This paper presents a scheme for determination of precision for the various steps in coal sampling, sample preparation, and analysis. It also gives resulting data on 100 American coals from various coal fields covering all ranks from lignite to low-volatile bituminous. The variances of the various steps of the process are studied as a function of the coal preparation, the top size of coal as sampled, and the ash content. To understand the variables that control the overall precision of coal sampling, sample reduction and analysis, there is need for measurement of the variances due to successive steps of the process. The purpose of the present paper is to study these variances as a function of the coal preparation, the top size of the coal as sampled, and the ash content. The sampling data included are from 100 individual preparation plants from various coal fields in the United States and cover all ranks of coal from lignite to low-volatile bituminous; various types of preparation; deep, strip and auger mines; and, in many instances, mixtures from two or more coal beds or types of mines. The collection of data is continuing, but sufficient work has been done to draw some important conclusions. Since the work was done in conjunction with the Bureau of Mines sampling of coal, the time that could be spent at any one preparation plant was limited. This, in turn, limited the number of samples that could be taken for each coal. For this reason, the results from various plants were pooled in blocks. Two major blocking categories were "raw" and "washed!' The raw coals had no preparation other than crushing and/or screening. This paper summarizes recent research on the kinetic aspects and process behavior of agglomeration in balling circuits. The physical concepts underlying agglomeration, the mechanisms responsible for size changes during agglomeration, and a generalized population balance model for agglomeration systems are summarized. Experimental techniques for investigating the batch balling behavior and for simulating the balling- circuit operations are reviewed. Further, the effect of such operating variables as feed moisture, bentonite content, and the rate of feed addition are discussed. An approach to the computer simulation of the agglomerating circuits is shown and the importance of such models in process engineering is discussed.

THE high standards of living and improved national security that industrialization can bring are so evident that no country can be named that does not cherish the hope of industrializing. With such a universal aim, why do many countries unable to develop their own industries accomplish so little toward attracting the foreign private investor, who alone can provide them with the necessary capital and skill? Obviously, because they fail to under- stand what constitutes a favorable climate for investment, because they have false notions about being exploited or dominated by the foreign investor, or because they are so nationalistic they refuse to permit outside assistance. The purpose of this paper is to aid the citizens and policy makers of developing countries in achieving their aims, by defining the conditions which en- courage investment and portraying the results of a policy of encouragement. Ore broken at the mine or quarry face generally is loaded by power shovels into large trucks or rail cars and hauled to a primary crushing plant where it is reduced to a more workable size for ease in handling. The primary crushing plant is customarily located as close as possible to the center of gravity of the ore body and the projected limits of the mine pit to minimize the cost of hauling and to increase safety from flying rock as a result of blasting operations. A belt conveyor is used to transport the crushed product to a nearby ore treatment plant or, should this plant be located some distance away, the ore is loaded directly into cars and hauled by rail. Between trips the crusher product is accumulated in bins or stock piles. In all open pit mining and quarrying operations, the power shovel, the transportation equipment, and the primary crushing plant should work as a team, complementing each other. When establishing the design and selecting the equipment for these closely integrated operations, capital and operating costs for each unit operation must be weighed to achieve an optimum balance. Rising labor costs have given impetus to the universal trend toward greater efficiency, higher speed and larger equipment, and higher degrees of automatic control. The result is that power shovels have increased in size, haulage trucks are larger and faster, and only coarse crushers with feed openings adequate to receive run-of-mine lumps of ore with a minimum of secondary blasting are selected for new installations. These coarse crushers also have large through-put capacities, even when adjusted to produce a 6- to 10-in. size of product, thus making it possible to use a single stage of coarse crushing at the average mine. The use of a single crusher results in a compact crushing plant layout consisting of a dumping pocket for receiving loads of run-of-mine ore, a coarse crusher followed by a surge chamber for the crushed product, and a feeder to withdraw the ore at a uniform rate to deposit it on a belt conveyor. With plant start-up slated for early 1966, Palabora Mining Co. will take its place among the large copper mining properties of the World. Located near the town of Phalaborwa in the Lowveld area of Transvaal Province, approximately 250 air miles northeast of Johannesburg, Palabora is the result of a cooperative project between Rio Tinto-Zinc Corp. and Newmont Mining Co. Other large shareholders are American Metal Climax, Inc., Union Corp. Ltd., and Selection Trust Ltd. Earliest known mining activity in the area is thought to date back about 400 years, when the Bantu tribes were migrating southward from the great lakes of Central Africa. Old workings and hand tools have been found in numerous places on the flanks of Loolekop, the hill that contains the outcrop of the Palabora orebody. Nearby ruins of small furnaces give added evidence of the knowledge of copper smelting possessed by these natives.

