Taxes are compulsory charges levied by a government for its support. They are usually paid to support the general services provided by government rather than special services (such as safety inspection). The latter are normally supported by user charges often called license fees. Taxes are used by national governments not only to raise money but also as a part of fiscal policy. As such, taxes are used to stimulate or deflate the economy, as an incentive to save or invest, as a means of allocating national resources, and as a means of redistributing income. In our discussion, we will deal only with those facets of the subject that relate specifically to the mineral industry. In doing so we will deal with taxes levied on all industry in a generalized way and only insofar as it affects our industry, but at some length on those portions of the tax system related directly to the mineral industry. It is not our intent to provide a "cookbook" for computing taxes, but rather to present some of the policy issues that bedevil those who must develop our tax policies. MINERAL TAXES The mineral industry is subject to the full range of taxes levied by governments. These include taxes on income, property, and sales, as well as excise and severance taxes. The latter are somewhat similar to a royalty in , that such taxes are levied either ad valorem or per unit of output. Severance taxes most commonly are charged to oil and gas output, although coal, salt, sulfur, and iron ore production also have been taxed in this manner. The major governmental advantage of the severance tax is the administrative ease of collection. On the other hand, it poses an addition to cost independent of profitability. As a consequence, the severance tax can cause premature abandonment if mineral product prices do not rise sufficiently to cover it. Such a rise may not occur if differential tax rates are levied by the various states. Property taxes normally are levied on all property owners, including mineral owners. The major difficulties in this kind of tax, in so far as mining is concerned, are erratic valuation coupled to the inherent problems involved in assessing a property where the extent and richness is chiefly unknown. The impact of these taxes, including state income taxes, is reduced somewhat, as they are usually deductible from gross income as a business expense with a consequent lowering of national income taxes. THE Anaconda company has never indulged in any employee activities at Butte which might be termed paternalistic, but it has exerted a vast amount of effort in care of its employees during working hours. The reason for this policy is not lack of interest or that the company does not feel the effect of employees' activities while they are "off the job"; it is that the company and the city of Butte have grown up together and each has been adequate in its own sphere, the company in providing employment at the highest possible wage and the city in providing housing, sanitation, commercial services, medical services, schools, churches, amusements and entertainments. The one exception to this independence between the company and the community is the Butte Water Co., which is a wholly owned subsidiary of the Anaconda Copper Mining Co. Mention of this relationship is made here because the water supply of such a city as Butte is one of the principal factors in determining the health of the people. Very early in the development of the Anaconda company an adequate and dependable water supply for the operations became necessary, therefore the company took over this important community function. So well has this activity worked out that during the whole period of time covered, in which the company has expanded to become practically the sole mine operator and the community has grown from a small mining camp to the status of a modern city, there has been no shortage of water or any outbreak of water-borne, epidemic disease. CONDITIONS LEADING TO ORGANIZED SAFETY EFFORT A brief sketch of conditions in Butte prior to 1912 is necessary to an understanding of the reasons for placing accident prevention on an organized basis. As early as the year 1884 there were a large number of small independent mining operations depending principally upon the production of silver, although even then copper was becoming prominent in the value of total production for the district. The Butte camp was then just emerging from the log cabin stage to that of a modern city.

