Safety and health professionals recognize that training is a critical element of any effective safety and health program. An extensive literature survey has led the authors to conclude that we are at the beginning of a revolution in training due to changes in the demographics of the workforce, the rapid growth of technology, and the universal ascendance of the information age. Of present major concern in the mining industry is how to provide appropriate training for an aging workforce and concurrently develop training for the expected influx of new and less experienced miners as older workers retire. This report explores the key issues in the changing safety and health training area as identified by the multidisciplinary team of NIOSH researchers who conducted the literature survey. Issues include generational differences between newer mine workers and the present workforce with respect to their physical, psychological, social, and cultural characteristics; their learning styles and work expectations; and the impact of technology. Some preliminary conclusions are offered for future training needs.

THE Synthetic Liquid Fuels Act. (30 U.S.C., 321-325, and amendments) became law April 5, 1944, and a period of intensive research and development in this field was begun by the Bureau of Mines. As part of this program, bulletins were published on pressure hydrogenation.3 the Fischer-Tropsch synthesis,4 anal oil shale.5 The Bureau also has published a short bibliography on coal gasification,6 mostly of a theoretical nature. Because coal gasification is prerequisite to either the Fischer-Tropsch or coal-hydrogenation processes, publishing this sizable collection of technical information in this form will be valuable. The material will be presented in three parts, as follows: I. United States Patents. II. United Kingdom Patents. III. Other Foreign Patents. The domestic patents for this bulletin were collected between 1953 and 1955.

During the second quarter of 1983, the economic recovery showed further strength abetted by the performances of consumer spending, residential investment, and the slowing down of inventory reductions. Real gross national product (GNP) increased from the first to second quarter at an annual rate of 9.2 percent, compared with 2.6 percent from the fourth quarter of 1982 to the first quarter of 1983 and an overall 1.9- percent decrease in 1982. Total industrial production increased 1.8 percent in July, and productivity as measured by output per man-hour increased 1.3 percent between 1982 and the first quarter of 1983 (table 1). Especially noteworthy .was the performance of real consumer durable goods expenditures, which increased at an annual rate of 32.0 percent from the first to the second quarter (about half of the increase consisted of automobile sales) and real consumer spending, which increased between these periods at an annual rate of 9.7 percent. Residential investment increased at an annual rate of 76.1 percent between the first and the second quarters,1/ and private housing starts by about 38,000 units in both March and May.

This report describes the work done to develop a coal mining machine to increase productivity and recovery from thin seams beyond the highwall, in addition to decreasing the miner's susceptibility to to highwall hazards First, radar transducers were adapted to measure coal thinkness and detect rock and coal interfaces; Then, the radar was incorporated into a cutterhead with steering controls. Next, visual displays were designed to show cutter position in the coal seam, and anticipated change in coal seam inclination, Finally, development of a telemetry system made remote control of the cutterhead possible. Simultaneously, a high-performance extended depth (HPxD) auger machine was designed with an automatic system to handle 600 ft of 36-in, diameter dual spiral flight conveyor sections. A two man crew controls all operations from a weather conditioned cab outside the VDZ, either at night or day time. As a primary mining tool, working 4000 hr/yr (2 shifts/day) recovering 60% of the coal 600 ft beyond the highwall, productlon to 500,000 ton/yr can be achieved. Over 1500 literature citations related to diesel exhaust sampling and analysis were obtained as a result of both computer and manual searches of nine data bases. Abstracts and hard copies of relevant citations were reviewed and those considered appropriate for evaluation were included in a bibliography. Based on the literature collected, available sampling and analysis methods for the following diesel exhaust contaminants were evaluated: CO, CO2, NO, NO2, Hydrocarbons, Particulates, PNA, S04, Oxygenates Emphasis was given to both laboratory and field methods for these species. Methods were evaluated on the basis of sensitivity, selectivity, accuracy and reliability and a selected list of preferred methods was developed for each compound/ class. The selected methods were additionally evaluated through communication with current investigators. Sampling and analysis methods for all compounds except CO and CO2 were observed to have some unreliability. Recommendations were made for future research to develop, improve, and validate methods.

The contract objectives are (1) to develop safe practice guidelines which will minimize the chance of fires in underground fueling areas and (2) to develop a low-cost, reliable, automatic fire protection system for underground fueling areas. The effort described by this report covers the period from 21 June 1976 to 30 September 1977 and accomplished the following tasks: ? Preparation of Data Plan and Data Acquisition, mainly through visits to sixteen mine sites and a literature survey. ? Analysis of the accumulated data, providing design inputs for (a) evaluation of the fire problem; (b) development of safe practice guidelines; and (c) development of recommended design concepts for automatic fire protection systems. ? Preparation of safe practice guidelines for underground fueling areas. ? Preparation of recommended design concepts for automatic fire protection systems for underground fueling areas. ? Design and fabrication of fire protection system for installation at Pine Creek Mine, Bishop, California. ? Install system and perform underground fire tests at Pine Creek Mine.

