"Syncrude Canada Ltd. is developing new concepts in lease-closure landscape design for its Oil Sands Leases 17 and 22 in northeastern Alberta. Closure planning is becoming an integral part of the planning cycles and of the lease operation. By incorporating closure planning into the day-to-day operation, the company will achieve acceptable lease closure in an economical manner. Ultimately, Syncrude will achieve lower operating costs through innovation in mine planning and a reduction in residual liabilities.New concepts being evaluated for lease-closure landscape design include: designing for closure, use of landforms and natural analogs, self-armouring bouldery ground, robustness in design, landform grading, terrain analysis of reclaimed land, geotechnical hazard assessments, choices in closure design timeframes, passive maintenance, determining post-closure monitoring goals, engineering tailings, engineering other substrates, use of test plots and field demonstrations, geomorphologic monitoring of reclaimed lands, defining closure goals, and visiting other mines. These concepts are being formalized under the new discipline of Landscape Engineering."

"Status of the Mineral Industries" provides a written and graphic view of the Nation's mineral position and its mineral industries. The report, issued annually by the Bureau of Mines, U.S. Department of the Interior, describes recent activities in mineral production, consumption, imports, exports, and uses of significant minerals and mineral raw materials. Charts profile trends for the past 28 years in supplies and uses of iron, steel, major nonferrous metals, primary nonmetallic construction raw materials, fertilizers, and plastics. Also included are current and historical financial data on the mineral industries, such as debt-equity ratios, asset-to-liability ratios, and plant and equipment expenditures.

A relatively inexpensive, very fast response photo-optic/fiberoptic system has been conceived, constructed and employed by Denver Research Institute (DRI) to measure charge breakout uniformity on the surface of a very large ANFO detonation. The new equipment and technique was coined OWL (observation without leads). Its unique design provides the ability to monitor or measure detonation velocities and/or detonation breakout characteristics without fiberoptic or any other direct contact with the explosive. This system has proven to be versatile and has been used to measure surface breakout simultaneity on large ANFO detonations, munition case breakout times and velocity of detonation (VOD).

The availability and reliability of large grinding mills and their Gearless Mill Drives (GMDs) are of paramount importance for the grinding process. Although GMDs have been in service for decades, and are known for their operational efficiency (reliability and robustness with reduced operating cost per ton), compared to conventional drives, in the last decade due to certain reasons some failures led to serious unscheduled shutdowns and significant insurance events. The majority of these notable "insured" failures have happened on GMDs installed on relatively large mills, as the financial impact of a failure is proportional to the through-put of the mill. Despite the occurrences of these events, as mining operations are driven by lower ore grades and the ability to continue reducing operating costs per ton, the trend for having larger mills is still very present and there is no reason why this trend should not continue. It is obvious that if not handled correctly, the possibility of large value GMD loss events, coupled with the continuing increase in mill size or required availability and reliability targets, could potentially lead to major conflicts as it becomes difficult for the insurance companies to judge the risk and hence may result in hesitation to insure these grinding circuits. This paper will not only describe the conflicting situation from both an insurer's perspective and from an equipment supplier's perspective, but also how these conflicting challenges can be successfully mastered. It has to be noted that not only the mining companies themselves, but also their insurance companies and the involved equipment suppliers have a common interest: to reach the highest availability and reliability in order to avoid or at least minimize unscheduled shut down times, and most importantly prevent unplanned events that result in extended production stoppages or reductions in through-put of GMD driven mills. From the very beginning onwards, the complete service concept together with emergency plans must be integrated on every level in the design of the grinding circuit. This approach must be implemented continuously and without compromises by all involved parties during all following stages, such as basic design, detail design, manufacturing, quality inspection and testing, packing, transportation, storage, installation, commissioning, operation and maintenance. The concept of formal risk analysis related to mill operations, maintenance and spare parts strategies must be an integral part of mining companies? decisions related to the selection for installation and continued use of large mills powered by GMDs. The service concept in place for operating mills shall also have a clear focus on very early detection of any abnormalities, so that the risk can be mitigated and unscheduled shutdown times avoided. However, if a major failure occurs, then procedures and tools shall already be available in order to ensure that production impact is minimized.

