Since the early 1990s, the Canadian mining industry has been increasingly defined by the signing of Impact and Benefit Agreements (IBAs) between mining companies and Aboriginal peoples. While these agreements are intended to complement the legal system, they also serve to establish the legitimacy of mining projects and to encourage the harmonious integration of these projects into their social and environmental contexts. Beyond their practical implications, what are the effects of such agreements on the ability of Aboriginal communities to access the institutional space where the authorization of mining projects and the conditions of their implementation are decided? Can we view IBAs as a preliminary step towards the operationalization of the principle of Free, Prior and Informed Consent? This paper aims to explore the potential of IBAs as a sustainable solution to the legitimacy issues that result from the implementation of the formal regulatory framework governing mining activities in this jurisdiction. We highlight what constraints and opportunities the James Bay and Northern Quebec Agreement (JBNQA) engenders for local communities and draw attention to the ways in which the negotiation of the Raglan IBA and the environmental evaluation processes act upon each other. We find that certain structural problems - and problems of legitimacy ? related to mining in Northern Quebec cannot be solved by the sole signature of an IBA, which suggests the need for caution when considering such agreements as a panacea. The Raglan case demonstrates that IBAs, like other modes of regulation relying on the direct interface between companies and communities, would benefit from a stricter framework and more explicit ties with official regulation channels.

Oleic acid is the chief ingredient of fatty acids used as collectors in nonsulfide flotation. With a few notable exceptions, the various quantities of saturated and other unsaturated acids comprising the remainder are usually unspecified. There have been occasional investigations to determine the collecting ability of these other acids and their effect on collection with oleic acid, but much remains to be done in this field. Hukki and Vartiainen, on the basis of tests using palmitic, oleic, and linoleic acids and an impure linolenic acid, concluded: "The collecting power of fatty acids used in flotation increases with increasing unsaturation of the hydrocarbon chain." ' Their work was concerned mainly with the response of ilmenite to the foregoing collectors, although tests were also made with magnetite, pyrite, hematite, and rutile. Cooke and Nummela, employing an almost identical technical procedure to evaluate flotation of hematite, magnetite, and goethite with various fatty acids, including oleic, linoleic, and linolenic acids of the highest purity obtainable, found: "The effectiveness of 18-carbon unsaturated fatty acids, as collectors for hematite, decreases with increase in the number of non-conjugated double bonds." 2 Vn the foregoing investigations, collector efficacy was measured on the basis of reagent addition in moles per liter. Sources of fatty acids which may be used as collectors are legion, but provided the oleic acid content is high enough, cost is normally the determining factor. Usually this restricts severely the purity of the collector in terms of its oleic acid content. Within the past year or so users of crude oleic acid have become somewhat more discriminating, apparently realizing that some of the organic acid impurities may exert deleterious effects upon certain separations. Marine fish oils have been used as collecting agents, particularly in the earlier days of froth flotation. Currently their use is restricted in this field to relatively minor applications, although they are cheap sources of fatty acids. In an effort to increase the range of uses for fish oils, the U. S. Fish and Wildlife Service has awarded contracts to study these materials as sources of new products suitable for commercial development. Funds for these investigations were provided by the Saltonstall-Ken-nedy Act of 1954. One such contract was awarded to the University of Minnesota School of Mines and Metallurgy for the purpose of investigating the use of fish oil fatty acids and their derivatives in ore flotation. Besides the esters of various saturated aliphatic acids and of palmitoleic and oleic acids, fish oil also contains esters of monoethenoid and polyethenoid acids with 20, 22, and 2 carbon atoms. "IntroductionTWO METHODS of mucking have been used in sinking C shaft, the five-compartment production shaft of the Yellowknife property of Giant Yellowknife Gold Mines, Limited:(a) Band mucking during the original sinking in 1949 and 1950 (l); and(b) Mechanical mucking with the Cryderman shaft mucker during the recent deepening in 1954.This paper briefly describes the recent deepening and compares the performance figures of the two sinking operations.PlanningProduction planning in 1952 showed that it would be advisable to deepen C shaft in 1954 to provide for three new production levels and the installation of an underground crusher. To complete the required shaft work it would be necessary for a shaft crew to deepen the shaft about 500 feet, to partly excavate three level stations and a crusher station, and to cut a station for the loading pocket. Figure 1, a vertical section of the lower part of the shaft, shows the details of the deepening programme.During the planning period, Giant had a rather small supervisory staff and at the same time was experiencing a heavy labour turnover. As it was obvious that production would suffer if the sinking crew were recruited at the mine, it was decided that the merits of contracting-the shaft sinking to an independent contractor should be investigated."

