This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

The U.S. Bureau of Mines is conducting research on many topics relating to the hazards of coal mining, increased production, and protection of the environment. One area of research that has received scant attention in recent years is that of water inflows, probably because few fatalities in the United States have been attributed to them. As mining goes deeper, the problem of water in 1ow could increase dramatically because of adjacent or overlying mines in which huge water pools are impounded. Inaccurate mine maps and ineffective barriers can constitute a serious problem for operators both from gradual inflows and sudden inrushes of water. This report describes a wide but ineffective barrier that permitted an average 240-gpm inflow to a developing mine from an adjacent mine. The anomalous geologic structure that facilitated this leakage is described, demonstrating that size, alone, is no assurance against serious leakage. Some recommendations for managing serious water inflow are included.

"The triboelectric charge attributes of feldspar, quartz and wollastonite minerals, after contacting different triboecharging medium made of different materials, were considered. Their charge acquisitions by different size fractions of minerals were monitored and accordingly their energetic work function values were estimated. Moreover the separation behaviours of these minerals through the electric field of a laboratory free falling separator were determined and the effects of some chemical reagents on separation their separation characteristics were studied.Finally an attempt was made to translate the findings from single mineral systems to a complex silicate ore, containing quartz, feldspars, wollastonite and some other silicates. The results show favourable prospect to apply the triboelectric separation technique for beneficiation such a complex raw material."

A cost analysis for two alternative contour mining methods is performed to compare their results. The methods evaluated are: 1) Front-End Loader/Truck Haulback and 2) Scraper Haulback. Before performing these analyses, output requirements and equipment needs are found based on integrating geometric limitations with material properties. The final geometric design establishes limits on clearances, congestion problems and grades (with associated running surface materials). All calculations are kept practical, with assumptions clearly stated. The cost analysis is a unique, easily utilized compilation of several different approaches incorporating cost engineering principles. The strengths of each are welded into a cohesive entity once again aimed at practical application. The results are presented in tabular form.

Coal mining legislation makes frequent reference to æSafety Management SystemsÆ but there is a chronic shortage of useful guidance material as to how these might be applied to hazardous exposures. Several studies have indicated that for each death that is reported as a result of an industrial æaccidentÆ, there are five deaths that caused by occupational exposures. Because the deaths from occupational exposures do not occur on site and often well after employment has ceased, they are generally unreported. Improved access to mortality data from coroners, the Australian Institute of Health and Welfare and superannuation service providers (early claims from death and total permanent disability), has given rise to some analysis of death and disability data that provides evidence that there are emerging opportunities to develop and improve safety management systems for hazardous occupational exposures. Issues explored include how safety management systems might be developed in relation to dusts and chemicals and other hazardous exposures to ensure the risk of disorders with long latency periods are reliably assessed and the exposures effectively managed. The current standards and guidelines which refer to safety management systems in general or to management of exposure related hazards are examined. Many standards are based on dose-response studies that provide for an acceptable percentage of workers to suffer adverse health outcomes. An alternative management system might be to apply dose-response relations to health surveillance to identify æat riskÆ individuals and effectively manage health and related safety risk at an early stage.

PIP is regularly engaged in businesses where Greenfield Capital Projects are under- delivering on the expected business case. In most of these projects, we can identify that rigorous review has been carried out on the design and financial cost elements and substantial reporting is maintained to Boards on progress versus plan of project completion and cost. However, in all sites of this nature that we have worked at, the planning, design and execution of the operational elements or æwiringÆ of the organisation have fallen short and resulted in significant extra cost or opportunity cost (lost tonnage or quality) during start-up. When compared to the amount of planning and resources that have been poured into the capital side, the ledger on the æwiringÆ side is typically fairly sparse. This presentation outlines the importance of running a disciplined, rigorous process to prepare the human and wiring side of a start-up to ensure rapid start-ups and put the site on the pathway to high performance. It gives an outline of the rigorous process PIP has used with projects to ensure excellent start-ups.

