This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. Large reserves of feldspar ore exist in the Aegean region of Turkey. The main colored impurities in these ores are iron- and titanium-bearing minerals such as anatase, rutile, sphene and ilmenite. In this study, a potassium feldspar ore containing mainly quartz and coloring impurities was subjected to beneficiation tests involving magnetic separation and flotation, which were applied either separately or in combination. Bench-scale flotation experiments using cationic collectors G-TAP and Flotigam V-4343 and using HF and H2SO4 as modifiers were employed to separate feldspar from quartz and to remove part of the titanium impurities. The best results were achieved with a combination of high-intensity wet magnetic separation and flotation. A feldspar concentrate containing 16.28% Al2O3, 10.75% K2O, 2.84% Na2O, 69.97% SiO2 and 0.16% Fe2O3 was produced. A quartz concentrate containing 2.30% Al2O3, 0.48% K2O, 0.42% Na2O, 0.07% Fe2O3 and 96.20% SiO2 was also obtained

The Burnaby Mountain Tunnel was an integral part of the Trans Mountain Expansion Project. General Contractor, Kiewit Ledcor TMEP Partnership (KLTP), contracted with McNally Construction to build an underground tunnel between the Burnaby and Westridge Marine terminals under Burnaby Mountain. The pipeline was constructed within a 2.6-kilometre tunnel, eliminating the need to run the pipeline over the mountain and minimizing community impacts. The complexities of this Project led to multiple innovations, including the design of a Tunnel Boring Machine (TBM) capable of excavating through mixed-faced conditions concurrently thus allowing the Project team to complete the tunnel with limited geotechnical information.

Upon completion of an underground mine design, the planning engineer is faced with a surprisingly complex problem, “What development and mining sequence should be implemented so as to maximize the return on investment?” The problem relates to the scheduling of development headings to access stope production areas in such a way that the most money is made as quickly as possible for as long as possible. The total dollar value of the stopes, the average grade, the total tonnage, nor even the profit margin do not accurately give an indication of the “proper” mining sequence on their own. This paper will outline a method being developed by the author that can create a sequence of events that maximizes the net present value (NPV) of a given development and production design using information already being generated during the design process.

The Cannon mine, located in north-central Washington is mining gold hosted in silicified Eocene-age arkosic sediments arrayed along a regional strike-slip fault system. Branches of the Eagle Creek fault have broken the Chumstick Formation into blocks and wedges, and have caused intense deformation of stratigraphy in the mine. Mineralization at the Cannon mine (B-Reef) and O-Reef (L-O mine) is a bulk silicification with high grade cross-cutting veins containing principally electrum, silver sulfosalts and pyrite in a gangue of quartz, adularia and calcite. Orebodies have very irregular shapes, but tend to follow stratigraphy and high-angle pre-mineral fault breccias and splays developed adjacent to the major faults. Both B-Reef and O-Reef occur at significant bends in the regional trend of major fault strands. Mean gold grades decrease upward from near sea level to the 300 m elevation at the Cannon mine. A new discovery, the A-Reef is hosted by a moderately dipping structure which is at a low angle to bedding. Fluid inclusion studies of B-Reef ore zones indicate dilute ore-bearing fluids boiled at temperatures between 185 and 2850 C at a depth of 1 km. Many ore zones are bounded by sheared mudstone and claystone and a much broader halo of argillic alteration comprising illite, smectite and sericite. Trace and major element analysis by ICP-ES for 33 elements, LECO for S, Hg by CVAA and gold by AA-FA shows dispersion patterns hundreds of meters outward from the known orebodies in the Cannon mine. Geometric mean comparisons, hierarchical R-mode cluster analysis and single element spatial plots show that Hg, As, Sb, S and K/Al compose a suite of elements which are significantly dispersed away from, and increase toward mineralization. Ba, Ca, Na, Mn, V and Zr decrease toward mineralization. The suite is more selective than gold with respect to known mineralization within the exploration area.

