INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. or more than 50 years the Portland Cement Association has represented the United States cement industry in matters relating to the technology and use of cement and concrete. Interestingly enough, PCA?s emphasis has been on concrete and its uses rather than on Portland cement. The cement industry realized long ago that cement is basic and serves its fundamental purpose as an ingredient in concrete. Cement could never be successful if concrete were not. Work with the users and specifiers of concrete had to be done at its end point of application--in a building, bridge, dam, highway or home. PCA, over its half century of existence, has been dedicated to this job. I should like to talk to you today on the less technical side of concrete--what it has been--what it is today--and what it can offer in future construction. Concrete, in many forms, has a long background extending from such notable historic times as the Roman Empire. Here, concrete made from pozzolanic cement from the slopes of Mt. Vesuvius was used to construct the Coliseum, home of the Roman circus; for the Appian Way, the ancient forerunner of the Interstate system; and the miles of aqueducts throughout Europe, many of which still carry water. All persons and communities that have experienced strong-motion earthquakes are convinced of the importance and complexity of earthquake problems thatmust be solved in order to reduce the personal hazards and property losses to a reasonable minimum. It is also clear that absolute elimination of all risks is impossible. Reduction of existing hazards and precautionary measures which will minimize chances for disaster can be accomplished by realistic appraisal of the effects of recent earth- quakes on modern structures and installations. Localities that have reason to expect so-called strong- motion earthquakes can anticipate these effects by taking appropriate steps. Valid earthquake information can only be obtained from earthquakes. Each earthquake contributes to the body of knowledge by additional facts and by clarification of previous observations. Rational interpretation of the data followed by practical application of the conclusions can contribute greatly to the safety of persons and property. The general public expects the architectural and engineering profession to accept this obligation and render this service. Most earthquake hazards are man-made and arise from the imperfections of the works of man and his failure to anticipate the consequences when the natural characteristics of his environment are ignored. If it is not given to man to prevent such natural phenomena as earthquakes, it is sometimes within his power to control their destructive effects and to reduce to a minimum the toll of life and human suffering.

According to the world bank1, the mining industry consumes up to 11 percent of global energy use. In comparison, 70 percent of mining projects from the six largest mining companies operate in water-stressed regions. To steer the direction of the process industries toward more sustainable practices, more than 40 governments have adopted a price on carbon. This measure includes additional taxes on the use of fossil fuels, trade programs, new standards for renewable energy, energy efficiency mandates, more stringent emissions regulation, carbon offsets, etc. This emphasis is also supported by investors shifting their priorities to reduce risk by focusing on long-term plans, including environmentally friendly operations. The metals and mining industry is at the core of the green energy mix and electrification of vehicles. This new trend creates an astronomical increase in demand for minerals. Under a 2-degree scenario, according to the latest analysis from the world bank, as new energy technologies continue to grow, it is expected that all minerals to double in demand, and the distribution of these materials will depend on their application. • Solar panels, will account for 87% of the aluminum demand, and more than 95% of silver • Wind turbines and geothermal plants will require 98% zinc and 64% titanium. • Solar and wind energy alone will demand more than 74% of the global supply of copper, and this is without considering wiring or other infrastructure to connect the grid • Battery storage accounts for 100% of the graphite and lithium demand. (Hund, 2020) • Other materials, such as nickel and steel, are also projected to more than double in demand as they are cross-technology minerals. These materials require a manufacturing process that is accountable for the emissions proper of the transformation process. It requires that these processes move from a hindsight mode focused on reporting to a forecasting mode based on run-time measurement of GHG emissions. This is a critical first step in companies realizing an economic return for doing the right thing for the environment and their communities.

"Continuous miners are often equipped with a flooded-bed dust scrubber to clean the air from close to an active underground coal mining face. However, its impingement screen is prone to clogging due to an accumulation of dust, thereby lowering the scrubber’s efficiency and potentially exposing the mine workers to higher levels of dust. Fans can compensate for the increased resistance by varying their operating parameters, but the scrubber screen needs significant maintenance which leads to downtime. The authors have proposed a suitably sized Vortecone as an alternative to the conventional flooded-bed dust scrubber system. Water is used as the filter medium, which is replaced and recycled continuously. Preliminary CFD investigations of Vortecone scrubbers have indicated higher cleaning efficacies, especially in the respirable range. This paper presents the results including the flow characteristics and capture efficacies of a full-scale Vortecone. Multi-phase flows, including free-surface modeling and particle tracking methods, have been adopted. These miners extract coal by the shearing action of the wethead cutting drums. Strategically placed water sprays on the drum not only cool the bits extending their useful service life, they also suppress the dust at the point of generation itself. A flooded-bed dust-scrubber (Campbell, et al. 1983) is usually integrated onto the continuous miner to arrest dust from close to the active face. These fan-powered scrubbers have an impingement screen flooded with water, which also serves as the filter element. A demister downstream of the screen removes the excess water from the air cleaned. These conventional scrubbers have been found to be very effective in alleviation of respirable dust levels underground (Chao and De-sheng 2000) (Colinet, Reed and Potts 2013). However, the inefficiencies of the flooded-bed dust scrubbers arise out of their internal components. Depending on the mining conditions, the screen may be clogged by the accumulation of the trapped dust particles. The resistance of the scrubber system is increased reducing the airflow. The flooded-bed dust-scrubber system would, therefore, require frequent maintenance of the screen and the demister (Listak 2010). Since any maintenance needs to be carried out under supported roof, this leads to loss of availability of the equipment as well. In addition to this, the continuous miner operators could be exposed to elevated levels of dust when satisfactory airflow at the face is not achieved."

