Reliable and detailed statistical data available for Kentucky, Ohio and West Virginia are the most meager and unsatisfactory of any of the producing states. Detailed histories and statistics are available for only a few pools. The antiquity of these pools, loose nomenclature, particularly where several names are applied to the same pool or various parts of the pool or a new namsed when the pool was rediscovered, made the collection of accurat historical and statistical data almost impossible. So many of the data reported are unreliable that a breakdown by pools or even by counties, until more accurate information is available, would lead to gross errors. Rather than perpetuate inaccuracies, we have endeavored to go to original sources wherever possible, sift these and provide data that may serve as an incentive and basis for future work. The necessity for accurate information is thoroughly recognized by the operators, particularly because of the effect of recent government regulations and request? for data in connection with the preparation of the various codes a pending legislation. Producers, both major operating companies and individuals, . freely given their time and assistance in the compilation of these data. Valuable information was obtained from tax records, rate cases, statistics published by the oil and gas publications and the Bureau of Mines. So many individuals cooperated in the preparation of these data that individual credit cannot be given. Undoubtedly many errors will be found. Some of the data are open to controversy, and many have been omitted in the hope that new information of a more reliable character may become available. Other omissions are due to an inability to contact the proper individuals, many of whom are no longer connected with this industry. Pennsylvania grade crude sold in 1933 for the lowest price since 1895. Gas production could not find sufficient new markets to fill the void left by industrial stagnation. In the gas industry, where the market price is fixed by contract, uncertainty persisted because of impending legislative action affecting both taxes and utility rates. Different forms of optical pyrometers are discussed and the advantages and disadvantages of the different types for measuring high temperatures are pointed out. These advantages and disadvantages lead to the selection of the disappearing-filament type of optical pyrometer for most work. Attention is directed to the necessity for the use of a monochromatic screen with a pyrometer, which leads to a discussion of the meaning and use of the effective wave length of the screen. Methods of calibrating the optical pyrometer are outlined and it is shown that an optical pyrometer can be calibrated just as definitely as any other temperature-measuring device. Accuracy tests are included, in which it is shown that excellent results can be obtained by even untrained or slightly trained observers with this form of optical pyrometer. The various corrections that are necessary in this kind of work are indicated, including corrections for stray light, for absorption of windows, of smoke, and so forth. The troublesome problem of measuring the temperature of bodies that do not radiate like a black body is discussed and the corrections for reducing such readings to the true temperature are given for a number of different materials. The world experience shows that the tremendous potentialities of the computers and other technical means in improving management efficiency are not fully utilized. One of the causes is the tendency to solve the problems of management automation divorced from the management methods and schemes which demand continuous improvement in view of the steady progress of the social production. It may be safely affirmed that making decisions on management improvement divorced from management schemes or on both divorced from management automation problems cannot lead to success. The grave and sometimes unsuperable difficulties encountered in management automation arise from copying traditional management methods and schemes without solving the problems which exist both in management and automation fields. The system solution of management problems has unquestionable advantages and is not proposed for discussion. What is proposed to discuss is the difficulties emerging in developing a methodology of the system approach to management improvement and automation. Though aware of the fact that the questions proposed for discussion are not new, we think it advisable to briefly review them, first because they fall in the "chronically unsolvable" category, and, secondly, as it will enable us to illustrate the method of solving them in the framework of the proposed system approach.

