In engineering analyses, rock is frequently treated as a homogeneous, isotropic, and linearly elastic medium. However, rock material exhibits, in most cases, physical nonlinearity, time-dependency, and anisotropy. In some instances, anelasticity due to nonmechanical effects, such as density and temperature changes, must also be taken into account. The influence of these different anomalies in the physical behavior of a rock material is often neglected. An estimate of the discrepancies which are introduced when classical theory of elasticity is used is consequently required. The easiest theoretical path by which these discrepancies can be analyzed is to vary the constitutive equations of the rock material. The constitutive equations, representing various physical experiences with different types of media, define a class of ideal substances. Assuming different constitutive equations for the description of the rock physical behavior, one can establish a sensitivity analysis to determine how much information is contained in elastic theory for reliable design purposes. The method may be applied also using numerical techniques (e.g., finite element or finite differences) which, because of the nature of the formulation, require one to assume in each case the rock constitutive equations. Theoretical and experimental work is needed to be able to perform such analyses with confidence. Adequate and practical procedures for the determination of the material functions which enter the various constitutive equations must be established. This paper presents such an attempt with respect to the simulation of some behavior patterns of rock material. It is felt worthwhile to stimulate activity in this field and it is hoped to contribute to this objective.

Leasing is not a new phenomenon. Experts have identified its origins as early as biblical times. It is a method of finance that has grown rapidly and is now used in most countries, including those of South East Asia, South America, the Middle East and even the People's Republic of China. Internationally, the leasing world divides fairly easily into two groups and this is determined, by and large, according to whether a country has Anglo-Saxon origins or not. Most of the Anglo-Saxon countries have seen tax-oriented leasing become a sophisticated means of financing the acquisition of large and costly items of equipment and large projects. Countries such as France, Spain and Japan have a highly developed leasing industry but it is not tax-oriented. This paper will not address leasing of this kind. LEASING - THE CONCEPT Wide acceptance of leasing as an alternative for financing capital equipment has grown with the recognition by the users of equipment that it is use and not ownership that generates profits. Whilst this seems obvious, memories of repossession of assets during the Depression and attitudes towards leasing as "last resort financing" have raised strong philosophical resistance that has only recently begun to be overturned. A financial lease is a commitment by way of contract between a user of equipment (lessee) and a financial owner (lessor) under which the lessee makes a series of payments in return for use of the equipment. The lessee is acquiring economic value associated with ownership but not ownership of the equipment itself - that remains with the lessor. A lease is a method of financing the use of an asset; other methods finance the assets themselves. It is the taxation aspects that then become important. The lessee is giving up some or all of the taxation benefits of ownership such as depreciation and investment tax credits. The lessor claims these benefits, as he is entitled to do as owner, and takes them into consideration when determining the level of lease payments that are necessary to generate his required rate of return. These lease payments are, of course, lower than they would have been without those taxation benefits. The lease payments themselves are fully tax deductible. This is tax shelter leasing. The lessor is acquiring taxation deductions that are applied fully and immediately against his other taxable income so as to reduce the amount of tax he is to pay to the revenue authorities. It is this concept that makes financial leasing work. Governments provide incentives by way of tax concessions to encourage capital investment. Governments presume that prudent capital investment will offer employment opportunities, generate sales and streamline economic activity. These, in turn, will lead to the collection of government revenue. It makes no difference at all whether these incentives are claimed by a commercial or industrial owner/user or by a financial owner who makes equipment available for use by industry. Rather, the issue is to ensure that if an incentive is available, it is used so as to achieve its desired results. TWO or three years ago there were submitted to me some reports of tests that had been made on a semi-oxidized ore of silver looking to its treat-ment by combined flotation and cyanidation, together with a sample of the ore, with a request that I check the tests and confirm them, if possible. These tests had been made by a machinery-supply house and with them was a flow-sheet for a proposed mill, with full details of equipment to be used in the mill. The limited data on which this was based at once attracted my attention and have caused me from time to time to put various groups of students at work to develop simpler methods of obtaining data, which it appeared should be at hand and could be obtained by simple tests before attempting to treat these ores commercially. A brief discussion of the working out of such methods may be of interest and may contribute somewhat to the de-velopment of better testing methods for the small operator who has not at his command a staff of metallurgists. Of several tests on samples of varying assay and mineralogical composition, by cyanidation alone, by flotation alone, and, by combinations of the two, the following report was perhaps the most complete and may well serve as a typical example: METALLURGICAL TEST REPORT Silver Mines Co. Semi-oxidized Ore Procedure: Ore ground to 65 mesh, given flotation treat-ment using pine oil and potassium xanthate. Flotation tailing was thickened and given cyaniding agitation in solution strength of 5 lb. cyanide per ton and 2 lb. lime per ton.