This report describes the materials flow of mercury in the United States. It examines the mining and production of mercury and the manufacturing, uses, and ultimate disposal of mercury. Materials flowcharts were prepared for 1989 and 1990. An effort was made to include estimates for all major anthropogenic sources including fossil fuel combustion, waste incineration, and nonferrous metal mining operations. Mining and mineral processing released about 100 mt/yr of mercury to the environment in both 1989 and 1990. The combustion o ii fu1s released 175 mt/yr in the same years. The manufacturing, use, and disposal of products containing mercury accounted fix the release of 1,037 mt of mercury in 1989 and 938 mt in 1990. The manufacture of chlorine and caustic soda was a major source of recycled mercury, but it was all reused within the industry. Recovery from all waste products accounted for 36% of reported consumption in 1989 and 42% in 1990. The losses from manufacturing and end use have been declining, whereas mercury emitted from combustion sources has not been strictly regulated and will likely become the largest source of mercury releases to the environment.

The objectives of monitoring geotechnical structures can be very diverse, including optimisation of the design, quality control, long term performance assessment, and approval of innovative execution techniques. In this context, new measurement techniques, based on optical fibres, offer the possibility of accurate strain and temperature monitoring with very small sensors and limited numbers of cables. This paper briefly presents optical fibre sensing techniques and illustrates their application to geotechnical structures by means of some projects, carried out by the Belgian Building Research Institute (BBRI).

During the past 20 years, alkali silicate reaction (ASR) as a cause of concrete deterioration has been studied by a wide range of experimental methods such as microstructural and macrostructural analysis, bulk chemical analysis, X-ray and neutron diffraction analysis, etc. All of these data are compared with expansion values of mortar bars (following ASTM standard C 1260). Recent studies indicate the useful application of non-destructive methods with the aim of better reflecting mechanical properties and the degree of deterioration of real concrete. Ultrasonic testing methods (including ultrasonic pulse velocity UPV) are widely used to determine material mechanical properties and the changes induced by a variety of mechanical or chemical processes. However, only a few laboratory studies of ASR focused on ultrasonic testing of mortar bars. Due to this fact, a heating chamber was designed and constructed to enable ultrasonic sounding of mortar bar specimens while stored in accelerating solution. Regular ultrasonic sounding of mortar bars reveals significant dependence of ultrasonic data such as longitudinal P-wave velocity, signal energy, signal amplitude and signal frequency on mortar bar storage time. Ultrasonic data were subjected to time domain as well as frequency domain analysis. Different storage conditions were used to determine the effect of ASR on ultrasonic parameters. Mortar bars, prepared in the same manner with one type of aggregate, were stored in cold or warm water or in an accelerating warm medium. Ultrasonic data accurately reflects the differences in hardening and deterioration of tested mortar bars due to different storage conditions. Ultrasonic results showed very good correlation with the results of ASTM standard expansion tests and much higher sensitivity to ASR-induced concrete deterioration. Expansion tests showed 1% measured length differences in comparison with up to 80% resolution of ultrasonic data. The ultrasonic testing proved to be a suitable laboratory method for investigating ASR-related processes and could lead to an improvement of standard testing procedures.