Almost every form of iron ore and carbon material has been used as a raw material in the production of pig iron in electric reduction furnaces. Experience derived from the operation of the large 33,000-kva. Tysland-Hole furnaces, however, indicates that production results are very much influenced by the raw material conditions. The author presents the principle pattern of the metallurgical structure of the interior of an electric pig iron furnace. On the basis of this, he discusses the variations of electrical and metallurgical conditions for the process which will take place with changing raw materials. The formation of a coke bed underneath the electrodes, and its influence on the furnace operation, is illustrated. The PLATSOL® process, initially developed for the treatment of the NorthMet Cu/Ni/PGM concentrate, has seen over the recent years its applicability extended to include numerous other Cu/Ni concentrates of the same type, as well as other precious metals-containing feedstocks. However, several concentrates were found refractory to the typical PLATSOL® conditions, more particularly so the platinum. Attempts to extend those conditions, such as higher temperatures (250°C), longer retention time, increased oxidation conditions, higher chloride additions, were not successful. Detailed mineralogical investigation of those PLATSOL® leach residues indicated the main refractory mineral to be cooperite (PtS). Further metallurgical investigations showed that a thermal pre-treatment of the concentrate effectively unlocked the refractory platinum minerals for the subsequent leach. Temperatures between 400 and 750°C were tested, with the optimum being found around 650°C. The kinetics of the pre-treatment process were fast, and one hour at temperature proved sufficient. Under those conditions, PLATSOL® extractions were re-established around 95% for both platinum and palladium. From a mineralogical examination of the calcine, it was shown that the effect of the pre-treatment was to transform the cooperite and other refractory sulphides into metallic platinum and alloys, amenable to the PLATSOL®. The implications of the pre¬treatment step for the processing of PGM concentrates arc briefly discussed.

The United States Bureau of Mines was created by an act of Congress in 1910 as a governmental agency to work , on a national scale , toward reducing the huge annual loss of life in the production and processing of the Nation's minerals . From 1906 to 1910 , inclusive , nearly 2,500 miners lost their lives in 84 major explosion disasters , and more than 13,000 suffered fatal injuries from all causes in the coal mines of the United States . Also , conditions in the metal and nonmetal mines were proportionately hazardous during this period , and the total loss of life in all mines and quarries exceeded 3,000 annually and approximately 250,000 workers suffered serious injuries . Under these conditions it is readily understandable why Congress took notice of this " high cost of mining" , and from the investigations and hearings of the day emerged the Bureau of Mines charged with the prevention of accidents and the preservation of the health of all those engaged in the mineral industry; this has continued to be a most important part of the work of the Bureau . Throughout its existence the Bureau of Mines has had no legal authority of enforcement , except during war years , when enforcement necessary to the national security was given to it . The Bureau believes that persuasion , with factual evidence , is the proper and best way to obtain compliance with the safety suggestions made by its engineers and scientists . There is no panacea for accidents , nor will any single " approach " , instill safety consciousness in all workers , and without it accidents will occur --and occur again . To persuade men to work safely, numerous forms of appeal are required to reach the various temperaments of workers in many types of mines operating under diverse conditions .

