As the level of technology applied in the electrical measurement, control, and display portions of mine hoist systems continues to advance, the issues and concerns associated with the ramifications of the application of microprocessor technology on the safety-related aspects of these systems become paramount. This report, in part tutorial, addresses several aspects of these concerns. Beginning with discussions of microprocessor-based system architectures, the report addresses some existing and anticipated uses of this technology in mine hoist systems and discusses safety related considerations associated with the areas of data derivation; control and display panels; and system reliability issues. The report concludes with electrical maintenance and inspection considerations associated with the safety assurance of microprocessor based mine hoist systems.

This report documents laboratory and in-mine analyses of diesel exhaust pollutants carried out to assess the fate of potentially reactive species in the mine environment. Specifically, the concentration of stable compounds including carbon monoxide and carbon dioxide, and potentially reactive compounds including nitric oxide, nitrogen dioxide, sulfur dioxide, aldehydes, formaldehyde, acrolein, formic acid, odorants, particulates, soluble sulfates, and polynuclear aromatic hydrocarbons were determined. The concentration and mass emission rates of these compounds were measured in the laboratory under three engine speed and load conditions and with three exhaust control conditions, i.e., none, catalyst, water conditioner. Once calibrated, the engine was installed in the Bureau of Mines Safety Research Coal Mine and the concentration of exhaust pollutants measured at several distances downstream (inby) of the engine. Laboratory results confirm the relatively small effect of exhaust control devices on most pollutants under engine conditions of low speed and load. At higher engine speed and load, the catalyst is more effective in controlling many pollutants. The in-mine data indicates that during residence times, which are typical for miner/exhaust contact, most diesel exhaust pollutants do not decrease in concentration. The obvious exceptions are nitrogen dioxide, sulfur dioxide and formaldehyde. The concentration of these pollutants is reduced by up to 75 percent in five minutes. The lack of increase in levels of obvious reaction products indicates that surface loss may be a major sink for these pollutants.

[The ventilation of development faces in mines for diluting gas or dust concentrations aid in hot mines for providing air-motion cooling affect, by fan-pipe units discharging high-velocity streams of air close to the face, is an important phase of mitre ventilation. The effectiveness of such units depends largely on the air-flow distribution between-the pipe discharge said the face, a subject on which little definite information is available. A study of the air, flow from grills into rooms3/ has provided sore basic data, but under conditions so different from mine fan-pipe installations in development ends that tae data to are of doubtful application to mine installa¬tions, owing to differences in air-flow conditions. The purposes of this report is to present and discuss the results of an initial series of tests of a general investigation designed to yield definite laws and design data for the discharge of fan-pine lines in nines. The s series was planned to yield preliminary data on the effects of velocity of discharge, size and shape of tripe, and adjacent calls on the air-flow distribution. Tents were made on 10-inch pine with seven different end conditions and one change of wall condition. Changes in size and shape of discharge wore made b y short transformation pieces directly at the discharge end, with the result that effects due to contraction and expansion of the flow, which proved to be of much greater importance than was expected, totally obscured any normal effects cue to size anti shape. "INTRODUCTION The use of thermodynamic calculations to answer practical problems in metallurgy, especially those that are relatively difficult to test experimentally, is rapidly becoming a conventional method of procedure. Nevertheless, these methods cannot he applied effectively until the fundamental thermodynamic constants used for them have become available either by direct experiment or by recalculation of data already existing in more or less undigested form.In an attempt to collect such data far the compounds of lead and the antimony group the incentive has been to make a preliminary survey that will disclose the gaps or questionable phases of available information and to collect data that may be used to answer certain rather practical problems presented by operating metallurgists.This report comprises three sections; the first gives the basis of selection of the constants which may now be given or estimated, and the later sections discuss the application of the figures obtained to two of the more interesting problems.The reader will discover that many of the quantities involve critical study of a number of more or less discordant observations. Although certain data could be rejected on the basis of thermodynamic comparisons, it must not be overlooked that many of the figures are the results of rational estimates rather than exact experiment. The use of thermodynamic methods to control and partly authenticate such estimates is one of its most valuable characteristics for the practising metallurgist or chemist, who cannot check by direct experiment each property of the materials which he converts to usable form.Nevertheless, while it is definitely possible in certain instances that the final figure selected for the heat or free energy of a process or substance may be in error by as much as a few hundred to a few thousand calories per formula weight, questionable figures are usually revealed by the thermodynamic calculations made. When quantities of such degree of accuracy are, and they often must be, used for estimating an unknown reaction, the result often gives no more than the order of magnitude of the desired quantities. Yet even in these extreme cases the answer is far more reliable and valuable than an unordered guess or a conclusion based on incorrect data."

