"In order to extend the application of fused salts in\the electrowinning and electrorefining of metals, it is necessary to maximise the current density, minimise the voltage drop and greatly increase the area of electrode surface so as to compete with the space-time yield of pyrometallurgical reactions. The various designs of electrowinning cell are reviewed and it is shown that by the application of a modest centrifugal field it is possible to reduce the anode to cathode interelectrode spacing to 4 mm whilst still maintaining a current efficiency of 85-90%.The thermodynamic potential for electrorefining is far less than for electrowinning yet fused salt electrorefining is only applied in limited cases. The reasons for this are discussed and the important design parameters evaluated. It is concluded that by using packed bed electrodes, separated by a diaphragm, the possibility of electrorefining with very low energy consumption can be achieved. Carbothermically-produced metals are always cheaper than those produced by electrolysis but suffer from the disadvantage of low purity. It is proposed that fused salt electrorefining may offer an energy efficient way of upgrading the metal. IntroductionThe majority of metals can be deposited from fused salts (1,2) but as commercial production is restricted to the more reactive elements, it is worthwhile considering the advantages and disadvantages of fused salt electrolysis as' compared to smelting and aqueous electrolysis. The advantages over aqueous extraction are as follows:1) the much higher conductivities and diffusivities result in much lower IR losses and higher current densities can be achieved at modest voltages;2) the elevated temperatures of operation result in larger exchange currents which give rapid kinetics and lower activation polarisation for the electrode reactions;3) the absence of water as a solvent means that it is not necessary to consider the evolution of hydrogen as a competing cathodic reaction. Furthermore, alkali halide salts, often used as solvents in fused salt electrolytes, have high deposition potentials;4) molten salts generally are mutually soluble and, therefore, concentration polarisation effects are minimised."

The production at First Quantum Minerals’ (FQM) Kevitsa Mine, located in northern Finland, commenced during the second quarter of 2012. Presently, the mine processes approximately five and half million tonnes of ore annually, producing nickel, copper and platinum group metal (PGM) concentrates. In order to support fast production ramp-up and optimise the performance of flotation thereafter, an extensive advanced flotation control solution was implemented by Outotec in collaboration with FQM Kevitsa.In addition to basic process instrumentation and process control, each of the 14 Outotec 300 m3 and another 26 cells, ranging from 20–160 m3, have been equipped with state-of-the-art systems providing froth image analysis and automatic froth speed control. Also, the flotation cell levels are stabilised with advanced feed-forward level control.The online analyser provides key feedback information of the process performance for the advanced process control (APC) system. Based on this information, APC system defines grades and recoveries according to rules defined by Kevitsa process metallurgists. This system executes the control strategies for optimising the production of concentrates.Throughout the implementation and support phases, specific and intensive attention was paid to ensure plant personnel gained full understanding of interacting with the system and how to incorporate their process experience and skills to optimise the APC strategy. This level of expertise is also a valuable asset in understanding the APC system’s contribution to the overall performance of the plant as well as providing the ability and confidence to define key performance indicators used for continuous assessment. "INTRODUCTION The use of black blasting powder as an explosive in coal mines has long been recognized as hazardous and has been responsible for many of the worst disasters in American coal mines. One of the most pressing of the numerous problems confronting the Bureau of Mines, upon its creation in 1910 was to determine methods that would lessen the hazards created by the use of explosives in coal mines. The Bureau continued the study begun by the Technologic Branch of the Geological Survey as to the nature of explosives and made numerous tests to determine types of explosives suitable for blasting in coal mines. The Bureau has tested and approved hundreds of types of explosives and has disseminated information on methods and conditions for use underground to make them permissible as to safety. The Bureau of Mines has encouraged the use of permissible explosives for coal-mine blasting, and its experts both in the laboratory and in the field believe that the use of black blasting powder in any form (granular or pellet) is hazardous in any underground coal mine. Despite the information published at various times and innumerous ways and the general knowledge of the hazards that the use of black blasting powder in any form creates in the blasting of coal, the coal mines in the United States, during 1947 used approximately 34 million pounds of black blasting powder (granular or pellet), or approximately 11.8 percent of the total quantity of explosives used by the coal-mining industry.Many coal mines of the United States, for various and sundry reasons, probably will continue the use of black blasting powder, and this circular has been written for the benefit of such users, not that any suggested method or methods will make the use of this explosive safe, but it has been found that methods and conditions of use of black blasting powder can be improved so as to lessen, though not eliminate, the hazards created by its use."

