"5.1. INTRODUCTIONThis chapter is intended as a general overview of the subject of royalties between private parties – royalties extracted by governments are not dealt with. Reference should be made to the Index.A Brief History of Royalties1In the early days of mining in Canada, the tendency was to sell a claim for cash and to move on, using the stake to look for and stake more prospects. As prospectors became more sophisticated and Canada’s North opened up, the market for properties and the number of mining properties available increased dramatically. Speculation and the practice of consolidating several small properties into one large holding entity became common. In “hot” areas, the speculators2 could far outnumber the prospectors, many of the former having little or no prospecting expertise but lots of market and promotional savvy. However, to consolidate a number of small parcels into one large project can be expensive, and many of the parcel owners became interested in keeping a share in the project, rather than giving up everything. Speculators who were trying to consolidate small parcels wanted to minimize cash payments to parcel holders (usually they did not have much cash and preferred it flowing in their direction rather than away from them). Accordingly, non-cash transactions were developed to meet the aspirations of both owners and speculators."

The extremely cold weather and heavy snowstorms of January and February in northeastern Pennsylvania--with frozen mining equipment, diminished preparation and lack of railroad cars--severely hampered the production and distribution of anthracite. As a result, the previous estimates for the 2 months have been revised. On March 1, 1977, at the Porter Tunnel of the Kocher Coal Company at Tower City, Pa., an underground flash flood, which apparently broke through the wall of an adjoining abandoned shaft, swept through the mine. As of March 9, 1977, four miners were reported killed, three injured, and five trapped in the wreckage. The Kocher Coal Company began operations at the Porter Tunnel in 1968 and has had no fatalities until this current tragedy. The mine employs 20 persons on the surface and 115 miners underground, producing 750 tons of coal per day. Of the 109 underground mining operations in the anthracite region, this is the one remaining large mine that employs over 100 men.

To help reduce the Nation's dependence on imported chromite, the Bureau of Mines is conducting research on the use of dolomites as an alternate material. Dolomite is a plentiful domestic resource and offers certain advantages as a refractory raw material. A review of the literature has indicated that there are many sources of high-purity dolomite in this country and that European nations use a greater proportion of dolomite refractories, primarily in steelmaking, than the United States, The Bureau of Mines characterized 14 domestic dolomites as to chemistry, density, mineralogy, microstructure, and thermal behavior, to develop baseline data on their suitability as refractory raw materials.

Pressure hydrometallurgical unit operations have been in commercial use at the Fort Saskatchewan refinery of Sherritt International Corporation for fifty years. This paper traces the history of Sherritt from its origins in northern Manitoba, and the development of the first hydrometallurgical nickel-cobalt refinery in 1954, utilizing pressure hydrometallurgy, to the modern day refinery. Sherritt's involvement with pressure hydrometallurgy during the past 50 years has included the operation of the refinery, the development and licensing of technology, incorporating pressure hydrometallurgical unit operations, to more than 30 companies worldwide, the joint venture at Moa, Cuba involving both leaching and precipitation at elevated temperature and pressure, and the production of specialty metal powders. Developments in each of these areas are reviewed.

1. Domestic Production and Use: In 1984, 12 companies operated 27 primary aluminum reduction plants, with 3 firms accounting for 57% of production. Washington, Oregon, and Montana accounted for 35% of the production; Indiana, Kentucky, Missouri, and Tennessee 25%; Alabama, Arkansas, Texas, South Carolina, and North Carolina 20%; other States 20%. Based on published producer prices, output of primary metal in 1984 was valued at $7.2 billion. Aluminum consumption by 25,000 firms was centered in the east-central United States. Packaging accounted for an estimated 35% of domestic consumption in 1984, transportation, 20%; building, 18%; electrical, 9%; consumer durables, 8%; and other uses, 10%.

Three electrostatic field sensing proximity warning devices were tested using full-scale cranes and power line systems, a scaled model facility, environmental testing facilities, and theoretical/numerical analysis. The design objective of each device is to assist in safe crane operation near overhead power lines. Several design deficiencies (varying from device to device) were observed, including inadequate overlap in sensitivity ranges, utilization of vacuum tubes and electro-mechanical parts, temperature sensitivity and inaudible alarms. In addition, the testing showed major device limitations including sensitivity to boom orientations and length, polarization dependent responses, and unreliable operation in the presence of multiple power line circuits. The multiple power line circuit problem is intrinsic to electrostatic sensing devices. The remaining deficiencies and limitations are correctable within a state-of-the-art design. This investigation is not intended to evaluate the safety aspects or policy of utilizing proximity warning devices. Rather, the purpose is to determine the performance characteristics of such devices in relation to the criteria specified in proposed MSHA regulation 77.805-4 (i. e., the devices must alarm at a distance of 10 feet from the power line).