The purpose of this study was to assess the various aspects of public safety related to the thousands of abandoned or inactive underground mines found throughout Western Colorado. Review of available published mine inventories yielded data on over 8,000 abandoned underground mines. A random sample of 200 mines was then selected for field visits representative of mining activity in Colorado. Inspections of the openings at two hundred abandoned underground mines were performed recording descriptive information regarding the opening, the mine site, the surrounding area, the primary opening hazard, secondary hazards related to structures or dumps, other openings to the same mi ne, available construction materials, possible safeguard methods, and any special observations such as apparent activity, previous closure attempts, environmental constraints on construction, and access problems. Of the 200 mines visited, twenty mine openings representative of varying geologic, environ-mental, access, and mining conditions were selected for detailed low-cost safeguard application. Description of these safeguards is presented in narrative, itemized labor-materials equipment tabulations, and illustrations. Research into the regulations of mine closure and safeguards was also undertaken to determine jurisdiction of public lands. Recommendations were suggested to improve the awareness and ability to continue this program into an implementation stage.

The objective was to develop and design a remotely operated temporary roof support system that provides a safe working environment between a freshly cut coal face and the last line of permanently supported roof in which to perform roof bolting activities. This system was to take the form of a retrofit package which could be adapted to a majority of the bolters currently in service. The result is an integrated piece of hardware which will retrofit onto virtually all single boom bolters by removing the drill boom and relocating and modifying the hydraulic controls. The system is composed of three basic components: a pair of cantilevered roof supports which reach forward to the desired line of support, a mast type drill unit for drilling holes and torquing bolts, and a transverse slide assembly to carry the drill from hole to hole across the entry without relocating either the bolter or the roof support. A converted bolter not only provides a much safer operation but is projected to increase the production speed as well as reduce the manpower required to operate a section.. This improvement in productivity is shown to make the job of retrofitting a bolter cost effective in less than two months and provide a potential profit thereafter. Based on the findings presented in this report it is recommended that a proto-type be built and tested in an underground coal mine to demonstrate its effectiveness.

"The Sturgeon Lake Joint Venture volcanic massive sulpide deposit was discovered in 1970. Milling was started by Falconbridge Copper Ltd. at Sturgeon Lake in September 1974. The Sturgeon Lake pit and mill are located 88 kilometers by road northeast of Ignace, Ontario. IgnE1ce is a town of some 2800 people located on the Trans-Canada Highway, 241 kilometers west-northwest of Thunder Bay. The mill is treating an average of 1100 TPD producing separate concentrates of copper, lead and zinc. Initially, difficulties were experienced in achieving accept-able concentrate grades and recoveries but these were eventually overcome. This presentation describes current metallurgical strategy as practiced at the Sturgeon Lake mill.But first, a few words about the type of ore being treated. In geological terms the ore is classified into two main categories. They are the massive sulphides with underlying zones of stringer sulphides as illustrated in Fig. 1. The plan view is shown in Fig. 2. The areas of East-limb and North-limb are as shown. These last two ores have suffered enough alteration to cause problems during treatment. The massive sulphides consist of chalcopyrite, sphalerite, galena, tetrahedrite and small amounts of pyrrhotite among other gangue materials. The stringer ore is comprised of predominantly chalcopyrite intrusions into rhyolite and has lesser amounts of sphalerite and tetrahedrite. At present we are treating a predetermined blend of massive and stringer ores from zones that have been metallurgically tested to ensure compatibility with current treatment procedure in the plant. Ore responding to this treatment is classified as normal ore while the ore proving incompatible is classified as north-limb ore or east-limb ore."

The ways in which noise is generated and radiated by chutes and screens are described and corresponding noise control concepts are discussed. The amounts of noise reduction produced by applicable noise control means are delineated and generally cost-effective means are recommended. Available noise control materials and their applications are discussed. The results of field measurements, laboratory experiments, theoretical analyses, and studies of data provided by suppliers are summarized.