A new approach of recovering platinum and palladium from electronic wastes by hydrochloric acid leaching followed by selective adsorption on low-cost and environmentally benign biomass sorbent prepared from easily available agriculture waste is suggested. The obtained adsorbents were prepared by a combination of chemical modification and hydrothermal carbonization process with (NH4)2C2O4. It was found that the maximum adsorption capacity of hydrothermal carbonized garlic peel for Pt( ) and Pd( ) was 1.64 and 0.42 mol/kg respectively. The Langmuir adsorption isotherm was applied to describe the adsorption process. Kinetics of the Pt( ) and Pd( ) ions adsorption was found to follow pseudo-second-order rate equation. The adsorbents were examined by scanning electron microscope (SEM), and Fourier transform infrared spectroscopy (FT-IR). Based on the characterization results, a possible mechanism of Pt( ) and Pd( ) ions adsorption with the hydrothermal carbonized garlic peel was proposed. This study provides a promising adsorbent with efficient adsorption property for platinum and palladium recovery from the leach solution of electronic wastes.

"An acid bake-leach process has been identified and applied to an enargite concentrate containing ~67% enargite, ~27% pyrite (FeS2), ~3% chalcopyrite (CuFeS2), ~6% sphalerite (ZnS) and <1% galena (PbS). Sulfuric acid baking of this concentrate resulted in the transformation of the concentrate to S8, As2O3, HFe(SO4)2•4H2O, PbSO4 and Cu0.47Fe0.53SO4•H2O, all of which (except elemental sulfur and PbSO4) dissolved during the water leaching step. More than 87% Cu and 64% As were leached when the concentrate was baked at 200°C over 7 hours with a sulfuric acid-toconcentrate weight ratio of 1.6. Less than 1% As was lost to the gas phase. Upon water leaching, copper and arsenic were released to the solution at a concentration ratio of about 3:1. While enargite is very reactive during the sulfuric acid baking reaction, other minerals present in the concentrate such as pyrite, galena and sphalerite may compete to consume sulfuric acid and be converted into their corresponding sulfates at different concentrations. The purpose of this paper is to present our examination of the effects of sulfuric acid dosage on the extractions of Cu, Fe, and As from an enargite concentrate. In this regard, the concentrate, baked concentrate, and the leach residues are characterized and a conceptual process flowsheet is described for the acid bake-leach process for the treatment of enargite concentrates.IntroductionThe occurrence of enargite (Cu3AsS4) in copper ores and concentrates and the associated high arsenic values in such resources have resulted in a considerable decrease in the demand for such concentrates because they cannot be economically processed using conventional technologies such as smelting and atmospheric leaching (Mihajlovic et al., 2011). The exploitation of such problematic deposits through competitive treatment strategies will be required in the near future in order to satisfy increasing pressure from the copper market. It is expected that the average arsenic grade of copper concentrates will increase from 0.17% in 2008 to 0.22% by 2020 (Mayhew et al., 2011).The acid bake-leach process was identified and selected for further investigation at the University of Utah as a possible process alternative for the treatment of enargite concentrates. In this case, adequate amounts of concentrated sulfuric acid are mixed with the concentrate and heated to the temperature range 150-300°C. Subsequently, the baked material is leached with water/weak acid and the acid bake-leach process has some advantages over conventional sulfuric acid leaching (Prater et al., 1970). During water leaching, metal sulfates are released in solution, after which they can be extracted through well-known hydrometallurgical techniques. While the majority of the work has been done on oxide minerals, there is a limited record of sulfuric acid baking of sulfides."

