A useful accelerated weathering test should be capable of placing any series of metals quantitatively in the same order of endurance as that noted under a particular set of actual exposure conditions. The development of such a test must necessarily depend to a considerable extent upon data obtained from a wide variety of exposures. This paper offers preliminary data from exposure tests on nine metals placed in 11 locations in the Lehigh Valley, within a radius of 20 miles from Palmerton. The exposure conditions vary from a severe industrial atmosphere to a pure rural atmosphere. The data are offered as evidence of the necessity for the identification and evaluation of the variables of corrosion and as illustration of some of the variations to be considered in the development of a useful accelerated test. It is quite clear, from this evidence, that a useful accelerated test must be versatile to the extent of showing the probable variations of corrosion resulting from differences in atmosphere as well as from differences in the metals. The paper is presented solely with the object of pointing out the wide variations in relative merits of several common metals in resisting corrosion and without any thought of initiating controversy regarding the merits of particular metals. For this reason the metals are designated only by symbols in the tables and no key is given to these symbols. Test Procedure Specimens, 4 by 6 in., were cut to accurate dimensions from each of the following metals or alloys: aluminum, ascoloy, copper, copper steel, galvanized iron, and zinc. Additional grades of these metals bring the total to nine types. Since it was impossible to obtain the required number of copper-steel specimens having equal surface conditions of rust and scale, it was thought advisable to pickle these specimens in a hot solution of 10 per cent. sulfuric acid. All other specimens were carefully cleaned in ether and alcohol and weighed just prior to exposure. Four specimens of each type of metal were mounted on a test rack by means of porcelain insulators. Some years ago it was my good fortune to inspect some coal properties in Germany, and the most striking impression I received on my trip was that in that country every one in the coal industry, miners and operators, was proud of the fact-not apologetic about it-and that industrially coal was looked upon as a King. The explanation, of course, was that at least 90 per cent of the entire mineral value produced in Germany was from coal, and that it was the very foundation of the nation's industrial life. The feeling was so different from that existing in the United States among those engaged in producing coal that it made a profound impression on me, and many times since then I have speculated about the reasons for the difference in opinion in the two countries. Here, of course, our units are much smaller and more numerous, there is not so large a proportion of technically trained men, and we have the American trait of depreciating the things we do at home; but among those not actively

It is possible to construct a simple diagram of the earnings, or the production, of the men employed at a coal mine that will show not only if the conditions tend toward contentment among the men, but if the operating distribution of the work is correct. As earnings are the greatest cause of discontent, even exceeding all the other causes, if contentment exists in the matter of earnings, the likelihood of other discontents flaring up is greatly lessened. The basis of such a diagram would be the Gaussian curve of the normal variation in human ability. Such a curve has long been recognized. H. L. Moore,' in discussing the quantitative relation between wages and ability says: "It has been pointed out that industrial efficiency is dependent upon physical, mental, and moral qualities, and these qualities . . . there is good reason for regarding as being distributed according to the Gaussian law.

Cobalt consumption will increase during the next decade at an average rate at least equal that of nickel. In the past, use of cobalt has at times been curtailed by lack of availability or by high price. In the future, output of cobalt derived from copper ores and iron sulfides will continue to grow and output of cobalt from nickel ores will be greatly increased. There should therefore be an adequate supply of this metal at a reasonable price. Nickeliferous limonites constitute by far the largest known terrestrial reserves of cobalt. A process has been conceived, based upon selective reduction and aqueous chlorination for treatment of such ores. The proposed procedure permits good extraction of the ore's cobalt content, comparable to that of the nickel, and is adaptable to large-scale, automated unit operations. Chlorine leaching of the ore enhances its value as a potential source of iron and chromium. Over four thousand years ago, cobalt pigments were employed for decorative purposes in some glass and glazes of Egypt and Persia, and by 1000 B.C. they were widely used in the Middle East.' " However, prior to 1914, virtually no cobalt was produced as metal and ceramics remained the largest consumer of the element as oxide. During World War I cobalt-containing high-speed steels came into their own and the metal's merit in magnet steels was established.