Talc is used as an essential ingredient in a wide variety of plastics applications ranging from polyester body patch compounds through polypropylene automotive, appliance, and household furniture components to high performance parts made from liquid crystal engineering resins. The paper focuses on polyolefin applications; the three tier market for talc in polypropylene; the effects of various talcs in typical compounds; and trends in each market segment. Emphasis is given to emerging markets, examples of which are polypropylene compounds which mimic higher cost resins, and polyethylene films, customer requirements for talcs for these purposes are discussed.

Studies on the initiation and propagation of mine fires have dealt almost exclusively with coal. It has been assumed that the self-heating potential of carbonaceous shales and coal wastes is relatively low. However, in abandoned coal mines and waste banks, initiation and propagation of fires may be strongly dependent on the self-heating tendency of these materials. The purpose of this study was to compare the self-heating probability of carbonaceous shales and coal wastes to that of coals. This study utilized a modified differential thermal analysis method, in which the combustion furnace temperature was the reference to which the sample temperature was compared. Based on the distribution of the maximum temperature differential and the sample heating rate, a self-heating probability value (SHPV) was calculated that corresponded to observed self-heating behavior. In this study, several of the carbonaceous shales and one coal waste had relatively high SHPV. The SHPV did not correspond directly to heating values or to differences in sulfur concentration.

In 1986, Gold Fields began negotiations with a large Nevada electrical power utility to supply power for its Chimney Creek Mine In northern Nevada. After the long negotiations reached an impass over various costs associated with the power line, a decision was made by Gold Fields to generate its own power. Self-generation is not uncommon overseas, but it is rare for any but very large or very small operations in the United States. Surprisingly, under certain conditions a mine can generate its own power profitably and Gold Fields has found that the associated operating and maintenance problems are minimal. The following report details what factors went into this decision and how it works. Hopefully, it can serve as a guideline for those who may find themselves in a similar position.

Columbia University’s Manhattanville Campus expansion includes the construction of two new business school buildings. The new buildings require development of an entire city block bound by 12th Avenue, W 131st Street, W 130th Street and Broadway in Upper Manhattan. A support of excavation (SOE) package was first released, followed by a foundation package. The SOE package consisted of approximately 100 soldier piles and 280 anchors, up to 215’ long, to support a cut anywhere from 30’- 50’ below street level. The foundation package alone included approximately 1600 drilled micropiles. Given the breadth of the work scope, Hayward Baker Inc and Moretrench joint ventured on these two projects to bring sufficient knowledge and work resources to complete the work in an efficient and timely manner. This included working with the Owner/Engineer to propose different means and methods for construction to significantly reduce the schedule while meeting the design intent, such as large diameter (36” diameter) augercast piles in place of conventionally drilled soldier piles and large hollow-bar micropiles (103/51 bars) in lieu of pressure-grouted micropiles. The anchors, ranging from 3 to 22 strands, were used for earth retention through both soldier pile and lagging walls and existing slurry walls. These anchors were complicated based not only on their size and length, but also the need to drill some of them under the historic Studebaker building. The overall magnitude of the project with considerations to resource management and material lead times will be addressed, highlighting critical strengths provided by the Contractor to ensure project success. The scope of work discussed in this paper was executed under two separate competitive bid contracts. The first contract included the support of excavation work and the second contract included the foundation package. The support of excavation comprised of drilled soldier piles (performed by Case Foundation as a subcontractor to the JV), driven soldier piles, driven sheet piles, hollow bar tiebacks, multi-strand tieback anchors and micropile soldier piles. The foundation package consisted of drilled micropiles. Due to the large scope of work and critical schedule requirements of the project, the JV had to think outside the box and present value engineered alternates to expedite installation durations.

