In late 1946, research was begun at the Bureau of Mines Electrometallurgical Laboratory at Boulder City, Nev., to determine the possibility of electrowinning manganese from chloride electrolytes on a continuous basis. All phases of electrodeposition were investigated on a small scale it the laboratory, and the results were reported by Jacobs and Churchward. These results indicated that a chloride process had certain possible advantages over the sulfate process that made it worthwhile to continue the investigation on a semi-pilot-plant basis, and this paper reports the results of this work. Research and development work on a process for electrowinning manganese from low-grade ores has been carried on intermittently by the Bureau of Mines since 1936. A process was developed, using sulfate electrolyte, that has been extensively described in the literature.

"INTRODUCTION At various times, North Carolina has supplied small quantities of brown-iron ore to the furnace o the South. Between 1917 and 1920, the quantity reported to the Federal Geological Survey was 126,000 tons. Most of this came from Cherokee County. 3/In furtherance of the program initiated by the Bureau of Mines to develop additional reserve of iron ore during the emergency, the Cherokee County deposits were examined by an engineer 4/ of the Bureau of Mines, and work was recommended on,12 properties.The project was begun in April 1944 and continued intermittently until April 1945, when work was stopped. During this period, eight properties were explored, and an additional property was mapped.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Sample results suggest the only mineral resources in the study areas are placer gold deposits along the South Fork Kern River in the Woodpecker RARE II unit (fig. 1). These deposits, in Rockhouse Basin, total 4.5 Figure 1.--NEAR HERE. million cu yds (3.4 million cu m) of indicated subeconomic gold resources in four deposits of "older" gravel. Gold value in samples averages $0.36 per cu yd ($0.47 par cu m) and is as much as $4.44 per cu yd 1/. Cost of mining the gravel and recovering the placer gold is estimated to be more than $2 per cu yd ($2.62 per cu m) for a deposit of this size and type. Additional inferred subeconomic placer gold resources with similar grade probably occur in four other deposits of "older" gravel on which no mining claims were located. Placer gold occurrences on upper Trout Creek contain gold worth as much as $4.50 per cu yd ($5.88 per cu m) 1/. Average grade is much lower, and only about 1,000 cu yds remain (760 cu m). These occurrences do not constitute a resource, but may attract hobbyists not dependent upon making a profit.

U.S. supply and demand data for petroleum and natural gas liquids, by States and regions, were tabulated for the years 1960 and 1965. Estimates arcs provided of State-by-State quantitative data for the petroleum and natural gas liquids industry that can be integrated into State, regional, and national energy balances by source, form, and consumer sectors, and used for determination of interstate and interregional energy flows. Tables 1-4 show the estimated total supply of petroleum available for consumption and the supply's distribution among the major consumer demand sectors (household and commercial, industrial, transportation, and electricity generation). To obtain summary figures for the major proportion of refined products by States, individual tables were compiled for the six major products (tables 5-16). To enable comparison of petroleum data with those for other energy forms, conventional volumetric data in barrels were converted to their British thermal unit (Btu) equivalents. Interregional shipments of crude petroleum and theoretical flow patterns for petroleum products are shown in figures 1-4.

The Bureau of Mines established geologic factors affecting the mining of the Lower Kittanning coalbed to aid in coalbed minability studies and examined the occurrence of "wants" (places where coal is missing) and types of unstable roof rock strata. Trends established from mapping, including prediction of areas of high methane emissions, were extrapolated to unmined areas. "Wants" in the coalbed are of two types: Erosional and depositional. Erosional features occur where north-south-trending sand-filled channels cut into the coalbed. Variations in depositional environments have caused the coalbed to "split" into several thinner units. Slickensides, commonly indicative of unstable roof, are adjacent to and on the underside of sandstone channels; they were caused by differential compaction and by soft sediment sliding along the contact between the sandstone and adjacent shale. The frequency of unstable roof also increases where the interval between the Middle and Lower Kittanning coalbed is less than 30 feet. The zones of weakness at the contacts above and below the Middle Kittanning coalbed are the controlling factors for unstable roof in these strata. Methane emissions from the coalbed are controlled primarily by depth, fracture permeability, and rank of coal. Local geologic factors are coalbed thickness, associated rock strata, structure, and proximity to outcrop.

Although during the past 10 years Alabama has attained an enviable position by its coal-mine accident experience and, like most of the other coal-mining States, has made progress in the safer operation of coal mines, there is still room for improvement, which can be realized only by still greater efforts on the part of employees and employers. From 1993, when accidents were first recorded by the Alabama State Mine Inspection Department, to 1934, inclusive, 3,451 men lost their lives in the production of 569,722,676 tons of coal. The primary purpose of this report is to bring to the attention of the mining industry in Alabama end elsewhere statistics of fatal accidents for 1931-34, with the hope that a study of the causes may lead to reduction of similar accidents in the future.

