Over the past two years the Office of Surface Mining in conjunction with Energy & Minerals Technology Assessment, ENCORE Systems Inc., and Boeing Computer Services has developed the Economic Coal and Ore Reserve Estimation (ENCORE) Coal Seam Modeling System. This system is being used by OSM, certain states, and industry for mine planning and mine plan permit review. The ENCORE system enables the mining engineer to start at the reserve estimation stage of surface mine planning and continue through the entire mine planning process and into the permit preparation process. The ENCORE system enables the state and federal regulatory authorities to assess a given mining and reclamation plan permit application in a rapid and efficient manner and greatly speeds up the mine plan review and permitting process. The ENCORE system is user friendly and menu driven thereby permitting the engineer with minimal computer training to rapidly learn and utilize the system. Data are input both through digitized map files and bore hole information files and stored in a data base that is an integral part of the ENCORE system. The system performs reserve estimation through standard polygon methods, least square methods, and geostatistical (kriging) techniques. Geostatistical routines permit rapid evaluation of coal and overburden quality and quantity. System outputs include drill hole sumnary and resource summary reports, cross sections, isopach maps, structure contour maps, premining topography maps, postmining topography maps, and three-dimensional perspective views. The maps can be displayed on a high-resolution, color graphics terminal or generated by a high quality plotter and are suitable for direct inclusion in the mining and reclamation pl an permit application. This paper gives detailed examples of ENCORE'S use together with example outputs.

The sampling and estimating of the orebodies in the mines of the Anaconda Copper Mining Co., at Butte, have been made a part of the work of the geological department. The wisdom of this assignment is apparent, considering the organization of that department, the nature of its records, and the scope of its regular work. In the first place, the district is divided into units of two or three mines each and a geologist is assigned to each group. His trips to all the working places are frequent and he follows the mining operations closely. His notes are graphic and detailed. In the office, he posts his notes on the standard maps and sections and on special maps for correlation purposes. With the approval of the chief or assistant chief geologist, he recommends development work underground and watches its progress. This gives the geological department a precise knowledge of the character of each orebody. Sampling is done by one or two samplers at each mine working under a chief sampler stationed in the geological office. The chief sampler has access to all the office maps and is in frequent consultation with the geologists; his instructions to the samplers are issued with the approval of the chief or assistant chief geologist. Not only is it important that the geologic information be used to direct the sampling but the reports of the samplers and the records kept by their chief are useful to the geologist, who needs them in his work of estimating ore reserves and deciding on recommendations for development work. The sampler, moreover, is at the mine every day and makes a daily report, which keeps the geologist in close touch with the progress of development work. The sampler is attached to the mine office and thus comes under the jurisdiction of the operating department. GRINDING is a large and costly part of Portland cement manufacture. Prior to clinkering in the rotary kiln, raw materials are ground to a fineness of 80 to 90 pct passing 200 mesh. Then, after burning and cooling, the resulting clinker is ground to about 92 pct passing 325 mesh. In the cement industry the most favored method of grinding has always been by impact and attrition of a ball charge in a rotating mill. Other types of mills, in which materials are ground between die rings and rollers, or between die rings and large balls, are sometimes used for single-stage grinding and often for preliminary grinding followed by grinding in ball-type mills. Their efficiency is usually high, but maintenance and repair costs are high also, and the ball-type mill continues to be the most widely used.

Maintaining safe, yet economical, slope geometries in a mining operation is paramount. When design analysis and engineering judgement have dictated conservative and usually more expensive problem solutions, monitoring has often proven to be a valuable method in dealing with potential slope instability. A well planned and executed monitoring program can allow operation at a lower theoretical margin of safety. Monitoring provides a valuable check on design parameters and can measure effects of remedial improvements. Warning of impending failure can often be established well in advance. The monitoring problem situations in civil engineering works and open pit mining are much alike. Instruments used for monitoring in both industries are often the same. In this paper, geotechnical instruments for measuring deformation and groundwater pressure in rock and overburden are discussed with a broad-brush approach. Results obtained over extended time periods are presented in a graphical presentation for a case history. Descriptions of various types of instruments, mostly used to monitor stability of rock slopes, are discussed, and data analysis and approximate costs are presented.