There is reason to believe that ventilation systems so far devised for use with continuous mining machines fall far short of success. This is vividly demonstrated to anyone who has observed in a continuous miner section the localized ignitions of pockets of gas and the generation of dense clouds of dust by the cutting head of the machine. The alarming frequency with which major ignitions and disasters continue to occur in modern mechanical mining and the rise in incidence of pneumoconiosis serve as reminders that our ventilation systems are far from achieving the ultimate in providing protection from either short-term explosions or long- term dust diseases, both of which take lives. Human safety is the main concern in ventilation. But in this day of high-priced labor, let us not forget human comfort, either, for this is a major factor in motivation toward high productivity. The failure or inadequacy of most mine ventilation systems in providing the kind of working conditions at the face that are conducive to productive as well as safe operation is an indictment of our environ- mental control program in mining generally.

Fine coal cleaning by froth flotation has become common practice in the US with more than 73 kt/d (80,000 stpd) treated in this way. In spite of this large tonnage, developments in the automated control of coal flotation circuits have lagged significantly behind those for mineral systems. The primary reason is that instruments have not been available for the online measurement of carbon ash content or other critical variables in coal slurries. A second reason is that the influence operating variables have on coal flotation are not completely understood. During the last few years, some of the needed instrumentation has been developed, while an improved knowledge of the flotation process itself has occurred through mathematical modeling. As a result, certain control strategies for coal flotation are beginning to emerge. This paper attempts to evaluate several control strategies using a detailed flotation dynamic simulator, Dynafloat. After construction of a process matrix for the system of interest, promising alternatives for linking manipulated and controlled variables were analyzed. To develop combined grade and recovery control strategies, it was necessary to construct a grade/recovery map with the aid of the simulator to drive the system to known, final, feasible grade/recovery operating conditions. Finally, an advanced strategy that uses an on-line model to identify disturbances and take control actions is proposed.

IN COMMON with every other good citizen I long for conditions that will make perpetual peace a reality throughout the world. I have studied the statements of our public men relating to what we must do to bring this about after this war is over. In most of these I find one common error. They always build their plans on the unstated, subconsciously accepted premise that there can be such a thing as an ideal nation whose citizens are possessed of infinite wisdom and actuated only by motives that are above reproach. This heavenly vision fails to correspond with the facts. We wish it could be true but we are forced sadly to admit that the human beings that will live here after this war is over are going to be much like the fallible race that has occupied our planet for the past centuries.

