The Second Narrows Water Supply Tunnel crossing beneath Burrard Inlet is an important component of the Greater Vancouver Water District’s plans to increase seismic resilience and meet increasing water demands. The project included the 110-meterdeep (350 ft) South TBM Receival Shaft, one of the deepest shafts to date in the sedimentary rock unit underlying much of Metro Vancouver. The shaft encountered varied sedimentary rock types, including fractured rock, with accompanying high groundwater inflows. This paper discusses the design and construction challenges associated with this shaft and the necessary means to complete the shaft in time for TBM arrival.

The objective of this study was to evaluate the potential health risk associated with exposure of dozer operators to whole-body vibration. Measurements were made on 31 dozers used in different surface mines in Turkey. Predictions of adverse health effects of vibration were based on the standards BS 6841:1987, ISO 2631–1:1997, ISO 2631–5:2004, and the EU Vibration Directive:2002. Operators experienced high and comparable levels of vibration acceleration and dose during all dozer tasks: pushing the material (DOZE), moving forward (FORWARD), moving backward (REVERSE), and ripping (RIP). Specifically, DOZE, FORWARD, REVERSE, and RIP showed high potential of adverse health effects in terms of vibration dose according to the worst-case axis and vector sum criteria and a moderate adverse health effect for acceleration according to the worst-case axis criterion. Operators of large dozers were exposed to lower levels of vibration. However, no statistically significant relationship between vibration exposure levels and the propelling mechanism and the service time of dozers, operator experience, operator age, and ground type was found.

Good afternoon. I have entitled my talk "Investment for Progress," implying thereby a spark of friendly competition by private enterprise with such government-inspired foreign aid and investment programs as the Alliance for Progress. While the subject of foreign investment is hardly a new one, the perpetual flux of the political and economic surface of this earth we inhabit makes it forever timely and forever interesting. Especially do tremendous opportunities for international investment constantly present themselves to the mineral industry, and just as often must the industry approach these opportunities with a great deal of investigation and caution. This is not to say that the mineral industry--no less than any other industry--should be unenthusiastic about the foreign scene, but like everyone who proposes to put his money where his hope is, it should consider all the factors and weigh the possible disappointments as well as the rewards.

Eastern Jamaica consists predominantly of non-carbonate rocks reaching elevations of over 2200 m. The area is drained by a well established river network which supplies close to 30% of the sand and gravel used by the building and construction sector. Present high extraction rates and slow rates of replenishment will result in early exhaustion of this source of aggregate. A number of volcanic and carbonate rocks are being examined as a possible source of high quality aggregate which meet the requirements for all types of construction. Preliminary evaluations show a dacitic deposit to be the most suitable source for aggregate use.

