A gold sampling optimization study was carried out in support of open pit gold mining operations for the Newmont Gold Company Bootstrap-Capstone deposits in Northeastern Nevada. Six bulk samples were tested using fire refining techniques at field particle size, to determine coarse particle heterogeneity of the ores, and by gravity .concentration methods at 10 mesh particle size, to observe any particulate gold liberation. An overall sampling model is presented for the deposit based on the pooled test information, to reconcile the results of coarse particle heterogeneity testing and the fine particle 'liberation testing. The sampling model is used to recommend procedures to control the variability of gold grade estimation due to the fundamental error (nugget effect) during sampling, sample preparation and assaying of the ores and other fundamental variances. The technique of simplified quantitative risk analysis (SQRA) is used to provide an economic justification for implementation of. recommended improvements to field sampling practices.

This report summarizes a U.S. Bureau of Mines study on the application of geotechnology to identify and minimize ground control hazards in talc mining operations in northwest Georgia. The major ground control hazard is pillar sloughing attributed to the steeply dipping orientation of a pronounced foliation in the talc ore body. The sloughing problem, which gradually reduces the effective support area of a pillar through attrition, can be minimized by appropriate artificial support, as determined by a rock classification system, and by a more uniform pillar design. A boundary element model confirmed the advantages of using a uniform pillar design to avoid excessive loads on portions of irregular pillars. Instrumentation to measure roof convergence and pillar loading was installed at selected locations in an active talc mine but failed to detect any significant changes, suggesting that the gneiss hanging wall constitutes a strong roof that probably can support large spans between pillars and permit high extraction ratios. This interpretation also is supported by a rock classification of the hanging wall gneiss.

Well designed and maintained haul roads are the key to minimizing truck haulage on-road hazards and costs, as well as increasing productivity. However, practically designing and managing a haul road for optimal performance is often difficult to achieve. Poorly designed and built roads exhibit high rolling resistance - a 1% increase in road rolling resistance can typically reduce speed on ramp by as much as 10% - and on the flat by up to 26%. In the current economic climate, investment and operating decisions come under scrutiny. In the long run, this scrutiny returns improved efficiencies and leaner, healthier operations. The focus of this evolving evaluation process should and will certainly fall on haulage operations ? simply by virtue of their contribution to overall cost of operations ? often in excess of 50% of total costs for deep open-pit mines. Whilst the end result - improved efficiency and reduced cost per ton hauled ? is not in itself problematic, it is the route, or process followed to achieve these savings that needs to be carefully managed. We can be guided on this journey by our understanding of how a road design is developed, and, critically, the interplay between a good design and safe, cost efficient haulage. This paper briefly summarizes the evolution of mine haul road design, from the seminal USBM work of Kaufman and Ault in 1977, through to current geometric, structural, functional and maintenance management design components. These augmented design and management guidelines have been developed over the past decade, both in response to the requirements of mine operators for more safe and efficient haulage systems, and the truck manufacturers? requirements for a more predictable and controlled operating environment. These developments have been paralleled by the need to minimize haulage hazards, both from a health and safety perspective. Whilst improved mine haul road design does indeed reduce haulage accidents, recognition also needs to be given to human factors which are a significant contributor to haulage accidents. The human factor is the most problematic to address in a road design. It is often easier break the link between the interactive effects which may lead to accidents than trying to predict and reduce human error. These human factor interactive effects include the geometric, structural and functional design components and to prevent an accident or reduce the severity of its consequences, a road should be more accommodating to human error. The more that is known about human error, the better a road can be designed to accommodate those actions or non-standard practices that would, on a poorly designed road, invariably escalate an error into an accident.

