At the annual meeting of this Institute held two years ago a new method1 of estimating the grindability of coal was described, based on experimental work carried on by the Bureau of Mines at its Northwest Experiment Station. Since that time, several organizations concerned with the testing or utilization of coal as pulverized fuel have adopted and used the method in determining the grindability of several hundred samples of coal. In addition, a series of comparative tests of this method and three others has been carried out in five laboratories under the auspices of Committee D-5 of the American Society for Testing Materials. As a result the Committee has recommended that the Bureau of Mines method, designated as the "ball-mill method," and the Hardgrove method2, previously advanced, be accepted as tentative standards3. Since the ball-mill method was originally developed and published, an opportunity has been presented to apply it to a larger number of coals and to study intensively some of the principles upon which the method is based. This paper presents a résumé of these further studies and includes a comparison with the Hardgrove-machine method. Trial runs were also made with another procedure recently proposed—the C.I.T. roll-test method4. DETERMINATION OF SILICA OXIDE iron ores usually are found in intimate association with silica and phosphorus compounds. Their quantitative separation and purification sometimes present difficult problems to the chemist. Silicic acids may represent various degrees of dehydration. They are exeedingly weak, but combine with metallic oxides and form some of the most stable oxides in nature, the silicates. When iron ores are treated with hydrochloric acid, they yield practically all their iron. However, apart from rare exceptions, varying amounts of insoluble residues of silica, alumina, lime, magnesia and compounds of phosphorus, sulphur, titanium, chromium and others will be left. If the oxides of silicon, aluminum and titanium are present in small quantities, the insoluble residue is generally very small, but the presence of these oxides is more usual in larger quantities. Therefore, only a special treatment can break the bond between these elements. Ore Residues Acids remove the soluble constituent of the ore, leaving the insoluble residue, which chemically is rock or gangue and must be treated accordingly. Alkali carbonates are used frequently to break up the residue, but other fluxes have also been recommended, such as a number of lead and boron salts. The introduction 0f these salts, which offers certain advantages, requires, however, their removal before the other constituents can be analyzed, and this elimination is sometimes difficult. Usually in quantitative analysis silicates are dissociated by fusing them in a platinum crucible with sodium carbonate, thereby forming sodium silicate, Na2SiO3, sodium aluminate, Na2Al204, sodium titanate, Na2TiO3, and carbonates of other elements. All the carbonates are soluble in hydrochloric acid, but also some silicic acid is formed that must be rendered insoluble. To this end the solution is evaporated several times, as the first evaporation still leaves as much as 5 per cent of the silica soluble. Even after a number of evaporations, minute quantities of silica may be found with the iron and alumina present. Perchloric Acid as an Agent for Dehydrating Silicic Acid Perchloric acid, HC104, (60 per cent), has been used for years as a solvent, but few chemists have used it to dehydrate silica. It is derived from anhydrous perchloric C1207, which is most unstable and dangerous. Perchloric acid is a strong oxidizing agent, which boils at 203°C. It is more effective in rendering silica insoluble than any other known agent, and most rapid in action. THE Pennsylvania Legislature, on March 13, 1837, passed an act authorizing the Lehigh Coal & Navigation Co. to construct a railway to connect the North Branch Division of the Pennsylvania Canal with the slack water navigation f the Lehigh River; the navigation company accepted this act on May 10, 1837. Edwin A. Douglas, chief engineer for the navigation company, located the route for this railway from White Haven to Wilkes-Barre, which was called the Lehigh & Susquehanna Railroad. The object was to transport coal from the Wyoming Valley, of Pennsylvania, to the Atlantic seaboard. This railway was considered a marvelous piece of engineering, as it included a tunnel nearly 13 mi. long, and a series of inclines, or planes, up which the cars laden with coal were raised from the vicinity of Ashley to the summit f the mountain near Solomon's Gap, whence they were taken to White Haven by rail. There the coal was transferred to canal boats. In June, 1862, floods almost completely destroyed the upper division of the canal, so on March 4, 1863, the Pennsylvania Legislature passed an act prohibiting its restoration, but granted a charter for the construction of a railway from White Haven to Mauch Chunk to connect with the line from White Haven to Wilkes-Barre, previously built. On March 16, 1864, a supplementary act was passed extending the Lehigh & Susquehanna Railroad to Easton, Pa. This completed a direct all-rail route from Wilkes-Barre to the New York harbor (by way of the Central Railroad of New Jersey). Up to this time, all freight and passenger traffic passed over the planes, but in 1866 and 1867 there was constructed what was known as the "back track" down the mountain side between Solomon's Gap and Ashley over which all the passenger traffic and empty cars thereafter passed; it is now known as part of the main line. For the handling of the heavy coal traffic, however, this would have involved a continuous climb from Ashley, 170.27 mi., from New York, to Solomon's Gap, 157.8 mi. from New York, or a distance of 12.47 mi., and a total ascent of 1,013.75