Although the process to which I refer in this paper has been in successful operation for nearly five years, during which time it has been introduced, superseding all other processes having in view the same end, in almost every lead refinery in the country, no description of it, giving economical data, has ever appeared in print, nor has the process been known in its details to any considerable number of engineers beside those conducting it at their works. A discussion of this subject at the present time becomes especially interesting in view of a late publication in the Prussian ministerial organ for Mining and Metallurgy, by Dr. Wedding, in which the method of treating the zinc-silver-lead alloy by distillation, as finally settled upon at Tarnowitz, is very minutely and fully described. It is the more interesting, because in that article reference is made to the American method in an unfavorable light, while, at the same time, it is clear from the article itself, that the most important details of the process, besides the one that it is conducted in black-lead retorts, mere not at all understood. In publishing herewith the details of our American method, one of my objects is to invite comparisons between our simple and direct process and the elaborate one at Tarnowitz. Pondering the action of a ball mill employed to carry on comminution from the product of fine crushing to the point where flotation, cyanidation or other concentrating methods are applicable, one wonders where this machine had its origin. When Henry Wadsworth Longfellow reiterated the observation of that older poet Von Logau, and wrote "Tho' the mills of God grind slowly, yet they grind exceeding small," he probably visualized the type of mill that was employed in medieval times for the production of flour, and can therefore not be considered as having gained admittance to the fraternity of millmen, on behalf of either poet. He does, however, make it quite clear that the efficiency of even these Mills of Destiny was low, and to that extent voices a characteristic of fine-grinding equipment that has been the bugbear of all metallurgical engineers. Principle of Ball Mill The principle of the ball mill probably is traceable to the action along the coast line of oceans or lakes, or in the mountain streams. Wave action on rocks and pebbles, close to the shore line, gives the potential energy to the grinding media, which, in their rolling and tossing, break down the sands, and the resultant "pulp" carried out from the shore is classified and settles out in sizes ranging downward to extremely he mesh. Surely, these are the real mills of God. If we allow our minds to dwell on the total tonnage that has been handled in this way, adding to the sands and clays at present in existence those enormous tonnages of metamorphosed sedimentaries we sense the vast quantity of rock that has been so reduced. Is it not likely, therefore, that the answer to the beginnings of pebble milling, and eventually ball milling, came through the perception of this natural mill by one of our engineering forebears? Methods of Grinding The relatively low return of mechanical input to a ball mill, in terms of useful work accomplished, has always intrigued me immensely. The potential energy absorbed by a ball raised to a high point in its path is apparently released with a very small return in useful work. Is the ball mill the most desirable means of he grinding, or is there some other method through which we can recover a reasonable amount of the energy input in terms of useful work? Some years ago, on his retirement, H. W. Hardinge was questioned as to his thoughts on the trend of fine-grinding equipment. As I recall, his prophecy at that time was that the most likely field for improvement in grinding media would be toward a charge of flat disks with some mechanical scheme to cause them to slide over each other. Undoubtedly, Mr. Hardinge went through the usual experience of the muller and bucking board, the customary introduction of the budding millman to his calling. The two mining districts of Pachuca and Real del Monte, well known for their antiquity and the extraordinary richness of their veins, are situated, 3 miles apart, only 62 miles north of the City of Mexico—the first being on the western, and the second on the eastern slope of the Pachuca range of mountains which bounds the great valley of Mexico. Close to the celebrated mining region of Pachuca is located the city of the same name, capital of the State of Hidalgo, at 2460 meters above sea-level and 20° 07' 35" North latitude, with 35,000 inhabitants, the majority of whom work in the mines; the remainder being Government employees, merchants, and a small number engaged in less important industries. The city extends along both sides of the canada which carries the waters of the river called "Avenidas de Pachuca," the banks of which are united by four bridges at regular intervals. The attention of the traveler approaching the city is first attracted by the appearance of the mountains, barren of vegetation, bounding the city with rocky cliffs and steep declivities, the grades of which serve as foundations to the irregular and varied groups of houses. Above these are the dumps, and, close by them, the mouths of the shafts, covered with conical tile roofs. The smoke of the chimneys, the noise of the mills and the appearance of some of the constructions reveal at first glance the industrial character of the place. At the left of the entrance to the canada, the mountain of San Cristobal, celebrated for the famous vein of Xacal, one of the richest and earliest exploited in the district, rises 450 meters above the city.

