The European Union (EU) have recently issued new Threshold Limit Value-Time Weighted Average (TLV-TWA) for diesel exhaust contaminants, which are CO, NO2 and DPM. The new limits for CO and NO2 were issued in 2017 whilst the one for DPM was issued in 2019. However, in order to allow EU mines to formulate strategies to comply with these new limits, the EU granted a transition period in which mines could use the old limits until the new limits are enforced. The new limit for CO and NO2 will be enforced from 21 August 2023 whilst the one for DPM will be enforced from 21 February 2026. The new limit for NO2 and DPM is very low, 0.5 ppm for NO2 and 0.05 mg/m3 of Elemental Carbon (EC) for DPM. Combination of these two limits would be the lowest among all mining jurisdictions worldwide. It poses a huge compliance challenge to EU mines if they keep using diesel machines. Therefore, a study and a field trial were carried out by the author in 2019–2021 to investigate whether replacing diesel machines with Battery Electric Vehicles (BEVs) would be the best answer to this challenge. This paper outlines results of this study and field trial.

The gravity recoverable gold (GRG) parameter reflects liberated gold or gold-dominated composite particles that can be recovered by gravity separation. Recoveries depend upon mineralogy, in situ particle size and the comminution and extraction method used. Any ore bearing >15 per cent of gold greater than 50 ¦m in size is likely to have a GRG component. The principal characterisation methodology applied is the three-stage GRG (3GRG) test, based on a 40 kg to 100 kg sample. An alternative is the single-stage GRG test (SGRG), which is generally based on a 20 kg sample. Experience has shown that GRG values can vary throughout an orebody, particularly within different grade and/or mineralogical domains. Test programs must consider sample frequency and mass. This study demonstrates the variability of GRG results based on different sample masses. Consecutive underground faces on a coarse-gold dominated quartz vein were sampled taking five different masses from each. Each sample was processed using a SGRG approach. Subsequently, each development round was batched through a small gravity production plant. The results show that the small samples understate the plant GRG and show inter-sample variability. Large samples show less variability and a SGRG closer to the plant GRG. A high SGRG broadly correlates to higher gold grades, more coarse gold and larger gold particles. These results are intuitively correct, but indicate the likely challenges of sampling for gold recovery in heterogeneous systems.CITATION:Dominy, S C, 2013. Principal component analysis of the variation of Cu, Ni, Zn, Pb, Mn, and Cr in a control group of 96 samples of surface ironstone from the Yilgarn Block, Western Australia, was used to derive a simple graphical method, based on only Cu, Ni, and Cr, for discriminating between massive nickel gossans and other ironstones.When the graph was tested by plotting 400 control samples, it failed to correctly classify only nine out of 176 gossans and 11 out of 224 other ironstones.

Extensive deposits of brown coal exist in the Gippsland Basin, primarily in the Latrobe Valley. The total quantities of economically winnable coal in this region of Victoria and in other smaller fields are large enough to adequately assure Victoria's future electricity needs and to also provide large quantities for alternative applications, including liquefaction. As a result of the recent conflict in the Middle East attention has again been focussed on the production of synthetic fuels from coal. There have been many investigations over the years into the production of oil from Victorian brown coal. The purpose of this paper is to summarise the scope, objectives and major findings of these studies, with the emphasis on the direct hydrogenation route for converting brown coal to oil. The principal alternative processes are carboniastion and hydrotreatment of the product tar, or gasification and Fischer Tropsch synthesis of liquids from the product gas. The attractions of Victorian brown coal which have encouraged these studies include: ò the vast reserves of Victorian brown coal and the favourable conditions for low cost mining, ò the high quality of the coal (low ash, sulphur and nitrogen contents), ò the high reactivity of the coal giving high yields of product in hydrogenation to liquid fuels, ò the extensive data base available on the resource and its characteristics, and ò the availability of a skilled workforce and extensive infrastructure in the Latrobe Region to support a major resource development project. These advantages have been partially offset by: ò the high moisture content of the brown coal and the cost of drying, and ò the priority previously given to electricity generation in the allocation of the brown coal resource.

