WATER power, until developed, produces nothing, but when harnessed it continues to produce, it might be said, indefinitely. Hence the importance of developing all feasible water powers. British Columbia, like the western states of America, is subject to variable meteorological conditions which cause most streams to be erratic in their flow. The wet season, usually commencing in October and continuing to March or April, together with the melting of the snows during the early summer, produces a heavy run-off which diminishes considerably during the later s1.1,mmer months, with the result that storage is essential on practically every stream in order to regulate the flow to obtain a discharge which will meet the requirements of the load of the markets the power is to serve. Storage sites of sufficient capacity to equate the flows are not always present and it follows that, where such a deficiency exists, the difference must usually be met by burning fuel in steam plants. Fortunately, there are within the Province deposits of high-grade coal, suitable for the operation of such auxiliary steam plants. One of the strongest reasons for the development of water powers is the conservation of fuel. All use of coal or oil depletes resources that can never be renewed. Every water power developed means a saving in fuel and, even if at first it does not possess an over-powering financial advantage, it must become of ever increasing value as fuel resources become depleted. However, sight must not be lost of the inter-relation which should exist between the two methods of generating electrical energy, as each makes an admirable supplement to the? other with respect to suitability for carrying different types of load. In general, it can be said that the fixed charges of a water power development are usually high in relation to the operation costs, while those of fuel power plants are usually the reverse, so it is sometimes possible to combine the two methods of generation for the more efficient production of energy.

Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives : 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. The Ambuklao hydroelectric dam was originally constructed in the 1950s in the remote and mountainous region of the northern Philippines. Following its construction the dam has suffered heavily due to siltation and a partial collapse of the intake structure due to a 7.8 magnitude earthquake that struck the region in 1990. Between the years 1990 and 1999 the power station progressively lost its capacity to generate power. In 1999 the owner took the power station out of commission. The power station remained idle over the next 12 years. In 2008 the power station was sold to a new owner who commissioned the rehabilitation works.The rehabilitation project restored the operating status of the power station in June 2011 and increased its capacity from 75 MW to 105 MW. The civil contract of the rehabilitation project required the construction of a new intake structure behind an in situ rock coffer dam on the edge of the existing reservoir, new 6.2?m diameter × 124?m deep blind sunk shaft behind the intake structure, which connects to a new 6.8?m horseshoe profile headrace tunnel that ultimately connected onto the existing vertical penstocks which feed three No 35 MW Horizontal Turbines rated at 155?m head.The unique challenge in rehabilitating this existing hydropower station involved finding solutions that would conclusively deal with the challenging geological and hydrogeological conditions associated with excavating new tunnels and a drop shaft beneath a live dam.McConnell Dowell was awarded the civil works package for the rehabilitation works in August 2008. The Ambuklao rehabilitation program took 33 months to complete.Over 600?m of tunnels were excavated in highly weathered and often challenging geotechnical conditions via drill and blast with the extensive use of high-pressure fissure grouting to control groundwater ingress that was surcharged by the dam.This paper focuses on the use of high-pressure fissure grouting that took place to enable the excavation of the new waterway system and intake structure.CITATION:Bowskill, A and Harrison, C, 2014. So far as is known , there is no complete bibliography on sampling, therefore , this one should be of value . In it are nearly eleven hundred references , some dating back 30 years , on sampling at mines , mills , smelters , power plants , pumping stations and refineries . For convenience , there are included a few references to methods for sampling such materials as leather belting in mills , salt impregnated soils , and mine waters . All the important technical journals , - including some in foreign countries- and engineering society publications , also mining and metallurgical text - books , have been studied for anything concerning sampling , and while it is not claimed that every important reference has been listed , the bibliography is fairly complete . The arrangement is alphabetical by authors ' names , and the references are numbered serially in the crder that they appear in the bibliography . Anonyous references are listed under the name of the journal in which they appear , and are numbered like the references bearing an author's name . Patents are grouped in their numerical order , without index nu.bers . Under the heading , " U.S. Bureau of Mines Publications " , are listed all publications of the bureau that deal with sampling . While the serial number is omitted , these same references , of course , have serial numbers where they appear in the list arranged alphabetically by authors .

