The implementation of NAFTA in January of 1994 was expected to have small but beneficial effects for the Mexican economy, mostly through increased investment flows. Mexico's mining industry was especially likely to benefit, as mineral investment funds would be diverted to the now safer Mexico and away from similarly endowed but more risky Latin American mineral economies. The results of the past two years have shown that it is governments and macroeconomic factors that influence investment flows, rather than the fine-tuning of trade flows through so called "free-trade" agreements.

This paper will deal with some of the considerations which, were involved in the design and construction of the uranium mills in the Elliot Lake area . These plants, eleven in number, range from 1500 to 6500 tons per day milling capacity. Most references are with respect to the seven plants in the Rio Tinto Group which have a combined milling capacity in excess of 20,000 tons per day. In dealing with such abroad subject as mill design, one has the choice, of covering a few specific problems in great detail, or else attempting to cover many subjects superficially and briefly. In preparing this presentation, an attempt has been made to compromise on these extremes, and to select some interesting illustrations which are of general interest in the field of mill design, and of value to persons concerned with mill design broadly, beyond the field of uranium mills.

The 2-mile Beach Interceptor Sewer Tunnel was constructed in 1954 to then-current mining and construction standards. Due to its lifespan and deteriorating condition it is now being stabilized and rehabilitated using conventional excavation and ground support. At its southern end, below the prestigious Three Arch Bay community, the original tunnel alignment passes under a historic landslide where the tunnel was sand-backfilled and capped by bulkheads in 1957 due to severe and caving ground conditions. Video footage of the existing 21- inch clay pipe showed that the pipe is severely damaged, which could potentially cause a catastrophic pipeline failure and sewage spill into the Pacific Ocean. This paper summarizes the thorough investigation and design process, tunnel realignment construction and monitoring, and the notable cooperation between all parties to overcome the project risks.

"During construction of a 9.5-ft. diameter sanitary sewer tunnel, the City of Edmonton encountered a large pocket of flowing sand that flooded their TBM and caused significant surface subsidence, stopping further tunneling by the TBM through this zone. A unique collaborative effort ensued between the authors representing the city, consulting engineers and academic researchers to develop the optimal strategy for grouting the problematic soils. The site has a layer of very find sand between 20 and 30 ft. in depth with fines contents ranging from 5% to more than 40%. The collaboration extended from requesting additional site investigation efforts to shipping samples to the UT-Austin laboratories for grout testing plus ground and grouting characterization tests resulting in field recommendations for a full scale ground improvement program. New research information on the grouting of fine sands along with a collaborative framework for the design of in-situ grouting projects are the key topics presented. INTRODUCTION Encountering a large unexpected pocket of flowing sand with an open-faced TBM while excavating a tunnel below the groundwater table is never a good thing. This was certainly true for the City of Edmonton when one of their Lovat TBM’s became inundated by flowing sand while excavating the 9.5-ft. diameter Millwoods Double Barrel Replacement Tunnel in September 2013. However, since the City of Edmonton self-performed this work, a rare situation existed where the site could be investigated objectively, without the prejudice of contending parties selectively influencing how information was gathered and presented, to accurately examine site conditions with a goal of identifying the best remediation measures."

The volume of data produced by operating mines has increased substantially over the last 10 years. However, the volume of data and analytical capability has been negatively correlated to equipment productivity for at least the last seven years. In simple terms, as the volume of data has increased equipment performance has declined. Table (2010) tells us that ?The calamity of the information age is that the toxicity of data increases much faster than its benefits?. More data does not guarantee improving productivity; but more data is also not the cause of declining productivity. Similarly, when equipment performance does start to improve, (it must ? there really is no option if mines want to remain competitive), it will not be the data nor analytics which causes it; it will be the people using the resources at their disposal; including the data. Data and analytics can help if the toxicity of the data can be managed. The simplest form of business improvement using data is benchmarking. The objective of benchmarking is to understand and evaluate the current position of a process in relation to ?best practice? and to identify areas and means of performance improvement. The application of benchmarking involves four key steps: (1) Analyze and understand in detail existing processes; (2) Analyze and understand the processes of others; (3) Compare your own performance with that of the others analyzed; and (4) Design and implement the changes necessary to close the performance gap(s). There are however, many in the mining industries who have shunned equipment benchmarking because they believe that, ?every mine is a pilot?. In other words, the differences between mine operations make comparisons between them of little value. This paper will present a valid approach to benchmarking equipment performance and reliability, accounting for the differences and similarities between operations, producing a result which can be used to add value to mines around the world.

