The project implementation phase, FEL4, is generally a complex undertaking. The project has been approved for construction and the capital has been allocated. At this point the project team comes under significant pressure to meet the safety, schedule, cost, and start-up committments. For the design team the principal tasks are to finalize detailed design, complete procurement, and issue construction contracts. Design activities must be closely coordinated with equipment and material procurement. A clear engineering plan should be based on well-defined work packages to meet construction, commissioning, and startup requirements. A range of review processes by discipline, area, and third parties assure quality. Constructability, safety, and hazard reviews are performed throughout the design process. Three-dimensional models that incorporate extensive databases help to maximize efficiency and minimize errors. Well-managed projects have a clearly accountable design team, rigorous change control processes, and well-defined workflows. Key individuals from the design team participate in commissioning, operator training, and startup.

The swift decline of coal during the period of unprecedented expansion in the Canadian economy is a phenomenon deserving careful examination, because the underlying forces contributing to this decline may have broader implications in our national economy. At the present level of technology, coal is more difficult to process, transport and utilize than liquid and gaseous fuels. Fundamentally, it is a matter of limitation in technique. Because coal is a vast store-house of energy in Canada, the reduction of these limitations is in the long-term national interest.

The enterprise wide optimization (EWO) of steelmaking and manufacturing is a multi-level, hierarchical problem which spans higher level corporate planning and scheduling through to the lower level operations of processes that produce and manufacture steel. External and internal system dynamics combined with process unit co-ordination create complex changing circumstances for the enterprise. This paper presents a scoping study as a prelude to enterprise wide considerations at an integrated steelworks to help inform the choice of appropriate model types and optimization techniques. The hierarchical, multi-level structure of the enterprise and the important spatial-temporal scales to consider are defined. Insights into the system were gained by analyzing a large set of dynamic operational data. Over two years of data were subject to both univariate and multivariate analysis with the intent of understanding the complex interrelations of energy flows on site, the inherent system dynamics of the energy network, system operational modes, aspects of planning and scheduling and the coordination between major processing units. This analysis was further used to evaluate the performance of the system in regards to energy utilization and understand the potential economic benefits derived from improved operational decisions.

Two adjacent open pits in Mali hosted by deeply weathered saprolitic materials were mined consecutively over the course of approximately 12 months. During excavation, both pits experienced significant displacement and tension cracking as the result of deeper than expected depth of weathering coupled with relatively steep slope angles and significant groundwater. In response, geotechnical and operations teams overcame numerous monitoring challenges with prisms and radar to develop a simple and effective monitoring system coupled to a Trigger Action Response Plan (TARP) which enabled continued safe operations while reducing ore loss. Observations of previous slope performance of these two pits allowed for greater confidence in empirical failure runout calculations that was used to specify the standoff widths for the exclusion zones in the pit. Back analysis of the slope as-built performance after the first indications of slope distress was also conducted. The back analysis was used to confirm rock mass parameters for modelling while being utilised as a reality check for the stability analysis. The stability analysis indicated that leaving a large step-out or buttress would not prevent the displacement, resulting in some ore being sacrificed to ensure the safety of personnel. Key learnings from this experience highlight the importance of: • up-to-date geological interpretation of the depth of weathering • ensuring slope design guidance is reviewed and updated as latest information (ie geology and monitoring) is received • having multiple complementary slope monitoring methods to ensure redundancy • ensuring visual observations and as-built performance are utilised as a reality check to provide greater confidence in stability analysis and design guidance.

I would feel more equal to the task if I could have the opportunity to talk to them singly, in doing which I know I may count upon their good sportsmanship not to compare notes. There has been some discussion between Mr. Kelly and myself as to our respective duties on this occasion: The precedents are not clear as to whether the retiring or the incoming president is expected to speak at length. Mr. Kelly's argument was that as the incoming president confines himself to promises for the future his field is a broad one and his opportunities for extending his remarks correspondingly unlimited.

"There are two accomplishments of air and gas drilling: a new series of economic and mechanical challenges; and, acceptance as a standard drilling and completion tool.The new challenges are related to the concept of using a gaseous circulating medium in drilling for oil or gas. For purposes of discussion, a two part division has been made: the challenge of fluid invasion control and that of equipment and tools. Great strides have been made in the development of materials and techniques to combat formation fluid invasion. Chemicals and the ""mist drilling"" technique, now in use, have the versatility to cope with a wide range of downhole fluid entry conditions.Equipment and tools have been developed to meet the challenges of better, more economic drilling and completion possible with a gaseous circulating fluid. Economic and operational challenges remain.Acceptance of air and gas drilling as a normal operating tool was reached with difficulty. It is now established as a means of reducing costs in exploratory and develop-mental well drilling, exemplified in a recent study of 226 wells covering 419,407 feet of hole in the United States. Air reached the projected depth in 85 per cent of the operations, although formation water was encountered in 48.7 per cent of the holes. Slim hole bit performance and cost all compared for overall bit averages as part of analysis."

