More than a few discussions are taking place these days among management economists seeking a way out of the dilemma of lower productivity vs. higher labor costs. Most suggestions would be illegal under present antitrust laws. Otherwise interindustry cooperation could be used to divide up some of management's tasks. Or price structures might be tuned to the special machinery and skills of some plants. Both remedies would be under attack almost immediately. There is one other remedy that is getting lots of attention: some form of compromise between management and labor to phase out no longer needed work practices that unions insist shall be retained. Railroads are the national industry suffering the most from this disease, still known as "featherbedding," an epithet coined by the railroaders themselves.

The Azores islands are located on a triple junction where the American, African (AFR), and Euroasian (EUR) plates meet. The Mid-Atlantic Ridge (MAR), oriented N-S, represents two branches of the T; an E-W branch defines the EUR/AFR boundary called the Terceira Rift. The nature and structure of this plate boundary, as well as the dynamics of the interaction of tectonics and volcanism remain unconstrained. The Azores plateau is seated on a mantle domain of anomalously low seismic S-wave velocities, and gravity and geoid anomalies, where the apparent thick crust is thought to relate to larger degrees of melting initiated at greater depths [1]. The cause of these anomalies is controversial but many authors consider the presence of an anomalously hot/wet enriched mantle probably supplied by a plume [2]. The geochemistry of the subaerial and most submarine lavas from the plateau reinforces the plume model beneath the Azores [3-4]. The origin, size and present location of the plume is under debate but an area near Terceira is the favoured plume centre [5]. Since its development, the functional performance equation for ball milling (McIvor, 1988) has facilitated a new understanding of industrial circuit cause and effect relationships, leading to significant strides in operational performance. Success stories of this approach to plant circuit performance improvement are now too numerous to list. Finch and McIvor (circa 1986) also discovered that the functional performance mill grinding rate at the size of interest was the same cumulative grinding rate that is calculated from mill feed and discharge size distributions using a first-order rate equation. By calculating these cumulative grinding rates for all screen sizes, a complete ball mill model is generated (as used by Finch and Ramirez, 1981). Others in industry, Hinde and Kalala (2009), for example, have noted the same. Lacking the complexity needed to maintain their interest, most researchers have ignored this model, broadly opting instead for Epstein’s (1948) characterization of grinding as a chemical reaction, combining selection rate and breakage size distribution functions. The much simpler ball mill model has previously been incorporated into a proprietary circuit modeling program (McIvor, 2005) and used for plant improvement work (for example, see McIvor and Finch, 2007, and McIvor, 2014). Now, by combining this business-friendly ball mill model with optimization criteria from functional performance analysis, a circuit modeling system (including the needed supplementary steps to assure successful plant implementation of circuit design changes) is at the disposal of every plant metallurgist, grinding equipment/ material provider and circuit designer.