The aim of this work was to prepare the metallic coatings on 316L stainless steel dental implant and evaluate the corrosion characteristics and thus the biocompatibility of the uncoated and metallic coated dental implants and comparison of the effect of the type of coatings on biocompatibility. Three types of metallic coatings including Tantalum, Niobium, and Titanium coatings were made using physical vapor deposition process on 316L stainless steel dental implant. Structural characterization techniques including; X-ray Diffraction, Scanning Electron Microscopy and Energy Dispersive X-ray Analysis were utilized to investigate the microstructure and morphology of the coatings. Electrochemical potentiodynamic tests were performed in two types of physiological solutions at 37±1 °C in order to determine and compare the corrosion characteristics. All three types of metallic coatings had a positive effect on improvement of the corrosion behavior so that the coatings could increase the corrosion resistance of 316L stainless steel and this trend was independent to the type of physiological environment. Biocompatible metallic coatings could decrease the corrosion current density that is a distinct advantage for prevention of ion release. This can improve the biocompatibility of the implant and, consequently prevention of tissue damages, inflammation and irritation and obtained desirable histopathological response.

Wakrah and Wukair Drainage Tunnel, WWDT is 13 km long with a 4.5 m ID sewer water tunnel about 50 to 60 m below ground surface. Integral to the project are several adits with provisions for future connections as well as four work shafts, four intermediate access shafts, ancillary hydraulic structures, and an Odor Control Facility. The shaft depths range from 50 to 60 m. The project is constructed in aggressive ground with aggressive ground water. The construction activities require years of pumping and disposal of the ground water during tunneling operations as well as construction of permanent structures in shafts. Grouting of the corrosive rock mass in corrosive groundwater for the WWDT has been described in detail.

The decline in coal production has been slowed somewhat in recent years, mostly because of the industry's own remarkable success in holding the line on costs, and partly as a result of advances achieved through industry and government research. Nevertheless, the decline has continued. This downward trend combined with the increased productivity of labor through mechanization that has been necessary for coal to retain even its present competitive position, has resulted in a serious reduction in the number of miners required and large scale economic dislocations in mining communities. For coal to regain a more favorable position it must either expand existing markets by reducing the cost of the delivered product and thereby compete more effectively with other fuels or develop new uses that will require large tonnages of coal. New markets involving several million tons, which would look extremely attractive to most other United States industries--including the organic chemical industry--would do little to alleviate the coal industry?s depressed economic conditions, While such small new markets would be welcome, an industry producing over 400 million tons per year must look to large tonnage outlets for solutions to its long range economic problems.

Introduction Noranda, like similar businesses, is suffering the pain of previously unheard of currency relationships, a cost structure built in better days, and conditions of gross oversupply possible in almost any commodity. Indeed, it does seem like the worst of all possible worlds is out there before us. To understand a Canadian natural resource company, you must know how the country is organized. So far as natural resources are concerned, Canada is not Canada. Canada is 10 provinces and each own the resources situated therein. Thus, the conditions of extraction, exploitation, and operation are all set by the province, while the conditions of trade and currency are set by the Federal government. This means that what may be the rule in Newfoundland may not be the rule in Manitoba or British Columbia. The second thing is that the Canadian currency has been a satellite of the US dollar for a long time. This means that we hold the unenviable and unjustified position of being the country with the second strongest currency in the world. What this has meant to us is what it has meant to an American operator. Since 1980, a pound of copper fetches 214% more for a Chilean than it does for us and a pound of zinc 115% more for a Belgian. From an American point of view, Canada is favored because its dollar is valued at 25% to 30% less than the U.S. However, because of industrial indiscretions in years past, Canada has a locked in labor cost disadvantage that is very hard to cope with. Canada has a unique situation with its labor unions. Many of the unions are, or have been, internationals and therefore gained undue strength in early days. Canada has a third political party of socialist persuasion. It is entirely funded by dues from laor union members. Thus, we have a politicized workforce. And finally, we have a public service that has the right to strike. This had made the public service unions by far the strongest now in Canada. What this means to the mining industry is that there is somebody out there blazing the trail. The unrelenting power of these public service unions probably creates a climate more conducive to excessive wage settlements in industry than would otherwise be the case. Study, Work, and Pray So what do we do when times get tough? In simple terms, we study a lot, we work harder, and we pray a great deal. We study a lot in terms of learning hitherto unknown strengths and weaknesses of our products, processes, and operations. We work hard in the sense that we do everything possible to improve our productivity. And we pray a lot because, so far, anything else we have done has not been enough. Some years ago, Noranda recognized that its principal base and precious metal operations were diminishing. To provide for the future, we should branch out into other resource type operations. These might be countercyclical and also perhaps a little more permanent. For this reason, Noranda entered the potash, aluminum, and forest products businesses. FOR many years the Homestake Mining Co. has devoted serious attention to the elimination of accidents, and ground is steadily being gained in this direction. In accident prevention work it is line-plunging with perfect teamwork and not the spectacular forward pass that brings progress toward the goal. In both surface plants and under- ground workings we regard "good housekeeping" as a first requisite for safety as well as efficiency. Under this term are included all types of safety guards and protective devices as well as cleanliness and orderliness it working places. Perhaps the most important factor in safety work is to arouse and maintain employee interest. The general morale and contentment of employees is of particular importance.

