The Munsch National First-Aid Instructors Association had its inception during the teaching of a Federal Bureau of Mines first-aid instructors' class at McPherson, Kans., under a cooperative plan of first-aid training. Upon completion of- the course on July 1, 1938 members of the class organized the charter chapter of the association under the name of McPherson (Kans.) District Charter Chapter No. 1. On July 1, 1941, 3 years after the founding of the association, there were 15 chapters in the national council -7 in Kansas, 3 in Oklahoma, 2 in Texas, 2 in New Mexico, and 1 in Arkansas. Although the pioneer work of the association was done in the petroleum industry, the plan will be of even greater benefit to a district in which there are various types of plants, mince, and operations of the mineral and allied industries. The Federal Coal Mine Health and Safety Act of 1969 requires that each operator of a coal mine shall take accurate samples of the amount of respirable dust in the mine atmosphere to which each miner is exposed, a measure designed to prevent the development of coal workers' pneumoconiosis. This textbook manual is used in the training of personnel to operate respirable dust sampling devices and to conduct sampling programs. It contains the portions of the act applicable to respirable dust standards, the procedures to be followed to insure compliance with Federal regulations, and descriptions of sampling devices.

An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2 ) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs' estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

Since publication of the paper on the composition of California oilfield waters by Jensen (6)3/ in 1934 the only other information on the subject was published recently by Chave (4). To supply needed information on the composition of California waters in areas of current drilling activity, the Federal Bureau of Mines collected formation water samples for analysis. Thirty-eight samples from oil-and gas-producing formations in 12 fields located in Ventura, Kern, Glenn, and Colusa counties were analysed by the Bureau's San Francisco Petroleum Research Laboratory. The samples were selected particularly from fields where the water composition was not well known or where interpretation of electrical logs has been difficult and the interpretation may be affected by unusual composition of the water. These samples were obtained from rocks ranging in geologic age from Cretaceous to Upper Pliocene. Fifteen constituents of these waters were determined including sodium, potassium, calcium, magnesium, strontium, barium, lithium, chloride, iodide, bromide, carbonate, bicarbonate, sulfate, borate, and residual acidity. These analyses are the first to be published on California oilfield waters in which determinations for potassium, strontium, bromide, iodide, boron) and naphthenates were made on a significant number of samples. The electrical resistivities of tae samples were determined at 75° F. and 175° F.

Available statistics show that the demands of the American chemical industry for sodium sulphate have been increasing slightly in recent years. The supply from domestic sources, particularly In the form of byproduct salt cake from the acid manufacturers, has been tending to decrease due to the growing manufacture of synthetic acid. Both hydrochloric and nitric acids are being synthesized from their elements. The natural result has been that a smaller amount of salt cake is available. Simultaneously, the expansion of the Kraft paper industry, especially in the South, has brought about greater demand for sodium sulphate in that section. This dean is being met by domestic byproduct salt cake, by imported German sodium sulphate made from potash waste liquors, and by favorable situated domestic deposits of Glauber salts and tile anhydrous salt, thenardite. No shortage of natural sodium sulphate exists in the United States, but usually such deposits occur in semiarid regions far removed from transportation facilities and from markets. Moreover, the major portion of the natural deposits is Glauber salt or mirabilite (Na2SO4 ? 10H20), which must be dried or dehydrated in order to meet consumer requirements. The water of hydration represents, roughly, 55 percent of tae total weight of the crude salts and therefore has a very important influence on transportation costs. In marry instances the cost of getting, even the dehydrated product to market is the deciding economic factor. Therefore, the recovery oil production of anhydrous sodium sulphate from plant-.waste liquors or from natural brines of suitable composition might be economically feasible. The U.S. Bureau of Mines, at its nonmetallic Minerals Experiment Station, New Brunswick, N. J., has, for a number of rears, been investigating the commercial possibilities of treating the complex saline mineral polyhalite (K2SO4?NgSO4?2CaSO4?2H20) for the recovery of potash and magnesia. Certain proposed processes (1, 2, 3, 4)4/ yield waste liquors that contain the bulk of the magnesium and sulphate originally combined as magnesium sulphate in the polyhalite molecule. The U.S. Bureau of Mines conducted a study to determine if commercially available automatic sprinklers could withstand the high static pressures in deep underground coal mines without leaking and if exposure to the mine environment affected their leak pressures. New sprinklers and sprinklers exposed to the mine environment were subjected to increasing pressures until leakage occurred. The average leak pressures of the new sprinklers ranged from 640 to 2,300 psig and were significantly different for sprinklers from different manufacturers and for different types of sprinklers. Generally, standard-response sprinklers withstood higher pressures than fast-response sprinklers. The results indicated that most commercially available sprinklers would withstand the high static pressures in deep underground coal mines; however, they would not provide the same reliability and safety factor as sprinklers used aboveground at or below their rated pressure of 175 psig. The average leak pressures of the sprinklers exposed to the mine environment ranged from 740 to 1,180 psig. The mine environment affected the ability of 66% of the sprinklers to withstand high static pressures. New sprinklers were also evaluated at pressures of at least 500 psig for 30 days to determine their ability to withstand long-term exposure to high static pressures; no leakage was observed.