"Ask an average non-industry person on the street “What is coal? What is coal mining? What is a coal miner?” The most common answers are coal is something Santa puts in your stocking for being naughty, coal mining is destroying the earth causing global warming, and a coal miner is a person that uses a pick and shovel to dig coal out of the earth. As farfetched as these answers seem, unfortunately this is the opinion of many Americans. Realizing the lack of educational opportunity regarding coal and coal mining, a first-of-its-kind grassroots coal education program known as CEDAR (Coal Education Development and Resource) was created. What started from a general conversation at the December 1992 North Carolina Coal Institute (NCCI) Winter Meeting at the Mid Pines Club in Southern Pines, North Carolina led to the creation, and later expansion of, CEDAR. NCCI President, Gene McBurney, challenged John Justice, NCCI Board Member from east Kentucky, to come up with an idea of how to improve the image of the coal industry, pledging $5,000 from the NCCI as seed money to assist in the development of any such program. John then met with the leaders of Coal Operators and Associates, Inc., (COA) in Pikeville, KY where they agreed to match the NCCI commitment, as well as to assist in the program’s development. After further meetings with representatives from industry, business, and the local school system, CEDAR, Inc. (of east KY) was born. The first year of implementation, the program offered coal education programs to public and private schools in one county in east Kentucky. Although it started in the coalfields of eastern Kentucky, it certainly did not end there. After an amazingly successful first year of the program, it didn’t take long for industry leaders in the western Kentucky coal-fields to learn about, and take note of this new, unique, and exciting program that provided opportunities for teachers and students to learn, “the rest of the story” about the coal industry. Through the joint efforts of Costain Coal, and the Western Kentucky Coal Association, CEDAR of West Kentucky, Inc. was formed in 1994, and has operated since that time, except for the two year period from 2004-2006. The program restarted in 2006 under the name of CEDAR West, Inc. and continues to be offered in six western Kentucky counties."

This morning, gentlemen, I should like to discuss resin anchors of a type introduced to North America approximately 2-1/2 years ago. We shall also briefly review the basics of mechanically anchored rockbolts so that a general comparison may be made. Previous efforts with synthetic resins were aimed at aiding a mechanical Or "point" anchor, obtain a better purchase in the rock mass. Resin cartridges of the type to be described in this paper are capable of achieving point anchorage or full encapsulation of mine roof or rockbolts. Of significance, therefore, is that unlike a mechanical bolt, placed and tensioned, celtite rockbolts may be fully grouted and tensioned or left untensioned in the installation sequence. Our principle effort has been to offer this system to mining and civil engineers who have encountered difficult rock conditions and wish to reinforce strata to achieve a greater degree of permanence and safety.

Apart from its role as an essential input to a wide array of agricultural chemicals and industrial processes, sulfur is interesting in that its supply involves competition between primary product and by-product. This general production structure is found repeatedly among markets for metals and other industrial minerals, and research results from the sulfur market potentially carry over to other markets with similar structures. The purpose of this paper is to present an analysis of the recent and prospective market for sulfur. The analysis will rely heavily on simulation using a comprehensive model of the North American sulfur market developed by the author. Sequential excavation of the Beacon Hill Station has been accomplished in highly complex and inter-layered sand, silt, and clay soils with multiple perched groundwater tables. Successful excavation has required the installation of a deep dewatering well system used to depressurize sand layers above and within the excavated tunnel faces. In addition, the presence of sand layers in the crown of the Platform Tunnels required jet grouting at depths of up to 49m (160-ft). This paper discusses the design intent, construction, and effectiveness of the dewatering system and the selective jet grouting of sand horizons and shaft break outs for the successful construction of the deepest SEM station excavation ever completed in the United States.

Research programs conducted by Allis-Chalmers Corporation are showing that the most efficient energy use in crushers is achieved when the forces applied to particles undergoing breakage are increased. Laboratory bench scale tests have been developed to confirm this phenomena, which was first observed in the field using HYDROCOME crushers with automatic setting controls. A new testing machine is described and methods of maximizing such benefits are postulated. FOREWORD Allis-Chalmers Corporation was founded in Milwaukee, Wisconsin, in 1847 as the E. P. Allis Company, which had an initial interest in manufacturing components in the grinding of flour. As such, its roots were started in reducing material size, which is covered by the generic term, comminution.

