This paper provides an overview of the concepts of citations and journal impact factors, and the implications of these metrics for the Journal of the Southern African Institute of Mining and Metallurgy (JSAIMM). Two key research literature databases publish journal impact factors; namely, Web of Science and Scopus. Different equations are used to calculate journal impact factors and care should be exercised when comparing different journals. The JSAIMM has a low impact factor compared with some of the more prestigious journals. It nevertheless compares well with journals serving other mining sectors, such as the Canadian CIM Journal. The problems associated with journal impact factors are discussed. These include questionable editorial practices, the negative impact of this concept on good research, and the problem of a few highly cited papers distorting the journal impact factor. As a consequence, there is growing resistance to the use of journal impact factors to measure research excellence. The San Francisco Declaration on Research Assessment is a global movement striving for an alternative assessment of research quality. As a recommendation, the Editorial Board of the JSAIMM should adopt a pragmatic approach and not alter good journal policies simply to increase the journal impact factor. The focus should remain on publishing excellent quality papers. Marketing of the Journal, the quality of the published papers, and its open access policy should be used to counter the perception that journals with high impact factors are better options in which to publish good research material.

A paper identifying anticipated challenges in the extraction of the N3500 Orebody at Glencore Xstrata Copper’s Mount Isa Copper Operations was written in 2007. The paper identified the depth of the deposit, the anticipated high stresses, talc alteration and issues with ground support as factors that may affect production. A number of strategies were planned to cope with these issues. After six years of extraction those strategies are evaluated and additional measures taken are outlined. Strategies to cope with the limited mine life are presented, and methods to overcome additional challenges encountered during production are described.CITATION:Chitumbura, G, Matthews, D, Özen, I and Jackson, S, 2014. There are two distinct coal fields in Kentucky-the Eastern field constituting a part of the Appalachian coal region and the Western field constituting the southern part of the Eastern Interior region. The outcrop pattern of the State is dominated by the Cincinnati arch. Coal-bearing Pennsylvanian strata occupy a low structural position on either flank, preserved thereby from erosion, which in the past has removed these same beds, though a much thinner succession, from the crest of the arch. General geological relationships are shown in figures 1 and 2. On April 13, 1750, Dr. Thomas Walker discovered the first coal recorded in Kentucky. He entered the State through Cumberland Gap (Cave Gap) and found coal a few miles north.

Two instruments have been constructed that extend microseismic data collection and processing capability for Bureau of Mines research in rock burst, coal bounce and outburst, and roof fall monitoring. The first instrument is a 13-channel tape-triggering system. This system allows better utilization of instrumentation tape recorders by collecting data digitally, turning the tape on only when valid data are present, and increasing the dynamic range of the recorder by using digital data. A digital-to-analog converter is used to provide analog output of the recorded digital data. The instrument records a much larger time slice of transient events than do current commercial devices. The second instrument is a microseismic energy measurement device. This device uses recent developments In integrated circuits to overcome the dynamic range and accuracy limitations of previous instruments. The analog signal is converted to a digital one, and then high-speed multiplication techniques are used to square the amplitude value in real time and integrate it.

THIS paper discusses what mining reports should contain when presented to the California State Corporation Department, to accompany applications for the sale of stock to the general public, but the principles involved apply to mine financing everywhere. Such reports should 'be as clear and concise as possible, endeavoring to tell the truth in as few words as necessary. Should the engineer be aware that his report is to be used in connection with the sale of stock to the general public, he should consider the public as his client as well as the person who actually employs him. It is always required that the engineer be favorably known and of recognized standing. The following points should be given careful attention : 1. A legal description and location of the property. 2. Transportation conditions, and how they may be expected to affect the operating costs. 3. A brief history of the property, its production record as to tonnage, grade, and character of the ore should be given. Should the property have suspended operations for any reason, this should be given. Any details of former operating costs should be given, especially as to how any improvement could be made, due to better methods which might be employed.' 4. The main geological features and whether they are such as to lead the engineer to believe that the mine may possibly 'be exhausted or the ore of such grade as to be no longer profitable. If he considers them favorable, he should give his reasons for the belief that further development work may produce profitable results. A map showing these features should be submitted, and it is not necessary that such map be highly colored or contain any more than the essential matters. 5. This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.