In the past decade a principal growth area in refractory technology has been the development and use of extra high alumina refractories. The refractories user is asking for, and is prepared to pay for, higher purity, more dense materials with longer life, less maintenance, and better dimensional tolerance to meet the exacting demand of high output processes. High alumina and bauxite refractories are being used more and more to keep pace with the demand for guaranteed performance. The steel industry, for example, is starting to place great reliance on these products. A unique material now available with all the requirements for extreme purity and density is tabular alumina, already proving itself in many refractory applications.

Conveyors are the lifeline of mining and processing operations. They continuously supply materials to and carry finished products and waste away from operations. When conveyors are running at less than maximum efficiency, the operation's productivity is in trouble. Inefficient conveyors suffer carryback, leading to the buildup of materials on idlers and other expensive components. They spill and leak material at loading zones and conveyor transfer points. This causes accumulations that can damage the belt, wear moving components and increase both clean-up labor and maintenance expenses. They wander or mistrack, spilling material and endangering personnel and conveyor components. And through these inefficiencies, they multiply the operation's hidden costs. These added expenses occur in lost production, increased downtime for service and maintenance and replacement costs for prematurely worn equip¬ment. In addition, the attitude that inefficiency is "good enough" is recognized elsewhere in the organization. As a result, other departments relax or operate at less than peak performance. Quality goes down along with employee morale. Costs of inefficient conveyors A key to efficiency is handling a product as few times as is necessary. That means conveyors should be loaded, track true to the unloading point and then be unloaded, all without material escape or waste motion. An inefficient conveyor is often signaled by accumulations of DURT - material that has escaped from the system and is now at large in the plant. This DURT adds costs to an operation that are uncounted and, perhaps, uncountable.

Introduction Despite the focus on the so-called "high-tech" and service components of the economy, the minerals industry in 1987 continued to provide the world the overwhelmingly dominant share of the total raw material supply for all manufacturing operations. And, in the form of fertilizers and other soil treatment materials, minerals also supplied indispensable raw materials to ensure continued high production of the agricultural and forestry sectors of the world's economy. Moreover, the role of minerals as a source of construction raw materials was essential to that sector. On the basis of preliminary and partial statistics on world output of crude mineral commodities, 1987 appears to have been a year of further recovery from the recessional years of 1981-1983. The value of world crude mineral industry production (all mineral commodities including fuels) apparently advanced about 5% to nearly $1.1 trillion in terms of constant 1983 dollars.' That is significantly above the recently revised 1986 level of nearly $1.05 trillion, but still considerably below the record-to-date high of $1.27 trillion set in 1980, as shown in Table 1. That growth in value took place despite relatively flat world oil prices - oil being the most important component of the aggregate, as it has been for decades. There is insufficient information available to assess the total value of processed mineral commodities (refined metals, refined oil, manufactured fertilizers and the like). But a figure of $2.6 trillion (constant 1983 dollars) would be a quite conservative estimate for those materials derived only from primary or newly mined materials. And an additional, as-yet-unestimated increment should be added for processed materials derived from secondary raw materials - scrap and other reclaimed substances. From a world trade viewpoint, minerals and mineral products dominate in terms of tonnage. For example, in 1985, on a weight basis, mineral commodities including fuels constituted more than 58% of all goods moving through the Suez Canal and 53% of all goods passing through the Panama Canal. These waterways cannot accommodate giant tankers and ore carriers. So an even larger share of total oceanic trade is composed of minerals and mineral products. Yet, in terms of value, the share of the total accounted for by these industrial essentials is much lower than that accounted for by other commodities, most notably sophisticated high-tech equipment and other goods with a relatively high per-pound value. Worldwide data on the value of mineral export trade for 1987 is so incomplete at this writing that it is impossible to assess that actual level. Indeed, the compilation of similar available data for 1986 covers only the exports of nations with developed market economies. In 1985, these countries accounted for only 67% of total world exports of all goods. They accounted for only 41% of world exports of major mineral commodities: crude nonmetals; metal ores, concentrates, and scrap; mineral fuels; nonferrous metals excluding gold; and iron and steel. For these developed-market-economy countries, the value of exports of these major mineral commodities declined by more than 10% between 1985 and 1986. At present, discounted cash flow analysis is generally accepted as the preferred method of valuation of mine projects in surface coal mining. One of the major reasons for that is its ability to take into account the time effect of money over the life-of-mine. As a looking-forward method, it requires forecasts be made with regard to economic, technological, technical, geological, and environmental conditions that will prevail in the future. All forecasts are inherently uncertain as they are a function of the uncertainty of all variables of the discounted cash flows analysis. This indicates that the only alternative for modeling the uncertainty in the project evaluation is the development of adequate risk models to serve the decision-making process. The paper offers a model of project cash flows at risk in strip coal mining, which is an integrated corporate risk management solution. The model is based on a stochastic approach that provides the answer to the question about how large is the deviation between stochastic cash flows and the planned value (or that used in the budget) at each time step of the discounted cash flows analysis, that is due to the uncertainty in the model variables. A solution is worked out for the allowable range of the stochastic cash flows variation that determines the probability of achieving the planned value of a mine project. The Monte Carlo simulation technique is used to model the stochastic behavior of the project variables. A case study of an opencast coal mine project is provided to illustrate the applicability of the risk model. The results obtained provide a new understanding of the mine project risk as a component of the project discount rate.