When the Middle Ages were drawing to an end and Rotterdam, then still a small fishing port, began to extend its trade relations to continental ports handling general cargo, a development was initiated which was to give Rotterdam a predominant position in maritime traffic in Europe 300 years later. Despite many setbacks and the silting up of the mouths of the Rhine and Meuse rivers, the port experienced a new rise towards the end of the previous century after the dunes at Hook of Holland had been cut through as planned by Dutch engineer Caland. With its favourable location in the mouth area of the Rhine and a hinterland opened up by waterways it was merely a matter of the city council pursuing a far-sighted policy to make the best of these natural advantages. Thus new port installations were erected on the southern bank of the Meuse in the first quarter of this century, which were expanded in the course of the subsequent decades. The New Waterway became the main artery for industrial enterprises, in particular oil industries, which sprang up along its banks (picture 1). Whereas 30 years ago Rotterdam's Waalhaven, with its new jettees for general cargo and mainly bulk goods, was still one of the most modern terminals, the growing size of ships, which increased by leaps and bounds for tankers, in particular towards the end of the 'fifties, necessitated much larger harbour facilities built further and further towards deep water.

The largest TBM (Tunnel Boring Machine) tunnels are typically along modest slopes, but not always. Occasionally high slope angles are required beyond the capabilities of conventional open trough trailing conveyors. A 2019 project required a large TBM to ascend to an incline angle of 25°. A Sandwich Belt high angle conveyor could easily solve the high angle conveying problem but such a system must include all of the features of the conventional trailing conveyor, particularly the ability to extend with the TBM advance. The writer responded to the challenge and developed a TBM trailing Sandwich Belt high angle conveyor with all of the needed features. The invention (U.S.A. patents awarded October, 2021 and November, 2022) however goes beyond the 2019 project requirements and extends to any high angle incline. This writing first presents the broad Sandwich Belt high angle conveyor development, then its use in various construction and tunneling projects prior to this TBM Sandwich Belt trailing conveyor invention. Finally we present the new TBM Trailing Sandwich Belt high angle conveyor with all of its features and implications.

There are many reasons why the US mineral and primary metals industry is in its present state. Undoubtedly, a flood of imported goods in all sectors is playing a major role in the plight of our raw materials industry. Domestic industry is becoming increasingly aware of the importance of its international competitiveness. And we are beginning to wonder what is happening to our technological edge. A number of factors affect the international competitiveness. Engineers cannot do much about some of these factors - labor costs, tax policy, government relations, interest rates, dollar strength, and labor-management relations. Something can be done about technology, however. Some say technology is so easily transferable today. But I would like to believe that we have the ability to apply it better than others. Not too many years ago, "made in Japan" meant cheap and shoddy products. Today, Japan has completely changed its image. The US is beginning to feel the threat from Japan's low-cost, defect-free products with dependable delivery. With worldwide recession and the strength of the dollar, we were shocked at the sudden weakness that developed in America's industries, not only in the international market, but domestically as well. What went wrong and what can we do about it? Senior executives from 300 large American manufacturing companies were surveyed. These executives believe US companies must: • invest in more efficient plants and equipment (27%); • invest in more research and development (23%); • improve the quality of service to customers (23%); and • adopt more aggressive marketing tactics and strategies (14%). Are we not doing enough research? The US has nearly four times as many people engaged in research and spends four times as much for research as Japan (Fig. 1). There is little doubt about the excellence of the US performance in basic science as indicated by the number of Nobel prize recipients. Japan has produced only four winners since World War II. Look at technology trade of five countries (Fig. 2). Again, US performance has been remarkable. An interesting observation here, is that the United Kingdom, another country with economic woes, is also in the black, West Germany and Japan, both with trade surpluses, are net technology importers. It is apparent that the US' performance in the commercialization of new knowledge is much more in question. Japan had $50 billion of trade surpluses with the US last year, which led to some friction between Washington, DC and Tokyo. Comparing the technology trade of Japan and the US in more detail, Japan imports disproportionately large amounts of technology from the US and Europe. This data is rather old, 1978, but the general trend is not too different even today. It is generally believed that scientific research leads to innovative technology, then to economic payoff. But, after seeing the current technological challenge by Japan, we are forced to change this traditional view. Investment in research may eventually lead to economic payoff, but not directly. There is a middle ground between new knowledge and its commercialization. This is an area where the Japanese have been successful. Until the 1970s, many western companies licensed patents to Japan for quick profits. But, in recent years, these companies have become more discrete about the terms of technological transfer. As a result, a number of scientists and engineers are expressing deep concern over the future of technological developments in Japan. The development and use of short-lived radioactive tracer methods for the on-stream determination of residence time distributions in large-scale ball mills is described. Tests are reported on a pilot-plant ball mill with 0.43 m diameter and 0.86 m length and on an industrial mill with 1.83 m diameter and 2.74 m length. Tests with different tracer feed sizes indicate that the residence time distributions on both mills are independent of charge particle size. Similar tests are planned for a-large ball mill of 4.57 m diameter and 9.30 m length. No safety problems were encountered in these tests and none are anticipated in tests of the larger mill.

