First Quantum Minerals (FQM) operates the Cayeli underground copper mine in Turkey. In response to a lost time incident (LTI) that occurred at the mine in 2022, the mine management decided to introduce a new safety approach on-site. The initiative began with a comprehensive safety culture analysis conducted by Arti Consulting, involving focus group studies. Employees actively participated in candid discussions, sharing their insights on safety issues and offering solutions. These conversations were meticulously audio recorded, resulting in over 150 000 words collected from more than 100 employees. These transcribed narratives then underwent rigorous semantic analysis, with the assistance of a sociologist, to identify and dissect patterns of unsafe behaviour. This analysis found areas for improvement, particularly in near-miss and incident reporting, quality of safety toolbox talks and effectiveness of pre-work risk assessments. Subsequently, mine management deliberated on these insights and devised corrective actions. An emphasis was placed on involving all employees in the corrective actions through communication training, empowering them to own the decisions and changes made. These impactful measures were seamlessly integrated into FQM’s Think! Safety Program, which embodies FQM’s sensible health and safety strategy. FQM partnered with Strika Entertainment (Strika) to develop innovative visual-first safety communication tools that use illustration, animation and graphic design to simplify complex messaging into easy-to-understand edutainment. As part of this approach to safety communications, Cayeli and Strika revamped the safety toolbox talks to encourage employees to voice their concerns and receive feedback when their suggestions were implemented. The response from employees has been positive, with over 200 unsafe behaviours and conditions reported within the initial two months of launching the Think! Safety Program. Remarkably, the Cayeli Mine has not experienced any LTIs for the past 500 days as of 9 December 2023. This paper encapsulates the dedicated efforts to transform Cayeli into a safer mining operation.

This publication covers the work of the Division of Coal Mine Inspection, Bureau of Mines, as performed under provisions of the Federal Coal Mine Safety Act. It presents background information and data since 1952 when the Act became effective and includes up-to-date statistics for the calendar year 1962. During that year, approximately 9,704 coal mines were active in the United States, and the Bureau made 12,810 regular inspections. BACKGROUND The Federal coal-mine inspection program was established to carry out the provisions in Public Law 49, 77th Congress, (H. R. 2082) approved May 7, 1941. This act has since been amended as Title I, Advisory Powers Relating to Health and Safety Conditions in Mines, under Public Law 552, 82d Congress, approved July 16, 1952, which also included Title 11, Prevention of Major Disasters in Mines. Public Law 552 is known as the Federal Coal Mine Safety Act.

An ignition detection and suppression system was developed under the scope of this contract. The objective of this machine mounted system was to detect flames caused by frictional sparking from the cutting bits of a continuous mining machine and to suppress it with sufficient speed to prevent the development of an explosion, and to keep the flame from harming the machine operator.

MR. CHAIRMAN, Members of the C.I.M., and Friends -particularly friends, because I am not entirely a stranger in your city. I was last here some five years ago and it has given me a great deal of pleasure this evening to be able to say "Hello" again to those I had met at that time, when Bourlamaque and V al d'Or were very busy centres of intensive and successful gold exploration. My remarks this evening have to .do with Canada's Place in the Atomic Age. They will be of a general nature but I hope to tell you ?enough to whet your appetite so that you may be provoked into per-.suing the subject further. Now, atomic developments have become quite commonplace. Words like radioactivity, reactors, nuclear fission, and so on are known to everyone, even the youngsters. I re-member two or three years ago one of my office boys came to me and said "Mr. Joubin, I would like a raise." I gave the request a few seconds of serious thought and finally said "Alright, Jimmy, we'll give you a raise." However, he made no effort to leave, so after a -couple of seconds more I said, "Is there something else ?" and he said "Yes, Mr. Joubin, could you make that raise 'radioactive' to the first .of the year ?"