The art of crushing ores and other materials by means of rolls is a comparatively recent one. While the first record of rolls using iron crushing-surfaces dates hack to the year 1806, when they were employed in Cornwall, their principal developmcnt has taken place during the past 30 years. To Stephen R. Erom belongs the credit of the pioneer in introducing the belted high-speed roll, which has had its origin and a marked development in this country. His notable contrib'ution to the art was in the use of a single bed-plate or frame supporting the roll-shafts, and to which levers holding the mova, ble roll-bearings were pivoted. He also made use of steel tension-rods to support the crushing-strains, and of hammered-steel tires for the crushing-surfaces. These changes brought the design of crushing-rolls to a high level. Following closely thereon, about 1885, W. R. Eckart conceived the idea of the swivel or ball-and-socket support for the roll-shaft bearings. This is an excellent mechanical conception, especially for bearings held against a spring pressure, and while it may not be necessary for all types of rolls, yet it has been quite generally adopted by other roll-designers, and illustrates the refinement which roll-construction has now reached. Other engineers, as, for example, Argall, Vezin, Roger, and Sturtevant, to mention only a few among many, have also given the closest attention to the various details of rolls, such as the frame, springe, bearings, and shafts, and have developed many novel and original designs. There is a tendency on the part of practical foundrymen to accept with reluctance the results of tests on sands, binders, and such materials made in the chemical laboratory alone. They feel that such tests frequently emphasize and measure properties that are of minor importance and fail to take account of characteristics that are important in determining the value of the material in actual practice. Experience seems to indicate that the most thorough and conclusive test for any new foundry material is an actual run in the foundry alongside of a standard material of known value. Such a test, however, involves certain difficulties and necessitates certain precautions. It is not always easy to obtain a fail trial for a new material. We all have certain prejuclices, which unconsciously affect our judgment to a marked degree. A practical test frequently involves so many workmen, each of whom reacts in a different manner to the test, that the personal equation becomes very complex and the true results of the test are obscured. There are times, too, when a thorough experimental trial of a material would interfere too much with the. rush of work in a department or would hazard the quality of the product to such an extent as to make it inadvisable. Under such conditions a laboratory test is advisable before the material is sent into the foundry. These tests should be made as practical as possible and so closely related to foundry practice as to give a true index to the value of a product for the purpose desired. Core sands and molding sands are as numerous "as the sands of the sea" and valy as much in quality. Old sources of supply are continually failing and new ones must be opened, so that we must continually search for new and better grades of sand. During the past year, the Ohio Brass Co. has developed tests for sands, cores, and binders which bear a close relation to the particular use to which these materials are put in the foundry and which arc fairly indicative of their value. While the tests thus far have been confined to cores and core sands, it is expected that tests for molding sand will bc developed in the future.

For at least a decade, the energy crisis was accurately predicted by a small number of industry people who were ignored until last year, when they suddenly found themselves accused for their "lack of planning" and "greed." With the worsening shortage of natural gas and oil, the current scramble is for alternate energy sources-which means: a big rush into coal and uranium mining. (Some big plans are also on the drawing boards regarding geothermal steam, oil shale, tar sands, and even solar energy. But developing such new industries from scratch would be difficult enough even in a healthy economic climate-which is not exactly what the country currently enjoys.)

In contrast to international trade in lead, a much larger percentage of zinc shipped from one country to another is shipped in concentrate form. In 1952 international commerce in zinc concentrates accounted for 37 pct of world zinc mine production, and of the total zinc which traveled from one country to another, slightly more than 65 pct was in concentrates. The comparable figures for lead, given in Part VI, were 16 and 27 pct. Of the zinc mined in the world in 1952, 56.6 pct entered international trade; the analogous figure for lead was 57.4. This similarity in proportion of production traded is paralleled by a similarity in sources of exports. The three leading exporters of zinc in all forms in 1952 were Canada, Mexico, and Australia, in that order; the three largest exporters of lead were Mexico, Australia, and Canada. In contrast to the 86 pct theoretical maximum in lead concentrates, the maximum for zinc concentrate is only 67 pct. On this basis alone, it would be reasonable to expect that more zinc would be traded as zinc metal than lead as lead metal. Actually, the reverse is true. Less than 28 pct of the lead in international commerce moves as lead in concentrates, while 65 pct of the zinc so traded is as concentrates. Mexico, a country which has attempted to retain as much metal processing activity as possible within its own borders, has negligible exports of lead in concentrates.

THE copper industry in the Province of Katanga, in the Belgian Congo, which is now controlled and operated by the Union Minere du Haut Katanga, had its inception many years ago in the vision of a Scotsman, Robert Williams, now Sir Robert Williams, Baronet. He it was who personally negotiated the mineral concession with King Leopold of Belgium, sent in the prospecting parties who located most of the present mines of the company, later arranged for the Belgian participation from which the present company was formed, and has been its active mentor ever since. The idea back of his efforts was the establishment of an industry on the Congo-Zambezi divide, of sufficient importance to draw up to it the head of the Cape to Cairo Railroad, the dream of Sir Cecil Rhodes, and the consummation of which he had left as a legacy to Mr. Williams, his successor. The reports of the prospecting expeditions showed that copper in profitable quantity was there, but many difficulties lay in the way of the establishment of the infant industry. The isolated location of the mines, various tribal wars, the Boer War, and many other factors contributed to making progress very slow. However, in spite of these difficulties the railroad was finally built and a blast-furnace plant erected at Lubumbashi, near Elisabethville, the capital of the Province. Operations of this plant were started in 1911, treating high-grade oxidized ores and producing pig copper by a reducing smelting. Production has been continuous since that time and the company has grown so that at present it ranks as the largest individual copper producer in the industry. It is a fitting monument to the foresight, optimism and driving force of its founder, and the progressive policies of his Belgian colleagues. In January, 1914, the Union Miniere du Haut Katanga engaged as its consulting engineer, Archer E. Wheeler, metallurgical engineer, at that time general superintendent of the Great Falls plant of the Anaconda Copper Mining Co. Mr. Wheeler was commissioned by the Board of Directors to proceed into Katanga, and make all necessary investigations to enable him to report on a comprehensive development program, and to recommend a scheme of treatment particularly for their low grade