"The mining industry suffers from a shortage of professional and other workers. Research and analysis has demonstrated a close correlation between high performance in productivity, maintenance and safety. There is also a significant correlation between engagement and performance. It is the hypothesis of the authors that mines can use a strategy of establishing themselves as a high-performance mine to attract and retain high caliber professional people: step 1 is to become best practice in equipment performance (productivity, maintenance and safety) step 2 is to brand the mine as æbest practiceÆ by sharing what has been confidential performance and outcome information with the general industry.Previous research has shown that many professional people are attracted by the prospect of a high achieving site because of the learnings and the support for continually doing better. In addition, a link has been established in previous research between productivity and safety. Operators and drivers are attracted to sites which have fewer dangerous people operating or driving. Good management delivers exceptional performance and a work site which high caliber managers and operational personnel people want to work at. The strategy requires commitment and proper execution but it can work. The strategy needs a specific approach and this paper will discuss this. A case study is provided from a mine which over a nine month period increased dragline performance by 15 per cent and reduced stress on the boom by 30 per cent. This mine paid the employees (professional and operational) $25 000/a less than the major mines but the operators and professional people would not leave; in fact, people were happy to be paid less to work there.CITATION:Lumley, G and Trott, T, 2012. Production of small tonnages of asbestos has been reported from 18 California counties; 16 additional counties have occurrences of asbestos. The counties in the northern part of California that have had a recorded production are: Alameda, Amador, Calaveras, Contra Costa, E1 Dorado, Napa, Nevada, Placer, Shasta, Siskiyou, Trinity, and Tuolumne. No deposit in the State has maintained consistent production. Serpentinized peridotites (potential chrysotile-bearing rocks) are widely distributed in the coast ranges, Klamath Mountains, and western foothills of the Sierra Nevada.

Future haulage cost projections led Foster Yeoman Limited into developing a fully mobile crushing and conveying system at its Torr Works quarry in Somerset, England. The purpose-built system has an effective throughput of 2,500 tonnes/hour and features an Orenstein and Koppel (O & K) manufactured walking frame, a Fuller-Traylor type 54 X 74 TC gyratory crusher, and unique mobile conveyor modules designed and manufactured by Foster Yeoman. Used in a single-bench operation in this 6 million-tonne per annum limestone aggregate quarry, the system is fed at the production face by 2 Caterpillar 992C loading shovels. The entire system is moved on a daily basis following production face locations.

The distribution of sulfur in iron was found to be dependent upon the time and temperature of the treatment as well as the chemical composition of the sulfide. With higher temperatures, the sulfide phase spreads more extensively between the iron grains. A complete network, however, does not form until approximately 1300°C (2372°F), ot which temperature the dihedral angle approaches zero. Silicon has little effect on this change. Aluminum, oxygen, and manganese all modify the temperature of sulfide network formation to a higher value. The microstructures which result and have significance in relation to hot-shortness are discussed. SULFIDE inclusions in steel were recognized by metallurgists before the turn of the century. Considerable attention has been paid to them, and numerous studies have been made on the working properties of steel as affected by them. It has been suggested that ho t-shortness of steel is due to the presence of an enveloping liquid sulfide film at the grain boundaries of the steel in the range of the hot-working temperatures. However, several facts have been observed in commercial steels which do not seem to be completely consistent with this explanation: 1) the frequent absence of continuous films of sulfide as observed under the microscope, 2) the absence of hot-shortness in some high sulfur and resulfurized steels, and 3) the limitation of hot-shortness to a definite temperature range. The role that manganese plays in steel to eliminate hot-shortness is well known, but the theory behind it is still under question. Moreover, the effect of de-oxidizers such as aluminum and silicon, and the effect of oxygen are still not clearly known. In this study, the effect of heat treatments and of additions of manganese, aluminum, silicon, and oxygen upon the distribution of sulfide inclusions in iron was investigated. Both the as-cast and the heat treated structures were studied, using microscopic and autoradiographic techniques. Part of the results were interpreted in terms of Smith's' concept of microstructure. Review of Literature Metallurgists used to consider sulfide inclusions as suspended particles. It was Wohrman' who first pointed out that sulfide inclusions are soluble in liquid iron. Many observed facts may be understood on the basis of this concept of solubility. Wohrman found that small castings contain small inclusions. and larger castings contain larger ones. Also, inclusion sizes are smaller near the chilled surface. For the same size ingot, the average inclusion size in a given heat of steel depends upon the rate of solidification. Introduction Since 1930 numerous improvements have been made in equipment designed for the mechanical removal of broken ore in underground mining operations. New applications of mechanical equipment, as? well as improvements and adaptations of well established systems, are being made continually. It is the purpose of this paper to discuss present-day equipment for the removal or transfer of broken ore by means of a powered hoist and scraper arrangement. The terms used throughout the paper are those commonly employed in the trade literature and by mining men. The terms slusher hoist, hoist, and scraper hoist are used inter-changeably to mean a machine, powered by compressed air or electricity, with drums for the winding of wire rope. The tail rope, also known as the pull-back rope or return rope, drags the empty scraper toward the tail-sheave, that is, back to the loading point. No attempt is made to cover the entire field of application of scraping methods. Rather it is the? writer's desire to emphasize the fundamental principles of scraping practice and design and to relate them to some modern applications. The available literature on scraping practice has been freely used. together with personal observation and information and advice of practising engineers and representatives of companies manufacturing slushing equipment.