Mr. Grammer says that he "found the electric pig-breaker at Duquesne, if used in connection with the iron-chill, less expensive and more satisfactory " thau the casting-machine. The cost of handling the iron over the Duquesne casting-niachine is about double the average cost of the other Uehling machines at the several Carnegie plants. It is nearly as expensive to run as the Hey1 & Patterson machines, and while Mr. Grammer's statement is, no doubt, true, as applied to that particular machine and breaker, it should be borne in mind that the machine at Duquesne had embodied in it several new features, which were not improvements; also that it was taxed beyond its economic capacity. For his contributions to the field of mining geology, a striking example being his brilliant inte.rpretation of the complex geologic history of the San Manuel District (Pinal County, Arizona) which resulted in the discovery of the Kalamazoo orebody, and for his lecture, "Copper Resources in 1970." On a low desert ridge six miles south of Cairo lie the remains of the world's earliest known mining town, Maadi of predynastic Egypt. Copper artifacts, including ingots and an ax head which was spoiled in casting, indicate that copper ore was smelted in Maadi, and radiocarbon dating has placed the activity at least as early as 3300 B.C. This is the oldest documented date for the use of smelted copper, the first industrial metal used by man. Copper was mined and smelted almost as early in Asia Minor and on the island of Cyprus, but the greatest development of the budding copper industry was in Egypt, where specific historical records show that about 10,000 tons of copper metal were produced in the period from 1850-1580 B.C. Contrast this production of 35 tons per year with the present world production of about 7 million tpy. Evolution of the Copper Industry The copper ore mined by the ancients was high grade, and the copper produced was expensive. The copper industry began with narrow high-grade veins, but has evolved to the point where massive earth-moving equipment can be operated in huge, low-grade open pits. Indian pits dug before 3000 B.C. in the Lake Superior district were in ore which averaged 15% Cu. His- torical research done by Arthur Brant has shown that copper cost in the Middle East in 1840 B.C. in terms of 1970 labor dollars was about $25 per lb. The copper mined in northern Europe in 1540 in the time of Georgius Agricola averaged about 8% Cu, and the cost in 1970 labor dollars was about $10 per lb. Average ore grade had dropped to about 6% Cu in 1890, and the cost of copper in the U.S. in 1970 dollars was about 45¢ per lb. Butte, Mont., was a good example of the efficiently operated vein mines of this time. I. INTRODUCTION There is no question that the choice of an appropriate discount rate is a critical element in virtually all business decisions in extractive industries. The standard textbook approach relies on a single overall cost of capital for an entire firm, itself a weighted average of the firm's cost of debt and equity. But a single rate is appropriate only if the commercial risks and financing structures are similar for all projects under consideration. In extractive industries, appropriate discount rates are likely to vary greatly from project to project. Risks of projects differ markedly by mineral, by country in which the project is located, by stage in production, and by position in the project's life. Further, for a variety of institutional reasons, financing structures vary greatly in relation to these same variables and thus the discount rate appropriate to the entire investment and, in particular, to the sponsor's equity investment will vary even more markedly. Failure to select discount rates which reflect these differences can result in extremely distorted decisions. Our interest in this subject results from our ongoing research on alternative ownership and financing structures for large scale extractive ventures in less developed countries where risks to the various participants--the sponsors, the financiers, and the host government--vary dramatically with the different options. Given the magnitude of these differences, a single discount rate for all options is clearly inappropriate. However, there appear to be few guidelines for practicing managers to follow in setting appropriate rates. In this paper, we take a first step in this direction.

Y., to prove its application for this work. It is the purpose of this article to present some of the test results, operational details and advantages of cyclone thickening and classification. The metallurgy of the mill operation was described by Frank R. Milliken, assistant manager of the titanium division.