"In the 1990’s metal prices were trending in a long term decline and the usual cost cutting exercises were adopted. Cuts to research and development made innovation difficult and the outlook was grim. But necessity is a strong motivator, and these conditions spurred the Mine-to-Mill movement which optimised across organisational “silos” and utilising new technology tools, innovative software and increased computing power. Many applications of Mine-to-Mill exploited the fact that comminution is usually the site processing bottleneck, and that blasting is more efficient at breaking rock than grinding. This approach sought to: • Understand and characterise rock breakage from mining to the mill • Develop models and simulators for blast design, fragmentation, crusher and mill circuits • Develop tools to measure in real time the particle size distribution of rocks on conveyors and Run of Mine (ROM) muckpiles • Ensure effective communication across the silos between geologists, blast design engineers, mining engineers and metallurgists These methods and the technology tools available in the 1990s were widely adopted at numerous sites around the world with significant benefits. SAG mill throughput increases of 10-20% were common. This was the advance the industry desperately needed. It was low capital cost; it was obvious. It was here to stay. Except, in too many cases, it didn’t. In the minerals price boom of the 2000’s Mine-to-Mill was no longer necessary to “survive”, even though it was still good business. Some operations, including some of the early success stories, slipped back to old habits of optimising within organisation silos instead of across them. Fortunately, other operators still embraced Mine-to-Mill and developed new techniques. Mine to Mill was still successful, but it not as widely adopted as we had expected it to be.Now the boom has ended and operations are again under cost pressure. Since these are the same circumstances that created Mine-to-Mill, it seems time to achieve the wider adoption. Since the 1990s many new or advanced technology tools are available for Mine-to-Mill projects: blast-hole sensors, new explosives formulations, new blasting techniques and modelling, ore tracking devices, improved image analysis to determine size, texture and colour of coarse ore, grade sensors, whole-stream simulation tools, even more powerful computing hardware and data analysis software. If we could achieve so much in the 1990’s, how much more can we achieve today when we have the same imperative, the same potential and a larger number of high technology tools?"

The production of lightweight aggregates in Oregon is a new industry, and, like all new enterprises, it is suffering from growing pains characterized by numerous, small operations some of which flourish for a short time and then cease altogether. Normally all industrial mineral products are produced in a highly competitive atmosphere. At the present time this condition does not exist to a very marked degree in the state because as yet producers have not saturated the constantly expanding market. This paper has been prepared with the intention of outlining very briefly the current status of the various products now being used as lightweight aggregates in Oregon. The present picture will surely change, perhaps quite radically within even a short space of time.

The Bureau of Mines in the Department of the Interior is increasingly concerned with the safety and health of personnel engaged in coal-mining operations, particularly below ground. The Bureau is also concerned with improving the utilization of domestic mineral resources, and reducing the environmental impact of mineral operations. One obvious way to improve safety and minimize health hazards would be to eliminate coal mining entirely by bringing the energy value of the coal to the surface in some other way, such as by partially burning it underground to form combustible gases and bringing these gases to the surface, where their energy content can be put to use. This technique might also improve the utilization of the coal resource. ? Accordingly, the Bureau of Mines, interested in re-evaluating underground coal gasification technology in terms of current and expected conditions in the United States, requested Arthur D. Little, Inc., (ADL) to appraise the technology to determine: ? Whether the current (1971) state of the technology offers a technically feasible method for gasifying coal underground that is applicable to the reserves of bituminous and lower rank coals in the United States. ? Whether a program of research and further development of the technology could ultimately make it a technically feasible alternative to current open-pit and underground coal mining operations. ? What the nature and cost of further research and development work in the technology should be.

AFTER nine years of extremely de- pressed business, marked mostly A with red ink on the balance sheets of most coal companies and with an increasing internal competitive struggle for diminishing markets, somewhat of a change appeared during 1939. Shipments increased and prices generally firmed, giving the coal industry increasing optimism and encouragement for the future. Specifically, it now appears that bituminous coal production for 1939 will approximate 378,000,000 tons, and anthracite production will approximate 47,500,000 tons, bituminous production being around 14 per cent ahead of 1938 and anthracite production 12 per cent better. The curve on p. 31, showing both bituminous and anthracite production, furnished by the bituminous coal division of the Department of the Interior, shows graphically most of the 1939 monthly production and clearly illustrates the increased production.