THIS survey is one of the more recent tests of geophysical methods of prospecting by the Dominion Observatory and the Geological Survey of Canada, of which the purpose is to find out what application such methods may have to geological problems in Canada. The Malagash salt deposit lies on the north shore of Nova Scotia about 40 miles east of the New Brunswick boundary, and forms a part of faulted and folded Carboniferous strata. The salt beds are exposed only in the mine workings, which are about 1000 ft. deep and at one place extend for 1000 ft. along the strike. Lack of rock exposures, complicated folds, and faults make it impossible to predict the location of salt away from the mine. A survey of an area in the vicinity of the mine was therefore undertaken to find out whether the salt could be located by the torsion balance and whether its extension from the mine workings could be traced. As the gravitational effects at Malagash may be fairly typical of those at other concealed salt deposits in the Carboniferous rocks of the Maritime Provinces of. Canada, the survey has a direct bearing on prospecting for other deposits. The survey was made in 1934 by A. H. Miller in collaboration with Dr. W. A. Bell, of the Geological Survey of Canada.. Observations began on June 15 and were completed four months later, on Oct. 15. Definite gravitational effects including a lowering of gravity were observed over the deposit. The survey also disclosed one other area of low gravity east of the mine but whether this area is underlain by a large body of salt is not yet established.

BACKFILLING of stopes and other underground openings in the Homestake mine with sand tailings was undertaken primarily to reduce surface subsidence, which was wrecking much of the surface plant and a substantial part of the town, and to make possible maintenance of openings into the top of pillar stopes as mining progressed. The progress of this type of filling has been rapid and the results very satisfactory. Sand is now used in filling timbered stopes, shrinkage stopes, and abandoned drifts and crosscuts. A permanent pipe-line system for transporting sand tailings into the mine by gravity has been installed. The close filling of all stopes has resulted in important benefits other than the two major ones. The ore bodies in the Homestake mine occur as replacements in one distinctive layer of the metamorphosed pre-Cambrian sediments along a group of minor folds that together form a complex anticline that pitches at 35º to 40º to the southeast. The ore bodies are extraordinary for their magnitude. Widths of over 300 ft. have been mined and continuous ore has been followed for over 1200 ft. along the strike on some of the upper levels. Mining has been by shrinkage stoping with square-set mining of crowns and pillars. In the standard plan, shrinkage stopes 60 ft. in the direction of strike and the full width of the ore have been taken up to within 25 ft. of the level above. After filling, the crown has been mined by square-set methods, as have also the 40-ft. pillars between shrinkage stopes. In former days, when the supply of ore seemed inexhaustible, the mining of pillars was allowed to lag far behind because of the high cost. Many pillars were rather badly fractured on the level and in some places between levels. Coarse waste was used for backfilling all stopes, but in pillars it became increasingly difficult to maintain haulageways for the transportation of this fill over the top of the stopes as mining progressed The cost of maintaining these crosscuts was excessive and in many pillars practically impossible. Therefore it became the practice to fill pillar stopes by tapping the back and sides of the stopes.

MANY requests for information as to the possibility of washing coals to some predetermined percentage of ash or sulfur have suggested that the producers aim to satisfy some degree of purity set by the user of the fuel, rather than to attain the greatest economic benefit to all concerned. This paper is written to show that the highest economic purity of washed coal can be determined from washability studies of the raw coal, costs of mining and washing coal, and data on the effect of ash and sulfur on the value of the coal for the particular use for which it is intended.

The passing of Benjamin Bowden Lawrence in January, 1921, was a distinct loss to the engineering profession. Mr. Lawrence had a genius for reviving abandoned mines and developing them into substantial producers. A notable example of his work in this line was the Dives-Pelican near Georgetown, Colo. While on an exploring expedition in 1888, he examined this old mine and was convinced that bonanza ore still existed there. He located the owners of the property, and induced them to place sufficient capital at his disposal to enable him to re-open and explore this mine. So confident was he of the outcome that he undertook this work on a profit-sharing basis without salary. Within eighteen months the old Dives-Pelican was operating profitably, and for the following ten years it paid very substantial dividends. The late Theodore N. Vail was one of the owners of this old mine, and many years later, at a dinner given to Mr. Lawrence by the Alumni of Columbia University, Mr. Vail told the story of the resuscitation of the Dives-Pelican by Mr. Lawrence, and declared that the dividends he himself had received provided a large part of the funds that made possible the realization of his dream of establishing the long-distance telephone in this country. The E1 Cobre mines at Santiago de Cuba also owed their renewed life to Mr. Lawrence. Under his management, these mines produced and shipped several million pounds of copper per year. He was for several years consulting engineer for the Kerr Lake and other silver mines in the Cobalt region; the Kerr Lake became famous as a silver producer. Mr. Lawrence spent more than twenty years of his life in the mining camps of the West. He was but twenty-one years of age, and only a few months out of college, when he was appointed manager of the great Chautauqua Lode (a silver mine) located on Glacier Mountain near Montezuma, Colo. Here, isolated in the mountains for several months each year by ice and snow, he worked for five years to make these mines Pay. He possessed unusual breadth of vision and human understanding; he had ''personality plus," and when he opened an office in New York City as consulting engineer he quickly rose to an enviable position in his profession. Young engineers worked with enthusiasm under his guidance. He carefully selected his men, discussed fully with them the plans and policies to be pursued, then left them free to accomplish results in their own way. This attitude developed individuality and resourceful-