OF the new alloys achieving commercial prominence during the year, an aluminum-silicon magnesium casting alloy, which is similar in many respects to the 4 per cent copper alloy, developed about 1921, which has attained such a wide field of service, may be mentioned. The new alloy, like the old, is a heat-treatable type and develops about the same physical properties. The alloy casts easily and is relatively insensitive to high pouring temperatures. Its ability to produce substantially leak- proof castings is noteworthy. A second casting alloy development is the new Aluminum Co. of America No. 132, "Lo-Ex" piston alloy, a result of nearly eight years of research. The alloy contains about 14 per cent silicon and varying amounts of nickel, copper, and magnesium. It exhibits a low coefficient of expansion and thus permits small piston clearances. Its lower specific gravity is a further advantage.

The presence of calcium and magnesium ions in iron ore pulps that are upgraded by selective desliming can result in indiscriminate flocculation of both iron oxide and siliceous gangue slimes. The removal of these alkaline earth cations in pulp solutions by chemical precipitation was ineffective as a means of deflocculation of quartz. It was shown by using various techniques (electron micrographs, abstraction, and streaming potential measurements, and cationic flotation tests) that heterocoagulation between the precipitates [Mg(OH)2, hydroxyapatite, and CaCO3] and quartz particles was the reason behind that observation. In addition, the precipitates adversely affected the recovery of quartz by cationic flotation, due to slime coating, a case of heterocoagulation. Magnesium hydroxide produced a uniform layer of coating across the quartz surface, while hydroxyapatite and calcite produced discrete, localized deposits dotting the surface.

INTRODUCTION by E. D. HUMMER An efficient refuse-disposal system is a necessary part of the modem cleaning plant. The large-scale refuse system and disposal area, engineered for the lifetime of the plant, has become more important due to the greater tonnages of refuse produced from increased quantities of mechanically mined and prepared coal. Laws and increased government regulations have affected the design and operation of disposal systems. THE EFFECT OF MINE AND PLANT OPERATION Refuse disposal starts at the mining face. The mining system, the type of roof support, the machinery used, and the degree of discipline at the face contributes to the amount and type of refuse that must be removed through the disposal system. Economies gained through modification of the mining system or mining machinery may be partially offset by increased dilution of the mined coal with impurities from associated rock formations. In some cases the change in the mining system and equipment has reduced the dilution. In all cases the ratio of impurities that must be removed from the raw-coal feed to the plant not only affects the maintenance and operating costs of the plant, but greatly affects the design of the refuse disposal system. The design of a mine and plant should include the location and the estimated capacity of the disposal areas for the life of the property or plant. Complete evaluation of the disposal system and an estimate of its annual cost of operation over the life of the property or plant should be incorporated in the plant and mine evaluation. Plant design should be as simple as possible, consistent with the efficient production of clean coal. Material transfer points, crushing, screening and pumping operations should be kept to a minimum to reduce degradation and the subsequent increased difficulty and cost of refuse removal. The maintenance of good process control by operating management will result in a minimum of misplaced material in both refuse and clean coal. Reduction of misplaced float material in the plant refuse is an important factor in preventing combustion in the refuse storage pile. THE REFUSE DISPOSAL AREA Combustion in refuse piles occurs when air enters the pile in sufficient quantity to support oxidation. At certain rates of air in-filtration, the heat produced by the oxidation process is not dissipated and temperature rises.