REGULATIONS (proposed) for the location, drill-ing, casing, protection, operation, plugging and filling, and abandonment of natural gas and petroleum wells; having for their objectives. the protec-tion of life and property by prevention of intrusions of oil and gas into workable coal beds, and the conserva-tion of oil and gas resources in territory not underlain with workable coal beds. ARTICLE I Definitions Section 1.-For the purpose of these regulations (proposed), definitions are as follows: Well.-A bore-hole drilled for the purpose of developing natural gas or petroleum, or a bore-hole producing natural gas or petroleum. Well Operator.-Any person, persons, firm, partnership, corporation, company or association that proposes to, or does drill, operate, or abandon a well as herein defined. Coal Operator.-Any person, persons, firm, partnership, corporation, company or association that proposes to, or does operate, a coal mine in territory known or reputed to be underlain with oil or gas-bearing strata. State Mining Department.-The duly constituted authorities of a state having jurisdiction over coal-mining operations. Plat.-A map, drawing, or print made in accordance with the pro-visions of these regulations (proposed). Casing.-The pipe greater than 3 in. in diameter commonly used in wells drilled for natural gas and petroleum. Oil and Gas.-Synonyms, respectively, for petroleum and natural gas. Cement.-Hydraulic cement properly nixed with water only. Workable Coal Bed.-A coal bed in which, in the united judgment of the coal operator, the well operator and the State Mining Department, protection for life or property will be required when wells are drilled through it.

The value of the electric log as a means of interpreting underground structures has been increasingly demonstrated by its almost universal present-day use. It becomes important, therefore, to be able to evaluate the factors that affect the values obtained. By far the greatest number of electric logs are measured today in boreholes filled with rotary mud, the properties of which may exert an important influence on the electric log. In an effort to establish what the order of magnitude of such effects might be, a series of investigations was made in the laboratory and the field. Apparatus suitable for either field or laboratory use was designed and a procedure established for determining the factors that affect the resistivity of drilling muds over a wide variation in mud condition. Five muds representative of the types of clay-base muds employed in California were tested and the following observations were made: 1. The effect of raising the temperature from 8o° to i8o°F. is to decrease the resistivit~ of the mud or filtrate approximately 50 per cent. 2. The resistivity of the mud in most cases closely approximates that of its filtrate. 3. The change in the resistivities of muds caused by the addition of chemical is not the same function of the amount of chemical added for each mud. 4. The effect produced by increased sodium chloride content is to reduce markedly the resistivity of the mud and its filtrate. 5. Weighting materials, such as baroid and limestone, tend to increase the resistivity of drilling mud. 6. Cement and counteracting reagents reduce mud resistivity. The results of the investigation indicate that the mud resistivity is materially affected by the addition of electrolytes whether these are added for the purpose of conditioning the mud or enter the mud when salt beds or highly saline structures are penetrated. It should be observed, however, that the magnitude of the effect produced upon the electric log by changes in mud resistivity is also dependent upon the relative salinity of the water en. countered in the formation being logged. The laboratory data are supplemented by field data, which indicate that both the self-potential and resistivity curves are influenced by mud resistivity.