When dry gas is injected into a reservoir containing a volatile crude oil, a significant amount of the reservoir liquid phase may become vaporized. The resultant rich gas phase, when subsequently produced, con-tributes to tank oil production. This contribution assumes greater importance, the more volatile the oil in-olved. Oil recovery may be sub-stantially greater than that predicted by conventional frontal-drive methods, which do not consider the vaporization equilibrium between the reservoir oil phase and the injected gas. A calculation method has been (developed to account for vaporiza-. tion of the reservoir liquid phase during gas-injectiorz operations, and for the tank oil production which results from this factor. Recovery performance calculations are presented for a reservoir containing a highly volatile oil. Tank oil recovery is calculated to be about twice that predicted by the use of the conven-rional frontal-drive equations. In contrastto usual pressure maintenance performance results, in which the gas-oil ratio rises at an increasing rate after gas breakthrough, the pre-dicated gas-oil ratio rises rapidly to about 12,000 scf/bhl and then rises much less rapidly. During gas inje-tion, most of the reservoir liquid phase contacted is evaporated by the dry injection gar. The gas-oil ratio during this period is dependent upon reservoir pressure. The higher the operating pressure, the lower the gas-oil ratio. The predicted behavior i., in accordance with laboratory PVT tests made to .simulate the vaporization behavior. In addition to recovery performance predictions, results of the calculation procedure include complete wellstrearn composition data of value in the design of gasoline plant facilities often used in con-rrction with gas-injection operations. INTRODUCTION In the cycling of gas-condensate reservoirs, dry gas is injected to maintain reservoir pressure during wet gas production and to thereby eliminate or reduce ultimate loss of liquids due to retrograde condensation within the reservoir. Gas injected into crude oil reservoirs has a dual function. It displaces oil to the producing wells and at the same time serves to partially or fully maintain reservoir pressure. Oil shrinkage which would occur upon pressure reduction is thereby minimized or eliminated. Accepted calculation methods are available'= for predicting recovery performance of either gas-condensate reservoirs or crude oil reservoirs which are being subjected to gas injection. In gas-condensate reservoirs, any retrograde liquid formed does not flow, and it is necessary to account only for the vaporization equilibrium between this liquid and the injected gas. Conversely, in normal crude oil reservoirs, both the oil and gas phases flow, but it has not been considered necessary to account for any vaporization of the reservoir liquid which might occur upon contact with the dry injection gas. Recently, high shrinkage reservoir fluids known as "volatile oils" have been found in increasing amounts. These oils are characterized by tank oil gravities above 4.5" API, solution gas-oil ratios above 1,000 scf/bbl, and reservoir volume factors above two. Special techniques have been devised for predicting depletion performance of reservoirs containing such oils.74.5.1; One of the characteristics of reservoirs producing volatile oils is that the reservoir gas phase carries a significant amount of oil which is recoverable as stock-tank liquid. This unusual vaporization be-havior implies that an appreciable amount of reservoir liquid would be vaporized upon contact of the oil with dry injection gas. In a gas-injection operation, tank oil recovery would he obtained not only through frontal displacement of the reservoir liquid by the injected gas, but also through production of the rich gas phase. This means that not only are improved methods needed to predict recovery of such oils from reservoirs undergoing gas injection, but it would also be expected that high oil recoveries might be obtained by such operations. When relatively dry gas is injected in to a volatile oil reservoir, phase equilibrium between the injected gas and the reservoir oil will tend to bc established. Initially the most volatile components, such as propane, the butanes and the pentanes, will account for most of the material transferred from the oil phase to the gas phase. As the partially stripped oil phase is contacted with additional dry injection gas, the heavier intermediate components, such as the hexanes, the heptanes and the octanes, will gradually transfer to the gas phase in increasing amounts. A list of metals forming ammine complexes is presented. The advantages and disadvantages of the ammonia leach as applied to copper recovery in conjuction with modern liquid ion exchange techniques are compared.

Report of the Secretary GENTLEMEN Herewith are transmitted reports from the Treasurer and of the principal standing committees of the Institute. To these special reports members are referred for details as to the year's work. Despite the unfavorable business conditions obtaining throughout the year, the Institute was able to carry on its various activities without curtailment and without drawing on the surplus accumulated through previous years. In fact, small additions were made to the Life Membership and various other funds. It is highly desirable that such additions should continue to be made, especially to the Life Membership fund, for reasons reported last year. At present, money must be used from current receipts in order to enable the Institute to fulfill its obligations to those who on joining the organization commuted their dues by a single payment. In addition, with the passage of years the number increases of those who have paid dues forty years or more and who, by reason of age or disability, are unable longer to practise their profession. These men have supported the Institute through their active professional life and it would be a pity to lose them as members through resignation or for failure to keep up their dues. In accordance with the By-laws the Board has authority to advance such members, on application, to the Honor Roll of Senior Members and to relieve them from further payment of dues. It has been the policy of the Board to do this liberally, but to keep up this, as well as to meet other obligations, it is necessary for money to be provided. It has been estimated by the Treasurer that nearly $50,000 additional should be placed in the Life Membership fund as soon as possible to meet these obligations without using current income and to that end it is necessary, not only to avoid running behind currently but to earn, if possible, some surplus each year. The small amount transferred to the Life Membership fund from surplus this year was, as a matter of fact, made possible by certain members paying personally bills that were properly chargeable to the Treasury. Such generosity is common among those active in Institute work and probably no year would have closed with a surplus except for it.