The Bureau of Mines receives frequent requests for information on the treatment of mercury ores, but as its own and almost all other publications on mercury are out of print, the Bureau has prepared this circular on the metal for the prospector and operator of small mines and plants. Mercury, commonly though improperly termed ?quicksilver?, is the only common metal that is liquid at ordinary temperatures. Mercury is used in the amalgamation of gold and silver, in power boilers, explosives, friction-less bearings, laboratory apparatus, lamps, medicine, paint, rectifiers, and for ?silvering.? The last mentioned is being superseded by silvering with silver. The use of mercury boilers may increase when they are thoroughly understood, but amalgamation is -being replaced to some extent by the use of corduroy and other collecting mediums, such as jigs and flotation cells.

"Triton Mining Corporation acquired the rights to Mina El Limon in Nicaragua in 1993 by international bid. The bid included the gold operations at Limon and an exploration concession of approximately 4000 km2. Triton assumed control of operations and exploration in May 1994.The Limon mine is located in west-central Nicaragua, approximately 100 kilometers northwest of Managua. The climate is tropical, characterized by a wet season from May through October, and a dry season November through April. Gold at Limon is associated with both banded quartz and silicified breccia veins in Tertiary volcanic rocks, belonging to the lower Coyol Group. Mining is from two open pits and one mechanized underground operation. A second underground mine is currently under development for production during 1997.This paper describes the expansion of the milling facility at El Limon from a nominal capacity of 400 tonnes/day, producing approximately 20,000 ounces of gold annually, to the existing 900 tonne per day mill operation. Engineering of the new mill facility was initiated in September 1994 and construction was completed a year later."

The Bureau of Mines and U.S. Geological Survey completed a 4-yr (1979-82) mineral appraisal of the Chugach National Forest (CNF), AK. This report summarizes the Bureau's placer gold studies in the CNF. Placer mining from the mid-1890's through 1982 produced an estimated 133,800 oz of gold, of which two-thirds was produced prior to 1920. As much as 6,800 oz of placer gold was produced from 1979 to 1982. Most production came from Crow, Canyon, and Resurrection Creeks. Five types of placer gold deposits were identified in the CNF: (1) alluvial placers, (2) bench placers, (3) eluvial placers, (4) glacial placers, and (5) marine placers. Placer sampling indicated a potential for gold production from alluvial and bench placers associated with historically mined drainages such as Crow, Canyon, Resurrection, Sixmile, and Mills Creeks and from unmined drainages including the Avery, Kings, Snow, Copper, and Tasnuna Rivers and several smaller streams throughout the CNF. Results of fineness tests indicated that gold from the CNF ranges from 455 to over 950 fine. Subsequent investigations in drainages with anomalous placer sample values also identified previously unknown lode mineralization.

An absorption-desorption model of particle reactivity was employed to describe the observed relationship between two apparently diverse phenomena which have been the subject of considerable study at the U.S. Bureau of Mines: (1) coal-rock dust reflectance and (2) coal-rock dust explosibility. The model accounts for heterogeneities in particle-size and material properties; however, in the present report, only particle-size distribution is considered. A mean particle-size parameter, appropriate to the explosion extinction process, is derived, and then taken as appropriate to describing optical reflectance. The derived form-to-function relationships for the two processes, when compared with experimental data, suggest that a problem exists with previously derived theory relating optical reflectance to rock dust concentration. A reexamination of that theory leads to a new theoretical expression, changed by a factor of 2, for the variation of rock dust concentration with reflectance which is in quite good agreement with experimental results. The current work offers justification for measuring and establishing rock dust requirements for specific coal dust size distribution(s) found in the mine-distributions that undoubtedly depend on the mining method and the type of coalbed.

The performance of the grinding circuit, from the initial stages of operation to the present, is discussed. The mill efficiency as measured by the Bond grindability data and the operating work index is presented. The objective has been to produce a sand cyclone overflow containing not more than 6% +65 mesh. However, this has never been attained even at low milling rates. On the other hand, significant improvements in throughput were achieved by instituting some equipment changes and process modifications within the grinding circuit. The latest approach to solving the coarse grind problem is also discussed.

