In his April 10, 1978 budget address, Finance Minister Chretien declared that the federal government will restrict the growth of its spending to less than the trend growth of the gross national product; over the past year, both the federal and a number of provincial governments have taken action to cut back on spending policies. This new emphasis in restraint would seem 10 be a response to a mounting public reaction to the rapid growth of government spending - and taxation - over the past 25 years. Although this relatively new government posture on public spending may be admired by many, to others it raises the question: "Can the growth in government spending really be stopped?" This article comments on just how government revenues - and spending - have grown over the past few years in Canada, and mentions some of the issues relating to a slowdown in that growth.

The U.S. Bureau of Mines has investigated methods for extracting metals from a variety of arsenic-containing smelter flue dusts. One proposed flowsheet includes a sulfuric acid leach, a cooling step to precipitate hydrated copper sulfate, and a reduction-precipitation of As2O3. Arsenic extractions greater than 90 pct were achieved, while copper extraction ranged from 50 to 85 pct under the conditions examined. Copper was removed from the leach solutions by crystallization followed by SO2 precipitation of arsenic which resulted in a 98 to 99.9 pct As2O3 product. Other metals, such as lead and zinc, were concentrated in the leach residue or in other byproduct streams for recovery of their valuable metal contents.

THIS paper presents the results of a study of the relationship of the electrokinetic or zeta potential to flotation phenomena. The relationship is established on the experimental evidence that mineral behavior in flotation and in cataphoresis is generally governed by the chemical properties and amount of the reagents adsorbed at mineral surfaces. Cataphoresis1-5 or electrophoresis is the name given to the movement of a charged particle in a liquid medium under the influence of an applied electric field. Mineral behavior in cataphoresis, as indicated by the magnitude and sign of its ionic charge, can be represented by the term zeta potential. In this paper, the zeta potential represents the difference in potential between the immovable liquid layer attached to the surface of a solid particle and the movable liquid layer in the body of the liquid, and is the result of the tendency of ions on the surface of the particle and within the liquid boundary layer to establish a condition of equilibrium. A high positive zeta potential means that the mineral surface is dominated by cations, a high negative zeta potential indicates domination by anions, and a low zeta potential indicates that the surface is influenced almost equally by cations and anions. In terms of observed quantities the zeta potential is given by the relation [z = 47ruu(300)$ Kx] in which z is the zeta potential expressed in in volts, u the viscosity of the solution in poises, u the velocity of particles in centimeters per second, x the impressed potential gradient in volts per centimeter, and k the dielectric constant of the solution in c.g.s. units. A convenient source for the derivation of the equation is the book by Thomas,6 The term zeta coefficient is an expression coined to denote the difference between the magnitude of the zeta potential of a mineral suspended in solution A, and that of the same mineral suspended in solution B, which consists of solution A and an additional chemical agent, but is at the same pH. For example, the difference between the zeta potential of galena particles in distilled water and that in any chemical solution at the same pH is a zeta coefficient. NOTEWORTHY because of the amount of explosives used, the tonnage broken, and the wide range involved both vertically and laterally, was a large underground blast fired last November at the Hidden Creek mine, Anyox, B. C. Stoping methods and mining prac¬tices at the Hidden Creek mine have previously been described in the technical press. Earlier mining methods employed included shrinkage stoping, glory-holing, and "spiral" stoping. The latter especially has been a practice peculiar to the Granby company, having been used for years at its Phoenix mines and later at the Anyox property where conditions as to size of orebodies and strength of ground both in the ore and walls were similar. These methods all leave tremendous excavations supported at key points by pillars and braces that may only be safely mined by big blasts.

INTRODUCTION Kerckhoff-2 is a 140 MW underground hydro-electric project designed and owned by Pacific Gas and Electric Company and constructed between May, 1980 and May, 1983 by Auburn Constructors. The project is located in the western foothills of the Central Sierra Nevada Mountains, about 30 miles northeast of Fresno, California, and develops the power potential of the lower San Joaquin River and its tributaries between the existing Kerckhoff and Millerton Lakes. The Kerckhoff-2 Project consists of project roads, adits, and access tunnels, service tunnels, power tunnels, powerhouse, tailrace tunnel surge shaft, buss shaft, intake structure, discharge structure, and switchyard. In the 1920s, the Kerckhoff 1 project, consisting of a dam, reservior, tunnel, and 34 MW powerhouse, was built in the same general area as Kerckhoff-2. The tunnel was constructed by conventional methods, and was left unlined. In time, other projects were built upstream, allowing the flow of the San Joaquin River to be regulated. The Kerckhoff 2 project is designed to harness that regulated flow, providing an additional 140,000 ON of power. Kerckhoff 2 will be the primary power plant; Kerckhoff I will produce power whenever the flow rate exceeds 4,800 cubic feet. The new power tunnel is built along the east side of the San Joaquin River between Kerckhoff and Millerton Lakes, parallel to the existing tunnel but extending approximately one mile further downstream.