As the title indicates, this paper treats of the degree of liberation of minerals after grinding. To obtain the supporting data a "tool" not commonly used by metallurgists has been employed. It is the "heavy solution." The advantages gained through its use are shown. Actual ores were employed in order to make the study concrete. The selection was somewhat incidental and happened to embrace the red iron ores of Alabama. So, any reader interested in these ores will find some of their properties described. The red ores constituted the material examined and a somewhat new adaptation of heavy solutions was the tool of examination. If either the ores or the tool interest the reader these notes may be of some value. The writer's chief interest was in the rate of liberation of locked grains. Ores are generally ground preparatory to concentration and as long as the concentrators make suitable products the effectiveness of the grinding is likely to be unquestioned. But when suitable products are difficult to make, an investigation becomes imperative. In such a case a dissection of the ore might be made to find the cause of the trouble. Such a condition of unsuitable products exists in the low-grade red iron ores of Alabama. They are difficult to concentrate. To be sure it might be said that the concentration of iron ores is a new thing and that the ore-dressing methods are undeveloped, but a glance at the industry reveals an abundance of methods and devices for almost all imaginable conditions. Concentrating machinery has not taken a part in this investigation; the use of it would have been only machinery testing, and should never precede the ore testing which consists of such methods as herein outlined. When the properties of the ores have been gleaned the machinery may be used more effectively.

The fundamental problem in rock mechanics is accounting for the discontinuous and anisotropic nature of the jointed rock mass. It is this problem that makes rock mechanics distinct from the mechanics of steel, glass, or concrete. Existing mathematical models explain much of the behavior of rock cores in the laboratory but, in civil engineering at least, the rocks that matter are the ones that are already broken. On the other hand, the basically descriptive methods now used in engineering geology do not lend themselves easily to mathematical analysis. A set of indices of geological properties related to the strength and deformation characteristics of jointed rock is needed. Like the index properties used in soil mechanics these will probably not have precise mathematical meaning, but once correlations are established with large scale tests they can form a basis for the transfer of test results, obtained in one area under one set of conditions, to the prediction of rock behavior in another area under another set of conditions. Indices of rock properties are even more important in rock mechanics than in soil mechanics as the cost of testing is much higher. To be useful, these indices must be easily and quickly measured and give reproducible results when measurements are made by different people. In this paper the word "joint" means all naturally occurring rock fractures with less than 3 in. of clay or other soft coating material. IN common with others, the zinc industry found itself after the war largely over-capitalized, a condi-tion which still exists notwithstanding that Tri-State production has doubled since prewar days. This is partly due to the abnormal war demands and partly because of the war impetus given to research, a stim-ulus that because of its success has persisted (and probably will persist) constantly since then. Improved practice and metallurgy resulting from research are today responsible for an increased pro-duction in the Tri-State district of 15 per cent over the practice of five years ago, and the giant strides in this respect in the western states together with the more moderate advance in the Tri-State district has thrown out of equilibrium the more or less balanced production of before the war and production has con-sequently gained on consumption, a condition resulting in rapidly narrowing profits in the Tri-State field, where the present average cost is actually greater than the price received for our product. Despite this condition, no thinking person will de-plore the cause or means used to achieve a greater production and, as this progress is merely the economic application of intelligent thought, it follows that equal effort and thought may be expected to produce the remedy. It has been suggested that the practical application of research has resulted in less need for man-power and consequently in the lessening of employment to common labor and to engineers. I cannot think that such is the case although personally I have received more ap-plications for employment during the last two years than ever before. But when one considers the strides production of all commodities has taken, it is difficult to reconcile this immense development with the possible increase in pop-ulation especially in view of our stringent immigration laws. Whether or not improved industrial methods are responsible for the lessening of employment the ques-tion as to the wisdom of such improvement is hardly debatable. While the Tri-State district of Oklahoma, Kansas and Missouri continues to be the leading factor in the zinc¬mining industry, gradually lowering prices during 1925 and 1926 and a. decided drop during 1927, have de-creased its production almost 20 per cent, this tonnage having largely been replaced by western concentrates.

