In 1960, the Secretary of the Interior, acting under the provisions of Public Law 454, 80th Congress, appointed a Lignite Advisory Committee to aid in programming research on coal (lignite) of the north-central area. The chairman of this committee is the Secretary of the Interior or his delegated representative, and in all meetings held during 1960 and 1961, the Director of the Bureau of Mines, Marling J. Ankeny, has presided. The members of this committee were R. W. Rovelstad, President, Baukol-Noonan, Inc., Noonan, N. Dak. W. E. Over the past half-century, researchers have commented on the complexities of ion-exchange processes, but have been forced to use gross assumptions to simplify the associated mathematics sufficiently for mathematical models to be of practical use, given the available computational power. This paper reviews the development of increasingly complex models as computational power has increased over the past half-century, from the direct application of Fick's Law in 1947, through to today's models requiring finiteelement methods. The assumptions required for and the associated limitations of the various models are presented and the associated computational complexities are discussed. A case study is presented in which a continuous loss of capacity in an acid resin was observed over about sixty cycles of loading and elution. Resin poisoning does not explain this observation. This paper presents the capacity loss data, speculates on possible causes of the phenomenon, discusses why conventional kinetic and equilibrium mechanisms cannot explain it and concludes that the need to develop a more rigorous model is apparent. The significance of this observation is that standard tests done for a new resin application could significantly overestimate the commercial performance of the resin concerned, highlighting the importance of computer simulation in this field of process engineering.

WHEN George C. Stone, a Director of the Institute, and so well known to our Members in connection with the Institute's many activities was abroad in 1.919, he secured an interesting collection of these coins, which appeared in Zinc, a publication by the New Jersey Zinc Co. Regarding this collection of coin, Mr. Stone says: "During the war, all gold and most of the silver disappeared, making small change very scarce. As the French Government was fully occupied by the war, it allowed various Chambers of Commerce and other bodies to issue money, both paper and coins. Many of the latter were made of zinc, and I secured several while in Paris. We had all heard of the Belgian and German zinc coins, but I imagine few knew how many different kinds there were. The accompanying plates show both sides of those I got. I took all that the dealer had; but he said that there were a number of others in existence. The coins in the bottom line were issued by the Germans in Belgium during the war and all are still in common use. The first two in the next to the bottom line are German. All of the others were issued by Chambers of Commerce or corporations. A few have been nickel plated; these look and wear much better than the others. "Coins" made of pasteboard were also issued by similar bodies, also notes.

I. Domestic Production and Use: In 1981, 13 companies operated 32 primary aluminum reduction plants, with 3 firms accounting for 58% of production, Washington, Oregon, and Montana accounted for 32% of the total production; Texas, Louisiana, and Arkansas 16%; Tennessee, Alabama, South Carolina, and North Carolina 17%; other central and eastern States 35%. Based on published producer prices output of primary metal in 1981 was valued at over $7.5 billion. Aluminum consumption by 25,300 firms was centered in the East Central United States. Packaging accounted for an estimated 30% of domestic consumption in 1981, building 21%, transportation 18%, electrical la%, consumer durables 8%, and other uses 13%

This is a geologic study of the U.S. Bureau of Mines Oil Shale Tract in the Piceance Creek Basin of Rio Blanco County, Colorado for the preparation of a set of detailed surface geologic maps, measurement and identification of joint attitudes and frequencies, and the classification and mapping of the soils of the area.

The Aluminum Company of America (Alcoa) announced that the second unit at its experimental facility at Palestine, Tex. would begin production -in 1979, increasing the capacity of the facility to 30,000 tons per year. The plant uses an experimental process based on the electrolysis of aluminum chloride and reportedly uses 4 to 5 kilowatt hours per pound of aluminum produced, compared to an industry average of about 7 to 8 kilowatt hours per pound. Alcoa has reportedly signed a letter of intent with the Chinese government under which Alcoa will conduct feasibility studies on two new integrated aluminum projects and modernization of an existing aluminum plant. If the study results are favorable, Alcoa Engineers Inc. and the Import and Export Company of the Chinese Ministry of Metallurgical Industry could negotiate agreements to provide Alcoa technology and services for the projects.