THE coal-fields of Missouri, situated hi the northern and western portion of the State, are distributed, in whole or in part, over 57 counties, embracing an area estimated by Mr. Broad-head to be practically 23,000 sq. miles, including small detached beds and outliers in St. Louis, St. Charles, Lincoln and Warren counties in the eastern part of the State. This area includes about 8,000 sq. miles of Upper or Barren Measures, 2,000 sq. miles of exposed Middle, and 12,420 sq. miles of exposed Lower Measures. In a general way, the Missouri coal-field is bounded on the east by an imaginary line entering the northern part of the State just east of the 92c1 Meridian and passing across the State in a southwesterly direction to a point on the Kansas-Missouri line a little below the southern boundary of Barton county. An important part of the field overlaps this line and extends down the northern side of the Missouri river, under¬lying the greater part of Randolph, Howard, Boone and Audrain counties. In all, 34 counties produced coal during the year 1903. Fig. 1 shows the position of the coal-fields in Missouri. GEOLOGICAL FEATURES. The Coal Measure formations, all of the Carboniferous age, rest unconformably upon the rocks of the sub-Carboniferous or Mississippian series, and, in some cases, upon the rocks of the Devonian and Silurian ages. From their outcrop on the eastern and southeastern borders of the field, the Measures dip west to northwest at the rate of 10 ft. per mile, reaching a maximum thickness estimated by

TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen:-To a Board of Directors keeping in as close touch with all of the affairs under their care as do the Directors of the A. I. M. E., through their monthly meetings, a report of the year's progress is almost superfluous. ' To the members who read the monthly reports of the Board Meetings and of the various activities of the Institute as published each month, a yearly report cannot carry much fresh information; yet for both it may be well, as is the custom, to glance over the field of our activities during the past year, and to make an estimate for the year to come. The beginning of 1924 was not propitious for the members of the mining profession, though tonnage production for 1923 had been high and the gross value higher than for several years. The margin of profit had been narrow, prospecting and development were limited, and many of our members were unemployed or were working in other industries. Toward the end of the year, higher metal prices were in sight. Old-time optimism began to grow, and it now brightens the outlook for 1925. An excellent barometer of the prosperity of the industry, and that of the Institute, for they go hand in hand, is the work of our Employment Bureau. During the past few months, the percentage of our members for whom openings have been found has been increasing to a marked extent, and many members who had fallen in arrears are placing themselves in good standing. The number of new members joining has remained about as it was in 1922 and 1923. The Directors have reason to congratulate themselves on the interest maintained during a dull period, for it is not humanly possible to take a keen interest in the technology of an industry when our hands and minds are not actively engaged in it Now, with a much brighter outlook, we can look forward to a year of increasing prosperity for the industry and for the Institute.

FOUR mines at Wabana, on Bell Island in Concep-tion Bay, Newfoundland, produced 1,209,777 tons of ore in 1927, and it is expected that the produc-tion will be larger in 1928. The ore is a stratified oolitic hematite of sedimentary origin. Three workable beds and many thin beds occur in a thickness of 400 ft. of interbedded sandstones and shales. It is not profitable under present conditions to mine extensively in ore beds less than 4 ft. thick. The iron ore beds outcrop on the small island and are inclined northward more steeply, than the slope of the ocean bottom. The mine work-ings follow the bedded ore below the sea bottom, No. 3 Mine extending about 2 miles north of the island. At this point there is a cover of 1500 ft. of rock and 600 ft. of ocean water. It is impracticable to operate drills in the ocean to prove the extent of the submarine orebody in advance, and diamond drilling from the mine workings is the only method of exploration. Bell Island has been settled for a long time and a monument at Cupids, near Brigus at the head of Conception Bay, commemor-ates the tercentenary of a settlement there in 1611 by Captain Guy of England. was one of the chief ports of Newfoundland for deep sea fishing and doubtless many a captain wondered about the red rocks as he sailed past. The famous geologist, J. B. Jukes, records seeing a bright red sandstone 8 ft. thick on the northwest side of Bell Island during a visit in 1842, but he evident ly did not try to land on that rocky coast to get a sample. The iron ore is plainly visible in the high cliffs along the coast of the island, as bright brown layers interbedded with gray and white sandstones and dark shales. The heavy red rock was used by the fisher-men as anchor weights for fish nets and small boats, but its real value, so the story goes, was discovered by a merchant in Saint John,