INTRODUCTION For a number of reasons, the mineral processing industry has been slow to adopt significant automation of its processes. Most ore grinding operations can be operated manually so the pressure for automation to run the process has not been there. Furthermore, many plants had proven over years of operation that manual operation would produce a profit, so why automate? Until recently, the instrumentation necessary for automation of the grinding process was not available. All this has now changed, however. Increasing costs for labor, fuel, power, grinding media, reagants, and capital equipment have not been matched by the market price of the finished product. This cost-price squeeze has made it mandatory to reduce operating costs and improve the efficiency of the process to remain profitable. A number of other factors have added to the direct operating cost to make the problem even worse. These include environmental pressures to conserve natural resources and reduce smelter stack emissions; increased competition--especially from developing countries, varying economic conditions, stockpiling, governmental controls, and to top it all off, lower grade ore bodies. Although many of these other influences are good overall, they take their toll in cost per ton of delivered product. Fortunately, many operators are finding the solution to the cost-price squeeze in instrumentation and process control. Automated processes yield tighter spec. products, require less operating labor, produce more product from a given plant, and reduce unit cost by increasing process efficiency. The plant manager has a "handle" on the plant through process control so that he can change operating modes as economics dictate by changing the set point of some process controllers. He can even respond to economic conditions by switching control strategies from one that maximizes production to one that maximizes recovery, or minimizes unit cost, etc. This has all been made possible by the advent of on-line analytical instruments and practical process control computers. On-stream particle size (1), x-ray, and silica analyzers are now available and in use in many plants. Digital computer hardware and software has become practical so operators can use it without trying to become computer experts. INTRODUCTION Banks are being asked to assume more and more of the project risk in connection with project financings and, as a result, they are seeking to become more sophisticated in the way that they approach these kinds of financings. For example, a large number of banks that are active with the mining companies have established mining groups which typically will include mining engineers, economists, and bankers, in order to specialize their service to the mining industry. These banks have geared up these special service staffs so that they will be better equipped in their lending activities to analyze, measure and evaluate the project risk. The hope is that a team of these specialists will be able to predict the potential success or failure of these new "green fields" mining ventures that the banks are asked to finance. This paper shall focus on this subject and try to determine just how successful these specialists can hope to become as they analyze these various projects that are brought to them for financing. The approach that shall be taken in this paper shall be to examine how successful the mining companies themselves have been in the past with this same problem. These mining companies should be the most sophisticated in their approach to the analysis of the potential for success of a new mine because they have had the most experience in evaluating these projects. After all, who knows more about developing a mine than the companies that have developed similar mines in the past? For the purposes of this paper, the writer has selected a sample of 18 mines that have been developed over the years and measured the actual performance of each of these sample ventures against the original projections. All of these cases have involved the development of large projects where the sponsors or partners in the venture are substantial and sophisticated companies and where the feasibility studies have been prepared by engineering firms that are considered very professional in the industry or alternatively where the feasibility has been done by a comparable in-house staff. The sample cases have been chosen from a period which starts in 1965 and continues through 1981 with the cases distributed over that period as indicated below: [ ] Fourteen of the projects are open pit mines, three are underground mines and one mine starts on the surface and gradually goes underground. Seven of the mines are in the the far east with the remaining three in either South or Central America. The following four specific questions were examined for each project:

THE "slot" system of mining in use at the Golden Queen mine, Mojave, Calif., does not involve any new mining methods. It is, how-ever, a, new combination and adaptation of several stoping systems in common practice. The first plans for stoping operations at the Golden Queen mine called for ordinary shrinkage stopes. The hanging wall of the vein, where exposed, is a very hard felsite with a dip varying from 50° to 70°. The vein itself is quartz, shattered and fractured enough to make it easy to drill and blast to a clean hanging wall. There is no well defined footwall. The footwall limits had to be determined by assays as the metal content faded out into the felsite. Two shrinkage stopes, each approximately 200 ft. long, were laid out and started on the 200-ft. level. One of these stopes, varying in width from 8 to 18 ft., was carried on up to the top limits of the ore, approxi-mately 120 ft., without a break in the operation. The shrinkage system proved entirely satisfactory and low costs resulted from-this operation. In the final drawing of this stope, two timbermen followed down on the ore, scaling the hanging wall clean of small fragments and placing an occasional long stull from foot to hanging wall where it was deemed necessary. Few such stulls; however, were required. The hanging wall stood up very well until the stope was entirely emptied of ore. Waste fill was then put into the stope by the glory-hole method, through a waste raise that had previously been run to surface from the middle of the stope. The second shrinkage stope ran into difficulties about 35 ft. above the sill floor. Up to this point the maximum width of the ore had been about 15 ft. The ore suddenly widened into the footwall to a distance of 40 ft. in the north end of the stope. In extending the stoping operations over this width, it was soon found that the vein material would not arch and support itself. Drilling in this end of the stope was then entirely too hazardous, and all operations were stopped. The ore was drawn through the chutes below as rapidly as possible and as soon as the stope was entirely

NOTE BY THE SECRETARY.—This address having been made the object of much hostile comment, arising, as Mr. Weeks believed, in large part from misunderstanding of its purpose and meaning, was, by his express direction, withheld from official publication in the Transactions until he should have so modified or added to it as to make such misunderstanding impossible. His illness and death prevented him from executing this intention; and, consequently, the only version of the address now in the Secretary's hands is one of which the author had forbidden the publication. Under the circumstances, therefore, it seems best to publish, in this place, only some portions of the address and its appendixes which have a historical value and are beyond controversy, giving at the same time a summary of its general nature, based upon the original manuscript and upon correspondence with Mr. Weeks. For this summary, the Secretary is alone responsible. The address was essentially a restatement of well-known and established facts, which it interpreted as proving that, of the three elements of the Bessemer process (namely, the pneumatic principle, the successful mechanical application of that principle, and the recarburization with spiegeleisen), William Kelly was the first inventor of the first, Bessemer of the second, and Mushet of the third. Mr. Weeks used the words " original inventor " in the sense (as he explained in one place) of first inventor, and neither asserted nor believed that Bessemer's con-

This field is geologically of much interest. It is small, hut with some seams of unusual thickness, the main one being as much as thirty-eight feet thick. The quality of the seams, as also of the associated beds of shale and sandstone, in several instances changes to a remarkable degree within short, distances. The strata dip at inclinations that carry the coal to depths of 3000 feet or more; heavy faults cut up the district, and the New Glasgow conglomerate, of disputed age, separates it from the Upper Carboniferous measures, in which no seams of workable thickness are known. This coal-field offers to the geologist much ground for study and peculation. The commercial value of the field is affected by its restricted area, the varied quality of its coal, and its advantageous position in the mainland, with railway connection and home markets, offset by the physical difficulties which make the cost of production high. It has been so long a habit with us to speak of our resources of coal as boundless, that any adverse comments, or insinuations that avoidable loss in working is a national loss, hare hitherto fallen on idle ears. While it is not my purpose to underrate the riches we do possess, yet I deem that no good end is served by echoing exaggerated estimates which encourage a national indifference to wasteful

The research here recorded was undertaken early in the present year, and has been prosecuted steadily for about eight months. While the work has been under my constant supervision and advice, the labor has all been performed by Mr. Sadler, to whom is chiefly due the development of the successive steps which have led to the final result. The process is better than I dared to hope, and we are able to place at the command of chemists and engineers interested in the matter an apparatus of continuous and uninterrupted action, and methods of analysis by which the daily averages of the two variable and inconstant factors of illuminating gas, ammonia and sulphur, may be determined with all needful accuracy, even by those little skilled in chemical manipulation, and with very little loss of time. This research has been carried out in the laboratory of the New Haven Gaslight Company.