It is imperative to be proactive in correctly identifying all stakeholders and initiating early contact. This builds trust relationships, which are essential to ensure future decision-making processes are streamlined.Often neglected is a company’s obligation to select the correct team to represent its values and mission. The company requires representation that demonstrates an understanding and commitment to its operations and people, the safety and health of the community and environment, and most importantly, represents the decision makers. Stakeholders need to believe that the engagement process is genuine and that the company representatives are aligned towards targeted outcomes that will benefit all stakeholders in some way.Among others, stakeholders include shareholders, staff, families, community, service and supply providers, regulators, land managers and the political/financial framework. Depending upon the mineral product, stakeholders may include ports, international offtake clients and those along the route. New stakeholders continually evolve during mine life, and the engagement process requires an investor–community–public relations (IR/CR/PR) team to anticipate change and actively scan perception and chatter.Successful communication is more than delivering a message; it is about engaging stakeholders and confirming the feedback loop to ensure the correct message is communicated and the relationship is strengthened.The nature of the mining company’s branding and the public’s perception of company intentions will dictate whether there is willingness to allow the company to follow its desired path. This in turn controls the company’s most scarce resource – time. Results of linear correlations of two to four variables by the least-squares method are presented. The variables include 63 parameters representing coal composition, coal plasticity, and coke strength. The composition parameters are on chemical analyses; the plasticity parameters, on three plastometer and dilatometer tests and four miscellaneous tests; and the coke-strength parameters, on three ASTM indices. Seventy-two to eighty-four plastic coals were used in the plasticity and carbonization tests, which together form the basis of this report; 43 nonplastic or weakly plastic coals were used in the coal-band studies. Plots of relations between volatile matter, carbon, and oxygen contents of 1,860 U.S. coals and the 84 coals used are shown. Similar plots between volatile matter and hydrogen or atomic H/C of the 84 coals are also included. Significances of regression coefficient signs for coal composition parameters in the significant correlations found are discussed. Based on these significances, the following relations are shown: (a) coke strength versus average aromaticity, or mineral matter content, of the parent coal; (b) characteristic temperatures of the plastometer and dilatometers, the free-swelling index, or the Gray-King type versus average hydroaromaticity of the coal; and (c) nontemperature parameters of the plastometer and dilatometers versus the physical properties of a certain group of compounds from thermal decomposition of coal. Similarly, significances between the positions of coals in the coal band and the aforementioned relations are also discussed. A structural theory of coal plasticity is proposed. Applications of the correlation results are discussed. Composition parameters, such as carbon, atomic H/C, and calorific value may be used as a basis for selecting coking coals for stronger coke. Plasticity parameters, such as the end temperatures of the plastometer and dilatometers and the free-swelling index, may be used for the same purpose. Based on the best correlations found, coke-strength indices may be estimated to within 4 to 8 units of the observed values; the end temperatures of the plastometer and dilatometer tests, 5° to 10° C.; and the free-swelling index, within 1 unit. Accuracies of all these estimated values are examined, based on the experimental errors of the data involved. Finally, estimations of plasticity parameters from one test with those from others are shown.