A maximum acceptable level of 2 mg/m3 of respirable coal mine dust in active mine workings was established, effective January 1, 1973, under the Federal Coal Mine Health and Safety Act of 1969. It is generally agreed that, as a result, coal mines in the United States are significantly less dusty than they were a decade ago. For example, operators of underground mining machines were exposed to between 3.9 and 6.5 mg/m3 of respirable coal mine dust during 1968-69; now they are exposed to between 1.3 and 1.8 mg/m3. Also, the incidence of underground sections cited for exceeding acceptable levels of respirable coal mine dust decreased during 1976-78, and the vast majority of all working sections are now in compliance. This improvement is very substantial by world standards. It must be regarded as a creditable accomplishment by the coal mine operators, federal agencies, and mine workers involved. Most of the improvement has been brought about by the use of existing technology to control, suppress, and collect respirable coal mine dust. Research and development by the Bureau of Mines has contributed significantly to the accomplishment by improving the methods for sampling, control, suppression, and collection.

From the standpoint of tonnage and dollar value copper is the most important nonferrous metal mined in North America. The opening of copper mines has had an important bearing on the development and settlement of many sections of the continent. The prosperity of many of the mining States or provinces depends directly upon the copper-mining industry. Normally, about 35,000 men are employed in the copper mines, mills, and smelters of the United States. The United States is the most important producer of copper among the nations; more copper is mined in North America than in any other continent, and for many years the United States alone produced about half of the copper of the world. During the last 10 years increasing production in South America and Africa has reduced the relative importance of North America and the United States.

General Description Due to the extreme cold weather experienced in Flin Flon during the winter months, thought and precaution were necessary in the design of the plant buildings. The machine shop, carpenter shop, drill shop, and coal plant buildings are similar in the building materials used in their construction. They are sided with two-inch shiplap, insulated with celotex and asbestos paper, and covered with corrugated iron on all side-walls. Roofing consists of 2 by 4 lumber on edge, laminated, and further covered by celotex and three-ply roofing. These buildings are heated by means of unit heaters. The heaters are primarily steam-heated radiators, through which the air of the buildings is circulated by electrically-driven fans. Our machine shop is located to the east of, but central to, the main operating buildings of the mine and plant, and is so connected by a net work of tracks as to be able to serve all portions of the entire plant conveniently. The building is divided into two bays, the main bay 53 ft. by 340 ft., and the east bay 24 ft. by 340 ft. The shop office and drafting room, a two-story annex 24 ft. by 30 ft., is located on the west side of the shop. The arrangement within the shop is such as to house conveniently the several departments, namely, heavy machine tool section, repair floor section, boiler shop heavy tool and floor section, blacksmith heavy tool and forge section, tool room, electric welding rooms, stock room, tin and copper shop, and electrical parts and armature winding and repair shop (see Figure 1). All the heavy tools, the repair floor section, and railway tracks are so located in the large open bay as to be fully serviced by an electrically operated 15-ton bridge crane, with a span of 50 feet and a travel the full length of the shop. A standard-gauge railway track, branched off the main line, penetrates the full depth of the building. This track lies along the extreme east side of the main bay, allowing easy entrance and movement of rolling stock and heavy machinery, loaded on standard flat-cars, to the repair floors in the main bay. Eight jib cranes, affixed to building columns, further facilitate the heavy repair work throughout the various shop divisions. Our light and heavy machine tools are standard equipment, not unlike tools used in mine, mill, and railway shops.

The development of new stoping methods and more effective control over dilution, recovery and fragmentation depends on improved accuracy in blasthole drilling. The mechanisms and factors which control accuracy are poorly understood. Canadian blasthole stoping and the practices adopted for monitoring and controlling drilling accuracy are reviewed. The techniques and problems associated with blashole set-up and trajectory surveying are discussed. Four new blasthole trajectory survey systems are evaluated on the basis of their performance in recent underground trials. Conclusions are drawn as to the technological developments required so that more precise control over drilling accuracy can be achieved.

The first section of this circular has been prepared with a view to answering inquiries frequently received by the Bureau regarding laws governing the staking of claims and regulations covering requirements for holding them and obtaining title in fee to placer ground. These laws and regulations were summarized briefly in Information Circular 6796, "Placer Mining in the Western United States." These laws, however, are administered by the General Land Office, Department of the Interior, and it has been considered advisable to combine an authoritative résumé thereof by the Commissioner of that Bureau with information on small-scale placer mining previously published by the Bureau of Mines. The second section of this circular is largely a revised reprint of Information Circular 6611, "Small-Scale Placer Mining Methods", first published in April 1932 for the purpose of answering the many daily inquiries then being received on this subject. This circular has been reprinted repeatedly, and about 30,000 copies have been distributed, most of them in response to applications therefor. At present (June 1937) requests for this publication continue to be received daily.