THE text of my talk was suggested by the invita-tion of your secretary, who said that the excess productive capacity of the bituminous industry was a matter of common concern to engineers and coal operators. Cognizant of the depressed condition of the industry, he tactfully added that in common council we might find wisdom. Certainly it would seem that the application of the best engineering knowledge available would be helpful in solving mining problems. There is no doubt that clear thinking, characteristic of the engineering type of mind, is essential to untangle the shapeless pattern which increased complication, so often mistaken for progress, has developed. There is much thinking today which neither looks forward to a logical combination of ideas nor backward to simple fundamentals. The result of that sort of thinking is hopeless confusion. Lately we have heard much about excess capacity and overproduction, along with their attendant evils. Respecting the bituminous coal industry, these terms have been frequently misused. How many of us have seen them applied to the coal industry but how few of us have understood them. I am reminded of a state-ment which William Green, president of the American Federation of Labor and a former miner from the Ohio field, gave to the Associated Press last month, in which he was quoted as saying: "The coal men must realize that conditions have altered since the World War. To-day they are producing a billion tons a year, with a market for only half that tonnage." I cite this instance as a glaring example of the flood of. loose statements about the bituminous industry with which the public is being deluged. If the general public, or some of the newspapers, had any passion for the facts, this sort of misleading statement would not get very far. Unfor-tunately, in these days, opinions are more sought after than facts, and statements by such a person as Mr. Green and are promptly accepted by a credulous public.

A dew-point technique was used to determine the thermodynamic activity of zinc at 430°C in a series of e phase Ag-Zn alloys. The composition of the alloys ranged from 72 to 88 at. pct Zn. This range included the composition at which Massalski and King3 found a reversal in the composition variation of the crystallo-graphic c/a ratio, which they attributed to an overlap of the Fermi surface across the (002) faces of the Brillouin zone. The data is presented in a graph in which RT In yz,, where yz, is the activity coefficient of zinc, is shown as a function of atomic percent zinc. This curve has an unmistakable change in slope at the same composition that Massalski and King observed the beginning of the reversal in the c/a ratio. This change in slope of the thermodynamic data is also attributed to a Brillouin zone overlap. Equations are presented to demonstrate that the thermodynamic activity can be related to the density of states of the conduction electrons, and that the observed phenomena are consistent with this model. It is also demonstrated that the contribution of the density of states can be related to the excess stability, a phenomenological parameter recently shown by Darkeen" to be significant in the interpretation of thermodynamic data of metallic phases. The data seem to indicate that zone overlap has caused a spinodal point, and the resulting misci-bility gap, in the phase diagram. THE problem of developing an adequate thermodynamic model of solid solutions has proven to be difficult, and is still only partially solved. The main approach has been to develop a statistical model, such as that of an ideal solution, regular solution, and so forth, to which can be attached corrections for electronic, vibrational, magnetic, ordering, or other contributions. Such corrective terms are usually derived on an ad hoc basis, and it is difficult to predict in advance what their relative importance will be. This problem has been discussed in general terms by Oriani and Alcock,' who have reviewed several thermodynamic models and a few empirical correlations. The measurements described in the present paper were made to demonstrate in a special case the importance of one such corrective term, the contribu- tion of the energy of the conduction electrons of an alloy. It was our premise that the contribution of the energy of the conduction electrons to the thermodynamic activity of the alloy components could be detected; further, that such an effect would be observed at alloy compositions where other phenomena, also ascribed to the energy and density of states of the conduction electrons, are observed. The idea of the importance of the conduction electrons is hardly new. Hume-Rothery and his adherents have developed the well-known theory of alloy phases in which the sequence of phase fields in binary equilibrium diagrams, especially those involving the noble metals with the IIB, IIIB, and IVB subgroups, can be correlated by replacing the composition variable with the ratio of conduction electrons to atoms, e/a. Jones and others have developed a physical explanation for this correlation, in which they consider the solubility limits of phase fields to be restricted by an intersection between the Fermi surface and a Brillouin zone. The general features of the model are also quite well-known—presumably zone intersection causes the density of states to decrease at critical alloy compositions. The attendant increase in energy of conduction electrons in the original crystal structure allows an alternate structure to become more stable as the concentration of polyvalent solute is increased. In spite of the wide acceptance of these ideas on phase stability, there is only indirect* evidence, such as the variations in lattice parameter recorded extensively by Massalskizy3 and others, that Brillouin zone interactions occur. There are few experimental measurements, other than the correlations of the phase sequence, that substantiate the premise that the energy of conduction electrons affects the solubility limits of alloy phases. Much thermodynamic data of alloys has been found to be consistent with the theory; yet there is a lack of detailed data at compositions where zone intersection and overlap are thought to occur. One would expect that the energy of the conduction electrons would make a measurable contribution to the thermodynamic properties of alloys at compositions near zone intersection and overlap if the theory of Hume-Rothery and Jones is correct. This conclusion cannot be avoided, because the phase boundaries are determined by the requirement that the chemical potential of the components be equal in both phases at equilibrium. An electronic effect large enough to alter the stability of a phase should also affect the thermodynamic activity by a measurable amount.

