Mine dumps created in terms of the pre-MPRDA regime (old order mine dumps) are currently not regulated by the MPRDA, and the common law owners of such dumps are free to process them without the need to obtain the relevant rights. The MPRDA Amendment Act purports to change this position. However, the wording of the Amendment Act raises a number of problems which render the post-amendment position at best unclear and at worst absurd and unworkable. The primary concern with the Amendment Act is that, on one interpretation, material placed on the same dump at different times may be treated differently at law. Thus, parts of a dump may be subject to one person?s right while others may be subject to another?s right. Moreover, case law has generally regarded mine dumps as movable property and, by extending the MPRDA to apply to all mine dumps, the Legislature is extending the ambit of the Act to cover movable property, a scenario not contemplated by the wording of the Act (even after its amendment) in relation to applications for rights. The better interpretation of the amendments, which are not yet in force, is that they will not apply retrospectively to old order mine dumps.

Changes in flotation performance have been correlated to changes in froth structure, velocity and stability. Literature has shown that when the aeration rate is varied for a specific float cell, the recovery of the valuable mineral reaches a peak which also coincides with a peak in the air recovery – a measure of froth stability. Peak air recovery optimisation methodology is a way to use direct readings of physical phenomena by froth cameras to optimise the metallurgical performance of a flotation plant. The aim of this paper is to show the transient nature of the peak air recovery value and the variety of conditions required to attain the peak air recovery on an industrial flotation plant with tight base-layer control of the feed and internal conditions. Industrial site tests that were conducted under controlled conditions showed different peak values at significantly different corresponding aeration rates during normal operation. The measured peak air recovery points corresponded to maximum PGM recovery during normal flotation, as expected. This dynamic nature of the peak air recovery point conditions has not previously been discussed in literature and indicates the need for online measuring equipment and informs the design of process control algorithms required to exploit the phenomenon for optimisation. The objective of this paper was to investigate the possibility of reducing process (fresh) water and increasing recycled water (thickener tank overflow water). As part of the investigation, rougher flotation tests were done with the two water types and a mixture of the two (50%/50%). The effect of recycled water on the grade-recovery response and rougher recoveries was investigated. When thickener tank overflow was used (50% and 100%), the nickel+copper grade versus nickel recovery decreased. The decrease in the grade-recovery was due to higher pyrrhotite recovery. Also, there were no effects on nickel and copper recoveries, which was confirmed using multivariate statistical analysis at the 95% significance level. Jigging is a process of particle stratification in which the particle rearrangement results from an alternate expansion and compaction of a bed of particles by a pulsating fluid flow. The rearrangement results in layers of particles that are arranged by increasing density from top to bottom of the bed. The particles, in addition to the vertically expanded and compacted bed motion, move continuously, horizontally across the supporting screen and helped and influenced by the feed material that is introduced at one end. Following the particle stratification, the particle bed is physically ?cut? at a desired horizontal particle density plane to separate the desired product from the less dense gangue material. The issue of correct pulse characteristics (shape, amplitude and frequency) for the optimal metallurgical stratification of air pulsating jigs has been the subject of much discussion over the years. The accuracy of the dissymmetric stratification depends on the control parameters and the mechanical condition of specific equipment used. This paper will touch on some of the control and mechanical parameters affecting the separation efficiency.

These aspects are related to the structure and quality of cast metal and to the development of newer types of cast material and product.

Contribution by W.D. Ortlepp? The authors are to be commended for publishing their interesting view of an aspect of deep-level mining technology that is becoming increasingly topical and vitally important. This is the second paper in the journal within four months to deal with the crucial needs of highly stressed tunnel construction, the other being the paper on the design and testing of rockburst support in the February 1994 issue. Both papers re-examine important innovative ideas that are more than a quarter of a century old, but that have not yet been implemented by the industry. It is to be hoped that they will now, taken together, serve as a new starting point for a definitive examination of what constitutes proper tunnel-support design. There can be no question that the need to develop a design approach that will solve the problems of tunnelling at depths of 4000 m or more has now become crucial. Contribution by A.M.J. Vervoort* Although the overall paper is very interesting and the future research (comparison between numerical simulations and underground measurements) will be very challenging, I would like to make some remarks regarding the set-up of the numerical model and the interpretation of the elastic results.

Altering the microstructure in order to improve the tensile properties of bow shackles resulted in inconsistency in the fatigue performance. This raises the question whether the inconsistency in fatigue life can be attributed to microstructural changes along the profile of the shackle or to decarburization at the surface. Bow shackles forged from 080M40 (EN8) material were subjected to different heat treatments in order to alter the microstructure. The shackles were subjected to five different fatigue load cases, which represented typical loads experienced at termination points for an overhead power line with a span length of 400 m, with changes in conductor type, configuration, wind, and ice loading. Although the change in microstructure does improve both the tensile and fatigue performance, we found that the depth of the decarburization layer has a greater effect on the high cycle fatigue life of bow shackles than the non-homogeneous microstructure.