RESEMBLING in some respects the enterprise at R Chuquicamata is that of the New Cornelia Copper Co. at Ajo, Arizona. Controlled from its inception by the Calumet & Arizona Mining Co., New Cornelia became a unit of the Phelps Dodge Corporation when the latter absorbed the Calumet & Arizona company in 1931. Both Ajo and Chuquicamata are situated in low mountains in extremely arid desert country. Both ore deposits consisted-the past tense is used advisedly because the oxidized ore has nearly all been mined at Ajo-of a horizon of leachable oxidized ores overlying sulphide or concentrating ore. The principal technical problem in each case was the development of a method for treating the oxidized ore. In both instances the capping of waste rock was comparatively thin and power-shovel mining in open cuts was the obvious method of exploitation. Nature had smiled on neither place in the matter of climate. Though Ajo does not have the persistent winds for which Chuquicamata is notorious, the comforts of living are largely artificial. And it is only fair to emphasize that at each place the mining companies have achieved remarkable success in providing these comforts. Of course, in point of size New Cornelia must be content with the inferior role. From May, 1917, when production was started, to the middle of June, 1930, the company leached 16,368,000 tons of oxidized ore, thereby virtually exhausting the ores of this class. Up to the same date, about 15,000,000 tons of sulphide ore had been mined, and a rough estimate gives 170,000,000 tons remaining in reserve. The total tonnage does not loom very large in comparison with Chuquicamata's billion tons; but it is exceeded by similar figures for only four of the Porphyry group.

Though production began in Canada only a short time after the discovery of oil in the United States, it has never attained large proportions, and if we were to judge entirely by the past the reserves of Canada would be put at a very low figure. There are only two areas from which oil is marketed at the present time; one, the old district around Petrolia in southern Ontario, and the other is the small Sheep Creek field near Calgary in Alberta. The former district has produced between 200,000 and 800,000 bbl. annually for the past 40 years, recent figures being near the minimum amount. Sheep Creek has produced about 12,000 bbl. annually for the past five years. The known reserves in proved territory in each of these fields are exceedingly small, when considered in terms of world reserves. The chief hope of Canada for reserves of considerable magnitude lies in the western provinces. Sedimentary rocks similar to those in the productive fields of the United States occupy thousands of square miles in the western provinces, so that it seems likely that somewhere within this great area the peculiar conditions necessary for the presence of oil pools will be found. Prospecting is being carried on energetically by several large companies, as well as by many independents. The Dominion Government, which controls most of the public lands, is pursuing a fairly liberal policy toward the prospector, which should stimulate wild-catting, although the province of British Columbia, which controls public lands within t.hat province, is at present unwilling to give adequate encouragement to make wildcatting attractive. As there is really no assurance that any productive pools will be found in western Canada, the estimates of reserves are subject to a wide possibility of error. In making estimates, the various areas within which geologic conditions are more or less uniform are discussed separately; the estimates given for each area are not given with the idea that there is a reasonable probability of their eventually proving to be correct. Petroleum requirements since V-J day have been appreciably higher than predicted. Foreign operations now exceed maximum wartime levels by about 14 per cent. Domestic operations since V-J day have averaged 92 Per cent of the wartime peak. In spite of maximum foreign refinery runs, large exports of all products, except residual fuel oil, are necessary to meet foreign demand. During the next few years it is expected that foreign operations will continue at capacity, including new installations, but that, because of increases in foreign demand, exports will continue at about their present level. Domestic operations will increase during this period and crude production probably will exceed maximum efficient rates. Even after 10 years some exports probably will be required, but eventually these will be supplanted by increased output of foreign refineries, except for small