While the work has been under my constant supervision and advice, the labor has all been performed by Mr. Sadler, to whom is chiefly due the development of the successive steps which have led to the final result. The process is better than I dared to hope, and we are able to place at the command of chemists and engineers interested in the matter an apparatus of continuous and uninterrupted action, and methods of analysis by which the daily averages of the two variable and inconstant factors of illuminating gas, ammonia and sulphur, may be determined with all needful accuracy, even by those little skilled in chemical manipulation, and with very little loss of time. Electricity must be safeguarded everywhere that it is used. The conditions that exist underground make the use of safeguards more essential there than almost anywhere else. Electric Shock Electric shock is the greatest danger in connection with the use of electricity in mines, because conditions existing underground are so favorable to its occurrence. Men are often obliged to work in more or less uncertain light near bare wires that are carrying dangerous potentials. The fact that the men are standing on the earth practically connects them to one terminal of the electric generator. The moat dangerous piece of electrical equipment underground is the trolley wire. It is necessarily bare and extends for long distances throughout a mine, often less than a man's height from the track rail. Sometimes the making up of trips of cars must be done near low-hanging trolley wires. All 'bare wires offer the same danger that troIley wires do, although not to the same extent. Apparatus that has accidentally come in contact with the ungrounded side of an electric circuit is almost as dangerous as the trolley wire. A severe and even fatal shock may be obtained by coming in contact with the frame of a motor or a switch box that has become charged with electricity, or "alive," as it is usually termed. It is also possible to obtain . shocks from the frames of locomotives and cars if track sanding, poor bonding or a similar cause has put a high resistance to earth in the path of the current. Fires Caused by Electricity The danger from fires caused by electricity arises principally from defective installation and careless upkeep or from injuries to equipment resulting from falls of roof or similar causes. Fires may be started by unrelieved short cifiuits, or grounds, by the blowing of open fuses, and by the overheating of resistances. After showing continued and very satisfactory progress until the close of 1931, the oil industry of the Soviet, Union experienced very great difficulties, and since 1932 has not only failed to complete its assigned quotas but has fallen farther and farther behind them, and in fact during 1932 and 1933 Russian production has been below production in 1931. In 1934 the total crude oil production of 169,200,000 bbl. exceeded that of the former peak year, 1931, when 156,100,000 bbl. were produced. The production during 1934 amounted to 78.65 per cent of the plan. The failure to complete the plan has been due to the inability of the oil trusts to develop new fields; the fields that have been producing since 1917 still account for between 75 to 80 per cent of total production. The failure of the Soviet Government to develop new fields has been due to unsatisfactory organization of the geological work, to the extremely slow drilling of wells and their exploitation, and to the very much delayed development of the few areas that have been discovered. The official overestimation of the proven reserves of the country has undoubtedly been an important factor in giving the Soviet industry too much confidence when actually such reserves have been small. The official Soviet estimate of proven reserves of Russia is now placed at 21,000,000,000, bbl., while in fact such reserves, if estimated on a conservative basis, do not exceed 4,200,000,000 bbl., as will be shown later in this review. The refinery branch of the industry also showed unsatisfactory results with a recovery of gasoline, both straight-run and cracked, of only some 16 per cent of the total runs to stills. In fact, the showing of the refineries has been so unsatisfactory that the exports of gasoline have been greatly curtailed from 1933 to 1934, dropping to 10,000,000 bbl. in 1934 from 12,230,000 bbl. in 1933. With the indicated increase in domestic demand, together with but slightly increased refining capacity, the volume of available gasoline for export probably will be reduced to about 6,000,000 bbl. during 1935. HOISTS for metal mines are seldom designed for H one particular depth. They are intended for an ultimate load and depth with a given speed but are first used to hoist from a shallower depth, gradually working to the ultimate as development progresses. Sometimes the mine is not worked on the upper levels because of the kind and grade of ore, the mining of which depends on market conditions. In this case the hoist may be used in the same working shift to lift ore, for example, from the 1200 and the 4400-ft level. This means that the safety factor of the rope should be considered not only when it hoists from the greatest depth, but also when it hoists from the upper levels. According to present safety factor standards, a hoisting rope can have ample safety margin when hoisting from the lower or lowest level and still be shy of sufficient safety margin when hoisting from the upper levels. This will be shown by curves presented in this paper.