"The global underground construction and tunneling industry is in pretty good shape. Billions are being spent in shoring up aging infrastructure in the United States and other places, and new underground projects are being put out for bid.With each new project, comes new equipment, technology and tunneling methods. So it is incumbent on tunneling professionals to constantly improve their knowledge of the profession. This is where spending a few days with other underground construction professionals can assist the tunneler in keeping up.Every two years, tunnelers and underground construction engineers, contractors, suppliers, designers and owners from around the world gather for the Rapid Excavation Tunneling Congress (RETC). The 2017 conference was held in June in San Diego, CA. The UCA of SME puts on the conference.This years’ RETC attracted 1,400 attendees. The accompanying sold-out exhibit totaled 188 service and equipment suppliers. In addition, the conference had the UCA of SME bookstore, where the new History of Tunneling in the United States book was introduced. And a short course on tunnel rehabilitation was featured.Technical programmingRETC 2017 featured nearly 100 technical presentations. Topics covered the breadth of the global underground construction industry. Here is a sampling of a few. The proceedings from the conference is available from SME, 303-948-4200, www.smenet.org.Accomplishing extraordinary tasks as a machine supplier for Metro Doha: The construction of the Metro Doha in the State of Qatar established a modern, safe, efficient and integrated public transportation network. Upon final completion of multiple phases, the network will comprise four metro lines with a length of 216 km (83 miles) and 100 stations. Phase one comprises 112 km (43 miles of underground tunnels (56 km or 22 miles of twin-tube tunnels). Twenty-one earth pressure balance tunnel boring machines (TBM) were deployed by the four different joint ventures. The project was initiated, managed and supervised by the owner, Transport Authority Qatar Rail.Phase two of the Doha Metro will start upon the completion of Phase One in 2019 (Qatar Vision 2030). The owner placed full faith in the manufacturer’s abilities to deliver equipment of high quality, state of the art standards within the given time frame. This paper focused on the manufacturer’s scope of delivery and on the supplier’s high standards of quality in production, logistics and services."

Over the last decades, the wrought aluminum casting industry has made significant progress with regards to process consistency by the introduction of new technologies in the field of liquid metal processing and casting. These technologies, combined with the application of best practices, have led to increases in productivity as well as better process performances and product quality. The competition in the addedvalue aluminum products (by opposition to P1020 production) is, however, very strong and involves players that did not hold a major role five years ago but who are now exerting a strong competitive pressure on our industry even sometimes from far abroad. There are still technical and technological challenges remaining in the different areas of aluminum casting production, amongst which metal pre-treatment, furnace operations, in-line treatment and casting hold a predominant influence. The comprehension of the contribution of each individual process step to the entire process chain is a key element and must be considered in future process optimisations. This paper presents the technological position of the casting industry and tries to highlight areas where further progress can be made.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. Block caving is the lowest cost underground mining method but it has relatively high risks and a high up-front capital and development cost. It has application to large, often lower-grade orebodies where high production rates can provide good returns on the investment. However, it has a range of technical risks that are peculiar to block caving and the usual financial, political and environmental risks that may be exacerbated by the long lead-in times associated with the development of a block cave operation. With initial development costs that may be $100 M to $1000 M when the building of a treatment plant is also required, it is obviously important to minimise and manage the risks. In a greenfield project, commitment to a substantial proportion of the capital expenditure may be required to gain access to the deposit, and the decision to proceed at this stage would be based very largely on interpretations of drill hole data. In established mines the data may be supplemented by geological mapping and past experience, etc. The quality of this data is critical and yet it is frequently degraded through poor techniques and avoidable omissions. The final decision to proceed would be assessed on projected commodity prices, mining capital and operating costs, dilution and run of mine ore grades. The latter will vary over the life of the project and these can be estimated with drawdown or draw control modelling techniques. In this modelling, there are further risks in the assumed modelling parameters or that the modelling technique may not be applicable or appropriate. The paper addresses the most critical technical and operational risk areas and provides some practical precautions that can be taken to reduce these and improve the reliability of the geological and geotechnical models.

Este trabalho apresenta os resultados parciais de uma tese de doutorado desenvolvida no PPGE3M da Universidade Federal do Rio Grande do Sul (UFRGS), com as Empresas Produtoras de Resíduos perigosos (EPRs) do setor metal mecânico da região de São Leopoldo/RS e suas Empresas Prestadoras de Serviços Ambientais (PSAs). A maioria das empresas PSAs iniciaram suas atividades com o apoio de grandes EPRs, principalmente, em função das suas necessidades de atender às exigências legais do órgão ambiental estadual, a Fundação Estadual de Proteção Ambiental (FEPAM), para a adequada disposição de resíduos perigosos. É importante salientar que não existe um diagnóstico sobre o setor de prestação de serviços ambientais no RS para resíduos industriais perigosos. Desta maneira, o objetivo deste trabalho foi o de identificar e priorizar as características da qualidade dos serviços ambientais de nove PSAs selecionados pelas próprias EPRs, durante o ano de 2013, por meio da adoção do Quality Function Deployment (QFD). O resultado piloto aponta a proatividade do setor nas características de empreendedorismo e inovação e no atendimento à legislação ambiental.