The preparation of coal-water slurry fuel (CWSF) has the potential to be a commercially viable technology for the coal industry. The technology base required to prepare stable CWSF using grinding circuits has been developed over the past decade and is now being applied to the preparation of CWSF from wet coal fines which are generated during coal beneficiation. When preparing CWSF, the optimum CWSF formulation must be determined to ensure that the fuel will be stable while having acceptable atomization and combustion properties, and the production run must be monitored closely to ensure that the CWSF quality is maintained. This paper describes the CWSF formulation process, CWSF preparation circuits, and some of typical problems encountered in, and solutions to, the transportation and storage of CWSF.

This paper outlines the MOVIE project, which is dedicated to the development of a digital twin for an underground laboratory at the research and education mine “Forschungs- und Lehrbergwerk Reiche Zeche” in Freiberg (Germany). Data from induced rock deformations and temperature fluctuations is collected using fiber-optic sensors. The objective of the project is to establish a virtual laboratory for real-time analysis of the interactions between geology, geomechanics, geometry and ventilation. This will be achieved by integrating models from these disciplines with artificial intelligence, creating a sophisticated hybrid model. The insights gained will enhance safety and efficiency in mining through improved digital planning options, ultimately contributing to more effective resource management and operational decision-making in different mining environments.

During the 1980 decade, the rapid price increase for flake graphite has generated a high degree of interest for the discovery and the development of alternate occidental sources of supply in response to fluctuations in quality and availability from current producers. Alike many industrial minerals, graphite draws its complexity not only from its mineralogy and unique properties but also from the very large spectrum of industrial applications each calling for specific quality criterion. As new high technology uses are being developed, more rigid specifications will apply. Discovered during the latter part of 1988 by Mazarin inc., some 30 Km South of Fermont near the Quebec-Labrador border, the Lac Knife deposit was quickly identified as one of the world major long term alternate source of stable supply for this mineral. This paper also reviews the status of the project development as of late 1991, while updating previous papers published by Industrial Minerals1990 and Mining Magazine 1990.