This circular is part II of a series of papers reviewing the literature on air conditioning in mines with particular reference to the health, safety, and efficiency of employees. It deals with the physiological aspects of the principal physical qualities of mine air; part I (Information Circular 7001), chapters 1 to 3, discussed the physiological aspects of the chemical qualities of mine air, especially when contaminated with organic matter and noxious and toxic gases; part III will describe theoretical and practical methods of air-conditioning mines to try to correct or alleviate the conditions mentioned and will discuss the results attained by some of the systems now in use in various parts of tae world. With the present emphasis on the necessity for preserving the health of the Nation's defenders, industrial as well as military, attention should be called to the various conditions that may affect adversely their health and efficiency. One of the most important of these is exposure to abnormal air conditions, especially high temperatures and humidities. Therefore, it is believed that although the data presented here on the physiological effects of exposure to high temperatures cue intended mainly for the mining and allied industries, they are applicable to many other defense industries as well as to conditions present in some activities of the Army and Navy.

In the mining of coal the trend is toward more and more mechanization. This increased use of machinery to replace hand labor is assuming many new forms and presents a constantly changing aspect. Safety engineers must be alert if the many electrical problems resulting from these new installations are to be handled safely. Some of these problems present possible electrical hazards that may be overlooked by the safety engineer unless they are called to his attention by one who has made a special study of the conditions. The foregoing is especially true of conveyor systems of mining. The terms "conveyor systems" and "conveyor mining" as used in this paper refer to those systems in which various types of conveyors are employed to transport coal away from the working place. In some mines this means complete elimination of track, cars, and locomotives. In others it means that conveyors take the coal from the working place to a convenient loading point, from which transportation is completed by cars and locomotives.

One of the common methods of increasing recovery of oil from partly depleted oil sands is to inject natural gas, air, or air-gas mixtures into the sand, thereby supplying energy to move oil into the well bore. Where natural gas is not available, air or an air-gas mixture is used as the repressuring medium. Air-gas mixtures are obtained from the casing-heads of oil-producing wells in the areas repressured with air or air-gas mixtures and consist usually of varying amounts of the hydrocarbon gases, nitrogen, oxygen, and carbon dioxide. Laboratory experiments have been conducted by the Bureau of Mines to determine the effect of air on crude oils.4/ In these experiments the crude oils were oxidized by the air, and the degree of oxidation depended not only upon the chemical composition of the crude oil but also upon the duration and method of contact between the oil and air, the temperature of the fluids and the concentration of the oxygen. Introduction This paper is a descriptive analysis of injuries and fatalities at small surface bituminous coalmining companies in Pennsylvania. The purpose of analyzing a specific industry sector and location is to identify issues that might be missed in a wider analysis. Other studies of small mine safety (e.g., Peters and Fotta, 1994, Randolph and Boldt, 1997) have shown that the relationship between safety and mine size is not a simple one. Some injury types occur at higher rates at small mines, while others occur at lower rates. Consequently, an analysis limited to a specific type of mining can help identify hazards and issues specific to that sector. The results of this analysis will be useful for directing training, intervention, and research efforts towards the most prevalent causal factors and incident types. Procedures and Definitions Data sources The primary sources of data for this analysis were files provided by MSHA containing information collected under Title 30 Code of Federal Regulations, Part 50. These files, commonly referred to as “Part 50 data”, are provided though MSHA’s Program Evaluation and Information Resources directorate. Two primary types of injuries were selected from the Part 50data: Fatalities (MSHA “degree of injury” code 1) and lost-time injuries, otherwise known as nonfatal with days lost (MSHA “degree of injury” codes 2 through 5). Lost-time injuries involve either actual days away from work or days of restricted activity or both. Fatality and lost-time injury incidence rates were calculated using the standard MSHA formula: Number of injuries per 200,000 employee-hours. Additional information on company sizes and mine ownership was provided by the Pennsylvania State University College of Earth and Mineral Sciences. Time span A five-year time span was selected for this study. More than a single year of safety experience is usually needed to capture a broad range of incident types. Many types of injuries, especially fatal injuries, can be extremely rare, and may be missed if too short a time span is selected. However, a time span that extends too far back may begin to suffer historical threats to validity. That is, incidents that occurred several years ago may be caused by hazards that have since been remedied or may be related to mining practices and conditions that no longer exist. A five-year span offers a practical compromise between these two concerns. Consequently, the MSHA Part 50 data files from 1993 through 1997 were used. The 1997 file was in “preliminary” form at the time of the study, so small variations from the final 1997 “close out” file can be expected. Based on past experience, we do not expect the close-out variations to have a significant impact on the findings.