The U.S. Bureau of Mines conducted research on preparing submicrometer titanium nitride (TiN) powder as a substitute for tungsten carbide (WC) in cutting tools and wear-resistant parts. Earlier research on a small scale was expanded to include a larger reactor. The TiN powder was produced by contacting titanium tetrachloride (TiCI4) with anhydrous ammonia (NH3) in the presence of Mg at 1,100° C. The powder was collected in an electrostatic precipitator (ESP) filled with ultra-high-purity (UHP) Ar. All collected powder was thermal vacuum distilled to remove Mg and magnesium chloride (MgCl2), leaving the purified TiN. Powder handling and purification procedures were conducted to assure low oxygen content in the powder product. Oxygen content in the distilled TiN powder product was as low as 0.40 wt pct. Nitrogen averaged near 22.0 wt pet with a high of 22.4 wt pct. The purified powder product had an average median particle diameter of 0.14 µm with a standard deviation of 0.09 µm.

A study was conducted to investigate the damage potential to underground multi-seam openings caused due to vibration generated by open-pit coal mine blasting. The objective was to recommend optimal explosives weight per delay to be detonated in open-pit blasts to ensure the safety and stability of underground openings. Sixteen blasts with varying charge weights and initiation sequences were conducted at Samleshawari open-pit mine and eighty four blast vibration data were recorded in the Hingir Rampur underground colliery in India. Analysis of vibration data showed that roof of the underground openings vibrated with higher amplitude of vibration compared to pillars and floors. The amplifications of vibration in the roof at the junction were upto 4.3 times the pillar vibration. It was observed that coal chips detached from roof when the peak particle velocity reached 131 mm/s or high. The vibration magnitude recorded was higher in upper seams openings than in below seam openings. Rapid attenuation of vibration was recorded in below-seam openings at similar locations. Appropriate particle-charge weight-distance equations were established to calculate the safe explosive weight per delay to be detonated in open-pit mine for safety of multi-seams workings of underground mine. Introduction The prosperity of any country today is dependent upon the efficiency and growth of its primary steel industry. The ?march of the United States of America to its present commanding position in world affairs parallels the growth of its steel industry. The remarkable growth of that industry was possible only because bountiful providence endowed that country with adequate supplies of the raw materials necessary for steel making -coal and iron ore. If we accept this hypothesis, and surely we must, then to what extent can we envisage the future of our own country? This symposium deals with the most important of the raw materials required for steel making -iron ore. If we are blessed with a bountiful supply of iron ore, then surely a glorious future awaits only our taking advantage of that blessing. It is becoming increasingly evident that Canada has immense iron ore deposits. It is my privilege to make you acquainted with one of these, one that can only be classified as among the more important ore reserves in the world. I refer to the Wabana ore deposits in Newfoundland. Location These deposits lie under the floor? of Conception bay, off the east coast of Newfoundland. They consist of a series of beds which outcropped for a distance of about three miles on the northeastern shore of Bell Island, dipping at approximately 8° toward the northwest. This three-mile outcrop is the only key to the occurrence.

In 1973 the percentage of total coal production mined by surface methods in the United States again increased, reflecting a long term trend. Barely three decades ago less than 10 percent of the U.S. coal was produced in this manner. Last year surface coal mines produced 299 million tons, 50.7 percent of our nation's coal. At present there are about 2450 strip mines producing coal in 23 states. While accident rates for surface coal mines are less than underground coal mining rates, surface coal mining is certainly one of the more hazardous occupations. Figure 1 shows the injury rates (fatal and non-fatal accidents) of major U.S. industries. Note that surface coal mining is more hazardous than all other industries except contract construction. Accident rates are about the same as the contract construction industry which uses similar equipment. A limited amount of detailed data was available on elements of surface coal mining jobs and this lack of compiled information made it difficult to assess the significance of the conditions contributing to accidents and to make recommendations that would reduce accident frequency. Therefore as part of the Bureau of Mines continuing research efforts related to the health and safety of the coal miner, a contract was awarded to Theodore Barry and Associates of Los Angeles to conduct an "Industrial Engineering Study of Hazards Associated with Surface Coal Mines."

ADOLPH GREINER, Seraing, Belgium :-I have nothing special to add to Professor Hubert's paper except to say that there are some little things that it would be well to have cor-rected when the paper comes to be published. In dealing with the thermal efficiency of the engine, you will find that the 29.84 per cent was a very high one. Professor Hubert has forgotten those engines built under the Cockerill type, but he has referred to them in Appendix II. At our works at Cockerill we have built 63 engines, giving 63,000 h.p., and the other companies who have received licenses have built 113 engines, making 103,000 h.p., and aggregating 176 engines and 166,000 h.p. Eight years ago I had the pleasure of giving to the Institute the results obtained up to that time. Since then a good many engines have been constructed. In 1898 I thought a blast-furnace producing 100 tons of pig iron would allow 3,000 h.p. Professor Witz and Professor Hubert show that with the same production of pig the new engines take 3,800 h.p. out of the gas. At present at Cockerill we make 700 to 800 tons of pig iron per day, and we hope to have 26,000 h.p; in a few years. At present we have only half of that in gas-engines, but we hope to have in five or six years all the gas out of these furnaces to the number of 25,000 or 26,000 h.p. MR. This two-part article reports the orientation of the renewed research efforts, beginning with an update on accident data analysis, the role of multiple causes in these accidents, and the search for practical methods for addressing the most important causes. Fatal haulage accidents most often involve loss of control or collisions caused by a variety of factors. Lost-time injuries most often involve sprains or strains to the back or multiple body areas, which can often be attributed to rough roads and the shocks of loading and unloading. Part II will describe research to reduce these accidents, including improved warning systems, shock isolation for drivers, encouraging seatbelt usage, and general improvements to system and task design.