Since the return of the Petroleum and Natural Gas Division of the Bureau of Mines to normal peacetime functions following World War II, a coordinated program of oil and gas development and production research has been in prog- ress, and the importance of the problems has been evaluated so that the Bureau can render greater service to the oil and gas industry. Among the problems associated with development and production research, those concerned with efficient utilization of the Nation's reserves of hydro- carbons contained in gas-condensate type reservoirs continue to receive major emphasis. For a number of years an important part of the Bureau's work has been the study of two pressing problems associated with production from such reservoirs; first; an investigation of fluid properties, and the second, finding a means of controlling corrosion. Studies of the characteristics of gas-condensate fluids have resulted in the publication of a number of reports, which cover a broad field. In general they deal with subjects such as the properties of a fluid from a well; development of research equipment, means of combatting corrosion, and the many aspects of gas-condensate engineering. To provide experimental data on relative liquid and gas volumes and critical pressures and temperatures, a windowed cell was constructed that permits ob- servation of the fluid phase while making the tests. Experimentation in the field on the use of inhibitors to control corro- sion of equipment in gas-condensate wells has disclosed that solutions of chromate are effective retardants of corrosion. Engineering field studies of the Carthage and New Hope gas-condensate fields are in progress, and reports on the Sheridan and Lake Creek fields have been completed. A study of certain gas making and fuel problems peculiar to the gas industry of California has been made by the Bureau of Mines. The work was done at the request of, and in cooperation with The California Gas Research Council 2, for the purpose of obtaining basic information on the gas-making fuels available to California, and their applicability to the present and future needs of the gas industry in that State. The data obtained have been applied in outlining a construction program, and indicate the possibilities in efficiently utilizing fuels in making gas by other than the oil-gas process. This paper presents an outline of the study and a summary of the principal results obtained, with some of the more important conclusions and recommendations based on this data. Gas is produced in California by processes which are both unique and different from those common to other parts of the United States. The bulk of the manufactured gas is made in and distributed from two main districts which are centers of population - namely, the Los Angeles district and the San Francisco Bay district. The gas manufactured in the Bay district is, almost exclusively oil-gas, whereas that produced in the southern part of the State, where natural gas is available, is mostly mixed natural gas and reformed-gas, but oil-gas is the chief product when the supply of natural gas is inadequate. Practically all of the gas companies are equipped with oil-gas generating apparatus, and anticipate using it in the future. As the continued use of the oil-gas process to the exclusion of all other processes, depends upon a continued supply of oil at a low cost, and the prospect of obtaining such low-priced oil in the future is somewhat uncertain, the questions have arisen: What will the future gas-making process or processes be? When will it be necessary to make plans for the installation of different gas generating equipment, and what will that equipment comprise?

Mineral raw materials produced in California, other States, and foreign countries were purchased for consumption in quantities valued at over $60 million at 800 of the 1,200 chemical plants operating in California in 1960, according to questionnaires completed by company officials. These and other data received from mineral consumers, producers, dealers, and Government agencies formed the basis for this the first of a series of reports designed to present the intricate features and relationships controlling mineral raw material supply and demand in California industries. The results of this study indicated certain changes in use patterns of minerals in chemica 1 manufacturing; a shift in requirements from metals to nonmeta ls, from inorganics to organics, from natura 1 to synthet ic materia ls , and from distant to local sources of supply.

Surveying and exploring were done at the request of Congress for an investigation of raw materials for the production of steel.A wartime steel plant has been established at Fontana, San Bernardino County, and a backlog of iron-ore reserve for the maintenance of permanent steel industry on the West Coast will be of National benefit in the postwar period.W. D. McMillan, a mining engineer the Bureau of Mines, examined the property in May 1942, and it was reexamined by D. W. Butner, also of the Bureau, in October 1943. "Oil-shale camps are peculiarly favored, in that before they are established it can be ascertained with a,of certainty, that the life of the project is not limited. Unlike camps at metal mines, where the metal content of a given area is frequently an unknown quantity until after years of development, oil-shale camps should, from the outset, be planned and built as permanent types of camps. Where this procedure is followed camps will be established which better serve the needs of the industry and the cost of their general care and upkeep will be less.Selection of camp or townsite.The site of the camp or town, whether on company property or not, should be selected with care. It should be separate if possible from the location of the plants of the company so as to be free from noise and fumes and so as to provide a change of environment for employees in going from their work to their homes.The principal features governing the site to be selected are as follows:Drainage. The general contour of the surrounding country should be such that drainage is away from the site. The camp or town should, if practical, be situated on higher ground than that in its immediate vicinity.Soil. The nature of the soil on which the camp or town is located may bear a decided relation to health. A porous, well under drained top soil of at least four feet in depth insures dryness and facilities the placing of foundations and the laying of water mains and sewer pipes. Such a soil also is an advantage in growing trees, shrubs and grass plots, which are a decided adjunct to making the community attractive."