This paper initially was to be on the design, construction and operation of the Lucky Friday mill. However, this subject has been pretty well covered in some of the mining publications in the past few years - specifically Mining Congress Journal for April, 1961 and Mining World for March, 1962- : In order to avoid too much repetition, we decided to present in this paper a comparison of the Lucky Friday mill constructed in 1959, and the Mayflower mill built by us in 1962. During the past three years Hecla Mining Company has constructed two relatively small mills: The Lucky Friday mill at Mullan, Idaho 750 T/day; and the Mayflower mill at Heber, Utah - 450 T/day. These mills were engineered, designed and constructed by Hecla, using principally our own personnel, with very little outside (contractor) labor employed. This paper presents a comparison of some of the interesting features of these mills, and where differences occur, it discusses the reasons for the various differences. It compares such points as the testing program, physical layout of the plant, construction costs, the grinding section, the flotation section, tailings disposal, metallurgy, recovery, grades, operating costs, etc. To help illustrate, and to compare these features, we will project pairs of slides showing each of the two mills. In the early 1970s, it became a concern that exposure to the mineral fibers associated taconite ore processed in Silver Bay, Minnesota would cause asbestos-related disease including gastrointestinal cancer. At that time data gaps existed which have now been significantly reduced by further research. To further our understanding of the types of airborne fibers in Silver Bay we undertook a geological survey of their source the Peter Mitchell Pit, and found that there are no primary asbestos minerals at a detectable level. However we identified two non-asbestos types of fibrous minerals in very limited geological locales. Air sampling useful for risk assessment was done to determine the type, concentrations and size distribution of the population of airborne fibers around Silver Bay. Approximately 80% of the airborne fibers have elemental compositions consistent with cummingtonite-grunerite and the remaining 20% have elemental compositions in the tremolite-actinolite series. The mean airborne concentration of both fiber types is less than 0.00014 fibers per milliliter that is within the background level reported by the World Health Organization. We calculate the risk of asbestos-related mesothelioma and lung cancer using a variety of different pessimistic assumptions. (i) that all the non-asbestos fibers are as potent as asbestos fibers used in the EPA-IRIS listing for asbestos; with a calculated risk of asbestos-related cancer for environmental exposure at Silver Bay of 1 excess cancer in 28,500 lifetimes (or 35 excess cancers per 1,000,000 lifetimes) and secondly that taconite associated fibers are as potent as chrysotile the least potent form of asbestos. The calculated risk is less than 0.77 excess cancer case in 1,000,000 lifetimes. Finally, we briefly review the epidemiology studies of grunerite asbestos (amosite) focusing on the exposure conditions associated with increased risk of human mesothelioma. © 2008 Elsevier Inc. A mine fire is one of the most challenging safety issues facing a mine operator and can occur at any location underground. The National Institute for Occupational Safety and Health (NIOSH) and the Twentymile Coal Mine, CO, conducted in-mine experiments to determine the capability of high-expansion foam for addressing underground fires. The tests were conducted in sloping entries with high-capacity diesel-powered foam generators. The following results were observed: a well-designed, maintained and properly operated high-expansion foam generator can propagate a foam plug hundreds of feet in steep upward-sloping (20%) multiple entries against a ventilation pressure; stoppings and partitions designed to contain the foam plug in upward-sloping entries must be substantially constructed; and the predicted quantity of foam concentrate can be significantly less than the actual amount used, due to foam losses, such as bubble breakage on dry surfaces. This paper describes the production of high-expansion firefighting foam and discusses the in-mine experimental tests and results.

"The paper treats the spatial aspect of mine sequence optimization. This aspect is revealed in the context of determination of the optimum number of cutbacks of an open pit mine. Cutback mining is a dominating method currently in base\precious metal mining and it is based on a pseudo-economic discretization of the pit space by using advanced pit design algorithms. The result of the implementation of such approach of pit design is the generation of pit shells, which need to be grouped into an optimum number of cutbacks for maximization of the project value. A mathematical solution of this problem is developed with the utilization of a combinatorial analysis. The solution provides a multi-variant investigation of the optimum mine sequence with the implementation of an author’s method for production scheduling optimization, which uses the Net Present Value as a criterion for assessing the economic efficiency of mine sequencing. A case study is provided for the conditions of a hypothetical open pit gold mine to illustrate the applicability of the approach. The results obtained reveal the complex nature of the variation of the Net Present Value as a function of the cutback geometry. INTRODUCTION The mine sequence optimization in open pit mining is a procedure that predetermines the efficiency of the production scheduling optimization. From a technological standpoint, the mine sequence optimization deals with two aspects – spatial and time. Each of them plays a tremendously important role in searching for the optimum solution of the open pit design problem. Original results on the time aspect of mine sequence optimization are published by Halatchev [2002]. They reveal a wide range of the Net Present Value (NPV) variation for a multi-variant arrangement of mine sequence over time and using a fixed geometry of the cutbacks, which determines the economic potential of a single open pit mine from a deterministic standpoint. The results show a range of NPV variation up to 30% depending on the stripping ratio of the mine. The effect of this variation is mainly due to the implementation of the mine planning principle of waste deferment in the scheduling optimization and using all theoretically possible variants of mine sequence arrangement by the inclusion of the bench sequences over the Life-Of-Mine (LOM) in the production process."