Graphite is one .of the so-called minor nonmetals that have become of major importance during the present conflict. Requirements of the domestic industry for graphite are relatively small and uses have changed so greatly in the past 25 years that different types, with few exceptions, are more nearly interchangeable in use. However, the quality of the graphite required for crucibles is exacting and under present manufacturing practices only a small part of the world production can be utilized economically by this industry. Graphite, for the domestic crucible industry, was supplied almost entirely by imports from Madagascar and Ceylon before the present war. The quantity required has been increased by the war and the greatest demand is for Madagascar flake. The fall of France to Germany in 1941 and the Japanese expansion southward threatened our supply of crucible-grade graphite, therefore the domestic industry was revived to supplement imports and to act as insurance in the event of complete stoppage of imports. Two plants were constructed for the Government, one at Ashland, Alabama, called the Crucible Flake Graphite Co., operated by Haile Mines, Inc., and one near West Chester, Pennsylvania, operated by the Benjamin Franklin Flake Graphite Co. Loans were made by the Reconstruction Finance Corporation to the Alabama Flake Graphite Co. at Ashland, the Ceylon Graphite Co., at Goodwater, Ala., and the Southwestern Graphite Co., at Burnet, Texas. However, by the end of 1943 the import situation had improved and it was no longer necessary to continue Government assistance to mine and stock-pile the high-cost domestic material. Graphite is found in virtually every country of the world. Most occurrences are of no economic importance because of their poor quality, prohibitive mining and milling costs, inaccessibility, and poor location with reference to the industrial centers where graphite is used. The principal commercial deposits are found in Ceylon, Madagascar, Chosen (Korea), United States, U. S. S. R., Canada, Germany, and Mexico. Graphite is a typical international mineral in that it is utilized mainly in countries noted for industrial activities, whereas the two islands, Ceylon and Madagascar, which produce the major part of the world's high-grade graphite, are virtually devoid of any manufacturing establishments requiring its use. The industry thus is violently disturbed by wars. Types oF Graphite Used in Crucibles Graphite of various kinds and from many countries has been used for making crucibles. Passau (Bohemian) flake was first used in Europe, but by the middle of the seventeenth century crucible formulas were established largely on Ceylon graphite and German Klingenberg clay. Teamwork is the key to an efficient organization. Cooperation among mining staff members is an obligation owed to the company. The more cooperation the metallurgist receives from underground, the higher milling yield will be, which in turn makes for a greater mine profit. There is no pay for metal left in mill tailings. The metallurgist is not in a position to be of help to either the geologist or mining engineer, but can receive valuable assistance from both. Therefore, the metallurgist must win underground cooperation. The mining engineer is usually interested in geology because of its relation to ore control; in milling because that is where the rock goes. However, any overlapping of interest between geologist and metallurgist is quite remote.

Listed among strategic and critical minerals for stockpiling, mica is an important raw material in electronic and electrical equipment industries. Each year large quantities are consumed in the manufacture of television and radio tubes, radar sets, generators, transformers, electric toasters, and irons. Crude mica, which comes from the mine in crystals or in rough books of various shapes and sizes, is known as run-of-mine or book mica. Structural imperfections, impurities, rough edges, and defective laminae are removed by cobbing, rifting, and trimming to produce a marketable block mica or film mica. After the rough books have been hand-cobbed to remove adhering rock, dirt, and crushed or defective mica they are rifted, or split. In the U.S. a straight-bladed knife is generally used for rifting. Products of this operation are classed broadly as untrimmed sheet mica and scrap.

(communication to the Secretary*):—Mr. Blake's recent paper upon this topic undoubtedly partly explains the rationale of a part of the known facts bearing upon discolorat'ion and encrustation of rocks. His quotation from Humboldt, with reference to certain South American examples, may be questioned in the light of further facts, which do not appear to bear out the great traveler's theory of causation. There is no available evidence that the waters of the tropical rivers referred to by Professor Blake contain dissolved organic matter in the varying proportions required to demonstrate Humboldt's guess, nor do the concomitant facts in any manner bear out the hypothesis that the blackening in one case and its absence in the other may, perhaps, be traced to differences in the chemical reactions of the respective waters. Careful consideration of Professor Blake's illustrations, in connection with numerous personal observations extending over widely-scattered areas, convinces me that elements of

