Evaluation by the Bureau of Mines of published expansion values for magnesium oxide shows significant variation in values, which may be attributed to sample variables, experimental errors, or systematic differences between measuring techniques. To eliminate the sample variable in measuring expansion, thermal expansion characteristics of a high-purity polycrystalline magnesium oxide were determined by 21 cooperating laboratories using one or more of the following techniques; X-ray camera, X-ray diffractometer, dilatometer, interferometer, and telemicroscope. All expansion values were corrected by the author to a single reference temperature of 25° C. Linear expansion was expressed as a power series in the form of the following equation. Expansion (percent) = [[ A + B (?t) + C (?t)2] ?t 104] The constants, A, B, and C, were determined by least square techniques for X-ray camera, X-ray diffractometer, and dilatometer data separately, and for combined data of all five techniques. Expansion values are tabulated from 26° C. to 1,400° C. in 2° C. intervals using constants derived from X-ray camera data. Below approximately 500° C., expansion values obtained by dilatometric and interferometric methods are significantly lower than those by X-ray methods; above 500° C., this bias decreases rapidly. Comparison of results within methods showed the least variance for X-ray camera results; dilatometer and X-ray diffractometer results have about the same variance. The average deviations, in percent, between observed and calculated expansion values among methods were approximately 10 percent from 100°C. to 300°C., 5 percent from 300°C. to 500°C., and 2 percent from 500°C. to 1,400°C. Maximum deviations were approximately twice as large in most instances.

Cooperative Education is by no means a new idea. The first such program was instituted at the University of Cincinnati in 1906 by the late Dean Herman Schneider with twenty-seven engineering students participating. Today, more than fifty years later, there are in excess of one hundred institutions' with some such program in which thousands of students, are participating in the fields of Liberal Arts, Engineering, and Business Administration. At the same time, according to a conclusion reached during a study of work-study college programs, copyrighted in 1961 by Thomas Alva Edison Foundation, and from which we quote; "We were amazed at the lack of-information about cooperative education among school and college staffs and students, among parents and employers, and on the part of the public generally."

Central to any business is its Asset Management Plan which encapsulates the business context and key organisational objectives such as profitability, safety and environmental standards. Life Cycle Planning (LCP) is a key component of an overall Asset Management Plan. A comprehensive approach to Life Cycle Planning forecasts the financial expenditure required to support the performance of the asset over the business life. It incorporates capital, maintenance and operational expenditure along with an estimation of economic life. Within its body the LCP provides the detail of the maintenance plan and method of its execution. Once optimised the LCP becomes the overarching plan executed through the application of several elements of the Asset Management Plan to ensure the return on investment from the assets is optimal. Each of the elements of the LCP is bound by a set of loops that provide information based on the analysis of outcomes. These loops drive the continuous improvement of performance and cost over the life of the asset. In this way we ensure that the LCP is a dynamic plan responsive to the changing business environment. The paper being presented today will describe the process undertaken and the outcomes derived when this approach was applied to a $600 M+ coal handling and preparation plant in QueenslandÆs Bowen Basin. It will also delve into the difficulties encountered from both technical and cultural aspects; the latter proving to be the most difficult to manage. It will describe the hurdles and barriers that hampered progress including the human influences and the natural desire to revert to what has been done in the past when things became a bit difficult. In the end the results are there to show that the upfront expenditure and investment in time was time and money well spent and the outcome has the operation well placed to manage the assets in a manner designed to deliver the optimal business outcome.

In recent years the Australian gold industry has gone through a major expansion phase. The need for finance has led to adoption of different approaches such as the well known gold loan, forward selling, equity participation by suppliers and equipment leasing. During early periods of the expansion, significant new equity was raised chiefly for high risk exploration ventures. The major form of new equity finance was ordinary shares, often in 'No Liability' companies. The increasing capital requirement of the huge new development projects of the 1980s also spurred the use of debt finance. This trend was accelerated as high inflation and the taxation advantages of debt finance made borrowing attractive. This paper reviews major financing techniques used by the Australian gold industry with particular emphasis on the innovative financing techniques initiated recently. An analysis has been undertaken of the effects on the industry of issues such gold loans, forward selling, equity participation by suppliers, fly-in fly-out operations, contractor mining and equipment leasing. In order to achieve a better understanding of the innovative financing techniques, a survey of already published financial data from well known Australian gold mines was carried out. Data was collected from various published financial reports of gold mining companies. In addition, a questionnaire survey was sent to gold mining companies to assist the collection of further information. The results of this study show that there are a significant number of gold mines variously using gold loans, forward sales, contractor mining and fly-in and fly-out arrangements to finance their projects. Only four operations have vendor suppliers investing capital funds in their projects. Based on the findings of this study, conclusions and recommendations are drawn that these approaches are likely to be with Australian gold industry for some time in the future and will continue to be intensively applied to finance gold projects.