Commercial production of synthetic rubber in the United States became a reality in 1931 when E. I. duPont de Nemours, Inc., announced the manufacture of Duprene, a synthetic rubber made by polymerizing r chloroprene. Duprene was later improved and reintroduced as neoprene. Since 1931 other synthetic rubbers and rubberlike materials have been announced and are now produced commercially or are in the pilot-plant stage in the United States. These include Thiokol, Buna S, Perbunan, Koroseal, Vistanex, Flamenol, Ameripol or Hycar, Chemigum, Butyl rubber, and Flexon. None of these is synthetic rubber in the strict chemical meaning of the word synthetic, as none is identical in chemical structure with natural rubber. However, all possess some of the physical properties of natural rubber, and in addition usually have some outstanding property not found in natural rubber that makes them superior for certain uses. Because of these superior qualitites, a considerable demand had arisen for synthetic rubbers before the present emer¬gency, although the price was several times that of natural rubber.

"The circulation wear rates of pure nickel, cupronickel and nickel-plated-steel coins were measured and found to be in the ratio 1:3:1 . The relative wear rates of nickel and cupronickel coins were similar to those reported in earlier studies, and the circulation wear data for nickel were used as a reference in laboratory wear tests. A correlation between circulation wear rates and laboratory wear rates formed the basis for a prediction of service life using relief legibility as an 'end of life' criterion. This criterion was determined to be an average surface thickness loss of 12 um. The surf aces of nickel and Nickel-Banded-Steel (N-B-STM) coins were observed to harden both in circulation and in the laboratory tests at a rate of approximately I VHN/year of actual or simulated service life. It was also observed that the laboratory wear rate of N-B -S coins increased as nickel cladding thickness increased and this effect was attributed to differences in surface hardness.Wear test results are also reported for the new Canadian dollar coin material which shows a better wear resistance than pure nickel. IntroductionThe subject of coinage wear has a long history, and a number of studies have been published, concerned both with the measurement of circulation wear rates and with accelerated laboratory tests to simulate the behaviour of coinage materials in service. As early as 1803, wear tests were conducted by Hatchett on gold coinage using various types of vibratory and tumbling machines». These tests were commissioned by King George III of England who was concerned about the wear of gold coins in circulation.Early in this century, Adrian performed laboratory tests that showed that the wear rates of cupronickel 75/25 and nickel coins were in the ratio 3:1 and this ratio was later confirmed in laboratory tests reported by Daeppen and Zurrerw, The latter authors also weighed cupronickel and nickel coins that had been in circulation for various times and observed the same 3: I ratio. There was further support from Tylczak and Blickensderfer who reported significantly higher abrasive wear rates for cupronickel compared to nickel, when rubbed against sand paper."

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1991. Most of the estimates are based on nine months data. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State mineral officer or Bureau field office specified in each State summary.

A stronger U.S. economy stimulated the domestic mineral sector in 1994. Metals demand was spurred by robust U.S. motor vehicle sales, while demand for major industrial minerals rose in response to highway and building construction. Domestic mineral and material demand is expected to increase in 1995, particularly if interest rates do not restrain the building industry and international monetary exchange rates remain advantageous to U.S. automobile manufacturers. Additional information on events, trends, and issues in the mineral and material sector is presented below and in the commodity sections that follow. Overall Performance Processed materials of mineral origin produced in the United States during 1994 increased to an estimated value of $360 billion. Domestic output of raw nonfuel minerals in 1994 was estimated at $34 billion, about 6% more than that of 1993. The value of U.S. minerals production has increased in 29 of the last 34 years.