In order to take full advantage of the use of manipulatable variables to effectively control the response of coal flotation circuits to disturbances and to optimize circuit performance, the effects of each manipulatable variable must be understood with respect to the mechanisms responsible for particle recovery. This paper pays particular attention to the critical role of the froth phase and its effect on circuit behavior and control and emphasizes that in order to optimize the separation of coal from gangue by flotation it is necessary to consider particle behavior in both the pulp and in the froth while developing a control strategy. Data obtained from the extensive sampling of the flotation circuits in two coal preparation plants are used to illustrate this concept; by showing first the effects of reagent addition levels on the mechanisms responsible for particle recovery and second how this information can be used for control strategy development.

IN THE years immediately preceding 1914, the American people earned an aggregate income of 33 to 34 billion dollars, of which they saved about five billion, the annual saving being expressed mainly in the form of houses and railway extensions; to a less extent in public utilities, public improvements, factories and mines; and to a very small extent in foreign investments. It appeared needful that we should save and invest annually in these ways about 15 per cent. of our aggregate income in order to keep the development of our plant, so to speak, ahead of our steadily growing needs. The common knowledge that at present our housing and railway facilities are inadequate suggests immedi-ately that we have been running behind the pre-war ratio of reinvestment. Since 1919, we have not had any carefully prepared, authoritative estimates of the national annual income. However, with some experience in this subject, I have ventured to make rough estimates, which rest on solid foundations, although some rather empirical develop-ments are involved. Such estimates would be consid-ered good work in this field if they fell within limits of 10 per cent., plus or minus. Even so, these data are more useful when quickly available than more accurate data that are belated; for recognizing that there is a margin of error we can at least get a reasonable and approximate idea of how things are going.

WIIen clean iron and metallic zinc dust, protected from the air, arc heated below the melting point of zinc, the iron takes on a coating that has excellent protective value. This coating is a brittle alloy of zinc and iron, and the process is called sherardizing. Although the zinc particlcs are covered with oxide and cannot touch the iron, an extremcly small amount of the zinc vaporizes and the vapor, reaching the iron, alloys with it. Other zinc then vaporizes to replace that which has been removed from the atmosphere. This process continues indefinitely at a decreasing rate, for the coating already formed permits zinc to diffuse through it to combine with the iron beneath. In this way, the coating grows outward from the surface of the iron, as the bark grows from a tree. The method of growth was clcarly seen while sherardizing small cubes of cast iron, at about 450" C., in a srnall glass-stoppcrcd bottle enclosed in a rotating drum. The dust contained about 3 per cent. iron, which prevented caking, and coatings % in. thick were grown in a few hours. After a heavy layer had been formed, the cubes mere again treated for a shorter time. The layer last formed was seen to lie next to the iron, instead of at the outer surface, showing that the growth was from the surface of the iron outward. The coatings split at the edges and corners, leaving the iron exposed there. Flakes of graphite from the iron were lifted upward and embedded in the coatings. The composition of sherardized coatings varies from the outer surface inward, as would be expected from the mode of growth. That is, the iron content increases slowly at first, then more rapidly as the iron is approached. At the surface the least amount of iron possible is 6 per cent., as the experiments described below have shown. A study was made of the effect of iron in zinc dust on the proccss and on the resulting coatings. Glass bulbs, holding the small pieces to be sherardized, together with enough zinc dust to make them two-thirds full, were heated in a small, rotating electrically heated and controlled furnacc. Recent experiments indicate that the usual type of concen-trating-table is not only poorly adapted to produce the desired results, but also is based upon an incorrect principle, namely, the use of riffles to perform the work of stratifying the various minerals. We have heard a good deal about riffles for concentratiug-tables; exhaustive experiments have been made to discover the proper form of riffle, or to prove the superiority of this or that form; disputes and patent-litigation have arisen over the matter of riffles, and thus marly have been led to believe that the riffle is the saving-device upon which the process of concentration depends. In the present paper it is proposed to show that the riffle is greatly overrated as to the part it performs in the concentration of minerals, and that, in the near future, it may possibly be eliminated entirely from that process. The experiments in question have shown that the troublesome riffle can be considered of secondary importance at the most, and should be so classed in the construction of a concen-trating-table built upon the right lines. The action of any form of riffle on a concentrating-table is such as to upset and retard the process of settling and stratifying the various minerals on the table-deck. From the deck of a riffled table no concentrates can be delivered until the deck is " bedded," that is, until a suffcient amount of metallic values has been fed to the table to spread over a large portion of the deck, forming a substratum of the heavier minerals. This substratum must be maintained by the feed within quite narrow limits, and