The application of geophysical technology relative to the exploration, planning, and operation of coal mines is expanding. This is due to the trend of the industry to increase the size of operations, use of mechanized equipment and mining of more difficult coals, where unforeseen conditions can affect mine profitability. Coal is a good geophysical target because of its lower density, higher electrical resistivity, lower seismic wave velocity, and lower magnetic susceptibility in comparison to typical country rock. The more important techniques are well logging, high resolution seismic reflection, seam wave velocity, and radar. These methods can be used to map coal horizons, determine the physical properties of the coal, and identify mining hazards. The methods are not a pancrea however. Their use should be based on a careful assessment of their expected success and cost benefit analysis in comparison with conventional technology, primarily drilling, which none of the techniques presented should entirely replace. In general, the level of technology developed for geophysics surpasses their current level of application to coal problems. In some cases, identifying hazards in advance of mining using seam wave seismic in particular, the state of the art has been developed in Europe and is awaiting fruitful application in the United States.

The Navajo Mine is exclusively a multiple seam surface coal mine located in the northwest corner of New Mexico, and entirely on the Navajo Indian Reservation (Figure 1). It is owned and operated by the Broken Hill Propriety Co., Ltd. of Melbourne, Australia. The mine began production in January 1963 with a long term fuel supply agreement with the Four Corners Power Plant. The 2175 MW nominal generating capacity of the Four Corners Power Plant consumes 8-8.5 mm tons of coal annually. With estimated reserves totaling 1.1 billion tons of strippable coal, only one third is presently committed to the generating station. As development has continued over the years, mining operations have advanced into more complex geologic areas to satisfy the utilities demand for coal.

The Port of New York and New Jersey is one of the most heavily used transportation arteries in the world, handling nearly 40 per-cent of the North Atlantic shipping trade and directly providing nearly 230,000 jobs to the local economy. In 2004, $100 billion worth of consumer goods moved through the port. To accommodate future cargo volumes in the port, which are expected to double over the next decade and possibly quadruple in 40 years, deeper shipping channels are needed to provide access for a new generation of cargo mega-ships with drafts exceeding 13.7-m (45-ft) when loaded. Current channels within the harbor range in depths up to 13.7-m (45-ft), thus preventing carriers from using these larger ships, or requiring significant reductions in cargo to achieve lesser drafts to operate safely within the harbor. As part of the Harbor Deepening Project, the Anchor-age Channel would be deepened to 15.2 m (50 ft) below mean low water (MLW), for a length of 5,790 m (19,000 ft). The New York City Department of Environmental Protection (NYCDEP) owns, operates and maintains two existing water siphons in the harbor. Due to their shallow depth, both existing siphons must be relocated before dredging of the Anchorage Channel can be completed. Tom Costanzo, manager of capital programs for the Port Authority of New York and New Jersey (PANYNJ), says that ?While the re-location of the existing siphons under the Anchorage Channel is vital to the success of the deepening program, it is also a story of cooperation among key agencies at different levels of government resulting in improvements that will benefit the people of this region greatly.?

Fatigue in mining operations is a serious issue and a significant contributor to incidents and accidents. While mine operators are using or introducing new technology to monitor operator fatigue, there is little work that focuses on the subjective experience of fatigue and the use of fatigue monitoring technology. To investigate this issue, eight focus groups with a total of 44 operators of heavy haulage equipment working for two mining companies in the Mountain West of the USA participated in 1-h focus groups. The topic of the focus groups was the experience of operator fatigue and issues surrounding fatigue at the workplace. The results of the content analyses suggest that operators are well aware of the signs of fatigue, and that they understand the severity of these signs as well. In addition, they are aware of the effect of fatigue on driving performance and are using a wide range of methods to manage fatigue. Finally, based on participants’ assessment, current fatigue monitoring systems lack face validity and reliability and are perceived as not being effective. The results of this study emphasize the importance of a socio-technical systems perspective in the context of miner health and safety management. Only such a comprehensive perspective can result in improvements that are sustainable.