ALTHOUGH the exclusion of foreigners and private owners from participation in the development of the. Russian oil fields prevents first-hand information being obtained, both official and private news indicate a growing appreciation of the value of the country's oil resources. Notwithstanding the suppression of that initiative and energy which only ambition can adequately stimulate, the industry is progressing and exports of products are assuming an importance that cannot be disregarded as an economic factor in the world's oil business. The following notes and observations must be regarded mainly as the views of one who has closely followed the fortunes of Russian oil, when considering the changes that have taken place in geological knowledge and oil-field technique, which have so profoundly modified oil-fields methods. Russia is fortunate in having retained the services of. a few scientists and technologists whose devotion to science has superseded their personal inclinations, and to these few men must be attributed the slow, but nevertheless striking, progress that has been made. The productive oil fields of Russia are centered around the Caspian Sea which, with its connected river system, constitutes such an ideal means of internal distribution for products. From the group of oilfields of which the. city of Baku forms a center, oil is pumped to Black-town, a suburb of Baku, where all the refineries are situated. The next important group of oil fields is located in the Terek district near Grosny, where refineries are erected and the products are piped or carried by tank cars to Petrovsk for the internal Russian market, or sent to the Black Sea by rail. A third oil field is spread over the province of Uralsk, north of the Caspian, Sea, the main port of outlet being Gourief, at the mouth of the River Ural. In Trans-Caspia there are two oil-field centers, one near Krasnovodsk on Chelekan Island, and one in Central Asia at Ferghana. The product of the former fields is transported to Baku for treatment, while the output of the Turkestan field is refined and consumed locally, mainly by the railway.

SOME mixtures of sulphide and oxide ores from the Tintic district in Utah are of a sufficiently good grade to be shipped to the smelter without beneficiation. In mining this type of ore, however, a material tonnage of ore of a similar composition but of lower grade is obtained. It is a question of economics whether such ore should be shipped with a certainty of a small return or concentrated if that would yield a sufficiently increased return to amortize plant construction and upkeep and yield a higher rate of profit than at present. It may be assumed that the tonnage of this borderline ore is constantly increasing and that eventually it will attain such proportions as to justify plans for milling on a relatively large scale. Under existing conditions, the producer of mixed sulphide and oxide ores is not greatly concerned about the physical characteristics of his ore or of its mineralogical complexities, since his contract with the smelter calls for payment on the basis of chemical analysis. When concentration is contemplated an entirely different picture is presented. Percentages of valuable metal content must then be considered in terms of minerals, for it is in the form of minerals that recoveries are made and losses sustained. In describing the performance of a given flotation mill and reagent combination, it may be stated as a generality that a specific percentage recovery of valuable elements is made. Technically, however, the concentrator is really constructed and the reagents are selected to recover the valuable minerals. These considerations must be given prominence in discussing border- line ores from the Tintic district because of their physical characteristics and mineralogical composition. Because of these peculiarities they may be justly termed complex, since their lead, silver, and copper contents are each represented by two or more minerals of different chemical composition and presenting widely divergent physical properties. In 1846 a bill was pending in Congress to reduce, or eliminate, the tariff on coal; the debate caused the same writer to visit the mines on the north side of the James River and to write a letter about them to the same paper.' Omitting the political arguments, his account follows: "July 13, 1846. "Early in the morning we rose, washed, combed, and ate a first-rate breakfast, and then went to the Tuckahoe, mined by Messrs. Sneed and Dietrock. Coal was first discovered here sixty years ago, and mined by Colonel Thomas Randolph, the proprietor of the land. They were worked by him for his smith-shops. Since which time they have been worked periodically, up to the war of 1812, when they were abandoned; and recommenced in 1837 under the management of Dr. W. T.- Scott. Subsequently a Company was formed called Tuckahoe Coal Mining Company, which purchased the whole track at a cost of $30,000. They commenced the sinking of a shaft and went as far as 412 feet, and then pitched the fat all into the fire by hauling off altogether in despair. In 1843 Major Sneed went to work at it, and succeeded. I may here remark that Major Sneed has been the pioneer in this business on the North side of the River, and has sunk more shafts than any other man who has pursued this vocation in Eastern Virginia. The difficulties and expense in sinking these shafts are sometimes immense. The coal on the outcrop or surface is not always a guide to where it may be found imbedded many hundred feet under earth and rock. "The Tuckahoe Pits are on the Eastern end of the coal field, within twelve hundred yards of the Canal, and about twelve miles from Richmond. They employ fifty hands and raise some three hundred thousand bushels of coal per year. It is highly bituminous and excellent for the manufacture of iron. The Tredegar and Belle Isle Rolling Mills are supplied with it. It must be good and of the right kind', or they would not use it. These pits are the only. ones on this side troubled-with gas-of course ventillation is necessary. There is not as much water in this Pit as I have found generally in many others, although they have extended their operations to a considerable distance under ground. I have observed in examining the coal mines, that, where they are sunk over four or five hundred feet, they are annoyed by gas, and where there is a less depth they are troubled with water. It is evident, therefore, that water, in the region of these coal fields, does not run through the earth to any extent, even five hundred feet deep, and the farther you go below that the greater the increase of gas. "We next visited William Cottrell's Pits, situated one mile and a half north of this. He employs some thirty hands, and raises from 4 to 500 bushels per day. "T. & R. Crouch's Pits are one hundred yards north of Cottrell's. This firm employ from 80 to 90 hands, and raise from 8 to 900 bushels per day. They are now