Designing and optimising flotation circuits are critical for mineral beneficiation plants, and therefore several procedures have been published. The modelling of flotation circuits with the objective of design and optimisation is problematic in that different approaches are used for the modelling of flotation units and regrinding units. Usually, regrinding models are based on particles characterised by their size, while flotation models are based on species characterised by fast and slow classes. The relationship between particle size and liberation can be used, but it requires laboratory studies that are time-consuming and costs are high. It is therefore not surprising that few studies on flotation circuit design and optimisation include flotation units and regrinding units simultaneously. In this paper, it is proposed to model the regrinding stage using species characterised by fine-slow, medium-fast, and coarse-slow flotation species. In deep, the regrinding model is derived from a population balance approach based on flotation species. The fraction of these species at the feed and product of the grinding unit is determined by flotation tests. Then, based on these data, the model parameters can be determined by a regression estimation procedure. A local ore was used to validate the model. Introduction Structure appears to be of secondary importance to the Bushveld Complex when viewed from a distance. However, a closer look already reveals that large fault zones bound the Bushveld Complex. These fault zones are deep-seated crustal lineaments of continental magnitude such as the Thabazimbi-Murchison Lineament, the Johannesburg-Barberton Lineament, the Palala Fault zone and the Rustenburg fault. Furthermore, the Bushveld Complex is transected by large faults such as the Vlakfontein Fault, visible in the Pilanesberg, the Steelport Fault and the Laersdfrift Fault in the Eastern Bushveld, the Brits Graben, and a multitude of dyke generations (Figure 1). When pursuing structures on a project scale, the lack of outcrop, particularly in the western part of the Bushveld, is of no help for the exploration geologist. Consequently, the first dataset that needs to be considered is the Landsatimagery. Older Landsat TM 5 or newer Landsat ETM 7 will immediately reveal areas of outcrop for field visits, and, after further processing, indicate the geological units, in particular the platiniferous Critical and the Main Zone of the Rustenburg Layered Suite (Figure 2). Airborne magnetic surveys are the subsequent dataset necessary for any decent interpretation of the geology under the ?Black Turf? cover. Currently Anglo Platinum acquires aeromagnetic surveys with a flight height of 20 m and a line spacing of 50 m. These result in high-resolution imagery absolutely crucial for dyke delineation and dip modelling, stratigraphic layer detection, IRUP detection and possibly pothole discovery and fault delineation (Figures 3 and 4). However, the aeromagnetic surveys and the Landsat imagery reveal structures very much confined to the surface and may be hundreds of metres above the platiniferous reef horizons. This may lead to inaccuracies. When determining the underground structures for shaft sinking and mine planning, a 3D seismic survey is advisable. Too many shafts have been sunk in the Witwatersrand Basin for gold and in the Bushveld for platinum without sufficient information of the structure beneath. Recent 3D seismic surveys in the Bushveld have proven the technology and visualized the reef horizons and led to an interpretation of the underground structure (Figures 5 and 6). [ ]

"A renewed interest in nuclear power around the world in order to reduce greenhouse gas emissions is going to increase demand for uranium as fuel. This will result in more uranium being mined, which will in turn increase associated environmental pressures, such as fresh water use. A move to lower quality waters containing impurities such as chloride would help alleviate these pressures. In this work, we determined the uptake characteristics of weakly basic anion exchange resin Ps-EDA towards uranium from saline solutions in a dynamic flow column. Breakthrough curves were produced, with suppression of uptake being observed for chloride concentrations above 5 g L-1. Calculated resin saturation capacities at zero and 5 g L-1 chloride are comparable with literature values for strong-base anion exchange resins, and exceed those published for weak-base resins up to 20 g L-1 chloride. Data has been fitted to multiple breakthrough models, with the modified dose-response model most effectively predicting uranium recovery. The results show that the ethylenediamine functionality could be suitable for use in future uranium processing flow sheets where a high-saline lixiviant is used. IntroductionIon exchange (IX) is a key technology in the uranium mining industry and is well established for the extraction of uranium from both acidic and alkaline leach liquors (Edwards and Oliver, 2000). It was first employed in 1952 at the West Rand mine in South Africa (Ford, 1993; Taylor, 2016). H2SO4 and Na2CO3 are the most commonly employed lixiviants used to solubilize uranium in acidic and alkaline leach conditions respectively. The chemistry of these systems causes uranium to form anionic sulphate or carbonate complexes, which can be taken advantage of by anion exchange resins.Another major technology for the extraction and purification of uranium from leach liquors is solvent extraction (SX). This technique involves the extraction of uranium from the aqueous phase into an immiscible organic layer. Although this is a commonly used method, there are major drawbacks to it, including the use of large volumes of flammable solvents, solvent loss, phase disengagement, third phase formation, and the production of problematic degradation products (Veliscek-Carolan, 2016). These problems can be circumvented through the use of IX resins."