The variability and uncertainty of mineralisation, coupled with subsequent uncertainty in mining and processing, is often paid scant regard or overlooked during the evaluation of mining projects. In many instances, when the project transitions to the operational phase, the reality of feed or product variability and the consequences of unquantified uncertainties throughout the value chain become obvious. The outcome is the familiar picture of frequent ramp-up underperformance and failure to deliver on planned targets and objectives.Both mine and exploration geologists are expected to generate mineral deposit models that are based on an integration of diverse sources of data. These multifaceted deposit models already play a pivotal role in the design, development and optimisation of mining project value, and the trend to a fully digitally engineered future means that this importance is increasing. It is therefore vitally important that tools be made available to the geologist (as well as mining engineers and metallurgists) that enable them to characterise and assess variability and uncertainty via appropriate deposit models and thus articulate their impact on potential project configurations and decisions. Scenario-based project evaluation (SBPE) provides a framework for full and proper analysis of the downstream impacts of inherent deposit variability and uncertainty on project performance.SBPE has been developed by the authors over several years and aims to propagate geological uncertainty and variability through the mining value chain. The outcomes of SBPE can be tested against future external scenarios capturing financial, economic and socio-political factors that also drive project performance. Stochastic representations of the orebody (via conditional simulation (see Chilès and Delfiner, 1999)) that explicitly incorporate variability and represent uncertainty are propagated through the value chain on a block-by-block basis (ie on a much more granular basis than traditional project evaluation approaches).Conventionally, metallurgical processes are modelled with deterministic equations (eg regression models) based on limited data. The SBPE approach allows for the modelling of process performance uncertainty using geometallurgical sampling fully. Multiple outcomes of SBPE are passed through financial modelling, which can also incorporate stochastic components, thus allowing full quantification of the risks and opportunities of a set of project alternatives. The value of the SBPE system is that once a base case has been established, multiple engineered alternatives coupled with external scenarios are easily evaluated and compared in terms of incremental value.A new case study of SBPE is presented that shows how, by analysis of the various aspects of variability and uncertainty, project managers are able to focus on the areas that have the greatest ability to reduce risk and/or add significant value. While the new Minister of Economic Development sends his apologies at being unable to speak at this Conference, I am delighted to present on his behalf. The Ministry of Economic Development is not only responsible for managing the Crown mineral estate, but also for developing initiatives and policies to promote regional economic development and for managing the GovernmentÆs broader economic development strategy. IÆd like to talk to you today about the critical links that need to exist between these three areas.   I am going to start with a question for all of you. What do these towns have in common? +        Waiuku, +        Thames, +        New Plymouth, +        Nelson, +        Greymouth, +        Arrowtown, +        Reefton, +        Palmerston, and +        Dunedin.   The answer is minerals. These towns were nearly all founded on the back of minerals and mining. In the case of Greymouth it was gold that brought the people to the mouth of the Grey River and it is coal that sustains the town.   In 1870 the town of Shortland had 20 000 people, 90 hotels and was twice the size of Auckland. We now know Shortland as Thames, and of course Auckland is considerably larger. One wonders whether the good folk of Shortland suffered from ætraffic jamsÆ with 90 pubs to navigate between. Gold mining in the Aorere River near Collingwood led early entrepreneurs to develop the land surrounding Nelson as a food basket to sustain the mining population. Nelson is still thriving on this legacy today. The town of Palmerston was founded in 1862 as a stopping point for gold miners heading into central Otago. The gold rush made Dunedin New ZealandÆs first highly industrialised city. Reefton on the West Coast was the first town in New Zealand to have electric lights and in the recent past we were wondering whoÆd be left to turn them off. New Plymouth, and Waiuku are still known as energy and mining centres.   By contrast once thriving towns like Capleston, Canvastown and Blackball are just names on a map now, and at the extreme you have places like Waiuta which has been reclaimed by the West Coast forest. Queenstown was built off the back of the gold rush, but by 1900 with the gold gone, only 190 people lived there yet Queenstown has managed to rebuild itself thanks to some other stunning natural assets. These examples help illustrate three key points that I am sure will each be extensively linked with our minerals and mining industries. First, NZÆs development and that of its regions has been, and continues to be, inextricably linked with our minerals and mining industries.   Second, things change. Sectors, regions and countries must continually adapt and improve if the are to avoid the fate of the Waiutas of this world. And third, the development challenges faced by NZ and its mining industry in the 21st century are vastly more complex than in the past. Governments and industry alike must balance and respond to a range of domestic and international environmental, cultural, economic and other interests and considerations. If you thought of your industry as æjust digging holes in the groundÆ then you may as well simply stick your head in one!