The Bureau of Mines investigated the resources, costs, capacities, market relationships, and short- and long-run supply of phosphate rock and phosphoric acid. The 206 mines and deposits evaluated in 30 market economy countries contain an estimated 35.1 billion mt of recoverable phosphate rock (demonstrated resource level). U.S. resources are sufficient to satisfy the domestic and export markets for phosphate products well beyond the year 2000. Because of resource depletion at current producers, however, new properties (with higher cost levels) need to be developed if U.S. production levels are to be maintained. Existing worldwide capacity can satisfy expected demand through the early 1990's. Expansion at existing mines or low demand growth could mean that no new property development will be needed before the late 1990's. Worldwide, almost $8 billion could be required for development of new phosphate rock properties between now and the year 2000, given 3-pct annual growth in demand. Most properties that could develop in the 1990's would require price increases of 20 to 50 pct to break even. To earn a 15-pct rate of return on investment, prices must rise to nearly double the present level of $24 to $29 per metric ton.

Laboratory-scale research was conducted by the Bureau of Mines to develop a new process for treating electroplating and other wastes. Various acid and alkaline cyanide wastes were combined under controlled conditions to neutralize the wastes and to almost completely precipitate the metals and cyanides. The metals were subsequently recovered for recycling; the cyanides can also be easily recycled. The process was successfully used to treat the major types of electroplating and etching wastes, containing Cd, Cr, Cu, Ni, and Zn, and to treat both concentrated and dilute wastes. The economic aspects of treating concentrated electroplating, etching, and anodizing wastes are especially attractive because of the low cost of mixing two wastes, the high value of the recovered metals, and the simplicity of the recovery procedures. The filtrates from the waste-plus-waste step were relatively harmless compared with the original wastes and met Public Health Service standards for free cyanide content. Free cyanide ions were not detected in most of the filtrates; the limit of detection was 0.03 ppm. Only small amounts of HCN were produced during the neutralization; the HCN was collected and neutralized.

With greater production of coal per man-hour of work than ever before achieved, the coal-mining industry of the United States established a better safety record in 1941 than in any year since 1930, the earliest for which complete reports of nonfatal as well as fatal injuries were collected by the Bureau of Mines, United States Department of the Interior. In only one year (1933) of the 12-year period 1930-41 was the fatal-accident rate better than in 1941, whereas the rate for nonfatal accidents was better in 1941 than in any previous year. Accident and employment reports received from mine operators, together with fatal-accident reports received monthly from State mining departments and inspectors, showed that 546,692 men were employed in and about the coal mines of the United States during the calendar year 1941. This number does not include office employees or coke-oven workers. The increase of 1.3,426 over the number of employees in 1940 was accompanied by a gain in man-hours of work performed at the mines and an increase in average number of hours worked per man during the year.

This circular is an abstract of a manuscript-completed in August 1932, which cannot be published in its entirety due to lack of printing funds. It was originally planned to publish the manuscript as one of a series of bulletins dealing with the mining and milling of ores of the principal metals. Because of the common association of lead and zinc minerals in many ore deposits, and because a considerable proportion of the zinc produced in this country is obtained as a by-product of lead mining or vice versa, it seemed necessary to treat the mining and milling of lead and zinc ores in the same volume.

The purpose of this investigation was to develop a wide variety of columbium and tantalum alloys and to determine their suitability for use at elevated temperatures . Sixty - nine columbium and tantalum alloys were investigated . For this study , columbium was alloyed with two or more of the following : nium, tungsten , vanadium , titanium, and zirconium . Tantalum was alloyed with vanadium or hafnium, or hafnium and carbon . The fabricability was determined by an arbitrary procedure . Hardness measurements , elevated - temperature tensile properties , and oxidation- resistance studies were made . Of the alloys studied , Cb - 15 Hf - 5W, Cb - 15Hf - 5W- 10Ti , Cb - 15Hf - 10W- 10Ti , Cb - 10V - 5W, Ta - 30V , and Ta - 20 to 33Hf exhibited excellent high - temperature properties . These alloys were not only easy to fabricate , but they also had good oxidation resistance and excellent high- temperature strength .