This paper is a theoretical analysis of fingering of water and coning of water and gas in homogeneous sand. Investigation of this idealized case illustrates the relative magnitude of the factors involved in actual conditions. The body of the report presents equations, example calculations, and charts that facilitate solution of such problems. Derivation of the equations introduced in this paper and a discussion of previously published equations are included in the appendix. Introduction Production of water from oil wells as a result of the pressure gradients established by flow of fluids through oil-~roducing sands is a common occurrence, which influences the cost of oil production, the degree of depletion and the efficiency of expulsion of oil from naturally occurring reservoirs. Control of water production and encroachment are important both in primary and secondary phases of of exploitation in order to produce oil and gas at lowest cost and in order to achieve the greatest ultimate recovery of the oil in the reservoir. Although many actual oil reservoirs present a multitude of variables that influence fingering and coning of water and gas, an inspection of the relationship and magnitude of the forces involved in the case of a homogeneous sand may indicate satisfactory methods of controlling water production. Application of equations relating the variables may indicate the geometric type of drainage that exists in a particular reservoir or in the vicinity of a particular well. A homogeneous sand body is assumed within the portion of the reservoir influenced by the well. Two geometric types of drainage are considered theoretically. The first is water fingering into an oil sand that is relatively thin compared with the lateral extent of the sand. This sand may represent the entire oil-producing reservoir or it may represent one interval in an oil reservoir, which is separated from other producing intervals by competent lithologic barriers to flow of fluids. For the condition of complete penetration of a well in such a sand body, it may be assumed that no flow occurs across bedding planes. A mathematical relation is developed between the limit of approach of a water finger to the well without being drawn into the well and the corresponding operating pressure drawdown. The second condition considered is that of water or gas entry into an oil well as the result of coning through bedding planes. The theory and graphical solution developed by Muskat' for the limit of approach of a water or gas cone to a well, without its entry into the well, related to the corresponding maximum pressure drawdown, is reviewed and amplified, Charts are presented, which facilitate graphical solution of the problem. A method is presented for the extension of this type of graphical solution to the case where gas and water coning occurs simultaneously~

The notched-bar impact test has proved worth while in certain applications as a test for control of the quality or the heat-treatment of steel. In view of the serious thought that even so simple a test as the tensile test has evoked during the past years, it is not surprising that the notched-bar impact test should have inspired much experimental work. The correlation of the great number of data has not been successful, although steady progress has been made toward a better understanding of this test. Progress has been made, especially, in the isolation of the effects of the many variables that control the results. The stress system imposed on a specimen with a notch is so complicated and unpredictable that no simple evaluation of the test has been possible. Because of this uncertainty, many engineers hesitate to use the notched-bar impact test, and this attitude may well continue until a better understanding of the effects of the variables in the test are available. Without doubt, any additional data that may be presented should be accompanied by as complete a description of the - details of test as possible, so that it may be added to the general fund of information that is to serve as the basis for the theory of the notched-bar impact test. The many factors that may control the test results have been pointed out repeatedly. The importance of the effect of the type and dimensions of the specimen has been recognized. Most of the work reported by American investigators has been limited to small-size (Charpy) specimens tested as a simple beam; two types of notches (Fig. I) have been commonly used. Considerable data have also been presented by many investigators using a small specimen tested as a cantilever beam; this commonly being called the Izod test. Here, however, a shear component of stress makes the stress system even more complex than that present in the simple beam type of test, hence a critical analysis is difficult.