It has long been recognised that knowledge of the conditions existing in a mine after an incident is essential in deciding whether to deploy responders as part of the incident recovery process. Applying this knowledge in a structured manner to the assessment and the acceptability of the risks likely to be faced by those teams during response activities before authorising their deployment is an onerous task incumbent upon the person controlling the incident response. The Mine Event Management System (MEMS) provides structure and coordination in the management of mine events. It assists with the skills and knowledge for incident control teams to effectively manage any emergency or non-emergency event, be it large or small. In cases where multiple organisations are involved, the MEMS promotes effective joint operations through the use of common terminology and structure to provide seamless communication between agencies at all operational levels. The SQL-based software developed by Queensland Mines Rescue Service (QMRS) assists decision-makers to make considered options; it does not make decisions for you. When set-up, it allows the information that already exists within a mine’s Safety Health Management System that is relevant to the incident to be accessed and considered rapidly within the pressured environment of an emergency. Additionally, the incident specific questions contained within MEMS focuses the management team on gathering and assessing information relevant to the incident as it progresses. The software’s event log can be utilised as an auditable document for post incident investigation. The MEMS provides a process to properly consider the adequacy of the information available upon which decisions have to be made, to consider and acknowledge the hazards of the environments within or adjacent to which responders will need to work and to acknowledge and authorise the entry of responders into or to remain within a mine either during or post an incident occurring, once an acceptable level of risk is achieved.

The recent advances in digital imaging technology, specifically around photogrammetry, have facilitated precision measurement in the difficult conditions encountered in an underground development mining environment. With the recent downturn in the resources industry, many mining houses have begun to focus on cost reduction projects and driving efficiencies. The application of digital photogrammetry has allowed greater insight into the development mining cycle and supported a focus on areas where efficiencies and cost savings can be achieved. Data collation, via digital image capture, can be completed with minimal disruption to the development mining cycle with analyses taking a nominal time to process and interpret. The result can be a stark visual representation of the result of blasting and associated activities of the development mining cycle. Many millions of dollars of benefit can be derived from understanding the impact of each component of the development mining process, with some of the biggest savings associated with conformance to drill design and the minimisation of overbreak during blasting. This paper will explain the image capture process, analyses and instigated improvement opportunities that were undertaken at a number of mine sites to improve efficiencies and drive savings in their development mining processes.CITATION:Klaric, P, Swart, N and Barnes, S, 2017. Historically the insurance industryÆs involvement in any project has been relatively late in the process. Often it was a case of the last item to be ticked off the checklist has been to ensure that the insurance is in place. However, in more recent times insurers have imposed more restrictions on the cover they are prepared to provide, which has in some cases necessitated a change in the contracting structure to accommodate the insurance policy(ies). In addition, changing contractual practices have changed the allocation of risk between the various parties involved. This calls for a more proactive approach to the design and implementation of an insurance program for both the construction and operational phases of any resource project. This paper explores how a risk managed approach to the design and implementation of an insurance program for a resource project can align itself with current management approaches to project development. From the authorsÆ experience, this approach is best adopted early on in the project (often in conjunction with the bankable feasibility study) and follows AZ/NZS4360 to objectively examine and compare a wide range of risk exposures of the project in a time-effective manner across the following areas: personnel; environment; general management; compliance û legislation, systems, protocols; asset management; change management; financial impacts to the organisation; products/services; service delivery; and technology. Having identified and then analysed the risk exposures according to common consequence and likelihood ratings the next step is to develop a risk map of all considered exposures. The true value of this approach lies in the development and implementation of a risk treatment plan for identified exposures where the exposure is unacceptable. The plans will lead to the optimal solution to the appropriate risk prevention, risk mitigation and risk transfer options available. This paper also examines other benefits to the project that may arise from adopting a risk managed approach in addition to the ability to design an insurance program which recognises the exposures and the ability of the organisation (and other project parties) to retain risk.