INTRODUCTION LKAB was formed at the turn of the century when the railways between the ore fields and harbors were built. The mines are situated north of the Arctic Circle in Sweden. Kiirunavaara is the largest mine, with a pro¬duction capacity of approximately 30 Mt/a. Malm¬berget has a capacity of about 12 Mt/ a. Both are under¬ground mines. Svappavaara, the only opencast mine currently in operation, has a capacity of about 4.5 Mt/a. The ore harbors are at Narvik for the Kiruna and Svappavaara mines and at Lulea for the Malmberget mine (see Fig. 1). Production in the form of finished products is shown in Fig. 2a, b, c, and d. Due to poor ore markets in re¬cent years, production and shipments have been cut back, but there was a positive swing in 1978. LKAB has been 96% state-owned since 1957. In addition to the iron mines in northern Sweden, LKAB has subsidiaries in central Sweden which produce sulfide ores, quartz sand, and uranium (Fig. 3). The mining methods employed are opencast bench stoping at Svappavaara and sublevel caving at Kiirunavaara and Malmberget. GEOLOGY The Kiirunavaara ore body is 4000 m long and av¬erages about 90 m wide, with variations in width from a few meters to around 150 m. The ore has been ex¬plored by deep drilling down to about 1000 m, but mag¬netic measurements indicate a depth of at least 1500 m. The Kiirunavaara ore is oriented in a north-northeasterly direction with a number of ores in the boundaries be¬tween the wall rock types. The ore in Kiirunavaara is mainly a fine-grained magnetite with a varying content of fine-grained apatite. The apatite content of the ore decreases with increasing depth. The other ores are all apatite-bearing and a couple are hematite ores (Fig. 4a, b). The ores are sedimentary, tilted, and tectonically de¬formed. They have a lateral dip of 0.87 to 1.2 rad (50 to 70°). The contacts between ore and wall rock are distinct and sharp, but both the hanging wall and the footwall are brecciated and impregnated with magnetite. The footwall of the Kiirunavaara ore consists of syenite porphyry with a low quartz content and rela¬tively good strength; the hanging wall consists of quartz porphyry. Both types are known as Kiruna porphyries. The ore at the boundary with the hanging wall is often rich in kaolin. There are a few veins of syenite porphyry running through the ore, which has a few major faults (Fig. 4c, d). There are two sharply delineated ore grades in Kiirunavaara: low phosphorus ore with less than 0.1 % phosphorus (about one-third of the ore) and high phos¬phorus ore with greater than 0.5% phosphorus. The iron content is 67% in the low phosphorus ore and 60% in the high phosphorus ore. These ore types are sold as different grades and so are kept separate during mining. Reserve audits have increased in recent years as more companies, especially juniors, enter the ranks of producers. Corporate and individual investors are seeking corroboration of stated reserves. The reserve audit satisfies this need. An audit assures investors that the reserves, as presented, are a reasonable and accurate approximation of the quantity and grade of the economically viable material present. The reserve audit verifies that there are no fundamental errors in logic, style or the data base, and that the reserves, as given, may be used for mine planning or economic forecasting. Reserves that pass an audit may be used with confidence in preparing cash flow projections and in deriving net present value or internal rate of return on any given project. This article describes what a consultant does while performing the reserve audit. In performing an audit there are four general areas of concern that must be checked: definitions, parameters, data and procedures. In each of these, the auditor must convince himself that the reserve study has complied with governmental regulations and guidelines, professional standards and industrial practices. Any deviation from these norms must be identified and its effect upon the appropriateness of the reserves evaluated. By concluding that a reserve study passes his audit, the reviewer is stating that there are no fundamental errors in logic or style and that spot checks have revealed no substantive errors in procedure or mechanics. The responsibility for the reserves remains with the entity that compiled the original study.

Six Sigma is a methodology that uses a structured and disciplined approach to improve process performance (higher throughput, better recovery, lower cost, shorter cycle time, etc.). Specially trained people called “black belts” lead and manage Six Sigma projects. Black belts, with assistance from their team, ensure that projects follow the DMAIC (define, measure, analyze, implement and control) process phases. Timely completion of each project, with measurable deliverables, is key to Six Sigma’s significant financial success. Implementation of Six Sigma has been growing in recent years in a wide range of industries. The heavy mineral industry, like many other industries, could benefit from what Six Sigma has to offer. Specific Six Sigma project examples are included from DuPont’s Heavy Mineral Production Plant in Florida.

Trees are an essential ingredient of sound reclamation in nearly all surface mining regions. There are, however, possible problems in current reclamation regulations and practices which need to be evaluated and remedied. Recognition and accomodation of growth requirements for trees and other plants will greatly increase reclamation success. Surface mining encompasses a series of processes from a pre-mining baseline study to bond release following revegetation. Land owners, and society, have a great interest in subsequent plant growth on reclaimed areas and in future land values.

The abstract discusses the problem of silicosis among roof bolter operators in coal mines due to respirable quartz dust (RCS) exposure. It presents a study comparing a new wet box collection system to the traditional dry box system. The wet box system uses water to saturate collected material, reducing RCS exposure during cleaning. The study found that the wet box system significantly reduced RCS exposures and quartz content in samples compared to the dry box system.

It is no longer a question of "If" mining operations will meet standards and regulations set by various governing bodies and the demands of citizen groups. Legislation is fact. The needs of citizens are becoming more of a integral part of mining company planning. "Open Planning", regardless of some frustrations it provides, is working. Climax, AMAX Chemical and AMAX Exploration are successfully employing several citizen involvement techniques in exploration and feasibility study phases of planning for potential new mines.