"INTRODUCTION The highly mechanized character of modern warfare makes steel the most vital raw material. The shortage of steel scrap in the United States is forcing the use of increased quantities of pig iron in steel manufacture, so that the rate of pig-iron output will continue to be the controlling factor in steel production. 5/ At the same time, the construction of new blast furnaces is limited both by time and the amount of strategic material available. Under such circumstances, every effort must be made to attain and then maintain maximum pig-iron output from the equipment now in use.When forcing a blast furnace to the ultimate in production the highest standards for quality and uniformity of the coke must be maintained. In view of these facts, the Bureau of Mines, in cooperation with the Office of the Solid Fuels Coordinator for War, is surveying the coke industry to study the various steps in producing coke of higher quality and greater uniformity. 6/ The engineers conducting the survey are visiting key men in coke-oven and blast-furnace organizations to determine, first, the major and most common problems in coke production and use; and, second, the best and quickest method for solving them. Various operators have made good progress in solving individual problems, and a Nation-wide exchange of information among them will make possible widespread adoption of the best practices. It is the purpose, of the survey and reports such as this preliminary one to facilitate such exchange of information. As an outgrowth of the survey, it was soon revealed that many operators could be helped by cooperation with various Government agencies, particularly to procure suitable coals, minor additions to equipment facilities, and tests on certain properties of coal or coke, or specific advice concerning the operation of various types of equipment. The machinery and organization necessary for securing this cooperation have been set up as a part of this work."

As natural gas is a waning resource in many places, increased interest has attached to the use of gas for the manufacture of carbon black. Because of a large number of requests for information on the subject, the Bureau of Mines has undertaken a detailed study of the carbon-black industry, covering the mechanical details of commercial methods, with the purpose of increasing the recovery of carbon black by such processes. A study has been undertaken of the economic factors governing the carbon-black industry, the uses and properties of carbon black, the dE)velopment of more Itccurate methods of testing carbon black, microscopic examination of different grades of black, physicochemical study of methods' of mQ.nufacture now in use, and research on new methods of manufacture. Part I of this paper covers the engineering and economic side of the industry; the other phases of the investigation which have been under the direction of G. St. J. Perrott, of the Pittsburgh station.of the United States Bureau of Mines, are discussed in Part II.

(San Francisco Meeting, UCtober, 1911.) THE refinery at the San Francisco Mint takes the bullion purchased by the receiving department, and carrying more than 200 parts of precious metals in 1000, or, in mint parlance; over 200 fine, and separates and refines the various metals contained therein, using electrolytic processes exclusively. Bullion containing silver is treated in cells charged with a nitric electrolyte. These cells produce fine silver and leave a residue rich in gold. The residue from the silver-cells, together with crude gold-bullion, is treated in cells having a chloride electrolyte. These produce fine gold and leave a residue containing silver chloride. The latter is reduced to the metallic state with zinc and is then treated in the silver-cells. The various waste solutions and the wash-waters, after being freed from the bulk of their precious metals, still contain copper and other metals. These are removed by scrap-iron, and are then treated in the copper-cells, having a sulphate electrolyte. These cells produce pure copper, and collect a residue containing lead, some gold and silver, and all the metals of the platinum group that were in the bullion. This residue is relatively small, and is melted into bars and stored until sufficient accumulates to warrant treating it for platinum, etc. The refinery occupies three large and three small rooms. The large ones are, a melting-room, 30 by 34 ft.; a cell-room, 39 by 46 ft.; and a wash-room, 30 by 33 ft. The small rooms are used as foreman's office, laboratory, and generator-room, respectively. The methods here described are those in use in December, 1909, when notes for the present paper were taken.

This bulletin deals with prime movers, power-transmitting machinery, and the surface equipment and methods used to pump oil wells. It does not discuss geological problems nor the methods and equipment used in drilling or at flowing oil wells. Much of the presentation is by photographs and drawings which are described in the text. Underground equipment and methods for pumping oil wells will be discussed in a later publication of the Bureau of Mines.