The Morning Star diorite dyke has been subjected to two periods of mineralization. The earlier, genetically related to the dyke magma, gave rise to a weak chalcopyrite-pyrrhotite-pentlandite-gold mineralization in a narrow zone, up to 25 cm. wide, which parallelsthe nearby western (hanging) wall of the dyke. Subsequently a set of conjugate shears formed in the dyke as a result of tectonic movements. Gold-quartz veins formed in these shears giving rise to the classical "ladder veins" of the Morning Star mine. On either side of the veins ("floors") the diorite has been bleached for up to 3 ft. This involved introduction of much CO. and some K"O, and S with abstraction of SiO. and FeO, giving rise to carbonates, sericite, zoisite and pyrite. The veins consist of quartz with minor amounts of albite and carbonate, together with pyrite, arsenopyrite, pyrrhotite, chalcopyrite, sphalerite, tetrahedrite, galena, bournonite, boulangerite and gold. Spectrographic analyses of gold show that the suite of trace elements is consistent throughout the mine.INTRODUCTIONThe gold-quartz veins of the Morning Star Gold Mine, at Wood's Point, Victoria, are a classic example of the "ladder vein" type of deposit. The structure of this series of repeating quartz veins or "floors", some barren and some productive, occurring in a set of conjugate shears which transect a "dyke bulge" of diorite (Fig. 1), has been described on numerous occasions as mining has progressed and figures in the textbooks (Whitelaw, 1905; 1916; Junner, 1920; Lindgren, 1933; McKinstry, 1935; 1942; 1949; Kenny, 1949; Hills, 1952; Clappison, 1953) ; but there has been no study of the mineralization apart from that in Junner's (1920) general study of the Walhalla-Wood's Point Goldfield, made at a time when mining had not developed below the 400 ft. level,. and the mine was dormant.

Mechanical and electrical (M&E) systems in road tunnels are constrained by the traffic envelope and the construction profile. Whilst these spatial constraints are often ælocked inÆ early in the design process, the detailed M&E design continues for some considerable time after key civil engineering issues have been resolved. Ventilation design criteria for both normal and emergency operation often involves considerable negotiation with a wide range of stakeholders. Final system performance and spatial requirements are only finally resolved when suppliers are selected following the tender process. Lighting design is dependent upon a wide range of factors including tunnel lining materials and associated colours as well as agreed maintenance regimes. Cabling systems can only be developed when the general arrangement for power distribution is agreed and a system of substation, switchrooms and equipment rooms is in place. Many other systems such as fire protection and communications facilities fill the available space beyond the traffic envelope, where physical, structural and æsight lineÆ requirements must all be accommodated. The more co-ordinated civil engineering and M&E design is and the earlier the process starts the better the outcomes for all parties.

This paper aims to collate the metallurgical test work undertaken on the Barrytown mineral sands deposit. It is intended to serve as a summary of mineral dressing work undertaken by all interested parties up to the time of writing. Areas requiring further investigation are: in situ grades and recoveries of accessory minerals,the question of 'rank' of ilmenite within the deposit,flow sheet development for the recovery of gold and monazite, andcost analysis to investigate the relative worth of other minerals; notably rutile. Flow sheet development with respect to the Accessory Minerals cannot be accurately defined until the importance of each mineral in terms of grade, recovery and expected revenue is determined. To date, ilmenite and zircon flows are well documented. Further work is needed to quantify recovery's and flows of the other minerals; notably monazite, gold and rutile.