"The bad effects upon the health and output of miners that result when the ventilating current in a mine lacks sufficient cooling power have been described by Harrington and Sayers in a previous report (1)*** The normal temperature of the human body is about 98.5°F. and whenever work is done by the muscles, indeed even when sitting still, the normal bodily processes generate heat which must be given off, otherwise the body will become overheated and a number of bad effects will be produced. If it were possible to so enclose a man that he could continue to breathe and no heat could escape from his body he would die within a short time. In a series of experiments made at the Pittsburgh Station of the Bureau of McConnell and Houghton (2) found that a dry-bulb and a wet-bulb temperature of 112.5°F could he borne for only 35 minutes, even when the subject was at rest. A wet-bulb temperature of 100.4°F (dry-bulb 157°F) could only be tolerated for 45°F minute. Under such conditions the bodily temperature rises as much as 45°F above normal and the pulse is accelerated. Very uncomfortable sensations are felt when the pulse rate exceeds 135. The human body, like any other internal combustion engine, must be cooled in order to function properly.Under ordinary circumstances the air surroundings people is enough coder than themselves to permit this heat generated within the boiy to be river off with¬out difficulty. At higher temperatures, or when the rate of work, with its corresponding generation of heat is high, the body can not throw off heat fast enough, so it begins to sweat and the evaporation of the sweat cools the body. But the results of the experiments cited above indicate that in still air, even with the body at rent, it can not adjust its temperature when the air is above 90° wet- bulb. J. S. Haldane (4) says ""at a wet-bulb temperature of 60°F the actual amount of work done by the miner begins to fall off; as the wet bulb temperature rinse farther the work Bona gradually diminishes to the vanishing point. Then the temperatures indicated by the wet-bulb exceeds 85°F hard work in a mine seems hardly or the commercial working of a mine the wet-bulb thermometer should not in generaI, be allowed to rise above 80°F, unless perhaps where there it a good current."

Natural gas was first stored underground in Welland, County, Ontario Province, Canada, in 1915.3/ The following year natural gas in the United States was first stored underground successfully in the Zoar field near Buffalo, N, Y. Only three additional storage fields were in use in the United States in 1930, but by 1940 the number had increased to over 30, and since that time growth has been more rapid. At least 80 fields, with a combined storage capacity of 440,828 MM c. f ., were being utilized by 1949.4 / In May 1952, 142 storage projects having a capacity of 915,000 MM c.f. were in operation .5/ These fields are distributed from New York to California--from Michigan to Texas. In the Appalachian region alone, there are 101 storage fields with a combined capacity exceeding 526,000 MM cu. ft. Why Natural Gas is Stored Natural gas is stored in order to be readily available to meet the needs of consumers.

The term "tender tundra" is a myth---a well-developed myth, but contrary to the fact. Any area that supports herbivores must have a plant base to supply food, In Alaska, herds of caribou migrate and live north of the Arctic Circle. And, if there is enough growth in the moss and lichens and arctic grass to support a caribou herd, the "tender tundra" can heal after it has been disturbed by mining. Another myth is that Alaska is an ice box. Actually, many areas In the state---particularly the Interior---have a high agricultural potential. Nevertheless, the fact remains: whether it is reclaimed by advancing the productivity from forest to agriculture or is allowed to remain a wild-life habitat, Alaskan land will revegetate. Reseeding speeds reclamation, but left to nature, native species will reclaim the land whether it was disturbed by forest fires, roads, villages, or mining. In fact, it is impossible to find many of the old gold mining camps.