The purpose of this study is to develop designs to facilitate and accelerate auger rotation stoppage (and auger rotation start up so as to promote auger disengagement during auger miner repositioning) and to provide a time delay and warning signal prior to auger start up to permit any miner s near the augers to get away from the augers before they start rotating. In the underground coal mines in the U.S., there are four auger miners that are currently in use. They are the Jeffrey 100L (see Figure 1-1) and 100M (see Figure 1-2), and the Wilcox WCM and the MK20A (see Figure 1-3).

The development of glass-making industries in the Pacific Northwest as well as other industries that use pure silica has been retarded by lack of local supplies of low-cost raw material. Several quartz deposits along the Skagit River constitute the only known source of relatively pure silica within the range of cheap transportation to the Seattle industrial area. Although some silica has been mined from these deposits, very little information regarding their size, grade, and other physical characteristics has been available to the general public. As a part of its program of investigation of the mineral resources of the Pacific Northwest, the Bureau of Mines assigned the writer to examine the Skagit River silica deposits in October 1946. This report presents the factual data obtained from an examination of the so-called Stoner, Bacon Creek, and Pressentin deposits. These deposits are the largest and most easily accessible known to exist in the area. The deposits are near Marblemount, which is on State Highway 17A. They are within 1 mile to 1-1/2 miles of the Skagit. River Railway, which provides transportation to Seattle, a distance of 130 miles. None of the deposits has been developed thoroughly. The Stoner deposit, however, has been developed by a quarry about, 5,0 feet square and has been exposed by hydraulic removal of the overburden throughout a distance of 180 feet along the hanging wall of the vein

First, a definition of a small scale miner is in order. The US Bureau of Mines classifies him as one who produces 360 t/d (400 stpd) of ore or less. In Canada, he would be refered to as a "junior company." Mexico identifies the small scale miner as one whose gross income from operations is less than $880,000 per year. A small surface mine in India employs less than 400 people, and a small underground mine employs less than 150. Peru considers a small scale miner one who produces less than 54 000 t/y (60,000 stpy) of ore. Obviously, the term is relative. What may be a small mine in one country is a medium or large mine in another. This lack of agreement is understandable since small scale mining does not often cross national boundaries. Rather, its effects are felt at the regional and local levels within each nation. Its importance doesn't lie with any huge contribution to the GNP or balance of trade. Instead, its value is as a local employer and as a frontrunner in geologic exploration.

The treatment of concentrates for the recovery of the precious metals imposes many processing and environmental challenges. Hydrometallurgical technology for recovery of values from refractory precious metal materials has been developed at Sunshine Mining and Refining Company. Historically, conventional pyrometallurgical methods have been used for to recover values from refractory precious metal materials. However, enhanced environmental awareness has worked to constrain typical refractory material processing methods. This hinders and limits the ability of established smelting or roasting technologies to fill the needs of new sources of refractory materials. An alternative is to treat refractory precious metal bearing materials by hydro metallurgical techniques. These methods are considered more environmentally appropriate since they do not produce gaseous pollutants like sulfur dioxide. Industrially, Sunshine Mining and Refining Company employs hydrometallurgical technology to process refractory precious metal materials. The Sunshine antimony leach uses a mixture of sulfur and caustic under ambient pressure and boiling conditions. The Sunshine oxidation leach uses a mixture of sulfuric acid and a minimal amount of sodium nitrite under relatively mild oxygen pressure and temperature conditions. These conditions result in a nitrogen species catalyzed sulfuric acid pressure leach. Since hydrometallurgical technologies provide industrially proven processing options for many types of refractory precious metal containing materials, their usage should be considered. Ample work has been conducted to prove the effectiveness of Sunshine refractory processing technologies on various materials. This has included platinum group metal materials, refractory gold concentrates, silver materials and indium materials. In some cases, complete process flowsheets have been designed to recover both base and precious metals from these materials and to treat the generated waste streams in environmentally sound manners.