At the time that converting or bessemerizing of copper matte first began to be practiced by the smelters in the copper industry, converters were lined by tamping the flux, usually siliceous ore, into the steel shell. About 1910, practice in several plants had demonstrated the superiority of a basic lining of nonfluxing material and the addition of flux through the mouth of the converter. Adoption of the new method by nearly the entire industry followed. Basic linings are made of refractory "magnesite" brick manufactured, usually, from imported dead-burned magnesite. Either the linings are laid up in the shell dry or the bricks arc bonded with some mortar dictated by the preference of the user. Foreign, usually Austrian, magnesite was the main source of supply for these bricks, although there were domestic sources, but it was not until costs began to rise a few years after the first use of basic linings that these domestic sources were investigated to any great extent. Exigencies created by the World War necessitated the use of the domestic magnesite during this period, but the brick manufacturers reverted to the use of the foreign product after the war, because the impurities therein made a brick with a better fire bond than the purer domestic magnesite. Therefore the domestic product became available at a favorable price for any metallurgical process that permitted its use. The United Verde converting practice using magnesite linings has resulted in a high consumption of magnesite because of the zinc content of the low-grade matte. It was realized that the cost of these linings represented a large portion of the cost of converting, and an investigation was started to find means by which these costs might be lowered. In the neighboring state of California rather pure magnesite was being mined and treated for the market. The product, however, was purposely made to simulate the dead-burned grain magnesite product from foreign sources by the addition of fluxing impurities before burning. It was learned that this dead-burned California grain magnesite could be laid down in Arizona at a price one-third that of the same tonnage of "magnesite" brick manufactured from foreign magnesite. MANY producers have held that the only workable quicksilver ore is easily recognized by its .cinnabar content. In most cases this is true. A noticeable exception is a. particular opalite deposit where part of the ore now being mined in considerable quantity shows only the yellow mineral, calomel, or its alteration products. This mineral, on exposure to the sunlight, quickly becomes coated with gray or black layers that may be removed by scraping to reveal the yellow mineral beneath. The blackening of this mercuric chloride on exposure to sunlight shows reaction to form metallic mercury, which is usually plainly present in this class of ore.

The rock-salt deposit of Petite Anse, in Louisiana, has been known for many years. A description of it, with an account of the method pursued in its exploitation, was contributed in 1888 to the Transactions of the Institute* by Mr. Richard A. Pomeroy. But this locality does not by any means comprise the whole of the resources of the State in rock-salt. A few months ago the writer published a general account + - of all the Louisiana localities now known, together with particulars concerning their technical and commercial development. In view of the fact that active enterprises in this line have increased in number, and promise to constitute an important, if not controlling, factor in the supply of salt for the immense demand of the United States (including, as it does, the consumption of this mineral as a raw material in chemical manufactures), the present paper has been prepared. While it necessarily contains much of the substance of the article above mentioned, it is accompanied with illustrations and details not heretofore published. Moreover, the former article is out of print, the publishers having no copies left of the number of their journal in which it appeared, and the writer is therefore warranted in the belief that a paper placing the essential facts on record in a form more permanently accessible to mining engineers will be acceptable to the members of the Institute.