This paper describes support of excavation (SOE) design and construction for three large diameter shafts excavated through glacial soil and controlled blasting in complex sedimentary rock formations. SOE in soil consists of unreinforced secant pile rings designed to resist lateral pressure in circumferential compression, eliminating costly steel core beam reinforcing. Controlled blasting at the shafts, adits, and tunnels in densely populated neighborhoods requires managing risks to the public, buildings, and utilities. Controlled blasting approaches limited adverse impacts to receptors nearby while achieving adequate production and fragmentation. A site-specific observational approach was used to adjust blasting parameters, limiting the impact on local stakeholders while maintaining daily progress and managing overbreak.

The central question concerning the health risks associated with mining and processing of taconite ores in the Eastern Mesabi Range is ??does asbestos, of any variety, occur within the gangue mineral population?? Free silica in the form of quartz does exist in the taconite, but silicosis has been relegated to a secondary issue. The focus has shifted to the asbestos minerals and the malignancies that might occur following low-level exposure to dust. Although mineral fibers do exist in the Mesabi taconite ores, Ross, Nolan and Nord conclude ??no asbestos?, as explained in their contribution ??The Search for Asbestos within the Peter Mitchell Taconite Iron Ore Mine, near Babbitt, Minnesota?. Their area of study is located in the eastern Mesabi Range. It is here that the tectonic and metamorphic effects associated with the intrusion of the Duluth Gabbro have been profound. A variety of amphibole minerals have developed as a result of these geological events, some with names recognized within the US Asbestos Standard. The issue tackled by the authors is whether or not these amphiboles are present in the mine and if so whether or not they are asbestiform in habit.