The kinetics of the copper segregation process has been investigated. The experimental strategy used to isolate the rate-controlling reaction step is described. This step was found to be the chloridisation of the oxide copper minerals in the ore. The link between the rate of chloridisation and the overall rate of segregation is demonstrated experimentally. The influence on the kinetics of the various parameters in a TORCO system is examined and the implications are discussed

IN Bolivia, mining is still the principal economic activity, as it was before and during the Spanish Colonial period. Tin, tungsten, antimony, copper, lead, zinc, gold, silver, sulphur, and a little bismuth are produced. The Andes mountains are divided into two main ranges in Bolivia; the Western range marks the border with Chile and the Eastern range forms the backbone of the country; in the North it drops rather abruptly eastward, to the plains of the Beni, whereas in the South it splits and is separated from the Chaco flatlands by a series of folded mountain ranges. In general the mineral deposits are found within the Eastern range or in the hills that rise from the high plateau between the ranges - really parts of the Eastern range partly submerged by recent sediments. The mineral belt is thus over 500 miles long and about 100 miles wide and includes most of the principal centers of population and the most important means of communication. The region is mountainous and the roads are bad; furthermore labor is a serious problem, for the land is poor and the agricultural population is never far from hunger. The floating supply of miners is limited and soon exhausted in any emergency like the present.

In developing mineral resources, the focus typically centres on the management of identified social and environmental impacts and compliance with regulatory requirements. However, opportunities to protect and enhance the environment and communities are most effective in the planning and design phases. Achieving the objective of integrating sustainability considerations as an element of design decision making requires that the design criteria be technically sound, relevant to the project and applicable to desired design outcomes. This is particularly important for projects employing virtual teaming, where design engineers may be geographically dispersed and are unlikely to be familiar with site specific sustainability challenges and opportunities. This paper documents the approach taken by BHP Billiton to incorporate sustainability principles, objectives and guidelines in design criteria for the Olympic Dam Expansion (ODX) project. It describes the range of inputs used in defining sustainability objectives which interface in a framework that is dynamic and transferable to other mining projects and to engineering design in general. The Sustainability in Design Criteria document distils statutory requirements, corporate standards, lessons learned and leading industry practice into a single coherent framework that supports engineers to approach problem solving as a holistic and integrated exercise with a long term perspective. The framework also serves to improve linkages between internal stakeholders by fostering greater communication, collaboration and innovation to deliver more sustainable outcomes through the design process.

IN MY general contact with industry I have become more and more impressed with the need for the closest possible co-operation between engineers and metallurgists, and particularly with the need for appreciation of the work that each group is doing to assist the other. Also, I am convinced that from time to time it. is vitally important to a true perspective of human progress in all its branches, and certainly a salutary corrective of undue optimism and pessimism to endeavor to carry the mind hack over certain periods in the advance of technical knowledge, and form some kind of broad estimate of what has been accomplished in the application of science to industry in the fields with which we, as individuals or groups, may for the time being be concerned. We cannot without some appreciable mental effort realize what our forerunners have dine For us. If the young engineer or metallurgist entering industry today could be suddenly transported to a quarter of a century ago, and be compelled to work with the materials then available and within the limitations of knowledge then attained, he would, on his return to present-day life, have a much greater appreciation of what has been accomplished before lie arrived on the scene, and, what is even more important, a far more acute sense of its inherent value to his profession. I propose here merely to indulge in a general summary of the subject of improved engineering metals and alloys rather than in details, and to deal exclusively with developments within my own experience.

IN 1947 the metal-mining industry . passed through a year of readjustment; catching up on development work has caused production to suffer. Skilled labor has been short in most mining districts, notwithstanding the highest wage rate paid in the history of the industry. The trend has continued toward increased mechanization and refinements in practices and methods to increase the tons produced per man-shift. Improvements in procedures, however, have not kept pace with rising labor rates; and, in general, labor costs per ton mined have steadily increased since the war years. Prices of base metals have been the highest in a generation, but most producing companies can afford to pay the high wages. The search for an improved anode for the electrowinning of lead from fluosi1icic acid medium has led the U.S. Bureau of Mines to investigate composites. Polymer bonded metal oxide powders which may contain catalyst additions were prepared by pressing. These composites display an improved activity toward the oxygen evolution reaction over electrodeposited lead dioxide on titanium, carbon, and nickel substrates. These composite electrodes contain 5 to 10 wt. " binding polymer, with the balance being metal oxides. Lowered anodic potentials achieved using the compnsite anodes resulted in lower levels of lead dioxide deposition during electrowinning.