tributary exports. The increase in domestic requirements will exceed the decline in exports. Unless findings of crude oil exceed present expectations, the increasing demand will be met by increased imports and synthetic methods-—such as the Hydrocarbon Synthesis Process for conversion of natural gas and coal to gasoline and distillates. Catalytic cracking installations will increase as crude availability decreases. This will help to meet the increasing demand for gasoline but will intensify the domestic shortage of residual fuel oil. Eventually larger imports will be required to satisfy the demand for this product. Introduction Under the pressure of the wartime period, there was time only occasionaly to look ahead in anticipation of what the postwar era held for the petroleum industry. Perhaps the general expectation was that a rather pronounced decline in the level of industry petroleum operations would take place shortly after the end of the war, with the impact felt mainly on the economy of the United States- It is of interest now, nine months after V-J day, to take inventory of the near-term situation and see what significant forces are at work. With this as a starting point, it should be possible to engage in something more satisfactory than pure speculation concerning trends in the immediate future and 10 to 20 years ahead. (San Francisco Meeting, September, 1915) IN any discussion of this very large subject we are confronted at the outset with so many obstacles that at best only a fragmentary and rather disconnected presentation can be made of it, and my hope is that building from the few facts I have to offer a more complete knowledge may be secured. In the whole intermountain and Pacific. Coast region, west of Pueblo, Col., and from Canada to Mexico, there is no production of pig iron, and steel production is confined to the manufacture of a small amount of open-hearth steel from scrap. When we consider the area, the resources, and the several centers of population, this condition seems anomalous, even in. the face of every counter argument as to cheap water transportation, or other means of transport from the Atlantic Seaboard or from the iron and steel centers of the Middle West. This comatose condition, if such a term may be applied, is certainly riot due to a lack of all the essential materials and factors for success in iron and steel smelting, but is rather, I think, due largely to the general fact that it is only within a comparatively few years that the centers of population on the Pacific Coast have attained a size that would entitle them to the position of distributing or freight centers, or that the "back country" has been enough built up to make it sufficiently interesting to the railroads to foster trade from the local centers to the interior points rather than seek to supply such local centers and the interior by a transcontinental haul.

SiNcE the gypsum deposits of Nova Scotia have been operated on a large-tonnage basis, it has become increasingly necessary that more study be given to the geological relation of gypsum to anhydrite. It was while attempting to work out some definite system of quarry operation for several operators that the factors relating to hydration as given in this paper became apparent. For convenience the words "the formation" are used to mean anhydrite and gypsum taken together as one bed geologically and forming a distinct unit from the rocks below or above. Also, the word "block" is used geologically to define a portion of the formation that is cut apart and separated by erosion from other portions. The formation is part of the Lower Carboniferous, the remainder of which is made up of red shales and shaly sandstones, coarse red conglomerates and limestones. Overlying the Lower Carboniferous are the even-bedded gray sandstones of the coal measures. To a large extent these sandstones have been eroded from above the formation and the usual cover is clay and unconsolidated sediments. The position of the limestone member which immediately underlies the formation usually furnishes the key to the general structure. Being harder, and subject to less erosion, it has a wider spread than the'formation, and measures for dip read on it have a value which can not be applied to dips taken on gypsum or anhydrite. This limestone usually is not more than 25 ft. deep, but it has a remarkable tenacity—one would almost say elasticity—under strain of earth movements. In many cases it stands as a barrier to the erosion which otherwise would have destroyed completely the remaining block of the formation. No bedded limestone is found within the formation except in narrow seams close to the bottom and in short irregular masses in highly disturbed strata where it has been caught up by fault action. This paper is not concerned with the general theories of original deposition and no opinion is expressed as to whether gypsum or anhydrite was first deposited from evaporating sea water. For purposes of study, and as an observed fact, except in the few cases where there has been extreme disturbance, a block of the formation is regarded as a block of anhydrite which has become partly hydrated into gypsum. 177