Physicochemical properties of copper electrolytes are a strong fundamental consideration in electrodeposition processes during electro-purification and recovery of copper. Their influence extends to mass transfer as well as energy consumption during the electrodeposition process. In this study, the influence of electrolyte composition on electrolyte physicochemical properties was investigated to review the existing literature data. This review of data is considered necessary as more and more electrowinning models are being developed for process prediction and optimisation and a need of such data is required for accurate prediction of physicochemical properties. The major components of importance to the formation of smooth high-quality and high-purity copper cathodes at optimum current efficiency are considered the species in solution. These include Cu ions, Fe ions (major impurity), H2SO4, and a smoothing agent additive. A 5-factor, 2- and 3-level experimental design was employed to determine the effect of copper (35 and 45 g/l), sulphuric acid (160 and 180 g/l), iron (1, 3, and 6 g/l), polyacrylamide additive (2, 5, and 10 mg/ l), and temperature (45 and 55 °C) on electrolyte density, conductivity, and the diffusion coefficient in synthetic copper electrowinning electrolytes. The major species in a copper electrowinning electrolyte are found to be the most relevant for prediction of physicochemical properties. These results indicate that relatively simple empirical models are sufficient for modelling of the electrolyte domain in electrowinning, without the need for the generation of vast amounts of complex experimental data.

Results of work on the development of a phenomenological model for the continuous flotation process using short-lived radioactive tracer techniques for the determination of model parameters is reported. A model that incorporates a flotation first-order rate constant and a residence time distribution based on the cross flow finite state (CFFS) model has been derived and investigated. The short-lived radioactive tracer techniques necessary to extract the model parameters have been developed as have the necessary nonlinear search methods. The conditions under which all the model parameters can be extracted from a single radiotracer experiment are detailed and illustrated. A microcomputer-based unique data logging system has been designed, assembled, and implemented for collecting the necessary transient radiotracer data. Results are reported for a continuous laboratory flotation system for the two systems mica ore and coal.

A 220-meter (m) segment of the Henderson/ ML King Combined Sewer Overflow(CSO) consists of two 1.8-meter-inside diameter (I.D.) pipe-jacked tunnels that pass beneath Interstate-5 and the BNSF and UPRR railroads. A seismic tomography survey was conducted to develop a 3-dimensional profile of the tunnel zone and better define potential obstructions. The tomography was conducted through three 11 cm high-density polyethylene (HDPE) pipes installed in a triangular pattern around the future tunnel alignments using horizontal directional drilling methods. The pipe-jacked tunnels have been successfully completed, thus permitting a comparison between the predicted obstructions and those actually encountered. The top HDPE tomography pipe was also used to monitor settlements with an experimental horizontal profiler above the advancing tunnels during construction and located two areas of ground loss beneath I-5 that were subsequently grouted.

Although water quality predictions are often made in Environmental Impact Statements (EIS's) as part of the National Environmental Policy Act (NEPA), comparisons between predicted and actual water quality conditions are rarely reviewed. A comprehensive review of predicted and actual water quality conditions was conducted for a number of large U.S. hardrock mines with EIS’s. For mines with large differences between predicted and actual conditions, factors responsible for the deviations, such as characterization and modeling errors or engineering failures, were identified. Recommendations are made for how the NEPA process could be modified to better predict water quality at hardrock mine sites.