The various materials utilized in the construction of integrated circuits, and the resultant materials interfaces, are discussed with emphasis on a materials system that is compatible with all types of integrated circuits and minimizes the number of different interfaces. Problems with interfaces may originate in the silicon, on its surface, and between other materials within the integrated-circuit package independent of the silicon. ThE difference between integrated-circuit theory and practice may generally be spelled out in terms of the difficulties in fabricating a desired structure. There are, of course, problems in forming the requisite materials, of the necessary composition and geometry, where needed. A distinct class of problem, however, is associated with interfaces— generally between different materials, but occasionally between regions of the same material. We require that each interfacial system perform its proper electrical, mechanical, and thermal function, and do so in an unchanging manner with time under the most severe operating conditions. In a practical sense, we deal in nonideal systems, such that it is generally not possible to form an interface exactly the way it was intended, even if we allow for a knowledge of the practical limitations of the fabrication system. Another way of looking at this situation is to realize that, when we form a group of interfaces under apparently the same experimental conditions, there are often differences of important consequence between them. Very high-magnification pictures, such as are obtained by an electron microscope, reveal fine structure that often differs over the area of a given sample, as well as from sample to sample. Low-magnification pictures look better, but don't eliminate the problem. The trend towards integrated circuits, and away from circuits fabricated utilizing separate components, is very strong in many areas of electronics. A typical silicon monolithic integrated circuit, still in place in the wafer on which it was fabricated, is shown in Fig. 1. The increased reliability which is being experienced through the use of integrated circuits can, to a large extent, be credited to the reduced complexity of the interface system that is present in the electronic system. A glance at Fig. 1, however, with all of its epitaxial and diffused p-n junctions, and interconnect system, shows that interfaces have been far from eliminated. Fig. 2, depicting a schematic cross-sectional view of a (partial) typical integrated circuit, illustrates in detail the numerous interfaces that occur in this type of structure. Besides the individual circuit elements, there are interfaces for isolation, and, Fig. 3, even a crossover requires a series of interfaces. What has been accomplished, however, irrespective of whether or not the total number of interfaces in the circuit is increased or decreased, is that the variety of interfaces is very much reduced. This is because there are fewer materials involved. Since the expense incurred in an R & D program to improve reliability is pretty much directly proportional to the variety of interfaces involved, it is economically advisable to work with integrated circuits for highest reliability. That is not to say that circuits built using standard components could not be made as reliable as integrated circuits, but that the expense involved because of the more complex over-all interface system would be much greater. Although electronic performance utilizing integrated circuits with all silicon elements (i.e., transistors, diodes, resistors, capacitors) is adequate for many applications, there are numerous instances where thin-film passive elements must

As this is the age of reform, a uniform mining law for North America is a moot subject for discussion at this meeting of the Institute. The question is one of peculiarly technical and, in many respects, local character. We all appreciate the value of the metal-producing industries and recognize the necessity and importance of a well-considered and evenly balanced mining law as a branch of our jurisprudence either for the Provinces or the Dominion as a whole. Mining has taken its place as a foremost industry and legislation that seeks to control and govern it is the concern of not only the active miner but the citizens of the state. A law that, through its charitable measures brings into being the prospector, the pathfinder and superstructure of all mining activity and industry, protects his interests, safeguards invested capital, and encourages and enforces development, possesses at least the salient requirements of a businesslike Act. The manner of doing so is, I think, one of local and internal concern. May I be permitted to say without presumption that of the five mining codes, or Acts, that we have in the Dominion of Canada born and bred within the Provinces of British Columbia, Ontario, Quebec, New Brunswick, and Nova Scotia, some of them could be materially improved. In many respects they do not measure up to the times; they were no doubt creations of merit at the date of their birth but they have not been clothed in seasonable raiment as the years passed by. It is a stern fundamental principle that all natural resources are the inalienable property of the crown. If it is mineral land, then it follows for the protection of the state and the direct advancement of the occupant that the land should be developed as such. The method or machinery by which this must be accomplished is a matter of detail, not of principle. If the right to possession as a licensee depends on discovery, it is not inconsistent with the duty the crown owes to, the state that a grant in fee should pass to the discoverer if there is imposed, after patent issues, a requirement of continuous work or the alternative of an acreage tax sufficiently burdensome to make it unprofitable that the land should be held in an undeveloped state. If, this requirement is recognized, the mental distinction between a grant and lease ceases to exist. A
