The early development patterns of both Australia and New Zealand were substantially in parallel and both were heavily indebted to gold mining for, providing the stimulus to growth. However, since the mining boom, of 1895 - 1899, the mining sector in New Zealand has progressively declined, while in Australia it has assumed an increasing importance in the economy. The continued dominance of minerals in Australian trade, and the fact that eight out of the top ten companies in Australia are directly involved in mineral exploration and production, has strongly influenced government and public attitude's to the minerals sector. Although the legal framework of mining and exploration Acts and Regulations are similar it is in, the method of administration, particularly in regard to exploration and prospecting licences, that the gulf across, the Tasman is apparent. Despite the relative ease of application and granting of licences in Australia, in the more settled south eastern part of the continent we are finding more and more land is being zoned unavailable for exploration. In the remote areas, the Aboriginals now control nearly ten per cent of the land area of Australia, virtually with drawing that portion from exploration. The concept of 'Australianisation' has softened a hardening attitude against foreign investment in mining on the part of the bureaucracy. This anti-mining attitude is fortunately, not shared by the public, and we can but hope that the will of the Australian people can filter through to our masters in Canberra, and ease the rapid increase in the number of regulatory bodies which does so much to inhibit the normal conduct of business. The delays caused by interminable hearings and committee investigations all cost money. This cost can only rebound back on the end consumer, who after all is a voter.

Solid Energy is the largest coal producing company in New Zealand, employing 500 people and more than 250 mining contract personnel. The coal produced by Solid Energy plays a significant part in the energy mix for New Zealand being supplied to the coal-fired power station at Huntly. It is also supplied to a wide range of industrial users, NZ Steel, and primary processing. It is fair to say however that the positive economic and social benefits of coal have to some extent been overshadowed by the negative environmental consequences of coal mining.   Over the past two years Solid Energy have been actively researching and addressing the impacts that they currently have on the environment and making a significant investment in environmental improvements, rehabilitation projects and environmental research to address historical and ongoing environmental issues. These investments have been driven by the companyÆs commitment to its environmental policy, which states:   æSolid EnergyÆs overall environmental objective is for the cumulative result of all the activities we undertake to have a positive net effect on the New Zealand environmentÆ.   With such significant investment it is essential that the company is able to target expenditure wisely, ie invest where there is greatest environmental gain to be had, and are also able to actively demonstrate to stakeholders the improvements that are achieved. In order to be able to demonstrate the commitment and the steps that the company is making towards this goal a number of systems have been developed. Firstly an environmental management system along the lines of ISO14001 formalising the environmental processes, responsibilities, auditing and management review. Secondly as part of the planning element of the EMS an environmental management matrix, which allows the scoring of sites against environmental management goals, has been developed. Thirdly the monitoring and measuring tools have been upgraded with GIS driven relational databases installed for management of consent related information and monitoring results.   The development of the environmental management matrix has drawn on a number of existing systems such as the Australian Institute of Mining and Minerals Code 2000. In addition to adapting the scoring regimes from these methods the Solid Energy Environmental Matrix has been further developed to ensure that it reflects the actual environmental impacts on site, as well as the management and audit systems that are in place to control them at a strategic level. The development of this matrix has included a number of steps: +        reviewing the information that stakeholders would be interested in, +        reviewing what was already available, +        development of systems to collect data and benchmark the current         operations, and +        setting up support systems to ensure that the correct information would be provided for scoring.

Designing for early access to deep orebodies is an essential driver for improved project payback. Vertical shaft sinking techniques have been developed to allow concurrent mine level excavation while continuing to sink. Project cash flows can also be improved when simultaneously deepening existing shafts beneath operating hoisting systems. Further economic advantage has been realised through creative sinking sequencing in twin ventilation/service shaft projects. A fourth technique to reduce project schedules involves partial shaft barrel equipping allowing unrestricted access to construct stations and continue with level installations. This approach reduces interference with barrel sinking activities to insignificant proportions. This paper reviews how these approaches have added significant value to actual shaft sinking projects, as assessed from a contractorÆs perspective, and discusses some of the practical issues to be addressed when planning future projects. Designers need to take cognisance throughout all project engineering phases of the adage that you are only sinking when cleaning the face. Cleaning can only be sustained when there is sufficient hoisting capacity.

