The issue of evaluating the economic impact of large mineral projects in developing countries was studied by the use of econometric models. The evaluating system is demonstrated by its application to an example from Namibia. Three-dimensional graphics are used to illustrate the procedures leading to an assessment of the economic effects of the mineral development. The analysis allows the assessment of the overall economic consequences of mineral developments where there is a need to incorporate in the evaluation issues that are broader in scope than the pure financial objectives. Sets of technical coefficients are exploited for the development of input-output models of the productive structure of an economy. The models are refined to incorporate country-specific behaviours. The increased flexibility of the enhanced semi-input-output model permits a more confident investigation of the economy wide effects associated with a new project in the mineral sector of a developing country. Synthetic measures of profitability at market and shadow prices are introduced, and the cost/benefit ratio is used to rank mineral projects according to their economic profitability. The cost is the capital mobilized for the development of the project and for increasing the productive capacity of the related satellite industries. The benefits are identified with the economy-wide increase in value added induced by the project. 80th costs and benefits are initially valued at market prices. Their ratio is likely to be an index of economic profitability superior to measures that concentrate exclusively on the benefit side of projects. To allow for market distortions, the concept of shadow prices is introduced, and accordingly project-related costs and benefits are re-evaluated. A new cost/benefit ratio at shadow prices is recalculated, which is more meaningful to the policy-maker than decision-making based on socio-economic issues.

The effects were studied of the presence of comminuted flint on the rheological characteristics of chalk slurry pumped through a 92-km long pipeline from Kensworth Quarry to Rugby Cement Works in the UK, and their impact on the pipe flow conditions. Flow curves were measured for 63different chalk slurry samples; these were described by the Bingham plastic model. In addition to observing trends in the yield stress parameter and plastic viscosity in the model with variations in both flint concentration and dispersant additive, use was also made of slurry viscosity values at a reference shear rate of 60 s-1for the pipe flow. It was found that chalk slurry viscosity decreases with increasing flint content up to 10% by weight for a given additive concentration, and increases with increasing additive concentration from 0.7 to 1.0%, for a given flint content. The pipeline flow regimes were identified using the critical value of the Bingham Reynolds number for laminar flow breakdown. For Bench 11 (quarry bottom) chalk slurries, it was observed that all sections of the pipeline operate in the turbulent flow regime for the nine different formulations and for the three pipe diameters used along the pipeline. However, this was not always the case for Bench 1(quarry top) slurries. It was therefore recommended that chalk slurries prepared from Bench 1 should not be used because of the strong likelihood that laminar flow conditions will occur owing to the presence of higher clay concentrations within this bench. This, in turn, will lead to an unsafe operation of the pipeline because of the potential for coarse particle settling. Likewise, blending of chalk from Bench 1 with the lower benches such as Bench 11 could be problematic and this requires further experimentation.

Keywords: Pyrometallurgy, furnace, smelter, copper, Palabora The Palabora copper smelter has operated for the past 38 years, treating concentrates produced at the mine site. Palabora has reduced captive material by almost 40 per cent with the transition from a large open-cast to a smaller underground mine. The smelter and refinery complex was designed to treat 120 kt contained copper units per annum, with the underground only supplying 70 per cent of the feed. The agreed strategy was to import enough concentrates to maximise production and reduce operational unit costs. This transition has presented the Palabora management with new challenges both in technical and financial aspects.

Fracturing of the rock caused considerable difficulties during the boring of a deep-level tunnel in hard rock. A pilot bore was suggested as a possible means of reducing the effect of the fracturing, and this possibility was investigated theoretically by means of a three-dimensional elastic stress analysis. Failure criteria were applied to the results of this analysis, and it was found that fractures predicted by the use of a simple criterion of limiting tensile macrostrain criterion agreed remarkably well with in situ observation. It was concluded that fracture could not be avoided and that a pilot bore was likely to aggravate tunnelling conditions.

The structural design of large grinding mills, with reference to shell-mounted bearings by D. A. FENTON*, P. Eng. (Visitor) The paper outlines the advantages of shell-mounted grinding mills over mills having a conventional trunnionsupported shell. The growing use of larger mills in the past decade has led to a significant number of mechanical and structural failures, the most common being those at the junction of the head and the shell. Larger mill diameters favour the use of shell-mounted bearings. The elimination of castings, which have an inherent weakness to fracture, makes the shell-supported mill lighter and stronger than a conventional mill of the same shell thickness.