The objectives of the Continuous Shaft Lining (CSL) System are to reduce the costs, safety hazards, and time currently required in lining mine shafts with concrete. The CSL will line machine bored shafts downward from the shaft collar on a continuous basis using an inverted, pressurized slipforming technique. The technique for slip-forming downwards has been demonstrated and refined under this program. The approach taken involved laboratory scale testing of key features of the CSL concept. These feature tests included concrete distribution, concrete sealing, concrete slipforming and development of a reliable concrete mix. Based on these results, a full scale above-ground test facility and CSL were designed and fabricated. The objectives of these tests were to demonstrate the viability of the basic concept; to establish operating limits; and to provide input data and information for the design of a second generation shaft lining system. The results of the program have led to a CSL design and operational philosophy which will need to be tested in an underground environment before industry will accept the technology. However, the next generation CSL promises to meet all the original program technical objectives.

The paper investigates the historical information relating to spontaneous heatings which have occurred within the area from 1955 to date. From this information the seams most liable are identified and the location within the workings is enumerated, together with the possible reason for the occurrence of the heatings. Details are given of the precautions taken during development, working and withdrawal. Sampling procedures are outlined and the interpretation of the results is discussed. Reference is made to the various types of material and techniques employed in both preventing and combating heatings and examples are given of their relative cost and the operational experience obtained. Special observations are made on the changes in mining techniques and their influence on spontaneous combustion.

ABSTRACT A diamond processing plant is being designed for the Star–Orion South diamond project in central Saskatchewan. Key to the plant is diamond liberation, which occurs in the comminution section and is the process of breaking up kimberlite rock as gently as possible to minimize diamond damage, particularly in larger, high-value diamonds. Kimberlite from the crater area of a volcanic pipe is generally softer than kimberlite from the diatreme zone. Softer kimberlite, comprising the majority of Star– Orion South deposits, can be readily broken up using abrasion and attrition by autogenous grinding mills, the preferred comminution method for minimizing diamond damage.

"Due to recent coal bursts in Australian coalmines, research of coal bursts has attracted intensive interest from mining researchers and engineers worldwide. Previous research has shown that the sudden drop of fractal dimension may be a precursor of catastrophic failure of rock. This paper examines the fractal characteristics of temporal-spatial distribution of acoustic emission signals released during the compression loading process of coal. This research suggests the possibility of coal burst forecasting based on acoustic emission data. The concept and calculation equation of fractal dimension is introduced in this paper. Additionally, uniaxial compression experiments of Australian coal samples are conducted, and the acoustic emission waveform and 3D location are recorded simultaneously by eight sensors Express-8 AE monitoring equipment in the loading process. The experimental results indicate that the continued slowdown of fractal dimension in time sequence can be used as a precursory signal of coal sample brittle failure. The fractal dimension of the spatial distribution of acoustic emission events decreases with the evolution of coal fracturing.INTRODUCTIONCoal bursts refer to the catastrophic failure of overstressed coal subject to the dynamic and static loads. In recent years, coal bursts have occurred in major coal mining countries and this phenomenon has attracted the research interests of international mining and geotechnical scholars. A total of five coal burst accidents happened in Australian coalmines since 2014. On October 20, 2018, a coal burst occurred at Longyun Coalmine in China’s Shandong province, which led to 21 fatalities. Unfortunately, even after decades of research, it seems neither more accurate forecasting methods nor comprehensive controlling measures put forward by researchers have solved the problems posed by coal bursts.As an instantons energy releasing process, coal bursts are always associated with energy dissipation in the forms of acoustic emission, micro seismicity, and electromagnetic radiation (Yamada, Masuda, and Mizutani, 1989). It is believed by many researchers that the frequency–magnitude relationship of micro seismicity induced by rock failure satisfies Gutenberg-Richer relationship as well (Feng et al., 2017). Hence, based on the principal and theory of earthquake source locating, micro-seismicity monitoring equipment has been adopted in many coalmines to locate seismic event origins associated with coal and rock failure in an attempt to better forecast coal and rock bursts. Although many parameters such as b value (parameter of Gutenberg and Richter’s law) (Lu et al., 2015) have been adopted as indicators of risk, the forecasting of coal bursts is still of low accuracy. The same is true with earthquake prediction, as it remains as a worldwide problem even after decades of research and practice. Acoustic emission (AE) methods are now widely adopted to detect rock failure processes under an applied stress for application predicting the abrupt failure of rock in the laboratory (Li et al., 2017). Previous studies have found that significant overlap exists between research regarding AE and micro seismicity with respect to generation process (both are concerned with the generation and propagation of elastic wave) and event origin location, as geophysical signals of both are same (Lockner, 1993). That is, the frequency–magnitude relationship and early-warning indicators found by AE research in the laboratory have a potential applicability to in-field micro seismic monitoring of coal bursts. Through experimental study, Feng and Seto found that the temporal distribution of acoustic emission counts of rock have distinct fractal structures during load-increase processes (Feng and Seto, 1999). The deep ocean mining industry is in a pre-commercialization stage of development. In the context of a proper legal/regulatory regime, deep ocean mining system design, site survey, and operation technologies are capable of rapid evolution. The report recommends that the regulatory framework develop in parallel with the industry and presents a rationale for implementing this approach. The Government has several interests in deep ocean mining technology: (1) as a potential regulator, sound regulations should be based on an understanding of the technology; (2) as a potential monitor, survey technologies are relevant; and (3) as an estimator of strategic minerals supplies, it is important to understand the technology which allows economic access to deep ocean minerals. Thus, the major portion of the report presents an in-depth review of systems design, operations, and survey equipment and techniques.