An 18-in-diam column water elutriator was designed, tested, and operated by the Bureau of Mines for recovering nonferrous mixed metals from automobile shredder rejects. The waver elutriator separated metals from nonmetals contained in shredded nonmagnetic rejects. The unit was constructed and integrated into a local automobile shredding operation. Nonmagnetic rejects from the automobile shredder were fed onto the surface of a column of rising water. Dense materials fell through the rising water and were collected as a sink product at the bottom of the column; medium-density materials were removed as an intermediate product in a water flow through a discharge port located between the overflow and sink; and light materials were immediately carried out in the overflowing water at the top of the column as a float product. Nearly 99 pct of the mixed metals were recovered from the nonmagnetic rejects as a 70-pct-metal concentrate. Other operating conditions yielded a 93.7-pct-pure-metal product resulting in a 93.1-pct metal recovery. Float rejects are combustibles, light plastics, foam rubber, and minimal amounts of coated and uncoated copper wire. The middling discharge contained mainly medium-density rubber, plastics, glass, rock, coated and uncoated copper wire, and frequently some thin-sheet stainless steel and wrought aluminum. Maximum metal recovery in the operating program was achieved using a water velocity of 52 fpm (650 gpm). Maximum purity was obtained with a velocity of 88 fpm (1,100 gpm). .Water was recycled through a 12,000-gal baffled clarifying tank. Entrainment water losses with the float and middling rejects averaged 50 gpt of reject feed. Records maintained by the shredder operator show a 34-pct increase in nonmagnetic metals recovery during a 1-yr operation of the water elutriator as compared to recoveries from a previously used air classification system.

This report presents results from a study whose objective was to evaluate noise control options for existing equipment used in metal and non-metal processing plants. This equipment performs 3 basic functions, crushing, grinding to a point where the product can be liberated from the waste, and agglomeration A the product. Specifically, the study was directed towards taconite processing since the extreme hardness of taconite results in high noise levels and in considerable maintenance of the processing equipment. Both of these factors make this process a very challenging noise control task. Plants processing other ores use similar equipment, consequently the results of these studies should he applicable to a wide variety of plants. The report presents the source diagnosis and potential retrofit noise control treatments for fine screens, mills, crusher sizing screens, and vacuum disc filters. Estimates are make of the noise reduction from each treatment. The report concludes with recommendations for future research on each piece of equipment.

PART A. ELECTRICAL EQUIPMENT – GENERAL Paragraph 1. Electrical Equipment; Examination. All electric equipment shall be examined, tested, and properly main¬tained by a qualified person to assure safe operating conditions. The examinations and tests shall be performed at intervals not exceeding six (6) months unless otherwise specified in Parts A, B, C, D, and E. When a potentially dangerous condition is found on electric equipment, such equipment shall be removed from service until such condition is corrected. A record of such examinations shall be kept and made available to an authorized representative of the Secretary and to the authorized repre¬sentative of the miners in such mine. Each item of major equipment, in¬cluding substations, switchgear, load centers, and so forth except powered hand tools, shall be recorded separately. The record of such examination shall include all dangerous conditions found, corrective action taken, and name of examiner, and shall be signed by the person responsible for main¬taining the equipment in safe operating condition, who shall also be a qualified person. Paragraph 2. Electrical Work; Qualified Personnel. No electrical work shall be performed on electrical distribution circuits or equipment, except by a qualified person or by a person trained to perform electrical work and to maintain electrical equipment under the direct supervision of a qualified person. Disconnecting devices shall be locked out and prominently tagged by the persons who perform such work, except that in cases where locking out is not possible, such devices shall be opened and prominently tagged by such persons. The production and processing of crude petroleum and natural gas are the dominant economic sectors of the Middle East. The IS countries that constitute the region accounted for 26% of world crude petroleum output, 17% of world natural gas plant liquid production, and almost S% of world dry natural gas production. About 66% of total world crude petroleum reserves and 31 % of total world natural gas reserves are in the Middle East. Transportation and port facilities in the region are geared to expediting efficient and rapid shipment of these materials. U.S.-dollar-denominated export sales of these fuels, estimated at $120 billion in 1989, provide funding for further diversification of the mineral industry. This is usually through development of downstream facilities for producing energy intensive metals such as aluminum and byproducts of the fuels such as petro-chemicals and fertilizers. Earnings from the industry are also channeled by sever-al Governments in the region to mineral industry projects in Africa and elsewhere. A fairly wide range of nonfuel minerals is produced in the region. However, the variety of minerals produced, output levels, and the size of the overall nonfuel mineral economy is dominated by Iran and Turkey. Turkey, with a diverse mineral production and strategically situated between Europe and the Middle East, ranked among the top three world producers of boron, chromite, pumice, and strontium. It was also a significant world producer of magnesium com-pounds, mercury, and sodium sulfate. Iran had generally lower output owing to 9 years of neglect to the mining sector between 1979 and 1988. It was a significant producer of gypsum and fifth in world production of strontium. Despite a very small domestic mineral industry, Israel was second in world production of bro-mine and a significant producer of phosphate rock and potash. Jordan ranked fifth in world production of phosphate rock. Iraq ranked about eighth in world production of sulfur, a commodity of major importance in the metallurgical, petrochemical, and fertilizer industries.