This paper discusses the concentrations of sulphides and total sulphur in widely spread regions around mine residue deposits, from which rain-water run-of can enter the Vaal River system. Analyses of borehole samples from several deposits are used to establish typical sulphur head grades. It is shown that a high percentage of al the oxidizable, and hence leachable and pollution-causing, sulphur has already been removed. When the residues were fresh, water that came from the deposits was highly polluted, but the dissolved solids from these residues are today of very minor significance. The data are supported by analyses of the drainage streams.

A method is described for the determination of cyanide in gold slurries, based on amperometry. The measured current is proportional to the concentration of cyanide, and is not effected by pH or by the concentration of oxygen in solution. It is also unaffected by other ions that may be present in gold-leaching solutions, including sulphide, thiocyanate, and thiosulphate. The current depends on the temperature, and an activation energy of 17,9 kJ/mol was determined Since the current is controlled by the mass transfer of cyanide to the anode, it depends on the conditions of agitation. In tests on an operational gold plant, slurry was pumped directly from the top of the leaching tank, through the measuring cell and back into the tank. The results indicate that the instrument is a promising alternative to the instruments currently available. The readings from the instrument remained in calibration for at least two days, showing that the instrument would need to be re-calibrated by the operating staff at regular periods.

Although a regulation is in force that all water used underground shall be free of bacterial contamination, in practice it is often very difficult to accomplish this. The standard method of disinfection m South African mines IS treatment with calcium hypochlorite, although liquid sodium hypochlorite is used at a few sites. Primarily because the process depends on human control for the addition of the hypochlorite and the regulation of its now, it is frequently found difficult to disinfect mine water adequately and continuously. In many marine environments, chlorine generated by the electrolysis of seawater in its passage through an electric cell is used for disinfection. The generation procedure is continuous and needs no human control except for occasional checking of the equipment. This paper describes the successful implementation of the process, suitably .modified, .at four underground sites. After severe scaling problems had been overcome, a procedure resulted that chlorinates considerably more effectively than the previous system (dosing with calcium hypochlorite), and that has a lower amortized operating cost.

The flotation characteristics of two South African coals were investigated: one from the Dumacol Colliery in Natal, and the other from Landau Colliery in the WitbankCoal Field. Samples of fine coal (smaller than 1 mm)were studied, the Dumacol coal showing significantly better ash-liberation characteristics than the Landau coal. Neither coal was found to produce satisfactory flotation concentrates, except at very fine sizes. The poor flotation performance can be ascribed to the non-selective flotation of unliberated particles that may contain considerable quantities of ash. Flotation recoveries were greatest for particles between 100 and 200 µ m, and fell of rapidly as the size increased above 200 µ m. Very fine particles were found to float adequately, and acceptable concentrates can be made at comparatively high yields from materials smaller than 75 µ m. The flotation of ultrafine coal was demonstrated successfully in a continuous pilot plant. This result opens the way to a potentially viable industrial process for the beneficiation of ultrafines from the Witbank No. 2 seam, which for decades has been regarded as non-floatable.