[Investigation of mine land characteristics, evaluation of irrigation systems, and evaluations by the mining industry, determined that irrigation is a feasible method for aiding revegetation of coal mined lands in western arid and semi-arid regions. The various regions studied displayed a commonality of characteristics which enables, independent of the site or region, the recommendation of solid set irrigation. The innate variability of natural materials and processes causes uncertainty in the models representing the natural phenomena and uncertainty in estimating the parameters that are used in these models. Reliability analyses, in contrast to the traditional factor of safety approach, are well suited to a rational incorporation of uncertainty in design and exploration decisions. Probabilistic kinetic and kinematic analyses were developed and combined to form reliability analysis methods. With one method the reliability, i.e.) the probability of failure, of an individual 2-plane wedge in a slope can be determined. The other method is aimed at slopes with a single slope parallel set of joints. In each case two approaches were developed, an encompassing one relying on computer codes and a simplified or summary approach relying on charts or pocket calculator computation. A major contribution of these approaches is the treatment of joint persistance. Instead of having to assume a certain persistence, it is now possible to use exploration data on joint geometry and to include the persistence effect rigorously.

or more than 50 years the Portland Cement Association has represented the United States cement industry in matters relating to the technology and use of cement and concrete. Interestingly enough, PCA?s emphasis has been on concrete and its uses rather than on Portland cement. The cement industry realized long ago that cement is basic and serves its fundamental purpose as an ingredient in concrete. Cement could never be successful if concrete were not. Work with the users and specifiers of concrete had to be done at its end point of application--in a building, bridge, dam, highway or home. PCA, over its half century of existence, has been dedicated to this job. I should like to talk to you today on the less technical side of concrete--what it has been--what it is today--and what it can offer in future construction. Concrete, in many forms, has a long background extending from such notable historic times as the Roman Empire. Here, concrete made from pozzolanic cement from the slopes of Mt. Vesuvius was used to construct the Coliseum, home of the Roman circus; for the Appian Way, the ancient forerunner of the Interstate system; and the miles of aqueducts throughout Europe, many of which still carry water. Australian companies and consultants are becoming ever more involved in projects in African, South American, East European and Middle Eastern countries. However, significant differences in culture and approach to projects sometimes make these projects challenging for reasons that are not purely technical. Often the challenges are rather related to how the project owner and local authorities perceive the reality. These perceptions and sometimes unrealistic expectations regarding project costs and potential outcomes need to be addressed by the æWesternÆ project developer and consultant.This paper will discuss the specific experience of Snowden in studies commissioned by companies from such countries for the development of very large, low-grade gold deposits in some of the most inhospitable areas in the world. The paper will further review similar projects undertaken in other ænew worldÆ countries and compare these to the initial Snowden experience.As the process operating costs of operations in many of these countries are extremely competitive when compared to the typical Australian operating costs, the paper will review the operating costs and the factors which may be pertinent to a large project of this nature, both in the Australian and the ænew worldÆ context. Mineral royalties are one of the oldest forms of mining taxation, and were initially introduced to extract economic rents from mining. Over time, the royalty regime has become more complex as it was identified as an important policy instrument that can achieve more multi-faceted outcomes. Such a multi-tiered approach in the use of the royalty instrument is also the case with South Africa. With South Africa’s new mineral royalty regime now in place for ten years, it is perhaps time to assess its impact and effectiveness. To carry out this assessment, an econometric evaluative study was undertaken using four major commodities in South Africa, namely gold, platinum, iron ore, and coal. The study explored five different policy options for government to consider and tested them to determine the most favourable one that will realize the regime’s policy objectives. After the assessment, two major options stood out. Hence, this paper seeks to highlight which of the two options is the most favourable for consideration by policymakers. Based on that study, we find that the current structure is effective, but also recommend that the factors in the formula for refined minerals be ‘modified’ to reduce the capped profitability ratio from the current 60% to 30% and the maximum royalty rate for refined minerals from 5% to 3%. The minimum rate of 0.5% during times of depressed mineral prices and no or low profitability will not be affected.