The US Mine Safety and Health Administration (MSHA) conducted compliance assistance diesel particulate matter (DPM) sampling throughout the underground metal and non-metal mining industry. Based on that sampling, MSHA identified mines that were having difficulty meeting the DPM limit. To provide further assistance, MSHA then visited approximately 60 of the mines that were experiencing difficulty complying with the DPM standard. As part of these visits, DPM exposures were measured and control technologies for DPM were observed and assessed. Controls consisted of ventilation, clean engines, environmental cabs, alternative fuels, diesel particulate filters (DPF) and work practices. The focus of the follow-up compliance assistance visits was to assess control effectiveness and to make recommendations to mines experiencing difficulty in meeting the DPM standard. At each mine visited, the ventilation controls were evaluated, engine emissions were determined for equipment in use, environmental cabs were examined, and operational practices were noted. Additionally, control technologies, including alternative fuels and DPF were evaluated in several mines. A comparison was made of mine and section airflow to equipment particulate indices. Based on engine emissions, horsepower and operating time, the contribution of individual engine emissions to total emissions was made. Environmental cab integrity, positive pressure and air filtration systems were checked and operational practices relating to DPM exposure were assessed. This paper summarises the preference and magnitudes of controls that were typically used or needed for successful control of DPM. Additionally, results of the assessments of alternative fuels (including bio-diesel and water emulsion fuels) and DPF are presented.

With a brownfield project comes control integration challenges. The Khumani Iron Ore Mine’s second phase expansion posed a number of challenges as there was substantial brownfields work conducted. The fi rst phase was the compilation of the modifi ed process functional specifications for the project. The second phase was an audit on all of the operational sequences; this included a comparison between the SCADA sequences, sequential starts analysed from the historian data (with the potential for improvements made by the plant operators in manual start-ups) and what was proposed in the process functional specification. Differences, inclusions and missing equipment were highlighted. The third phase was the comparison of interlocking and control in the PLC with the updated process functional specification; this was done during the coding process. Running parallel to the three phases was the SCADA integration; tie-ins to the existing SCADA were conducted on maintenance days and shutdowns, in many instances with ‘dummy’ equipment to get the operational staff accustomed to the new interface. This paper details each of the phases, the success of this methodology as well as the pitfalls experienced.

A brief review of the Waipipi Iron Sands Limited company history and operations over the past ten years is made along with a summary of the benefits of this mining company to New Zealand. Land rehabilitation procedures in coastal dune lands are described in detail and brief mention is made of a study of animal health and copper uptake. The paper concludes with a summary of the increased emphasis on agronomy and restoration as the mining operation commences dredging in a better class of grazing land.

A trigger action response plan (TARP) provides a structured response to escalating levels of risk. In mining, TARPs are typically applied to primary hazards such as inrush, strata failure or heating. Necessary for the creation and deployment of a TARP is a monitoring system capable of detecting deviations from normal conditions. The advent of real-time instruments capable of measuring diesel particulate matter now permit decision-making within shifts to address possible overexposure. Deploying a TARP for diesel exhaust emissions can lower the probability of a person’s average exposure (over a full shift) exceeding the exposure standard by detecting deviations of diesel particulate concentrations from normal conditions. This enables pre-emptive action to mitigate or protect. There is often a difference in opinion about the allocation of risk in the establishment of mine closure bonds or financial assurances. From the State’s perspective, protection is needed to ensure that the broader community is not left with the liability of properly closing a mine in the event of a default by the mine operator. Such a default might occur where an operator decides to abandon a site, perform incomplete rehabilitation, becomes insolvent or claims limited liability. On the other hand, mine operators who can demonstrate a strong financial position plus a record of social and environmental commitment and performance, argue that there should be some recognition of this in setting a bond that is less than the full cost of early closure. They argue that a mine rehabilitation bond based on the full cost of early closure is overly conservative and ignores the actual risk of the operator being in default. Most elements are extracted ftom the acid, aqueous solution by Alamine 336 (tricaprylyl tertiary amine) and thorium is determined in an aliquot taken from the aqueous phase by means of its reaction with arsenazo III. Concentrations down to 4 p.p,m. may be determined at a rate of 100 samples per man-day of 8 hr.