This Bureau of Mines report presents the results of tracer gas studies conducted at three facilities where bagger hoods had been installed several years ago to remove airborne silica dust from the vicinity of the bagging operator. The studies indicated that for optimum benefits makeup air must be evenly dispersed, the hood enclosures and duct systems must be as airtight as possible, the average intake air velocity of each hood should be at least 200 fpm, and the hoods and duct systems must be properly maintained.

This study describes five fatal accidents so unusual in occurrence that the chain of circumstances bringing them about may never be duplicated. The intent of this publication is to illustrate that everyone working underground is subjected, at all times, to definite inherent mining hazards and that safety devices, though provided, often are ineffective or not used. It is hoped that a study of these fatal accidents in bituminous-coal mines will show workers and safety engineers that nothing can be taken for granted. Safety planning with continuous study can prevent these unusual accidents as well as the routine recurring types, which cause the majority of coal-mining injuries. The treacherous, fatalistic philosophy that "it can't happen to me" or that "when my time's up I'll get it regardless of what I do," still prevails among individuals and even safety engineers. The individual or safety man who believes in luck as applied to safety should not read any further, since this study was written for the sincere, safety-minded individual who accepts the prevention of all accidents as a challenge to his knowledge, initiative, persuasiveness, and salesmanship.

Analyses of statistical data indicate that haulage accidents are one of the largest sources of injuries and fatalities in underground coal mines, and that the rate of accidents in transportation has been increasing during the past few years. These previous analyses were performed by correlating accident or fatality data at a rather high level of miner activity. In this present investigation, underground surveys were made by observing conditions and activities in some detail at a rather low level of activity in an attempt to understand factors contributing to hazards in the specific situations observed. The aim of the current study was to derive preventive measures that might obviate the hazardous conditions and unsafe acts observed; and, following this, to provide recommendations for additional research and development to reduce accident potential in underground transportation. The major project tasks are diagrammed together with the task outputs in figure 1-1. Initially, a preliminary study of ell underground haulage operations was performed in order to establish the kinds of data needed and to provide the rationale leading to the data requirement. At the same time, the various types of haulage equipment used for each operation were defined. A preliminary analysis of each type of haulage operation was performed in order to establish the sequence of tasks required to operate haulage equipment. These tasks were transferred directly onto observation forms, and were used in developing interview forms. In parallel with the task analysis, a review was made of accidents and hazards that might occur during each type of operation.

This volume is the second of three volumes comprising the final report of the research project "Biomechanics of Low Coal." It covers only the anthropometric study of low coal miners. Volume I summarizes the overall biomechanical, anthropometry, and work physiology study conducted. Development of work clothes modified to meet the needs of low coal miners is described in Volume III. The male and female anthropometry, with the exception of weight and circumferential dimensions, was quite similar to the comparison populations. The miners tended to be heavier and have greater circumferences. The measurements made in this study were used to develop 5th, 50th and 95th percentile, quarter and half scale, male and female mannequins. These twelve mannequins can be used in work place and equipment design and redesign.

Small-scale laboratory mineral-dressing studies were made on a total of nine individual or composite samples of manganese-bearing material from the west-central Arkansas, or Mena, district. Of these, only three yielded concentrates that would probably be acceptable for purchases by the Federal Government fur the National Stockpile. Concentrates from some of the other properties, however, contained more than 40 percent Mn and might be merchantable to other purchasers of manganese ore. In most instances, a too-intimate association of manganese oxides and gangue is conducive to low grade, low recovery, or both, so that mechanical concentration processes do not promise much for this district.