Assam cancer care foundation (ACCF) proposed the construction of hospitals and related facilities across 18 locations in the state of Assam-India. Tezpur is one among the 18 locations of Assam with high seismic risk. The strata at the site are comprised of mostly fine silty sands of lower SPT- N values. The water table is also encountered and ranging from 1 m to 2 m below EGL. Since the site lies in seismic zone V as per IS 1893, detailed liquefaction analysis is carried out for all five boreholes and indicates that soil is liquefiable and ground improvement is inevitable up to a depth of 15 m below existing ground level. To mitigate the liquefaction potential and enhance the seismic performance of the soil, ground improvement using stone columns by Wet top feed Vibro-replacement method is proposed. Also, the differential settlements can be avoided effectively under the raft foundation with Vibro Stone Columns. In this paper, field test validation results such as Pre and post-SPTs and ECPTs to access the extent of ground improvement, along with other information adopted in this project presented.

In the last several decades, techniques of data collection have been rapidly evolving. Automated spectroscopic techniques in the chemical analysis of rocks for example have advanced to the point that we can analyze samples faster than we can grind them. Remote sensors of LANDSAT give us intensity measurements in four color bands of every acre of the U.S. every 19 days. Common depth point seismic instrumentation systems used at sea for surveying and networks of seismometers arrayed around the country for earthquake studies likewise are generating vast amounts of data. These along with many other earth science data generating systems have caused a veritable data explosion. How do we deal with these enormous amounts of geologic data presently being produced as well as those produced in the past, and to be produced in the future? There is an immediate need to acquire and utilize past and present basic data in order to address today's national earth science problems. Also data being collected and stored now must be compatible with future data in order for us to be able to undertake the wide spectrum of analysis that must be made in the future. This is a big order! In order to organize and to be able to analyze these data, the USGS has embarked on a wide ranging program of compatible data base construction and the development of computer technology, based on interactive computing, to facilitate resource assessments and analyses. These activities are analogous to two sides of a coin. One side deals with the logic, philosophy, and mechanics of information storage and retrieval; and the other side deals with the sensible application of computer technology to the treatment of data. The 1987-88 Denver Brown Cloud Study was performed to determine the sources of the particle cloud which forms over Denver each winter. The study was organized under the leadership of Colorado Governor Roy Romer , EPA Region VIII and the Greater Denver Chamber of Commerce. The study was sponsored by over 40 organizations representing governmental agencies, the natural gas industry, the coal industry, utilities, oil companies, railroads, the motor vehicle industry, and other Denver area companies and organizations. The cost of the study was $1.5 million which was raised almost entirely from private sources. The study team was headed by Dr. John Watson of the Desert Research Institute of the University of Nevada. Dr. Watson is a recognized expert in conducting studies of this type.

ABSTRACT: Surface mining operations must manage variability from within their operations as well as variability imposed upon them by external forces. A framework to manage both internal and external variability through the continuous review and adjustment of a mine plan during active mining lifetime operation is introduced, to minimize lost production and maintain operational safety. The observational approach of “observe, evaluate, interpret, predict, and adapt” is employed as the backbone of this approach. Although written with a surface mining operation in mind, the framework outlined in this paper would be equally applicable to any mining or processing operation.

A large number of countries in the world now have some regulation for labelling the presence of genetically modified organisms (GMO) in food. For the last ten years, ISO/TC 34/SC 16 has been providing methods, guidelines and requirements concerning the evaluation of molecular biomarkers including GMOs. This activity makes sure that stakeholders on all sides of commercial transactions are satisfied and their marketing or regulatory needs are met. Developing and maintaining a transparent, science-based environment for users of horizontal methods for molecular biomarker analysis is a high priority. Sampling and analysis of molecular biomarkers has become critically important for food and agricultural organisations developing, producing, distributing and selling genetically engineered, non-genetically engineered, identity preserved and/or organic crops and their derived products and preventing their respective destructive diseases. To aid in international harmonisation, a new work item proposal to develop an ISO type A management system standard (MSS) for organisations including laboratories using molecular biomarker analysis and sampling has been submitted to ISO/TC 34/SC 16. The purpose of this MSS is ensuring that determination of the presence, absence or quantification of a particular biomarker with a relationship to a product quality determinant, a marketing claim, a regulation or a plant pathogen is carried out under a suitable quality assurance / quality control system. This MSS will provide an overarching system to apply and manage molecular biomarker analysis and sampling for any organisation large, medium or small in a private, government or academic setting.CITATION:Sussman, M D, 2017. Also an overview of different regimes for battery charging and the energy management and the method of control of the traction are lined out: This means that throttle and brake are not handled separately, but integrated into “longitudinal control” algorithms which assure that a commanded speed is maintained while synchronizing the multi motor systems and taking into account the constraints imposed by e.g. slope grade and battery parameters.