EVEN the weather man joined in a friendly conspiracy to make the fall meeting of the Industrial Minerals Division at Rolla, Mo., Oct. 23-25. the splendid surges that it was. Following weeks of rain, the foliage of the Ozarks was still green, merely enlivened here and there by splashes of autumn coloring. In contrast to the tranquil beauty of the School of Mines campus under smiling Indian summer skies, the pace of the meeting was lively. Registration was larger than at any previous meeting and included an unusual number of prominent names and delegates from all over the country. From 125 to 150 were present throughout the three technical sessions, at the Thursday evening smoker, and also at the banquet on Friday; when students trooped in to the technical sessions the audience was augmented occasionally to over 200.

Longwall mining has not received a great deal of attention in the United States; however, this system offers many advantages over the conventional room-and-pillar methods now being used. In order to conserve the coal resources of this country, the U. S. Bureau of Mines has investi¬gated the feasibility of adapting European longwall mining methods to American coal seams. Their studies showed longwall mining to be well suited to thinner seams and, greater depths; and, in addition, permitted almost 100 percent recovery of the coal. Most, experiments with this method resulted in higher overall production-costs than were commonly obtained with highly mechanized room-and-pillar techniques This high cost-was largely due to the excessive amount of labor required to maintain adequate roof support with conventional longwall mining techniques. With the substitution of hydraulic-powered, self-advancing roof support systems for conventional supports, this excessive labor cost has been decreased, and longwall mining costs are now competitive with those of modern room-and-pillar mining.

The current surge of interest in lithium (Li) is due to the anticipated demand for electric vehicles and small scale power storage. Brine deposits contain most of the global Li resource, however hard rock deposits can be more readily and rapidly developed and comprise the majority of proposed projects. These projects plan to use the conventional processing routes of dense medium separation and / or flotation to produce a spodumene concentrate for sale. The standard route for subsequent processing of spodumene concentrate is thermal decrepitation, acid leaching, solution purification and precipitation of lithium carbonate. This is typically followed by further purification. A number of projects have ores which contain other lithium minerals, principally micas, lepidolite and zinnwaldite, necessitating an alternative treatment route. Several different routes for spodumene processing are under development to reduce costs to compete with brine projects. Research at the University of Colorado on southern pine and Douglas-fir piling has determined that the existing building code design stress values of 1200 psi and 1250 psi, as determined by ASTM D-2899, are substantiated; but testing procedures should be revised. All full size piling tests should be standardized at 1/d ratios of 2:1, or confined tests performed. Also, it has been determined that theoretical design values for timber piling should not be based on the lumber criteria of D-245 and D-2555, but instead should follow the pattern set by engineers in the utility industry for timber poles, in accordance with ANSI 05.1.