This report summarizes the results of an update on a previous Bureau of Mines grant (G0264026), and includes 5 additional years of computer pro-gram development. The directory includes a sampling of computer usage in operating and manufacturing companies, consulting firms, computer companies, research organizations, universities, and various governmental agencies. References to computer applications throughout the industry are presented as well as comments on program availability. The work effort on the updated directory concentrated on programs that are available to the public and are well documented.

In 1972, the Bureau of Mines of the U. S. Department of the Interior commissioned the development and design of a Simulator for research and testing of mine roof supports used in long-wall mining. The purpose of the Simulator is to reproduce forces and displacements of a section of a mine roof in contact with one or more supports. This report is an account of the design process that resulted in the final configuration of the Simulator presented here. It includes discussions of engineering considerations that led to major changes in important details of the Simulator. These changes, however, did not substantially alter the basic design originally proposed, except for the elimination of certain originally-specified features that were adjudged as insufficiently cost-effective by both the Bureau of Mines and the design agent at an intermediate stage of the design.

This paper, describing the mining practices and methods at the mine of the Molyb¬denum Corporation of America, is one of a series of similar papers on mining methods in the various mines of the United States being prepared by the Bureau of Mines. The mine of the Molybdenum Corporation of America is in the Red River mining dis¬trict, Taos County, northern New Mexico (fig. 1), The mill and camp are in the valley of Red River, about 7 miles east of the town of Questa; the mine is 1 ¼ miles away, in Sulphur Gulch, a tributary of Red River. The mine is about 600 feet higher than the mill, at an altitude of about 8,700 feet. The climate is cold in winter, but does not interfere serious¬ly with continuous operation. The mine normally produces about 40 tons of sulphide molybde¬num ore per day, which is concentrated at the local mill and chipped to the plant of the Molybdenum Corporation at Washington, Pa.; there it is made into either ferromelybdenum or "molyte" (calcium molybdate), for use in alloys. The ore is mined from narrow, irregular veins by the cut-and-fill method. About 65 men are normally employed underground and on the surface at the mine.

It is unlikely, as In the past, improvement in truck efficiency and capacity can fully offset the effects of inflation, fuel costs/shortages and ever increasing haul distances. There-fore, investigations of haulage systems less sensitive to these problems are warranted. Thus, this U.S.B.M. contract research study on alternative continuous haulage systems was prepared. This study identifies the physical, economic and technological parameters in the application of continuous haulage systems with special attention to under pit slope conveyors and skip hoisting systems. The evaluation data was gathered from extensive literature searches. European/North American mine visits, and industry comments. The study concludes that continuous underground haulage is a viable method within the proper geometric configuration.

Many bituminous coal-mining companies have inaugurated extensive safety programs, but the failure to have approved or permissible equipment or safe practice in only one part of a mine has resulted in disaster. The necessity of using only equipment bearing the U. S. Bureau of Mines approval plate is emphasized by the fact that many accidents are the direct result of carelessness on the part of trusted employees using non-permissible equipment. A concrete example is found in the case of an explosion on October 26, 1926, in a mine in the Pittsburgh district, Pennsylvania. Story of the Explosion At about 10 o&apos;clock on the night of the explosion an examination was made in No. 2 butt left and parallel off No. 14 north, and was found to be clear of dangerous accumulations of gas. (See figure). Several hours later a crew of two men brought a self-propelling rock-dusting machine within 50 feet of the face of No. 2 butt parallel before they examined for gas. The machine operator found an accumulation of explosive gas about 13 inches from the roof. He began to wave his arms thoroughly mixing the gas and air. Undoubtedly a highly explosive mixture was created, and as the men attempted to run the machine back to fresh air as explosion occurred.

The rare metals are becoming increasingly important to our industries. Rare-metal alloys have properties which indicate that we are only on the threshold of the possibilities of their utilization, not only in making nonferrous alloys, but also as special steels. Not only are their uses broadening rapidly, but the metals are affecting our industries in other ways. The oxides and some salts are used as pigments; others have medicinal value. The pure metals are made into filaments for incandescent lamps, and targets for X-ray tubes. By their efficient use in alloys, the weight of automobiles is reduced, • and the wear and tear on tires and roads is thus minimized; in machine shops they help to give greater efficiency to tools and reduce production costs. Their development has marked a milestone in the progress of civilization. There has been considerable uncertainty regarding analytical methods for the rare metals. A great deal has been published, but the weak and the strong points of the various methods have not been investigated as carefully as is needed. The Bureau of Mines at its Rare Metals station in Colorado necessarily had to do a great deal of analytical work in connection with the metals covered by this bulletin, which aims to give the results of the experience so acquired. No claim for much originality is made, although some published methods given have been modified, and some new ones have been developed by members of the staff. The principal methods available were studied critically, and it is to be hoped that the work will assist those interested in analytical work in connection with the metals named.