THE most common difficulty faced by an engineer or mine operator when opening a new property in a new field is the lack of roads and of cheap transportation. This one item often swings the balance of success or failure in starting a project. In Alaska, as elsewhere, such problems are more or less serious. In the boom days around the Valdez district, as well as in other parts of this territory, freighting was accom¬plished by dog teams or horses, or even by men that were willing to put their shoulders into harness, because there were virtually no roads. More important, there was only one time when supplies could be transported, and that was when there was suffi¬cient snow on the ground following a heavy wind. Then, and only then, could one depend on the snow to support horses and sleighs, and be sure that the gulleys, streams, and crevices in the glaciers were filled with snow to avoid pitfalls. The Particulate Mineralogy Unit has been established at the College Park, Maryland, Metallurgy Research Center. The Particulate Mineralogy Unit will have the responsibility within the Bureau of Mines for the characterization of particulate minerals which have potential for adverse environmental effects. The Unit will provide a focal point for identifying particulates in connection with environmental problems related to the activities of agencies such as OSHA, HEW, EPA, and MESA. The Particulate Mineralogy Unit is seeking to clarify the ambiguities surrounding the mineralogy of and terminology used for asbestiform minerals and other mineral particles. The Unit?s investigations of the morphology, composition, and structure of asbestiform minerals and their nonasbestos analogs have made its members recognized experts in this field. The information which it develops on the characterization of asbestos and other particulate mineral forms such as silica should provide a technically rational basis for decisions by regulatory agencies. In the year 1581, the counselors of King Philip of Spain suggested to that monarch that a canal across the Isthmus of Darien would open the west coast of the South American continent to Spanish miners and explorers, enlarging and expanding the flow of precious metals then just beginning to trickle across the path cut by Spanish Conquistadors, from old Panama to Puerto Bello on the east coast. The King sent out a party of surveyors and explorers under the command of a young engineer, Savadaerro, who returned after two years, reporting upon a location for a canal which was virtually adopted by the French engineers employed by De Lesseps, who in 1877 commenced the work of constructing the Panama Canal-296 years after Sava- daerro's first survey was begun. The suggestion for an Isthmian canal, made to the king at a time when Spain was a proud, virile nation and when that country was contending with England in the fields of discovery and conquest, represents a measure of vision that has never failed to intrigue the imagination. That the young Spanish engineer recommended an undertaking so gigantic in conception that it took three and one-third centuries for its completion from the time it was first visioned matters little. RESEARCH in the steel industry, as in other lines of manufacturing, has for its principal purpose the increasing of profits. That is what manufacturing companies are for, and all departments of the organization must be so coordinated as to lead to profitable operation. To divide a payroll into productive and non-productive labor is misleading. Productive labor, in fact, is necessary labor, and non- productive labor is the labor we can get along without. One might as well say that the steering wheel is not a part of an automobile as to say that the directing minds of an industry are non-productive. Legitimate manufacturing profits in a steel company or any other company are the reward that the public pays for service rendered or risk taken. The desire for profits is the impelling motive that leads investors .to take risks and build up industries that give employment to others. Every department of a company, be it executive, manufacturing, financial, sales, or research, must contribute to the one end which brings success-profits.

In 1777, the French naturalist, Georges Louis Leclerc, Compte de Buffon developed a statistical technique to estimate the width between two parallel lines by randomly throwing a needle at the two lines and counting the number of times the needle intersected one of the two lines. By knowing the length of the needle, the distance between the parallel lines could be estimated. This analysis was named the “Buffon’s Needle Problem”.

This Bureau of Mines report deals principally with the resources and economic aspects of feldspar in the United States east of the Mississippi River. Although in a strict sense, all phases of the feldspar industry affect its economic structure, emphasis in this study is on supply, demand, and marketing. Although feldspar was originally mined for use in the manufacture of pottery and other ceramics, the glass industry, which began to use feldspar in the mid-1920's, now consumes more than half of the annual output. Most mining is open cut, and the methods used are similar to those used in mining crushed stone. Excess plant capacity has been chronic, and production is usually about 50 percent of capacity fur the industry as a whole. Since 1947, feldspar consumption has grown more slowly than the average for all U.S. industry. This has fostered intense competition, especially for the glass market. Prices have not kept pace with inflation, and profits are small. The trend of consumption through 1.970 for glass feldspar is expected to be upward; less rapid growth in consumption of ceramic feldspar is anticipated.

The Overthrust Belt in portions of Montana, Idaho, Utah, and Wyoming, an area that has contributed generously to the Nation's mineral supply, is one of the few remaining oil and gas frontiers on the North American continent. Determination of the oil and gas potential and development of mineral resources of the area have been affected by a variety of land withdrawals and other restrictions, The purpose of this study is to determine the extent of these withdrawals and restrictions and to discuss the mineral resource potential within the study area. Statistics in this report refer to land status on January 1, 1979. At that time, of the 27.3 million acres of Federal mineral lands within the study area, applications tor Federal oil and gas leases for more than 4,4 million acres (about 16 percent) were pending; the average length of time was 2 years. Federal oil and gas leases covering 8.8 million acres were also on record. Although drilling has occurred on some of these leases, others are subject to restrictions that discourage or prevent development. Some in fact contain stipulations disallowing any development.