After the successful breakthrough at the end of 2006 of both TBMs into the multifunctional site Faido (MFS), in the middle of 2007 the two tunnel boring machines resumed the 12 km long section between Faido and Sedrun. In the roughly a 10 month interval both approximately 465 m long tunnel boring machines were partly dismantled, pushed through the 2.5 km long MFS, rebuilt for the new larger diameter of 9.5 m and reassembled to be ready for operation. In the rebuilding phase, improvements were made to the equipment, especially as a result of experience gained from the previous 14 km long drive in the section Bodio and taking into account the latest information regarding the upcoming 14 km section Faido. Both TBM drives are currently in the rock formations of the Lucomagno gneiss, which stretch over a section of 3.5 km from the MFS Faido to the predicted Piora Syncline. This section is divided into two fold axes of the Chièra Synform, where the Lucomagno gneiss pass from a sub-horizontal into vertical bedding. The drives, with current rock overburdens exceeding 1,500 m and, as known from the excavation phase of the MFS, in part highly disturbed rock formations, are characterized by the locally intense rock squeezing conditions with large convergences in the vicinity of the driving TBM as well as backwards due to the interaction of the two drives. High expenditure for the support measures, reduced driving performances together with extensive extra work associated with deadlines and increased costs are the result. In the paper the previous experience with the TBM drives in the section Faido and the challenges still awaiting us are presented and discussed.

"It is generally known that spontaneous combustion potential is a function of coal rank, with low-rank coals having high susceptibility to self-ignition and high-rank coals having low potential. To establish this functional relationship and use it as an engineering tool to identify the propensity of coal to self-heat, both rank and spontaneous combustion potential should be quantified. ASTM D388 is normally used to classify coals by rank, but this classification system can only serve a qualitative analysis. To classify coals by their potential for spontaneous combustion, the self-heating temperature (SHT) method originally developed by the U.S. Bureau of Mines (USBM) was used by Litton and Page (1994) to correlate coal rank with spontaneous combustion potential. In that method, the SHTs of coal determined by an adiabatic experiment are linked with proximate analysis results through a proposed concept known as the “moist fuel ratio.” This ratio is a function of moisture, volatile matter and fixed carbon, all of which have widely different content percentages in different ranks of coal and have strong relationships with coal rank. However, the method is highly empirical, and there is large standard deviation between experimental data and calculated results. The equation correlating the coal quality parameters to determine SHT should be improved with more experimental data.This paper reports on the development of a new system for predicting the spontaneous combustion potential of U.S. coals, based on coal composition data from the U.S. Geological Survey’s coal quality database. First, the user is provided with a quantified classification of coal rank. Second, based on experimental SHT data covering a wide range of ranks from lignite to low-volatile bituminous coal, the original USBM correlation for predicting SHT is improved for the respective rank of coal. The relationship between the rank and SHT of U.S. coals was developed and plotted. The plot diagram can be used for a quick estimate of the SHT of a U.S. coal and as a cost-effective tool for the initial risk assessment of a new mine development."

The development of techniques for separating minerals based on differences in their specific gravities is reviewed and their present applications in process technology outlined. Special emphasis is placed on the development, in Australia, of new models of the spiral concentrator. The mechanics of separation of spiral separators are stated, including the effects of operating parameters, Some of the traditional areas of spiral application are described, together with examples of new applications such as treatment of fine alluvials and tailings, separation of liberated minerals at coarse sizes and fine coal recovery.

The mechanistic approach to comminution consisting of incorporating particulate breakage functions into a suitable population balance equation has been developed by a number of researchers over the past decade or so. (1) To date this approach has been developed and demonstrated primarily for batch-operated, laboratory or small-scale ball mills. However, since industrial mills are mostly quite large and operated in the continuous mode; suitable population balance models and methods for obtaining the necessary breakage and other model parameters must be developed. This paper describes and investigates a radioisotope tracer technique for this purpose, Population balance models previously developed(2,3) are adapted for this study.

The roasting and gas handling circuits at Goldstrikes' new Roasting Facility incorporate proven technologies in a unique combination. During the design of the plant, every effort was made to utilize the best available unit operations from the perspective of capital, environment and operating costs. The roaster utilizes Freeport-McMoRan whole ore roasting technology with pure oxygen as the oxidizing gas. This process was chosen based on its proven application on Carlin-type carbonaceous ores. An extensive gas cleaning train follows the roaster and comprises direct cooling, dust scrubbing, indirect cooling, wet electrostatic precipitation, mercury scrubbing, SO2 scrubbing, CO incineration and NOX reduction.