THE EL TIGRE MINE is a highgrade silver and gold producer located in the northern part of Sonora, Mexico. It has been worked continuously since 1903, producing 50,000.000 oz. of silver and returning handsome dividends. During 1930 and 1931 falling silver prices compelled the Tigre company to make representations before the Department of Labor in Mexico City showing the necessity for drastic reductions in wages and personnel. The delays in obtaining permission from the Federal Labor Board to make these readjustments caused the company to suffer considerable financial loss during those years. After the reduction in operations was finally effected, the Sonora state government headed by Señor Francisco Elias (former Governor, now Secretary of Agriculture) and Señor Rodolfo Elias Calles (present Governor and eldest son of Señor Plutarco Elias Calles, recently Secretary of War and former President of Mexico) have cooperated with the company to make continued operation possible by revising downward certain state taxes that would have been a factor in forcing the closing of this mine. Also, permission to change our workmen over to another system of mining was essential to continued operation.

The meeting was called to order by Mr. John Hays Hammond, President of the Council, who said Before taking up the reading and discussion of papers, I will call upon Dr. Rossiter W. Raymond, the oldest living past-President of the Institute, who has been in harness almost continuously for thirty-six years, and who has contributed more than any one else to bring this society to its present great success and to establish the reputation of the American mining engineer the world over, for a few words supplementary to those which were uttered to engineers generally, during the sessions of yesterday and the day before. The generally accepted Darwinian doctrine of the survival of the fittest is sometimes illustrated by persons who are supposed to be the fittest because they have simply survived. I fear that I come under that category. Almost all of my contemporaries in the early history of this Institute have passed away. Only one or two of the original founders remain, and I may fairly say that scarcely any remain who were active at that : time in shaping the organization and the future career of the Institute. In May, 1871, I was thirty-one years old. Next week I shall be sixty-seven years old. All the intervening years have been devoted to the service of this Institute almost continuously, either as President or Vice-President or Secretary. The United States has not begun commercial operations to tap its largest poten-tial sources of oil supply - oil shale and coal. The reason is that domestic petrol-eum has been plentiful in the past and liquid products probably could be produced from it at the lowest cost. In view of the ever-increasing need for petroleum in the United States, the critical international situation threatening foreign supplies, the growing demands for steel, and the heavy costs to industry of constantly discovering and developing new oil fields, it is believed that the prompt development of a synthetic fuel industry based on oil shale and coal is not only requisite to safeguard our oil supply but is an economically sound course for the foreseeable future, To neglect its development is to close our eyes and minds to our own resources at a time when they are needed critically. It also is apparent now that neither the Government nor industry would be taking any considerable economic risk in starting the initial plants, especially as measured against their potential value in meeting critical oil and chemical demands and in building a new industry in the West.

Ten Methane Monitoring Systems and Machine Control Circuits were examined and tested per the requirements in CFR Title 30, Parts 18 and 27, the Standard UL 913 and the document "Test Requirements For Instruments or Apparatus to be Considered for M.E.S.A. Intrinsically Safe Certification (Tentative)". The test results indicate that none of the products complied with all parts of all requirements as interpreted by Underwriters Laboratories Inc.

In the Fort Union formation of western North Dakota, eastern Montana and northeastern Wyoming there are immense tonnages of lignite and subbituminous coal that have not yet been evaluated in terms of present economic conditions. Continued expansion of United States energy requirements has focused ever increasing attention on this tremendous resource, particularly as efficiency in mining and transporting of coal, as well as in electrical energy generation and transmission have improved and as hydrogenation and gasification of coal approach economic feasibility. This "total energy" concept for coal includes all of the energy uses that coal offers and has resulted in mergers of oil and coal companies and acquisition of coal re- serves by oil companies, as well as by coal companies and others. There is no doubt that these coals are entering an exciting new era of exploration and development that will result in greatly increased production. As a matter of fact, increased consumption for energy generation is well under way and recognition of the economic feasibility of high-Btu pipeline gas and synthetic petroleum products from coal is imminent. As coal is gradually displaced in steam electric generation by the more exotic fuels and processes, it will be increasingly used as raw material for the synthetic petro-chemical industry and the organic chemical industry.
