Bureau of Mines Information Circular 16, Bibliography of Investment and Operating Costs for Chemical and Petroleum Plants, was published in October 1949 as an aid in making estimates of investment and operating costs of processes for manufacturing synthetic liquid fuels. Development of such processes by the Bureau of Mines was authorized by Public Law 290, 78th Congress. This bibliography included refer¬ences to and abstracts of publications appearing from 1930 to September 1948 on all processes in general use in the petroleum refining and chemical industries. Publications in this field have been numerous since compilation of the above bibliography, and the present report was prepared to cover the field from September 1948 through June 1952.3/

The Bureau of Mines evaluated the impact of the depletion allowance upon the economic availability of copper from domestic deposits. The potential long-run percentage depletion deduction, cumulated over the life of the properties, was estimated at approximately $2.5 billion for producing properties and up to $11.7 billion for nonproducers. The income transfer, in the form of higher Federal income tax payments if the allowance were repealed, was estimated at $1.5 billion for producing properties and up to $8 billion for nonproducers. The percentage depletion allowance, through its role in determining Federal income tax liability, was found to be very significant in affecting profitability. Repeal of the allowance could result in major domestic copper availability reductions at all price levels, now and in the future, as a result of reduced profit margins for current producers, and postponement of development decisions for nonproducers. It was demonstrated that a 50-percent reduction in the percentage depletion rate applicable to copper would also result in a significant decrease in profitability for nonproducing properties. For producing properties, the percentage depletion rate on copper was shown to be less significant than the income limitation that is placed upon the total amount of the depletion deduction. Repeal of the minimum Federal tax provision was shown to be significant in enhancing profitability for both producing and nonproducing deposits. The report concludes that the percentage depletion allowance operates as an important method of capital recovery and production incentive.

It describes mining and milling practices, gives costs, and discusses transportation, climate, power, labor, and other conditions that affect them. The materiel upon which the paper was based was gathered during a field survey in the summer of 1937.

The U.S. Bureau of Mines (USBM) conducted experiments to determine if training using a latent-image, three-dimensional (3-D) slide simulation exercise improved miners' ability to recognize roof and rib hazards. The effectiveness of this innovative type of classroom training was investigated by measuring workers' performance on a hazard recognition task. The study was unique in that hazard recognition skills were assessed in the workplace using actual coal mine roof and rib hazards. Results showed that training with a latent-image, 3-D slide simulation exercise significantly improved each subject's performance on the in-mine hazard recognition task. Further, the USBM researchers concluded that transfer of learning from the classroom to the workplace occurred.

[The steady increase of aluminum production means a corresponding increase of carbon consumption in the alumina-reduction cells. Improved petroleum techniques constantly reduce the amount of byproduct petroleum-coke production. These, trends threaten the alumina-reduction works with possible shortages of carbon, which must be supplied from some other source. In anticipation of this shortages, an investigation into the possibility of using coal as an alternative source of carbon was begun at the Northwest Experiment Station of the Federal Bureau of Mines. The investigation lit has developed bench-scale methods that produce carbon of higher purity than is required by specifications for anode carbon. Additional work will b required to bring these processes to pilot-plant seals and to prove the suitability of the carbons, produced or aluminum-anode consumption.]

This report presents a stress investigation of four coal pillars located under two depths of cover. Each coal pillar was instrumented with ten load cells designed to measure coal pressure during initial and secondary mining. The problem considered was one of uniform triaxial stress as a large coal pillar was loaded under a thick limestone bed. Special attention was given to pillar design procedure. Unconfined uniaxial compression tests were conducted for coal specimens 7/8 in., 2-1/8 in., 3 in., and 4 in. square with length to square side ratios of 1/2, 1, 1-1/2, and 2. Stress-strain curves were recorded. Six specimens were tested at each size. Results show that a coal pillar is composed of an inner zone which is highly loaded plus a region around its perimeter which has lost its elastic strength. The bearing capacity of a coal pillar consists of elastic and crushed coal response: The failure strengths have been determined and will be useful in coal recovery, mine design, and mine safety.