The mining value chain plays an important role in our societal development. Even in a circular economy, mining and raw materials are in great demand, and so are skilled engineers. In Germany, many students decide to pursue STEM studies in the tertiary degree. Nevertheless, the OECD reports low completion rates in obtaining the degree of studies [1]. Generally, the dropout rates in STEM education are high [2]. Many students have difficulties with basic subjects such as science and mathematics, in which they lack knowledge they should have acquired in school [2]. With the German STE(A)M project PepperMINT (https://peppermint.thga.de/), the Technische Hochschule Georg Agricola (THGA) offers a digital and open educational platform, as a dynamic, massive open, online course (MOOC) for students and prospective engineers. The project is funded by the RAG-Stiftung (RAG-Foundation; No. 20-0004). Using adaptable MOOC classes and applied examples from the wide-ranging cycle of mining activities, we motivate students to engage in STEM studies. Our adaptive and application-oriented content demonstrates the diversity of jobs and career paths in the mining industry. The integrations of applied examples and research activities of the Technische Hochschule Georg Agricola can increase the curiosity and motivation of learners. In mathematics, mine-surveiying technologies and geomonitoring methods (see figure 1) can be used to teach trigonometry. Additionally the concept of the free open online classes enables students in high school to get insights into the field of engineering before they decide the subject of their studies. For freshmen who already decided to pursue a STEM degree, the PepperMINT courses can help to identify and close knowledge gaps and to align different levels of knowledge within a heterogeneous student body. Empowering students in STEM education and integrating examples from mining research can help us train the mining engineers of the future.

Since its inception, in 1987, the Copper-Cobre series of conferences has established itself as the prime world forum for discussing advances in copper process metallurgy, in particular copper sulfide smelting, copper recovery by leaching and electrowinning and copper electrorefining. All copper producing countries have actively participated in the pyrometallurgy symposia held in the framework of these conferences. In 1999 and 2003, the close to 100 pyrometallurgy papers that were presented had to be accommodated in two volumes. In the present paper, the authors firstly provide a brief historical sketch of the Copper-Cobre conferences and then focus on providing a retrospective look at the dramatic changes that have taken place in copper smelting in the last few decades, primarily as discussed in the Copper-Cobre and precursor conferences pyrometallurgy proceedings. Topics include: the development of autogenous, increasingly more intensive, environmentally sound and energy efficient smelting processes; significant improvements in Peirce-Smith converting practice and at the same time the commercialization of alternative continuous converting routes; the consequent expansion and modernization of smelters; the increasing compliance with strict government environmental regulations in most copper producing regions of the world; the realignment of the copper smelting industry throughout the world; and trends in copper smelting R&D. A look at the future closes these reflections on the contribution of the Copper-Cobre conferences to the advancement of copper smelting technology.

This study of the tin-tungsten ore of the Shepherd and Murphy Mine, in central northern Tasmania, was originally undertaken at the request of the Moina Tungsten-Tin Mining Co., N.L., as part of the research programme of the Mineragraphic Investigations Section of the C.S.I.R.O. It is based on the examination of a suite of specimens supplied by the management, supplemented by a more extensive collection and observations made by the author during a short visit to the mine in October, 1956.The Shepherd and Murphy Mine is at Moina, 36 miles S.W. of Devonport and 22 miles from Sheffield, the nearest railway station. It was worked almost&#183; continuously from 1893 to 1919, when a fire destroyed the mill; to that date it had produced concentrates to the value of &#163;141,000. After a long period of idleness, the mine was re-opened by the present company, but it has been announced recently that unfavourable market conditions have again forced closure.GENERAL GEOLOGYThe mine is on a deeply dissected plateau, about 2,500 ft. above sea level; it lies between the Iris and the Forth Rivers, whose valleys are deep gorges cut to about 400 to 600 ft. above sea level. From Moina westwards to the Iris River, a limestone regarded as part of the Gordon River Group, of Ordovician age, conformably overlies a sandstone containing tubicolar casts which are circular in cross section, half an inch in diameter and up to two feet long, and which resemble marine worm burrows (Elliston, 1953).

On Oct. 1-3, SME?s Twin Cities chapter (SME TC), in cooperation with the University of Minnesota ? Duluth?s Precambrian Research Center (UMD-PRC), cohosted a symposium on silica sand mining and processing. The conference was held at the Earle Brown Heritage Center near Minneapolis. The symposium was followed by a day-long field trip to operating mines, processing plants and loading facilities located in southwestern Wisconsin. Speakers and attendees at the symposium included university professors, industry experts, regulators, mining company representatives, equipment suppliers, consulting engineers and service companies. Approximately 320 people attended the conference. In addition, about 50 people who oppose mine development and the oil and gas industry showed up to voice their displeasure with the event and those companies that operate in this space.