Magnesium alloys containing nickel, nickel and manganese, lithium, lithium and manganese, and lithium and aluminum were investigated. Melting, casting, and mechanical working techniques and the heat treatment of various compositions were studied. Amenability to cold and hot working was shown for many compositions. The magnesium-nickel and magnesium-nickel-manganese alloys failed to develop superior mechanical properties and were very low in resistance to corrosion. The magnesium-lithium series, although entirely plastic, had low strength properties. The addition of small amounts of aluminum to the Mg-Li base did not affect greatly either the ductility or the strength; further additions developed increased strength, but only at room temperature, and the alloys became brittle with age. Continued study, concentrating on the ductile lithium-rich beta phase as a base composition for ternary and quaternary systems, is recommended.

The problems presented by old mine workings affect both present day mining and land development. An automated method of locating these old mines from the surface using electrical resistivity techniques was de-veloped earlier under a Bureau of Mines contract. Subsequent Bureau research has refined the techniques and expanded the area of study to a variety of geologic provinces. During this research, six mining areas in the United States were in-vestigated with the Bureau's automated resistivity method. This report describes the mining areas involved and the results of the resistivity investigations, which showed a high rate of success in detecting old mines. It also describes the field measurement techniques and data analysis procedures.

Masurium and rhenium are two elements known only to a few scientists and known to them for scarcely more than five years . The existence of two members of the manganese family was long suspected , and places were left for them in the orderly table of the periodic systemas developed by Mendeljeeff . The empty spaces left in this table some 60 years ago were for elements numbered 43 and 75 , respectively , and since it was evident these were related to manganese they were sought for in research laboratories under the names of ekamanganese and dvimanganese . This nomenclature is in harmony with that usually employed in describing hypothetical elements , and the prefixes are taken descriptively from ancient Sanskrit wherein the word " eka " means one and " dvi " ( also spelled dui or dwi ) means two . Ekamanganese or element 43 was once removed and dvimanganese or element 75 was twice removed from manganese . It was further possible to predict that these elusive elements would not only be related to manganese but would have a great deal in common with certain other elements . It was reasonable to suppose that element 43 , merely because it stood in numerical sequence between element 42 and element 44 , would likewise prove to be intermediate in many other respects . Since its next neighbors were molybdenum ( No. 42 ) on the one hand and ruthenium (No. 44) on the other , ekamanganese could be given in advance what would correspond among persons to a social and economic rating . Similarly , the properties of dvimanganese were likely to be in simple harmony with those of tungsten and with those of osmium , which latter , like ruthenium , is a member of the platinum group of metals . Another inference , although one which could not be stated with scientific certainty , is that these new elements because they have odd instead of even atomic numbers , would be even more sparingly distributed than their near neighbors , none of which is abundant in nature . This inference has been amply supported by available evidence . These elements eluded discovery until 1925 and never have been found except as minute traces in complex association with relatively rare minerals . In 1930 , for the first time , rhenium became available in quantities which give promise of commercial possibilities , but masurium still stands on the border of the unknown , like some distant star speck photographed and identified by vigilant astronomers but invisible without the aid of the powerful tools of science . The telltale flame of element 43 has been charted by its spectrum lines ; but beyond that , little more can be said except perhaps to repeat the forecasts made for ekamanganese before the Noddacks captured it and gave it a definite name . Certain rare - mineral dealers will furnish molybdenite samples from Norway which are said to contain masurium as well as rhenium , but except for a few highly technical statements as to its behavior in the spectrograph , nothing in the way of concrete information on masurium has come to the notice of the present writer . The literature of rhenium is a little less meager and a brief résumé of the data available in the files of the Bureau of Mines may be of interest not merely because of the novelty of the metal but because its unique properties and increasing availability afford a prospect of its finding employment in industry .

This report describes the feasibility of mining the oil shale deposits of the Piceance Creek basin in Colorado by an integrated open pit system. The study is based upon a comprehensive analysis of pertinent environmental, economic, and engineering factors. Ten mining cases are investigated, and the mine design and cost estimates for each case are presented in this report. Nine of the cases represent three cutoff grades, defining oil shale ore as equal to and above 15 gallons per ton (gpt), 20 gpt, and 25 gpt at three ore production levels of 500,000 tons per day (TPD), 1,250,000 TPD, and 2,500,000 TPD. The tenth case is an alternate design of the 500,000 TPD production rate at the above 15 gpt cutoff grade. The report consists of Volume I, a technical and cost comparison of the ten cases; Volume II-Part I, a detailed explanation of the estimating methods used; and Volume II-Part 2, a more detailed discussion of the technical and cost features of the ten cases than is presented in Volume I.