The object of this paper is to give a few useful hints on the concentration of low-grade ores. The machines that I shall speak of are, Cornish rolls, revolving screens, Hartz jigs, spitz-lutte, and the Linkenbach buddle (or Roberts's patent buddle, as it is called in Colorado). I think the reason why some of them have been discarded in favor of more recent inventions is that they have not been given a fair chance to do their work in a satisfactory manner. Cornish rolls are usually looked upon as a machine designed simply to crush the ore as a preliminary to sending it to the sizingscreens, beyond which they have nothing to do with dressing the ore. On the contrary, the rolls give the key-note to the whole process. It is well known that one class of rock will crush differently from another, and from the result obtained by passing the ore through the rolls the size of the first revolving screen and the surface required on the jig-screens must be determined. If it is found that the mineral crushes clear from the quartz, a large mesh can be used on the first sizing-screen, and the tailings will not require recrushing ; but if it is found that some of the tailings from the first jig are ragged (that is, are carrying off particles of mineral sticking on the quartz), it will be necessary to recrush them. Again, if a large percentage of the tailings carry off mineral, it will be more economical to commence with a finer mesh screen than to recrush the tailings. Having determined the best mesh to use on the first sizing-screen, the different sizes on the other screens can be determined from it. I have found for practical purposes that, commencing with a 6-mesh, the next should be 8, then 12, and finally 18. The holes in the jig-screens should be a trifle larger than in the revolving screens. This paper is a discussion of a part of the mineral wealth of the States of Oaxaca and Paebla, Mexico. It does not refer to the precious metals, sonie mines of which, in these States, are said to have been worked before the advent of the Spanish conquistadores in the sixteenth century, as my purpose is to invite attention to the exploration of deposits of coal and iron-ores in the Mixteca region. The prominence given to coal is warranted by the great effect of the scarcity of fuel upon the industrial development of Mexico. Under the progressive administration of President Porfirio Diaz, the Republic has made wonderful advances in the past three decades; and this progress would have been greater but for the limitations imposed by expensive fuel. In the spring of 1906 I was detailed by the Birkinbine Engineering Offices, of Philadelphia, to accompany A. B. Adams, of New York, in a reconnoissance of reported deposits of iron-ores in the State of Oaxaca. The result of this expedition was the formation, in 1907, of the Oaxaca Iron & Coal Co., of which Mr. Adams became, and has remained, President and General Manager, and I have spent the past three years as Chief Engineer of this company in Mexico, principally in western Oaxaca, where field-headquarters were established. The sands of Snake River, Idaho, have long been known to contain gold. They were worked by some of the first prospectors who came to Idaho, and on the banks still stand the ruins of camps abandoned for years. There are almost always prospectors searching for gold during the season of low water, and it is not an infrequent thing to find a miner of the old type actually panning the sand, or the prospect-hole which he has just left. There is more or less mystery about these miners and their methods of finding the spots where they work. They are always subjects of much speculation to the ordinary traveller. The rich discoveries are, for the best of reasons, concealed until the claims can be taken up. It is difficult to find a place where there are no prospects, but the " colors " are so very fine that they do not offer much inducement to enterprise. The California miner usually values a color at from 5 to 10 cents, often the latter; while on Snake River it would take 100 colors, or even more, to make that amount.