Flyrock is the second leading cause of all blasting related injuries in surface coal, metal and nonmetal mining operations. It is also a primary cause of property damage, monetary losses and “near misses.” For the period 1978 to 2008 flyrock accounted for 11.6 percent of all blasting-related injuries in surface coal, metal, and nonmetal mines. A large amount of published material has been published on the safety hazard of flyrock, on ways to predict how far rock will travel from a blast, as well as ways to protect mine personnel and neighbors from flyrock. However, flyrock incidents continue to occur resulting in fatalities and “near misses” that could have caused fatalities. It was only good fortune in some instances that no one was in the mine's parking lot or other unprotected area when flyrock rained down or in harm’s way when a large rock punched a hole in the roof of a building or other structure.

"Jurisdictions across the world have struggled to create and finance systems that can effectively collect and process electronics waste (e-waste). Many different system architectures have been proposed and implemented, but it is difficult for policy-makers and system architects to compare the costs and benefits of different systems, particularly when the systems operate in different contexts. This paper presents a systematic methodology that seeks to address this challenge and uses data from several existing electronics recycling systems across the world to illustrate its implementation. The methodology characterizes three main system characteristics: architecture (e.g., financing and collection methods), context (e.g., jurisdiction population, density, and wages), and performance, both economic and materials collection. A comparison of systems in Europe and North America with different system architectures and contexts illuminates the importance of using the methodology to discern the extent to which architecture and context drive system performance.IntroductionElectronic waste (e-waste) recycling offers several environmental benefits when processing is done responsibly. The controversy around e-waste recycling systems rarely debates such benefits; rather, it focuses on the characteristics of an effective system and whether benefits outweigh costs. Historically, the costs of recycling most electronics have outweighed the value of the scrap recovered. Thus, in the absence of legislation, e-waste recycling systems have been limited to private recycling of high-value waste with minimal consumer participation. E-waste recycling systems now exist in many locations worldwide including Asia, the European Union, Canada and the United States and the amount of related legislation continues to increase. Numerous approaches have been proposed including landfill bans, extended producer responsibility (EPR) and consumer advance recovery fee (ARF) funded recycling systems."

The success of the minimization of blast induced-damage at Barrick?s Pierina Mine in Peru is the result of an effective working relationship between Mine Operations and the Geotechnical Services Department. A detailed design criteria manual is used to match the blast plan to the site?s varying rock types and slope designs. The Geotechnical Services Department has further developed a comprehensive pre- and post-blast checklist that is critical to the drilling and blasting process as it pertains to wall stability. Wall control blasts are evaluated with quality assurance field checks, vibration monitoring and frequency control, video assisted performance quantification and post excavation face profiling. These detailed observations are compiled and summarized in a blast performance evaluation that is considered to be an ?Industry Best Practice?. The information and detail provided by each performance summary allows accurate blast analysis and effective design refinement.