"A SHORT WHILE AGO I enquired about The Mining Society of Nova Scotia. In all honesty I was apprehensive about addressing such a body if it was highly geared to the technical aspects of discovering and obtaining mineral resources. I was told that this would not be the case. Rather, there would likely be in attendance a broad cross section of people from business, industry and government and from across Canada and the U.S.A. Thus there would be an interest in a free-wheeling discussion of the prospects for industrial development in Cape Breton. Accordingly - being one who hates to miss an opportunity - I intend to exploit the invitation of your executive by being, over the next short while, frankly promotional. I would like to talk about what I consider to be some of the most important attributes of Cape Breton for industrial development and identify some of those prospects. Secondly, I will quickly review some of the things the Cape Breton Development Corporation is doing these days to stimulate some of that industrial development."

The rapid growth and development of the Soviet coal industry rank the U. S. S. R. with the United States among the leading coal-producing countries. The coal resources of the Soviet Union are among the largest in the world, although coal development has been hindered by the disadvantageous location of the coal deposits with respect to the major consuming centers. Although coal production in the U. S. S. R. reached a record high, the total energy output of mineral fuels in 1957 was still far below that of the United States because a significant part of Soviet coal output was lignites or lower rank coals. Although the Soviet coal industry soon may exceed that of the United States in tons produced, the energy equivalent of Soviet output will be considerably less because of the inclusion of a high percentage of lower rank coals. Energy sources in the United States also involve large quantities of oil and natural gas, whereas coal supplies most primary energy in the Soviet Union.

"1.1. WHAT ARE AGREEMENTS AND HOW ARE THEY FORMED?In order to have an agreement, at common law, there must be an offer, acceptance of that offer, and consideration passing between the parties. In addition, the material terms (i.e. the basics or substance) of the agreement must be discernible, preferably by means of documentation. Although these concepts may appear simple and straightforward, the law relating to them is voluminous and complex. Some brief comments are worthwhile.• Offer/acceptance: Both offer and acceptance should be in writing, but they need not be. The actions, conversations, and/or correspondence of the parties may constitute either or both of them. Notwithstanding, the local law or practice of a jurisdiction will impose some specific requirements for certain types of agreements. If these requirements are not met, the agreement may be unenforceable. For example, Ontario’s Mining Act requires transfers of unpatented mining claims to be evidenced in writing and recorded.1• Consideration: Consideration is usually thought of as being money, but it can be virtually anything, even “the premises” (i.e. the mutual covenants or promises contained in the agreement itself). In addition, if one party, relying upon the offer of another, does something to his detriment, then the doing of the act can be considered to be an acceptance of the offer and, under the legal concept of “detrimental reliance”, can also be consideration. Whether or not detrimental reliance exists will depend upon the circumstances of each case.2• Material terms: The requirement that the material terms of an agreement must be discernible does not mean that all of the terms of an agreement must be documented or even have been considered, just the basic or material ones. In addition, it will be up to a judge to decide what is material – not necessarily the parties. In order to establish the material terms, a Court may look at all relevant documentation and may hear oral evidence. It will resist “writing the agreement”"

This project and final report represent an effort to collect, analyze, and verify reliability and performance data on currently available medium -to-high seam models of continuous miners being used in underground coal mining. The analysis determined availability, mean time and tons between failures, amounts of down time associated with various failures, labor and part costs required to correct failures, and various indices of maintainability. Machine performance and reliability are discussed relative to cumulative tons (machine age) produced and production rates (machine loading). It was determined that performance can be significantly improved given preventive maintenance programs that will increase machine availability.

The first step in achieving a rationalization of Canada's crazy patch-work quilt of mining taxes and policies was achieved with the release last November of a major federal-provincial report on the taxation of the Canadian mining industry. The Report, prepared by a group of federal and provincial civil servants, sets out a concise and informative discussion of the major taxation and incentive issues facing the mining industry, and puts forward major recommendations for more rational and moderate taxation policies. It will be considered by federal and provincial Finance and Resource Ministers for possible action by the respective governments. The Report was prepared in response to a directive from the federal and provincial First Ministers in February 1978 to review the federal and provincial taxation of the resource areas. Although the Report is more successful in identifying problems rather than concrete solutions, and reflects some continuing differences of opinion between the governments involved, it does represent an important first step in a comprehensive review of our resource tax policies. This article summarizes the Report, which is some sixty pages in length. Although a detailed discussion of it is beyond the scope of this article, the report itself is recommended reading for those concerned about the current state of the Canadian mining industry.