THE law of our present industrial society is the law of the jungle. By this I mean survival of the fittest. I do not refer to man or animal or the development of superior genetic strain. Rather do I refer to one's product, one's process, or one's material of construction. Each must perform in a superior manner or it is doomed to extinction; it must be steadily improved so that it can meet the competition of ether materials, of other equipment, or other processes. We have before us the classic examples of the horse and buggy vs the automo-bile, cf silk vs nylon, of the steam locomotive vs the diesel engine; in each case, a superior product has virtually wiped out its predecessor. Furthermore, a product, process, or piece of equipment is sold on its performance, together with engineering data which define its •characteristics and performance. For the most part, the present day sales-man must deal in terms of engineering performance of his product; he must know competitive materials -their strength and limitations as well N either old fashioned salesmanship, tradition, nor custom could have saved the horse and buggy from extinction; a superior product which has been steadily and con-sistently improved won out, 'and in turn, this change-over caused a dramatic• change in our whole way of life.

The past year has been difficult for Canada's primary industries. The mining, oil and forestry industries have been hit by low prices and a reduced demand for natural resources. Foreign competition, militant environmentalists, the breakdown of the Asian and European economies and Canada's shrinking dollar have all put additional pressures on the commodity purchaser to buy smarter. It is easy to appreciate why operations and maintenance supervisors want the best performing product. It makes good sense. The challenge is to source that quality product while staying within the budget. The bottom line (price), however, often becomes the control- ling factor, usually at the expense of quality and performance. This is short-term thinking, often with expensive consequences.

3D modelling can be used throughout the mine lifecycle and has proven to be a powerful tool for consultants and mining companies. One of the most significant benefits of 3D models is their ability to enhance collaboration, communication, and understanding between the mine owner, design engineers, and other relevant stakeholders that have a shared interest in responsible mining and site management. Tailings and mine waste management is an interdisciplinary effort that requires effective coordination and communication between a wide range of consultants, operators, and stakeholders alike. The increased emphasis on Environmental, Social, and Corporate Governance (ESG) highlights the importance for mine operators to engage and communicate with all parties involved in the planning, permitting, operation, and closure of mine sites. 3D models are valuable tools that can be used for development of geotechnical conceptual models, allowing for improved design and monitoring of Tailings Storage Facilities (TSFs). A clear conceptual understanding of a TSFs subsurface geology and foundation characterization is essential for proper tailings management, design, and planning. Visualization with 3D modelling can simplify the interpretation of the, oftentimes intricate, mine sight subsurface settings and allows for quick and effective geotechnical conceptualization. 3D models can be used to identify data gaps, optimize field investigations, and streamline the development of numerical stability or groundwater models. They can help communicate the complex nature of subsurface and TSF interactions in a clear, concise, and accurate manner to both technical and nontechnical stakeholders. This paper discusses some of the benefits of 3D modelling in relation to geotechnical analysis for tailings management and provides methodologies for how to improve upon some methodologies that are considered industry standards.

A GREAT deal of time and energy is now being devoted to the study of post-war reconstruction and rehabilitation, in spite of the fact that as yet we have not won the war in which we are presently engaged. If you feel that the study of post-war problems takes our thought away from the problem immediately before us, you may well query, "Well! What has all that to do with winning the war, our most urgent problem today?" The answer has been given by Principal James of McGill University, Chairman of the Cabinet Committee on Reconstruction: "Reconstruction is something which must be thought of in advance, partly for the purpose of recognizing exactly the influence of war-time activities, controls, and regulations on the post-war Canadian scene. Many people are acutely interested in this great problem. It is not that they are not interested in the war itself, or epochal events that are taking place from day to day. They have a vision of that future which they hope will be Canada's, and this vision inspires them to even greater efforts at the present time". The trend of events would indicate that changes, economic and industrial, after this war will be greatly out of line with those that followed previous wars in history, for the present struggle has involved every nation in the world. In the peace that will come, every engineer will have a task in bringing the most desirable order out of the most distressing chaos. We certainly are living in a changing world; we are witnessing geo-graphical and economic readjustments that no other generation in world's history has ever witnessed. And there is an opinion gaining strength in our Dominion, as in other lands, that after this war we shall live in a world in which our process of thinking and our very way of life will have to undergo drastic changes to cope with the new order of things. Sadly our world of today has had to revise the sublime vision that nation shall not lift up sword against nation, while salvage operations continue to beat ploughshares into tanks and the peaceful pruning-hook into a weapon for the deviltry of the commando.