The determination and publication of data o the chemical and physical properties of American coals have been primary functions of the Bureau of Mines since its creation in 1910. In recent years this program has been expanded to meet increasing needs for information on the suitability of coals for the production of coke, gas, and byproducts, and within the last year an experimental coal-hydrogenation plant has been completed. With this addition, the Bureau is able to cover every phase of coal utilization, including combustion, carbonization, liquefaction, and complete gasification. The need for this information is increasing not only to meet the requirements of consumers but also to give the data required to establish the classification and minimum selling price of coal by the National Bituminous Coal Commission.

The exchange of oxygen between carbon dioxide and carbon monoxide that occurs reversibly on carbon surfaces was studied at temperatures of 750° to 850°C and a pressure of 1 atmosphere. Carbon-14 was used to detect and measure the exchange reaction. The extent of oxygen exchange was a linear function of com- position of the gas mixture, and this relationship was used to evaluate the forward and backward rate constants of the reaction. Equilibrium constants, directly determined for oxygen exchange in this study, agreed well with values in the literature that were derived only by indirect procedures. This result establishes the validity of oxygen exchange in the mechanism of carbon gasification by CO2. Rates of carbon gasification were less than an order of magnitude slower than rates of oxygen exchange. Activation energies for these two processes were 58 and 53 kcal/mole, respectively. The closeness in the activation energies argues against any change in the rate-controlling step over a wide temperature span at atmospheric pressure. The role of CO as a retardant on the CO2-C reaction, and the nature of the carbon-oxygen complex are also discussed in view of the data obtained.

In the first paper of this series (R. 1. 4333) on the cooperative work with the Eagle-Pitcher Mining & Smelting Co., changes in the nature of the sinter feed were measured by corresponding changes in the retorting temperatures necessary to distill zinc at the best rates; the firing schedules summarized such changes. In this paper, third of the series, are noted same of the changes in practice that were brought about by the need to treat more fused, glassy, and "hard" sinter, as the operators qualify it. Losses of uncondensed zinc were increased by adding zinc-bearing materials from which? the zinc was readily distillable to hard sinter requiring higher-temperatures for zinc distillation. The rates of zinc distillation were increased by grinding the fuel finer; there were few benefits and loss of dust on grinding the sinter finer, unless the fine ?coal and fine sinter were brought into contact by pelletizing, and the pellets made but little dust.

This paper describing the mining practices at the Argonaut mine, Amador County, California, is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The mining practices described are those used in exploiting the low-grade gold ores in the heavy and swelling ground that occurs on the Mother Lode belt. The author acknowledges the assistance of E. Part 2 gives short abstracts of publications that appeared during fiscal year 1964; in general; the research reported in these publications antedates the report period. Part 3 describes a short-term investigation into safety problems associated with shipping of molten sulfur; this investigation is not at present destined for publication elsewhere.

The purpose of this investigation was to determine the feasibility of designing and testing the elements of a small charge blasting system which will eliminate, or reduce to acceptable levels, most of the undesirable features of current underground drill and blast systems, i.e., 1) air blast, 2) ground vibrations, 3) flying fragments, 4) overbreak and fracture of surrounding rock, and 5) the cyclic nature of drill and blast operations. The experimentation was conducted in tunnels in granite and the results indicate that the basic technical concepts of the project were achieved. The next step is to design, construct, and test a prototype machine.

"Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has prompted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believed would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units.The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendation are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many other problems, will bring the most enduring benefits to the industry as a whole, the writer urges that the most earnest consideration be given to this vital problem now facing the slate industry.Grateful acknowledgment is made of the helpful assistance rendered by R. E. Eckert of the accounting firm of Eckert, Degan, and Palmer of Easton, Pa., in compiling the charts and the explanatory text. He has brought to this work a wide knowledge of accountancy, supplemented by a background of direct contact with the slate industry, and his presence at the various conferences has been of great advantage in clearing up difficulties. The United States Bureau of Mines frequently receives requests for information regarding the details of its organization and the nature of its activities. In response to such an inquiry a series of articles outlining the work of the bureau as a whole and of its different divisions was prepared and published in the United States Daily, Washington, D. C., during November, 1929. These articles are reprinted here in the hone that they may assist in giving the public a more complete understanding of the aims and purposes of the bureau and the methods by which it is laboring for the attainment of safer conditions and more efficient methods in American mineral industries. Before the various States began to enact workman's compensation laws accidents were considered inherent in many industries, and little or no effort was made to prevent or reduce them. The hazard was accepted by the employee with the job, and the avoidance of accidents by mental alertness or physical agility was largely his responsibility. After the employee had given evidence of enough skill inn performing his allotted task efficiently the responsibility of the employer apparently ceased with respect to the personal safety of the employee. However, following the enactment of workmen's compensation laws, at least two facts that had not before been fully appreciated soon became apparent: (1) The majority of accidents can be prevented if the management firmly determines to prevent them; (2) frog a monetary point of view alone accidents are decidedly expensive, both to employer and to employee. It is now evident that savings effected by conscientious safety effort add substantially to net profits of operation.

The Bureau of Mines investigated the use of depleted uranium as a sacrificial anode for the cathodic protection of submerged and underground structures of iron , steel , and copper . Uranium-metal couples were tested in simulated marine environments of varying oxygen contents at pH values between 5.5 and 8.5 and under simulated boiler service condition in Rolla , Mo. , city water . Similar couples were tested in samples of Missouri soils to simulate underground service . Uranium remained anodic to iron , steel , and copper in the simulated marine environments and under simulated boiler service if the electrolyte was oxygen- free city water . Uranium appeared to offer limited protection to iron , low- carbon steel , stainless steel , copper , and zinc in the simulated underground tests . Uranium anodes offer a space advantage because 1 cubic inch of uranium gives approximately the same protection as 2 cubic inches of magnesium or 1-1 /2 cubic inches of zinc .

For many years Illinois has been one of the leading coal producers in the United States and as such its safety record has compared very well with the other large coal producing States , both in tons produced and millions of man -hours of exposure per fatal accident . ( See Table 25 in Bureau of Mines Bulletin 293. ) During the 10-year period from 1917 to 1926 , inclusive , the average production in the United States per fatal accident was 278 , 109 tons . The aver age for the State of Illinois for the same period was 409,249 tons . Illinois produced 450,464 tons per fatal accident, and in 1928 produced 390,630, tons , or an average of 419,721 tons for the 12- year period from 1917 to 1928 , inclusive . In 1927 During the year 1929 , the shipping mines of the State made a decided improvement in their record over any previous year . Table 1 shows the monthly production and the tons produced per fatal accident . During 1928 and 1929 safety work was actively carried on in Illinois . Safety meetings were held with mine officials , representatives of the State. De partment of Mines , and the United States Bureau of Mines . At these meetings mine hazards and accidents were discussed and remedies suggested for : their elimination in the future . It is believed that first - aid training was to a considerable extent instrumental in reducing accidents and in making the good safety records in Illinois during 1928 and 1929. During these years ( as well as in 1926 and 1927 to a somewhat less extont ) en intensive rirst-aid training campaign was con ducted in Illinois by the officials and members of the United Mine Workers of America , coal companies, State Department of Mines and Minerals , and the U. S. Bureau of Mines , Every first -aid class was made a safety meeting ; where accidents and general safety were discussed freely while teaching first aid. During this time , anproximately 25,000 persons were trained in first aid, and 17 coal companies were issued certificates for having 100 per cent of their employees. trained in first aid. Since January 1 , 1926 , more than 40,000 have received first -aid training in and around Illinois mines , and including those who received training previous to this date , it is believed that at least 90 per cent of the miners in Illinois have received first -aid training . This state ment is based on the fact that the labor turnover in Illinois is not large .