The lift system is the main part in manganese nodule mining on the ocean bed. It connects the nodule collection system (miner) with the surface platform (mining vessel) and transports the nodules from the ocean bed to the surface. China started the research on lift technology in deep ocean mining in 1991, and a slurry pump hydraulic lift method has been developed for the nodule mining system. The detailed slurry pump hydraulic lift experiments have been undertaken with crushed nodules in the vertical pipe. The lift parameters to lift coarse particles in the lift pipeline have been discussed, including the pressure drop, the solid concentration, and the mixture velocity. The author of this paper not only took part in all these studies on the lifting technology, but was also responsible for some of this research. This paper will present the component parts of the lift system and the research results of coarse particle mixture flow in the vertical lift pipeline. Discussion I. R. M. Cheston (Visitor): I should like to congratulate the authors on this interesting paper which graphically illustrates the overall effects of the gradual developments in diamond concentrating processes which have taken place over the past few years. These final stages of diamond concentration represent only a minor factor in the cost of diamond production but because of the shortage of highly trained people for this work, any easing of the burden on the sorting staff has an importance far beyond the immediate economic sphere. The search for the solution of problems posed by the economic and social conditions of industry is never-ending. The Diamond Research Laboratory is, even now, carrying out further work to improve still more the operation of general diamond recovery processes as described in the paper. Before looking at some of the latest developments in this field of final recovery, there are a few points arising from the paper on which I would like to comment. On page 321, reference is made to the X-ray sorters originally developed by the DRL. The paper gives a figure of 100 per cent recovery of diamonds from +7 mesh concentrates in two passes through the prototype machine. Not wishing to claim miraculous powers for our group, I would prefer to see this given as virtually 100 per cent recovery of all fluorescing diamonds. Firstly however much care is taken, there is bound to be an occasional operating loss. In the test work, 100 per cent recovery was made on many occasions but this was not always so. Secondly, although most diamonds fluoresce strongly under X-rays, some diamonds only fluoresce weakly. Type IIB diamonds, in fact hardly fluoresce at all, but the incidence of this special type of diamond is very low in most deposits. However, in operating the commercial X-ray machines, there is a certain background level of reflected radiation from other feed particles. Unless the diamond fluorescence is several times greater than this, it is not possible to achieve sufficient sensitivity in ejection. A certain small but variable proportion of diamonds from each deposit is always found to fluoresce too weakly to be recovered by the X-ray machine. Tests have shown, that for the De Beers mines, this proportion is considerably less than I per cent. These diamonds are nearly all dark brown or black in colour and therefore of low value. The degree of fluorescence does not, however, depend entirely on the colour or quality of the diamond and some of the brightest fluorescence comes from the lowest quality of boart diamonds. Investigations into the property of the diamond which causes this low fluorescence are being carried out. On page 322 it is suggested that zircon fluoresces in the same colour spectrum as the diamond. This is not quite accurate. The total light given out by zircon under X-rays is of the same order as that of diamond. However the zircon radiation has a much wider spectrum band than the diamond fluorescence. Reference is also made on page 322 to the effect of selective milling in small laboratory mills on diamonds. Perfect diamonds are very hard and very strong and are extremely difficult to break. Imperfect diamonds, which form the majority of diamonds recovered from most deposits, although hard, can be very brittle. Even under slight impact some of these diamonds may shatter to powder. Milling conditions must therefore be extremely closely controlled to minimize breakage, and even so, some breakage will always occur. As suggested in the paper, the necessary conditions are: the use of small balls, slow speed mills and very limited water addition. Tests elsewhere have suggested that the water content of the pulp in such a mill must be less than 25 per cent by weight of pulp to prevent diamond breakage reaching significant proportions. The skin flotation techniques described on page 323 operate on a very small scale. It is of interest to note that in West Africa a large-scale continuous skin flotation machine is used to recover the fine diamonds. In this operation the feed is dried and, after standing, is mixed with water and fed in a single layer onto a woven phosphor-bronze conveyor belt. This belt runs at a shallow angle into a water bath and as the particles are carried through the air-water-interface, the diamonds float off and over a weir into a collecting box. The bulk of the particles, being wettable, sink to the bottom of the tank and are continuously removed. If treated without prior drying, the diamond recovery is poor. If material is treated immediately after drying, a lot of the gangue particles also float. During standing, in the hot and humid atmosphere of West Africa, it is found that the gangue particles recover their wettability much faster than the diamond particles. Optimum selectivity is obtained after standing for approximately 24 hours. At the DRL we have been experimenting with optical filters to differentiate between the fluorescence of diamonds and zircon. The use of pebbles as the medium in the grinding of quartz gravel in a laboratory mil provided experimental data that were used to quantify the relationships between the feed rate of ore to the mil, the fineness of grind of the product, and the wear rate and consumption of the grinding medium. Fineness of grind is expressed as the inverse of the harmonic mean size, a quantity that is calculated from data obtained by sieve analyses. The commonly used criterion for fineness of grind (the percentage of material smaller than 75 µm in the mil product) is shown to corelate approximately linearly with the inverse of the harmonic mean size. An increase in the feed rate was found to cause the harmonic mean size of the product to increase linearly, Le. the relationship previously found for metalic grinding media is applicable to al grinding media, irespective of shape or composition. Simple expressions for the consumption and wear rate of pebbles are derived from the experimental data, and are shown to be functions of the feed rate. The expression for wear rate is a monotonicaly increasing function, while that for consumption is a hyperbolicaly decreasing function of the feed rate. In contrast, a linear relationship was found between the rate of wear of the grinding medium and the rate production of fines. The expressions that were previously developed in relation to the use of metalic grinding media are shown to be equally applicable to pebble milling.