Anthracite mine refuse, or culm dump material as it is sometimes called, is the waste material resulting from the sizing and cleaning of run-of-mine deep and strip-mined anthracite coal. It may also contain mine rock, carbonaceous shale, pyrite, and other debris from mining operations. This material is generally stored in piles or banks, some of which are over 100 years old. Many of the older banks contain a considerable amount of good coal, particularly in the finer size ranges, since these sizes did not have any particular economic value in the early days of anthracite mining. Today, the refuse material from a cleaning operation must be piled in an orderly fashion and in such a way as to minimize the tendency to ignite. There are well over 400 of these banks in the anthracite region containing over 1100 million tons of refuse located in the north-eastern part of Pennsylvania. "Mining industry as a source of raw material is essential to society however, it lacks of good reputation due to the type of management historically applied to many of its social and environmental impacts. It is argued that this situation has hampered the obtaining of social license to operate of a lot of mining projects around the world. The last considerations are very common in Latin American countries. As a result, the mining sector has understood that the viability of the business long term is associated with more profit for the shareholders but also with activities that improve the livelihoods of local communities, enhance the capabilities of local governments and preserve the ecosystems around the projects. Nevertheless, recent studios have shown that most of the current advances to incorporate sustainability concepts in mining have been mainly focused on control and the prevention of environmental and social impacts of extractive activities. Thus, contributing to the development of territories around mining projects constitutes a fundamental aspect of the business competitiveness through reducing cost and risks of stopping projects, innovating new ways of relationship with stakeholders, improving the level of reputation of the industry as well as its position in the market. However, this contribution requires formal strategies and models that enable companies understand the different resources in the territories where their mining activities are developed and those resource transformations, in order to establish the best way to articulate the project with the territory, pursuing an effective contribution to its development, truly sustainable over time even after the mine closure. CONTEXT Currently in the world but especially in developing countries such as Latin Americans, different stakeholders are increasingly vigilant of how mining companies carry out their activities in terms of socio-economic and environmental management of territories, not only for its impact on the livelihoods of the communities that inhabit them, but also because many demanders of raw materials -both countries and companies- have set sustainability standards as a prerequisite to establishing business relationships with mining companies, such as the recently declared Sustainable Development Goals by 2030 (UN, 2015). Accordingly, decide underinvest or not to invest in sustainability issues carries risks for mining companies. However, invest much in the wrong way may involve the same risks. Managers are concerned to ensure profits, and therefore they decide carefully how to invest in the areas of production, R & D or marketing. Likewise, they should think strategically about investing in initiatives related to sustainability. This if they really want that those investments in fact help to improve the competitiveness of the company. The mining industry benefits from natural capital that extracts, so it should implement strategies that lead to remunerate such benefit to the territories (Almaguer, 2007). One option is through the transformation of natural capital in other types of non-existent capital or poorly developed in their areas of influence. In this way, the value generated by the extraction of underground resources is shared and additionally contributing to improving the quality of life of the communities. Historically, mining industry has been into several problems to achieve this, which represents one of the aspects that has most influenced the current reputation of mining industry in some regions of Latin America. Many communities, local governments and civil society organizations continue to associate this activity with the destruction of the social fabric and ecosystems in the territories, and their opposition against companies working in the areas has led to affect the operational continuity of many projects (Hamann, 2003; Prno and Scott, 2012; Slack, 2012)."

"HISTORY Tube bundle systems have been used in the coal mining industry for gas detection since the 1960’s. At the time there were developments were underway for improved gas monitoring systems. The primary gas detection systems in use were the flame safety lamp, colorimetric stain tubes and the taking of samples for analysis by gas chromatography. The MSA D6 hand held methanometer was approved in the UK for statutory methane measurements in 1972 and became very popular due to its smallness and simplicity of use. In 1973 Sieger Limited also developed a BM1 methanometer which could be installed underground and relay methane concentrations to the surface. Similar developments were underway for carbon monoxide detection and one was developed in 1982 by the Yorkshire Regional Laboratory of the NCB commercial development was undertaken by Sieger Limited who named it the ‘SCO1’. The UNOR 1 carbon monoxide and methane analyzers were approved for underground use in the United Kingdom in the late 1960’s.5 The technique was developed by Dr Luft of Bergbau-Forschung Essen and the equipment was manufactured by Maihak in Germany. The apparatus was flame proof and provided an intrinsically safe output which allowed the result to be telemetered to the surface through colliery communication systems. Both analyzers work on the same principal and each of the gases adsorb a certain wavelengths of infrared radiation. The detector measures the residual transmitted radiation and determines the percentage of gas present in the sample. These flameproof versions had proven to be robust and reliable. The UNOR 1 had been used in the Saar region of Germany and Scotland in the UK. The development of tube bundles for hydraulic controls enabled the development of the tube bundle gas monitoring systems we know today. A bundle of tubes are taken underground through a shaft, a borehole or drift then distributed to the required monitoring points. This enabled the ongoing monitoring of the underground environment when the power was isolated at 1.25% CH4. In 1972 the United Kingdom (UK) National Coal Board (NCB) produced a hand book for tube bundle systems which was subsequently updated in 1974. This is a useful guideline into the operational aspects of tube bundles systems at coal mines6. Many of the processes identified are being followed today. The United State Bureau of Mines (USBM) prepared a circular similar to the NCB handbook on tube bundle systems.7 The circular was prepared by Litton C and it was targeted at the design criteria for tube bundle the systems. The circular also states that “pneumatic monitoring systems can be used to monitor for hazards that develop quite quickly”."

