the transition of soil microbial communities specific to exogenous organic matters into those required for mineralising litters of in situ plant communities.CITATION:Huang, L, Baumgartl, T, Edraki, M and Mulligan, D R, 2012. The program to transfer technical information on these highly advanced machines from builder to user will be discussed as a vital link to this accomplishment. Some interesting features of these machines will be covered as well as a recounting of the various conditions that were encountered during these drives and how they were resolved.