IN THE COURSE of its investigations directed toward providing strategic metals from domestic sources and toward utilizing power from Federal power projects in West, the Bureau of Mines concluded some years ago that the development of a method for producing electrolytic manganese might well be an important step towards both goals. Accordingly, laboratory investigations were undertaken in 1935. Further studied on a relatively large laboratory scale indicated that electrolytic manganese could be made from domestic ores at a cost not out of line with other nonferrous metals. On the basis of these results, the Electro Manganese Corp. Operating under U.S. Patent 2,119,560 issued to S, M, Shelton and assigned to the Secretary of the Interior for administration, undertook commercial production of electrolytic manganese at Knoxville, Tenn, This company has brought the process through the pilot-plant stage successfully, and is now regularly producing approximately one ton a day.

The ever -present danger of mine fires and the possibility of hazardous atmospheric conditions in underground mines make a well-equipped mine rescue station a valuable asset to any mining district . Rescue equipment without proper maintenance provides only false security , because neglect may make the apparatus unfit for use in an emergency . Promptness in fighting mine fires is important ; frequently the first 30 minutes of action are worth many hours later . Likewise , the equipment will be of little value if enough men trained in its use are not readily available . This circular points out how such protection has been provided in an Arizona mining district by establishing a well- organized , adequately equipped , central mine rescue station. ·

On January 14, 1974 a fire occurred in the 3 East mains of the Joanne Mine of Eastern Associated Coal Corp. in Rachel, West Virginia. The mine was evacuated without injury and sealed completely at the surface within 24 hours. It was decided by the coal company along with the U, S, Bureau of Mines, the West Virginia Bureau of Mints and MESA that remote sealing of the fire zone would be attempted. This report summarizes the remote sealing effort and those activities directly related to the remote sealing effort. This chapter provides a brief history of previous remote sealing attempts, a description of the recently developed remote sealing system and a description of the Joanne Mine operation as it related to and affected the remote sealing effort.

"INTRODUCTION The orienting phases of the current investigation of cushioned blasting in the Explosives Division of the Bureau of Mines were indicated in a previous publication (5) 3/. Pertinent literature reviewed therein indicated a highly controversial field. This emphasized the need for experimental studies of many factors that affect the health and safety of miners and the efficiency of mining operations. Results of some orienting tests showed marked effects on practical hazards. Further, they emphasized the necessity and importance of the contemplated investigation. The scope and general plan of these practical inquiries into the safety of cushioned blasting were indicated.This investigation of cushioned blasting relates to the various means employed to reduce the intensity of application of energy from explosive actions in boreholes. It has been suggested (from p. 19 of reference that the divisions of this work would correspond to the salient hazards affected by cushioned blasting. These include the ignition hazard, hazards from poisonous gases, and other practical hazards in the blasting technique. The ignition hazard was resolved into two components of approximately equal weight. These include studies of effects upon (1) the incendivity of blown-out shots and upon (2) the occurrence of such shots. Experimental studies of effects on the incendivity of blown-out shots were first undertaken. Questions of the best procedure for making these evaluations have been adduced, and the interpre-tation and utilization of the results of gallery testing seemed to require detailed attention; some preliminary general considerations of such testing were therefore necessary."

This paper points out two key elements in resource trade in general and the Canada-Japan relationship in particular. The first is that the advanced countries have a more important role than one would expect in the supply of resources in world trade. Canada 's dual role as a major resource supplier in conjunction with an advanced economy will continue to increase. The second point is the heavy reliance on foreign resource supplies in some advanced economies, particularly in Japan. Finally, as regard the future of the Canada-Japan economic relationship, particularly .in resource development, it is suggested that trade could be enhanced by an accelerated exchange of various types of resources between the two countries. These include natural resource commodities as well as the more abstract capital, technological and human resources.