Sintering is accomplished at a temperature of more than 2000°F. For the purpose of this discussion it will be defined as the art of burning a solid fuel with 90 to 95 pct ash content. Think of the problems of combustion involved in keeping a home furnace burning properly with 12 to 20 pct ash in the fuel and remember that the amount of fuel involved in the 5 to 10 pct combustion loss represented by the definition has to be just about right or nothing is going to happen. Our forefathers discovered that many ores containing metals csscntial to the steadily rising standards of living were associated with other minerals, sulfur and arsenic, for example, which had to be removed before ultimate refining. They did this by utilizing the solid fuels they had available-the sulfur or other readily combustible components- to create roasting heat.

THE preper classification of mining methods has received the earnest study of many mining engineers and has resulted in much technical controversy, depending no doubt upon the point from which classification is viewed or the use to which it is put. So far as the writer is aware, the discussion has invariably centered around the classification of underground mining methods, and only superficial attention has been directed to surface methods. Volume 72, page 10, of the Institute Transactions, presents such a classification, sponsored by the Mining Methods Committee of the Institute. A similar classification by Prof. Hugh P. Nicholson appeared in Mining and Metallurgy in October, 1934. The two classifications are quite different in their treatment of underground methods but are identical in classifying surface methods, although Professor Nicholson does suggest possible further divisions for surface mining and admits that such subdivision is more difficult than appears at first. INTRODUCTION IRON-ORE deposits in the Philippine Islands became the subject of official record as early as 1664. Undoubtedly iron ore was known and recognized by the Filipinos long before the earliest Spanish records. It is even possible that the Filipino practice of smelting iron ore is, like the native copper smelting, older than the Spanish conquest of the islands. The first records have to do with the magnetite-hematite ores near the towns of Santa Inez and Bosoboso in Rizal Province, from 15 to 20 miles east of Manila. The magnetite-hematite ores of Bulacan were exploited in 1783. Similar ores near the town of Mambulao in Camarines Province yielded a number of specimens to be exhibited in Spain in 1834. With the exception, then, of the lateritic iron ores on the eastern coast of northern Surigao, the true nature of which was not recognized until 1914, the important iron-ore deposits of the Philippines had all been discovered before the islands came under the dominion of the United States. Indeed, in the Spanish documents relating to the history of iron mining are statements which, if their accuracy be not questioned, leave us in the Philippines today with much less iron ore than the Spaniards found. To quote, for example, a report submitted to the Superior Government in Spain in 1835 by one of its emissaries, Don Lorenzo Calvo: "The Philippine Islands, most excellent Sir, possess iron and exhibit it in nearly every known mineralogical combination, and in such abundance that the cordillera of the island of Luzon, from Montufar Point in San Bernardino Straits to Cape Bojeador, is composed of no other mineral than iron, its ranges, of the third order, being in content and structure totally iron of the best quality, the more valuable in that its combinations are such as to facilitate its fusion and to render its reduction to metal simple."

There have been as many as ten commercial firms actively engaged in major programs of engineering and development, including Deepsea Ventures/Tenneco, Hughes Tool Co., Kennecott Copper Corp. and Ocean Resources, Inc. Foreign firms active in the field are International Nickel CO., Sumitomo Group/MITI, AMR (a joint venture of three West German companies-Metallgesell- schaft AG, Preussag and Salzgitter AG), and Societe le Nickel (CNEXO). It is estimated that it will take from 11 to 19 years for the more successful ventures to reach operational levels. Investment Costs and Rates of Return Five different programs, all from public sources, have been studied to analyze dollar figures regarding investment costs and the possible return on these costs. All are based on a unit of production of a million tpy of dry nodules through the processing plant, which is considered the minimum likely capacity. The costs are not always comparable, and with some liberties, have been forced into two categories. The first covers mining and sea-related costs. The second will include the onshore processing and other costs such as administrative and distribution figures. The costs in all cases are for complete ventures extending from prospecting through mining, processing and distribution of several metals and other products derived from the nodules. All costs are joint product costs, making certain comparisons with land mining difficult.