"Since the commencement of mining operations at the Cowal Gold Operations (CGO) in 2005, reverse circulation (RC) drilling has been the preferred method for grade control (GC) sample collection. This method was selected because it allowed:for multibench drilling (20 m hole depths for two benches of mining) to aid mine planning increased data density for comparison against the wide spaced ore reserve model angled drill holes to intersect perpendicular to the strike and dip of the shallow dipping mineralisation ability to take two metre sample intervals to enhance the understanding of the mineralisation’s short-scale variability and provide the ability to flitch mine.From June 2008 to December 2013, RC GC was performed using a UDR rotary cone splitter. The field duplicate data over the period displayed strong precision, with a correlation coefficient of 0.94 and an average relative per cent difference (RPD) of 21 per cent for gold. Up to 66.1 per cent of field duplicate data greater than 0.1 g/t fell within ±20 per cent RPD. This is within limits of industry best practice. The Mine to Mill reconciliations over the same period showed the estimated GC grade was 7.7 per cent lower than the calculated head grade (CHG).In December 2013, the Progradex sampling system (PGX) was introduced at CGO due to its advertised ability to capture 100 per cent of the drill cuttings for the complete sample interval, inclusive of fines. Analysis of field duplicate data indicates that since the introduction of the PGX, the sample precision has drifted. From January 2014 to February 2016, the correlation coefficient was 0.92 and up to 51.2 per cent of field duplicate data, greater than 0.1 g/t fell within the ±20 per cent RPD. Over the same 26 month period, the Mine to Mill reconciliation improved to one per cent lower than the CHG. Granulometric analysis of the RC samples collected from the PGX indicated the fines material(&lt;212 µm) averaged up to 22 per cent of the samples mass and following assay determination, the fines material represented a weighted average of 31 per cent of the total gold content within the sample.This paper highlights the:importance of the complete capture of all drill cuttings during an RC drill programinfluence of fines material on the sample quality and accuracyimpact sampling of the fines material has on the Mine to Mill reconciliation performancechallenges experienced in commissioning a PGX system.Citation:Reid, B, 2016. Introduction The 150 MW circulating fluidized bed (CFB) power plant described in this article is the product of recent Bechtel experience in the industrial power and steam market, where the economic feasibility of fluidized bed projects has been proven. The ability of CFB boilers to burn low grade fuels makes it possible to burn low ranking coals or coal wastes. These include anthracite culm, coal mine rejects, and coal wash-plant-waste slurries. This article also addresses the impact of fuel characteristics on plant design. This includes solids handling, steam generation, sulfur capture, and auxiliary load requirements. The uncertain economic environment in which utilities must now operate has shifted the industry&apos;s interest away from large, base-loaded generating units to small, more versatile installations. Utilities now consider purchasing new generating capacity in smaller increments and staging its deployment to correspond with demand increases. In this way, they lower their risk in the increasingly hazardous art of long-range load forecasting. This strategy has many advantages. Multiple, smaller units have inherently greater turndown capability and better availability than a single larger unit of the same size. In addition, the smaller units will each have better cycling capability. And, with CFB combustion, the smaller units will have greater fuel flexibility. General plant description The 150 MW powerplant described here is a grassroots CFB unit. Fluidized bed technology differs from conventional combustion techniques. With CFB, solid fuel, together with inert material such as sand, gypsum, limestone, or ash from the fuel, is kept suspended in the combustion chamber. This is done by using the action of the fluidizing air distributed below the bed. Fluidization promotes the turbulent mixing conditions required for good combustion. The turbulence causes the entire mass of solids to behave like a liquid. The result is improved mixing. This allows heat to be generated at a lower and more uniformly distributed temperature that is below the ash fusion temperature of most coals. The fluidizing mechanism offers several other advantages over conventional combustion. There is less volatilization of alkali compounds, which cause deposits on boiler tube surfaces. And there is less sensitivity to the quantity and nature of the ash in the fuel. The low combustion temperatures prevent vitrification of the ash particles and minimize problems associated with furnace slagging. The ability to select from many fuels is one of the major advantages of CFB combustor technology. Fuels that can be burned in CFB plants to produce steam and electricity include: low grade coals with high ash or sulfur, lignite, peat, wood and pulp products, biomass, refuse, anthracite culm, petroleum coke, and oil shales. The plant&apos;s turbine cycle uses superheated steam at 12.4 MPa (1800 psi) and 538°C (1000°F), with single reheat to 538°C (1000°F). Two high pressure and three low pressure, closed, feedwater heaters are furnished. So is a deaerator, which is an open, direct-contact heater. The CFB plant exceeds EPA&apos;s New Source Performance Standards (NSPS) for air emissions. The design limits sulfur dioxide (SO,) emissions to 0.25 kg/GJ (0.6 lb per million Btu). "In the civil tunnelling field, the use of tunnel boring machines (TBM) has now overtaken the use of conventional excavation methods (drill and blast / roadheader). This is due to a number of reasons, including the increasing availability and reliability of TBMs, the ability to deal with a wider range of face conditions, and the reduced excavation cost that TBMs can bring.Mining companies have spearheaded the advances in shaft boring by mechanised means, both in blind and raise boring. However, mining companies have been slower to adopt mechanised tunnelling.When contrasted with a conventional mining contract, there are good reasons why TBMs in mining applications are relatively rare. A conventional decline contract may have very little geotechnical information. The decline alignment can be subject to change as the tunnelling progresses. The infrastructure requirements are less for a conventional decline, and the sunk cost prior to excavation commencing is lower. Contract documents can be very simple.The history of TBM use in mining is reviewed and lessons are described. From the case histories and lessons learnt, the paper identifies ways that mining companies can maximise the potential benefit of TBM technology.We believe that despite the additional requirements for TBM declines, the cost and time advantage to mining companies is very attractive. "A t remote locations typical of mines and associated ore processing plants, diesel electric generators are ideally suited for power plants due to their inherent operating flexibility, efficiency and reliability. In recent years rapid escalation in fuel and related transportation costs has made extensive waste heat recovery from generating sets financially attractive to a much greater extent than previously.The paper outlines key considerations during planning and design stages for utilizing the various waste heat sources available to best advantage. Based on two /980 mining projects built in the Canadian Arctic, data is presented on potential operating and capital costs savings. A review of heat balances, engineering flow diagrams and major equipment selections for process and building heating systems utilizing waste heat is included.IntroductionResource projects increasingly occur in remote areas requiring on-site self sufficiency in electrical power generation. For such projects, the low- or medium-speed turbo-charged diesel engine is very often the preferred choice as a prime mover for the generating sets . It is inherently reliable, has good response to load changes and has comparatively high fuel efficiency over a wide load range . From a project execution standpoint, It is capital cost- competitive and procurement lead-time normally &apos; fits &apos; within tight schedule constraints. In addition, its potential for waste heat recovery is excellent , particularly in northern climates where space heating requirements are usually substantial, and also where there a re requirements for heat for process and plant services.The high cost of fuel , with add-on transportation costs , provides a major incentive to fully exploit the available waste heat recovery potential o f such installations.As a result of the rapid escalation in the price of petroleum products following major crude oil price increases in 1973 and again in 1978-79, liquid petroleum fuels, having the desirable properties of comparatively high heat content and transportability, are no longer &apos;cheap&apos; commodities and have become so valuable that industry has widely undertaken serious conservation efforts.Currently, it appears that petroleum cost trends of the 1970s may not continue, at least in the near term, and that we may see somewhat reduced energy costs for a time. In the longer term , and certainly within the life spa n of major projects, however, it is generally believed to be inevitable that these fuels will be increasingly expensive . Energy costs are today a major operating cost for remote minerals processing plants and will remain so for the foreseeable future.In order to meet the economic challenge posed by high energy costs, future projects should be thoughtfully planned from the outset with the goal of minimizing energy requirements and maximizing the use of waste heat recovery to meet such requirements. There is also considerable potential for significant energy savings by retrofitting of existing installations."