The piloting and eventual large-scale operation of fixed-bed carbon columns for the recovery of gold from plant effluents is described. A fixed-bed carbon pilot plant comprising three adsorption columns was used for the recovery of gold from clarified plant effluent at the Vaal Reefs Exploration and Mining Company (West Division). The effluent ,which contained 0,1 toO,S g/t of gold and less than 10 g/t of free cyanide, was adjusted to pH 8 prior to use. Daily acid treatment of the carbon circuit with 3 per cent hydrochloric acid was shown to have a most significant effect on increasing the gold adsorption. The acid treatment involved a plant downtime of only I to 2 minutes per day. High loadings of gold (up to 30 k g/t) and copper (up to 75 k g/t) were obtained on the leading column, while the gold recoveries averaged 98 per cent over 17 weeks of continuous operation. The subsequent elution of loaded carbon in a pilot elution column indicated the use of abnormally high amounts of the pretreatment reagent (caustic soda and cyanide) used in gold elution. This was attributed to the high loading of copper on the carbon. However, the elution of both the gold and the copper at 110°C with demineralized water as the eluant was satisfactory. In a similar large-scale operation, three fixed-bed carbon columns each containing 4,5 t of carbon were used to treat 80 to 120 t/h of plant effluent with a gold concentration of about 0,15 g/t. Gold loadings of 5 to 6 k g/t were obtained regularly, while the gold recovery averaged 97 per cent over a 12-month period. The capital cost of the plant was recovered in 2 to 3 months. The evidence presented strongly suggests that copper plays a significant role in the adsorption and elution of gold under the prescribed conditions, and in the subsequent precipitation of gold following acidification of the eluates. The formation of a highly insoluble gold-copper complex produced under acid conditions appears to explain many of the observations made in the investigation.

Any company operating a fleet of trucks will be greatly advantaged if the associated fuel costs can be decreased. The optimal tonnage that trucks should be hauling to ensure minimum consumption of diesel fuel has been investigated. The fuel consumption in litres per ton for a fleet of trucks hauling different tonnages of iron ore was recorded in a time-motion study and the optimal tonnage was determined. The following points emerged as a result of the research: > The diesel fuel consumption in litres per ton decreased with increasing tonnage, which means that in order to improve fuel efficiency, the trucks should carry 21 t > As a result of queuing, Africa Truck Hire (one of the two equipment contractors) loses R282.57 per day to diesel that the trucks burn when they are left idling. It is thus advisable that the company adopt a policy of requiring the drivers to switch their engines off while queuing at the stockpile > Filling up the trucks during each shift or rationing the quantity of diesel to 200 litres each shift has a negligible impact on the trucks' fuel efficiency > For the company to spend 35% of their revenue on fuel, the diesel price would have to be between R8.14 and R8.78 per litre.

"The objective of any mining company is to sustainably maximize the net present value (NPV) throughout the life-of-mine (LOM). The expected NPV over the LOM is calculated based on a mine plan, yet the actual value realized by the mining company depends greatly on the level of intertemporal execution against the mine plan. Consequently, a major key performance indicator (KPI) that is often overlooked in open pit mining, due to a greater focus on temporal KPIs, is the degree of spatial compliance to the mine plan. Such focus sometimes leads to short-term actions being detrimental to long-term plans. In this paper we describe the development and implementation of a spatial mine-to-plan compliance reconciliation approach for an open pit mine. Application to a case study open pit iron ore mine in South Africa indicated a significant improvement in the spatial mine-to-plan compliance, from 69% to 94% over a three-year period from 2014 to 2016. These results indicate that implementation of the proposed spatial mine-to-plan compliance reconciliation approach can contribute positively to improving the level of spatial execution and assists in improving the alignment between short-term, medium-term, and LOM plans.IntroductionThe objective of any mining company is to maximize the net present value (NPV) throughout the life of mine (LOM). The failure of tailings storage facilities (TSFs) results in the discharge of significant quantities of hazardous waste material into the natural environment. Research studies relating to slope instability have identified physical mechanisms such as rainfall-induced erosion, liquefaction, and shear failure as the main triggers. The generation of transient pressure waves and the mobilization of pre-event water in the unsaturated zone have been found to trigger shallow landslides in natural hillslopes. In this paper we review these physical mechanisms, known as groundwater ridging (GWR) and the Lisse effect (LE), from other studies. Previous researchers have explained both these phenomena through field and laboratory observations, numerical modelling, as well as conceptual discussions. These case studies demonstrate the impact of rainfall characteristics on the generation of transient pressure waves that rapidly increase the phreatic surface and change pore water suction. Reference is also made to the influence and behaviour of physical porous medium characteristics on the establishment of a continuous water phase that facilitates the transmission of an induced pressure head. However, previous studies fail to recognize the possibility that the pressure increase in pre-event water through pore air propagation could cause slope instability in tailings dams. The authors suggest that the physical properties and hydraulic behaviour of unsaturated porous tailings media make it susceptible to GWR and the LE, resulting in the creation of a potential failure plane.