TAX TREATMENT OF EXPLORATION AND DEVELOPMENT EXPENSES Exploration Expenditures General Principles. Exploration expenditures are expenses incurred within the United States or the Outer Continental Shelf for the purpose of ascertaining the existence, location, extent or quality of any deposit of ore or other mineral. Section 617 of the Internal Revenue Code permits a taxpayer to elect to deduct these expenditures currently. In default of election, exploration expenditures must be capitalized and included in the basis of the mineral property for purposes of determining cost depletion. Entitlement to Deduction. In order to qualify for current deduction, exploration expenditures must be incurred prior to the commencement of the development stage, i.e., when mineral deposits are shown to exist in sufficient quantity and quality to reasonably justify commercial exploitation. Generally, expenditures for geological and geophysical investigations, reconnaissance, surveying, testpitting, trenching, drilling, driving of exploration tunnels and adits and similar types of work constitute exploration expenditures if incurred prior to the commencement of development. However, expenditures to further delineate the extent and location of an existing commercially marketable deposit are not exploration expenditures. Exploration expenditures may be incurred from within a producing mine to ascertain the existence of what appears to be a different ore deposit. Expenditures for property which is subject to an allowance for depreciation are not deductible under §617. However, depreciation properly allowable on assets used in exploration is an exploration expenditure. Election to Deduct Exploration Expenditures. The election to deduct exploration expenditures is made by deducting these expenditures in the return for the first taxable year for which such treatment is desired. The election applies to all properties of the taxpayer. Once the election is made all exploration expenditures, in the year of election and thereafter, must be deducted, unless the election is revoked with the prior consent of the Commissioner. The Tax Equity and Fiscal Responsibility Act of 1982 (TEFRA) made substantial changes in the treatment of exploration expenditures. For exploration expenses incurred after 1982 and before 1984 by a corporation, the amount currently deductible is limited to 85% of the expenditure. The remaining 15% must be capitalized and recovered over a five-year period. Although exploration costs capitalized under this provision are not part of the basis of the property for cost depletion purposes, investment credit may be claimed with respect to these expenditures. Further changes have been added by the Tax Reform Act of 1984 with respect to expenditures made after 1984. The Act reduces the amount of otherwise currently deductible costs from 85% to 80%. Additionally, it limits the availability of the investment credit for capitalized mineral exploration costs to deposits located in the United States. TEFRA also allows individuals a special method of recovery under which exploration expenditures may, at the election of the taxpayer, be amortized ratably over a 10-year period beginning with the year in which the costs are paid or incurred. If taxpayer does not use this method, the excess of the exploration expenditures actually deducted over the amount that would have been deducted if 10 year amortization had been elected is an item of tax preference subject to the alternative minimum tax.

THE rapid advance, during recent years, in the manufacture of articles that have been in common use for generations and the development of new materials entering into appliances and devices unheard of fifty years ago, have created a demand for some of the more common non-metallic minerals. To supply this demand there has quietly developed a branch of the mining industry of which little is known by most mining engineers the mineral-filler industry. In this paper, and generally in the trade, the term mineral filler is applied to a mineral used, in its natural state after mechanical preparation only (such as. grinding, milling and washing), without undergoing any chemical change and without exerting any chemical action on the substance with which it is incorporated. The consumption of mineral fillers is confined chiefly to large manufacturing centers in the eastern and northern states. Where available, materials originating near the place of consumption are used, as most fillers bring a comparatively low price and, frequently, the freight may equal the cost of the finished filler at the mine. The southern states have abundant deposits of non-metallic minerals suitable for fillers, which supply the manufacturing industries in adjacent states. Many of these deposits are equal to, or superior, in quality to those mined in the north, but they can not compete with them because of the freight rates. The mineral-filler industry has felt the present depression, but it has suffered less than most mining industries for as a rule the mills are simple, the overhead expenses are low, and the labor is entirely local and can revert to farm work when the plant closes down. Many other deposits in the southern district will undoubtedly be developed when business. revives and freight rates are adjusted.

Mr. Brown : .That part of the Standard Company's plant which has been added since the publication of Mr. Leggett's paper, and is described in mine, renders the single-phase, alternating system, which Mr. Hale has called " unelastic," much more elastic than it had been. The original plant at Bodie was substantially the same as the Telluride plant mentioned in his paper. The machines came from the same shops, and were practically the same; but while the Telluride Company has changed completely to a polyphase system, the Standard Company has retained its original plant, but has belted on a directcurrent generator at the receiving end, thereby converting the water-power into electricity, electricity into power, the power into electricity, and finally again electricity into power for use in the mines. This is a roundabout course, to be sure, but it shows that there are possibilities even in the out-of-date single-phase system. The only point perhaps, that deserves particular notice with respect to the hoist is the fact that the rheostat, or starting-resistance, was not built originally