The Gramalote orebody is a large low-grade gold deposit situated in the San Roque municipality, 124 km north-east of Medellin in Antioquia, Colombia. It is jointly owned by AngloGold Ashanti (AGA) and B2Gold and is currently in Feasibility Study phase. In 2013 AGA requested CRCORE to undertake a preliminary study of the potential application at Gramalote of pre-concentration by screening, part of the Grade Engineering suite. 160 samples of coarse assay rejects (-3 mm) were tested and showed one of the strongest responses seen worldwide to that time, suggesting that about 70% of the gold could be recovered into 40% of the mass. This was seen as potentially markedly improving the Gramalote economics. A large-scale testing program was implemented on site to follow up these results. A total of 18 samples of 17 t each were mined along a pre-existing exploration adit. A complex test flowsheet allowed size fractions to be generated from the as-received material as well as after crushing to 53, 23 and 3 mm, all from the same head sample. The procedures were designed after carrying out a heterogeneity study to measure sampling errors. The coarser size fractions were designed to study the effect of crushing on upgrade response and predict the response on open-pit run-of-mine ore. The finer size fractions were designed to investigate means of predicting the upgrade response across the orebody. The large-scale testing closely confirmed the average upgrade response as predicted from drill core assay rejects but found that only the -53 mm crushed material accurately predicted the upgrade response of individual samples. Ore geochemistry was able to usefully distinguish samples with good and poor response. A small study on drill core suggested that, for Gramalote, fine crushed material distinguishes vein associated and disseminated values but not other factors that control actual outcomes.

These inspection standard have been prepared for use in the Federal inspection of strip mines producing, bituminous coal, anthracite, and lignite. This circular is a revision of the Safety Code for Strip Mining, which was prepared by the Bureau of Mines and employed as a guide for Federal inspectors. Numerous changes have been made in the original code to keep the in step with improvements in the industry. With continuing changes in mining methods and facilities some of these standards may become inapplicable and further revision may be advisable. Therefore, questions regarding these standards, and suggestions regarding new standards should be brought to the attention of the Bureau of Mines. Few States haves laws pertaining to strip mines, but where such laws do exist it is possible that some of the standards may conflict with them. In cases of conflict, the intent is not to advocate noncompliance with State laws, but to suggest reconsideration of such laws or safety orders.