Adolph Greiner, Seraing, Belgium:—I have nothing special to add to Professor Hubert's paper except to say that there are some little things that it would be well to have corrected when the paper comes to be published. In dealing with the thermal efficiency of the engine, you will find that the 29.84 per cent. was a very high one. Professor Hubert has forgotten those engines built under the Cockerill type, but he has referred to them in Appendix 11. At our works at Cockerill we have built 63 engines, giving 63,000 h.p., and the other companies who have received licenses have built 113 engines, making 103,000 h.p., and aggregating 176 engines and 166,000 h.p. Eight years ago I had the pleasure of giving to the Institute the results obtained up to that time. Since then a good many engines have been constructed. In 1898 I thought a blast-furnace producing 100 tons of pig iron would allow 3,000 h.p. Professor Witz and Professor Hubert show that with the same production of pig the new engines take 3,800 h.p. out of the gas. At present at Cockerill we make 700 to 800 tons of pig iron per day, and we hope to have 26,000 h.p. in a few years. At present we have only half of that in gas-engines, but we hope to have in five or six years all the gas out of these furnaces to the number of 25,000 or 26,000 h.p. "1. INTRODUCTION- WHAT IS P3 OR PPP ?The Public Private Partnership (PPP or 3P) is a project delivery scheme based on the government providing land and/or a concession agreement, and on a private entity providing the design, construction, financing, operation and maintenance of the project for an extensive duration of time (up to thirty years). At the end of the operation-maintenance period, the project is turned over to the public entity, which fully owns the project at all times. While there are many PPP delivery schemes used around the world, for the present paper, we are going to analyze the impact of the Design-Build-Finance-Operate-Maintain (DBFOM) scheme on the deep foundation specialty subcontractor. There are couple of reasons that the PPP delivery system started to be used and implemented not only by developed nations (e.g. United Kingdom, USA etc.), but also by the International Development Bank for delivering major infrastructure projects in developing nations. From the point of view of government agencies, some of the reasons to use PPP are the following:??The primary use of private capital in an era where borrowing and/or supplemental taxation represents too much of a political risk. Budget deficits and taxation limits are extremely hot topics in every election (national or local) and the level of education of the electorate in this area is making it more and more difficult for politicians to use borrowed funds and additional taxation finance sources for public projects. At the same time, we see an increase in the social expenditures of the government in parallel with a needed increase in expenditures on infrastructure due to aging and neglect.??Bundling the construction risks with the operational and maintenance risks naturally pushes the private entity to increase the level of innovation and communications in the primary phase ( the construction phase) in order to develop future process based upon the innovation and communications utilized in the operation and maintenance phase of the project. This is true if contractual incentives are properly structured because “all revolves around incentives. In a world of ‘incomplete’ contracts, where it is difficult to foresee and contract about uncertain future events, it is important to get the incentive structure right” (Grimsey and Lewis, 2004).??The transfer of very expensive risks such as differing site conditions, schedule, design, construction, maintenance and operation costs from the public authority to the private entity.??The timespan of development and construction of a PPP project is usually shorter than the traditional procurement process (e.g. “ the I-595 P3 provided capacity improvements fifteen years sooner than a conventional plan would have offered. In Maryland, an innovative expansion of the Seagirt Marine Terminal in the Port of Baltimore was completed two years ahead of schedule due to the P3 model. As a result, the Port of Baltimore is only the second port on the US East Coast to have unrestricted access to both a fully functioning 50-foot channel and 50-foot berth.”)"

The low production rates associated with the underground metal mining industry have received considerable attention during the last decade. A number of significant technological advancements, in the form of new equipment, have taken place to improve the economics of ore production. Unfortunately, an extremely important factor in the equation -- the operator protection and safety -- continues to receive a low priority. The underground metal mining industry has one of the poorest industrial safety records in the United States. Equipment operators are constantly being placed in hazardous situations. Even one fatality is one too many. All of us bear the responsibility to eliminate it. This project is one of the important steps currently being undertaken by the U.S. Bureau of Mines to improve the operational safety of seven major pieces of ore handling equipment commonly used in underground metal and non-metal mines. The objectives of this study are; (a) to identify the existing hazards associated with the operation of the specific equipment, and (b) to recommend practical solutions that will minimize these hazards and reduce operator injuries. These recommendations are to be in the areas of equipment design improvements, additional operator protection and warning devices, equipment operating procedures and any modifications to the existing safety regulations.

The energy crisis and the resurgence of mining activities highlighted 1972-73. Added to the impetus for more effective materials handling systems has been the continued upward trend of inflation and labor costs. The need for addressing the fundamentals has led to the trend toward an overall systems approach to materials handling problems.1 The decision to move forward with large mining ventures such as the $150 million Hibbing taconite comple2 and the immense Carajas iron project must base themselves on indepth studies of a host of factors viewed in the context of an integral mine-transport-market system. What's important is that each ton of pellet or ore must be an economical commodity at the end users' furnace. The project can still be viaable even if certain components in the entire network appear to be individually costly.