A pulsed high-energy neturon-induced spectral logging tool has been built and field-tested. The reaction of deuterium on tritium is used to generate pulses of 14-Mev neutrons. By detecting only the prompt gamma rays produced by neutron inelastic reactions in the formation, the presence and relative abundance of carbon, oxygen, calcium, silicon and other important elements may be ascertained from a gamma-ray spectrum. Gamma-ray spectra obtained in a shallow test well and in experimental field use show that it is possible to identify formations and their contained fluids. INTRODUCTION The penetrating gamma rays from naturally occurring radioactive elements in subsurface formations have been used for a number of years in well logging as a means of characterizing and distinguishing strata. Still another nuclear logging method which has been employed for some years consists of the bombardment of strata with neutrons and the measurement of the number of gamma rays produced by neutron capture reactions involving elements in subsurface strata.' Since one of the principal elements entering into capture reactions is hydrogen, the latter procedure essentially results in a hydrogen log, whether the hydrogen be in combined form in either oil or water; thus, the log gives an indirect measure of porosity. These methods, with various refinements, have been developed to such an extent that they have become routine procedures in formation evaluation. Neither gamma-ray logging nor conventional neutron logging, however, yields sufficient information to permit unequivocal identification of the mineralogic composition of formations, and neither method gives information which may be used for the positive identification of hydrocarbons in strata. Accordingly, a number of efforts have been made in recent years to gain additional information from nuclear logs. Brannon and Osoba have shown that it is possible to identify naturally occurring radioactive elements in subsurface formations by spectral analysis of gamma rays emanating from these elements. Such an identification is of value in the characterization of strata. A simplified form of spectral analysis of gamma radiation resulting from neutron capture reactions between elements in earth materials and bombarding neutrons has been used with some suc- cess under favorable conditions to differentiate between petroleum and water. This method relies upon the relatively high energy of gamma radiation from neutron capture by chlorine and, in effect, furnishes a chlorine log. In areas in which interstitial water is of sufficiently high salinity, this log can give valuable information on water saturation and, thus, indirectly on hydrocarbon saturation. Still another approach to obtaining more information by nuclear techniques is "activation logging", in which certain elements yield short-lived radioactive isotopes on neutron activation and, thus, can be detected by gamma-ray spectral analysis. From the standpoint of determining by nuclear logging methods the mineralogic composition of strata and the presence or absence of hydrocarbons, it is essential that information be obtained on the presence and relative amounts of several elements such as carbon, oxygen, hydrogen, calcium, silica and others. Some elements, such as hydrogen, chlorine and sulfur, can be determined by spectral analysis of gamma radiation resulting from neutron capture reactions."" Others — carbon and oxygen, for example — do not enter readily into capture reactions but do yield gamma rays of characteristic energies from inelastic scattering reactions with high-energy neutrons. Accordingly, the latter reactions are of particular interest as a means of identifying hydrocarbons in subsurface strata. Several years ago it was recognized that information requisite to the identification of subsurface strata and of contained fluids could be obtained by pulsed operation of a subsurface neutron generator and associated gamma-ray detector. It was contemplated that pulsed operation would be effective in discriminating in time that gamma radiation which results predominantly from inelastic scattering reactions from that gamma radiation arising from neutron capture reactions. Accordingly, research was continued and construction of such a device was initiated. Although many problems were encountered, they were solved successfully. The following sections describe the tool which has evolved, its performance and the results which have been obtained with it to date. IN these days of intense competition for the domestic fuel market much is heard of the low efficiencies with which solid fuels, and most particularly bituminous coal, are burned in domestic heating equipment. In contrast to the every-day operating efficiencies of 85 and 90 per cent in large, central, electric-generating stations, efficiencies of 50 per cent and lower are cited for the hand-fired home furnace. Just as the miles per gallon of gasoline is only one of the factors that determine the cost of operation of an automobile, so the thermal efficiency is only one factor in the cost of domestic or other heating. The purpose of this paper is to analyze the total costs of domestic heating by various fuels and types of equipment, to determine the relative importance of efficiency and other factors, and to discuss what this signifies relative to the future of the use of fuels in the home.

In taking up this subject it is first necessary to define our terms. Efficiency, in its engineering usage, means the ratio between actual and theoretical results, and efficiency-records thus involve the use of scientifically determined standards with which all results are compared. Scientific management is the methods used in increasing efficiency, and includes the use of efficiency-records. Efficiencj-records do not alone constitute scientific management, but they are necessary to it, and any so-called system of management which is not based upon standards and standardization is fundamentally wrong. An efficient management and efficiency-methods in management are not the same thing. There are some people who have an instinctive genius for management and accomplish results without exactly knowing how they do it. Such a manager may obtain a very high efficiency without the aid of scientifically determined standards. On the other hand, it sometimes happens that poor results will accompany the use of efficiency-recorcis, due to a weak or indifferent management, which fails to make use of the information acquired. Efficiency-records are only a tool, and like other tools are worthless unless used. The ordinary cost-sheet and production-statement do not go far enough. They tell what has been done, but give no information as to how well it has been done. It is true that the man who is familiar with the industry and the plant in question may draw inferences and form a general idea of good work or bad work, but it can only be a very general and hazy idea. Comparisons with previous records or records of other plants are unsatisfactory, since there is nothing to show the cause of the differences. Efficiency-records supply this need. They compare actual