"During the last two decades lamproites have joined kimberlites as the only two known primary sources of economic quantities of diamonds. This paper contrasts the petrography, primary and xenocrystic mineralogy and pipe geology of these petrogenetically separate rock types. The petrographic discrimination of kimberlites and lamproites from each other, as well as other rock types found during diamond prospecting, is discussed. Kimberlites and lamproites can be classified texturally and mineralogically. Such classifications highlight the differences between, and among, lamproites and kimberlites. The implications of these differences for diamond exploration programs are discussed, with particular emphasis on the application of petrography. IntroductionKimberlite was the term coined in the late 19th century to describe the host rock of diamond at the type locality, Kimberley, South Africa (Lewis, 1887, 1888). Innumerable kimberlites are now known worldwide; some of them contain economic quantities of diamond (e.g. South Africa, Botswana and Russia) while many are barren. Jennings (1989) suggests that less than 3% of the known kimberlites can be considered to be commercial. Kimberlite was thought to be the only important primary source of diamond for approximately a century. Until the late 1970s, lamproites were thought to be only academic curiosities. Some workers (e.g. Wade and Prider, 1940), however, did comment on certain similarities between lamproites and kimberlites and, hence, inferred a potential for lamproites to carry diamonds.The term lamproite was introduced by Niggli (1923) for leucite-bearing rocks from southeast Spain and Wyoming which had some unusual geochemical characteristics. Wade and Prider (1940) used the term lamproite (as defined by Troger, 1935) to embrace rock types found in the West Kimberley area of Western Australia. All the lamproites described by Wade and Prider (1940) form distinct topographic features. Subsequently in the late 1970s, additional pipes, which have little or no relief, were discovered in the same area, but only as the result of a major diamond exploration program (Atkinson et al., 1984; Jaques et al., 1984, 1986). Some of these bodies are diamondiferous. In 1979, the Argyle pipe was discovered in the East Kimberley area which, in terms of grade, is the richest known primary diamond deposit in the world with some parts of the body having grades greater than 500 carats/100 tonnes (Madigan, 1983; Boxer et al., 1989). All the initial new discoveries in Western Australia resulted from classic stream sampling for ""kimberlite indicator minerals"" (Atkinson, 1989)."

THE object in prospecting is to find ore. With the exception of certain discoveries of more or less accidental nature, intelligent prospecting as conducted today is, whether consciously or not, based upon a process of elimination. In the following discuss on it is proposed to evaluate those factors that enter into the eliminating of certain tracts of ground and, conyersely, the concentrating of attention upon others. The danger of generalizations as to the barrenness of cer.ain areas, without having due regard for all such factors, is emphasized. The fact that our conception as to what areas or rock formations are to be regarded as favourable or unfavourable is, in some measure at least, changing with new discoveries under diverse and unexpected circumstances, adds more point to the discussion. The criticism might be raised that the subject is treated largely from the standpoint of geology, but that may be met by stating that it is, and must continue to remain, precisely from this standpoint that the prospecror directs his activities. Briefly, the geologist may render the greatest service to the prospector in the early steps of selecting (a) the general territory in which to prospect; (b) the area to be intensively prospected; and, finally, (c) those parts of the claim or claims to be prospected in detail. Although certain phases of the discussion will be, in some measure, of general application, we shall here concern ourselves essentially with prospecting in the pre-Cambrian shield. Furthermore, the subject is so large that it has been decided to limit it to a consideration of that portion of the pre-Cambrian rocks in which is situated the mining district of western Quebec, of which the writer can speak with more personal knowledge. This limitation need not, however, seriously detract from whatever merit the discussion may possess, since the deposits concerned cover a fairly wide range of metallic ores, including gold, copper with associated zinc, and, lastly, molybdenum.

A new coal boom is under way in western Canada. As recently as the mid-1960's, the coal industry in western Canada was considered stagnant and, by some people, dying. But Japan's growing need for coking coal, which became more pronounced in 1966, sparked great interest in western Canadian reserves.' As a result of a rapidly expanding export market and growth in domestic demand, Canadian coal production spurted to 16.6 million tons in 1970. Production in 1965 was 11.5 million tons. Today, about 60 percent of Canada's output comes from western Canada, but by 1975, 87 percent (23.1 million tons) is expected to come from this area, and 96 percent (68.3 million tons) by 1990. Opening, developing and operating new coal mines to meet the needs of a rapidly expanding market for western Canadian metallurgical coals pose some unique and difficult problems. Covering nearly every aspect of opening properties in remote areas, the problems are met in exploration, transportation, construction, mine operations, coal preparation, manpower and ecology. Paul Weir Company has been involved as coal consultants on various projects in western Canada for some years. In presenting this paper, we make no attempt to present an in-depth or detailed analysis of any one specific situation.