"Dofasco began operations in 1912 as a steel foundry located in Hamilton, Ontario. Today, Dofasco is a fully integrated mill that manufactures hot rolled, cold rolled, galvanized and tinplate steels. Customers include the automotive, construction, tubular, manufacturing, appliance, packaging and steel ser-vice centre industries. Raw steel production and purchased semi-finished steel processed in1994 was 3.5 million net tonnes. Dofasco employs 7300 people at its Hamilton facility.Environmental management at Dofasco is guided by its environment policy and associated commitments. This paper discusses Dofasco’s responsibility for its products as it relates to these commitments. "Although CO2 content indicates the quantity of carbonate in altered basaltic rocks, it does not measure the intensity of carbonate alteration. CO/CaO molar ratios, which correlate with the relative proportions of individual carbonate species, measure the intensity of carbonatization. The Timmins gold area is characterized by pervasive carbonatization, with large parts of the area having CO2/Ca0 ratios greater than 1, representing C02 supersaturation relative to CaO. The mean CO/CaO in the Timmins area is0.67, compared to 0.13 in two unmineralized control areas. Regional arsenic abundance in the gold-bearing area averages 4 ppm, compared to about 0.35 ppm for the non-mineralized areas. The average K20 and Rb abundances are similar in both mineralized and non-mineralized areas (about 0.30% K20 and 7 ppm Rb). Although there appears to have been no wholesale addition of K20 or Rb to the mineralized area from external sources, these alkalies have been redistributed internally, resulting in patterns of local enrichments and depletions which are characteristic of the mineralized region.Local target anomalies associated with known mineralization consist of CO2/Ca0 > 1.5, As > 10 ppm and K2O > 0. 75%. Not all three values are required to be above these thresholds in order to identify local targets. Combinations such as C02/ Ca0 > 1.5 and As < 10 ppm, CO/CaO 1-1.5 and K20 > 0. 75 or K20 > 0. 75 and As > 10 ppm are equally indicative of proximity to gold occurrences. Gold-bearing veins and associated anomalies occur throughout the entire volcanic succession and are not restricted to any particular stratigraphic horizons. The levels and patterns of alteration and occurrences of gold appear to be structurally controlled."

One of the most challenging aspects in semi-mobile in-pit crushing and conveying (SMIPCC) system design is determining the optimum depth at which to change from a purely truck-based haulage system to a conveyor-based haulage system. We used scenario analysis to determine the optimum transition depth between a truck and shovel (TS) system and a SMIPCC system. Traditional pit-limit algorithms were used to generate the final pit limit on a copper deposit, which was then divided into four pushbacks. The final operating pushbacks (phases) were designed for both TS and SMIPCC. The end depths for each phase are viewed as candidate transition points to switch from the TS to SMIPCC haulage system. Economic calculations were applied for five different scenarios, including adopting SMIPCC from the outset (pure SMIPCC), after the first, second, and third phases, and finally not using the SMIPCC system (pure TS) at all. The analysis indicates that the second scenario, at a depth of 335 m, results in the lowest cumulative discounted cost (CDC). In this case, the CDC is 17.6% lower than that for the pure TS scenario and 10.7% lower than for the pure SMIPCC system scenario.

SASKATCHEWAN POWER CORPORATION is a Provincial Crown Corporation responsible for the production transmission and distribution of electric power and natural gas in the Province of Saskatchewan. Through the electric power responsibility, we became interested in the coal reserves in Saskatchewan, which, although still somewhat of an "orphan fuel" in the early and mid 1950&apos;s, gave the promise of providing a low-cost source of energy for electric generation. Coal in Saskatchewan, a lignite with an "as-received" heating value of from 5000 to 6500 Btu&apos;s per lb and up to 40% moisture, was first recorded in 1853 . By the end of the 19th century, many small mines were in operation in the Estevan, Coronach and Shaunavon areas supplying local inhabitants with a cheap source of heat. These small mines, some of them prosperous, some of them not, continued operation right up to the late 1940&apos;s, when oil replaced coal in the market place. The year 1930, however, saw the introduction of the new technique of strip mining in the Estevan area. This technique revolutionized coal mining. It was now possible to use large machinery to uncover the coal and cast the overburden to one side instead of burrowing through thin seams of coal varying from 2 to 10 feet thick. The overburden cast aside by these large mechanical shovels, or later draglines, created heaps of spoil which at that time, during the depression, were a sure sign of prosperity and the welcome news that people had jobs. By the late 1940&apos;s, coal production had dropped off, but the spoil piles remained and were now labelled by some as "scars on the landscape", even though there had been some natural succession of grasses. In addition, some people had planted trees in experimental plots and even some aerial seeding had been done.