High productivity of the equipment employed is one of the key factors in reducing production cost in mining. One of the best ways to achieve it is an increase in availability. In order to identify the most adverse factors affecting it, reliability and maintainability analysis ought to be done. If its results are to be conclusive, a sufficient amount of credible and consistent data is indispensable. Following the experience from field studies done in underground mines, this paper discusses the current status of failure and maintenance reporting, as well as problems encountered. It exposes the importance of adequate data collection on failures and downtime as well as it reviews the benefits of analysis based on such material. The question of benchmarking with regards to mining equipment performance is also addressed. The paper concludes with some recommendations on data collection and processing, as well as stresses the need to standardize the most important reliability/ maintenance notions throughout the mining industry and to conceive appropriate performance measures.

During the past year a special study was made of shrinkage stoping A large number of mines in the United States and Canada which employ this method were visited and their practices were discussed with the operating staffs. The operating data obtained are appended hereto. Data were also abstracted from the literature on other mines and are combined in tables with data personally secured by the author. References are made to these published articles, some of which have appeared as information circulars of the United States Bureau of Mines, in the Transactions of the American Institute of Mining and Metallurgical Engineers, and the Engineering and Mining Journal. Several of the mines referred to which have not been described in individual papers will be described in detail in information circulars to be issued by the bureau. Eventually it is planned to combine and condense the information in these circulars and present the data in bulletin form.

FLOTATION practice in Idaho is now about 13 years old. The advance has been steady during these 13 years. The operators have been alert to take advantage of the newest developments and they have themselves made a constant effort to improve their work. The metallurgical improvements are due to the development of (1) better equipment, (2) better reagents, and (3) better understanding and control of the process. During the eight years the writer has been in this district, there has been continuous experimentation by several companies to improve the ore dressing by flotation methods. Gravity concentration has fought hard to hold its place, and although it is true that gravity processes have been improved during this period, nevertheless, in several of the important mills of the district the few tables that managed to hang on have finally given way. On the straight-lead ores, tables and jigs are still used; and, due to better classification, their hold on this job has been strengthened. ORES OF THE DISTRICT The ores of the district are of two general classes: (1) clean lead ores, such as those from the Bunker Hill and Hecla mines, and (2) complex lead-zinc ores. The general impression prevails that the clean lead ores, class 1, are simple and that it is easy to obtain high recoveries and good grade products. This, in a way, is a false impression; there is quite a high percentage of locked middling in these ores at 100 and 150-mesh sizes. Improved classification preparatory to table treatment of this type of ore has made it possible to segregate effectively a high-grade middling which is further comminuted and floated. The complex lead-zinc ores of the district, of which the ore from the Morning mine of the Federal Mining & Smelting Co. is a typical example, always have presented a difficult problem. It always has been comparatively easy to make a clean lead concentrate, but it never has been possible to concentrate sphalerite with a-specific gravity of 4.10 from siderite of gravity 3.88. Also, a large percentage of the galena and sphalerite of this class of ore refuses to separate out until the crushing has been carried

The research described in this report is the first phase of a comprehensive program for the development of a characterization for the structural properties of rock masses. The mathematical expression of the characterization is especial' tailored for use in conjunction with modern structural analysis procedures. The objective of the first phase of the project is to determine the feasibility of representing the structural properties of rock masses in terms of the analysis of an appropriate "representative volume" the results of this investigation are described in detail in the body of the report. The current state-of-the-art concerning the understanding and description of the fundamental mechanisms of rock behavior are determined from a survey of existing literature. The development of a representative volume that captures the most important of these mechanisms is described, In order not to unduly obscure the fundamental aspects of this development, the mathematical analysis of the representative volume is limited to plane strain conditions. A subroutine for the numerical evaluation of the proposed model (i.e., the analysis of the representative volume) is presented. The steps necessary for the incorporation of the subroutine directly into existing two-dimensional finite element structural analysis programs are described. Comparisons between the predictions of the proposed characterization and published results of simple laboratory tests are presented and discussed. Finally recommendations are given concerning suggested improvements of the model and the extension of it to the general three-dimensional case.