directly proportional to the rate of discharge from the table, in order that the bed shall not be lost. On the other hand, the riffles having a very limited carrying-capacity, considerable care must be taken not to overfeed a riffled table, in which case the table proceeds, in mill parlance, to rob itself. PUMICE and pumice are varieties of volcanic ejecta formed from lavas of the more silicic types. Chemical analyses of pumice, pumicite and perlite, from which synthetic pumice is now produced, will generally fall within the limits 65 to 75 pct silica, 9 to 20 pct alumina, less than 8 pct combined alkalies (sodium and potassium oxides), less than 3 pct calcium and magnesium oxide, less than 3 pct iron oxide, with smaller amounts of manganese, titanium, phosphorus and other oxides. Perlite is characterized chemically by having, in addition to the percentages of oxides given above, as high as 6 pct combined water. PROPERTIES Pumice is a natural silicic foam glass produced by volcanic eruptions. The molten glass foam, upon rapid cooling, trapped the steam and volcanic gases that caused it to remain extremely porous and vesicular in structure. Pumice is found in the form of large lumps several cubic feet in volume and also in grains only a few millimeters in diameter. Chemically, pumicite is of the same range of composition as pumice. The distinction between pumice and pumicite is one of particle size; the coarser materials are pumice; the fine particles, an appreciable percentage of which is in the range of 100 to 325-mesh or finer, are pumicite. If the erupting volcano ejects a silicic lava containing much gas and water vapor, the sudden release of pressure tends to free the gas. The viscosity of the lava, its rate of cooling and the amount of gas evolved, all have part in determining the degree of expansion of the glassy particles and the fineness of the vesicle. If the lava is of the correct viscosity and there is not too much gas, a pumice may be formed. Large amounts of gas may cause complete disruption into pumicite.30 In 1916, Barbour gave the name "pumicite" to the volcanic ash of Nebraska and since then the name has been widely used in industrial circles for the finer-grained commercial varieties. The good work of the surveys supported by the different branches of the government needs little mention to geologists but is underappreciated by people at large. Geologists and engineers realize their usefulness and yet even from this group one hears occasionally an undercurrent of discontent about their work or the distribution of it. The very fact that discontent arises within and without this group and has drawn attention of legislative bodies of the country in the present time of stress means that a large number of people do not receive or do not realize that they receive benefit from these public works. This seems to be a clear indication that more than the relations between government surveys and the mining industry is involved and that if the mining industry is interested in continuation of the work of these surveys on the past scale they must consider the other survey divisions and their activity. Also, relations between government surveys and certain specialized types of mining have not been as close as they should be. Previously I had seen service in a national survey, a state survey, summer employment by a large mining company exploring new property and detailed geological work for a large corporation. Major responsibility as a college instructor has left me free to view each of these assignments in unprejudiced fashion and at the same time study the relation of government surveys to large natural resource industries, average industrial and construction work and service to nongeologists and laymen. The good work of the surveys supported by the different branches of the government needs little mention to geologists but is underappreciated by people at large. Geologists and engineers realize their usefulness and yet even from this group one hears occasionally an undercurrent of discontent about their work or the distribution of it. The very fact that discontent arises within and without this group and has drawn attention of legislative bodies of the country in the present time of stress means that a large number of people do not receive or do not realize that they receive benefit from these public works. This seems to be a clear indication that more than the relations between government surveys and the mining industry is involved and that if the mining industry is interested in continuation of the work of these surveys on the past scale they must consider the other survey divisions and their activity. Also, relations between government surveys and certain specialized types of mining have not been as close as they should be. TENSILE tests of rail steels at elevated temperatures'' have shown that certain rails, in addition to having low ductility in the well-known bluebrittle range in the neighborhood of 200° C., have marked reduction in elongation and reduction of area in the temperature range from 400° to 700° C. This range of low ductility was called "the secondary brittle range" and the phenomenon, "secondary brittleness." The question naturally arises as to whether this property of the steels would be shown by impact tests performed in the same range of temperature. If so, the impact test, as suggested by Gillett3 would be a simpler and quicker method for the routine examination of steels at elevated temperature than the tensile test. A number of investigators have reported results of impact tests on steels at elevated temperatures, in which the energy absorbed decreased with increase of temperature above 200° or 300° C. Langenberg4 performed Charpy impact tests on several steels at temperatures ranging from room temperature up to 1000° F. (538° C). His results showed an increase in the energy absorbed in specimens tested in the range from room temperature to 200° or 300° C. and then a gradual decrease in the range, 300° to 538° C., the maximum temperature used.