Tonnage and grade are the principal reported components of mineral resource estimates but tonnage is a derivative of two more fundamental estimates; volume and bulk density. Typically, most of the effort in a resource estimation study is directed towards grade and volume, yet poor application of bulk density data to resource models can result in significant biases. The impact on tonnage estimates is easily recognised but poor density estimates may also introduce subtle biases into the grade estimates. Methods for measuring bulk density have been discussed previously. This paper focuses on the manipulation of bulk density data and the extension of bulk density from essentially point measurements to block estimates within resource models. Bulk density is a continuous, geologically controlled, spatial variable and should be treated as such. Issues such as combining data from multiple sources, sample support and the interdependence of bulk density and grade estimates must be resolved. The statistical and geostatistical techniques used for grade estimation are, under the right circumstances, equally applicable to bulk density. The importance of bulk density needs to be recognised. With robust raw data and correct estimation procedures, better estimates of bulk density can be obtained and both local and global tonnage and grade estimates can be improved.

In the north of the Netherlands, in the environment of Harlingen, an industrial waste incinerator was installed in 2011. The population in the region is concerned about adverse health effects related to possible emission of dioxins. This study compares the relative merit and reliability of four sampling approaches aimed at quantifying the possible pollution patterns surrounding the incinerator: short-term versus long-term isokinetic flue gas sampling, spatial sampling of grasses and a novel approach developed by the Toxicowatch Foundation, based on local composite sampling of ten eggs from backyard chickens (local area pollution load averaging by accumulating bio-entities). Based on the latter approach results of a new analytical bioassay, DR CALUX®, from 15 locations near Harlingen harbour show distinct above-threshold dioxin levels in the environs of the incinerator. Currently only short-term flue gas sampling is mandated by the authorities; based hereupon, under normal operating conditions, the incinerator appears to be compliant with emission standards. This short-term sampling scheme is seriously flawed, however, in that it only demands one continuous 12-hour sampling period per annum – an extreme grab sampling transgression in the time domain. In starkest possible contrast, significantly elevated dioxins emissions were measured in flue gas during events of unstable combustion conditions by continuous long-term measurements. The dioxin congener patterns from long-term flue gas sampling show similar patterns as the congeners found in backyard chicken eggs and grass, evidence that elevated dioxins in eggs is due to emissions from the incinerator. These results make it mandatory to perform long-term, continuous measurements for all sources where similar high-temperature combustion/emission processes take place. Backyard chicken eggs are a prevalent regional bio-accumulating sample type in rural and agricultural regions, which is relevant to air pollution emission monitoring. There are interesting relationships between this type of sampling bio-sensors and the special bioassay DR CALUX® features, which, although quite outside traditional contexts, never-the-less all can be well understood in the context of the Theory of Sampling. We venture to unravel the complex interactions between correct and incorrect sampling errors and the extraordinary complicated analytical issues involved in monitoring and source tracking using accumulating bio-sensors. This paper on the relation of Granite and Sedimentary Contacts to Victorian Mining will, it is hoped, be of interest to members of the Institute.The broad fact that gold often occurs' at or near the junction of granite with sedimentary silurian or metamorphic rocks has been noted by some Victorian geologists, miners, and prospectors; but the fuq practical value -of the fact does not seem to have been fully realised by prospectors. Glancing at the Geological" Map of Victoria, one can see that many of our goldfields 'are situated at or near the junction of granite with Palceozoic sedimentary formations, and that some of our alluvial fields are on granite. Many prospectors are possessed of this knowledge but when prospecting a contact locality, they would be just as likely to confine their search for auriferous matrices to spots a quarter of a mile on the sedimentary side, as on the actual contact line of two formations.