A crucial step in the acquisition by one company of the assets of another, the acquisition of the stock of another company, or the merger of two com-ponies, is the legal due diligence which needs to be performed in order for the acquirer to ascertain or confirm the obligations, liabilities and exposures to risk that are being assumed along with the assets or corporate stock being acquired. Where the obligations, liabilities, or exposures to risk arise from existing contracts, or from pending lawsuits, administrative proceedings, or threats of these actions, those matters are relatively straightforward to discover by careful review of the files of the party whose assets or stock is being acquired. However, where a company is engaged in ongoing mining or processing operations and has operated or owned mining proper-. ties, there are many sources of liability and exposure to risk which could have major adverse economic consequences to the acquiring party and which are not revealed, or at least are not clearly delineated, by the records of the company whose stock or assets are being acquired.

This paper describes the 6, 000 tpd, three stage haulage system at the Ozark Lead Company's mine in southeastern Missouri. It details the methods and problems pertinent to the loading, hauling, sorting, crushing, storing and hoisting of waste rock and ores obtained from underground development headings and production areas. The Ozark Lead Company is a wholly owned subsidiary of the Kennecott Copper Corporation. Its mine is located nine miles south of Bunker in Reynolds County at the south end of the "New Lead Belt" mining district. Development started in May, 1964, by drilling a seven foot diameter (six foot cased), 1, 250 foot development-ventilation shaft. Drifting began in August, 1965, to obtain a bulk ore sample, to test ore continuity, and to drive two mine levels while the pre-grouted production shaft was being sunk. Over 7, 900 feet of 12 by 24 foot drifting was done from this small shaft. In March, 1966, a 20 foot diameter, three compartment, concrete lined production shaft was collared. It intersected existing development headings at a depth of 1, 195 feet in April, 1967, and was completed along with a concentrator and other facilities in June, 1968. Mine production began that month, with 5, 000 tpd reached in 1970.\

Published information discussing uranium mine radon daughter controls and related costs was examined and used to develop an estimated (projected) cost per ton for any level of control. Results show a clear power function increase of cost for conventional dilution ventilation as the annual exposure limit is lowered. Projections can be made using any assumed changes in consumer price index (CPI) and radon daughter working level months exposure limit. Bounds on the estimated costs are provided, and applicability of the final equation is discussed.

To overcome the difficulty of accurately judging the load state of a wet ball mill during the grinding process, a method of mill load identification based on the singular value entropy of the modified ensemble empirical mode decomposition (MEEMD) and a probabilistic neural network (PNN) classifier is proposed. First, the MEEMD algorithm is used to decompose the vibration signals recorded under different load states to obtain the intrinsic mode components, and a correlation coefficient threshold is used to select the sensitive mode components that characterize the state of the original signal. Second, singular value decomposition is used to obtain the singular value entropy. Finally, the load state of the wet ball mill is judged based on the magnitude of the singular value entropy. A characteristic mill load vector is constructed from the singular value entropies of the cylinder vibration signals recorded under different load conditions and is used as the input to a PNN, which then outputs the predicted ball mill load state; in this way, a load state identification model is established. Grinding experiments are presented to verify the effectiveness of the proposed method, showing that the method can accurately identify the load state of a wet ball mill. ()

The U.S. Bureau of Mines has cooperated with Cyprus Casa Grande Corporation Cyprus Casa Grande Mine, Cas a Grande, Arizona, since 1988 to assess the hydrology of an in situ leaching test facility. This work has resulted in an in situ design for leaching copper oxide ore that takes advantage of the increased mineral access associated with poor quality rock surrounding mine drifts. Blasting and bulkheads are used to produce readily-leachable rubble and contain and control solution movement, respectively. The design reduces the need for handling solution under high pressures in an injection/recovery system for in situ leaching of underground ore bodies. Early work at the site recognized a stress redistribution zone and increased transmissivity near drifts. Fracture data from a corehole oriented parallel to the dip of the ore body indicated an increase in fracture frequency around drifts a distance of 21 m (70 ft) away from the 5 m (16 ft) diameter drifts.