Sulphuric acid leaching at atmospheric pressure of a number of Australian nickeliferous laterites was examined in detail. The results obtained indicate that nickel can be extracted from these ores, although the conditions required to achieve about 90 per cent extraction vary widely. These differences in reactivity can be related to the types of nickel-bearing minerals present.Nickel is more readily extracted from nickel-bearing clays such as chlorite, than it is from nickel-containing goethite.The results clearly show the problems associated with the processing of complex ores such as the nickeliferous laterites, and they indicate the need for complete characterization of each deposit.

Good mining is central to any approach to value tracking. Good mining occurs where the ore is correctly delineated, measured and fed to the mill. This process is usually referred to as grade control, ore control or quality control. There are now ways to measure the efficiency of this process, such as by using conditional simulation, and a brief synopsis is presented. Resource estimation is the foundation of ore reserve estimation, which should enable useful prediction of the expected metal to be recovered from mining and milling. Significant improvements have resulted from applying new techniques such as the Chain of Mining (CoM) method, which models the mining process. Again, a brief synopsis is presented. Tracking value from the mine through the mill implies a linear sequence of processes that can be modelled. Reality is more complex and there are error components, feedback loops and breaks in the Chain of Value. Modelling the total production process in a number of operations is considered, including the various impacts on producing reconciliations. Procedures are also discussed for handling a number of difficult issues such as: different data supports, stockpiling strategies, blending from multiple ore sources, blast movement and underground ore extraction.

"The Phu Kham copper-gold operation in the Laos People’s Democratic Republic (PDR) is owned and operated by Phu Bia Mining Limited. PanAust Limited holds a 90 per cent interest in Phu Bia Mining Limited, with the remaining ten per cent held by the Laos PDR Government.The original 12 Mt/a copper-gold concentrator at Phu Kham commenced production in April 2008. An incremental improvement program resulted in a number of circuit changes being incorporated by 2011, including conversion of conditioning tanks to flotation cells and the installation of a Jameson Cell cleaner scalper. In 2012 the Phu Kham Upgrade Project was commissioned to increase throughput to 18 Mt/a. In April, 2013 the Phu Kham Increased Recovery Project was commissioned to maximise performance by debottlenecking the plant IsaMill™ regrind and cleaning capacity.With the variable mineralogy of Phu Kham ore, control of the c concentrate regrind circuit is essential in terms of achieving effective liberation to maintain concentrator performance. On a routine basis laboratory regrind signature plot data is compared with daily surveys of the operational IsaMills™. More extensive surveys are also conducted to determine size distribution on a mineralogical basis and the effect of fine regrinding on pulp electrochemistry and flotation performance. This paper provides a review of the operating performance of the Phu Kham IsaMills™ with regard to power draw, feed and product size distribution, feed per cent solids, mineralogy and pulp electrochemistry. Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. Oaky North is AustraliaÆs highest producing underground coal mine. In 2011, the mine produced 8.7 Mt of high-quality coking coal. The high quantities are a result of the constant strive for optimising the operating time of major production units, which involves investing numerous resources, including diesel equipment, in supporting and maintaining their operation.In July 2011 it was identified that the diesel particulate matter (DPM) levels in the underground workings were above acceptable levels, due to the high level of diesel activity. Over the next 12 months, several controls were implemented to reduce exposure to personnel: the main ventilation system was upgraded; the production forecast was adjusted to better manage the diesel fleet, removing surges in diesel usage; and an electronic diesel tag board was introduced to centrally manage the distribution of diesel usage around the mine.From the start of the campaign in emission reduction, an intense DPM monitoring regime was established. Within a few months of the introduction of the centralised tag board, there was a major reduction in emission levels. After the installation and commissioning of the new main fans, the emission levels dropped further, such that over-exposures are now a rarity.Oaky North continues to explore new systems to better utilise their diesel fleet while still maintaining control over DPM emissions.CITATION:Melloy, A, Holt, D and Jurak, M, 2013. Geographic Information Systems (GIS) are computerised management systems for spatial data, offering improved data management, extensive data manipulation techniques and greater understanding of data. At the Wangaloa Coal Mine, South-East Otago, ArcGIS is being used to manage, integrate, analyse and visualise the diverse range of datasets being generated from an interdisciplinary research team. GIS will assist with identifying spatial and temporal patterns associated with the current site rehabilitation strategy. This paper will present an overview of how GIS can be a useful tool for understanding ecological recovery during mine site rehabilitation.   The Wangaloa opencast coal mine, owned by Solid Energy NZ Ltd, was closed in 1989 after more than 40 years of operation. Rehabilitation efforts involving more than 60 000 native plants began in October 2001. At Wangaloa sample points were randomly selected at 100 m intervals and recorded using a differential GPS. Plant, soil and invertebrate data have been collected at each sample point. Plots of 8 - 9 plants have been established within approximately 5 m of each sample point. Since September 2003 seasonal monitoring of plant growth and survival has been carried out. Chemical and physical datasets have been generated from soil collected in June and December 2003 for each sample point. A more restricted dataset is being generated for soil collected on a seasonal basis from March 2004. Plant and soil characteristics from these datasets have been attached to each sample point and GIS layers have been created. Relationships between data layers can be explored based on their spatial patterns. Examples presented from Wangaloa include distribution of planting success and temporal variation; temporal change in pH; interpolated pH map; digital elevation model; relationships between planting success and growth with pH and organic matter. GIS is proving to be a valuable tool on the integrated project at Wangaloa.