Bauxite was discovered in the Springvale district in 1916. About 16, 000 tons was mined in the period 1916 to 1922, but no bauxite mining has been done since that time. The Bureau of Mines explored for bauxite in the district from September 5 to November 18, 1943. During the life of the project, the Bureau of Mines obtained mineral exploration agreements covering a total of 11,330 acres from 50 property owners. A total of 388 holes were drilled on five of these properties and 164 samples were taken and analyzed. The Springvale bauxite district includes an area of about 30 square miles in the northwestern part of Randolph County, Ga. The village of Springvale is in the west central part of the district, and Cuthbert is 8 miles southeast of it (fig. 1).

Hence this guiderepresents a gathering together of what has been learnedand what should be known to all those concerned withore reserves in any of its diverse aspects.The study has been marked"by a number of changesof thinking. At first the aspects that appeared to requireattention were two; recognition that an ore reserve statementwas an estimate, not a precise calculation; and asearch for im improved estimation procedure adapted tolow grade ores with narrow economic margins. Threeyears later the view was that the need was to incorporateinto ore reserve estimation all relevant aspects of theproposed mining operation from choice of a samplingmethod to sales contract specifications.This study is thought to be unique in being frankabout weaknesses in ore reserve estimation and intreating failures not as natural disasters (like drought orflood, which have to be endured) but as potentiallyavoidable. It has led to three principal conclusions.

"The United States hat large reserves of titaniferous iron ores that are a potential future source of both iron and titanium. Although it is not now economically feasible to recover iron and titanium metals from these ores, they may become important in times of stress and, in some instances, already have served as a source of pigment-quality titania.The iron- and titanium-bearing constituents of the ores considered in this report are not completely separable from each other by ore-dressing methods, and chemical (or smelting) procedures must be employed. It is im¬portant, therefore, that information be available concerting their reactivities. The most important titanium-bearing constituent is ilmenite (FeTiO3), the thermodynamic properties of which were discussed in a previous publication.3/ The results of thermodynamic studies showed that both hydrogen and carbon monoxide are relatively ineffective reducing agents for the iron in limonite. On the other hand, carbon theoretically is effective at tempera¬tures above 8510C., at which. point the combined equilibrium pressures of CO and CO2 from the reactionsFeTiO3 + C = Fe+ TiO + COand200 = C+ CO2reach 1 atmosphere.This report gives results of small-scale tests of selective reduction by carbon of the iron in titaniferous iron ores, both with and without addition of sodium carbonate. It is shown that the bulk of the iron may be reduced and separated without serious reduction or loss of titanium. Three Wyoming ores, Iron Mountain, Shanton, and Taylor, wore studied. The principal factors investigated were temperature, time, carbon:ore ratio, particle size, and sodium carbon ore ratio.Two methods of investigation were employed. In the first, intimate mixtures of ore and carbon were roasted and the reduced iron and titanium evaluated by leaching with dilute sulfuric acid and analyzing the leach solution (and, in some instances, the dried residues).Twenty grams of ore were mixed thoroughly with carbon and tamped into an alundum thimble having a loosely fitting cover. The thimble and contents were placed in a test-tube end porcelain tube and heated to the desired temperature in a Globar tube furnace. The open end of the porcelain tube was connected to a bubbler containing sulfuric acid, in a manner that permitted complete shut-off of the tube when desired. This allowed removal of the tube from the furnace at the end of the roast period without exposure of the contents to the atmosphere."