The Mine Safety and Health Administration (MSHA) and the West Virginia Office of Miners? Health, Safety, and Training (WVOMHS&T) investigated the explosion at the Sago Mine in West Virginia, which occurred on January 2, 2006, and resulted in 12 fatalities. As part of the investigation, the agencies requested that the National Institute for Occupational Safety and Health?s (NIOSH) Pittsburgh Research Laboratory evaluate the effects of explosions on specific mine ventilation seals and other structures and objects at its Lake Lynn Experimental Mine (LLEM). The results of the LLEM study would assist MSHA and WVOMHS&T in a more thorough understanding of the various questions that arose during their investigations of the explosion. Six large-scale explosion tests were conducted in the LLEM from April to October 2006. The protocols for these tests, and in particular the procedures for constructing various Omega block seals, were developed mainly by MSHA and WVOMHS&T. NIOSH developed the experimental procedures at the LLEM that would provide the required range of explosion pressures against the seals. Three 40-in-thick seal designs using Omega 384 low-density block were constructed in the LLEM and exposed to various explosion pressures. These seal designs are referred to in this report as the ?2001 design,? the ?hybrid design,? and the ?Sago design.? The 2001-design Omega block seal (80 in high) located in crosscut 2 of the LLEM survived all six explosions, with pressure loadings up to 51 psi. The 2001-design Omega block seal (88 in high) in C-drift was destroyed during Test 2, which subjected the seal to a head-on explosion that resulted in a pressure loading of 51 psi. The height difference between the two seals and the orientation of each seal to the explosion were contributing factors. The higher seal would be weaker for the same seal thickness. The hybrid Omega block seal in crosscut 3 survived an explosion at a pressure loading of 25 psi and failed during another explosion at a pressure loading of 39 psi at the seal. Based on these tests, it seems that the hybrid seal design is weaker than the 2001 seal design. The Sago Omega block seals were constructed in crosscut 3 and C-drift before Test 3. The crosscut 3 seal survived a pressure loading of 18 psi and was destroyed during an explosion at a pressure loading of 35 psi at the seal. The C-drift seal survived a head-on explosion that resulted in a pressure loading of 21 psi and was destroyed during an explosion with a pressure loading of 57 psi at the seal. Based on these LLEM tests, it seems that the Sago seal design is weaker than the 2001 seal design, yet it still complied with the requirements of 30 CFR 75.335(a)(2) that were in effect at the time of the mine disaster. During these LLEM explosion tests, the distance of seal debris travel was also measured. In Test 5, the C-drift seal was destroyed during a head-on explosion that resulted in a pressure loading of 57 psi, and the seal debris was thrown over 500 ft. In Test 6, the C-drift seal was destroyed during a head-on explosion that resulted in a pressure loading of 93 psi, and the Omega block debris was thrown over 900 ft. During these tests, the explosion pressure effects on other structures and objects were also documented. Unless otherwise specified, all of the pressure data listed in this report represent the highest recorded smoothed (averaged over 10 ms) explosion pressure loadings. The information in this report was used by MSHA and WVOMHS&T as supporting data in their analyses and investigative reports of the Sago Mine explosion.

This contract final report summarizes the design, fabrication and testing of a "line brattice air curtain" device under Bureau of Mines Contract H0357097. The purpose of this program was to develop the concept of using an air curtain for coursing ventilating air parallel with the air curtain From the last open crosscut to the face in exhausting ventilation systems to replace the line brattice cloth in room and pillar coal mining operations. The final design of the air curtain device consists of a 10-foot long closed end pipe with c: slot cut along its length. Pressurized air is delivered to the open end with a hydraulically-driven blower. A sheet of air emanates from the slot and is directed toward the mine roof. An invisible sheet of air is thus created between the top of the machine and mine roof and acts a an extension of the existing conventional line brattice.