Nearly 55 years have elapsed since the U. S. Geological Survey was organized. During this period the mineral industries have grown from infancy or early childhood to well developed maturity, and some mining industries appear to be declining. Decline in mining is even more conspicuous in certain districts, or even states, than in any mining industry as a whole, and discoveries or developments of important new districts have been very few in recent years. Our reserves of most metals and nonmetals are adequate for many years of normal production, subject to changes in rate of exploitation that may be caused by foreign competition and by changes in technology and market conditions; but the declining production of many districts and the scarcity of important new discoveries to compensate for them is cause for some apprehension. It is likely that future production will depend to a considerable extent on deep exploration and on the thorough examination of places in and adjoining existing districts where significant outcrops are lacking and only apparently insignificant geologic features offer encouraging clues—more so than on the discovery of entirely new districts. Even the possible discovery of new districts, which have escaped the intensive search by the nontechnical prospector, must be dependent on geologic information. There is therefore no need for argument as to the value of geology to the mining industry; and the need of continuing to advance the science. The U. S. Geological Survey's past contributions to mining geology, as expressed in its official reports and other publications, are recognized by Ransome in his historical review of mining geology in the Lindgren volume.' These contributions have helped to form the basis of modern mining geology, which has grown rapidly in the last 25 years. This growth has witnessed the organization and maintenance of geologic staffs by mining companies in several districts, and their detailed work, together with the fact that nearly all of the larger mining districts have

This presentation will describe the process by which the Quebrada Blanca (QB) copper project in northern Chile was financed. It will also show how a relatively junior mining company addressed the problems created by its inability to provide its share of the equity funding and the guarantees required by the project lenders. QB is located in the semi-arid Andean highlands of northern Chile, 170 kilometres southeast of the port of Iquique and 30 kilometres west of the border with Bolivia, at an altitude of about 4,300 metres (14,000 feet). Figure 1 depicts the project's location. The QB orebody is a secondarily enriched porphyry copper deposit containing reserves of 85 million metric tons grading 1.3 percent copper. Underlying the enriched zone is a significant primary ore zone containing several hundred million metric tons grading about 0.5 percent copper. In the late seventies and early eighties Falconbridge and its affiliates spent $20-30 million dollars exploring the deposit and conducting feasibility studies. For a variety of reasons they decided not to develop the property which was returned to its owners, Empresa Nacional de Mineria (ENAMI), which is a Chilean state mining corporation. In 1988 ENAMI announced its intention to privatize the property through a public bidding procedure.

This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made an the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSB systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include a better fire suppression system, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

The combination of new tools with a more rigorous approach to understanding the interaction of mill liners with overall mill performance and economics, forms the basis of an integrated approach to liner management. Based on accurate liner wear measurements, some (limited) physical mill inspections and surveys, accurate calibration of the mill load and analysis of process data, a whole new approach to liner selection, relining intervals and mill control is proposed. Collection and analysis of this information in operating mills illustrates the mill performance improvement which can be attained through this careful measurement and modelling approach.A more holistic approach to liner management is proposed, including a broadening of the current work to cover the potential benefits of improved relining technologies and predictive liner wear modelling.