"The Deep Mixing Methods (DMM), in their current forms, have been employed in the United States since 1986, although an earlier version had seen service from 1954. The earlier developments were strongly influenced by practices in the Nordic countries and Japan, while by the late 1980’s several DMM systems had been developed in the U.S. itself. Since then, DMM has continued its evolution, principally via the challenges of a series of large, landmark projects, but also via distinct, significant technological advances. This paper highlights the key points in the history of DMM in the U.S., and provides an overview of the different methods currently in use.IN THE BEGINNINGIt is a common misconception that the history of applications of the Deep Mixing Methods (DMM) in the United States dates from 1986 when SMW Seiko Inc. — a subsidiary of Japan’s Seiko Kogyo Company — was established in the Bay Area. However, the author believes that Intrusion Prepakt Co.’s patented MIP (Mixed in Place) system had been used, albeit sporadically (about 30 projects are recorded), since 1954 (FHWA 2000, 2001). Ironically, by 1961 this single auger method had been extensively used under license in Japan for excavation support and groundwater control — by the Seiko Kogyo Company. By 1972, the original MIP technique had been succeeded by more advanced Japanese methods, involving multiple augers. Intrusion Prepakt have long since become defunct.The first systematic studies of contemporary Deep Mixing Methods in Japan began in 1967 when the Port and Harbor Research Institute of the Ministry of Transportation began laboratory testing using granular and powdered lime for treating soft marine soils. Fundamental studies continued through the early 1970’s, by which time the development of industrial scale equipment was well advanced, having its first application on a marine trial near Haneda Airport. Coincidentally, laboratory and field research also began in 1967 in Sweden (“Swedish Lime Column Method”) for treating soft clays using unslaked lime. Reportedly the progenitor was a Norwegian, Kjeld Paus, who had made observations on fluid lime columns in the U.S. It would seem that developments in Japan and the Nordic countries proceeded independently until 1975 when the technology leaders from each group (Broms and Boman; and Okumura and Terashi, respectively) presented their — very similar — findings at a conference in Bangalore, India. Limited technical exchanges ensued thereafter.Whereas the Nordic developments continued to focus on the use of dry reagents (cement and lime) and relatively light equipment compatible with operating on and in very soft clays and organics, the Japanese progressed into the use of fluid reagents (cement-based grouts) and heavier equipment for both marine and land-based projects. Thus, by 1986, there were a large number of proprietary (wet and dry) DMM systems in Japan, and a rapidly growing market already by then accounting for over 12,000,000 m3 of ground treatment."

"Considerable metal values are often locked in stockpiles (ore, concentrates, heap leach pads, slags, reverts, etc.) and process equipment (bins, holding tanks, thickeners, etc.). This is more than enough to justify accurate accounting of such in-process metal inventories from both financial accounting and operational perspective. However, accurately determining the metal inventory of an in-process unit is often a challenge in industrial practice. Audits have shown that available indirect or direct measurements often carry large inaccuracies. Sooner or later, ignoring these measurement errors lead to unexpected incoherencies in reported metal balances. In such situations, coherent metal balances are then achieved through subjective and sometimes significant adjustments of in-process inventory levels. While such metal accounting methods applied by mineral processing engineers used to be rarely challenged, they are now being increasingly scrutinised by various stakeholders. Hence, metal accounting procedures that mitigate subjectivity in adjustments while still coping with the unavoidable uncertainty are more relevant than ever.This paper reviews three different metal accounting methods for reporting in-process metal inventory values. Their individual application strongly depends on the available measurements i.e. The indirect method where the metal inventory of a given process unit is determined by subtracting the cumulative reclaim from the cumulative feed carries important flaws. The direct method also comes with challenging accuracy issues so that emptying a process unit is often the best available inventory measurement. This reality is recognised for by further analysing a previously proposed operating mode where two interchangeable process units are alternately used. The third investigated method is the redundant method which combines indirect and direct methods for a given process unit. Since the Buffalo Creek incident in February, 1972, Federal and state environmental agencies have had the pressure on the coal industry in the Appalachian area to close the coal processing plant water circuits. In an attempt to comply with this requirement, Eastern .Associated Coal Corp. decided to install a vacuum disc filter system at its Kopperston plant to eliminate the tailings pond and reduce the amount of plant make-up water. It was recognized at the time that the plant static thickener tailings would be a very difficult slurry to dewater because of its unusually high clay content. The following is a case history of the Kopperston installation and the refinements Eastern has made in its vacuum disc filter operation to increase efficiency.