Few elements have received more attention and developed greater interest in the last ten years than titanium. The substantially pure metal has been din...ie. cult to isolate, and so far has been little employed oommercially, but the use af alloys and chemical compounds of titanium has increased markedly in recent years. The earlier attempts at preparing pure titanium resulted in various impure forme which, from their metallic appearance, were always mistaken for the metal. Hunter in 1910 isolated pure titanium by the reduction of titanium tetrachloride with sodium. This brief statement is issued by the Bureau of Mines in response to numerous inquiries which have been received concerning titanium. More complete in. formation on the metal may be had by consulting the referenpes appended. The Literature is voluminous and only the more important references are Riven. It has been drawn upon freely in preparing this report; also information was supplied by M. g. Hunter, Arthur Braid, M 1. Schmid, C. M. Johnson, N. B. Hoffman, and de Courny Browne. Tills U.S. Bureau of Mines report briefly evaluates the advantages and disadvantages of basic dust control techniques presently used by U.S. coal preparation and mineral processing plants. These include ventilation, baghouse-type collectors, wet scrubbers, electrostatic precipitators, source control, sprays, good housekeeping, and personal protection devices. Two specific problems in these types of operations are also considered: dust collector system duct clogging, and control room dust control. Information provided in this report results from dust control research projects conducted by the Bureau at various coal preparation and mineral processing plants over the past decade to reduce workers' dust exposure. These studies indicate that plant ventilation systems normally provide the most cost effective method for dust control. Baghouses and scrubbers were also effective in specific applications, and examples of each are given. In extreme dust conditions, personal protection devices, such as respirators or the dust helmet, can also be highly cost effective.

A consumable-electrode arc-melting furnace was constructed at the Bureau of Mines Physical Metallurgy Laboratory, College Park, Md., for the production of uncontaminated titanium and titanium-alloy ingots. The furnace was designed to allow for evacuating to very low pressures and back filling with helium and argon mixtures for melting at or near atmospheric pressure. Vacuum melting at a few millimeters pressure was also used with a mixture of helium and argon gas sweeping the crucible. For research purposes a 25- to 30-pound ingot, 4 inches in diameter by 15 inches in length, was selected to provide, enough 1/2-inch plate for extensive tensile and impact testing of standard size specimens. Enough plate was also provided for testing by other Government laboratories. The homogeneity of several alloy ingots was determined, and excellent results were obtained. By using a large electrode-to-ingot-area ratio and high currents or power inputs to the arc furnace rather uniform ingots were routinely prepared.

From evidence made available during the investigation, it was concluded that the first of a series of explosions occurred at 1:15 to 1:20 p.m. September 21, 1951, in an underground vault that housed pressure regulators on the gas-distribution lines that served Brighten. This explosion damaged the pressure regulators and permitted high-pressure gas to enter the distributing mains and individual-service lines. As a part of the gas-distribution system was not provided with means for protection against such excessive pressures, gas gained access to the interiors of many residences in this area and caused a series of disastrous explosions and fires, which took place during a period of approximately 2 hours after the initial explosion in the pressure-regulator vault. Two persons were killed in the first explosion in a residence, and a third person died of a heart attack attributed to the excitement that prevailed during the explosions and fires, Twenty-three persons were listed as injured. Forty-one residences were either destroyed or damaged - 11 by explosion and the remainder by fires, which developed as a result of gas leakage into residences. Fifteen residences were listed as "completely down" or "gutted." Unofficial estimates of property damage ranged from $1,000,000 to $1,500,000. In view of observations made and information obtained during the investigation, recommendations are presented in this report relative to the natural-gas distribution system in Brighton, which may be helpful in the prevention of similar accidents in this and other communities.

As a portion of a general program for the synthesis of hard materials, a method was sought by which the hardness and density of tungsten carbide (WC)-cobalt compacts could be increased. It was demonstrated by Cotter that these improvements in quality could be made by employing an electric-resistance sintering process in which heat and pressure are applied simultaneously to presintered compacts composed of powdered tungsten carbide and cobalt. This conclusion was based on tests of material prepared by Cotter on welding equipment in use at the U. S. Naval Engineering Experiment Station, Annapolis, Md., and at Rensselaer Polytechnic Institute, Troy, N. Y. Rockwell-hardness tests made at Norris and core-drilling tests made at the Mount Weather Station of the Bureau of Mines indicated that, for some purposes, carbide material made by this process might be superior to the chemically analogous commercial products prepared by ordinary sintering methods. A program to develop optimum conditions for the electric-resistance sintering of tungsten carbide-cobalt compacts was initiated. The program was followed by a systematic evaluation of the hardness and density of compacts prepared by this method along with a series of carbide compacts furnished by various manufacturers. This paper presents a description of the electric-resistance sintering of tungsten carbide-cobalt compacts and the results of comparative physical tests.

For several years the writers have been studying various phases of the effect of air conditions in metal mines upon underground workers ; in 1918 a short study was made in certain hot and deep mines and brief reports were issued in the Engineering and Mining Journal ( August , 1920) and in the U. S. Public Health Reports (Vol . 36 , No. 4 , January 28 , 1921 ) . In 1921 a more extended study was made (also in hot and deep metel mines ) with intent to determine the limiting conditions imposed upon underground workers by the physiological effect of various air movements , temperatures , and humidities , with and without work . It is the purpose to publish a series of short papers on this later investigation , each paper to consider one particular phase of the work . The present paper deals with the effect on body temperature and pulse rate in still air as compared with moving air of temperatures from 90 to 100° F . and 100 per cent relative humidity, the subjects at rest .