THE application of the cyanide process to complex sulphide ores for the extraction of their bold and silver is no longer a novelty, but, as an example showing modern tendencies in this direction, the following description of the new milling process at the Lucky-Tiger mine is offered: The extraordinary richness of the ore in the upper workings of this mine made any thought of milling in its early hays seen unnecessary. Its location in an almost inaccessible part of the rugged mountains just south of the Arizona boundary-line, and 60 miles from the town of Douglas, made the expense of bringing in machinery and supplies a very serious consideration. But, after the property had been shipping high-grade ore on mule-back for a few years, there remained in the mine a considerable tonnage of vein-matter that was too low in value to ship, but which it was thought could be milled near the mine at a profit. The first milling-experiment consisted in the installation of Nissen stamps in conjunction with concentrating-tables and Frue vanners, but, as the ore from the upper workings contained most of its silver in the form of cerargyrite, this type of mill was not successful. The proximity of the mine to the great copper-concentrating mills of Cananea and Moctezuma naturally made the influence of copper-milling, ideas felt in the company's next installation. At considerable expense a stage-crushing concentrating-mill, with a capacity of 100 tons per day, was built. This mill was modeled along the lines of the most approved practice in copper-concentrators at that time, the main idea being that crushing by stages in rolls was necessary in order to prevent losses from ?sliming." RIGHT OF LIFE TENAN1' TO OPEN MINES. The common-law rule that a life tenant was not permitted to open or share in mines does not prevail in Michigan; but a life tenant by dower right is permitted to share in the royalties, as the strict common- law rule is not in harmony with the spirit of our institutions and the policy of our law and would often result in defeating the purposes of dower statutes. Poole v. Union Trust Co. (Michigan), 157 Northwestern 430, p. 432, March, 1916. SALE AND CONVEYANCE. PURCHASE OF ENTIRE ESTATE--FRAUD. A purchase of land where no exceptions or reservations of minerals were made and the land was bought as property, when nothing is excepted and no qualifications or reservations are embodied in the agreement, was presumptively and by common understanding a purchase of the property in its entirety; and the insertion in the deed of a reservation of mineral rights in violation of the contract of purchase and without the grantee's knowledge or consent was fraudulent. RESERVATION OF MINERALS--EXTENT AND EFFECL A reservation in a conveyance of land excepting and reserving to the grantor all coals and mines beneath the surface with the sole right and privilege to remove the same, is not as broad as the grant itself. A contract for the purchase of a mine recited that a deed had been executed by the owner and placed in escrow to so remain until the sum of $30,000 should be paid. The contract provided that $1,200 of the purchase price was to be paid in cash, $800 in 60 days, and the remainder out of 20 per cent of the gross output of the mine, such per cent to be paid in five years unless the vein and value of ore should not continue in depth, in which event the purchaser was to have two years longer to complete the payment of the purchase price. The contract contained other covenants to the effect that the purchasing corporation would fit up a certain specified mill and would continue development work at such rate as to keep the mill in operation if ores sufficiently valuable should be found and in the absence of unavoidable accident. The contract also provided 1/ that abandonment of work for a period of six months at anyone time, except as above, on said property," should operate as a forfeiture of the purchaser's right. In an action by the vendor to quiet the title to the land and to have the contract declared void, the court found that the purchaser failed to perform the work on the property and failed to place thereon the improvements as required by the contract and permitted debts to accumulate against the property, taxes to be levied thereon, and that for more than a year the purchaser had not done any work or labor of any sort upon the mine or premises, and that the contract contemplated development work from the time the purchaser took possession of the property, or at least promptly thereafter, and the fact that no machinery was in place for a year or more after the execution of the contract was a breach of the covenant of continued development, and that the clause in the contract" except as above" does not contemplate a delay in the development resulting from a failure to install machinery, but it means that unless prevented by unavoidable accidents the purchaser shouLdhave no valid excuses for neglecting the work for a period of six months or more.