As argamassas estudadas foram confeccionadas com metacaulim (precursor) ativado com solução composta por hidróxido de potássio e água destilada, e areia normal brasileira. De acordo com os resultados, a resistência aumenta com a diminuição da razão ativador/precursor e com o aumento da molaridade da solução ativadora. Além disso, os valores encontrados condizem com os presentes da literatura e com possíveis aplicações para argamassas de múltiplo uso.

The purposes of this Bureau of Mines report are to review the history of the domestic offshore hydrocarbon production; to project offshore oil and lease condensate production from 1971 through 1985; and to show the impact of offshore development on the onshore segment of the petroleum industry. Since 1954, offshore production has provided an increasingly larger portion of the domestic oil production. Domestic offshore oil and lease condensate production has increased from about 2.0 pct of the U.S. total in 1954 to 16.7 pct in 1970. Likewise, marketed gas production has increased from 1.0 pct of the U.S. total in 1954 to 15.0 pct in 1970. The past performance of exploration, leasing, development, and production of the offshore petroleum industry was used to make projections of offshore oil production. A comparison between onshore and offshore operations was also made. Assuming a tentative Department of the Interior offshore leasing schedule is completed by 1980, the authors estimate that by 1985, about 30 pct of domestic crude oil and lease condensate production from the lower 48 States will come from offshore areas. Currently, leasing of Federal offshore areas has been delayed due to environmental considerations. The rate at which off-shore hydrocarbons will enter the energy market will depend, to a large extent, on how soon environmental considerations are resolved. Assuming that offshore leasing will resume in the near future, U.S. offshore production of crude oil and lease condensate should be about 934 million barrels in 1985.

A performance study of oxygen self-rescuers from the United States and other countries was undertaken as an assessment of present worldwide technology. The apparatus were tested a an breathing and metabolic simulator in the Life Support laboratories of the Bureau of Mines. Parameters monitored during the testing were inhaled levels of C02 and 02, inhaled gas temperature, and breathing resistance. The metabolic demand placed on the apparatus represented the average demand of the 50th percentile miner performing a 60- min man-test 4, as described in 30 CFR 11H. Results presented include ;apparatus service life and subjective comments as well as averages and peaks of monitored parameters.

To say that the treatment and handling of the "fines" is the most difficult phase of coal preparation is probably an understatement of facts. It is the fine sizes from about 1/16-inch to 0 that are mainly responsible for the inescapable sludge and slurry problems at plants using wet methods of preparation. Sludge and slurry are a problem from the standpoints of both cleaning and dewatering. They cannot be cleaned satisfactorily by "gravity" methods, which are used so extensively on coarser Sizes, due to the fact that fine sizes, particularly from 65-mesh to 0, do not follow the same laws of settling as do the coarser sizes. Although fine sizes are cleaned more successfully on wet-wash tables than in jigs, even tables as usually operated in coal-preparation plants fail on sizes below 100-mesh. As to other phases of the, sludge and slurry problem, wet coal preparation plants are almost universally beset with troubles in connection with the recovery and dewatering of the fine sizes from about 14-or 20-mesh to 0. The sizes finer than 100-mesh further complicate the problems in a wet preparation plant by their tendency to stay in suspension and build up a troublesome load of solids in the circulating water. In order to prevent too much trouble from this source, it is, customary at most plants to bleed a fair-sized stream out of the circulating system continuously and replace it by addition of fresh make-up water. The slurry water withdrawn from the circuit is usually run to waste, in which case it carries with it a considerable amount of fine coal, thus increasing the "washer loss." Another evil results from wasted slurry water in that quite often it finds its way into creeks and larger streams, creating stream-pollution problems.