MANY metals by virtue of their place of occurrence as ore, and their uses are travelers! Iron and steel, for instance, is one of the greatest of travelers in the form of ships and the romance of iron in this respect is only just beginning to be superseded by the stories which can be told of the travels of aluminum and its alloys, used in the building of airplanes. Tin is a traveler from the Straits Settlements to this country and Europe, for use in the canning industry; afterward traveling all over the civilized world as a part of the container for preserved foods. Silver is somewhat of an aristocrat, when its uses are measured against those of the baser metals. From earliest times it has been used for adornment (first perhaps o4 the person and later for the embellishment of weapons and' buildings), for the making of fine ar¬ticles used in the household, and as money. While its uses have been widened by the discoveries in chemistry, electricity and other sciences, its early uses are still much in evidence in our modern life.

The metallurgy of manganese has developed along the lines of iron metal¬ lurgy. Enough high-grade ore has Been available so that by reduction with carbon it could be turned into an iron-ma.nga.nese alloy and a slag containing some 9 to 15 percent manganese. More siliceous ores have been smelted in the blast furnace to form iron-silicon-manganese alloys called spiegel. When lower-grade ores came in for serious consideration, which lias only been since l°l4, two types of processes received the most consideration — hydrometallurgical processes to produce a concentrate which could be smelted like the higher-grade ore and processes involving concentration of the manga¬ nese from manganiferous iron ores by preferential reduction of the iron (184)1. Special chapters in this bulletin are devoted to the production of ferro¬ manganese from ore, the hydrometallurgy cf manganese, and the Bureau of Mines modification of the preferential reduction process. Other methods of producing manganese alloys from low-grade or refractory ores have been suggested and may find future application. Manganese has a very high affinity for sulphur and is particularly adaptable to concentration by matte smelting. According to Betts (26), manganese silicate may be smelted with pyrite to give manganese sulphide and iron silicate. This method would be applicable to concentration of either the silicate or carbonate ores. The sulphide, once obtained, could be roasted to oxide and reduced in the usual way. Another possibility for the production of manganese from silicate ores involves their reduction by silicon or manganese silicides. Swedish Patent 52290, February 25, 1925. covers the reduction of a slag rich in manganese by silicon-manganese alloy containing more than 10 percent silicon, Joseph H. Brennan (38.) describes the concentration of manganese iron ores by partial reduction with silicon. Beckett (7,4,19) describes the reduction of manganese dioxide with a manganese silicide for the production of standard ferromanganese. Beckett gives as a typical alloy, manganese 64.4, silicon 24.6, and as a typi¬ cal ore, 5S.5O manganese as MnO^. The product of the reaction between these two is 80.11 percent manganese and 1.22 percent silicon.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. This Bureau of Mines publication reviews current recycling trends in the United States. Although near-term prospects are poor for recycling most present wastes, urban refuse is an important exception. Such wastes comprise a mine above ground, and much less processing energy is normally required to recycle the constituents of urban ore than to obtain them in equal amounts from natural raw materials.

RECENTLY it has become the custom of retiring presidents to talk of the relations of the Institute to its membership and its constituency- and it seems a good precedent to follow. Past-president Smith reviewed our relations to materials and to society in general. Mr. Bradley spoke of the value and use of our publications and of our educational duties. My message will be in regard to the coordination of our various groups of member interests and of service to industry. This Institute has, within its organization, four divisions and fourteen technical committees--each interested in a separate put very definite subject, and each covering a phase of mining engineering interest. These vary from geology and the geophysical methods of prospecting, to the physics of the structure of metals, truly "from the mine to the consumer"-from the preparation for mining to the final use of that which has been mined.

Active placer mining in Alaska began near Juneau in 1880, but the first gold rush did not start until 1896; then the discovery of the Klondike brought gold seekers from all parts of the world. A few of the newcomers were experienced miners, but the majority knew nothing whatever of placer mining. Even those who were placer miners of much experience found entirely new conditions, notably frozen ground, that presented many difficult problems. As a result, numerous methods of mining and of thawing frozen ground were tried. From these trials the practice described in this bulletin has been developed. All known placer fields in Alaska have been mined to some extent, and some have been virtually exhausted. In most districts, however, there remain large quantities of low-grade gravel and also some small isolated areas of comparatively rich gravels which could not be successfully mined because of adverse physical conditions. These districts are now the scene of most placer mining, including dredging, hydraulicking, drifting, mechanical methods of open-cut mining, and ground sluicing (or booming) followed by " shoveling-in."