Metal sulphides are usually semiconductor and their electrical conductivity is low; therefore they are sources of electrons and promote electrochemical reactions. This phenomenon is of significant importance in sulphide flotation. The formation of a hydrophobic surface on the sulphide minerals is the result of various electrochemical reactions. Potential difference in the mineral-liquid interface plays an important role in the kinetics of the reactions, and consequently, on the flotation behaviour of sulphides. The value of the potential difference is influenced by different oxidation-reduction reactions at the interface area, and is measured by a two-electrode system in which an electrode is applied as reference electrode. In this study, we attempted to measure open-circuit potentials of pyrite, pyrrhotite, and steel electrodes with respect to the reference electrode. To verify the results, two reference electrodes, saturated calomel and gold, were used. Time-potential relations with respect to both reference electrodes show that the potential of both pyrite and pyrrhotite increases with time; however, this trend decreases for steel except when at pH 12. The results show a potential drop by an increase in pH value, except for steel, for which the opposite holds. This paper discusses galvanic interactions between minerals and grinding media in the grinding circuits, as well as among other minerals in the flotation processes.

"A new approach is proposed to perform relativistic comparisons between alternative operational risk management solutions by taking into account the impact of each operational activity on overall system performance. A specific case study, to which this new approach is applied, involves the deployment of safety systems in underground mining operations. Conflicting objectives to be satisfied are the minimization of risk to human lives and the minimization of production losses. As the focus in this case is primarily on the mitigation of risk, the approach that was applied is referred to as activity-based risk (ABR) analysis. Existing development process and risk management methods used in the South African mining environment were analysed by means of observations, a case study, technical documentation, and literature review. It was evident from this analysis that a discontinuity existed between the acquisition and operational phases in terms of the management of safety risk in the acquisition of electronic safety equipment when viewed from a full lifecycle perspective. This discontinuity could be addressed by defining a risk perspective in the system development phase by employing ABR in the preliminary design phase of a system’s engineering life-cycle. The focus of the ABR system development process is to find the functional definition and configuration of safety equipment that addresses both safety and productivity when taking into account human performance variability. In doing so, a balance between productivity and safety is found in a relativistic sense. IntroductionIn any system life-cycle, two major phases exist, namely system acquisition and operation (including maintenance). A distinction is made between acquisition and procurement, where acquisition includes system development and integration as specific engineering activities. In the development phase of a new system, conceptual design, preliminary design, and detail design phases follow in this order to define a complete system, after which the system is put into production and implemented in an operational environment—these activities chronologically define system acquisition in the context of this paper. It is not uncommon that differences exist between the risk management perspective during acquisition of a system and risk management perspective during operation, where nontechnical aspects are often ignored during acquisition, but are then encountered and found to be problematic during operation (Leveson, 2012). These differences also exist in the mining industry."

Optimization of current control systems, proper maintenance and efficient training of personnel are recommendations made to control the amount of dust that underground employees are exposed to on a daily basis in the coal mining industry. This dissertation forms as part of Sasol Mining?s commitment to protect the health and safety of their employees by suppressing and controlling dust at their mines. This study aims to understand the relationship among mining processes, exposure to dust and dust suppression control measures. The research phase of the project was done at the Sasol Mining Secunda complex where underground visits were undertaken to investigate current control systems and also new systems that are being implemented by Sasol Mining. This work was important because it helped determine the sources of dust underground and also to identify the shortcomings of current control systems and to test the efficiencies of the new systems implemented at Sasol Mining. The most important result of the research work was the identification of which underground operators were exposed the most to dust as this assisted in designing a dust suppression system for the areas where these operators worked. The main conclusions of this study are that the current control systems are sufficient for controlling dust and ensuring dust compliance if they are used efficiently and maintained properly.