COALEX Pry Limited operates two underground steaming coal mines on the western edge of the Sydney Basin near Lithgow, New South Wales. Baal Bone Colliery uses longwall technology for an output of over two million tonne/year while Clarence Colliery currently uses continuous miners and breaker line supports for an output of two million tonnelyear.A computerised geological database and modelling system has been implemented to service these mines routinely, as well as several outlying prospects. The database is constantly upgraded for drillhole information, surveyed spot levels on the surface and underground, quality sampling details, surveyed mine workings and geological mapping. This information is edited on a routine basis, allowing dynamic modelling of key aspects of geology for ongoing operations.

The maintenance system for underground mobile equipment at Cobar Mines Pty. Ltd. has been modified from that originally planned as a result of experience gained in operating the equipment.Downtime due to breakdowns has been reduced by improvement of vehicle servicing and overhaul procedures.Frequency of breakdowns can be reduced by training operating and maintenance personnel to a high standard, ensuring adequate numbers of tradesmen and supervisors, good maintenance facilities and communications, a well designed mine layout, and a comprehensive stock of spare parts.A maintenance and downtime summary is compiled for each four-week operating period and this is useful in highlighting particular problems where corrective action must be taken.

EGAT Mae Moh Lignite Mine in Thailand produces about 16 Mt of lignite annually from open-cut mining. The coal is used to generate 2400 MW of electricity. In the near future, however, the coal must be extracted from underground at 400 - 500 m deep from the surface. The problem is the thickness of the coal seams. There are two coal seams that are about 25 m thick with 20 - 25 m of interburden between them.In order to investigate thick seam mining systems and propose a new mining system in ultra-thick coal seams in Thailand, a joint research group was established by Japanese and Thai researchers and mining engineers in early 2009. This paper describes conventional underground mining systems and underground coal gasification for thick coal seams and discusses the applicable coal mining systems to this mine. Then, this paper proposes an innovative underground coal mining system for thick coal seam, ‘eco-friendly underground coal mining system which consists of the utilisation of flyash and CO2 storage’.

Throughout the 2016/2017 financial year, the NSW Resources Regulator conducted an assessment of each underground metalliferous operation across the state to assess how each operation managed the principal mining hazard of ground and strata control. The assessment considered all aspects of the mining process, including all aspects of managing geotechnical risk within drawpoints. This assessment is ongoing and, therefore, this paper is limited to the first six mines assessed in the program.In 2015 there were three fatalities in and around underground drawpoints in Australian metalliferous mines. Whilst many of the systems of work around underground development are consistent across the industry, there are large discrepancies around how each underground mining operation manage the risks associated with drawpoints.For drawpoints to be effectively managed, their management needs to be considered at the earliest stages of the mine planning process. By using downholes and adopting remote systems of work – systems that are continuing to improve with technology – the risks drawpoints posed can be greatly reduced.The assessment by the NSW Resources Regulator revealed a number of common failings across the state in the management of the risks that drawpoints pose. The assessment also observed a number of innovative practices that particular operations have adopted in the wake of serious incidents occurring within drawpoints at their operation; however, these practices have not been communicated to other operations.It is hoped the learnings from the assessment can be considered by industry and reduce the risks drawpoints pose in underground metalliferous mines.CITATION:Hill, X, 2017.