Simple methods for estimating the shear strength of rock joints and waste rock are reviewed. For the case of rock joints, the methods are based on a quantitative characterization of the joint roughness and the joint wall strength. Size-effects are found to reduce the peak strength of large joint samples to values below the ultimate or so-called "residual" values measured in the laboratory. Tilt tests and surface profiling on natural size blocks within the jointed rock mass are recommended for obtaining scale-free properties. The joint parameters obtained can be used to model complete strength-displacement-dilation behavior if this level of input is required. Large scale tilt tests can be performed with advantage on both rock joints and waste rock. The behavior of these two materials is surprisingly similar. Both are influenced by the size-effects on the compression strength of the rock, and both have similar log-linear relationships between effective normal stress and the peak drained friction angles. The resulting high values of friction near the toe or close to a slope face in either material can be misleading.

PRACTICALLY all underground work on the Minnesota iron ranges is done by miners working on a so-called contract wage system. This system, while it has certain advantages over the straight day&apos;s pay or company-account method of wage payment, has serious and vital defects. In view of the scarcity and demands of labor, it is important that employers of labor scrutinize their systems of wage payments carefully, not only to save losses and trouble, due to labor disturbances, but also to secure the greatest efficiency of their workmen and reduce their operating costs. It is admitted that an adequate, just, and equitable wage is the prime factor in bringing about these benefits. The wage of labor and its method of application and payment have been, and always will be, the main factors in the unrest and dissatisfaction of labor. Not only does labor want and need an adequate wage, assuming that work is adequately performed, but it wants and is entitled to a just and equitable wage. Labor must have respect for the fairness of the wage and for the fairness of the management in the application of the wage. It is conceded that the Minnesota iron miners are now, and have been, in the main paid adequately, but the inherent defects of the so-called contract system prevent any just or equitable application of this wage to the various units of the labor body. The defects of the contract system, with its obvious inequalities, favoritisms, and injustices, are cancers in the brain of labor. Every thinking miner realizes these defects and knows just what they are; the unthinking do not realize the details of the subject, but each month they are forcibly reminded of these defects through the pay envelope. As practiced on the iron ranges, however, the so-called." contract" system is not a contract and the name is a misnomer. No true contractual obligation exists.

The appraisal of oil wells, now that we have the age-size method of making composite decline curves, and the present worth of successive time units method of valuation, has its greatest remaining uncertainty in the difficulty of extending into the future the price curve and the composite production curve. The point of attack in this paper is the carrying on (or extrapolation) of the production curve. Led by the valuable discovery of Lewis and Beal that the decline curve is nearer the hyperbolic class, y = (x + a)-", than any other form, the current practice is the graphic method. The data are plotted on logarithmic paper and shifted with successive trials until the line becomes straight. This straight line can then be extended into the future. The method was a great help during the period when, for tax purposes, there was need for a quick method even though the errors were large. Now that we seek greater validity in our methods we find the following faults with the current method. 1. Where the shift is great (it exceeds 10 in some cases) the scale cannot be read with the necessary precision so that the resulting data would give a very irregular and inaccurate curve. 2. Where the curve cannot be straightened on logarithmic paper because of sigmoid shape the method has a serious systematic error. We believe the sigmoid curves to be more common than usually supposed, indeed when one considers the number of variable causative factors this is to be expected. We have therefore been seeking a method that is free from these difficulties and yet not so laborious as fitting a curve to the data and the calculation from the formula which, since it involves looking up logarithms, is unduly time-consuming. The method here described has been developed on the basis suggested by Earl Oliver, that the amount of oil produced per month or year for each reduction of production of a barrel of oil per day could be plotted to advantage.