The difficulties inherent in the production of alumina by the formation of potassium alum and its subsequent thermal dehydration and decomposition have been overcome , to a large extent , in a process developed at the Boulder City Station of the Bureau of Mines . This process is applicable to the reserves of alunite known to occur in several Western States and , possibly , to certain clay and low-grade bauxite deposits known to exist in this country . The operations sequence of the process is shown in the flow sheet (fig . 1) . Only those steps included within the heavy line are considered in this report . Four different procedures for dehydration of alum were investigated ; ( 1 ) Spray drying , ( 2 ) rotary - kiln drying , ( 3 ) dry grinding in a thermal ball mill , and ( 4 ) dehydration in the vertical- column flash dehydrator . Based upon fuel requirements and other practical considerations , the vertical- column dehydrator , or some modification of its operating principle , offers the botter possibility for commercial use .

THE Bureau of Mines has received many requests for Information concerning the methods its laboratories use for analyzing coal and coke and determining their heating value. The fuel investigations now conducted by the Bureau of Mines are an outgrowth of the work undertaken at the Government coal-testing plant erected in 1904 at the Louisiana Purchase Exposition in St. Louis, and the methods for proximate and ultimate analysis of coal used by the Bureau of Mines are based on those originally adopted by the chemists of the coal-testing plant and followed in the subsequent chemical work of the Government fuel-testing plants at St. Louis, Mo., Norfolk, Va., and Pittsburgh, Pa. The many valuable suggestions and criticisms received from N. W. Lord, director of the School of Mines, and from E. E. Somermeier, professor of metallurgy, of Ohio State University, at that time, are greatly appreciated; development of many of the methods for the proximate and ultimate analysis of coal now used by the Bureau of Mines is chiefly clue to these men.

Volume II of this collection of research reports, entitled "Model Training Program," provides the framework and details for developing a tailored training program for a specific mine based upon documented human-performance deficiencies. To do this, several steps must be followed prior to program implementation: 1) background information must be gathered (database analysis), 2) direct observation of indicated problem areas should be conducted (safety sampling), and 3) separation of those deficiencies to be addressed through training from those which would be better addressed by workplace or equipment redesign (trainability assessment). Once training is determined to be the appropriate strategy for addressing the noted deficiencies, several approaches can be taken, depending upon whether the problem is related to repetitive work procedures in a predictable, a variable, or a dynamic workplace with a substantial amount of interaction between workers, equipment, and the environment. Although this volume and the subsequent seven volumes provide examples of how the training information was field tested using various strategies (for example, loss control, task training, etc.) and techniques (for example, microcomputer-based exercises, lectures, etc.), the ultimate selection of the delivery method is based on cost/benefit analysis. Therefore, the Model Training Program has incorporated a Training Cost Model as a desirable component.

All persons and communities that have experienced strong-motion earthquakes are convinced of the importance and complexity of earthquake problems thatmust be solved in order to reduce the personal hazards and property losses to a reasonable minimum. It is also clear that absolute elimination of all risks is impossible. Reduction of existing hazards and precautionary measures which will minimize chances for disaster can be accomplished by realistic appraisal of the effects of recent earth- quakes on modern structures and installations. Localities that have reason to expect so-called strong- motion earthquakes can anticipate these effects by taking appropriate steps. Valid earthquake information can only be obtained from earthquakes. Each earthquake contributes to the body of knowledge by additional facts and by clarification of previous observations. Rational interpretation of the data followed by practical application of the conclusions can contribute greatly to the safety of persons and property. The general public expects the architectural and engineering profession to accept this obligation and render this service. Most earthquake hazards are man-made and arise from the imperfections of the works of man and his failure to anticipate the consequences when the natural characteristics of his environment are ignored. If it is not given to man to prevent such natural phenomena as earthquakes, it is sometimes within his power to control their destructive effects and to reduce to a minimum the toll of life and human suffering.

Effective control of respirable dust is one of the most serious problems associated with longwall mining in the United States. This report describes the development and laboratory testing of dust collectors for use on double drum shearers. Systems tested included: ? High Capacity Flooded Bed Scrubber ? Water Powered Extraction Cowls ? Water Powered Extraction Drums ? Water Powered spot Scrubbers. The systems were tested using tracer gas in a full-scale model of a longwall shearer face. This report provides a detailed description of the test facility, test methods, and system test results.