The disposal of the phosphate slimes produced by Florida beneficiation operations is perhaps the biggest single problem of the phosphate mining industry. This is an old problem which has not been solved and which is becoming increasingly severe. In a typical phosphate mining operation, the phosphate rock mined is initmately mixed with sand and clay, constituting what is known as matrix. During the beneficiation, the clay and other fine materials are separated usually at -150 mesh, and washed from the phosphate rock in a form of diluted slurry known as phosphate slimes. The quantity of slimes solids and their composition vary considerably with the location but usually represent from 25 to 35% of the ore mined. Because of the affinity that clays have for water, large volumes of water are required to separate the granular material in the matrix forming a dilute slime suspension (1.5 to 3% solids) of colloidal material, which settles very slowly, and thus requires immense impounding areas, which never becomes totally usable land. ABSTRACT It has been suggested that effective disaster prevention and response in mining requires that elements of emergency management be incorporated into everyday operations, planning, and decision-making, much in the same way that the industry approaches routine risk management. Since Congress passed the MINER Act in 2006, the newly mandated structural and technological advancements in mine emergency response preparation have been made and are apparent, but measureable improvement in mineworker emergency preparedness is difficult to ascertain. To begin exploring whether measurable indicators of mine workforce preparedness can or should be addressed within a risk management framework, NIOSH researchers examined the datasets from two separate research efforts—one which measured the organizational safety climate and self-reported safety performance, and the other which measured individuals’ perceptions of their own self-escape competency. INTRODUCTION In response to the mine disasters in 2006, the United States Congress passed the Mine Improvement and New Emergency Response Act (MINER Act), which strengthened existing regulations [30 CFR, Part 48] and introduced new provisions to improve mine emergency response. Since that time, new technological and structural features, such as mandated redundant communication systems, personnel tracking systems, and lifelines in primary and secondary escapeways, have been installed in underground coal mines across the country. Additionally, mine operators are required to develop emergency response plans, provide adequate supplies of breathable air throughout the mine, provide more frequent and realistic expectations training, and are required to immediately notify the Mine Safety and Health Administration (MSHA) in the event of an accident. While the structural and technological advancements in emergency preparedness are readily observable and easily measured, levels of individual mineworker preparedness remain difficult to assess. There is a general consensus that deficiencies in competence in the non-routine tasks required for individual miners to effectively respond to a mine emergency likely remain (e.g., National Research Council [NRC], 2013), and NIOSH research continues address this concern (Haas, et al., 2015; Hoebbel et al., 2018). To maximize an operation’s capacity to effectively prevent disasters and/or respond to emergency events, it has been suggested that individual and emergency management efforts be incorporated into everyday operations, planning, and decision-making in much the same way organizations manage routine risks to health and safety (Haddow et al., 2017). To the authors’ knowledge, the mindful intersection of routine risk management policies and practices and emergency prevention and response readiness have yet to be empirically studied within the mining industry.

The Gulf Coast, from New Orleans, Louisiana to Brownsville, Texas, is one of the largest high energy consuming areas in the United States. This region has areas of very high industrial density. The lower Mississippi River from Baton Rouge past New Orleans has a high industrial density. Lake Charles, Louisiana, the Orange-Beaumont-Port Arthur area, Houston (4 separate areas) and Corpus Christi all have the same high industrial density. This situation developed due to good transportation, good labor conditions, good weather and the abundance of cheap energy-gas and electricity. Obviously the latter had the greatest impact. The availability of cheap natural gas made Gulf Coast sites very attractive to energy intensive industry such as metals and petro-chemicals. The area was also very attractive to refinery development due to the large supply (endless?) of crude oil available. As we all know, the energy situation has changed dramatically in the last five years. The cost of a MMBTU has risen from the 17¢ to 19¢ level to a price of $1.95 to $2.10. The price of interstate gas, as defined by the National Energy Plan recently passed by Congress, was approximately $1.98/MMBTU escalated to October, 1978. It goes without saying, that this has had a major impact on doing business in the Gulf Coast. As fuel prices soared, different companies responded in different ways; but overall, industrial energy consumption along the coast was reduced 20% to 25% from 1974 to 1975. Since 1975 production and energy use has been increasing, however, production at some plants is still significantly below plant capacity.