Largest and most important of the milling plants under construction during the year is the Morenci plant of the Phelps Dodge Corp., in Arizona, where plans are being rushed for production in 1942. Grate mills will be used for fine-grinding, and in the pilot plant, classifiers of the spiral type have the preference for the closed- circuit work. The flotation units will be chiefly of the pneumatic type, with some mechanical units as auxiliaries. The Fagergren, Pan American, and Agitair machines were left in the competition as the year closed. If the absence of European markets for finished products has dislocated the mining industry, fortunately the lack of raw materials required in the beneficiation of ores has not been serious. except possibly as to the inability to import flint grinding pebbles. Some of the less important gold mines still use pebbles for grinding as is also the practice in the comminution of nonmetallics used in various industries. THE Institute of Metals Division of the A. I. M. E. has joined with the American Society for Steel Treating and the American Welding Society in support of National Metal Week in Philadelphia, Oct. 8 to 12. Individual and joint technical sessions, plant inspection trips, and a general exposition to be held in Commercial Museum have all been arranged. With the coming of the Institute of Metals Division into the circle, the scope of the exposition has been broadened to cover non-ferrous metals, and exhibits of much interest are promised. Headquarters for the Institute of Metals and the American Society for Steel Treating will be at the Benjamin Franklin Hotel, and for the American Welding Society at the Bellevue-Stratford. The American Society for Steel Treating and the Welding Society will hold technical sessions each forenoon at their hotel headquarters. The Institute of Metals Division will hold sessions Tuesday morning and Wednesday and Thursday afternoons; that for Wednesday being a joint session with the American Society for Steel Treating. The latter society will hold independent afternoon sessions on Thursday and Friday. Registration and information desks will be open at the hotels throughout the week, and an attractive program of entertainments has been arranged.

This paper discusses the design of underground salt caverns, opened by solution mining, for the production of brine and storage of natural gas under high pressures. The caverns are located in the salt basin in Maceio City, Alagoas State, at the northeast region of Brazil. Special attention is given to the geomechanical structural design of the caverns using computer codes specially developed for the simulation of excavations in salt rock formations, considering validated constitutive creep laws under different initial stress states and temperatures. The behavior of sedimentary rocks intercalations presented in the salt layer is simulated using elastic-plastic models. The excavation of the caverns by solution mining is also simulated starting from a geostatic initial equilibrium state of stresses, with a unique formulation only implemented in these computer codes, without the need of the application of boundary stresses to the model in order to develop the initial state of stresses. These computer codes have being used in the design of several clusters of caverns for brine production used as raw material of Poly Vinyl Chloride (PVC) of the Chemical Industryin Brazil. These computer codes and methodology were also applied to the design of the underground conventional potash mine in the state of Sergipe, overlying tachyhydrite and carnallite with very high creep strain rate. They have also been used in the design of the pre-salt oil wells through thick layers of stratified salt rock in Santos Basin, for the exploration and production of the pre-salt reservoirs in Brazil. The constitutive creep equations implemented in the codes are based on a double mechanism creep law. The creep constants adopted in the simulation are taken from a previous investigation carried out on an experimental panel of the potash mine, considering the stratified geology with different salt rocks of the basin where the mine is located. These constants were also obtained by lab tests under different confined and differential stresses and temperatures.

WELL known as an outstanding practical metallurgist, the Chairman of the Institute of Metals Division also possesses a rare combination of research and administrative abilities. Louis W. Kempf was born in Muskegon, Mich., on March 22, 1898. Following his graduation from high school, he obtained considerable experience in the automobile industry while employed by Continental Motors, the Studebaker Corp., and Dodge Brothers. He enlisted in the U. S. Army Signal Corps in 1917, and served overseas with an aviation unit. In 1919, Mr. Kempf entered the University of Michigan and earned both B.S. and M.S. degrees. While there he was elected to Tau Beta Pi, Phi Lambda Upsilon, Alpha Chi Sigma, and Gamma Alpha. In 1924, the Aluminum Co. of America secured his services as a research metallurgist. With a steady job he married Elizabeth Skelley in Cleveland in 1926. They have one son now seventeen. After six years Mr. Kempf was made manager of the Cleveland research division of the Aluminum Research Laboratories which position he held until last year. In 1945 he was promoted to assistant director of the Laboratories. He will direct research involving process metallurgy in Cleveland and New Kensington.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash- softening temperature of ash, the free-swelling index, and the hardgrove grind- ability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instruc- tions issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the con- tractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal. The Government purchased approximately 5-1/4 million tons of coal in fiscal year 1953. In connection with these purchases, the Bureau analyzed 11,435 samples. These are published for the use of Government officials and the public. A series of publications has been completed on coal analyses by States, or, where production is small in any one State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications con- tain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. The present publication covers many States but deals only with the analytical data of the coals.