A century ago the AIME meeting of 1899 was held at the Palace Hotel in San Francisco California in September. For his presidential address, James Douglas presented this paper which is reprinted in full with the kind permission of the AIME. It presents an interesting comparison relating to events and circumstances in the metallurgical industries at the close of last century. Being on the eve of a new century ourselves, the Editors of this volume of the COPPER 99-COBRE 99 Proceedings considered this paper would be of general interest, hence it is included here. Douglas believed in effective interchange of technical experiences and ideas. He considered the extreme secrecy surrounding the copper works at Swansea, Wales, the world center of copper only years before the time his paper was delivered, as one key reason for its decline, (and eventual closure of all copper plants there). In his paper, the pace of developments in various sectors such as transportation (railroads, the dominant means of I transportation at the time), the iron and steel and copper industries were examined, in much the same way as one might do but on the high technology of today. James Douglas was born in Quebec City, Quebec, Canada and spent his early life there. Forced to move to the United States for family and financial reasons, he went on to become a pioneer in the new Arizona copper industry, and with luck and good judgement with his interest in the new mining properties he also became very wealthy. Douglas was an accomplished mining and metallurgical engineer. He was the first President of Phelps Dodge and helped transform the small trading company of Anson Phelps and William Dodge into a mining giant.

Tunnel boring machine (TBM) tunneling is an ever-increasing prospect for underground construction, and, with each new tunnel bored, there are unknown elements. When boring through the earth, even extensive geotechnical baseline reports can miss fault lines, water inflows, squeezing ground, rock bursting and other types of extreme conditions. This article draws on the consider-able field service experience within Robbins to analyze successful methods of dealing with the most challenging conditions encountered. Many tunnel projects are located in areas with relatively poor access along the tunnel alignment and bored under extremely high overburden. These two factors often result in limited geological information. It would be reason-able to state that the deeper the tunnel, the greater the lev-el of uncertainties. When faced with these uncertainties everyone involved with the project including the owner, the contractor and the machine supplier must be prepared to tackle geological surprises. This article describes the problematic geological conditions and associated difficulties faced on three separate projects and the measures that were taken to overcome these difficulties.

So many emergencies that crop up in mining necessitate a departure from ordinary methods that the writer has been led to illustrate a few of the examples that have come under his notice during a somewhat lengthy career; and as most of the methods illustrated are certainly outside the ordinary, it may be hoped that while to many they may convey little that is new, to the larger number some acceptable information may be gleaned whenever the occasion calls for it. Experience has shown that there can be no hard and fast rule in mine timbering that will fit the varying- necessities of different localities, and the engineer must divest his mind of all prejudices that his practice of any particular system or systems may have induced, and must direct his attention to the character of the local timber and its fitness or otherwise for the purpose he has in view. Fortunate indeed are the man and mine that can claim an abundance of good and cheap mining timber it simplifies, oftentimes, what would be, under unfavourable timber conditions, a difficult problem. In many parts of the States there is either none or at best a scrub if the latter, he has to either pigstye, balk, or bulkhead, if his ground will permit; if, not, and the necessary timber has to be imported, then some system of recovering his timber and using it over and over again may be possible. As an illustration of this, Fig-s. Nos. I and 2 show a method applied to the copper deposits of the LyellTharsis, Tasmania. During the summer of 1935 a plan was proposed by which the Government should establish custom sampling plants for gold and silver ores in the mining districts of the West, where the construction of such plants would be justified as an unemployment relief measure. It was known that in many districts prospectors and small operators had small lots of smelting ore that could not be marketed for lack of sufficient capital to get out enough ore at a time to make carload shipments to distant smelters. Moreover, considerable ore of milling grade was available in many districts in which there were no custom milling facilities. It was felt that. accurate sampling and the classification and consolidation of small lots of ore produced from prospects and small mines, with quick cash returns to the shippers on a nonprofit basis, would stimulate the working of small gold and silver properties: Idle mines would be put to work, and there was a possibility that some of the prospects could be developed into regularly producing mines. Each sampling plant was to be centrally located so as to serve the greatest possible number of mines and prospects. Wherever possible, the plants were to be built on a railroad, is ore of smelting grade accumulated, it was to be shipped to a smelter in carload lots. Where a plant was not on a railroad, smelting ore was to be trucked to the railroad after being sampled.