Artisanal and small-scale miners in Nigeria struggle to attract formal financing to upgrade their operations to a more sustainable form of small-scale mining operation. Literature shows that for an investment to attract formal sources of financing; the business must be considered creditworthy by potential lenders. This means that the credit risks associated with the investment must be bearable for the potential lender. This study looks at how artisanal and small-scale miners can attract formal funding, which will help them take the leap from artisanal state to a form of sustainable small-scale mining operation. This study evaluates the creditworthiness of artisanal and small-scale mining operators using key credit risk parameters identified in the literature and through primary investigation. A quantitative study is conducted on a sample of 100 artisanal and small-scale miner establishments in Nigeria to evaluate the effect of these identified credit risk parameters on creditworthiness. It is shown in this study that being a member of a mining cooperative society, which is a form of social collateral, best improves the chances of access to formal financing for miners within the sample group. This underpins the role of social collateral, in both the formal and informal economy, and its influence in improving the creditworthiness of a typical artisanal and small-scale miner.

"Goldcorp is evaluating the potential for economic reprocessing of historic tailings at several sites, including the Aunor A facility located in Timmins. The overall project is investigating the ability to recover value, remove sulphide minerals and alternative tailings re-deposition strategies. Desulphurization of tailings will eliminate potential acid generation while improved tailings re-deposition could reduce long-term liabilities and closure costs. Through a task-share project between CanmetMINING and Goldcorp, tailings obtained from Aunor A site have been characterized using mineral association analysis and diagnostic separation techniques. The selected tailing samples contain about 2 g/t of gold. Mineralogical analysis has identified coarse agglomerates bound with gypsum and significant free gold, confirmed by high recoveries in cyanide leach tests. However, despite no evidence of surface passivation on the minerals, conventional flotation techniques were found to be ineffective in concentrating gold or sulphides due to the high fines content and highly agglomerated particles.INTRODUCTION Aunor Mine is one of the historic mines that belongs to Porcupine Gold Mines (PGM) in Timmins, Ontario. PGM has undertaken an extensive mine closure program to remediate the legacy and closed mines with the funding supported by operating mines since 2006. Over the course of 100 years of operation in the Porcupine camp, it is estimated (Stevens et al., 2013) that about 130 million tonnes of tailings have been generated. Aunor Mine produced 2.5 million troy ounces of gold between 1940 and 1984, while processing over 7.6 million tons of ore. The original gold grade of Aunor Mine ores was about 10 g/t. With 95% gold recovery at the time, an estimate of 0.5 g/t of gold remains in the Aunor Mine tailings. Aunor Mine has two tailings impoundment areas: designated as Aunor A and Aunor B. The two sites are similar in size, about 7 hectares each. The amount of tailings in the Aunor A site alone is about 3.2 million tonnes. In 2017, bulk tailings were sampled from five designated locations in Aunor A. They were characterized using mineral association analysis and diagnostic separation techniques. The bulk tailings samples contained about 10% total sulphur, 10% iron, 2% arsenic and 2 g/t of gold. The prime objective of this collaborative work between CanmetMINING and Goldcorp is to facilitate the timely development and deployment of innovative tailings reprocessing solutions, specifically in the areas of desulphurization, and recovery of metals. This work targeted specific tailings of interest to Goldcorp which goals are to improve its environmental footprint and to reduce long-term liability. Thus, it is imperative to look for innovative reprocessing options that can overcome not only technological challenges but also achieve economic benefits to offset the costs associated with reprocessing the tailings. Moreover, the greater goal is to demonstrate and deploy tailings reprocessing solutions to solve one of the industry’s most difficult challenges for a sustainable mining industry in Canada."

This Bureau of Mines report describes several significant problems associated with absenteeism among underground coal miners. The vast empirical literature on employee absenteeism is reviewed, and a conceptual model of the factors that cause absenteeism among miners is presented. Portions of this model were empirically tested by performing correlational and multiple regression analyses on data collected from a group of 64 underground coal miners. The results of these tests are presented and discussed.