Lidar scanning has become an increasingly popular tool for documenting underground excavations; however, high costs of traditional mechanical electrical lidar hardware, software, and training have limited the frequency at which lidar scans can be performed. Additionally, traditional scanning can be time consuming because multiple scan positions are necessary. With Apple’s incorporation of low-cost mobile solidstate lidar on select smartphones and tablets, lidar is becoming more tractable for everyday construction documentation similar to construction photo collection with smartphones. Here, we describe benefits of mobile solid-state lidar and describe several practical applications for use in underground construction, such as documenting the working face, over-blast, and geologic features of tunnels.

Most of the projects summarized in this paper are funded under the Bureau's Advancing Metal-Nonmetal Mining Technology program and are part of the in situ mining subprogram coordinated at the Twin Cities Mining Research Center. The borehole mining equipment development, are funded under the Bureau's Advancing Coal Mining Technology program, is essential to accelerated progress in the in situ mining subprogram, and some background information on this concept is included. The initial in situ research projects started in 1971-72 evaluated some of the critical blast design parameters for in situ copper leaching. The present program totals about $1 million per year and includes in-house research projects, cooperative (cost-sharing) projects with the mining industry, and research and development contracts. Two different extraction schemes are under investigation: inplace leaching and borehole (or slurry) mining. The principal commodity targets for the Bureau's improved in situ mining technologies include copper, uranium, coal, and potash. The principal purpose of this paper is to inform the mining industry of the in situ mining research recently completed or being conducted by the Bureau of Mines. In addition the Bureau encourages companies to comment on the program accomplishments as well as offer suggestions on top priority research needs for improving the in situ mining methods described in this paper.

Inactive underground mines now provide essential habitat for more than half of North America's 44 bat species, including some of the largest remaining populations. Thousands of abandoned mines have already been closed or are slated for safety closures, and many are destroyed during renewed mining in historic districts. The available evidence suggests that millions of bats have already been lost due to these closures. Bats are primary predators of night-flying insects that cost American farmers and foresters billions of dollars annually, therefore, threats to bat survival are cause for serious concern. Fortunately, mine closure methods exist that protect both bats and humans. Bat Conservation International (BCI) and the USDI-Bureau of Land Management founded the North American Bats and Mines Project to provide national leadership and coordination to minimize the loss of mine-roosting bats. This partnership has involved federal and state mine-land and wildlife managers and the mining industry. BCI has trained hundreds of mine-land and wildlife managers nationwide in mine assessment techniques for bats and bat-compatible closure methods, published technical information on bats and mine-land management, presented papers on bats and mines at national mining and wildlife conferences, and collaborated with numerous federal, state, and private partners to protect some of the most important mine-roosting bat populations. Our new mining industry initiative, Mining for Habitat, is designed to develop bat habitat conservation and enhancement plans for active mining operations. It includes the creation of cost-effective artificial underground bat roosts using surplus mining materials such as old mine-truck tires and culverts buried beneath waste rock.

The lack of progress in controlling pulmonary diseases such as pneumoconiosis cases in recent years necessitates additional studies on dust generation and the characterization of airborne dust. Studies are underway by a NIOSH-sponsored project to observe the characteristics of the dust generated by pick cutters under various wear levels. This research performed a full-scale linear-cutting-test matrix on eight coal samples with various bit penetrations, spacing, and wear conditions. The specific energy and resulting PSD (particle size distribution) of airborne dust and material left at the cutting surface were measured and analyzed. The dust concentration was determined using the NMAM (NIOSH Manual of Analytical Methods) 0600 method. For fines, the PSD was characterized using Laser Diffraction, measuring percent channel and aerodynamic diameter, while Imagej, a virtual sieving application, was used for larger particles. The results show that for a new bit, as the cutting depth and spacing increase, the specific energy and dust generation decrease. The size and shape of the dust particles have been analyzed, and the observed trends are discussed in this paper.

Recent advances in cloud computing and database technology developed for the Internet of Things offer a different way of working with these critical data sets. Enabling a cloud based, open data structure with high performance data analytics capability presents a compelling improvement in governance and a democratization of ore body knowledge that can lead to automation use cases that support the digitalization of mining.