Bureau of Mines investigated the progressive impact that petroleum (crude oil and condensate) operations in the Gulf of Mexico have had on onshore operations and the expected effect of increasing activities in this area on future petroleum supplies from domestic sources. The data analyzed include capital expenditures, number of wells drilled, success ratio for exploratory wells, daily production per completion, annual producing rates, and oil reserves. The report compares offshore and onshore data and ascertains trends in petroleum industry operations. Observed data and trends indicate that in the near future Gulf of Mexico development and production will continue to increase relative to total U.S. petroleum activity. By 1975 annual oil and condensate production from the Gulf of Mexico is expected to be in the range of 750 million bbl to 1,150 million bbl, and account for approximately 20 to 30 pct of the estimated total domestic production.

"The contemplated use of dichloro-difluoro methane in domestic and commercial refrigerating appliances and in air-conditioning equipment for Public buildings and possibly homes, brings attention to the health hazards involved in a wide potential exposure of the public to vapors of another new product, and for the first time to vapors of an organic fluorine compound. The objective in the development of this new refrigerant, however, has been the mitigation of health and explosion hazards in automatic refrigeration, and accordingly these factors have been given primary attention. Early in the development, the Bureau of Mines was requested to make a laboratory study of the toxicity and potential hazard:"" and it was on the basis of the results of this work and the results of a preliminary investigation made in another laboratory5 that the compound has been selected for commercial use. Although the investigation conducted by the Bureau of Mines is still in progress, information has been obtained to indicate the order of the toxicity and the magnitude of the health hazards involved in the use of dichloro-difluoro methane as a refrigerant. The following is a summarized report of the work completed to date:Additionally work rich is in progress at the present time includes a determination of the lethal time-concentration curve for animals and a study of the response of persons within the range of safe concentrations.The writers desire to jive acknowledgment to T E. After nine years of negotiations, the U.N. Conference on the Law of the Sea approved a Law of the Sea Treaty text in April. Israel, Turkey, the United States and Venezuela voted against the text and 17 other nations including Belgium, the Netherlands, Italy, the Soviet Union, the United Kingdom and West Germany abstained. These nations still have the option of joining the treaty when it is opened for signing in December. However, the Reagan Administration has stated that several provisions of the deep seabed mining portion of the text are unacceptable and it seems unlikely that the United States, at least, will change its position. ALUMINUM Reynolds Metals Co. has criticized an Oregon state plan to relax air pollution standards for aluminum plants. The company feels that relaxation of the rules does not go far enough. Reynolds officials say that they have spent about $31 million at their Troutdale plant for state-of-the-art pollution control equipment, and if they are required to make the pollution reductions called for in the 1986 rules, Reynolds would be forced to close the 40-year-old plant.

The results of a four-year research effort aimed at developing a practical and effective electronic system for monitoring safety conditions throughout a coal mine by displaying, at a central location, remotely measured parameters are described. This document presents the general philosophy of an experimental system in an operating coal mine. The conclusions drawn from this experience are presented and a typical design for a large coal mine is described.

This report is one of a series dealing with oil-shale-operations in foreign countries visited and studied by Bureau of Mines oil-shale technologists within the past 4 years. Many oil-shale deposits have been discovered in Brazil and studied with various degrees of thoroughness. In this report the major emphasis is upon the oil-shale concessions of Companhia Nacional de Oleos Mineraes, in the River Valley of the State of Sao Paulo, because this oil-shale deposit is one of the most promising in Brazil for large-scale utilization for the manufacture of liquid fuels and other products of oil-shale processing, and because the opportunity was afforded to examine the concession area and to study mining, retorting, and. refining operations on these shales. Results of detailed analyses at the Oil Shale Research and Development Laboratories of the United States Bureau of Mines, Laramie, Wyo., are reported, Analyses and other date dealing with other oil-shale deposits in Brazil have been compiled from many sources. As many data have been reported as could be correlated to indicate the range of variation of the several types of shale end similar material. The oil-shale deposits in Brazil differ widely in size, richness of the shale, and of the oil. Some deposits are situate& more favorably for exploitation than others.