A rotating disc geometry was used to provide a uniformly accessible surface for a kinetic study of copper cementation with zinc in sulphate solution. For copper concentrations of the order of 10 p.p.m., a porous, adherent deposit is formed on the zinc surface and this has a significant influence on the reaction rate. When the specific mass of deposit is less than about O· 35 mg/cm2 the surface may be considered as smooth and the rate is described by simple convective counter diffusion of zinc and copper ions through a laminar diffusion boundary layer to the deposit-solution interface. In the presence of additional deposit, the diffusional mass transfer rate is increased by increased surface roughness.The rate under these conditions is first order, with the degree of enhancement independent of further increases in the specific deposit mass. The enhancement in rateis, however, directly related to the initial mass flux and the species involved in the reaction.Preliminary work showed the same mechanism to apply to cementation from chloride solution, solutions of high zinc concentration, and cementation of copper with iron..

A coal dust explosion is one of the most significant risks in the harsh and complex environment of an Underground Coal Mine (UCM). Reviewing literature, regulations and existing systems surrounding explosive dust management shows that there have been few advancements in managing this risk over the past 90 years. Legislation has remained relatively stagnant and minimal systems are implemented in the real world that can simplify, standardise and improve the effectiveness of UCM explosive dust management. To help bridge this gap, Corehesion, in collaboration with an UCM has designed, developed and implement an Explosive Dust Risk Mitigation System (EDRMS) utilising components of Business Intelligence (BI) that is capable of real-world use in industry. To do this the existing explosive dust management process at the associated research mine was evaluated to form high-level and detailed design requirements, focusing on digitally simplifying the procedure, not replicating it. The system was then iteratively and incrementally developed and implemented at the research mine to commence real-world use. The developed BI platform is compared with the existing process to highlight the advancements in performance transparency, efficiency and optimisation of UCM explosion mitigation. This comparison and evaluation of the real-world system implementation at the research mine demonstrate its success in automating procedure steps, providing a readily accessible source of data and enabling a proactive approach to planning and managing explosion risk mitigation. In addition to improvements just for the research mine, this EDRMS created directly address many Queensland regulatory audit findings. By finalising the total system and making the highlighted changes for standardisation, this BI system will have the adaptable capabilities for implementation across the UCM industry. As accurate data availability improves at UCMs, further work can be done to improve the systems’ optimisation techniques and integration of other risks.

Electroslag remelting (ESR) today and into the future, will still be the main process for producing high-quality ingots by suppressing segregation, not just refining chemical composition from impurities. This paper analyses state-of-the-art electroslag refining with a focus on ESR with consumable electrodes, and recent technology with liquid metal supply (ESR LM) in view of their refining abilities and development trends, taking into consideration that the size of the ingots required by industry continues to grow, and the composition of new materials sophisticates to withstand increasingly higher mechanical and temperature loads . The yield of suitable metal in large ingots produced by conventional casting is low due to problems of element segregation by height and crosssection. For example, conventional ingots for nuclear powerplant rotors today reach nearly 700 t in weight. Attempts to directly replace such giant ingots with big-diameter ESR ingots weighing approximately 400 t were also unsuccessful because of growing segregation. Modern ESR equipment and technologies produce 200–250 t of ingots of satisfactory quality, reaching 2.5 m in diameter, implementing the change of consumable electrodes during remelting to increase ingot length. Another way to mitigate segregation is to enlarge the smaller diameter ESR ingot by a 500– 800 mm coaxial layer to the desirable diameter by ESR in the current-supplying mould (CSM). Modelling and experiments prove that refining from impurities and non-metallic inclusions at ESR most effectively occurs at the slag bath and liquid metal pool interface because the ESR LM has provided the same desulfurisation. ESR’s special refining capabilities in CSM come from the much longer time of LM residence shown at titanium purification from hard-melting nitride inclusions that are unremovable in vacuum arc remelting (VAR) and electron beam melting (EBM). Implementation of ESR technologies in CSM, especially with LM supply, is prospective to produce heavy enlarged and hollow forging ingots with prevented development of segregation due to dividing cross-section and reducing overheat of solidifying metal.
